THE ANTHRACITE region of Pennsylvania contains over nine-tenths of the total anthracite deposits of North America and produces all but an insignificant proportion of the total output of anthracite in the Nation. The whole economy of the northeastern section of the United States depends, to a large extent, on the mining of Pennsylvania anthracite, which is shipped to New Jersey, New York, and New England and is a principal source of energy and heat for that entire region. The responsibility of the Federal Government for developing an engineering method that will prevent inundation of the Pennsylvania anthracite mines and keep them in operation has long been recognized. To obtain a reliable picture of the anthracite-mine-water problem and to solve that problem, it is necessary to have factual data on the volume and the quality and character of the mine water handled by the pumping plants in the anthracite region, as well as the kinds of pumps utilized and problems concerning their operation.

An overview is given of two new developments in mine atmospheric monitoring. A new personal dust monitor (PDM) that gives real-time respirable dust readings is discussed. The unit is mounted within the minerÆs cap lamp battery and internally measures the true particle mass of dust collected on its filter. Samples are available for later mineralogical analysis and results do not exhibit the same sensitivity to water spray as optically-based measurement approaches. The technique achieves microgram-level mass resolution even in the hostile mine environment and reports dust loading data on a continuous basis. The monitor has been evaluated under an Australian Coal Association Research Program (ACARP) grant and is being adopted for statutory mine respirable dust determinations in the United States (US). The monitor has particular application for determining location of high dust sources. It can evaluate the efficiency of engineering means of suppression and other approaches to reducing dust levels. It has been recognised that the PDMÆs unique measurement approach has application to allow real-time atmospheric diesel particulate matter (DPM) monitoring. The industry has no real-time atmospheric DPM monitor at present. Recent surveys in New South Wales and Queensland show significant numbers of miners continue to face full shift DPM exposures in excess of internationally accepted levels. Real-time DPM monitoring will allow the industry to pinpoint high exposure zones where a number of trucks and other vehicles work in areas of poor ventilation. Knowledge of high DPM concentration zones allows efficient modification of work practices to reduce underground minersÆ exposure. Approaches to uses of the DPM form of the monitor and the design of tag boards are discussed. Some outcomes from mine tests with both these new instruments are given.

This paper presents an overview of surface mining activity in the Canadian oil sands and how the mine operators interact with the province of Alberta's Mine Financial Security Program (MFSP), which took effect April 1, 2011. The MFSP approach to reclamation assurance results in the government of Alberta sharing a portion of reclamation liability through the majority of an oil sand mine's life. In order to determine the potential fiscal magnitude of this shared liability, an examination of the expected costs of oil sands reclamation activities through a study of corporate asset retirement obligation (ARO) liabilities and other corporate disclosures is presented. The province of Alberta's Environmental Protection Security Fund (EPSF), which formerly secured oil sands mine reclamation activities is discussed. Reclamation costs in the oil sands are poorly understood. The MFSP provides what it characterizes as a conservative estimate of C$75,000/ha, while corporate disclosures by Canadian Oil Sands Ltd. place expected costs at C$180,000/ha. There is significant risk associated with the apparent uncertainty surrounding reclamation costs.

Management of mine and tailings reclamation activities by surface mining oil sands operations in Alberta, Canada is experiencing increased national and international attention. Of particular concern is the ability of existing mines to execute and fund reclamation activities. Concern stems from a lack of demonstrated tailings reclamation technologies, perceptions of a poor track-record of reclamation activity by industry, and a lack of transparency with respect to the potential cost of reclamation activities relative to the monies secured in Alberta?s Environmental Protection Security Fund (EPSF). Limited information is publicly available regarding reclamation costs and technologies. Available data typically comes from disparate sources. This paper examines the expected costs of oil sands reclamation activities through a study of corporate Asset Retirement Obligation (ARO) liabilities, the Province of Alberta?sEPSF, and published data relating to reclamation costs.Issues relating to current liability funding are introduced.

This paper will discuss the common trends existing in various Canadian jurisdictions for the closure and reclamation of mines. Included will be a discussion of the requirement to post security as well as its form and how security is calculated and refunded. Reclamation can no longer be left to the end of mine life. Progressive reclamation must occur throughout mine life and must be part of the mine plan from the beginning.

Why do we look for better reconciliation when times get tough? Why wait? Mine reconciliation should be a priority throughout the good times too. In fact, with good reconciliation, those good times are going to be even better and will help pave the way to success through those preventable bad times. Reconciliation throughout the entire mining value chain requires the capture, validation, and analysis of copious amounts of data. This task can be daunting for a team in a small mine, let alone reconciling across a suite of large mines. This paper will outline the different ways we can reconcile across the value chain, why we should reconcile over differing periods of time and how Snowden?s solution to proving reconciliation can be a simpler, reliable and transparent process. Every day, around the world, thousands of tons of ore are loaded onto ships completing the miningproduction process and starting a multimillion-dollar economic transactions process. These transactions are based on the supply of tons of a commodity with certain specifications of assays of the main element (or physical properties) and concentration of contaminants, which are finally verified and evaluated by buyers, and also are considered ‘as true’ during Reconciliation process. On Sample Stations, this ‘true’ is based on a few kilograms of sample, often representing thousands of tons, that are sent to laboratories for further sample preparation and chemical analysis, where finally assay information is obtained from a few grams of pulverised sample, and are used for further production, planning, operational and financial-marketing decisions. Different International Standards (depending on the commodity) are used to establish the methodology to be followed, to set-up and obtain samples from the Sample Stations, and the specifications are visually inspected to give an estimation on the performance of the sampling point. This paper seeks to highlight with examples, the importance of the implementation of a continuously monitored Quality Program (QAQC and QM) on Sample Stations, focused on the parameters that directly affect the quality and representativeness of the samples. By this implementation, a proactive approach and better-informed decisions can be taken for mining companies to: a) quantify/improve production and reconciliation results, and b) to supply the right specifications of shipped ore, increasing the value of the Resources. Finally, laboratory results are normally used as an indication of the quality of the information applied for the economic transaction, but it should be considered, clarified and highlighted that the laboratory will only process and analyse a sample obtained from a Sample Station, and potential problems on bias or precision may occur in stages prior to the laboratory reception. Hence the importance of the implementation of a quality assurance program that protects multi-million dollar decisions.

Rehabilitation of mining sites helps to achieve the purpose 5(2c) of The Resource Management Act 1991 û æavoiding, remedying, or mitigating any adverse effects of activities on the environmentÆ. The environmental outcomes for recent and current mining operations on the West Coast are variable. There are some exemplary mining operations which are restoring or even improving land use and environmental factors in the region, particularly those operated by the larger mining companies. There are also examples of an exploitative mentality where the environment and land have been severely degraded by mining activities. Technology has been developed to prevent a repetition of the historical destruction of the environment through mining. Failure to rehabilitate mined land is no longer acceptable to the New Zealand public in the 1990s and damages the credibility of the mining industry. Examples of successful mine site rehabilitation to pastoral farming and to production or plantation forestry are illustrated from the alluvial gold mining industry. Planning, sequencing of operations, the utilization of sailor plant growth materials, and aftercare are key factors in successful land rehabilitation to these productive uses. There is also a recent focus on restoring indigenous forests and wetlands at both coal and gold mining sites, particularly for mines on or adjacent to the conservation estate. The results of scientific research and efforts by the industry on techniques for rehabilitating rainforest and pakihi wetland after mining are presented, particularly from the Giles Creek Dunoille Coal Mine. There is a need for further research and trials to apply and extend rehabilitation techniques to other geological and environmental situations, particularly to mines in mountainous areas and to difficult environments like the coal measures ecosystems of the plateaux above Westport.

Why Rehabilitate? Legislative Requirement Land rehabilitation is a condition of resource consents for mining. Clause 17 (1) of the Resource Management Act 1991 (duty to avoid, remedy, or mitigate adverse effects) provides the legislative basis for local authorities to impose resource consent conditions requiring land to be rehabilitated to approved uses during and after mining.

Namakwa Sands aims to conserve environmental resources and prevent or minimize environmental impacts from its operations. The challenge faced by Namakwa Sands is the rehabilitation of the arid winter rainfall Strandveld and lowland Succulent Karoo vegetation zones affected by its mining activities. Extensive experimentation with different rehabilitation methods resulted in the development of an effective rehabilitation programme. The use of topsoil as a seed bank and shade-cloth as windbreaks have significantly aided the rehabilitation process. The aim of the programme is to stabilize the soil environment so as to allow the germination and development of the local plant species. The ability to control wind erosion is critical to the success of the rehabilitation effort. A programme of biodiversity audits has been started to measure the recovery of plant species in the rehabilitated area. The principle of continuous improvement, coupled to site-specific rehabilitation studies, is applied to enhance the rehabilitation programme.

As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

The first Mine Rescue Performance Evaluation for mine rescue teams was held just prior to the 1992 RMCMI convention meeting schedule on June 27 and 28. Six teams took part in this year's evaluation; Decker Coal, Decker, Montana; BHP Minerals' White Team and BHP Minerals' Purple Team, both of Aztec, New Mexico; Kerr McGee Coal Corporation, Jacob's Ranch Mine, Gillette, Wyoming; The Coteau Properties Company, Freedom Mine, Beulah, North Dakota and The Falkirk Mining Company, Falkirk Mine, Underwood, North Dakota. This was the first mine rescue evaluation program developed to measure a unit's proficiency in their skills rather than emphasis on a ranking order of teams. The objectives for the evaluation were to promote learning and to evaluate the current level of experience of the attending rescue units. The priority goal for this evaluation was to recognize current rescue skills, knowledge and abilities of each team participating. In doing this, each team is provided with individual evaluations and a path for improvement as needed. [ ] Realistic industrial related scenarios, closely simulating the stress of actual rescue incidents, was provided by members of the Hermosa Cliffs Colorado Fire Department under the direction of Dan Noonan, Fire Chief. On Saturday, June 27, five rescue scenarios were presented for each team to complete and on Sunday three of a more difficult nature were encountered by each team. On the final day of the RMCMI convention two of the teams performed rescue demonstra¬tions. Onlookers were afforded the opportunity to view the teams in action as they simulated actual rescue operations. The value and importance of mine rescue teams such as those participating in this year's Rescue Team Performance Evaluation are very evident as in many cases they are the only rescue personnel and medical staff on the work site in case of an emergency. Most of these persons are volunteers who spend many hours studying, practicing and perfecting their expertise in the lifesaving techniques needed in the event of a mine emergency. At the same time, they are very qualified coal miners who perform their respective duties at their mine locations, Their dedication to gaining the most knowledge they can get to handle these life and death situations is evident in their participation in evaluations such as this one. In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies, including a fire or explosion, a massive roof collapse, mine inundations or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training.

Introduction The International Nickel Company have been pioneers in mine rescue work in Ontario. Following the fire in the Hollinger mine in the spring of 1928, the Company purchased ten self-contained oxygen breathing outfits, ten all-service gas masks, an oxygen high-pressure pump, life line, inhalator, ten cap-lamps with batteries, and a complete stock of spare and accessory parts. An instructor from the U.S. Bureau of Mines, Pittsburgh, came to the Creighton mine for one week and trained twenty men in the use and limitations of all equipment. Monthly training courses were commenced in the fall, and have continued to the present time. Of the original twenty men trained, ten are still on the Creighton mine rescue teams. In the meantime, and as an aftermath of the Hollinger fire, the Work-men's Compensation Board of Ontario and the Ontario Department of Mines established a central mine rescue station at Timmins. This was completed in the spring of 1930. It was then decided, in view of the great expansion in mine development in the Sudbury district, to build and equip a similar station to serve all the mines there, namely, Creighton, Frood, Garson, Falconbridge, Sudbury Basin, and Errington. An extensive survey was made and a central location selected opposite the Frood mine. The International Nickel Company donated a site, and the station was completed in the fall of 1930. The station is a two-storey brick building, 27 ft. by 47 ft., with a large garage adjoining it. The ground floor is used for equipment and for training the crews. On the second floor are living quarters for the superintendent and his family. The garage houses a closed truck, in which all necessary equipment can be taken to any desired point for training purposes or for actual mine rescue work, if and when necessary. The garage is also used as a gas room, where the men are trained in an irrespirable atmosphere. A gas-tight observation window between it and the training room enables the superintendent to see and direct the men undergoing training, weight exercisers and other devices being used.

This paper discusses mine research at Inco, giving specific examples of research projects which illustrate the approach to mining problems. The first example covers the development of a new mining method, "undercut and fill," which was originated for mining badly broken-up pillars, but which is now rapidly replacing the square set method of pillar recovery. In the new method, ore is extracted in a series of successive horizontal cuts, progressing downward, a cut being completely mined and filled before the cut below is started. In the second example, improvements to the "cut and fill" method of mining are discussed. These improvements are the result of improved techniques and improved equipment, etc., with, in many cases, the former being made possible by the latter. The advances made have permitted the use of the "cut and fill" method at much greater depths than before. The third example is presented to illustrate research undertaken to obtain the earliest maximum advantage of the introduction of a new piece of equipment or material. For this purpose, the development of the "Under-ground use of AN /FO Blasting Agent " has been selected. Work on this project started in May, 1960, at a time when there was very little in-formation regarding the potentialities of AN /FO for underground blasting, either primary or secondary. By the end of 1961, AN /FO made up 64 per cent of the explosives used under-ground at Inco mines.

In truck-based hauling systems, the mine haul road network is a critical and vital component of the production process. As such, underperformance of a haul road will impact immediately on mine productivity and costs. Operations safety, productivity and equipment longevity are all dependent on well-designed, constructed and maintained haul roads. With the advent of autonomous haul trucks, the haul road itself becomes all the more critical to the success of these type of operations; not only in relation to mine operators requirements for safer and more efficient and predictable haulage systems, but also in response to autonomous truck manufacturers’ requirements for a more predictable and controlled operating environment. This paper presents a brief summary of the state-of-the-art in surface mine road design and then proceeds to examine the design and technological challenges associated providing a safe, predictable and affordable road for autonomous mine haul trucks. The paper serves as a basis for evaluating the contributions that enhancements in road design and management can deliver to autonomous mining operations, an initiative that also has scope for adoption within the operating life of many mines, haul roads and haul trucks.

An extensive trial of laser-based survey and monitoring systems at Hillgrove Resources Kanmantoo Copper Mine in the Adelaide Hills, South Australia, has proved the capabilities of the system in monitoring rock movements on open pit walls. Initially, the trial involved deploying a Maptek I-Site 8820 laser scanner and the proof-of-concept Maptek Sentry software in the Nugent Pit to monitor ductile rock movements located up to 260 m away. The system was proven to be capable of monitoring various rock movements from 1.5 tonne rockfalls up to a 40 m high toppling wall failure. Data collected from smaller rockfalls was used to help build a database for Hillgrove’s rockfall management program. As part of the trial, the laser scanner was deployed to monitor a ramp movement event, as well as the toppling failure, adjacent to an IBIS slope stability radar. Both devices monitored the slump and the slowly developing toppling movements, with similar results. Although the radar was used as the successful ‘critical alarm’ device for the toppling failure, post-failure analysis showed the laser-based system to be capable of performing a similar role in the ductile rock regime; albeit over much shorter distances than the radar capability. A second laser scanner was deployed to monitor Kanmantoo’s Emily Pit in early December 2014, where it successfully provided critical alarm warnings for a block topple event. Sentry software, which takes advantage of Maptek I-Site 3D spatial imaging technology, was first released in November 2014 to meet industry demand for a cost effective, flexible system to detect movement. Sentry has now been re-launched as a fully transportable monitoring system. Deployed in a custom trailer, the system offers a power and communications module, cellular and Wi-Fi networking and a stable bollard for the I-Site laser scanner and Sentry software. This paper will present rock wall movement data from the Sentry trial and a subsequent two years of monitoring of the open pit walls at the Kanmantoo Copper Mine, at distances out to 750m. In addition, examples of remote geological mapping and small rockfall detection, using the laser scans, will be described. The Sentry system has proven to be beneficial for the continual improvement of slope monitoring and risk management at hard rock mines. The ground forces generated by a properly installed and tensioned mine roof truss assembly can provide permanent mine roof support, even in severe ground conditions, either by direct suspension of the rock loads within the potential failure zone above the mine opening or indirect reinforcement of the natural rock arch that tends to form within the immediate mine roof. Notable advancements in mine roof truss support systems hardware and design technology have occurred since the introduction of the in situ mine roof truss concept for permanent mine roof support in 1966. The systematic installation of mine roof truss support systems has proven to be a very effective method of mine roof control room and pillar mines under a wide variety of ground conditions, even in areas otherwise considered unmineable because of severe roof control problems. Properly designed mine roof truss systems have also been used for permanent support of mine slopes and haulage tunnels.

"Coal mining, whether surface or underground, has hazards that make it unique in the field of industrial safety and health. The often soft, faulted and folded sedimentary strata make wall or roof movement a risk to the safe and economic removal of the coal, while the extraction and handling of coal may create an explosion hazard even in surface operations, In Canada, these problems are compounded by the situation of the coal fields which range from deep undersea deposits in Nova Scotia to steeply pitching thick coal seams high in the Rocky Mountains. Climate too can create its own problems, particularly the effect of metals of minus 40°C temperatures, as crumpled dragline booms at prairie strip mines witness. Because of the difficult and sometimes hazardous conditions, Canada's underground colliery managers, in common with those of other Commonwealth coal-producing countries, must have a government ""certificate of competency"" before being appointed as mine managers. Certification of assistant managers (""under-managers"") and foremen (""fire-bosses"") is also a legal requirement for all of Canada's underground collieries, while the province of Alberta requires certification of surface management personnel. Electricians and mechanics who install and maintain the specially designed equipment underground and in hazardous areas of surface mines and processing plants, and mine surveyors who ensure accuracy of the location of underground workings, must also hold government certificates of competency. The requisites for all certification include a minimum work experience and knowledge of coal mining technology and mine safety and health legislation. Despite recognition of the hazards and increasing knowledge of methods of preventing explosions of flammable gas and coal dust in Canada's underground mines, there have been several disastrous explosions such as those at Springhill Colliery in Nova Scotia in 1891 with the loss of 125 lives, at Hillcrest Colliery in Alberta in 1914 with 189 dead, and more recently · explosions and fires in No. 20 and No. 26 Collieries in Cape Breton. Preventing explosions has required developing optimal ventilation techniques, reducing ignition potential, suppressing ignition at source, draining flammable gas before it can enter the air courses, and preventing, or sealing off, autogenous heatings with their associated carbon monoxide or explosion dangers."

Employee safety and health is of paramount importance for SME and its members. Many SME members work daily in our Nation's mines or have a direct impact on others that work in the mines. SME supports the mission and purpose of the U.S. Mine Safety and Health Administration (MSHA), which is to prevent all injuries and disease from mining and to promote safe and healthful workplaces for the Nation's miners. SME supports the National Institute for Occupational Safety and Health and university research geared toward prevention of all occupational injuries and illnesses. SME maintains that laws and regulations governing the mining industry need to be based on sound scientific principles to ensure that workplace solutions can be readily implemented and that solutions to safety and health problems are fully realized.
