Most coal mining states have passed or amended laws restricting strip ruining in the past two years. In light of this and in anticipation of further restrictions by the states and the federal government on strip mining this paper attempts to show the Impact of these new laws on the structure of the coal mining industry in Ohio and specifically on one small stripping firm in Ohio. The implications of the study are applicable to other states under similar circumstances and to other industries which are being caught up in the ecological-economic struggle.

Since the advent of coal mining, the minimal lighting in the under¬ground working place has been an obstacle to the safe and efficient performance of the miner's many tasks. Compounding this problem is the fact that the machines being operated in the working place are so large that the vertical and horizontal clearances around the machinery are severely limited. Consequently, in these poorly lighted and congested working places, the machine operator is unable to utilize his peripheral vision. He cannot see hazards as they develop and, too often, cannot react in time to avoid serious injury or death to himself or his fellow miners. The greatest hazard to miners inby the last open crosscut is from falls of roof which are often preceded by warning signs such as falling rock fragments, roof supports taking weight, or a sudden reduction in the height of the working place. These warning signs often go undectected because the machine operator's attention is focused on the small circle of light emitted from his cap lamp. Congress recognized the illumination deficiencies, and, in the Federal Coal Mine Health and Safety Act of 1969, charged the Secretary of the Interior with the authority and responsibility for development and promulgation of minimum standards for illuminating working places in coal mines. These standards have been developed and, as stated in the April 1, 1976 Notice, Federal Register, Volume 41, No. 64, will be promulgated on October 1, 1976, as mandatory regulations under Section 75.1719, Title 30, Code of Federal Regulations. The regulations require that the designated surfaces within the miner's normal field of vision be illuminated to 0.06 foot-lamberts while self¬propelled mining equipment is being operated in the working places. The term "working place" is defined in the Act as "the area of a coal mine inby the last open crosscut".

THIS paper gives a short account of plastic deformation as observed in single crystals of zinc, zinc having been selected for the experiments described herein because the phenomena are comparatively so simple and can be studied throughout such a wide range. It is hoped that the paper will serve to show the type of information which studies of single crystals afford and will contribute toward the solution of the general problem of metallic behavior. PRODUCTION OF ZINC SINGLE CRYSTALS The method of Czochralski,1 as modified by von Gomperz,2 was used to produce the crystals studied. The equipment is shown in Fig. 1. Molten zinc is held in a crucible at a temperature which is not far above its melting point, as measured by a pyrometer. A lava disk floats on ,the melt, and is provided with a central hole about 1 mm. in diameter. A glass tube, drawn into a capillary at the lower end, is suspended from a string which is wound up by an electric drive at the speed desired. At the start, the glass capillary is let down into the melt and the hoist is started.. The capillary brings up a small quantity of molten metal with it to a point just above the lava disk. At this point, a jet of hydrogen cools it and causes it to crystallize, with the result that a small crystal forms. As the hoisting is continued, more molten metal is drawn up, in turn to be solidified by the jet of hydrogen. This additional metal continues the growth of the crystal already formed, and a long, cylindrical crystal results. The speed of hoisting used was generally between 0.1 and 0.5 mm. per sec., and the crystals were from 4 to 6 in. long and about 1 mm. in diameter. By varying the conditions, crystals of quite different orientations were obtained and were used in the study of the phenomena to be described.

Gunnedah, in north-western New South Wales (NSW), including the town, the surrounding Liverpool Plains and the Pilliga forests to the west, are currently the subject of intense mining interest for coal and coal seam gas. Achieving positive outcomes for koala conservation on mined landscapes will require a sound grasp of koala ecology; and local knowledge of koala movements, tree choice and associated threats to the continued survival of koalas, particularly roadkill from increased mining infrastructure. This requires a research-oriented approach to testing ideas applicable to the long-term survival of koala populations. Our recent koala research in NSW has shown that, in 2006, Gunnedah had the largest koala population west of the Great Dividing Range, and the only population in NSW that was expanding. That prompted us to instigate a detailed study in 2008 - 2011 to determine, inter alia, whether the koalas were using trees that were planted in the 1990s to cope with rising soil salinity. Our GPS-tracking has shown that regrowth trees as young as ten years old can attract koalas. In 2009, the demise of about a quarter of the local koala population from an intense heatwave gave us a foretaste of how habitat and climate change interrelate at the landscape scale. We are now examining the optimal combinations of tree choice, and patch size and shape, for habitat restoration. This will be relevant to local coal seam gas and coal mine proposals, and ongoing mitigation actions. The Senate enquiry of September 2011 on the koala and demonstrated the intense public interest in the survival of this iconic species. Its subsequent listing for Queensland and NSW under the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999 further raises its profile and obligations for management of koalas and their habitat. It will take considerable effort to manage the Liverpool Plains koala population for the next 50 years in the face of extensive land-use changes from mining, and the attendant threats from road kill, compounded by the new threat of climate change manifesting itself as an increased frequency of heatwaves and more severe droughts. This paper describes the research that underpins these conclusions, identifies some of the research approaches needed, argues for working strategically now, rather than try to patch up matters after the event, and presents a set of guides for environmental plantings. The generalized rail haulage simulator described in this paper is an outgrowth of the need to expand a previously developed single level simulator to permit analysis of production problems where intermediate car storage is used. Many of the ideas of the former single level simulator, which is an integral part of an Underground Generalized Materials Handling Simulator (UGMHS), have been used in model development. In addition, experience gained in applying the earlier model to a variety of operating conditions has been heavily relied on. The generalized rail haulage simulation model can operate as an independent system and, as such, can be used to analyze rail haulage systems using production distributions as data input. In addition, this model is designed to replace the present rail haulage sub-assembly in the UGMHS model and the linking procedure has been integrated into the model. The flow of coal from production sections in UGMHS, for example, fill the mine cars and a condition of no empty cars at a loading station will shut down in by production systems.

History attests to the catastrophic consequences that fire, explosion and contaminated, noxious andirrespirable atmospheres can have for workplace health and safety in underground coal mining. It also confirms that fires and explosions present the greatest risk of partial or total loss of underground mines and equipment and that this risk continues to materialise. The design, implementation, operation and maintenance of the mine ventilation system are core controls for managing the hazards associated with these risks, both for preventing them from materialising and for mitigating their consequences if they do materialise. These are most effective when embedded in a risk management approach.

Researchers at the National Institute for Occupational Safety and Health have tested the finite element code, UT3PC, with LaModel to evaluate their results using know case studies. The purpose of the testing was to demonstrate the usefulness and limitations of these programs in evaluating mine layout design. Both of these software packages are simple to use and free for public download. Their use by mine engineers, along with other tools, such as empirical methods, can enhance the assessment of a mine layout design. LaModel can model mining layout on a mine scale or, at least, on a multiple-panel scale. However, this software has limitations in calibrating to conditions at many coal mines in the western United States. The UT3PC software models smaller parts of a mine and is used to evaluate the design of pillars, shafts, or drifts; but the software calculates all components of the stress tensor and provides stresses, displacements, and safety factors throughout the model volume. The two codes are used to evaluate design of one known case, and UT3PC is used to evaluate another case. The results and approaches demonstrated in the testing are intended to aid mine engineers in evaluating site-specific problems and to show that these tools can provide useful information to the mine engineer in evaluating mine layout design.

Horizontal and vertical air classification systems were tested individually and in simulated tandem use for the recovery of ferrous and nonferrous metals and of other noncombustible and combustible products from shredded urban refuse. The horizontal air system with a larger tonnage throughput was used to obtain preliminary separations, and a smaller capacity vertical system was used as a cleaning device. Air elutriation, magnetic separation, and screening of shredded minus 6-inch municipal refuse recovered 92 percent of the metal in a relatively clean iron product contaminated only by adhering coatings or entrapped materials, recovered 97 percent of the combustibles in a 97-percent combustible product, and rejected 88 percent of the nonmetal noncombustibles. Cleaning of the preliminary combustible fraction produced a 98-percent paper product while rejecting other combustibles (plastics, rubber, textiles, etc.) into a 94-percent combustible product. Retreatment of the preliminary noncombustible fraction produced a relatively clean glass product.

In recent years, ultrasonic comminution technology has been developed at the Utah Comminution Center. An ultrasonic grinding device was assembled and investigated. An ultrasonic transducer system has been significantly improved by using a special type of piezoelectric ceramic and preloading to 4.1 x le kPa to obtain maximum strength. The improved system provides constant and rapid vibratory promotion of fatigue fracture resulting in more effective breakage. The design principles for an ultrasonic mill are developed in this paper. Size reduction was successfully achieved in the ultrasonic nip-roll device for a variety of materials. Ultrasonic comminution has repeatedly demonstrated the capability of producing fine particles from a variety of materials. A comparison between ultrasonic grinding and dry ball milling of limestone showed that the ultrasonic device produced much narrower size distributions than the ball mill. This trend is especially obvious in the coarse size range where few particles remain, and in the fine size range where overgrinding is prevented. This behavior might have some interesting applications in areas other than mineral processing like powder metallurgy or material science where narrow and controlled product sizes are required for the successful elaboration of high-technology ceramics and glasses. Ultrasonic comminution has a significant advantage in the accurate control of the product size.

The aspect of sustainability of ferroalloy processes has long been a serious matter for consideration in many of the world?s industrialized countries. A number of countries can be named where ferroalloy plants that were once flourishing, have all but disappeared. One of the most important factors playing a role in this type of occurrence is the cost and availability of quality raw materials. Given that all natural resources will be depleted with time, users are compelled to develop new processes that are sustainable in the changing environment. The DC arc smelting furnace is one such process that has proved itself, and has gained increasing popularity over the past two decades. This process, amongst other benefits, directly addresses the use of more readily available and more affordable raw materials in ferroalloy production. Since early in the new millennium, GLPS has been involved in various studies for different clients of furnaces for the production of ferroalloys. Two of these recent studies have culminated in the design, construction and commissioning of DC arc furnaces for the production of ferrochrome. One of these furnaces is a 10 MW unit at Mogale Alloys, and the other a 60 MW unit at the Middelburg plant of Samancor Chrome. This paper discusses the approach taken in the design and construction of these two furnaces, which, although varying significantly in size and capacity, are very similar in many other aspects of their design. Over a four-hour period of steady plant operation samples were taken at regular intervals from points within the grinding and flotation circuits. Size fractions of each composite sample were analysed for lead and zinc values and a comparison made of the behaviour of the lead, zinc and gangue minerals, size by size throughout the whole circuit. Analysis of the breakage behaviour using dynamic mathematical models gave the rates of breakage of each size fraction of each main component. Simulated grinding experiments showed that the main grinding circuit had sane reserve capacity. In the lead flotation circuit all lead values between 150 mesh (Tyler) and 5 microns had excellent flotation characteristics, and a major proportion had a high rate of flotation which was practically the same for all sizes. Increase in overall lead recovery would require improvement of the flotation behaviour of ultra-fine lead minerals. These were slow floating and were responsible for approximately half the lead losses in the final zinc concentrate and one third of the lead losses in the final tails.

A two year study into the effects of coal mining induced subsidence on cliff lines was undertaken by the Department of Mineral Resources with the support of a grant under the National Energy Research, Development and Demonstration Program. A new monitoring technique, using an Electronic Distance Meter and acrylic reflectors attached to the cliffs, provided safety for the surveyors and extensive and accurate three dimensional displacement data on the movement of the cliffs as they were being undermined. The study report included many graphs showing the measured vertical and horizontal displacements, differential subsidence, tilts and strains and included analysis of these movements with various parameters, such as, seam thickness, depth of cover and distances between the reflectors, longwall face and the edge of the chain pillar. Some of these graphs are presented in this paper and could be used, with caution, to predict subsidence movements around other cliff lines, after allowing for differences in geology and mining layout. A mechanism is suggested as an explanation for the observed high horizontal movements around the cliff lines. Sixteen percent of the overall lengths of cliffs that were undermined during the monitoring study fell and the contributions of various factors that appeared to influence the cliff falls are discussed. It is concluded that no single factor dominated as the major cause of the cliff falls and, often, many factors combined to cause cliff face instability.

For decades many of us who are associated with the mineral industry have tried to show the public its economic and strategic importance. Some of the mineral industry's proponents have been politically powerful figures and have been widely quoted. Yet, as measured by public opinion, legislative support, or almost any other standard, our efforts have been inadequate. It is apparent that a set of environmental beliefs that discredit industry, firmly held by a number of idealistic persons, has had wider coverage in the media and in schools than has the mineral industry's message. Although the fervor of our idealistic friends is often unfounded and, their stands unscientific, they must be considered seriously. Unless we address the issues in terms the idealists will understand, the mineral industry will have little influence on them or on the general public. A. striking thing is that, quite often, translation of idealists' views into action has been counterproductive. The reason is obvious. Excessive amounts of money and energy have been spent on relatively minor problems. The common result is that larger problems have been created. It may be possible to help anti-industry idealists understand their own dependence on minerals, and thus render their views more realistic, if they are shown more effective ways to reach their stated goals. If those goals can be shown to be held in common by all sensitive human beings -- including those in business and industry - the dialogue becomes one of how to achieve common ends. Individual mining companies acting by themselves have little possibility of success, and companies working in unison through trade associations have not been successful. Further, it is unlikely that industry in general can be successful in changing minds unless it seeks outside help. But friends among those who influence public opinion have been hard to find. Historically, help from media has proven difficult to get. Nor has enough help from educators been forthcoming. Yet, a war is going on in the technological, philosophical, and political trenches, even though much of the public is not aware of it. For the first time in years, there is row a significant and growing number of eloquent and brilliant thinkers on the side of free enterprise and industry, many of them environmentalists, but without the anti-industry mind-set. They have had remarkably little help from the private sector or even from the present administration. Industry may do far more for itself in the long run by encouraging these brave but bruised individuals and their organizations than by trying to work alone. These friends of free enterprise are working against a seemingly stacked deck relative to much of the media, the bureaucracy, and the educational system. However, despite their problems, their success to date has been remarkable. With more cooperation from industry they should do even better.

Structural geological information is widely used at the Mt Whaleback Mine, Newman, WA. Recent improvements in the structural understanding of Mt Whaleback are providing a very cost-effective way of reducing geological risk, improving the economics of mining, optimising pit design and addressing safety problems. The structure of the Mt Whaleback orebody is highly complex and has a significant influence not only on iron ore genesis but also on pit wall stability. A team approach between the Structural Geology and Geomechanics Groups has been providing excellent results to reduce geological risk at Mt Whaleback.

Blast vibration monitoring for buried pipelines is typically conducted at the ground surface with a shallowly buried geophone. In many jurisdictions across the U.S., blast-related vibration limits set for pipelines are dictated by surface measurements and do not consider the significant reduction of PPV amplitudes acting on the pipe at depth. This study involved a vertical array of geophones deployed in drilled holes at two blasting sites of the Loop 202 South Mountain Freeway construction project in Phoenix, Arizona. IF we were to measure progress this year in terms of large new mills and discoveries of fundamental significance we should certainly be disappointed. Outside of the uranium field there was little of a spectacular nature. San Manuel and Reserve completed their first year of operation; Erie approached readiness; the Toquepala project in southern Peru broke ground and gained speed. Important mill enlargements occurred at Inspiration, Anaconda, Ray, and Climax Molybdenum. A 3000-ton copper concentrator was completed at Pima, near Tucson. The Republic Mill of Marquette Iron Mining Co. started up in April. Abroad, the great developments in the African Copper Belt can be likened to the rapid growth of the porphyry coppers in this country. Fundamental research was confined nearly entirely to iron ore flotation and recovery of metal values from leach solutions, particularly uranium. The large number of review articles this year reflected a desire to take stock and consolidate past gains before taking the next bold steps. Undoubtedly a shortage of competent young engineers and technicians is stunting the natural growth of theoretical investigation in the field of minerals beneficiation, as well as the conversion of ideas into action. We find our small stock of talented young scientists concentrated in a few centers of erudition because there are not enough to diffuse through the industry. It is safe to say that among mine administrators and managers there is more interest in the education, training, and welfare of the young engineer than ever before.

The mechanisms of fragmentation in homogeneous materials and structured rock mass are reviewed. A method previously used to predict vibration damage to the remaining rock is extended and shown to be valid for the prediction of fragmentation in the rock mass removed by blasting. The effectiveness of different explosives in different types of rock blasting is discussed.

THE introduction of the logarithmic sector method of quantitative spectrography by Scheibe and Neuhäusser in 1928, and the subsequent .modification and improvement of the method by Twyman and Simeon, would seem to have marked yet a further advance in quantitative spec-trum analysis and its industrial application, inasmuch as it offers a simple means of eliminating some of the uncertainties inherent in the older methods based upon mere visual comparison of line intensities. In their recent admirable review of the position and capabilities of industrial spectroscopy, Brownsdon and van Someren1 say: Ways and means of facilitating the comparison of line-intensities so as to give them numerical values are helpful, and of these a logarithmic sector rotating in front of the slit appears to he one of the most promising; . . . the success recently experienced by the author in using this method for the examination of steels and solutions of metallic salts prompted him ,to investigate its possible use in estimating the impurities commonly present in crude and refined tin. The results of this investigation are submitted in the present paper. Details of a number of spectrographic analyses of tin for various impurities have already been published. Thus, Schweitzer2 describes the spectrographic examination of tin for lead, bismuth and cadmium, and was able to distinguish between such atomic percentages as 0.01, 0.05, 0.10, 0.30, 0.60, 1.20, 3.00 and 10.00. Negresco3 investigated the bismuth content of tin over a range of from 0.0005 to 35 per cent. Meggers, Kiess and Stimson4 compare spectrographic and chemical analyses of tin metal for copper, lead, iron, zinc, silver, nickel and bismuth. They stress also the value of spectrum analysis in the examination of tin used for boiler plugs, where the requirements that only minute quantities of impurities shall be present render the chemical analysis both tedious and difficult.
