When it comes to safety in the mining and extractive industries, success is literally a matter of life and death. Anything short of perfection is not acceptable. In recent years, the mining industry in the United States has made tremendous strides in terms of health and safety for its workers. Part of that success has come with an increased focus on the issues of safety, an intense examination of procedures, liberal sharing of best practices and a focus on the synergy between safety, reliability and environment. During his closing keynote address of the Safety Management & System Reliability Conference in Minneapolis, MN on Nov. 15, Joe Driscoll, vice president of Great Basin Gold, showed a calendar from the coal fields in Pennsylvania from the early 1900s. The calendar marked the number of mine-related deaths each month. Some months, the number was as high as 50. It was an illustration of how far things have come, but there is still much more work to be done.

THIS necessarily brief sketch will attempt to summarize the high lights of perhaps the best meeting so far held by the Iron and Steel Division. All sessions were well attended and the discussion was vigorous and of a high order. The technical sessions opened. on Tuesday morning. "Precipitation Hardening of Copper Steels" was discussed by Cyril S. Smith and Earl W. Palmer, and dealt with steel with a 1 per cent copper content. Discussion brought out that there were no fabricating difficulties, but that the surface might be somewhat checked due to intergranular penetration of copper which could be easily taken care of. Probable advantages of steels of this type for high temperatures were pointed out. "An Improved Nickel-chromium Hardened Chilled Cast Iron," by J. S. Vanick, described a wear-resistant cast iron and evoked a lively discussion.

This report is one of a series dealing with oil-shale-operations in foreign countries visited and studied by Bureau of Mines oil-shale technologists within the past 4 years. Many oil-shale deposits have been discovered in Brazil and studied with various degrees of thoroughness. In this report the major emphasis is upon the oil-shale concessions of Companhia Nacional de Oleos Mineraes, in the River Valley of the State of Sao Paulo, because this oil-shale deposit is one of the most promising in Brazil for large-scale utilization for the manufacture of liquid fuels and other products of oil-shale processing, and because the opportunity was afforded to examine the concession area and to study mining, retorting, and. refining operations on these shales. Results of detailed analyses at the Oil Shale Research and Development Laboratories of the United States Bureau of Mines, Laramie, Wyo., are reported, Analyses and other date dealing with other oil-shale deposits in Brazil have been compiled from many sources. As many data have been reported as could be correlated to indicate the range of variation of the several types of shale end similar material. The oil-shale deposits in Brazil differ widely in size, richness of the shale, and of the oil. Some deposits are situate& more favorably for exploitation than others.

The mining and use of coal creates a significant amount of waste material that needs to be safely disposed of. It is likely that in the medium term, the Environmental Protection Agency (EPA) in the U.S. will categorize all such products as a new category – special waste. This would make the materials subject to many of the requirements for handling toxic waste, which will complicate the disposal of such products and significantly increase the disposal costs. Underground disposal would, therefore, seem to be the obvious solution, especially if the placed material can have low or no permeability, so that water table pollution does not present a serious long-term issue after placement. Significant additional advantages could be derived from this backfilling, including the reduction or elimination of surface subsidence, increased extraction, reduced surface waste disposal footprint and the elimination of explosion-proof seals in worked out areas. The research using a specific coal waste product as a typical example proved that the method of placing the backfill at a high density with low permeability is technically viable, but it must be made more cost effective and the other potential benefits quantified and costed in order to present a true comparison.

A multi-stage fluidization magnetization roasting is a promising method to treat limonite ore. The dehydroxylation of limonite ore is a key reaction in the pre-heating stage. In this study, the dehydroxylation mechanism of limonite was studied in a laboratory fluidization roasting reactor. The samples were characterized using in situ X-ray diffraction, Fourier transform infrared spectroscopy, and simultaneous thermogravimetry and differential scanning calorimetry analysis. The phase transformation and kinetics analysis were studied. Results indicated that the dehydroxylation occurred at the temperature of 250–350 °C with the vanish of hydroxyl functional groups (-OH). The dehydroxylation kinetics followed the 2-D diffusion (Jander) reaction model G(α) = [1 − (1 − α)1/2]2, and the calculated activation energy was 113.43 kJ·mol−1. This study is conducive to exploiting limonite ore resources using magnetization roasting technology.

The end of an era is here. The pony-express era of industrial relations in the coal industry is ending. Those professionals who know it must end to insure the industry's future are happy, relieved, but somewhat saddened. They are sad because it did have its elements of suspense, thrills, frustrations, and at times, plain fun. The days of the Company town are ended; the wildcats are declining; violence (while a big part of today's industrial relations) is beginning-to decline. The spirit of sound industrial relations is beginning to take hold. This has to happen for the industry to compete in today's economy and it is causing major changes for those who have grown accustomed to the pony-express type industrial relations.

A computer program has been written to simulate ground vibrations induced by multiple-hole surface blasts. The program is an inexpensive and relatively easy to use tool for predicting the principal blast vibration characteristics that determine damage and annoyance potential: peak particle velocity, frequency content and pulse duration. The program generates a complete ground motion history by superposing, at any surface position, the vibrations induced by each individual explosives charge. It requires specification of (hence allows accounting for) the blast geometry, initiation sequence (including random delays), position with respect to blast, pulse characteristics induced by each charge, and propagation laws. A methodology is outlined to determine the necessary variables either on the basis of site investigations (e.g. velocity, attenuation, pulse), or by backcalculation from measured blast vibration records. The latter procedure has been applied to blasts from two coal strip mines. Main difficulties are backcalculating individual pulses, propagation (especially dispersion) parameters and delays. A normal distribution of delays, based on published results, has been shown to influence the results and the response of a single degree of freedom structure significantly. Broadening of the wave types included and additional verifications with field results are required.

The U.S. Bureau of Mines evaluated the self-contained self-rescuer (SCSR) donning proficiency of 243 miners. These workers were from eight underground coal mines in the eastern United States. The objectives of the study were (1) to gather information on skill levels, since all miners in the study had prior instruction and opportunity to practice donning the apparatus, and (2) to summarize a quality control procedure useful in conducting periodic evaluations of donning proficiency. The sampling procedure used proved to be both reasonable and efficient in gathering information on training effectiveness_ It also provided a good statistical base for making informed site-specific decisions regarding SCSR training needs. Results from the observed samples at each of the eight mines indicate a wide variability across sites. The rate at which miners failed to isolate their lungs varied from 33 to 40.0 pct. Concomitantly, proficiency rates (miners either performing adequately or demonstrating a perfect 3+3 sequence) ranged from 13.3 to 63.3 pct.

The Bureau of Mines studied the behavior of rocks at the initial state of crater formation that results from the stresses created under a drill bit to determine which mechanical properties of rock are important in rock fragmentation by drilling. Although a definite relation between the drilling strength and relevant mechanical properties has not been established, maximum yield strength of rock is apparently a parameter of drillability of rock. The strengths of rock were considered from the Mohr-Coulomb criterion from which the surface of failure was constructed. The results from previous tri-axial tests on Solenhofen limestone were adopted to verify the criterion of failure. Inelastic behavior of some rock types was observed under a low-velocity impact of a hemispherical bit and under static indentation with a similar bit. Quantitative determinations of strengths of Solenhofen limestone) Indiana limestone, and Tennessee marble were made under static indentation. The maximum yield strength estimated from the average stress over the indented area was used as the crushing strength of rock under a drill bit.

This paper briefly describes some of the phenomena encountered when materials are submitted to extremely high pressures, such as those produced by the detonation of an explosive charge placed in contact with the material. It was found that extensive changes take place in the? microstructure of iron and steel. Diffusion-controlled processes, such as the transformation of lamellar pearlite, the recrystallization and grain growth of ferrite, and the homogenization of the pearlite-ferrite structure, can take place within micro-or milliseconds. Mechanical twins can propagate without deviation from ferrite to pearlite, thus indicating a proeutectoid ferrite-pearlite-ferrite orientation relationship. The propagation and interaction of intense stress waves in materials was demonstrated with the use of Armco iron. Introduction In this review, which is the fifth of the series on the Progress in Coal Technology, an attempt has been made to outline some of the more important developments that have taken place in coal carbonization during the last decade. Research into both high-and low-temperature carbonization has been active for three principal reasons: (1) the growing shortages in most countries of high-quality coking coals; (2) the demand for smokeless fuels for domestic purposes; (3) the need for metallurgical coke for the increased output of steel in the post-war years. The growing importance of coal tars as a source of chemicals for the preparation of synthetic products and of coal gases for the recovery of sulphur is evident. Many of the researches initiated because of wartime necessity have been continued .and even expanded in the post-war years. High-temperature carbonization with a suitable coal yields a strong coke which is used primarily for metallurgical purposes, a tar with good marketable value, and a large yield of gas of medium calorific value. Low-temperature carbonization gives a more free-burning solid product suitable for a domestic fuel, a high yield of a tar which is generally regarded as superior to high-temperature tar for chemical purposes, and a smaller yield of a higher-heat-value gas.

In the 2000 page Handbook of Mineral Dressing by A. F. Taggart, the subject of material or metallurgical balances is covered in only six pages of eve-straining type. Although Taggart's work was compiled before 1945, and there has been significant progress since then in most areas of mineral processing, the practicing metallurgist's approach to metallurgical balances remains exactly the same as described in those six pages. There are several portions of Taggart's text appropriate to introduce the subject of this paper which I would like to quote: "Milling Calculations. Computations of per¬formance in milling are complicated by the fact that it is a continuous rather than a batch operation, that the quantities of solid materials handled are large and usually mixed with water, hence difficult or impos¬sible to weigh. Fortunately it is possible to determine many facts concerning perfor¬mance without knowing weights, if the value of various constituents is known in some common unit, e.g., the content of some par¬ticular metal or mineral, or of water, or some ingredient soluble therein, or of par¬ticles of a particular size or falling within some particular size range, or the like."

While improvements in occupational health and safety (OHS) in the mining industry have decreased fatalities and accidents, little attention has been paid to the cultural confound of 'safety' in the increasingly multicultural mining industry. Occupational health and safety processes often contain assumptions of cultural understanding that may not be shared or understood by mining employees. There are potentially dangerous and costly implications of cultural difference in the mining environment. Some people have been enculturated with high levels of anxiety concerning catastrophe and uncertainty while others have a more laissez faire attitude to accidents and disaster. The level of cultural anxiety about uncertainty can be a major factor in the acceptance of OHS processes. OHS manuals based on a comprehensive set of rules and procedures may assume that the authority of 'rules' is shared by all employees regardless of a variety of cultural understandings when this may not be the case. Similarly, cross-cultural employees may not share a background or acceptance of expensive technological innovation and so resist/avoid the application of new safety equipment. Then too, OHS staff may not realise the significance of religious belief or personal responsibility on employees' attitudes to safety in the workplace environment. A lack of consideration of these cultural elements could have fatal and expensive results. This paper explores the impact of cultural difference in the understanding of OHS in the Mining Industry, presents a model to improve the understanding of the cultural confound in safety, improves analysis of OHS in practical multicultural situations, provides assistance for those involved in OHS training and may become a basis for developing OHS policy and procedure.

To improve the pumping capacity and engineering efficiency of fresh thickened tailings slurry, a high charge density superplasticizer was developed to improve the rheological properties of tailings slurry. The effects of superplasticizer content, the concentration and fineness of tailings, the proportion and type of cementitious materials, temperature, and hydration time on the rheological properties of unclassified tailings slurry and backfill materials were studied. The variation characteristics of the slurry yield stress, plastic viscosity, and thixotropy with different factors were measured by a Brookfield R/S-SST plus rheometer. The experimental results of fresh thickened tailings illustrated that the higher the concentration of the slurry and the finer the tailings, the worse the rheological properties of the slurry. The results of cemented paste backfill materials indicated that the rheological parameters increased as binder content and time increased. The rheological parameters decreased as the temperature increased. The addition of a superplasticizer reduced the rheological parameters and improved the rheological behavior of the fresh thickened tailings and cemented paste backfill materials, which was beneficial to the slurry’s pipeline transportation. This paper can provide technical guidance for slurry transportation in the backfill system and provide a reference for designing the superplasticizer used in tailings.

Rockburst is a highly destructive geological hazard that can cause casualties and equipment damage. To achieve highaccuracy discrimination of rockburst intensity, this article proposes an improved model that addresses the inefficient maximum membership principle used in traditional rockburst fuzzy evaluation models. The stress coefficient σθ/σc, brittleness coefficient σc/σt, and elastic deformation energy index Wet are selected as evaluation indicators for rockburst classification. Subjective and objective weights are obtained using the Delphi method and entropy weight method (EWM). Three types of membership function distribution forms are then used to obtain the membership degrees of each indicator to rockburst grades: trapezoidal membership function (TMF), normal membership function (NMF), and quadratic parabolic membership function (QPMF). Finally, six traditional models and six improved models are established using the maximum membership principle (MMP) and weighted average-maximum membership principle combination evaluation principle (WMP), respectively. Based on the analysis of 100 sets of rockburst field data, the accuracy, precision, recall, and F1-score of the improved evaluation model are increased by 11.3%, 0.097, 0.068, and 0.089, respectively, compared to the traditional model. The Delphi-NMF-WMP model is selected as the best model, with four performance indices reaching 97.0%, 0.979, 0.979, and 0.978. The best model is applied to evaluate the rockburst intensity of the Cangling Tunnel, Dongguashan Copper Mine, and Jiangbian Hydropower Station Diversion Tunnel, with evaluation results consistent with the actual situation, demonstrating the reliability and scientificity of the model.

A sociotechnical system (STS) creates a framework that allows an examination of how social and technical factors affect organizational outcomes within a specific environmental context. STS has been rigorously studied with a primary research focus addressing worker-technology interactions. Although these interactions are important, the social processes and interactions that occur whenever any technical or environmental change is introduced into the system have been undervalued. If social processes are better understood, mining organizations could efficiently prepare and stabilize for such changes. With this goal in mind, we sought to extend STS theory through applying principles of meta-design to analyze the results of two case study interventions. Specifically, we studied the impact of an unregulated dust control technology (the Helmet-CAM) and a regulated dust control technology (the Continuous Personal Dust Monitor) on factors within an STS including employees’ knowledge of, communication about, and use of technology to mitigate respirable dust sources. The results are presented in a way that first, addresses the overarching principles of meta-design STS including organizational participation, flexibility, and communication and second, examines how technology implementation processes differ when the organization is complying with a formal, higher-level requirement. Results show that a prominent focus on the social factors within an STS framework could help reduce unpredictability on the technical side and may improve communication within the system to help reduce adoption time, especially if and when accompanying a new, formal work process.

THE Dawson coal-mines are owned and operated by the Stag Canon Fuel Co., of which Dr. James Douglas is President and E. L. Carpenter general manager. The property is situated in Colfax county, N. M., and the openings now in operation are in townships 28 and 29 N. R. 20 E., and township 28 N. R. 21 E., shown in Fig. 1. The mines are part of the southern end of the Raton coal-field, which extends north into Colorado and embraces many coal-camps of the Trinidad section. II. GEOLOGY. Geologically, the coal-measures, commonly known as the Laranmie series of the Cretaceous system, have a thickness of about 800 ft. in the vicinity of Dawson. The coal makes an excellent coke, and, according to some authorities, its coking properties are clue to the action of intruded sheets and sills of igneous rock, the sheets occasionally thickening into masses resembling laccoliths, at such places making nearer approach to the coal and sometimes producing small areas of natural coke. There are but few dikes through¬out the entire southern portion of the field and little or no faulting along the dikes. In some parts of this great coal-field the intrusive sheets are far removed in the green shales below the coal-measures, and are so much altered as to be difficult of identification. There is but little disturbance of the strata through¬out the Raton coal-field in as far as it extends into New Mexico. The Nonmetals Division studies problems relating to the use of minerals, many of which are important to national defence for purposes other than the extraction of metals. In fact, virtually all of the work of the division has been diverted to investigations pertaining to better use of the Nation's natural nonmetallic is resources as weapons of defense. The experiment stations of the division are at Norris, Tenn.; Tuscaloosa, Ala.; Seattle, Wash.; and College Park, Md. Studies involving the application of electric power to the nonmetallic minerals are conducted at the Electrotechnical Laboratory at Norris, and investigations on mineral-dressing treatment are conducted mainly at the Southern Experiment Station at Tuscaloosa. The cleaning and preparation of coal are studied at both Tuscaloosa and the Northwest Experiment Station Lit Seattle (other projects relating to utilization of coal are conducted by the Coal Division of the Bureau of Mines). Problems covering the use of minerals and fundamental problems as to their properties are studied at College Park.

The objectives of this study were to examine a representative cross section of formal safety analysis techniques developed for the nuclear and aerospace industries, to recommend those methods that would be suitable for application to the mining industry, and to include those methods in a user's manual. Volume XI of this report, the user's manual, describes several methods that were determined to be immediately transferrable to the mining industry. The handbook gives detailed instructions on appropriate application and utilization of the methods. Other techniques will require further development before they can be effectively transferred to the mining industry.
