This paper will discuss the mechanisms of potential damage from close-in construction blasting, concentrating on two mechanisms: elastic ground vibrations and non-elastic (permanent) ground deformations. The latter will be shown to be the most dangerous for close-in blasting. With respect to elastic ground vibrations, discussion will center on the differences in vibration frequencies and impacts between typical close-in construction blasting and typical mine and quarry blasts, and how using vibration criteria derived for residential structures near mines can lead to very conservative criteria for close-in construction blasting. The effects of high frequency vibrations seen in close-in blasting will be commented on. Factors affecting the magnitude of ground motions will be discussed. Simple, practical techniques will be presented to minimize the potential for damage from close-in blasting, by minimizing the potential for rock block movement or ground heave. Case histories will be presented to illustrate some of the techniques discussed, and give examples of successful close-in blasting projects.

PipeBlast is a spreadsheet-based calculator based on research conducted by Southwest Research Institute (SwRI), used by the pipeline industry to determine if proposed blasting planned near existing pipelines can be safely executed. The two factors determining “safe” are blast-induced pipe wall hoop stresses and predicted peak particle velocity (PPV) at the pipeline. Although methodology used to predict hoop stresses is somewhat sound, predicted PPV amplitudes are highly exaggerated based on inappropriate attenuation models developed using spherical explosive charges of limited charge weights, placed in soil adjacent to model pipelines that do not represent rock blasting. Hence, pipeline companies readily reject well-design blasts and limit scaled distances far beyond what is reasonable and cost-effective to pipeline owners. Full-scale trench blasting in rock was conducted near a 24in (711mm) diameter operating API 5L X70 grade steel pipeline in Texas to compare PipeBlast model predictions with a Ground Strain Model (GSM) based on field measurements of ground motions on the surface and at the pipeline springline. Results of the GSM were compared with pipeline strains measured using wire gauges mounted on the Springline. The comparative results showed that a site-specific velocity propagation model provided good estimates of ground strains that are replicated on the pipeline walls in terms of hoop and longitudinal strains. Trench blasting 28ft (8.5m) from the pipeline produced ground motions of 7.6in/s (193mm/s). At this ground motion amplitude, the factor of safety defined as the allowable stress divided by the combined operating and blasting hoop stresses was reduce from 3.04 in the absence of blasting to 2.98. This paper explains the research and findings on which PipeBlast is based and presents an alternative approach to predicting blast-induced pipe wall stresses based on site-specific velocity propagation measurements and a ground strain model.

This paper provides a preliminary description of the properties of the output pressure (shock) wave of an end initiated, cylindrical charge of low height to diameter ratio in saturated sand. The properties of primary interest are the pressure wave velocity, peak pressure and rate of rise of peak pressure to within 1.4 charge diameters from the output end of the charge. The behavior of these properties is seen to be quite different from their behavior at more customary ranges in water.

A Knowledge of the amount of time the material spends in a continuous mill in a closed-grinding-circuit is essential for circuit performance analysis and scale-up design. A convenient method for acquiring this information involves the use of tracers in residence-time-distribution (RTD) experiments. In a typical wet process the RTD measurements are usually done by injecting a pulse tracer into the mill inlet and detecting it in the circuit exit. In this article a simple to use mathematical method for the calculation of the closed circuit material residence time in the mill is developed. Using this method there are no restrictions on the location of the tracer injection or detection points. Any convenient location in the closed circuit can be chosen without affecting the simplicity of the method. This method also enables the calculation of the degree of mixing in the mill. The use of this method for the analysis of impulse response data obtained from several commercial grinding circuits is presented.

"The pilot scale extraction of gold with a brine of sodium chloride and bromide at 30 ºC, in an atmosphere of halogens at atmospheric pressure, leads to gold chloride with 95% gold recovery. The use of dilute hypohalites (1 – 3%) instead of free halogens, which is strong enough to oxidize hypobromite into bromine, simplifies the recycling of halogens by electrolysis. With the recycling of water and brine, the regeneration of hypohalites and with a barren solid that is inert and stable. The Nichromet Extraction technology is a green process where the protection of the environment does not preclude profitability.INTRODUCTIONThe use of chlorides for the extraction of gold predates the discovery of chlorine by Scheele in 1774. In the Plattner chlorination process (Christy, 1888) sodium chloride and copper salt were used to promote gold recovery by amalgamation with variable results. The introduction of the cyanide technology in 1889 has led to a general use of this method for gold recovery. In the last decades, a return to chlorine in extractive processes has been noted (Ferron, Fleming, O’Kane and Dreisinger, 2002), mostly because of environmental pressure for non-cyanide technologies.This paper describes a closed circuit proprietary approach (Lalancette, 2009) developed and piloted by Nichromet Extraction Inc. for the extraction of precious metals with recycled mixed halogens; chlorine and bromine from hypohalites. DESCRIPTION OF THE PROCESSThe attack of gold by halogens can vary significantly. The rate of reaction is substantially higher with bromine (Br2) than with chlorine (Cl2), by a factor of more than five, although the oxidation potential of Cl2 is higher than Br2, as shown in Equation 1a and Equation 1b (Latimer, 1952)."

In this article, an easy mathematical method for calculating mean residence time and the degree of mixing of material in a mill present in a closed grinding circuit is developed. There are no restrictions on the location of the tracer injection or detection points with this method. Any convenient location in the circuit can be chosen without affecting the residence time distribution measured. The analysis of impulse response data obtained from several commercial grinding circuits using this method is presented.

In the process of wire rod production, the rolled wire products must be cooled from the red-hot state to the normal temperature state. How to cool the wire rod after rolling is one of the key links of product quality control in the whole wire rod production process. In this paper, combined with the closed-loop transformation project of controlled cooling temperature of Xuanhuan iron and steel group co., LTD., the closed-loop related controlled cooling equipment (including water cooler, valve table, etc.), nozzle layout and process layout of water tank, and closed-loop software control system of controlled cooling temperature of high-line are analyzed and designed. Closed-loop system design USES temperature of cooling water cooling and water cooling two temperature closed loop regulating circuit, through temperature feedback and feedforward to achieve the uniformity of temperature adjustment, in order to prevent occur due to temperature closed loop control function with the phenomenon of a steel before and after the temperature difference is bigger, system Settings have "absolute temperature regulation" and "relative temperature regulation" selection mode. The system has a self-learning mode, which can modify the temperature feed forward formula. In addition, this paper takes the hard wire 82B rod as the test object, and studies the process parameters and the comprehensive mechanical properties of the rod before and after the water cooling system reform. The research results show that the temperature closed loop system, can ensure the rolled piece temperature control precision of plus or minus 10℃, enhances the stability of wire rod cleaner performance. It can reduce water consumption by about 186m3/h and improve the utilization rate of cooling water.

End-of-life Electronic and Electrical Equipment, o_cially called WEEE, is unjustly regarded as mainly a waste management problem. What is structurally overlooked is the enormous resource impact of these devices. EEE rep- resents a tremendous metal resource, which should be uti- lized through e_ective recycling, which has a much lower environmental footprint than primary production. The actual amount of end-of-life EEE recycled today is embar- rassingly low since insu_cient EEE is collected and part of the collected EEE is exported to developing countries, where it is largely not entering o_cial recycling systems. To achieve a global recycling society issues like technol- ogy, economics, life cycle structure, stakeholder aware- ness and legislation have to be addressed in a global, co-operative manner so that sustainable closed product cycles can be obtained. Requirements for a "global re- cycling society" are de_ned to address today's reality of global ows of used consumer products, taking into ac- count the likely needs of the future.

"Nickel-metal hydride batteries (Ni-MH) are storers of electrochemical energy, which have a higher specific storage capacity than lead or nickel-cadmium batteries. The demand for Nickel-metal hydride batteries is increasing rapidly since their market launch in the early 1990’s. Today there is no suitable and sustainable recycling process to recover nickel, cobalt and rare-earth metals. The discarded batteries are used today in the steel industry as alloy material because they contain nickel. Cobalt and rare-earth metals (RE) are lost; they are non-recycleable.In a German governmental funded research project, IME Aachen, ACCUREC Mühlheim and UVR-FIA Freiberg are cooperating in processing as well as in creating a feasibility study. The target of this project is the development of a new recycling process for metal recovery from Ni-MH-batteries. The proposed process described in this paper consists of a combination of mechanical, pyrometallurgical and hydrometallurgical processing steps. This process is capable of treating all types of Ni-MH-batteries. After comminution steel and organics are separated. The separated Ni-MH is smelted in an electric arc furnace. The products are a nickel-cobalt alloy and a slag phase enriched with rare-earth oxides for further treatment to ‘mischmetal’. Both the Nickel-Cobalt alloy and the ‘mischmetal’ will be directly used in battery production."

The covering of a hydraulically filled goethite pond is discussed from a geotechnical point of view. The characteristics of the goethite were defined in order to allow a detailed study of the procedure for the construction of the cover on top of the soft material and a verification of the stability of the cover and side slopes after construction. These characteristics and the main results of the studies are given, as well as the experiences and observations made during the execution of the work. Finally, the monitoring plan, during and after construction, is also discussed and some results are given. The 'Design and Construct' contract form was used to allow the contractor to choose the optimum and most economical method to realize the closing of the pond, based on his experience with similar projects. The works were carried out between mid 2003 and the end of 2004. The paper will, amongst others, discuss the special method of working that had to be developed to allow the covering of the whole pond in a relatively short time period, without soil improvement methods such as vertical drains or stabilization by in situ treatment. Fill material was used to establish a platform on top of the soft material so that the cover liner and finishing layer could be installed on top of the fill layer. The 'floating roof' principle was used; subsidences were allowed to occur during the installation of the impermeable top liner and soil cover.

The contract called for Kvaerner to assume the responsibilities and obligations associated with closeout of the Alaska-Juneau (A-J) Mine. Kvaerner is an international engineering and construction company with global interdisciplinary experience in the mining industry and environmental remediation. Echo Bay’s requirements called for Kvaerner to: •Provide a fixed price for closure with no change orders. •Negotiate, prepare and implement a final closeout plan as outlined by Echo Bay. •Complete a closure program that exceeded current regulatory requirements. •Improve, expand and maintain a proactive public and community relations program. •Hire Echo Bay employees where possible. •Provide adequate performance guarantees and judicial relief of environmental claims.

The Antamina orebody is a geologically complex, polymetallic skarn located in the Peruvian Andes. A range of copper and copper-zinc ores are campaigned separately through the concentrator producing copper and zinc concentrates as well as lead and molybdenum by-products. Ore type classification at Antamina is based on chemical assays; geological or lithological variations are not considered. Consequently, each ore type demonstrates a wide range of concentrator performance. Antamina is currently implementing a system to track ore movements from the shovel face to the concentrator. Relatively sophisticated models of the ROM and coarse ore stockpiles ahead of the mill will be used to account for the variable delay between mining and milling. One of the numerous benefits of ore tracking is the ability to directly associate the measured concentrator performance with a physical location in the orebody. Using existing mine planning software, three-dimensional models can be created of such performance measures as metal recovery, concentrate quality, operating cost and reagent consumption. Such a database of information allows the true value of different ore sources to be determined. The value of an ore source is conventionally measured as metal content (individual or combined ?equivalent?) with a cut-off grade applied to indicate some base level operating cost. However, the true value of an ore source should include dynamic factors like haulage cost, reagent use, smelter penalties and even prevailing metal prices. If an ore source is considered from all perspectives rather than simply its potential to deliver value, the concept of ?ore? becomes more flexible. Any ore source that reveals itself to be unprofitable can be eliminated from the mine plan or possibly blended with others to improve its value. The ability to predict mill performance ? and thereby profitability ? is a powerful tool. In an operation such as Antamina, where managing ore sources, campaigns and the delivery of a variety of concentrates in a narrow timeline to customers is a daily challenge, prediction is the key to success and improved efficiency.

Mine rehabilitation is a sustainability issue that has been revisited ad infinitum; however, the persistent lack of demonstrated on-the-ground performance and an increasingly intractable rehabilitation liability in Queensland continue to erode the credibility of the mining industry and regulatory bodies. For at least ten years the need to change the current, process-based approach to rehabilitation to an outcomes-based approach has been apparent. The ISO 14001 series temporarily diverted attention from this important point, however it would appear the limitations of an ISO 14001 approach are now more widely accepted. It is proposed that a successful outcomes-based approach cannot be achieved without meaningful community engagement. The apparently intractable nature of the rehabilitation issue will continue to generate conflict and criticism unless all stakeholders are encouraged to participate in the process of developing robust and practical outcomes for rehabilitation. Sharing the responsibility will ensure the best possible outcome. It is important to recognise the valuable resources inherent in community groups, many of whose committed volunteers have considerable expertise in relevant areas. Community groups should not be seen as adversaries but as allies in the process of solving problems that affect the wider community. Several projects that can be seen as test cases for the engagement of stakeholders exist, and in this paper the process of achieving multiple stakeholder engagement in the context of Environmentally Sustainable Development is discussed.

On June 25, 1999, BHP Billiton (BHPB) announced the suspension of operations at the BHP Copper Inc.(BHP) San Manuel copper mine in Pinal County, Arizona. Subsequent to this announcement, BHPB aggressively pursued a number of alternatives for the underground mine and open pit facilities, including continued curtailed operations, sale to a qualified mining operator and closure of the property. After consideration of these various alternatives over a 2.5-year period, BHPB announced final closure of the mine site on January 15, 2002.This paper describes how the BHPB charter and HSEC policy apply during the closure process.

The Jamestown Mine is a 6.3-kt/d (7000-stpd) open-pit gold mining operation located in the central portion of California's historic Mother Lode district. Most early production from the Jamestown area occurred in underground operations from 1906 through 1916. Pit production began at Jamestown in early 1987 and continued until July 1994. Although additional mineral resources existed, they were deemed to be uneconomic. About 23.3 t (750,000 oz) of gold were produced from pit operations, compared to 31 t (100,000 oz) from early underground mining. Recent operations at Jamestown included two open pits, a flotation mill and a flotation tailings facility. Flotation concentrates were produced in Jamestown and shipped to Yerington, NV for cyanide leaching in a carbon-in-pulp (CIP) circuit.

Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. In recent times, with the global mining industry’s focus on sustainable development there has been a significant focus on mine closure and rehabilitation performance and reporting through the development of the International Council on Mining Metals (ICMM), the Global Reporting Initiative and the Equator Principles. In addition, financial reporting obligations under International Financial Reporting Standards and the Sarbanes Oxley Act (2002) have also led to better understanding and improvements with industry closure performance, liability management and reporting.Under these sustainable development principles and financial reporting obligations, mining companies are required to consider mine closure planning and associated cost estimates across all life cycle phases of the mine. Internal processes have been developed within mining companies to better understand their closure liabilities and obligations and likely costs and cost estimating processes are generally developed for long-term life-of-mine (asset) planning and budgeting, financial reporting for corporate balance sheet provisioning purposes, and regulator reporting for environmental bonding and financial assurances.These days mining companies need to plan for, prepare and actually mine for closure right from the start of a project. This means that their closure and rehabilitation liabilities throughout each stage of the mine life cycle phases must be understood, planned for, managed and controlled.So how is the industry performing? Understanding of closure liabilities is improving and reflected in liability cost estimations that are recognising the likely issues to be faced at closure, but there is a way to go to ensure that the industry doesn’t add to the increasing legacy liabilities being passed onto the wider community.CITATION:Slight, M and Lacy, H, 2016.
