Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.

Deformation of underground salt, trona and potash mines is generally time dependent, providing for gradual adjustment of strata to mining induced stresses. Time dependence can allow for higher extraction ratios provided eventual failure can be tolerated. However, this eventual failure can be violent if creep deformation can shift stress and potential energy to strong, brittle geologic units. The mine failure case studies reviewed here illustrate this process. Yield pillars and defects in bridging strata figure prominently in these cases. Yield pillars provide local and temporary support to the roof, temporarily delaying the cave; and allowing extraction ratios and overburden spans to increase beyond the long term capacity of overlying strata. Defects (faults, voids, thinning) of strong overburden strata reduce the critical span, sometimes to less than panel width. Analyses of many of these cases have focused on a cascading pillar failure mechanism, but recent work and this review point to failure of strong overburden strata as the essential element. The suddenness of failure and attendant seismic events pose hazards to miners and, in some cases, to those on the surface. Characterizing these failures is a first step towards recognizing and managing the risk of catastrophic collapse in underground mines.

The year 2019 marks the 70th anniversary of Flash Smelting. The technology was operated on industrial scale for the first time at the Outokumpu Harjavalta copper smelter in Finland in 1949. Since then Flash Smelting technology, now owned and developed by Outotec Oyj and the first plant, now owned by Boliden Harjavalta Oy, have been evolving throughout history by optimizing the process for various feeds and raw-materials, as well as through developing the equipment and operating practices. Even though sustainability was not a popular theme during the first days of Flash Smelting, it has still been the key principle in guiding the development. This is well proven by the wide adoption of Flash Smelting for the processing of copper and nickel concentrates, mostly due to its ability to fulfil the economic and resource efficiency criteria demanded by its operators. This paper describes the history and improvements of the Outotec® Flash Smelting process by looking into the early days of operation and how the development of the process and equipment has taken place over time as a joint effort between the technology provider and the users of the technology. INTRODUCTION In the 1940s, Outokumpu Oy refined the concentrate produced in the Outokumpu mine into metallic copper initially in Imatra, and later from 1945 to 1949 in Harjavalta, based on the most modern electrical melting process of the world at that time. After the war, Finland lost a significant part of its hydropower production, and due to the increasing use of electricity, the availability of electricity weakened, and the price rose. To maintain Outokumpu's profitability, it was forced to look for a melting solution that was not based on electricity.

GENERALTHE coal deposit, where it is being worked, consists of a bed of brown coal varying in thickness from 120 ft. to 200 ft., covered by an overburden of clay, drift, loam, etc., of a thickness of 22 ft. to 40 ft., and averaging 28 ft.The overburden is first entirely removed from the coal, and then the coal is excavated by. large revolving shovels which work at the bottom of the hole or open cut in the coal and deliver it in shovel bucketfuls to the transport system. The shovels owned by the Commission and available for this coal excavation are two Bucyrus steam revolving shovels, one being type 150B, weighing 150 tons, having a 21-cub. yd. bucket, and capable of digging a 47-ft. face; and the other being type 175B, weighing200 tons, having a 31-cub. yd. bucket, and capable of digging a 61-ft. face.In addition to these two steam shovels, the Commission has recently obtained a No. 250 Ruston electric revolving shovel weighing 340 tons, and having a bucket of 10 cub. yd. capacity, and capable of digging a 75-ft. face. When this electric shovel has been erected it will replace the steam shovels on the coal excavation, and the permanent transport system has been designed to take delivery of the coal from its bucket.The duty to be performed by the transport system is to take the coal from the shovels, elevate it out of the open cut, transport it to the screening house, deliver it iuto the hoppers at the top of this building, then to take the coal after it has passed over the screens and distribute the required grades to the power house and to the briquetting plant.

The potential usefulnuss of reclaimed surface-mined land has received much attention in recent times. This attention is partially due to the establishment of federal environmental reclamation standards but concern for achieving better land uses has also been shown by interested members of the mining industry. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U. S. were studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, a 430-acre surface mine in Clear-field County, Pennsylvania has been studied. Established site planning principles have been applied to the case study site including formation of a data base, development of alternate land use plans, and evaluation of the economic, environmental, and social impacts of the land use alternatives. Key factors affecting site realization have been identified along with positive suggestions for applying land use planning processes to mined-land planning.

This report covers research which is directed toward the measurement and control of underground mine diesel emissions. The report consists of three separate reports presented as Sections 1, 2, and 3. Section 1 "Emissions Measurement Apparatus" (EMA 1) discusses the selection and evaluation of instruments and procedures to be used as part of a diesel tailpipe emissions dilution and measurement apparatus. The instruments selected for gaseous pollutants are the Energetics Science Inc.* E.S.I.) 2000 for CO, the E.S.I. 7000 for NO and N02, and the Fuji ZFP5 for C02. Particulate matter is presently measured with the Celesco 1013 Smoke Opacity Meter. The raw exhaust concentration of one of these constituents is used Lo calculate the dilution ratio. Either a modified high range E.S.I. 2000 CO instrument or a Daco Products Cobra C02 instrument can be used, but neither is totally satisfactory. The study also indicated that it may he possible to increase the sample collection time from 15 seconds to the total 30 seconds over which the engine can be loaded without increasing the probability of damaging the vehicle hydraulic systems. Section 2 "The Effect of Fuels, Catalysts and a Filter Trap on Drift Pollutant Concentrations" discusses research in the Mine Air Quality Laboratory. A Wagner ST5D LHD with a Deutz F8L714 engine was used to compare three exhaust aftertreatment devices and a muffler-only system. The effect of these four systems on CO, C02, NO and N02 and on total, soluble, sulfate, and solid particulate matter was measured in the drift and on the LHD. The filter trap successfully reduced particulate matter for both fuels without significantly increasing the concentrations of any of the other constituents. The PTX catalyst was effective in reducing CO, and soluble particulate, but significantly increased N02 and solid and sulfate particulate matter. The Oxy Cat catalyst tested didn't seem to he working on the gases, and it significantly increased sulfate, soluble arid solid particulate concentrations. Section 3 "Diesel/Coal Particulate Matter Characterization by Laser Raman Spectroscopy" covers basic research on a method for determining the percentage by weight of diesel particulate on a filter containing a diesel-coal mixture. Signal-averaged Raman spectra provide the necessary precision. The method developed is non-destructive and uses as-received filters requiring no sample manipulation. Particulate with diesel contents in the range of 10 to 50% by weight have been analyzed with accuracies better than 6%t of the mean value. A number of samples containing diesel-coal mixtures were characterized by the procedures developed and the results are analyzed in light of various spectral and other system variables including coal rank and form and diesel engine operating conditions.

In today’s world, production is the name of the game. We are all in business to make money. In the Quarrying and Mining industry the same holds true. The primary goal is to develop the best drilling and blasting program available to maintain uniform fragmentation to maximize production. Also we want to maintain drilling and blasting costs and minimize escalators. This paper is intended to discuss ways for all parties (quarry’s, blast service and drill companies) to attain this through understanding what can be done to help blasthole drilling and production. Blast designs and seminar’s emphasize the accuracy of drilling to produce better fragmentation. Blast design must also include basic concepts in the drilling process. The type of drill to be used for example whether it is a crawler or truck mount, top hammer or down the hole is important. Quarry operators have a role to play as well. They hold the key to the production of drilling. What the customer does or does not do has a direct effect financially to the drilling. The phrase of pay me now or pay me latter comes to mind. This paper will explore the detail of planning that is required by the quarry and/or blast service companies before a single hole is drilled. The drill must be able to meet the production need of the operation. The type of drill available and what can and cannot be done. The drill cost must be competitive. This paper will touch on comparison drill costs from 1967 to 1999.

As part of the Bureau of Mines program for conserving domestic mineral resources, a survey was made of the methods used for identifying scrap metals. Because of the large number of alloys currently being scrapped, correct identification of these materials is essential if they are to be recycled effectively. The methods and instruments used to identify scrap metals are described and evaluated. These include object recognition, color, density, magnetic testing, spark testing, chemical spot testing, thermoelectric measurements, eddy current measurements, and elemental analysis by chemical and instrumental methods. Other potential techniques are discussed also.

"The carbon-in-pulp process for recovery of gold dissolved in dilute cyanide solutions, in the presence of solids, has now replaced the convedntional processes of pregnant liquid/barren solids separation followed by Merrill-Crowe precipitation. Most plants built over the past ten years incorporate a CIP section. The process is described as cheaper in capital and operating costs, and few major start-up or operational difficulties are reported. For the purpose of the present paper, the CIP process will be assumed to consist of the following sequence of operations (Figure 1):- the slurry stream coming out of the cyanidation circuit is first screened to remove any tramp oversize material. Gold dissolution is assumed to be complete before entering the CIP circuit.- the slurry is sent into a series of agitated tanks in which it is mixed with activated carbon. The carbon particles size is much coarser than the top size of the ground ore. The tanks are fitted with screens that allows the slurry to overflow continuously into the next tank, while retaining the carbon in the tank. Slurry dilution is adjusted to prevent carbon from settling in the tanks. Agitation intensity is kept low in order to minimize carbon abrasion.- carbon is transfered from tank to tank in a discontinuous manner. According to a specific schedule, the carbon from tank one is removed, then carbon from tank two is sent to tank one, and so on, till the last tank, which is filled with regenerated carbon corning from the elutionregeneration section. The amount of carbon removed, the transfer from tank to tank, the sequence of transfer, the carbon inventory in the various tanks are parameters which are, up to a point, at th2 discretion of the operators, as long as they remove, batch wise, an amount of loaded carbon containing a similar quantity of gold to the one that has entered the circuit since the last transfer."

Dust from worker,s clothes has been shown to be a problematic source of personal dust exposure. A recently completed effort between NIOSH and the Unimin Corporation has resulted in a quick and effective way to clean worker clothing. The process involves a booth under negative pressure with an air spray manifold to supply compressed air to blow off the dust from the clothing. The overall system is designed to meet MSHA and OSHA requirements. Results of field testing indicated that the manifold cleaned the clothes 10 times faster and removed 50% more dust than cleaning methods used by workers today.

The Bureau of Mines has conducted research on the ignition of methane-air mixtures by sparks caused by frictional impact of aluminum alloys on rusted steel at typical coal mine fan speeds. The objectives were to establish the incendivity of aluminum alloys under these conditions, to investigate differences between aluminum alloys, and to evaluate substitute materials for the aluminum-steel combination. With a specially designed apparatus, three commercial aluminum casting alloys and a number of experimental aluminum alloys were tested for incendivity of the frictional impact against rusted steel in flammable methane-air mixtures. All aluminum alloys tested produced some ignitions. Of the experimental alloys, the harder alloys and those containing silicon tended to be more incendive than the others. With the normal experimental conditions, constructional steel, stainless steel, brass, and plastic did not cause ignition of methane-air mixtures in frictional impact against rusted steel. Some ignitions occurred with constructional steel at high speed in more flammable gas mixtures enriched with oxygen. From these findings, it is suggested that constructional material combinations other than the aluminum-steel combustion would minimize this inc endive hazard. A detailed description is given of previous research, and comparison is made with present results where appropriate.

The ore milled from the Lead Lode of The Zinc Corporation leases consists of a fairly granular mixture of galena, marmatite, chalcopyrite, tetrahedrite, pyrrhotite, pyrite, and lollingite with a gangue association of calcite, quartz, bustamite, rhodonite, mangan-hedenbergite, garnet, fluorite, mangal1o-calcite and apatite. The silver content of the ore occurs in three minerals-tetrahedrite, dyscrasite, and pyrargyrite, the last two mentioned occurring in microscopic association only. Other metallic and gangue minerals are also present in this complex mineralogical association, but do not influence the milling operations. Fortunately, the silver minerals favour the galena and chalcopyrite as their host minerals, thus facilitating the recovery of both copper and silver in the lead concentrate. The ore from the Lead Lode assays from 14-18% lead; 3·0-4·5 oz. silver per ton, and 9·5-12·0% zinc.A parallel lode, known as the Zinc Lode, is well developed in The Zinc Corporation leases. This lode assays from 6-8% lead, 1·5 oz. silver per ton, 18-25% zinc with a siliceous gangue. The common Lead Lode gangue minerals-ealcite, rhodonite, bustamite-are very rare in present underground exposures. No metallurgical work was done on this ore during the pilot plant operations.The aim in the milling process is to produce: 1. A lead concentrate with the maximum economic recovery of lead, silver, gold, copper and antimony, and minimum zinc content.2. A zinc conc,entrate with the maximum economic recovery of zinc, cadmium, and cobalt, and minimum iron, arsenic and fluorine content.3. A waste residue containing sufficient granular material to be utilized as underground fill.In considering the economics of the milling practice the above three requirements plus consideration of the tariffs submitted by the purchasers of concentrates were the deciding factors in the evolution of the present milling practice.Towards the end of 1924 The Zinc Corporation Limited added to and adapted the old zinc tailings plant for the treatment of 5,000 tons of crude ore per week. This plant, which operated until January, 1936, was in general principles similar to the standard Broken Hill methods of ore concentration, whereby the galena was recovered by the gravity concentration methods of Hgging and tabling with selective flotation concentration of the residual galena and marmatite. One important difference from other Broken Hill plants was that the primary grinding of the jig tailing was performed with flint-loaded mills operating in closed circuit with revolving screens. "The demand for minerals and metals is increasing. Head grades of ore bodies are dropping. Remaining ores are becoming finer grained, more complex, and more logistically challenging. Mineral processing – in particular comminution – already consumes a huge amount of energy. But in 20 years’ time, it will require about six times as much energy as today to meet the world’s mineral demand.Unless we do something different.As minerals professionals, it is our job to find that “something different”. The world is relying on us. Of course, we must look for new breakthrough technologies and techniques. We must find them, and we will find them – most likely in surprising areas.But what if we also already know how to make 30-50% improvements to efficiency? Just by using existing technologies, by applying modern analytical techniques, by custom designing our plants, by applying manufacturing principles, by breaking down our management silos between disciplines.The thing is, industry professionals already know this. Yet – in spite of a lot of intelligent people trying very hard – we just can’t seem to make it happen.This discussion considers why, despite our best efforts, we don’t get the best out of what we already have. Why we are wasting energy and money. Once we understand why, we can set about unlocking that value and improving industry productivity and energy efficiency. We will discuss the role that professionals and volunteer professional organisations like CMP and CEEC can play in catalysing the changes."

The use of refuge chambers for use in handling underground emergencies is an issue of topical relevance within the US mining industry. Chamber design is of importance to meet some new safety requirements of US federal and some state government mine regulations. A review has been undertaken of a steel mine refuge chamber design to predict what will be internal temperature within the chamber over an extended period with miners present? The design has been examined for the situation when the chamber is sited in still mine air. Spreadsheets have been developed to allow various design assumptions to be tested. The evaluation has been undertaken using thermodynamic heat transfer models with some assumptions specified to produce a model of appropriate simplicity but with adequate degree of accuracy. Under normal still air conditions it can be seen that internal chamber conditions rise quickly to often arduous conditions. There will always be quite a few assumptions necessary in complex heat transfer process evaluations. Some important refuge chamber design parameters are: ? External surface area of the chamber, its wall thickness and construction. ? Metabolic heat generated and number of persons making use of the chamber. ? The temperature of the external mine atmosphere to the chamber over the year and the influence of geothermal gradient on temperature at depth. ? The maximum internal chamber Apparent Temperature considered safe. ? The distance inside the underground mine and adjacent ventilation conditions.

The tenth annual Mine Resale Evaluation was held in conjunction with the RMCMI 2001 convention at the Steamboat Springs Sheraton Resort, Steamboat Springs, Colorado June 23 through 26. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged ?disaster? scenarios were held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz, Balaz & Associates, was in charge of coordinating the events. Six teams consisting of seven to twelve members each (totaling 60 members) participated in the three-day event. Each ream was required to respond to direr different real-life scenarios plus a written general knowledge test daily. Cindy Burnham has assisted Bali, for a few years. Her responsibilities include grading all of the written tests. This year's tour professional evaluators included Art Seanz (Hazardous Ma¬terials) of Western Environmental Associates ; Guy Norton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Morley Hense (Confined Space). Carolyn Durga, BHP Coal, also assisted in hazardous materials and medical scenarios. They each provided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactment, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navjo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solway Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The trams were asked to evaluate the program and the evaluators. They responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with trophies. Each member was also given a gold pin with the words Continuing Challenge - Ropes.' The pin was the first in a series that will be given over the next few years. The participating victims and evaluators were also commended for their outstanding efforts. Special signed "Victim" shirts were given to select volunteers. Sponsors for the Mine Rescue program were Flanders Electric Motors, Magnum Metals, Rocky Mountain Electric Motors, Sedona Consulting and Balaz & Associates. Many hours of volunteer tine and effort from various family members of participants helped make the 2001 event a huge success.

The removal of sulfur from steel has been studied by many investigators, but the quantitative relationships between the factors involved have not been determined. This is undoubtedly due to the number of variables encountered in practice, an attempt to study any one reaction or relation being affected by other reactions the relative importance of which cannot be estimated. The factors that affect the extent of removal of sulfur in the basic open-hearth process are generally considered to be: 1. Basicity of the slag: (a) Iron oxides in the slag; (b) carbon in the metal or carbide in the slag; (c) temperature. These factors affect the reactions: FeS + CaO = CaS + FeO FeS + CaO + C = CaS + CO + Fe. 2. Amount of sulfur in the gas. 3. Amount of manganese in the metal. The factors which affect the rate of removal of sulfur include, in addition to these: 4. Fluidity of the slag: (a) Normal changes in fluidity with temperature; (b) changes in fluidity because of the addition of special reagents such as fluorspar. 5. Agitation of the bath. Within the past two years, two papers have been presented dealing with the influence of sulfur in the gas on slag and metal. The Bureau of Mines conducted an environmental noise survey to determine the noise levels to which underground coal mine employees are exposed, to evaluate noise survey techniques and equipment, and to compare noise exposures using two criteria, Walsh-Healey and CHABA, for determining allowable exposures that were under consideration for the Federal Coal Mine Health and Safety Act of 1969- Time study techniques and Bureau-approved standard sound level meters were employed. The shift exposures of 20 percent of the miners studied were in excess of the safe standards established by both criteria. The shift exposures calculated using the Walsh-Healey criteria were greater than those calculated using the CHABA criteria owing to the intermittent nature of the exposure. Ultimately the CHABA criteria were rejected, and the Walsh-Healey criteria were adopted.
