Mining operations have made tremendous strides in improving the safety of blasting as shown by the significant and continual decrease in fatalities and serious injuries. Advances in blasting technology and blasting practices have played a significant role in reducing fatalities and injuries. However, even with the decline of fatalities and injuries blast area security continues to be by far the leading factor in blasting accidents. Even though there continues to be an increase in the use of industrial explosives and blasting agents in the U.S.A., the decline in fatalities and injuries from blasting accidents has persisted.

Blasting accident data over a 30-year period (1980-2010) are summarized and presented for all types of surface and underground mining operations in the USA. The historical record of injuries from blasting accidents in all types of mines continues to show a significant decline. The overall decline in mine blasting injuries in the U.S.A. has resulted from advancements in blasting technology, training and improvements in blasting products and blasting processes. Some of the technology advancements such as safer blasting agents and computerized bulk vehicle loading, electronic detonators and remote operated blasting systems, and computerized blast design have and continue to significantly contribute to improvements in the historical blasting safety record. Also, the progress of significantly improving the safety of mine blasting has resulted from the combined efforts of miners, mine companies and operators, miners, unions, explosive and blasting product manufacturers, associations such as the International Society of Explosives Engineers and the Institute of Makers of Explosives and various government agencies.

During recent years the designing of mine cars has become a very highly specialized art. Mechanical methods of mining, constantly increasing speeds of transportation and thin seams of coal have made it absolutely essential to develop low cars of maximum capacity. The producer of coal from thick seams, because of mechanical mining, which he is already employing or con- templating adopting, is now as much interested in low cars of high capacity, as is the thin seam operator. The mine car builder has been alert to this trend and is equipped with a specially trained corps of engineers and salesmen, who receive the necessary information from the producer and develop therefrom a suitable car design to fulfill the conditions.

ALL mineral production? of Can11.da is transported in a mine car at some stage during its extraction. There are as many types and varieties of mine cars as there are of mines. Many of the cars in use were developed in the blacksmith shop. Others were designed by engineers and improved by the mine foremen and the mechanics. Every mine car has the ideas of miner, blacksmith, mechanic, and engineer incorporated in it. Many of these ideas are not generally known. This paper was written to make at least some of this information available to the mining industry. In drawings, tables, and notes, it gives all the important details pertaining to the cars. It .does not recommend any particular type of car for any particular piece of work, nor does it present drawings from which a car can be built. It gives the engineer or master mechanic information on many cars which he can apply to his own particular problems. It is hoped that this information will be of use to mine operators. If a few new ideas are conceived as a result of the paper, the author will feel that the effort of compiling it has been worth while. In order to obtain the data for the preparation of the paper, a questionnaire, copy of which is here reproduced, was sent to all the operating mining companies in Canada. An accompanying letter briefly explained the purpose of the paper and asked for co-operation in furnishing as complete information as possible.

This paper reviews rehabilitation, closure, and post-closure management of the Tui, Golden Cross, and Martha Mines, all of which are located in the Waikato Region of New Zealand. There was no requirement for rehabilitation of the Tui mine, which was abandoned in 1973. There was a requirement to rehabilitate the Golden Cross mine. Mining at that site ceased in 1997, and rehabilitation is now well advanced. When first approved, there were some requirements for rehabilitation of the Martha Mine, but when reconsented in 1998, those were extended, and in addition a requirement for post-closure management was included. As a result, a Trust, funded by the mining company, has been established to take long-term responsibility for the site following completion of closure. The different rehabilitation/closure requirements at each of these sites illustrates that we have learnt something from the experiences of the past.

San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.

There is often a difference in opinion about the allocation of risk in the establishment of mine closure bonds or financial assurances. From the State’s perspective, protection is needed to ensure that the broader community is not left with the liability of properly closing a mine in the event of a default by the mine operator. Such a default might occur where an operator decides to abandon a site, perform incomplete rehabilitation, becomes insolvent or claims limited liability. On the other hand, mine operators who can demonstrate a strong financial position plus a record of social and environmental commitment and performance, argue that there should be some recognition of this in setting a bond that is less than the full cost of early closure. They argue that a mine rehabilitation bond based on the full cost of early closure is overly conservative and ignores the actual risk of the operator being in default. This paper examines an approach that incorporates the risk of default into the establishment of mine closure and rehabilitation bonds. CITATION:Bowden, A and Byrne, G, 2018. Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted. For mine closure, the prospect of treating mine drainage in near-perpetuity can be onerous – especially when flow rates are high. One closure option is to construct tunnel plugs within the adits to flood the mine and reduce discharge volumes. Flooding reduces oxygen access within the mine and hence ARD potential. It also reduces hydraulic gradients such that uncontaminated groundwater is not drawn toward open, acid-generating areas of the mine/orebody. Evaluation of the technical and economic feasibility of permanently sealing mine tunnels necessitates detailed hydrogeological and geotechnical investigations. The capital costs associated with tunnel plugs may be relatively high, and there are ongoing maintenance requirements, risk of significant leakage and even risk of catastrophic failure if improperly designed or constructed. In this sense, the paper point put the means available for assessing the liabilities associated with adits at project start up, and the options available for closure of existing adits to reduce long-term environmental liabilities.

Mine planners are challenged to hold two seemingly opposing objectives: maximizing the mine?s operational efficiency while minimizing post-closure impacts. One of the most effective approaches to meet these objectives is to plan for mine closure from the start. Mine closure is typically viewed as the process that happens in the period of time when the operational stage of a mine is ending and the final decommissioning and mine rehabilitation is being undertaken. In reality, it is a continuous series of activities that begins with preplanning prior to the project?s design and construction and ends when long-term site stability is achieved and a self-sustaining ecosystem is established. Putting this model into practice as early as possible can significantly reduce the financial burden of mine closure and rehabilitation.

Coal is Australia’s highest export earner and Australia is the world’s largest exporter of coal. With coal now being extracted from deeper reserves under increased risk profile, and in the interest of aiding the stability of coal supplies, Japan is funding a number of safety projects in Australia and China. The CSIRO, Australia’s premiere research organisation with the country’s largest exploration and mining research group, are currently undertaking a jointly funded Japan-Australia safety project at Anglo Coal’s new Grasstree Colliery in central Queensland. The project, entitled Mine Communication and Information for Real-time Risk Analysis, will deliver step-change capabilities in data integration, decision support, gas monitoring, geo-technical monitoring, emergency response and personnel safety to the Grasstree Colliery. Some key activities include: developing and installing underground coal mine Ethernet LAN components, real-time monitoring of gas and geo-technical sensors, MODBUS serial to TCP/IP converters, e-reporting of underground conditions, emergency guidance systems and underground trials of Internet Protocol telephone and video. The project seeks to integrate (in real time) key data sets from the comprehensive and diversified range of propriety system currently in use at mines (ventilation, strata, operations e.g. haulage, pumps, conveyors etc) into a single integrated risk management interface. This interface will filter the data through a rules-based inference engine that will cross reference the various data streams, compare with past events and outcomes associated with the similar historical data and present this “intelligence” to

Technology is playing an increasingly large role in the operations of our mines. There is a temptation to regard the implementation of technological systems as the objective itself when, in reality, systems are used to support a business process. Only when the process succeeds will the systems be seen to succeed. Understanding the distinction between system and process is critical. This understanding, together with the resultant holistic approach, is considered to be critical to successful implementation and operation of Mine Control process. This paper examines the critical factors essential to success in establishing and sustaining a Mine Control process that maximises benefits to an operation. These factors have been developed during the author's experience of nearly 30 years in Mine Control projects across over 50 sites. Each factor is discussed in relation to real world examples at well-known mines.

Over the past nine years a means for measuring the distance between the mine roof and floor has been developed at the White Pine Mine which yields relevant information utilized in the mining operation. The technique known as "convergence!' is an efficient, low cost way for obtaining large quantities of data for predicting roof falls, caving activity, and overall mine stability. From a limited introduction in 1964 related to monitoring an experimental longwall project, the activity of convergence measurements has been expanded to become a production tool now found in all sections of the mine. Presently, the program involves four main types of activity: 1. Monthly measurements in areas known to be active, and in sample blocks scattered throughout the mine for a long-term stability study. 2. Semi-monthly measurements along vital travel roads, belt drifts and compressor sites. 3. Weekly measurements in areas where men are working. 4. Daily measurements in pillar-recovery and caving operations. Today, one field engineer and six technicians are involved full time in convergence work. Rock Mechanics technicians have installed approximately five thousand stations since the start of the program and of this number, over twenty-five hundred active stations still comprise the mine-wide network spread over the more than five square mile extent of the White Pine Mine workings.

History shows that, prior to 1945, a rope failure on a descending conveyance was usually followed by unsatisfactory safety dog operation.It is proposed in this paper to discuss briefly;The history of this development. Progressive .development of one type (E. Long).Free fall testing of safety dogs. Anti-trailing rope device.HistoryOn February 2nd., 1945, a hoisting rope broke at the Paymaster mine. The safety dogs proved ineffective and permitted the cage to crash through to the bottom of the shaft, with disastrous results.Following this accident, the Ontario Government appointed a Technical Committee to investigate The Safety of Hoisting Equipment and Hoisting Practice in Ontario Mines. This Committee consisted of Dr. C. R. Young (Chairman) and Professors T. R. Loudon, E. A. Allcut, V. G. Smith, and Lloyd M. Pidgeon. Global mine hoisting regulations require safety fall arrest systems to be installed on vertical conveyance systems capable of safely decelerating and supporting a fully loaded conveyance in the event of a rope severance. Most current arresting systems are incapable of producing controlled safe deceleration rates. Although safety ?dogs? achieve marginally acceptable results on wooden guides, difficulties arise in achieving safe deceleration performance requirement where safety arrest systems operate on steel shaft guides. Previously, arresting systems capable of operating with steel guides have been incapable of producing controlled deceleration rates during the arresting of free-falling conveyances. Most are ?instanton? systems, whereby an occupant inside a conveyance being arrested would be subjected to unacceptably high deceleration forces. This paper briefly highlights the background to the selection process of Rio Tinto?s Technical Staff of a suitable Mine Conveyance Safety Fall Arrest System for #1 Shaft at Rio Tinto Oyu Tolgoi Mine, Mongolia. It also describes the Drop Test and Free Fall Test procedure and the results leading to the acceptance of the Horne Group Levelok® Emergency Braking Technology for the Oyu Tolgoi #1 Shaft in Mongolia. The paper highlights Rio Tinto?s primary objective for the selection of this advanced technology on their primary production shaft cage system as an emergency safety catch braking system combined as an advance hydraulic chairing system. It describes the design and operational parameters and the 'Fail to Safe' interfacing with current automated mine hoist systems.

"This paper compares Canadian provincial mining safety regulations regarding the use and testing of cage safety catches, including a brief history and evolution. Regulations are similar across provinces, with only slight variations. Currently, the “Ontario-type” safety dog is the most commonly used safety catch in Canada. Performance estimation of the compensation mechanism for different safety-dog shapes and tooth angles show this shape works well and has consistent braking results, but the best efficiency is obtained for initial tooth angles greater than 10°. Miner safety is questionable for lightly loaded cages, an issue that should be addressed technically and legislatively.RÉSUMÉ Le présent article compare les diverses réglementations de sécurité minière concernant les parachutes des cages dans les provinces canadiennes ainsi que les essais qu’ils doivent subir. Il semble que les réglementations soient semblables à travers les provinces avec quelques légères différences ou divergences. Un bref historique des parachutes et de leur évolution est présenté. De nos jours, le parachute de « type Ontario » est le plus fréquemment employé à travers le Canada et il présente des résultats de freinage uniformes. Une estimation de la performance du mécanisme de compensation pour les diverses formes de taquets de sécurité et les divers angles des dents montre que cette géométrie fonctionne bien; cependant, la meilleure efficacité est obtenue pour des angles de dents supérieurs à 10°. Deep underground mines use refrigeration systems to provide a reasonably comfortable ambient environment to increase productivity and to maintain safety as a priority. Deep level gold mines maintain the environment at an acceptable temperature, i.e. 27°C. However, the increasing cost of doing so through refrigeration is becoming a significant factor in the economic viability of mines. This paper discusses of the important facet of energy losses in cooling reticulation systems, laying with the specific emphasis on the subject of chilled water transport pipe insulation and its thermo-dynamic relationships. Aspects relating to the deterioration of open cell-type insulation materials such as polyurethane/styrene foams and the use of Phenolic resins that have good fire retardation properties have been investigated. The thermal conductivities of these insulation media are good (meaning below 0.05 W/°C)However, they are known to be negatively influenced by water vapour ingress and vapour pressure differences that result in the ingress of water into the material by means of absorption, condensation, hygrospicity, permeability and capillary action, to name a few of many. The overall effect on mine cooling efficiency takes in the two forms: first by the loss of refrigeration or increased chill in the water temperature arriving in a given section and second, by a loss in transfer efficiency when the gap between the arriving water temperature and the actual air temperature decreases. WIMPFEN The measure of the success of any mining operation is the size of the difference between sales realization and cost of product, including operating, sales, administra¬tive, capital and others. Evaluation of a mining project necessitates projecting costs and sales realization as accurately as possible. Possible variations in specific cost elements and sales prices must be considered. To accomplish this, project studies should include giving effect to possible fluctuations to determine the break¬even points with varying costs and prices. Development of cost data is never an easy task. Mining is characterized by a great variety of conditions which result in still more variables. Achieving realistic figures as of any specific time involves consideration of changes, which may be frequent, in labor-contract terms and equipment used, variations in working condi¬tions and mining practices, and changes in mineralization and metallurgy. The purchasing power of the dollar, which has been declining persistently, also affects the situation at any given time. The only thing that can be said of costs, with certainty, is that they will change. With this in mind, the "guideline" data in this section are offered for the use of the mining engineer. It was provided for the most part by representative companies, whose contributions are gratefully acknowledged. In reviewing the tabu¬lations and other material it is of course necessary to remember that the data presented are valid only for the time periods specified, and will change with changing economic conditions in any other. 31.1-CAPITAL COST OF PLANTS Plant capital costs are set forth in Tables 31-6 and 31-7 by year of construction. To estimate capital cost of plants built in future years, various cost bases and indexes are utilized.
