Away back in the eighties of the last century, when Sir Charles, then Doctor, Tupper, was not only a prominent but a dominant figure in the political life of Nova Scotia, his opponents brought the railing accusation against him that he was the foremost of egotists because of his frequent use of the personal pronoun. I heard Tupper speak and had no sympathy with the railers, because I could not well see how the pronoun could be dispensed with without laying himself open to a charge of affectation. I shall make reference in what follows to incidents in which I have taken part, and shall be at no pains to dispense with the pronoun, even though thereby I lay my-self open to the charge of being a pupil of the deceased states-man. EVENTS LEADING UP TO THE ORGANIZATION OF THE PROVINCIAL WORKMEN'S ASSOCIATION The Springhill Mining Company began development work at Springhill in the early seventies of last century. So vigorously was the work prosecuted that in 18 7 4 two slopes, the east and the west, were in active operation, with a considerable. output, the east slope on occasional days producing 800 tons. The President of the Company, the late Senator McFarlane, was a Nova Scotian, the other directors were mainly merchants from St. John, N.B. From the first the enterprise was an .astonishing success, due in the greatest part to its geographical position, and in large part to the untiring vigilance of the directors, a majority of whom visited the collieries at short intervals, thereby keeping the manager, much of the time, on tenter hooks.

In considering the importance of lease management and administration, I have decided to approach the topic, Lease Default and Eviction: Action or Reaction, as a three phase presentation dealing with mineral lease administration and management, past, present and future. Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. First, though, let's take a moment and set the stage by giving a few actual examples of why a pragmatic approach is needed in this particular area.

The central Florida phosphate industry is not a recent development. The first phosphate mining occurred in approximately 1888 (1). Many of the original mining companies were "wildcat" operations operated with rapid phosphate extraction as the sole purpose and no long-term commitment to development. Many of the early pioneers were ill-equipped to mine phosphate at either a practical or economical level; as a result many of these early companies "folded" after only a brief period of operation. However, as these early companies went out of business, several large companies developed, expanded their mining territories bought up the folding companies and by 1903 (little more than 10 years after the first mines were started), approximately 37 of the original 60 mines were control- led by three major companies (1). In the early period, mining reclamation was nonexistent. The mined out areas were left to revegetate and reclaim "naturally" over the period of many years. Reclamation practices were only started relatively recently and the various reclamation techniques developed and used in the past have continued to be employed with varying degrees of success through the present time. The reclamation techniques used in the past and currently include land and lakes restoration, sand tailing reclamation, slime ponds reclamation and overburden fill.

Our civilization is built upon the ore from which we obtain our metals and the fuels which power the world as we know it.Today I should like to discuss with you a newcomer to the ancient mining industry. This lusty infant of which I speak is just a century old - the oil industry.While one doesn't commonly think of oil men as delvers in the earth, It was by sinking a shaft that the first oil was obtained commercially in Canada. Men sank a shaft in a ‘gum bed' in southwestern Ontario's Lambton county, not far from Petroilia, and distilled from the gum a burning oil That was just a hundred years ago. The gum was originally liquid petroleum which had seeped to the surface and lost most of its volatile components.Later, the miners dug down to •bed-rock and soon after they were not digging but were drilling wells, as they have been ever since. From the wells they obtained erode oil.What is crude oil? It is not an element like gold, silver or lead, •but a complex mixture of compounds. These compounds are made basically from two elements, carbon and hydrogen, and are called hydrocarbons (Figure 1).The remarkable ability of these. Two elements to combine in different ways gives crude oil its physical and chemical character. The lighter hydrocarbon compounds in it are gases, at normal temperature and pressure, and these are dissolved in the other, heavier compounds."

Rapidly increasing energy costs and more rigid customer quality requirements necessitate improved control of pelletizing processes. With the introduction of dedicated microprocessor-based controllers, sophisticated control strategies are now possible. A recent application of this technology at Carol Project has resulted in fuel savings, improved pellet quality, and standardization of operating procedures. This was accomplished with no production loss by the use of a "building block" approach to design and equipment selection. Details of this approach and the results obtained are described.

The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada's resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

This paper presents an algorithm for optimizing the scheduling of trackless equipment in underground mines. With the shortest working interval and maximum productivity as goals, a genetic algorithm (GA) is used to solve the problem, and obtain the optimal working sequence with the most suitable equipment configuration possible. The input for the proposed method is the number of units and capacity of trackless equipment, the production process, ore amount in stopes, and the distance between stopes. The algorithmis verified using four setups of 5 stopes with 5 cycles, 5 stopes with 15 cycles, 10 stopes with 10 cycles, and 10 stopes with 30 cycles. The solution time of the algorithmis no more than 20 min, which is acceptable for practical applications. The results show that the setup of 10 stopes with 30 cycles is closer to the actual production of the mines, and the optimization model can effectively improve the operation efficiency. In this scenario, the robustness of the optimization is tested by simulating equipment failure events. Under the condition of 8% failure rate, the operation time is extended over 3.21–14.56% than expected, which represents strong robustness. The algorithm can quickly provide a feasible and effective solution for the production scheduling decision of trackless equipment in underground mines.

T HE position of each hole of any series of holes was carefully located by the surveyor, plotted in plan and elevation, and numbers assigned to them. The second series was staggered halfway between the first and so on for each succeeding series. Two and a, half to three months was frequently required to grout a series of holes calculated to insure safety for sinking a distance of 10 meters or say 33 ft. Naturally the initial operation called for drilling and grouting two series of holes but thereafter each sinking campaign required only one series of holes as shown in Fig. 8. The pump handling about 75 gal. per minute corresponds to 46 tons of grout or 6 tons cement delivered as a fair over-all average for the 24 hours. Thus 600 to 800 tons of cement was used for a single section of 33 ft. depth of shaft. One campaign used nearly 1100 tons of cement. Some holes were effectually sealed with as low as 30 tons, while many required 60, and some 80 to 90 tons.

Corrosion and abrasion properties of a series of chromium-containing cast iron balls with Cr contents ranging from 0 to 29% was evaluated and compared with austenitic stainless steel and mild steel balls. Marked ball wear tests were performed on artificial ore samples consisting of 95% quartzite with either 5% pyrrhotite or 5% chalcopyrite under a nitrogen or oxygen atmosphere. The electrochemical mechanism was investigated by correlating the corrosive wear with the corrosion currents obtained from potentiodynamic polarization curves under abrasion. An offset in their electrochemical activities was observed somewhere between 16 and 26% Cr. In fact, 26 and 29% Cr cast irons showed an excellent corrosion resistance approaching that of austenitic stainless steel. Flotation recoveries were estimated on a 95% quartzite + 5% pyrrhotite sample ground with various cast iron ball materials under an oxygen or nitrogen atmosphere. Electrochemical results are found to be in good agreement with corrosive wear obtained from marked ball wear test and with flotation results.

In presenting this paper for discussion at the Western Annual Meeting to be held in Edmonton, it is with the idea of creating a full and general discussion by the mining men in the Province as to the best way to eliminate, or at least hold down to a minimum, the dangerous coal-dust which is made in mining pitching seams in our Alberta mines by the chute method. Also, an alternative method is outlined, whereby the percentage of lump-coal mined can be increased, and the mining costs reduced-although the paper does not go into any detailed consideration of costs. The general trend of mining practice and lay-outs is at present towards mechanization, and the results being accomplished by the substitution of machines for manual labour are fully justifying the changes. In the technical mining journals, there are published from time to time papers dealing with a variety of methods of mining, which are descriptions of actual operations, and a great deal of interesting and valuable data is given as to the comparative values of the different methods, insofar as the percentage of grades of coal produced, the cost of production, etc., are concerned; but the mechanical methods described in these papers are nearly always suitable only for flat seams, or seams with a very low inclination.

In the valuable paper of Mr. Dunbar D. Scott and its varied discussion, on the evolution of mine-surveying instruments, the tripod-head has not received the attention it merits. During the last 50 years this very necessary adjunct to the surveyor's instrument has been much improved. The legs are of better construction; and the devices for laterally moving the instrument over the station-point and for quick leveling, without the use of the screws, have given to the instrument fitted with the modern tripod-head the same facilities possessed by the oldfashioned ball-and-socket, with more perfect accuracy, not attainable in the latter, while saving from 30 to 50 per cent. of the time required for setting the instrument over a station. The temperature dependency of the low-density viscosity coefficients, ?°T, of helium and of nitrogen, 100° to 1,000° K, is correlated with empirical equations, and the temperature and composition dependencies of the low-density viscosity coefficients, ?°T, of helium-nitrogen mixtures are correlated with the Chapman-Enskog expressions by using the Lennard-Jones (6:12) potential function. The residual viscosity, ?T,P - ?°T (the difference between the viscosity of a compressed gas and the dilute gas at a given temperature), was found to be a function of the thermal pressure coefficient, (?P/?T)V, and two parameters, a and 1, which are characteristic of gas composition. The equation ?T, P = ?°T + a [(?P/?T)V]ß represented 1,340 higher pressure experimental viscosity values with a mean absolute deviation of 0.86 percent, and this equation was used to compute viscosities of the gaseous helium-nitrogen system for a range of temperatures and pressures including those encountered in Bureau of Mines helium purification processes and in a crude-helium conservation gas reservoir. Tabular viscosities for helium, nitrogen, and 13 helium-nitrogen mixtures are presented for 110 temperatures, 133° to 740' K, and 49 pressures in the range 1 to 240 atmospheres. The accuracy of the tabulated viscosities varies because correlation parameters were obtained from experimental data of unequal reliability. It is estimated that uncertainties in the computed viscosity values are ±5 percent for the region 325° to 740° K, ±2 percent for the region 183° to 325° K, and ±5 percent for temperatures below 183° K. The latter uncertainty may rise to y10 percent as critical conditions are approached.

The separation of minerals such as apatite and scheelite by flotation from other salt-type minerals such as calcite is extremely complex owing to the close similarity between their physicochemical properties. In this paper, properties relevant to flotation such as crystal structure, solubility, surface charge and adsorption behavior of important salt-type minerals are examined along with the role of inorganic modifying agents such as silicates and polyphosphates and organic modifying agents such as starch and tannin. Flotation characteristics of these minerals are then reviewed and selected separation problems involving salt-type minerals are discussed.

In-situ rock has well-recognized rupture and yielding responses. Attention is called to an intermediate response, granulation, which consists of an evenly distributed, small-scale crumbling accompanied by swelling. Granulation results in a negative slope for the inelastic portion of the stress-strain curve as successive interlocks are destroyed, and the load-carrying capacity of the material is reduced. Volumetric swelling with softening also takes place. The prerequisites for such a response are moderate confinement and a uniformly distributed defect pattern. Since rock masses, as well as rock as an intact material, have such patterns in their jointing and texture, respectively, granulation is characteristic of them. The presence of granulation can be demonstrated for a very wide scale, ranging from laboratory testing to regional geologic phenomena. The response of an engineered structure is considered in detail. Granulation appears to be dependent upon internal moments, the formation of which can be controlled by engineering design. The practical implications of such control can be significant in optimizing underground instability and in improving excavation techniques. Rock is usually considered to behave inelastically under high load, by fracturing as a brittle material, or by yielding as a ductile material, ignoring time dependency. These responses, which are characteristic of metallic behavior, appear idealized in Fig. 1, where linear-elasticity approximates the initial behavior. However, another major deformation mechanism peculiar to rock has long been recognized in geology, the granulation of an interlocked material. Granulation consists of a uniformly distributed fracturing and crumbling of the material, accompanied by swelling and softening. Levitated drops of Fe-18%Cr-2%C were reacted with oxygen-argon mixtures to study the reactions that occur in the AOD process, where the gases are injected into the melt and form bubbles. In the laboratory an argon-oxygen pulse, followed by pure argon, was flowed past the levitated drop to simulate the transient conditions in the gas phase as the bubbles rise in the melt. Oxide layers formed on the drops immediately when they came into contact with gas pulses containing 75% or more oxygen. Once the oxygen flow had ceased, the oxides reacted with the carbon in the drops to form CO gas and eventually disappeared. The de-carburization reaction occurred without oxide formation when the gas contained 50% oxygen or less. Melts that were sampled after EAF tapping, ready to be charged into the AOD, showed a higher tendency to oxide formation and consequent carbon boil than pure ternary Fe-18%Cr-2%C alloys made in the laboratory. The actual steel samples contained significant impurities, such as 0.25% Si and 0.56% Mn. A similar effect of oxide-forming impurities had been observed previously with binary Fe-C alloys. Movies were taken of the oxide formation and decomposition, and the results will be presented, along with data on the experimental conditions, including temperature and oxide compositions. The results are important because they give an insight into the reaction mechanisms in the AOD, which must be understood in order to improve and model the process.

A escória utilizada no refino secundário deve possuir propriedades adequadas para que auxilie no controle inclusionário dos aços. Tendo isto em vista, há vários parâmetros que devem ser levados em conta para se obter uma escória ótima que irá auxiliar na limpeza dos aços. Como uma técnica de medição, o valor de oxigênio total no banho está diretamente relacionado com o número de inclusões óxidas presentes no aço líquido. O presente trabalho tem como objetivo geral o acompanhamento da limpeza inclusionária por meio dos teores de oxigênio total presentes nos aços, para variáveis selecionadas de escória e de processo. A partir das análises químicas de amostras de um aço alto carbono acalmado ao alumínio, foram gerados gráficos com os valores de oxigênio total em função dos parâmetros %CaO/%Al2O3, %FeO+%MnO, basicidade binária, tempo de flotação na torre do lingotamento contínuo e pick-up de nitrogênio; seguido da análise dos resultados obtidos e sua comparação com os dados da literatura. Pode-se então concluir que, para as análises anteriormente citadas, o aço apresentou resultados coerentes com a literatura para todas as análises.

Chapa de desgaste revestida com metal duro tem ampla aplicação na indústria, principalmente no segmento de mineração. Usualmente, o revestimento é aplicado em chapas de aço de baixo carbono. Estes aços são os mais comuns devido à sua boa soldabilidade. Paralelamente ao emprego das chapas revestidas, foi desenvolvido um aço de baixo carbono e de elevada dureza (350 a 600HB), com a finalidade de se tornar uma boa opção como chapa de desgaste. Em função da escassez de informações técnicas quanto à aplicação de revestimento em chapas de alta dureza, este trabalho tem como objetivo avaliar a influência do ciclo térmico de soldagem sobre as propriedades mecânicas do aço Hardox® 450. A metodologia experimental consistiu no revestimento do aço Hardox® 450, com dureza da ordem de 450HB. Para o revestimento foi utilizado o processo de soldagem FCAW. Após a soldagem, foi feita análise do perfil de dureza na seção transversal dos corpos de prova. Para avaliação da resistência ao desgaste, foi feito o ensaio de abrasão conforme recomendações da norma ASTM G65-04. De acordo com os resultados obtidos foi possível confirmar que a aplicação do revestimento duro influencia diretamente nas propriedades mecânicas do material.

Na manufatura de produtos metálicos, o forjamento é o processo de transformação a quente de materiais dúcteis, como aços e ligas, através de conformação mecânica efetuada com esforço de compressão por uma prensa, de modo que eles assumam os formatos desejados. Este processo normalmente é utilizado para produzir peças de formas complexas e com uma maior precisão dimensional de acordo com a especificidade exigida pelo cliente final. Para obter resultados de qualidade, foi necessária a implantação de técnicas de medição indireta de última geração, que proporcionam ganho de tempo e a redução de desperdício de energia e material, além de aumentar a segurança, reduzindo a presença de pessoas próximas aos materiais para medições manuais. O presente trabalho trata da criação de um sistema de visão que, por meio de análise de imagem, é capaz de coletar a medida do perfil de barras em uma Forjaria em tempo real, podendo ser utilizado durante a operação da prensa, para garantir que o material está em conformidade com o especificado. A execução do sistema em produção aponta que as medidas realizadas apresentam desvio máximo de 2mm em relação àquelas realizadas pelos operadores.

Rejeitos de mineração descartados na forma de polpa possuem, geralmente, grande quantidade de água e reutilizá-la no processo, por meio de operações de desaguamento mais eficientes é de grande importância para a implementação de projetos de menor impacto ambiental. O presente trabalho visa estudar as operações envolvidas no desaguamento de um rejeito de níquel, com o objetivo de principalmente a maximizar a recuperação de água de processo. Para tanto, foram avaliados: a influência da concentração de sólidos, uso e dosagem de floculante, pressão no filtro, o processo de filtração com e sem prensagem e a influência destas variáveis na umidade da torta e na recuperação de água. Os resultados mostraram que quanto maior a dosagem de floculante menor é a recuperação de água na filtragem; por outro lado, quanto maiores a concentração de sólidos e a pressão, maior a recuperação de água. Verificou-se a importância do uso da prensagem para maximizar a recuperação da água contida no sedimento, sendo possível comprovar que o rejeito de níquel floculado e filtrado com ?P de 6 bar com o uso de prensagem promoveu a recuperação de até 77% de água.

Durante o lingotamento contínuo de placas de aço, muitas vezes ocorre uma queda acentuada de temperatura ao longo do processo. Fatores como o tempo de lingotamento, o superaquecimento inicial da panela de aço, a presença de cascão na panela, entre outros, podem alterar significativamente a taxa de queda de temperatura, levando muitas vezes à interrupção prematura do lingotamento. Neste trabalho, será mostrado o desenvolvimento de um modelo de predição de temperatura ao final do lingotamento de uma panela de aço. Este modelo permite antecipar, com razoável nível de incerteza, a temperatura final do aço no distribuidor durante trocas de panela, de forma que forneça subsídios para a tomada de decisão sobre a interrupção do lingotamento, ou a antecipação de abertura de panela com retorno de aço. Desta forma, o índice de trabalho das Máquinas de Lingotamento Contínuo (MLC’s) da ArcelorMittal Aços Planos América do Sul seria maximizado, e com possível melhoria no Rendimento de Aço. O modelo se encontra em fase de implantação e validação na MLC#3, onde foram definidos parâmetros com critérios de decisão de interrupção/antecipação de troca de panela.
