The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. "Following heavy rains in spring of 2014, Prince George’s County officials issued a mandatory evacuation for homes in the Piscataway Hills subdivision of Fort Washington, Maryland where a landslide along a 1700-foot hillside destabilized homes, collapsed the single access road, and resulted in water and sewer mains break. Forensic investigations, including geologic assessments, test borings and in-situ Cone Penetrometer and Dilatometer soundings, were performed to evaluate subsurface conditions and provide stabilization options for the roadway and slopes. Post-failure ground movements were monitored using inclinometers. Critical failure planes were identified within the underlying 30-foot thick Marlboro Clay formation, a known geologic hazard with historic occurrences of landslides and slope failures.This paper discusses the remedial design for stabilizing the landslide and 60-foot hillside slope failure, and protecting the roadway. Amongst several feasible options, driven piles were selected in consultation with the County and retained contractor based on cost, environmental impacts and site constraints. Constraints included private ownership of hillside slope, upslope buildings safety; deep-seated failure, relocation of underground water and sewer mains, and accelerated construction schedule.Pile design included global slope stability analyses and lateral pile analyses using several loading configurations to optimize pile geometry and spacing, and determine a value-engineered design satisfying both serviceability and strength limit states to achieve long-term stability with factor of safety of 1.3. Soils within the active landslide plane were assumed to provide no resistance, while soils below the failure plane provided lateral resistance. This stabilization scheme, which extended along the 1700-foot roadway section and toe of hillside slope area, consisted of 410 steel HP16x141 piles in two to three rows driven to depths between 60 and 70 feet below the Marlboro Clay stratum at 5 to 7-foot spacing."

A new prinicple of side dumping front end loading for underground mucking machines has completely changed the concept of underground loading and haulage equipment arrangement both in production and development work loading. Versatility and adaptability of this type of machine permits combinations with a broad range of haulage means not possible with -conventional overhead loaders. Steel "armored" conveyors serving this type of loader are replacing conventional rail mounted car haulage to give a continuous loading operation and effect important economics of reduced manpower, faster loading rates and fewer working areas for a required production. First used in Germany this easy to control and highly efficient means of placing rock from the muck pile on or into haulage means has advanced the art of underground rock loading more in the past three years than any other advancement since the first successful small crawler mounted air powered loader was introduced in 1954. Bucket type loaders with a relative new side dump principle are gaining in popularity for underground loading. They are replacing conventional overhead loaders in present applications and becoming first choice in new ones. Primarily for hard rock development and production loading they are also widely used in production loading of coal and other soft materials. This discussion briefly traces the historical development of hard rock underground loaders to the new side dump type and its present population. In more detail various applications, loading techniques and the advantages of operation, production and economy with the side dumper in hard rock loading will be dealt with.

For many years, much thought and effort have been devoted to the achievement of safety in the use of explosives by those interested in the preservation of human life and the protection of property. As a result, we now have adequate rules pertaining to the safe use of explosives , which, if observed, would prevent many, perhaps ail , of the explosives accidents that yet occur . Although the rules respecting the use of explosives are believed to be well - known, many accidents occur because they are disregarded . The mental awareness aroused by a tragic accident usually will cause safety precautions to be taken for a while ; however , this awareness gradually disappears unless a sincere effort is made permanently to prevent similar accidents . Frequently, because safe methods are more irksome than unsafe methods , the lessons taught by accident experience are forgotten in a short time , vigilance is relaxed , and there is a gradual return to unsafe , easy methods of performing work. If the preservation of human life is important , the unfortunate experiences of others and the lessons taught by them should be applied to reduce unnecessary loss of life . The value of a life lost as the resuit of accident should be calculated not only from the monetary and humanitarian standpoint but also according to what the accident could contribute in the way of saving other lives and suffering . This saving of other lives can and will , if the lessons from unfortunate accidents are applied , convert a loss to a gain a gain of such magnitude that the accident victim could be considered

In view of the steady depletion of primary sources of copper and the increased global demand for refined copper, it becomes necessary to explore some secondary sources for possible extraction of copper. The waste copper smelter dust (CSD) is a rich secondary resource for copper as shown by the chemical composition of the South African Palabora coppers smelter plant CSD that assayed 18.02, 13.36, and 3.4 wt% copper, iron and sulphur, respectively. Studies on CSD have focused majorly on either dust characterization or treatment, while hydrometallurgical extraction without pretreatment and with pretreatment using techniques such as oxidative roasting are also considered quite attractive. The challenge of iron dissolution during the leaching stage in these processes necessitates adequate purification of the leach liquor before the extraction of the metal as nano-particles. Hence, this review examined the theories relating to the characterization and treatment of CSD for copper recovery as nanoparticles; with factors having a bearing on the treatment process such as kinetics considered with the aim of providing scientific basis for the research.

The programmable Logic Controller (PLC), at its present stage of evolution, is now considered as a mature control system. The PLC combines the solid-state reliability of hardwired logic and computer control systems with the simplicity of a relay ladder logic. Relay symbolic programming through a function-oriented keyboard provides a means which plant personnel can easily become accustomed to work with. In a large coal facility, it is shown that the control engineer can provide improved control flexibility with the advanced capabilities of the PLC.

CERTAIN ideas on iron and steel sanctions to follow originated in a series of conferences held under the joint auspices of the War Department and Brookings Institute in Washington last spring. The views presented may be regarded as those of substantial segments of the steel industry. In view of the fact that steelmaking capacity can be so quickly converted to the production of armament, any effective control must necessarily include the entire steel industry and not solely the parts devoted to the production of implements of war. It must also be exercised all the way from production and shipment of raw materials through their ultimate conversion into finished products and use. Control will be dis- cussed under two main headings: (I) control of raw materials at the source; (2) control of steel capacity within the Axis countries.

IN 1920 the Minnesota Tax Commission estimated a reserve of 1,341,674,538 long tons of iron ore in Minnesota, the Michigan State Tax Commission report showed 199,092,855 long tons in reserve in that state, and the Wisconsin Geological Survey set the Wisconsin reserves at 21,500,000 long tons. The total reserve that year for the Lake Superior District amounted to 1,562,267,393 long tons. Ten years later the reserves of iron ore in these same districts were Minnesota 1,235,227,510, Michigan 168,349,823, and Wisconsin 23,000,000, or a total of 1,426,577,333 long tons. The decrease in ore reserves in this ten-year period was 135,690,060 long tons, but the shipments were 520,746,975 long tons. In other words, the ten-year depletion in reserves was only 8.68 per cent. If similar conditions carry into the future this calculation would indicate a life for the ore reserves of the Lake Superior region of over 100 years.

The U.S. Bureau of Mines evaluated the effects of two iron-based fuel additives on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of engines used in underground mines. One additive, ferrous picrate, did not measurably affect exhaust emissions. This report is mainly about a ferrocene-based additive that reduced DPM between 4 and 45 pet., depending on engine operating conditions. The report concludes that the DPM reductions were caused by the catalytic oxidation properties of a ferric oxide coating that developed inside the engine's combustion chamber. The ferric oxide coating also decreased gas-phase hydrocarbons and O2, but it increased CO2 and NOx, The increase in NOx, of about 12 pet, is considered the only adverse effect of the ferrocene-based fuel additive. The results suggest that the effectiveness of ferrocene was partially offset by increased sulfates because of the high-sulfur fuel used. Recommendations for continuing fuel additive research are presented.

ShouSteel Mining Ltd., a subsidiary of ShouSteel (Group) Co., was founded in 1959 and is located in QianAn City in Hebei Province, China. ShouSteel?s pelletizing plant uses iron ore as a raw material combined with limestone, dolostone, or olivine, with bentonite as a binder. After mixing the raw materials and forming them into small, spherical balls, ShouSteel then fires pellets in kilns for hardening. The company sells the finished pellets as raw materials for blast furnaces used to produce industrial metals such as iron. ShouSteel?s handling capacity is approximately 24.5 Mt/a (27 million stpy) of ore. The company?s production capacity is 3.2 Mt/a (3.5 million stpy) of oxide pellets and 560 Mt (650 million st) of sinters. Until recently, ShouSteel Mining had not replaced its electronic scales in its series of ingredient chambers. Because of the wear and tear on these older scales, the weighing system began to encounter regular problems. The company experienced a high failure rate from the integrator, an unstable signal, weak anti-interference ability and low accuracy. ShouSteel also found that spare parts required during repairs were consistently high in cost and that system calibration was becoming increasingly frequent.

"Magnetic separation techniques are used extensively in mineral processing operations. Magnetic separators are robust and relatively easy to operate. As the ore get hard and low grade, fine grinding must be required mostly to allow for a high degree of mineral liberation. These processes encounter the magnetic separation process difficulty due to a significant change in the separation behavior of particles. This study investigates the effectiveness of a novel proven wet magnetic separator for the beneficiation of Lebedinsky (Russia) iron ore achieved through developing pole arrangement and tank design. Basis on the results of multiphasic simulation of a medium intensity magnetic separator (MIMS) and dense media tank using Magnetic Design Software, a new model of the MIMS separator was developed. The main of the new MIMS separator was focused on improving separation and the decreasing the number of separators in cobber stage of the plant. The new MIMS separator was tested into a pilot plant on the received samples from Lebedinsky iron ore plant. In addition to the basis on the results of the modeling, promising results of test work and previous experiences, it was claimed the unit capacity of new separator is 33.33% more than the existing separator that could decrease the number of separators. In addition, the significant energy saving in the same operational condition could be obtained without any important adverse effect on the final concentrate quality.INTRODUCTION Magnetic separation is a long-established method for the purification and removal of substances from fluids (Augusto et al., 1999; Buck et al., 2015; Hoffmann et al., 2002; Lauda et al., 2016; Lindner et al., 2010; Podoynitsyn et al., 2016; Rashidi et al., 2016), mainly in mining processing industries ranging from steel production to coal desulfurization as commercial technology (Andres, 1994; Augusto, 2002; Svoboda, 1987). High gradient magnetic separation as an effective method for recovering of weak and fine magnetic particles separation has undergone dramatic developments, and has also achieved extensive application during this time (Svoboda and Jujita, 1987). Magnetic separation operations can be categorized into high intensity as electrical (up to 20,000 gauss), Medium intensity (2000-5000 gauss) and low intensity (less than 2000 gauss) techniques. Magnetic separators offer a simple, clean and economic way to sort magnetizable ores and minerals. After pulverization, the material is run through an inhomogeneous magnetic field, where particles of different susceptibility experience different magnetic forces. The force increases with susceptibility, magnetic field and field gradient (Jongst et al., 1984).In magnetic separation, the difference in the susceptibilities of the various particulate materials is used to separate the material flow into two or more products (Wasmuth and Unkelbach, 1991). "Packaged fuel" is the trade name applied by the industry to a product consisting of coal screenings and a binder compressed into 3 -or 4-inch cubes and wrapped (six or eight in a package) in sturdy paper and sealed with gummed tape. Parry describes the product in greater detail and distinguishes clearly between packaged fuel and briquettes. The industry developed from the desire of retail coal dealers to improve utilization of the relatively large quantities of slack sizes that result from the degradation, during shipping and handling in the yard, of friable coal, particularly Pocahontas coal. During the war an attempt was made to apply this technique to anthracite fines, and a recent publication of the U. S. Bureau of Mines reported the results of physical and combustion tests on packaged fuels containing anthracite fines. References made in this report to the previous investigation on packaged fuels containing anthracite represent data or conclusions presented in Report of Investigations 3882. This investigation was conducted as a continuation of the previously reported studies and consisted of physical and combustion tests of packaged fuels made from high-volatile bituminous coal, as well as the low-volatile bituminous coal ordinarily used in the industry, to determine their relative suitability for domestic firing. Particular attention was given to the smoke-producing properties of the packaged fuels because of the increasing importance of the prevention or reduction of smoke from hand-fired domestic heating plants resulting from the widespread enactment of smoke-prevention ordinances.

"INTRODUCTION Throughout the history of coal washing, the jig has been one of the most important coal-cleaning appliances. In 1935 34.7 percent of the 45,361,021 tons of clean coal produced was the product of jigging. 4/ Previous to 1928, most of the jigs used in the United States were of the piston type, with which sufficient mobility to allow stratification in bed is imparted by the reciprocating up-and-down movement of a piston in the water compartment adjacent to the screen compartment. In 1928, the Baum type of jig was introduces in this country and has since come into wide spread use. In this type, water pulsations are imparted by application and release of compressed air to the water compartment. All prior studies of the mechanism of seperating cleared coal from impurity by piston-type jigs. 5/ The same laws of settling, of course, apply to both types, piston or Baum, but the character of the separation with the Baum type may be modified more easily because of the flexibility with which air may be handled, as distinguished from the fixed action of eccentrics commonly used in piston jigs. Since no detailed studies are available to show the performance, that is, the character of the separation between coal and impurity, of the Baum type the Bureau of Mines undertook the investigation recorded in this report."

To understand why some companies excel in creating value, Jim Collins (2001) and a group of postgraduate business students engaged in a comprehensive, five-year research project. They examined 1,435 U.S. companies for more than 40 years, seeking those that made significant improvements in their financial performance over time. The distinctive pattern sought was: ?Fifteen-year cumulative stock returns at or below the general stock market, punctuated by a transition point, then cumulative returns at least three times the market over the next 15 years. ?The search identified 11 outperforming companies, all in different industries, that were called the ?good to great? companies. To contrast these companies with similar peers within the same industry, the search also selected a group of comparison companies that failed to make the leap from good to great. Collins then set out to examine the transition point. What distinguishing features did the good-to-great companies have that their industry counterparts did not? At the heart of the findings about these outstanding companies is what Collins refers to as the ?hedgehog concept? ? how to find the one big thing that the company must focus on. According to Collins, those who built the good-to-great companies were, to one degree or another, hedgehogs. Those who led the comparison companies tended to be foxes, never gaining the clarifying advantage of a hedgehog concept, being instead scattered, diffused and inconsistent. This insight is complemented by Peter Drucker (2004), an influential management guru, who asserts that the first question an effective executive should ask is: ?what needs to be done?? Asking this question and taking it seriously, he asserts, is crucial for managerial success; and that the answer almost always has more than one urgent task, but the effective leader only concentrates on one task. In this last respect, Drucker emphasizes: ?If they [executives] are among the sizeable minority who work best with a change of pace in the working day, they pick two tasks. I have never encountered an executive who is effective while tackling more than two tasks at a time.?

The perceived and actual impact of government mineral policy upon the government share from gold mining revenues is assessed for ten key countries in which the gold sector is of relevance in advancing economic growth. Five African and five South American jurisdictions are considered, namely Burkina Faso, Ghana, Mali, South Africa and Tanzania from Africa; and Brazil, Chile, Colombia, Guyana and Peru in South America.Both the headline corporate income tax rate and royalty level are identified as poor indicators for the total government share. In addition, significant differences between industry perception and actual government tax levels are identified by this study. The quantitative financial analysis shows that there is no clear relationship between individual taxation rates, taken in isolation, and the overall average effective tax rate (AETR) paid by the project over its life. Neither companies nor governments should use individual taxation rates, or industry perceptions, in isolation to assess the overall competitiveness or equity of a country’s minerals taxation regime – such analysis can be very misleading.In this study, the perceived impact is determined from the well-established Fraser Institute survey published each year, and in 2014 compared 122 minerals jurisdictions globally. The actual impact is determined from quantitative modelling of the financial performance of a hypothetical gold mining project in each country. The technical parameters of the project are held constant; instead the differing mineral policies in each jurisdiction are applied to determine the resultant impact upon the relative share of the economic rents delivered to both private and public sectors. ROASTING is usually thought of as a process in which finely crushed or ground ore is heated with air in a suitable furnace in which the ore is rabbled or agitated in such a way as to insure complete reaction between the oxygen of the air and the oxidisable constituents of the ore. Roasting in this sense is used only to a very limited extent in the iron and steel industry. This is because, in most iron ore deposits mined today, the ore is of a type that does not require roasting. Where this process is used, it is usually because of some special circumstance, such as a peculiar economic condition, that warrants it. If roasting is looked upon in the broader sense as a gas-solid chemical reaction carried out at an elevated temperature in which both gaseous and solid products are formed, then the process is used in the iron and steel industry to a greater extent

IT is with particular pleasure that I welcome the members of the Open-hearth Conference of the I American Institute of Mining and Metallurgical Engineers to this meeting, as I feel this is one of the most useful activities of the Institute in the field of ferrous metallurgy. For the information of our other members I might say the Open-hearth Conference was organized by Mr. Reynders when he was president, and is made up of open-hearth superintendents and metallurgists. All the plants are invited to send representatives, and practically all do, with the exception of the U. S. Steel Corporation. It meets twice a year to discuss various problems in connection with the manufacture of steel, and its minutes are published for the benefit of those attending, the expense being defrayed by the participating companies. This conference, .1 believe, should be a model for activities in the other branches of the work covered by this Institute. It works, not by reading formal papers, which we all know is not a very satisfactory method to bring out the experience of others, but rather by a round-table method of discussion. The spirit of the meetings is such that each member feels perfectly free to state his experience, and he gets as much as he gives. A series of topics for, discussion is brought to the attention of the chairman and after one is exhausted the next point is taken up. In this way there is a real interchange of ideas and experiences which cannot fail l to be of the greatest benefit to those attending. That these meetings are beneficial is evidenced by the "continued growing attendance and lively discussions at these half-yearly meetings.

This article is a critical review of the influence of surface preparation on crack formation at Vickers indentations in the test used by Palmqvist3-7 to evaluate the toughness of cemented carbides. Experimental results are presented which clearly show that grinding introduces compressive surface stresses into the cobalt phase and thus reduces the crack length. The deformed surface layer is removed by polishing and a stress pattern is approached corresponding to that in the bulk material. Cracks of maximum length are characteristic of this stress state. Deformation stresses can be removed by annealing above 800°C. On the basis of these results , sample preparation for the crack length test can be simplified, the accuracy of measurement is improved, and a simple and significani parameter is found to describe crack resistance of cemented carbides. FOLLOWING suggestions by Ammann and Hinniiber,1'2 Palmqvist3-7 developed a method for testing the toughness of cemented carbides using as a measure the sum of crack lengths at the four corners of a Vickers hardness indentation. This method has several advantages over the bend test commonly used in carbide technology: a) specially formed samples are unnecessary; b) sufficient information can be obtained from one sample; c) the scatter is relatively small; d) the range of actual values for commercial cutting alloys is wide. Thus, this test is both cheaper and more precise than the bend test. Nevertheless, Palmqvist's method is not widely used, mainly for two reasons: a) The relationship between crack length and the technological properties of the material (wear and shock resistance) is not clear. b) The crack length is strongly dependent on surface treatment. It is necessary, therefore, that surface preparation be very precise and reproducible, conditions usually hard to obtain. While any other simple mechanical test has this first drawback, the second became crucial in the application of the crack length method as a practical test. The reasons that this drawback could not be eliminated are, in our opinion, misleading and inconsistent interpretations of the influence of surface preparation on the crack length given in literature. In the following, after a short review of previous experimental results the interpretations given by different authors,4?'-11 cf. Table I, are discussed critically and a consistent explanation is presented on the basis of which improvements of the method of crack length testing are proposed. 1) PREVIOUS EXPERIMENTAL RESULTS In his first attempt to use the cracks at Vickers impressions as a quantitative measure of the toughness of cemented carbides, palmqvist3 calculated the work necessary to initiate cracks by the formula: Sk =k.Pk. [I] where k = numerical constant = 6.49, Sk = critical work to initiate cracks (gf cm), Pk = critical load (load necessary to initiate cracks) HV = Vickers hardness (kp per sq mm). The difficulties involved in experimental determination of the critical load were overcome by the observation that a linear relation holds between the applied load and the sum of the crack lengths at the four corners of the indentation. This linear function, given by Eq. [2] below, was confirmed by Dawihl and Alt-meyer9and by our experiments, see Fig. 1: I = a1.P +a2 [2] where 1 = sum of the crack lengths at a Vickers indentation, P = applied load, al, a2 = parameters dependent on the toughness of the alloy and the surface preparation. The critical load, Pk, is now given by a2, which can be obtained by extrapolating the load vs crack length line to zero crack length, see Fig. 1. This simple relationship, Eq. [2], led Palmqvist1,7 to a parameter which was more reproducible and easier to obtain experimentally than the critical work: the work, S300, put into the sample to produce an average crack length of 300 µm per indentation. This parameter is calculated using the formula: where the load, P3oo, giving a crack length of 300 µm, can be taken from the load-crack length plot, Fig. 1,

The geologic modeling of multiple domains is required for the prediction of mineral resources and reserves. In general, explicit methods have wide acceptance among modelers due to the ability to manually add deemed important trends and geological features into the models. As an alternative, implicit geologic modeling techniques are increasingly adopted to reduce professional time requirements. These methods aim for objective, repeatable and flexible models by replacing the manual time-consuming interpretation of sections with the interpolation of signed distance values. These techniques, however, have been developed for the binary case of two domains at a time. The current paper presents an algorithm that extends the binary case to multiple domains. The method is able to transfer large-scale geological features from data to geologic models. A case study illustrates the benefits of the algorithm and practical implementation considerations.
