It is the nature of mining to reshape the landscape. Mining is an earth moving process with many of the same activities associated with the regrading of a site for a shopping center, drainage channel, housing project or ballfield. The difference exists only in purpose and duration of activity. The purpose of mining is to, produce a valuable product. The purpose of regrading for construction of a project is to create a predetermined landscape for a specific end use. In both situations the objective is to move earth materials as efficiently as possible. The question is then raised, if similarities exist, can mining operations be directed to shape predetermined landscapes as an integral part of its earth moving activity. This paper will explore the opportunities and issues of shaping sand, gravel and hardrock construction aggregate sites for productive end uses. It is based upon the premise that, as an earth moving operation, the process of extracting sand and gravel includes an inherent capability to shape productive lands as an integral part of the mining operation. In the course of any mining operation non-commercial materials, including overburden, fines and excess sand are handled to extract and process the commercial products. This activity exists regardless of whether or not there is a plan to reclaim the land. Moving this dirt is a basic operational cost. This cost need not be significantly increased when the material is deposited to shape land rather than be stock- piled just to clear the way for mining the deposit. Moving of dirt to create useable land can be guided by the same criteria used to remove the dirt from the deposit: for example, limiting the- hauling distance. Over a period of time earth handling costs can be reduced by minimizing the need to transport the stockpiled material a second time to the new landform location.

No sector of the mining industry is more closely tied to local communities than aggregates. Noise, dust, traffic, visuals aesthetics and environmental impacts all fall under the purview of neighbours, local governments and nongovernment organizations. It is no surprise that aggregate operations may not be welcome neighbors in many communities. In British Columbia (BC), the regulatory environment for aggregate operations includes a local component of municipal bylaws and land use-planning in addition to the usual suite of federal and provincial statutes that apply to its sister mining sectors. Additionally, under common law aggregate extraction is not considered to be a land use subject to land use zoning, and some aggregate processing activities can be regulated by zoning. Often traversing multiple local government jurisdictions, aggregate producers find themselves negotiating not only local traffic, but also a mosaic of regulatory environments. There is an opportunity in this present situation to facilitate the application of current technology and practices in the mitigation of many community and environmental concerns associated with aggregate operations. Moving a bulk commodity is a volume-based business, and operators often don?t have time for matters that don?t directly or obviously affect the bottom line. Regulatory agencies often play multiple and complex roles with respect to their industry, not the least of which is the fiduciary role. Balancing how and when to assist an industry is often a difficult decision. For the aggregate industry in BC, the Ministry of Energy and Mines saw an opportunity to assist not only aggregate operators, but also regulatory agencies, local governments, and the general public. Through investing in the Aggregate Operators Best Management Practices Handbook (handbook) project, the Ministry of Energy and Mines (MEM) believes that it will realize a return of upheld community values, enhanced environmental protection, improved regulatory compliance, reduce disputes and a stronger provincial aggregate industry. It is the intent to publish the handbook electronically through the MEM website later this year.

An aggregate plant may have difficulty balancing product stockpile inventories if hot mix asphalt (HMA) design engineers do not account for aggregate inventory during mix design. Yet HMA design engineers do not, often, take this into consideration during asphalt mix design. This is due to the lack of tools that enable the lab technician or engineer to optimize the mix for good performance while helping the aggregate plant manage its stockpile inventory levels and reducing the aggregate cost. This work presents a linear programming model of the asphalt mix design problem that helps aggregate plants manage their inventory levels while meeting HMA customer demands. The algorithm is implemented in MATLAB as an Asphalt Mix Design Optimization (AMIDO) program. The program is successfully validated with real-life data. The results show that AMIDO can be used to successfully produce any mix design while reducing the cost of aggregates by using the cheapest stockpile materials. The application of AMIDO will increase aggregate plant profitability when serving HMA customers and could potentially be modified for concrete aggregate customers too.

"Paramount to sound aggregate resource management is an awareness of what resources exist. For the past six years, New Brunswick has been conducting granular aggregate resource inventories in and around urban centres as a means of documenting, both qualitatively and quantitatively, these resources.These aggregate studies require extensive ground truthing due to the often small nature of the surficial feature s as well as extensive foliage. Approximately 35% of the province's land mass has been mapped at a 1:50,000 scale as part of this on-going program. Reports are published annually and include data on size analysis, lithology soundness, abrasion and absorption.Aggregate deposits in New Brunswick frequently reflect the local bedrock lithology and, whereas much of New Brunswick is underlain by soft, friable sandstone of Pennsylvanian age, it is necessary to transport aggregate for higher-specification use considerable distances. Alternatively, the construction industry must turn to crushed stone as a source of asphaltic or concrete aggregate.Over 40% of New Brunswick's land mass is owned by the Crown, and aggregate resources are managed under the Quarriable Substances Act. Under this legislation, permit applications are reviewed by a Land Management Advisory Committee which consists of representatives from the various government departments involved.IntroductionSurficial materials either directly or indirectly form the basis of much of our economic activity, whether it is the field of agriculture, forestry, manufacturing, construction or other. Crowing pressures on aggregate resources include diminishing reserves, high transportation costs, sterilization and land use conflicts. In the absence of detailed resource knowledge for a particular region, aggregate resource potential maps provide the best "first approximation" regarding the surficial distribution of sand and gravel. The 1:50 000 scale Level Ill aggregate potential map integrates several important factors which influence the management of sand and gravel. Data used to generate this type of thematic map is readily available in most areas, fieldwork required is minimal, there is a logical quantitative evaluation of the data layers and integration is easily accomplished on a desktop PC-based platform. Also the aggregate potential map, with its focus on identifying areas of potential future aggregate exploitation as well as present inventory, provides a useful tool for the aggregate explorationist.

Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 51,800 km2 (20,000 sq miles) and contain 45 Gt (50 billion st) of high-quality aggregate resources that have been legally designated as "regionally significant," providing a measure of protection previously unavailable. SMARA reports and state testimony at local hearings have supplied objective information and helped reduce conflict in mine permitting decisions.

"Most of the aggregate used in Nova Scotia is produced from numerous glaciofluvial and ice-contact deposits scattered throughout the province. Production from bedrock sources is increasing, with most of the coarse aggregate used in the Halifax-Dartmouth area coming from quarries operating within the metro area.A recently completed provincial sand and gravel inventory mapping program has identified some ""resource-poor"" areas where comprehensive aggregate evaluation programs are underway. Although some areas of the province are experiencing aggregate supply problems, large volumes are exported to markets as far away as Bermuda.IntroductionThe Nova Scotia Department of Mines and Energy has been involved with aggregate resource studies for several years, although sand, gravel and crushed stone are not designated as minerals under the Mineral Resources Act of Nova Scotia. Our role has been to provide the aggregate industry with resource data as well as provide similar information to governmental agencies involved with municipal planning, water resource studies and environmental protection regulations. Several private consulting firms use the information in many of their site development studies.We became involved with aggregates in a rather roundabout way. Several years ago, an outcry from inhabitants of a small coastal community over the removal of sand and gravel from a local beach moved the provincial Department of Lands and Forests to take action to protect provincial beaches. We were asked by the Department to provide information and to suggest alternative sources here operators extracting sand and gravel from beaches could relocate. This request initiated an aggregate inventory survey in southeastern Cape Breton, which was later extended to cover the entire province. The initial provincial sand z and gravel inventory survey provided a series of 1:50,000 maps showing the distribution of sand and gravel deposits in the province."

Liaison and joint assessment with district and regional Mineral Resources staff of the Ministry of Natural Resources, and personnel of the Ministry of Transportation and Communications, are key components of the Program.Twenty-two reports were available to the public as of December 1980, with a further thirty-six awaiting publication. The San Gabriel Valley contains some of the richest and most extensive sand and gravel deposits in California. Operating quarries within the San Gabriel area mine more than 15 million tons of high quality aggregate per year. This represents about 45 percent of the total mined in the greater Los Angeles area, one of the nation's largest aggregate markets and producing regions. Popular opposition to continued aggregate production in the San Gabriel Valley is high, especially in the city of Irwindale where 40 per-cent of the city's property is made up of "excavated holes," some 150-200 feet deep. Reclamation of 70 years of mining is now an almost impossible task. Zoning regulations have the effect of depleting these vast reserves rapidly by changing the definition of total reserves to include only "legally minable reserves." All but two or three of the aggregate mines now operating will be depleted or zoned out of business by the year 2000. Some studies indicate that there will be no aggregate mining operations by 1995. Recent studies show a drastic change in land use patterns within this valuable mineral resource area over the past 20 years. The San Gabriel Valley is a classic example of the lack of adequate regional planning with regard to urban development in MRA's and represents a "too little, too late" effort by local government and industry.

Municipal governments recognize the importance of aggregates in the local economy and the need to manage this resource in the interest of the public good. They have encountered problems with regulating the industry and the dichotomy between the urban need and the rural source. They have suffered from a lack of financial benefit, an adequate aggregate inventory, provincial strategy, economic information and public understanding. A provincial strategy for ensuring the availability of aggregate supplies to developing areas of the Province is essential. The Province should also be responsible for licensing, research, technical expertise on rehabilitation, public education and financial assistance. Upper-tier municipalities (regions or counties) should assume responsibility for resource management, including resource availability, demand characteristics, truck routing, phasing of resource development and sequential land-use planning. Area municipalities (towns and townships) can best determine the social and environmental impact of a specific aggregate development proposal and should therefore have the primary responsibility for the location of new pits and quarries. They should also have the authority to supplement provincial regulations concerning operating standards and the phasing and standards of site rehabilitation.

Aggregate is an essential input to every economy, so governments need to ensure a sustainable supply of these resources through planning. There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. Eastern Jamaica consists predominantly of non-carbonate rocks reaching elevations of over 2200 m. The area is drained by a well established river network which supplies close to 30% of the sand and gravel used by the building and construction sector. Present high extraction rates and slow rates of replenishment will result in early exhaustion of this source of aggregate. A number of volcanic and carbonate rocks are being examined as a possible source of high quality aggregate which meet the requirements for all types of construction. Preliminary evaluations show a dacitic deposit to be the most suitable source for aggregate use.

Mineral aggregates are those natural and manufactured industrial mineral and rock materials that provide bulk and strength in port- land cement concrete, bituminous concrete mixes, and plaster or stucco surfaces. They may also provide special characteristics such as thermal and acoustical insulation, weight, surface textures, abrasion resistance, and impermeability to various concrete products and mixes. Most aggregates are relatively inexpensive materials, but despite their low unit value, the tonnages consumed each year in the United States and throughout the world make mineral aggregates by far the leading industrial mineral and rock materials both in terms of volume (tonnage) produced and value consumed. The major use of mineral aggregates is in concrete. The low cost, high bulk aggregates tend to keep concrete construction costs at levels competitive with other building materials. Other major uses of aggregates include highway and railroad base or ballast materials, graded fill, and various industrial uses such as metallurgical and chemical fluxes and raw materials-these latter uses are often considered nonaggregate uses of mineral aggre- gate materials. The value of mineral aggregate materials at the production plant varies from less than a dollar per ton to several dollars per ton for most crushed stone and sand and gravel, $2 to $15 per ton for slag and expanded clay or shale aggregate, to as much as $60 to $100 per ton for expanded perlite or vermicu- lite. The more specialized the use, the higher the price-although there are naturally some exceptions to this rule of thumb. The first four parts of "Construction Materials" deal with the utilization of four major mineral aggregate types: Crushed Stone, Light- weight Aggregates, Sand and Gravel, and Slag. Iron and steel slag represent man's most successful attempt to date to profitably utilize a solid waste. Its consumption represents a solution to a solid waste problem and also represents tonnage of natural aggregates that will not have to be mined with concomitant disturbance of the land. Slag has been produced as long as iron has been made; but until a little more than 50 years ago, it was mostly a waste product to be disposed of with as little effort and cost as possible. Huge piles of waste slag were generated over the years of iron and steelmaking. Sporadic use was found for small amounts starting with slag (from Catalan forges) used for road bases by the Roman Empire. The first recorded sustained commercial use was, as is often the case in man's history, for making war. Some profit- conscious munitions maker in the 16th century realized that he could make cannon balls of slag instead of the more precious iron. Other small-volume uses gradually developed: cast building blocks, slag-lime mortars and cements, slag wool, ballast, road base, and, finally, in concrete. But it was not until after World War II that the true potential of blast-furnace slag as a construction aggregate was really recognized. Now nearly all blast-furnace slag produced is used, and much of the earlier stock- piles in the U. S. have been reduced or entirely consumed. Steel slag for aggregate use has been in commerce for only the past 10 years, and use has increased rapidly (10-50% per year) during the past 5 years as blast-furnace slag supplies became depleted. However, much remains to be accomplished in determining character and optimum conditions of use for various types of steel slags before such slags will realize their full use potential. Although slag represents only 2% of construction aggregate materials used in the U.S., its production involves certain features that make its production record far more important than national tonnage figures would indicate. Its source is in iron and steel production and concomitantly slag availability is restricted to those areas where iron or steel is produced. In such areas, it often represents one of the principal aggregates marketed and, because of special properties that make slag a selected aggregate for certain uses, the tonnage imbalance may be overcome by the importance of its contribution to quality or special characteristics of end products. The location and number (Fig. 1) of slag plants handling this annual production is governed by the geographic makeup of the iron producing industry. Prior to the period marked by World War 11, most blast furnaces were in the Great Lakes area-Pittsburgh, Cleveland, Chicago, Gary, Buffalo, Detroit, Youngstown, and Toledo, with exceptions at Baltimore, Bethlehem, and Birmingham. Since that time, iron and steel facilities have been established in Texas, Utah, and California. Today 85 slag plants in 15 states provide employment for almost 2000 persons. The slag plants also recover almost 4 million tons of slag-encrusted iron each year for return to the blast furnaces. Much of the success in developing uses for slag can be attributed to the efforts of the National Slag Association founded in 1918. Since then, it has conducted numerous field and laboratory investigations to demonstrate the properties and uses for slag and slag products. These investigations have resulted in total recognition of blast-furnace slag as a construction material of consequence. It is easy to demonstrate the importance of aggregates in any conversation about infrastructure and other engineering artefacts. Peoples around the world have made use of stone to enrich and enhance their lives since the earliest days of civilisation. In New Zealand, Maori used hard durable rocks for weapons, tools, and basic structures. European settlement accelerated the use of quarried materials and formed the basis for development of our society as we see it today. Logic might suggest that the quarrying sector would be recognised positively for, and encouraged to continue to contribute to, this underpinning of the way we are. The reality is æNot In Most Back YardsÆ. Why? The rock is where it's always been (often overlooked) and our æsocialÆ environment is today's hard place. For a resource-based business in New Zealand, that environment is principally the Resource Management Act, with the widespread power it has distributed to anyone prepared to invest their time. This coupled with a lack of leadership and direction in the implementation of the Act has created a climate that stifles development and diverts energy and resources to æplaying the gameÆ rather than ælifting the gameÆ. Perhaps the real costs of this are not yet widely recognised. The paper will draw mainly on the experience of endeavouring to consent a ægreenfieldÆ quarry in the Waikato region. This is supported by commentary based on nearly 10 years of ælivingÆ with the RMA at sites across much of New Zealand. RMA Scorecard Summary: Effects based? Rarely. Level playing field? No. Maori Consultation? Could do better. Efficient use of resources? No. Timely? No. Is it working for other sectors? Certainly not the quarrying industry's customers and end users.

"Aggregation, i.e., the tendency of particles to cluster, can be expected to influence flotation selectivity. In this paper, a method of measuring aggregation is introduced and used to conduct plant surveys.Aggregation is measured using settling rate and turbidity converted to an aggregation index (AI) where 0 corresponds to most dispersed and 1 to most aggregated over the range of conditions tested, normally pH. Surveys of Cu and Zn flotation stages at four concentrators showed the AI increased significantly above pH 9. The metal ions identified in the process waters, principally Ca and Mg, were tested to determine which might be responsible. The presence of Mg was found to be the most important. In doping tests, Mg was shown to cause significant variation in AI over the pH range of 9 to 12.The impact of Mg was restricted to pH > 9. Over this pH range, Mg forms a range of hydroxy species, including Mg(OH)2 precipitates. An aggregation mechanism associated with these precipitates, electrostatic bridging, is suggested. Possible problems and opportunities in flotation practice arising from the findings are discussed."

Oxidized zinc ores are the main source of zinc metal except sulfides. To have a better understanding about the performance of smithsonite and the main gangue, quartz, in flotation, the aggregation behaviors of smithsonite and quartz in water were confirmed by different techniques (sedimentation tests and optical microscopy). The experimental results show that smithsonite and quartz particles aggregate in the pH range 7.5-11. The results of zeta potential suggest that the aggregation does not correlate with the DLVO theory, when the iso-electric point of smithsonite and quartz is 8.0 and 2 respectively. When the solution pH is less than 8.0, smithsonite has an opposite charge to the quartz particles. Electrostatic adsorption makes effort on these two kinds of particles according to DLVO theory. Whereas, solution chemistry calculation shows the pH range 8-11 corresponds to hydroxide formation, suggesting that this is the species responsible for aggregation. And their concentrations are much higher in sodium hydroxide system than that in sodium carbonate system. Aggregation of smithsonite and quartz due to the flocculation action of zinc hydroxide is proposed.

The interactions between apatite and hematite were studied through zeta potential and stability experiments, for this paper. The zeta potential measurements were conducted in both background electrolyte and mineral supernatants. The difference in electrokinetic properties of minerals in the presence and absence of supernatant was explained in terms of the dissolution of minerals and the subsequent readsorption of dissolved species at the mineral-water interface. The stability measurements in individual and mixed mineral systems were also performed to identify the extent of interaction between apatite and hematite upon their direct contact. The results from stability measurements in individual and mixed mineral systems indicate that there is an interaction between apatite and hematite.
