Since the Buffalo Creek incident in February, 1972, Federal and state environmental agencies have had the pressure on the coal industry in the Appalachian area to close the coal processing plant water circuits. In an attempt to comply with this requirement, Eastern .Associated Coal Corp. decided to install a vacuum disc filter system at its Kopperston plant to eliminate the tailings pond and reduce the amount of plant make-up water. It was recognized at the time that the plant static thickener tailings would be a very difficult slurry to dewater because of its unusually high clay content. The following is a case history of the Kopperston installation and the refinements Eastern has made in its vacuum disc filter operation to increase efficiency.

Using an approach based on the theory of similitude, the author develops a general equation and related concepts that provide new insights to an old problem. The load-bearing capacity (strength) of a square, rectangular, or cylindrical prism of a brittle material such as rock, coal, or concrete is expressed as the mathematical product of a size effect, a shape effect, and a function of the mechanical properties (deformability, cleat/joint spacing, and friction) of the pillar, roof and floor materials. Through an application of multivariate statistical analysis, the results of assorted tests and observations of failed pillars can be combined into a fundamental scaling equation, which provides a unified, consistent approach to the estimation of mine pillar strength. The form of the equation is sufficiently general to be able to incorporate refinements in the characterization of the basis factors, as they become available through future experimentation and analysis.

Because of growing pressure from government and consumers to produce more coal, the mining industry must improve existing techniques and devise more efficient mining methods. Mining of the thicker, shallower and geologically superior coal seams in the western United States is being subjected to increasing pressure from environmentalists; and so in order to meet the demand, the coal industry is exhausting the more accessible surface seams and beginning to mine seam of over 1,000 feet in depth and less than. 30 inches in thickness. The longwall mining system is the natural choice for extracting deep and thin coal seams, as it operates almost independently of the overburden rock stress. Due to the added fact that longwall mining is an inherently more productive method than room and pillar mining, many coal producers are looking to it as a means of increasing productivity without a corresponding cost increase. The consistent rise in application of longwall mining in the United States in the last decade illustrates the excellent potential of this technique for the future. American mining conditions are geologically different from those in Europe where longwall mining has been highly developed and extremely successful. Although numerous successes have been recorded in the U.S. with this mining system, a substantial number of failures have also occurred. These failures are due primarily to roof control problems usually over the face, in the tail entry, or both. Another problem area for American operators contemplating the use of this method has been correct selection of equipment, which should be custom fitted to local mining conditions for optimum productivity. It is essential that correct estimates for chock resistances, support densities, supported and unsupported roof spans, as well as rates of advance and length of working faces be provided to optimize mining conditions. Unless extensive pilot projects are planned engineers must choose their equipment correctly at the outset. A typical investment in longwall equipment will amount to several millions of dollars.

PLANS are well matured for the joint meeting of the Coal Division and the Ohio Section of the Institute at Columbus, Ohio, Oct. 27 and 28, at which a large attendance is expected. The proceedings for a day and a half will be devoted largely to the uses of coal, the program providing for two technical sessions in the auditorium of Battelle Memorial Institute (505 King Ave.) on Friday, and various plant inspec¬tions on Saturday morning. By way of diversion on Saturday afternoon arrangements have been made for attendance en bloc at the football game between Ohio State and Northwestern, 100 seats having been reserved for the game at $2.40 each-as long as they last. An inventory of the high lights of the meeting would be incomplete without reference to the informal banquet at the Deshler-Wallick hotel on Friday evening, for which Eli T. Conner, Chairman of the Coal Division, is down for a talk, and Howard N. Eavenson, Vice-president of the Institute, will be the principal speaker. The program in detail is as follows:

THANKS to the excellent preliminary work of: the Division officers and the local committee the fall meeting of the Coal Division at Bluefields was a brilliant success. West Virginia was at its best with its beautiful mountains, good roads and foliage, just beginning to turn to autumn colors. The meeting began on time and was kept on time throughout. The papers were-well prepared and, being on subjects of live interest, provoked 'lively discussion. One factor in bringing this about was that they were not too numerous and that with one exception copies had been submitted in advance a sufficient time to permit of them having been studied. The Friday morning session was presided over by John .J. Lincoln of the Crozier Coal and Coke Co. and president of the Pocahontas Coal Operators Association. After brief announcements by Thomas H. Clagett, chairman of the local committee, regarding plans for the two day's involved, and by Howard N. Eavenson, chairman of the Division, the reading of papers was taken up.

A LUSTY baby of the Institute, the Coal Division, showed that it had acquired a full set of teeth and was capable of man's work at the Division meeting at Fairmont, W. Va., on March 26 and 27. At this second of a series of field meetings, the first of which was held in Pittsburgh last fall, the industry in the East was represented from top to bottom and good humor and enthusiasm were the predominant notes. West Virginians are always good hosts and this meeting would have proved the statement to any inclined to doubt it. The spacious auditorium of the Fairmont Hotel was arranged for the technical sessions, the hotel being headquarters for the meeting. About a hundred and twenty-five representatives were registered and in attendance when Thomas G. Fear, chairman, opened the morning session at 10 o'clock Mr. Fear first introduced Howard Eavenson, vice-chairman of the morning program, who, as chairman of the Coal Division, had labored long and cheerfully to make the meeting successful. Mr. Eavenson talked briefly on what the organization was doing, pointing out that these field meetings were designed to bring the members into closer touch with the parent Institute and give the younger engineers in the field a better opportunity to participate in the work the Institute is doing. He congratulated the various committees for their work in promoting the meeting.

THE COAL DIVISION started its share of the annual meeting Monday morning with a study of coal classi fication. A. C. Fieldner was in the chair. The report of the tellers of the ballot for division chairman, stating that Thomas G. Fear had been elected to that office, was read by M. D. Cooper. Mr. Fear acknowledged the honor in a few words. In reviewing the history of the Coal Classification Committee the chairman pointed out that this was its third symposium, the last previous one having been held at the 1930 Annual Meeting. Throughout its work the com¬mittee has had the active cooperation of the Canadian workers who are interested in the subject which should result in a uniform scheme of classification in Canada and the United States. F. E. Lathe, of the National Research Council, Ottawa, abstracted the first two papers of the session entitled "Determination of the Alkali-Soluble Ulmins in Coal," by Edgar Stansfield and K. C. Gilbart, and "Moisture Determination for Coal Classification," by the same authors. The third paper "Condition of Water in Coals of Various Ranks"' was presented by its author, A. W. Gauger. Written discussions of these papers were presented by H. C. Porter and Gilbert H. Cady. In the oral discussion which followed, W. T. Thom, Jr., brought out the advisability of considering age as a factor in classification. Mr. Fieldner favored retaining bed moisture as a partial classification basis, stating that a review of many coal analyses revealed a remarkable consistency in this item in samples from a given mine particularly where the moisture content was not high. Mr. Porter pointed out that the structure and porosity of coal often have much to do with its moisture content and that these vary in different parts of a seam, particularly in anthracite. Mr. Gauger expressed doubt as to whether the Stansfield method gives the true moisture content of coal, which is needed for classification purposes.

The employment of a tunnel boring machine (TBM) is the default delivery method for the realisation of traffic, utility and primary resource underground space worldwide, with hundreds of kilometres completed safely each year. This is not yet the case for the mining sector in Australia, specifically underground coal mining. The safety advantages of TBM delivery when compared to New Austrian Tunnelling Method (NATM) delivery, or that of drill and blast, remains unrealised.With coal access drifts ranging between 1000?m and 3000?m in length, the construction of these facilities using TBMs could be done in a fraction of the time when compared to current practice. TBM world records currently stand at 435?m/week or 1600?m/month for the 7.0?m to 10.0?m range. Resource owners and developers should embrace the opportunity to deliver access to their orebodies in only a few months, excluding machine assembly and disassembly time.There are challenges in utilising TBMs for construction of Coal access drifts, such as; TBMs generally being bespoke design, maximising capital efficiency for drift development, and geotechnical variances between projects. This paper explores safer and more cost-effective options. This paper also provides detail of how the configuration within a completed drift could be optimised to ensure all site specific needs are met with regard to future use of the drift. The paper also includes descriptions of the engineering solutions that are available for physical and atmospheric challenges specific to coal drift applications and how the TBM manufactures are adapting to the regulatory requirements are also covered.Due to downward pressure on high cost bases and ever increasing safety requirements the popularity of TBMs in the Australian mining sector can be expected to increase and eventually become the default delivery method for coal drift construction, building them cheaper, faster and?safer.CITATION:Sibthorpe, D, 2014. In the USA, the National Institute for Occupational Safety and Health (NIOSH) does a lot of work and has provided news of interesting new developments. Marcia L. Harris describes an ?Explosibility Meter: ?In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. Federal [US] regulations require 65% and 80% incombustible content in samples taken in intake airways and return airways, respectively, assuming a nominal coal dust size of 20% minus 200 mesh. The Coal Dust Explosibility Meter (CDEM), a hand-held instrument developed by NIOSH uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture.? The CDEM is now commercially available. It provides real-time results during rock dust surveys instead of waiting weeks for laboratory results1. ?With real-time results, the potential for a disaster can be mitigated immediately. The CDEM displays the percent incombustible content as well as a colour indicating the relative explosibility of the coal and rock dust mixture. A red read-out indicates that more incombustible material is required to inert the coal and rock dust sample, while a green read-out indicates that the dust sample is sufficiently inert. When the mixture is marginally explosible, a yellow read-out is indicated. The red-yellow-green output depends upon the particle size distribution of the rock and coal dust mixture with the finer size fraction being more explosible.?

Coal dust explosions still remain the main hazard in the coal mining sector, notwithstanding their relatively wide recognition compared to other hazards and the development of effective methods of prevention. Coal dust explosions are still the cause of numerous catastrophes, often leading to fatalities. Fortunately, they rarely occur, and it is for this reason that their hazardous impact is often underestimated. This problem in Poland is being exclusively solved by the Central Mining Institute, Experimental Mine Barbara. Here, basic research on the phenomenon of coal dust explosions and prevention methods is carried out, as well as investigations into the causes and circumstances of past accidents. After 15 years of no coal dust explosion accidents in Poland (1987?2002), a few coal dust explosions have recently occurred, with tragic consequences. These events have taken place not only in hard coal mines, where the presence of dangerous coal dust is the result of common production cycle, and safety measures against coal dust explosions are subject to specific regulations, but also in coal-fired power plants. This is of special concern because prior to 1987, such accidents had been been reported only for coal mines and not for coal-fired power plants. In recent years, two dust explosions occurred in Polish power facilities: the Dolna Odra and Turow power plants. In both cases, coal dust explosions occurred in the fuel supply system, but biomass dust was also involved. The explosions caused significant damage to the systems and buildings. This paper gives description and schematics of the regions of catastrophic coal dust explosions that have occurred in recent years in Poland, as well as the results of post-accident investigations, presenting the coal dust explosion hazard at the accident scene The results specify in detail the state of safety measures against coal dust explosions in light of the relevant regulations in force, including amount of deposited coal dust, content of incombustible matter in coal dust, free moisture content in coal dust, state of coal dust explosion safety zones, and state of explosion barriers. The conclusions from the site inspection and post-accident investigations presented enable us to determine locations of explosion initiation, probable ignition sources, range of explosion flames, and explosion barrier performance. A complete elimination of coal dust explosion hazard at the site of dust deposition is practically impossible to achieve. Similarly, a total elimination of ignition source, which may be related to the occurrence of other natural hazards, equipment malfunction or human errors, is impossible. The examples of tragic events that took place in Polish coal mines and coal-fired power plants highlight shortcomings and mistakes made in terms of assessment and prevention measures taken against the coal dust explosion hazard.

The National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted a joint survey to determine the range of coal particle sizes found in dust samples collected from intake airways of US coal mines. The last comprehensive survey of this type was performed in the 1920s. The size of the coal dust is relevant to the amount of rock dust required to inert the coal dust, with more rock dust needed to inert finer sizes of coal dust. Dust samples were collected by MSHA inspectors from several mines in each of MSHA's 10 bituminous Coal Mine Safety and Health Districts. Samples were normally collected in several intakes at each mine. The laboratory analysis procedures included acid leaching of the sample to remove the limestone rock dust, sonic sieving to determine the dust size, and low-temperature ashing of the sieved fractions to correct for any remaining incombustible matter. The results indicate that particle sizes of mine coal dust in intake airways are finer than those measured in the 1920s. This finer size coal dust in intake airways would require more incombustible matter to be effectively inerted than the 65% incombustible specified in current regulations.

A macroscopic approach integrated with microscopic analyses for wettability characterization is presented. Wetting depends on 1) Contact between the dust and the fluid droplets, 2) Wettability of the particles by the wetting fluid, and 3) Wettability rate (due to low contact times). The goal of this paper is to show that the wetting rate is a significant factor in dust control. Samples from the roof, three different horizons of the coal seam and the floor were pulverized to less than 25 µm. Experiments were conducted with known wetting fluids to correlate surface tension and equilibrium wettability. Further analyses were performed in terms of surface charge (zeta potential), particle size, mineral composition, elemental composition, and quartz content. The surface tension reduction was also achieved by the use of chemicals and/or altering the temperature of the water. Two methods were used to evaluate wettability rates: a) near real-time comparison of wettability rates, and b) comprehensive evaluation of the intrinsic wettability rates. The data obtained provides meaningful insights towards the design of engineering controls for an economical solution to dust control in coal mines.

"Different coal properties are important in SL/RN (coal-based rotary kiln) direct reduction of iron ore, and in electrical smelting of prereduced iron ore. Laboratory simulation was used to evaluate two candidate coals, which were similar in volatile content and rank, but differed in reactive maceral content. The tests served to evaluate both the reduction rate (during direct reduction) and the dissolution rate of carbon from the coal into an iron bath.Reduction rates of mixtures of magnetite and devolatilised coal were assessed isothermally, using samples of 55 grams. The off-gas analysis was used to follow the extent of reduction. Results are shown in Figure 1 a). Coal B was expected to be more reactive, based on its higher content of reactive macerals (77%, compared with 61% for Coal A). In line with this, Figure 1 a) does show a higher reduction rate with this coal. However, increasing the reduction temperature increases the reduction rate substantially,especially for the less-reactive Coal A.For the dissolution experiments, samples (mass: 250 g) were melted in an alumina crucible (under a nitrogen atmosphere), to give a starting composition around 1%C. When the desired temperature was reached, 25 g of char was added on top of the melt, through a feeding port. Results are shown in Figure 1 b). The more-reactive Coal B was less crystalline (the graphite crystallite size estimated from X-ray diffraction was 4.6Å, compared with 11.4Å for Coal A). This is associated with a lower dissolution rate in iron."

Large-scale coal mining will cause environmental problems such as aquifer damage, land excavation and occupation, soil erosion, vegetation damage, and regional landscape damage. The existing coal mine environmental restoration technology is relatively simple, and there is a lack of systematic research on environmental total factors. Based on the mechanism of coal mining damage and the laws of environmental natural succession, the concept of “coal environmental protection mining” is proposed, which combines damage reduction mining and environmental element system restoration. In accordance with the environmental protection principle of “source protection, process damage reduction, and systematic restoration,” a technical system of “coal environmental protection mining” is constructed for the two types of mining damage scenarios: underground mining and open-pit mining. In view of the damage characteristics of underground mining, source environmental protection technology based on optimization of mining process parameters, stability maintenance and damage reduction technology for overlying rock bearing arch shell structure, zoning and time-sharing treatment of surface cracks, and direct drainage irrigation technology for mine water have developed. In accordance with the damage characteristics caused by open-pit mining, land-saving and source reduction damage technology, near-natural stratigraphic reconstruction, topsoil improvement, and environmental storage and utilization technologies for seasonal precipitation have developed. By applying the technology in this paper, the maximum surface settlement value of 12401 working face in Shangwan coal mine was relatively reduced by 25%, the surface cracks have been adjusted from step-type cracks to dynamic small cracks, and since the technical implementation of the Shendong mining area in 2010, the vegetation coverage has increased loss and crushing decreased by 0.06 km2 every year, the environmental restoration period of the dump site was advanced by more than one year, and the vegetation coverage rate increased by 41.78% compared with the background value in the semi-arid area of the victory open-pit coal mine demonstration area. A surface reservoir with a water storage capacity of 400,000 cubic meters has been built, and the seasonal and graded utilization of mine water has been realized. An underground reservoir with a water storage capacity of 1.22 million square meters has been built in the Baorixiler open-pit coal mine.

COAL EXPLORATION Coal exploration may be defined as the acquisition of data necessary to define and acquire a block of coal which can be mined at a profit. Unlike ore minerals, coal resources are widespread and relatively abundant with supply exceeding demand in almost every case. Thus simple discovery of coal is generally not enough. The chemical and physical variability of individual coal seams, the capital intensive nature of coal mine development, and the changing patterns of utilization require that a multiphase, three-dimensional evaluation be made of each potential reserve. Factors which must be investigated include not only the quantity and quality of the coal but also the geologic, hydrologic, and engineering characteristics of the seam and its surrounding strata. Acquisition of property to provide a secure base for exploration and mine development is equal in importance to the geologic and engineering programs. The successful development of a coal reserve requires that control of coal and, in the case of a strip mine, the surface be in the form of contiguous blocks of sufficient size to support mining. PHASES OF EXPLORATION The high capital risks of coal exploration and land acquisition dictate that a multiphase program be utilized to minimize initial risk. In such a program, phased development of the data insures that each increase in capital expenditures will be justified by a corresponding increase in the level of confidence in the ultimate success of the project. Each phase is designed to provide sufficient data and property control to facilitate the decision whether to proceed to the next phase of development or to discontinue the program (Table 1). "Coal is one of Alberta's major fuel resources, but its distribution, especially in the flat plains region, has been somewhat obscured by surficial deposits. After a period of neglect, easily strippable plains coal is presently approaching a position of dominance in electrical power production, a position it is likely to retain for a number of decades in the face of strong competition from hydro and nuclear power. Accordingly, the Research Council of Alberta has undertaken an inventory survey of the province's supplies of this resource.In the southern part of the province and in the north-central forest-fringe area, some strippable coal is found in the Belly River Formation and its equivalents, but major strippable coal reserves in large areas of central Alberta occur within the Edmonton Formation. The survey is planned on a reconnaissance scale, drilling test holes at 2-mile intervals in selected large areas. It appears to show that, in well-settled regions, large reserves of strippable coal are only to be expected where they have long been known; major presently unknown bodies of coal must be sought in unsettled regions or at depths too great for strip mining. However, such bodies might still be economically competitive with hydro and nuclear power in the production of electric power for some time to come."

For years before the war, Coal had the reputation of being a sick industry. Currently it is operating at peak production and succeeding pretty well in keeping out of the red. But, says Mr. Weidenhammer, it will have a relapse as soon as the war ends unless (1) working capital can be built up; (2) it gets the support of the people and Congress; and (3) a truly long-range national fuel policy is formulated.
