In its 78-year history the U.S. Bureau of Mines has established itself as the world's premier mineral information and research agency. Its authoritative, comprehensive data and pioneering research have contributed significantly to a strong U. S. mineral position in the world.

Rapid advances in any branch of science often follow the development of new instruments or techniques which permit the scientist a closer look at the material in which he is interested. With the development of the polariz¬ing microscope, modern petrology was born. The resolving power of the microscope, however, was not great enough to enable the geologist to dis¬tinguish or identify the material now known to be minerals which constitute the bulk of the rocks known as "clays" and laterites. The discovery of X-rays and the development of powder X-ray diffrac¬tion techniques provided the extra resolving power necessary to get "a closer look" at the minerals in the clays and laterites. These techniques are largely responsible for the great strides made in the past two decades in the identification of the clay, sesquioxide and hydroxide minerals. To obtain an X-ray diffraction. pattern of a mineral or rock is relatively a simple procedure, but to interpret this pattern in terms of crystal structure or min¬eral identity is quite another matter. It has taken the combined talents of physicists, physical and colloid chemists, mineralogists, and geologists to unravel the identity of some of the minerals in these complex rocks and, as this symposium will indicate, many more problems remain to be solved. To assist in the identification of these minerals, we have the ever-useful microscope, which, is supplemented by the development, only in the last ten years, of differential thermal techniques and the powerful and costly "eye" that enables us to see the shapes and sizes of extremely small particles -the electron microscope. To this array of equipment must be added such gadgets as supercentrifuges, spectrographs, and the apparatus necessary for chemical analytical work. Obviously, not only is it difficult for any one man to master all of the techniques to the point where he can do competent re¬search, but also few institutions are able to provide the high capital outlay for purchase and maintenance of suitable equipment. Here we clearly see that if this equipment is to help us solve our many problems, a close co¬operation of specialists from various institutions and industry is essential. This, however, is less than half the problem. The mine ventilation system consists of the fan, the roadways, and the regulatory devices. Sufficient fresh air must reach each working face in the mines to render harmless noxious, toxic, and respirable pollutants and to provide for the breathing of men. This is achieved by the proper selection of fan and regulatory devices. Because a mining system is dynamic, the mine ventilation system must also be dynamic. In short, mine ventilation engineers are frequently called upon to provide answers to the following questions: 1. Given a mine or the projected plan of a mine, what fan must be selected for the quantities specified in the section? At what point in its characteristic must it be operated? Are any speed changes or changes in blade settings warranted? 2. What should be the regulation in a section to insure cer¬tain desired quantity in that section? How does it affect the overall ventilation system? 3. What are the effects of driving a new shaft? Where should it be located? What size fan should be installed in the shaft? How does this affect the overall ventilation sys¬tem? 4. How much quantity increases can be obtained by cleaning up falls and streamlining roadways and by driving addi¬tional parallel airways? These questions are in no way exhaustive, nor are answers easy. Most of the operational and planning problems discussed above are to a cer¬tain extent solved by ventilation engineers using rules of thumb from experience. Both natural conditions and regulatory requirements have changed so drastically recently that use of scientific methods in ventilation planning and of faster methods in evaluating the plans is a must. General The underground mining environment has traditionally been hostile and as early mines were developed, coal seams with particularly difficult natural conditions were bypassed in favor of those more easily exploited. Barring the discovery of new and novel sources of energy, the depletion of petroleum and natural gas reserves will eventually force the United States back to the use of coal as its primary energy source. Figure 1 illustrates the trend away from coal which has taken place over the past half century. Today, the demand for coal requires a re-evaluation of all coal seams to meet the needs of the energy market. Difficult mining conditions may result in an increase in the consumption of roof control materials, require greater investment in pumping and ventilation systems, and increase the need for in-depth engineering of far greater safety in production plans. They may also cause delays in mine development and curtail production, all of which combine to drive up the unit production cost. It is reasonable to expect that conditions will continue to deteriorate as current reserves are depleted, thus bringing this factor into greater prominence in the future. For several years now, it has become apparent that in addition to economic objectives, coal companies must set and achieve several concomitant objectives to accomodate society's interest in the conservation of natural resources. Government action to meet this interest has taken the form of two categories of Federal legislation, environmental protection and employee health and safety. The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

WELCOME to the world-class Cripple Creek district where gold exploration and production continue 95 years after the initial discovery. More than 21 million troy ounces of gold have been recovered, valued at greater than $7.8 billion using today's gold price ($371/oz). The Cripple Creek district is localized within and around the margins of a silica-undersaturated alkalic diatreme-intrusive complex. The diatreme appears to be comprised of three sub-basins: 1) a sub-basin east of the Cresson (Fig. 1); 2) a southwestern sub-basin between Victor and Cripple Creek; and 3) a northwestern sub¬basin within which the Globe Hill and Ironclad pits (Fig. 1) are located. The recognition of three separate basins was made by G. F. Loughlin and A. H. Koschmann (1935, Fig. 8) who prepared a contour map on the floor and walls of the composite Cripple Creek basin. The northwestern and southwestern sub-basins are apparent due to the discontinuous exposures of a partially exhumed ridge of Precambrian rocks (Fig. 1). The separation of the eastern and southwestern sub-basins was recognized in mine exposures where a fault-bounded ridge line extends from the vicinity of the Ajax mine toward the Precambrian "island" (Fig. 1).

PRINCIPLES OF MINE PLANNING During the initial planning stages, all mining operations are analyzed and evaluated in a similar fashion. This similarity holds true because the mine-planning procedure can be reduced to a network of interrelated systems that are tied together by a common philosophy of mine planning: namely, that the resource is to be extracted in a manner which is safe, efficient, and profitable. The success of the mining operation cannot be guaranteed unless each of these three requirements is met. Fig. 1 shows a flowchart for the initial planning of any mining operation. Notice that there is a preplanning stage that leads to the planning of four interrelated systems. The preplanning stage includes property exploration, estimation of production and manpower requirements, and the establishment of construction timetables. The four systems, evaluated after the pre-planning stage, are broken down into the following: (1) Excavation and handling system, (2) Strata control system, (3) Operating support system, and (4) Service support system. The Excavation and handling system includes the selection of all the equipment for the removal of the resource from its in-place deposit (e.g., draglines, continuous miners, rock drills, etc.) and for the transportation of the mined material from the face (e.g., belt conveyors, trucks, etc.). The Strata control system incorporates all those considerations which maintain the integrity of the roof, ribs, floor, and overburden both during and after the extraction phase; typical considerations in this area include pillar sizing, artificial support of the immediate roof in mine entries, and subsidence protection. The Operating support system contains the "necessary evils" of mine planning; the system consumes a large percentage of the mining engineer's planning time but does not contribute to the actual extraction of the resource. However, if proper attention is not paid to the various components of the system, such as ventilation, drainage, and power, then the mining operation will not perform to its capabilities. Finally, the Service support system is composed of those operations which keep the mine running efficiently; typical examples of these include maintenance and sup- ply. One important concept that Fig. 1 is designed to emphasize is that the four systems are interrelated; typically, a slight alteration of one can affect the performance of another. If these interrelationships are ignored, the effects on the system can be disastrous. The mine preplanning stage and the four subsequent system evaluations constitute the Analysis portion of the mine planning flowchart. After this portion of the study is completed, the overall projected operation can be evaluated by techniques such as financial analysis. This last step in the study is referred to as the Synthesis of the previously calculated parameters into an overall plan. Much has been written about the overall evaluation of mining properties, but, over the past thirty years, very little has been written about the analysis of mine- planning systems in a coordinated manner. Further, those texts which attempted this topic have failed to give sufficient examples for successful implementation, thus supporting the operating engineers' lament that it is easy to discuss theories but difficult to show applications. This text is intended to bridge this gap. Examples of the various stages of the analysis portion of the mine planning flowchart shown in Fig. 1 will be covered in this text, with the exception of the Service support system, since this system is oriented more toward day-to-day planning than long-term mine planning. INTERNATIONAL STANDARDIZATION The benefits that can be derived from an international standardization of the units used in mining engineering calculations are numerous. The interchange- ability of equipment parts and the ability to analyze and compare performance and design specifications on an equal basis are just two of the goals desired by both manufacturers and mine operators. Unfortunately, conversion to an international standard has not been rapidly achieved by engineers in the United States, due to their training under the English system. The Society of Mining Engineers of AIME has made the commitment for the adoption of the Systeme International d'Unites (SI) in all mining engineering calculations. Since many practicing mining engineers and students in undergraduate programs still find difficulty in relating to SI units, the calculations in this textbook will use the English system, with Table 1 available for conversion into SI units.

In the preparation of this series of books it was considered particularly appropriate to include this work. Gunther was one of the younger men who was associated with Colonel Mudd in the finding and development of ore deposits. Supported by Mudd, Gunther undertook a systematic survey of the sources of copper of ancient Europe. This survey resulted in the rediscovery of the deposits now worked by the Cyprus Mines Corporation for which Gunther was, until shortly before his death, the resident manager. In finding and developing these mines, Gunther applied the methods and data embodied in this book and proved their usefulness. It is believed that other young engineers may profit similarly. In presenting a new edition, the form and substance of this work have been preserved and no changes have been made in any direct statement of the original author. Individual illustrations, paragraphs and mine descriptions appearing in the first edition have been omitted in order to permit introduction of new material. The latter has been chosen so as to present a somewhat more balanced picture of the mining industry as it now exists. The new material relates largely to the so-called porphyry coppers, to mines in Canada, Rhodesia, Alaska, and a number in the United States that have become important since the book was first written. The new material was prepared by Mr. Russell C. Fleming, using the best that had been published and items of which he had personal knowledge or had obtained by correspondence with men familiar with the deposit described. The year 1957 was one of declining metal price and production. Many lead-zinc-copper mines were forced to close, and the remaining mines limited production to stay more in line with demand. High cost of labor, supplies, and equipment and high taxes aggravated the situation. Some operators postponed or abandoned expansion programs because of uncertain economic conditions. Output was curtailed by elimination of over- time employment and reduction of the working force. The number of employes laid off was small- reduction in the labor force was accomplished by not replacing those who left a company's employ.

The Bureau has been regarded as the world's premier mineral information and research agency. Yet no organization in today's complex, dynamic world, with its rapidly advancing technologies, can afford to rest on its laurels. Mission and program must be constantly fresh and relevant to the day's issues and problems. Moreover, rather than reacting to events, the organization must strive to anticipate and prepare for them. It must have a sense-a vision, if you will-for the future.

The Interior Department's Bureau of Mines is the Federal Government's primary research arm in the mineral and fossil-fuel fields. In accordance with its Organic Act of 1910, the Bureau's responsibilities have been reinforced since the passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966, the Federal Coal Mine Health and Safety Act of 1969, and the Mining and Minerals Policy Act of 1970. The 1966 and 1969 acts deal specifically with the development of safe working conditions and a healthful working environment for those engaged in the mining industry, while the third sets the national policy as follows: " ... to foster and encourage private enterprise in (l) the development of economically sound and stable domestic mining, minerals, metal, and mineral reclamation industries; (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial security, and environmental needs; (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral resources, and (4) the study and development of [ ]

The United States is rapidly depleting many of its most important minerals and fuels. The first two Annual Reports by the Secretary of the Interior, under the Mining and Minerals Policy Act of 1970, made us acutely aware that the natural resources that enabled this Nation to attain an unprecedented growth in terms of economic well-being, and to set an example of independent strength through the democratic process, are finite. Once they are depleted, large imports will be required. Simultaneously, competition for available supplies, especially of petroleum, is increasing in the expanding European and Japanese industrial communities and in the underdeveloped nations of the world. Even before the crisis of late 1973, the oil-producing nations of the world, principally in the Middle East, but including Canada and Latin America, were recognizing that the worldwide need for crude oil, petroleum products, and natural gas could be translated into an unprecedented economic bargaining position. Thus, the members of the Organization of Petroleum Exporting Countries (OPEC) raised the price of their crude twice during the first 6 months of 1973. By yearend the energy situation had be-come acute, and it seemed probable that regardless of current political developments, the era of cheap energy was over.

Endless lines at service station gasoline pumps, limited travel at reduced speeds, thermostats set at an uncozy sixty-eight degrees in the dead of winter-these are but a few of the inconveniences and discomforts that awakened Americans to a realization that our domestic minerals resources, traditionally taken for granted, are not boundless. We begin to accept and practice principles of conservation, yet we are aware that this alone cannot appreciably forestall the inevitable depletion of our minerals, metals, and fossil fuels-resources critical to our Nation's economy. The key to warding off shortages is the development of technology that will insure a continuing, adequate supply of minerals and energy from reliable sources at the lowest possible costs to society and the environment. The mission of the Bureau of Mines is to develop this improved technology. Established in 1910, the Bureau of Mines of the Department of the Interior is the Federal Government's primary research arm in the minerals and fossil fuels fields. In addition to its research role, the Bureau keeps the Government informed of the Nation's mineral posture. The Bureau also seeks to stimulate private industry, through the awarding of grants and contracts, to produce minerals and fuels at a rate compatible with the country's increasing demands.
