If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.

Real-world levels of attenuation from hearing protection devices are usually much lower than the rated values obtained under near-ideal circumstances. The shortfall is even more extreme for earplugs than it is for earmuffs, primarily because of the complicated process of fitting the plugs within the ear canal. This study examines the use of a commercially-available lubricant for hearing aids to determine whether it would facilitate improved fit and attenuation for earplugs. In this experiment, ten participants inserted earplugs with and without using the lubricant. Average attenuation was assessed with the Real-Ear-Attenuation-at-Threshold (REAT) technique, and showed over 5 dB improvement when the lubricant was used. Participants obtained an 85% mastery rate using the lubricant versus a 50% mastery rate without. These results indicate several possible applications for improved earplug performance in real-world settings where hazardous noise is unavoidable and effective hearing protection is necessary.

In 1971 the government of British Columbia issued a permit for the Island Copper Mine to commence disposal of 33,000 tons per day of mine tailings into Rupert Inlet, a marine fjord on the northwest coast of Vancouver Island. There was considerable controversy surrounding the development, public hearings were held, and as a requirement of the permit the company was obliged to carry out a comprehensive environmental monitoring program. The results of this program provide a thorough assessment of the environmental impact of submarine tailings disposal over the 24-year life of the mine. Following closure in December, 1995, the monitoring program continued for three years to determine the extent of marine ecosystem recovery and re-colonization. It is apparent from the findings of the monitoring program that the mine tailings were dispersed more widely than was originally predicted. It is also clear that widespread heavy metal contamination has not materialized. In retrospect it appears that submarine tailings disposal has resulted in far less severe environmental impacts than if the alternative of land disposal had been adopted. This review highlights significant aspects of public policy decision-making, design of environmental monitoring programs, and questions of interpretation of monitoring program data.

THIS REVIEW contains abstracts of the technical literature and patents dealing with the history, development, and commercial application of the Bergius and related processes for the hydrogenation, under greater than atmospheric pressures, of liquid and solid carbonaceous materials such as coal, lignite, their distillation and extraction products, pitches and tars, and petroleum and its distillation residues. An attempt has been made to include abstracts of all the published information on this process and of as much of the captured foreign documents and reports compiled therefrom as could consistently be reviewed during the time allotted for the work. Contact with the current literature and patents and review of the foreign documents will be continued and the information will appear in Synthetic Liquid Fuels Abstracts, which is being issued bimonthly as a Bureau of Mines publication. The material in this review is divided in two sections-literature (part I) and patents (part II)-and each of these is arranged alphabetically by author or patentee with further chronological arrangement under each author or group of authors. Secondary authors and patentees as well as assignees are cross-indexed to the main entry. In serial articles or reports the complete series appears in the alphabetical arrangement according to the author of the first member of the series. Succeeding members as well as secondary authors are entered as cross references; Titles of the journals are used as the authors in anonymous references. By following such a procedure, an author index is not required. However, a detailed subject index and a numerical patent list by countries are given as part III.

Attempts have been made to electroplate titanium and zirconium from aqueous, nonaqueous, and fused-salt electrolytes. Metals were produced only in fused-salt electrolytes, the major product being sponge metal. All other electrolytes gave only partial reduction of the metal ions. Fused alkali borate electrolytes containing titanium salts gave titanium boride powders and coatings of poor adherence. Some of the problems encountered in the deposition of these metals and some of the aspects of titanium and zirconium chemistry involved are discussed. INTRODUCTION Titanium and zirconium are both relatively light, noncorrosive metals with both military and civilian uses. This has led to intensive investigations into the metallurgy of these metals. Both metals are high in the Electrochemical Displacement Series and are difficult to prepare in a pure state. At present they are prepared by reducing their chlorides, using magnesium. Electrolytic reductions have resulted in the preparation of fine powders or sponge of variable quality. It is believed that a good process of electroplating these metals on a baser metal would result in a very desirable product. The objective of the research summarized in this report was to investigate methods of electrodepositing these metals, with the idea of producing uniform, coherent plates. Most of the work was concentrated on titanium, the more abundant of the two metals. A system developed for titanium should be applicable to zirconium owing to their chemical similarity. Information gained from these experiments may also be applicable to the electro-winning of the metal.

A novel system for the depression of pyrite and the ash-forming minerals has been developed. A metal ion, including but not restricted to Fe+2, is added to form a hydroxide coating on the pyrite or ash-forming mineral. A polymeric depressant is then added to attach to this re-surfaced mineral. Nearly 200 flotation tests with a 11 different coals indicate the effectiveness of this system. Many of the important process variables such as the coal source, frother-collector system, grind size and procedure, pH, metal ion, and depressant type and concentration have been studied.

The Committee Bay Greenstone Belt extends over 300km and is one of the largest unexplored greenstone belts in North America with excellent gold and diamond potential. Committee Bay Resources Limited holds over 550,000 acres of land with prospective geology in the Committee Bay area southwest of Melville Peninsula, Nunavut. Committee Bay is a typical Archean greenstone belt comparable to the Yellowknife, Red Lake, Kirkland Lake and other prolific gold belts. Drilling during 2003 at Committee Bay resulted in: 1) the discovery of high-grade gold-bearing quartz veins with silicification and sulphidation at Three Bluffs, and 2) the continuation of high-grade gold mineralization in the hinge area of the iron formation at Inuk. Gold mineralization at Three Bluffs is identified in iron formation and adjacent sediments and has been traced by drilling for over 700m. The Three Bluffs iron formation is open to depth and along strike where is has been traced on surface for over 6km. In January 2004 Committee Bay and joint venture partner Gold Field?s announced a $7.1 million exploration program for the Committee Bay project in 2004. A total of 8,000m in exploration drilling has been approved for the expansion of the Three Bluffs to the resource stage and drilling of at least five new target areas. Additional mapping, sampling and geophysics will be used to identify new gold targets along the very prospective Committee Bay belt.

The Crown Minerals Act provides a new+framework for the management of Crown owned minerals and requires that regard be had for the principles of the Treaty of Waitangi. The Act requires the preparation of Minerals Programmes to achieve the Act's objectives of efficient allocation of rights and the recovery of a fair financial return on its minerals. Efficient allocation requires that a permit is allocated to the party which values it most highly. A fair financial return to the Crown must be considered in the context of the economic rent available from individual mineral projects, with the proviso that a nil return to the Crown as the owner of the resource will not be considered a fair return from the community's perspective.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA), San Bernardino County, California During field work, BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1,188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) full access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion, $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

The vision-based approach to process control involving fine particles in harsh on-line environments is discussed in this paper. The sensor equipment at the process location, consisting of a light source and a CCD camera provides RS-170 B&W video output. The video can be seen on a process monitor in the control room and is sent to a computer based Vision Processor. The Vision Processor contains a video digitizer and Canty developed software that extracts process information. The iron mine application controls thickener agent feed rate and thus settling pond overflow clarity. The sensor is mounted in the overflow flume of the outdoor settling pond and is used year around in the Minnesota weather. Alternate control system needs a low flow water sample which is subject to freezing in winter. The computer based vision processor provides 4-20 mA analog outputs for real time control as well as file archive for a history record.

A flowsheet is being developed for processing Thompson ultramafic low-grade nickel ores. This type of ore is characterized by high content of serpentinized magnesium silicates which generate slimes during comminution. Flotation of this type of ore proves difficult due to problems associated with the slimes. The flowsheet, based on extensive laboratory and miniplant flotation tests, consists of two key components: desliming by hydrocyclones prior to flotation and using soda ash for pH control in flotation. Satisfactory metallurgical results have consistently been achieved in laboratory full circuit simulation and miniplant tests.

In the overall open pit mine planning process, mining phase design is a strategic driver in guiding and constructing the block extraction sequence and determining the annual net cash flow distribution. Mining phase design should obey some practical constraints, such as ?minimum mining width? and ?flat mining phase bottom?, to allow space for haul road development and truck and shovel access on each bench. However, these practical mining phase design requirements are not taken into account in all first-cut mining phase design methods and post-processing is always required to convert an impractical design to a practical one, resulting in a potentially significant loss of Net Present Value (NPV) relative to the first-cut impractical designs. In this paper, we present a method using a meta-heuristic algorithm ? Simulated Annealing ? to enforce those practical constraints in determining a mineable phase design whilst ensuring minimum NPV loss.

Bioleaching is an established technology for the pre-treatment of refractory gold ores and concentrates and the leaching of whole ore copper heaps. In many cases, it offers economic, environmental and technical advantages over pressure oxidation and roasting. However for bioleaching to compete successfully with others pre-treatment processes it needs to be optimized with regard to the parameters that affect the bioleaching reactions and the growth of the microorganism involved. In this sense, this paper focus on the thermodynamic approach applied in bioleaching through of the definition of the growth system and it is thermodynamics analysis, the effect of heat production and energy dissipation on growth and thermodynamic analysis of growth kinetics and the effect of nonstandard conditions.

Although out of the ordinary, MINING ENGINEERING is pleased to present a few photographs that typify Western US mining activity during WWII. The photographs, taken by R.G. Zellers at Colorado mining operations between 1942 and 1946, were primarily intended for equipment manufacturers. The pictures capture scenes of hardworking miners during a time when output was essential to fuel a wartime effort. In addition to providing a rare opportunity to step back 40 years and view the equipment and activity common at the time, Zellers' skill with photo composition and his ability to obtain clarity in dimly lit underground operations gives viewers an acute awareness of the dampness and dirt of the mines, and a sense for the miners' limited working space.

Documented case histories are studied where data were found on the initial collapse of the overburden above the longwall panels. Under this scenario, the most controlled conditions exist for assessing the span capacity of the overburden (i.e., before failure the roof spans to fin coal abutments on two to all four sides). In an attempt to correlate theory to field observations, data are used on the overburden lithology, and the depth, width, and face advance of the panel, as well as, the subsidence conditions noted on the surface. The subsidence measured on the surface is used to determine when complete failure in the over- burden rock has occurred.
