FIRST TOWN PLANNING PROPOSALS Initially, accommodation at the minesite was provided at the Pastoral Homestead situated some seven kilometres north-east of the mine and between 1963 and 1966 was the base of the exploration camp. Tents were used for sleeping of 100 men and the Homestead used for dining and office facilities. With the beginning of ore production and shipment due to commence in 1969 a permanent town location was sought. Early town planning studies had been commissioned by Amax Inc. and Colonial Sugar Refining Co. Ltd. and in 1967 The Broken Hill Proprietary Company Ltd. took over the responsibility for putting them into effect. The location chosen was about four kilometres due east of the mine. Certain dominant factors influenced this choice. It was near enough to the mine to share services, yet far enough away not to be affected by dust and noise and received the additional shelter of a range of hills separating it from the mine. A predominant slope to the east provided good drainage and the ground was easy to excavate for services.

Due to their similar surface properties, it is not always easy to separate carbonate minerals from other salt type minerals by froth flotation. A particular example is the difficulty of separating dolomite impunities from phosphate minerals. Such challenging fundamental and practical problems have inspired several research efforts in various laboratories around the globe to find methods for economically removing the dolomite. However, a universal and cost effective process is not in commercial use. In this paper, a new process for separation of carbonate minerals (dolomite or calate) from other associated minerals is presented. Differential solubility of carbonates in slightly acidic solution is utilized to generate micro GO, bubbles at the carbonate mineral/ water interface. Particle (e.g., dolomite)/ bubble aggregates float to the surface leaving phosphate concentrate with low MgO content. Interestingly, up to 6.0 mm particles can be floated by such micro bubble/particle aggregates. Different sutface-active agents were tested to stabilize the bubbles. Results of these tests are presented and the mechanisms involved are discussed.

Approach Develop a reliable, easy to fabricate and install borehole instrument which measures mining-induced pressure changes in pillars and in the mine roof. Ground pressures are monitored through use of aluminum platens coupled with d copper flat jack. How It Works The Bureau's instrument measures mining-induced pressure changes by transmitting strata pressure through the aluminum platens to an oil-filled borehole platened flat jack (BPF). Pressure in the flat jack is displayed on a gage located outside of the borehole. The instrument is in-stalled in the borehole by inflating the flat jack using a hand-held hydraulic pump. In addition, the platens have been designed to allow up to three BPFs to be installed in a single borehole, thus permitting pressure change measurements in more than one direction from a single borehole. A computerized heuristic model for an efficient and economic design of belt haulage networks in underground coal mines is discussed. The model is versatile, easy to use, and is valid for all mining methods singly or in combination. It may be used to design new networks or to analyze existing networks. The input data required are 1. maximum production rates from a section, 2. probabilities of production rates, 3. equipment costs, and 4. data necessary for network coding to represent different cases. The objective function is the "expected minimum cost per ton of coal hauled" while meeting production requirements. The output includes belt width, motor horsepower, bin size etc. and also values of operating parameters for each belt such as belt speed, effective tension, power consumption etc. A detailed account of the cost involved is also provided for each unit as well as for the entire network. Description of the model and an example of the design of a belt network in a mine with two longwall and four development sections are presented.

The resource classification methodologies have always been a topic of research and debate. There are both traditional and Geostatistical methods used in practice. Because of the uniqueness of each ore deposit, it seems almost impossible to have a single industry-accepted norm for resource classification. Therefore, some practitioners have adapted the methodologies to suit the deposits they are working on, but many simply use the methods they are comfortable with. Another reason for the existence of varying classification methodologies is the lack of an easy and established way to measure the confidence in the estimates. Therefore, their classification becomes a subject of debate. In this paper, a new approach is offered to classify the resources using a "Resource Classification Index." The approach using this index takes into account the local variation, the spatial data configuration around the block being estimated, as well as the traditional distance measures. A case study for a gold deposit is presented to demonstrate how this new index can be used to classify the resources. The results from this approach are compared to those from two popular classification methodologies.

Sulfur has attractive features as a base material for coating systems. It melts at 246ºF and can be applied as a liquid above this temperature. Its melting point is just above the environmental stress level, 180°F, for most coatings and yet it is low enough to be easy to work with in comparison to many hot melt systems. The viscosity characteristics are such that sulfur lends itself to spray applications. The oxidation rate of sulfur in the atmosphere is very low and sulfur has outstanding chemical resistance characteristics, particularly in acid environments. One of the greatest potentials for these coatings appears to be in the protection of other materials. At one time, most acid tanks and pits were constructed with acid- proof brick and sulfur based mortars. This type of construction is much more expensive than sulfur based spray coatings. An attractive sulfur based coating composed of sulfur, talc, milled glass fibers and dicyclopentadiene,1 developed by the Institute for the Bureau of Mines has excellent acid assistance and can be used to protect concrete from acid attack.

The U.S. Bureau of Mines has designed and evaluated total mill ventilation systems at two different mineral processing operations. Both systems have proven very effective at reducing respirable dust levels throughout the mill in a cost-effective manner. A 25,500-cfm system installed at a clay processing mill provided approximately 10 air changes per hour. This system reduced respirable dust concentrations by approximately 40 pct throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 50,000 and 100,000 cfm of ventilation to the mill building, corresponding to 17 and 34 air changes per hour. Average mill-wide respirable dust reductions were 36and 64 pct, respectively. Not only did these systems reduce respirable dust concentrations and increase visibility throughout the mills, they were also easy to install and required minimal maintenance. A total mill ventilation system provides a general purging of the mill air; the system should be viewed as a supplemental technique to assist other dust control systems in operation.

Develop a cost-effective diesel aerosol sampler that can be used by industry and regulatory agencies to determine the diesel exhaust aerosol concentration in mine atmospheres. The sampler must be easy to use, wearable by mine personnel, compatible with current personal sampling protocols, and inexpensive. Approach The University of Minnesota (University) and the U.S. Bureau of Mines (USBM) have developed and tested a prototype diesel exhaust aerosol sampler. The sampler, however, was complicated and expensive to fabricate. Consequently, the USBM redesigned the sampler to simplify both manufacturing and use, and the sampler was evaluated to ensure equivalency with the prototype. Background The National Institute for Occupational Safety and Health (NIOSH) has recommended that "whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration." In addition, the U.S. Mina Safety and Health Administration (MSHA) has been directed by an advisory committee to establish a diesel exhaust aerosol standard and regulations to minimize exposure to diesel pollutants in underground coal mines.

Efficient on-line monitoring of electrolytic cell performance in copper electro-refining has been challenging due to the need for complex electrical measurement systems and the management of the enormous volume of data. Based on Kennecott Utah Copper's innovation Outotec has developed a novel and innovative electrolytic cell monitoring system called CellSense™ System. As the system is based on self-powering from bus bars, wireless communication, on-line adaptive modeling and easy to access information and alarming, traditional obstacles of electrolytic cell monitoring are eliminated. With cell voltage and electrolyte temperature measurements, CellSense System enables real-time cell performance discovery and early reaction to critical production or quality disturbances such as short-circuiting, flow blockages, cold cathodes or electrolyte temperature excursions. During the past few years the system has been delivered to over 3500 commercial cells. In this paper the largest CellSense™ System ever delivered and recently adapted by Kennecott Utah Copper with 1412 cells monitored on-line for high tankhouse performance, cathode quality and optimized operator work flow is presented. Early results and benefits are discussed.

With a view to producing increased target output every year, Indian coal mining industry is fast moving towards mechanisation but the present approach of mechanisation suffers from lack of standardisation, mainly due to nonavailability of the cutting data for various machine/rock combinations. The coal seams of the country are relatively hard in nature and the coaling machines are reported to be affecting production and productivity of the coal mine and the very trend of mechanisation. This paper presents the result of extensive study performed to visualise the cutting characteristics of coal seams of compressive strength ranging from 20 MPa to 65 MPa. In a specially designed drag bit type coal plough rig, continuous recording of cutting forces was done with the help of a microprocessor based data logger and the specific energy of cuttability was evaluated at different depth of cut and speed of cutting. The geomechanical properties such as compressive strength, orientation and frequency of cleats etc. and different indices of coal seams were measured in the laboratory and field and relationship was developed for easy determination of specific energy.

P. W. BRIDGMAN.-Owing to a misunderstanding, I did not see Dr. McAdam's and Dr. MacGregor's remarks on my paper on Flow and Fracture (Metals Technology, December 1944, Pp. 32-38), until after their publication. Both Dr. McAdam and Dr. MacGregor speak of my analysis for the stress distribution at the neck of a tension specimen as containing several assumptions; in particular, that the strain is uniform across the section of the neck, that there is no hoop tension at the periphery, and that the plasticity conditions of von Mises hold. As far as the mathematics goes, the situation is no different in this problem of plastic flow than in a conventional problem of elasticity. That solution is unique which satisfies the boundary conditions on the stresses, the stress equations of equilibrium, and in addition the constitutive equations connecting stress and strain in the elastic case, or a corresponding set of equations, of which the von Mises relations are a special form, in the plastic case. In the particular case of the necked tension specimen I have found that there is a solution satisfying the boundary conditions, the stress equations of equilibrium, and the von Mises plasticity conditions in which the strain is uniform across the section, and there is no hoop tension at the periphery. This is therefore the solution, and the uniformity of strain and vanishing of hoop tension at the periphery are to be described as discoveries, over which the operator has no control, rather than as assumptions. The only part of the solution that can properly be described as an assumption is the von Mises plasticity condition. With regard to this it is to be noted that the condition is needed only in a much weakened form, for the analysis uses the condition only at the neck, where the strain is approximately constant. Thus, in the extreme case referred to in a footnote of my paper (p. 37, Met. Tech. Dec. 1944) the actually measured strain across the section varies from 2.4 to 2.6. Obviously it is a much weaker assumption to postulate that the von Mises condition holds in the strain range 2.4 to 2.6 than to assume it to hold for the entire range of strain from o up to 2.6, which would be necessary if the solution applied to the entire tension specimen rather than to the immediate region of the neck only. Furthermore, it is to be commented that under the special conditions of this problem the von Mises condition becomes identical with the maximum shearing-stress criterion of plastic flow; this amounts also to a weakening of the restrictions imposed by the von Mises condition. Dr. MacGregor refers to actual experiments of his own in which the strain was found not to be uniform across the neck. It is to be emphasized, however, that these were experiments on bars of rectangular section, and that the nonuniformity established was a nonuniformity around the perimeter, not a nonuniformity from the surface toward the axis. My method of solution applies only to a circular cross section. It can be said that the solution that satisfies the boundary conditions, etc., would definitely not be expected to demand a uniform strain for noncircular sections. Solidification of Pb-Sn alloys ranging in composition from 1.2 to 56 at. pct Pb ws observed with polarized light. Lamellar structures were observed over a larger range of compositions in alloys containing excess tin than excess lead, as expected from constitutional supercooling. The occurrence of pools of supercooled liquid surrounded by lead is explained by the difficulty in nucleating tin. Cells and dendrites weve observed in tin-rich alloys. Evidence was found that the degenerate structure formed at low growth rates, the formation of faults, and abrupt changes in composition and structure can be attributed to non-steady-state growth. The apparent interface shape was observed to have deep grooves at the interphase boundaries. HUNT and Jackson have observed the shape of the interface during growth of organic eutectics. They observed the formation of lamellar faults and shape instabilities upon changes in growth rate. The lamellar structure in these organic eutectics was not restricted to the eutectic composition. Recent work by Mollard and Flemings2 indicated that Pb-Sn alloys from 12 to 26 at. pct Pb could be solidified with a lamellar or rodlike structure if a sufficiently steep temperature gradient was used at a slow growth rate. Observations of the solid liquid interface of the Pb-Sn eutectic were made by Davies3 using polarized light. Photographs were at too low a magnification to determine the interface shape, but he has concluded that tin was the leading phase. In the following experiments, solidification of a range of Pb-Sn alloys from 1.2 to 56 at. pct Pb was observed using polarized light, to determine the factors controlling stability of the lamellar structure. EXPERIMENTAL Procedure. One hundred-gram ingots of alloys prepared from 99.999 pct pure Pb and Sn were cast into graphite molds under argon. The compositions of the alloys were 1.2, 6, 12, 26, 36, 46, and 56 at. pct Pb. Two-gram pieces were melted between two cover glass slides which were squeezed into a 1-mm separation. Samples were then observed under polarized light in a hot stage shown in Fig. 1. A long working distance objective designed for viewing at 500 times was used. Photography was made difficult by the lack of illumination and contrast at these high magnifications. By using an elliptical polarization compensator, as suggested by A. Holik, the contrast and illumination could be optimized. Photographs could be taken only at slow growth rates to avoid excessive interface motion during the 15-sec exposure used. The solidification rate was varied by increasing or decreasing the power to the heater. It was found that insulation was necessary to avoid undesired growth rate fluctuations. The temperature gradient, as measured with two thermocouples 1 cm apart, was 80" ± 20°C per cm during all the experiments reported here. The advantage of this procedure is in being able to observe solidification while it is occurring. However, the observations are restricted to the glass-metal surface and may be influenced by this surface. Also, one has no knowledge of the interior of the sample, in contrast to studies of the freezing of transparent organic eutectics.' Observations. This report describes work done in the Creede Mining district, Mineral County, Colo., in 1965-66 as a part of a Bureau of Mines study of the silver production potential of the United States. The ruining history of the district is briefly covered, and representative former and current mining operations are described. Mining and milling costs of the Emperius Mining Company's operation are given in some detail as being representative of the cost of mining typical Creede ore bodies under current technology. An estimate of the silver reserves and resources of the district is presented, subject to many uncertainties stemming from inaccessibility of old workings, lack of mining records, and low level exploration activity, all of which limit the opportunity to accurately evaluate ore potential. The report concludes with an analysis of future silver production trends in the Creede district. An increase of silver production to as much as I million ounces yearly is projected, possibly starting in 1969. As long as ore bodies in the zone of enrichment, in which silver is a major constituent, contribute a substantial part of Creede production, silver price will affect overall production rates appreciably. As the richer are bodies become depleted, an increasing portion of production again will be coming from primary sulfide ores in which silver is a byproduct of lead and zinc. When this occurs, the level of silver production will be governed chiefly by lead and zinc production and prices and can be expected to decline to the 1960-66 level, which amounts to an average of 240,000 ounces per year.

"The Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD), is continuing its High-Energy High-Displacement (HEHD) testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement, and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link fence, welded-wire mesh, and combinations of these products. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can be used by the practicing engineer to evaluate installed support based on visual observation of cracking and deformation. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to quantify the stability of installed shotcrete support. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD) is continuing research on the behavior of shotcrete when used as the surface support component in mining ground support systems. Ground control safety often depends on supporting, or at least containing, the ground between the rockbolts. Shotcrete and mesh, in various combinations and with other components, are often used to accomplish this (Figure 1). Maintaining support pressure during ground deformation is key to the performance of these systems, and to ensuring miner safety. However, the toughness of a ground support system–the ability to maintain strength over large deformations–is difficult to quantify. Researchers at SMRD have responded to this deficiency by designing a full-scale test device, described previously by Martin et al. [2015a], and beginning a testing program to assess the behavior of shotcrete surface support reinforced with a variety of products including: fibers, chain-link mesh, welded-wire mesh, spray-on polyurea liners, and combinations of these products. INTRODUCTION Variations of cut-and-fill stoping are the most com¬monly used methods for mining narrow, nearly vertical veins in the United States. These methods offer the best results for maximum recovery with minimum dilution of ore from veins that are irregular along either the strike or dip. The vein is developed along the strike length in 61 to 122-m (200 to 400-ft) blocks or stopes and vertical lifts of 48 to 61 m (160 to 200 ft). The level development is either on the vein or parallel to the vein with crosscuts intersecting the vein at right angles. Chutes, manways, and haulageways are established in the center of the stopes at the lower level of the ore block. Mining then proceeds by blasting down horizon¬tal cuts of the vein in both directions from the chutes. As the blasting continues to the outer limits of the stope, the broken ore is slushed into chutes. When a complete horizontal cut has been made, the service raise, including chutes, is raised to a height of a few feet from the back and the stope is filled with either sand fill or waste rock. Then the mining cycle is re¬peated until the stope reaches the level above. LEVEL DEVELOPMENT PRACTICES FOROVERHAND CUT-AND-FILL STOPING The two basic methods used are: the development of the haulage drift within the vein, or development of the haulage drift paralleling the vein in the foot or hang¬ing wall with crosscuts intersecting the vein perpendicu¬larly at 61 to 122-m (200 to 400-ft) intervals. The il¬lustrated methods of development show some of the variations which can be used to develop a stope block. Development for cut-and-fill stoping does not require the more elaborate schemes outlined for shrinkage or sublevel long-hole stoping. Many factors must be considered before deciding on a particular development plan and usually the nature of the vein or host rock will dictate which specific method to use. If the vein is relatively straight, then develop¬ment on the vein is feasible. Excessive ground pressures will necessitate the leaving of a sill pillar (Fig. la) and highly fractured or "heavy" ground will require timber¬ing (Fig. 1b). Development on the vein has the advan¬tage of reducing capital outlay and waste handling prob¬lems since the mined rock has value. But removal of the sill pillar is costly and time-consuming. Also, where no sill pillar is left, excessive timbering and subsequent level repair is a drawback. Development in either the footwall or hanging wall is the more common procedure and offers greater flexi¬bility in overall development of consecutive stoping blocks by partially disassociating the level development from stoping (Fig. 2). Chutes, manways, and service compartments com¬prise the next stage of development and are established in a variety of ways. They provide access to the stope, ventilation ducts, and muck removal. Several different development systems are in common use and average costs for each have been developed. Raise borers are used to establish ventilation and ac¬cess from level to level. They are normally reamed with 1.5 or 1.8-m (5 or 6-ft) cutterhead and may either be left bald or lined with a 1.2-m (4-ft) diam corrugated liner plate, depending upon ground conditions. The use of an Alimak raise climber is another effec¬tive method of driving a raise from level to level. The size usually is 2 m (7 ft) square. This will accommodate square-set timber which is later installed. This method of raising is not common, although it is a valuable tech¬nique especially when level spacing is several hundred feet.

Traditional mechanised resin rock bolting in hard rock underground mines requires the installation of resin capsules into a pre-drilled hole prior to the rock bolt being spun into a hole to mix the resin and set the bolt in place. In poor rockmass conditions, especially at depth or in highly altered faults and shears, the condition of the holes often deteriorates as the poor ground around it unravels and falls into the hole. This results in partially or fully blocked holes that either damages the resin capsule when they are being inserted into the holes or prevent it entirely until the hole is continuously cleaned of debris. This deterioration of the hole condition, and continuous need to clean and re-drill holes, also increases the diameter of the hole which in turn affects the continuously mechanically coupled anchorage mechanism of the rock bolt to the rockmass as there is simply not enough resin in the hole to fill the annulus between the bolt and the rock. This results in a large increase to critical heading cycle time and, more importantly, results in the rock reinforcement not performing as per design specification and increases the risk of instability. To overcome the quality control issues with resin bolt installation in poor ground, a single pass drill, install, inject and tension self-drilling resin bolt application was designed and implemented for use in such conditions. This system allows the operator to inject a two part polyester resin through a self-drilled hollow bolt to mix and fully encapsulate the rock reinforcement. The self-drilling bolt allows for post injection of the hole after the bolt has been installed into the rock and gives the operator manual or automated control on the amount of resin used in the hole to ensure complete encapsulation and continuously mechanically coupled anchorage to the rock. This allows the reinforcement to work as designed and provide the Geotechnical Engineer extra quality control confidence in these conditions. The implementation of this single pass resin bolting system resulted in significant decreases to the resin bolting cycle time and rock bolt quality control failures. In this paper the design, implementation and embedment into the development cycle will be discussed and the in situ quality control checks used to validate the increase in rock bolt installation quality will be shared. Simulation as a mathematical technique is not new. However, recent increases in digital computer speeds and the ease of programming with languages such as Fortran have centered a good deal of attention around simulation in the last few years, Many sophistications of the method have been developed during this time. However, the ability to simulate mathematically still hinges on the ability to ignore unimportant details which would complicate the mathematics and make simulation impractical, Thus, with this attitude in mind, it becomes very easy to design a pseudo- simulator which will predict average conditions very well, but can not truly allow a detailed study of the system being simulated. Most simulations fall into this category, along with the case mentioned here. This paper is not intended to be a critical treatise of the simulator used to study a particular mining system. Instead, it will be used to illustrate the aspects of simulator development. The steps in the development of any simulator are described, along with same detail of the phosphate mine simulator itself.

O the American coal man, Australian coal mining most appear to have little, if any, influence on American coal-mining practice and to bear little relation to it. Actually, the relationship has been close, for Australian operators have carefully studied American practice by reading American technical publications, by consulting American engineers, and by visits to Ameriean operations. They have leaned heavily on America for their supply of mechanization equipment and many American mining-machinery manufacturers are active in that country, supplying its needs and furnishing technical assistance. Australia's influence on American coal mining has been obscure and probably negligible. However, it seems reasonable to assume that this influence will increase. The wartime development of air transportation will inevitably bring these two countries into much more intimate contact than existed in recent years.
