This report covers the period January 1964 through December 1964; it is a continuation of the series that began with the publica- tion of Information Circular 7516 in October 1949. Also, it is the sixth in a series of reports prepared under a cooperative agreement between the Bureau of Mines and the American Association of Cost Engin- eers. The agreement provides for the publication of an annual cost bibliography with the work load involved in the preparation shared equally. A complete list of permissible mining equipment, rescue apparatus and gas masks tested prior to January 1, 1925, was published in Bureau of Mines Technical Paper 3761. The present list includes all equipment tested and approved by the Bureau, up to and including January 1, 1926, and supersedes the list issued as Serial 27202 in November, 1925. It covers electric air compressors, coal drills, mining machines, mine pumps, room hoists, switches, electric cap lamps, flame safety lamps, electric hand and trip lamps, flash lamp, methane indicators and detectors, blasting units, storage battery loco- motives, power trucks, self-contained oxygen breathing apparatus and gas masks. The system under which these devices were tested permits the manu- facturer, after his equipment has passed certain tests prescribed by the bureau, to mark his equipment with a seal showing that it has been "approv- ed" by the Bureau of Mines. The tests are designed to insure that the equipment has the minimum requirements for safety in use. The only object of the bureau in making such tests and publishing lists of permissible equipment is to safeguard the lives of workers and to help lessen the hazards of mining.

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation. The table following gives the explosive limits of the common combustible gases and air:"

"The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. Definitions of Terms Used: The term ""Mine"" shall include all underground excavations from which coal is hoisted or transported to the surface, through one or more openings.The term ""Main Haulage"" shall include all underground slopes and planes, all rock tunnels, and all entries excepting those from which rooms or chambers are turned.The term ""Entry"" shall include all underground haulageways, travellingways and airways, excepting working places as defined below:"

"""To prevent the propagation of mine explosions, the Bureau of Mines, Department of Commerce, recommends rock-dusting all coal mines, except anthracite mines, in every part, whether in damp or dry condition. It also recom¬mends that rock-dust barriers be used to sectionalize the mine as additional defense; but these should not be regarded as a substitute for generalized rock-dusting."" Enormous quantities of limestone are used for metallurgical purposes. Approximately 23 million tons were so used in the United States in 1925 chiefly for smelting iron ores in the blast furnace. Smaller amounts are used in basic open-hearth steel manufacture, and in smelting lead, copper and antimony ores. Most limestone producers lave little knowledge of the way in which their stone is used in metallurgy. Maximum tolerances of silica, alumina, sulphur and possibly magnesium; and minimum content of calcium carbonate may be arbitrarily fixed for the guidance of the producer, but aside from these requirements little information is available to producers on the manner in which their stone is used, the office it performs in smelting, or the effects of impurities. More complete [wledge] of utilization would enable limestone operators to solve their production problems more intelligently.

It is with some diffidence that I venture to address the Montreal Section of the Society of Chemical industry on the subject of motor fuel from coal at a time when crude petroleum is produced in greater quantities than at any time in history, and at a time when the known reserves exceed all expectations, even the optimistic estimates of the Committee of Eleven of the American Petroleum Institute. Not only are new fields being discovered in America a -an embarrassing frequency but sources outside of the North American Continent show, unmistakable signs of adding materially to the world's sources of oil. Were it not for the tremendous scientific and technical importance of the work done in the past few years in transforming coal into liquid motor fuels, I should prefer to let this subject rest until a more propitious time, such as prevailed some years ago, when the gasoline consumption curve was rising rapidly and the production curve was slowing in its upward rise. That was the period which stimulated the researches which resulted in tetra ethyl lead and anti-knock gasolines on this side of the Atlantic and in methanol, synthetic gasoline and hydrogenation of coal on the other side. Some of you will recall a symposium on Motor Fuels and Oil Conservation held at the Chemists' Club n New York in September; 1925. Dr. R. L. Brown and I presented a paper at this meeting on "Complete Utilization of Coal and Motor, Fuel, in which we pointed out that coal was the most likely raw material source of gasoline substitutes if and when needed. Each mining district presents different problems as to the methods of ore extraction cad underground support, which are dependent upon the type of the ore deposit and the character of the inclosing rock. Mining costs, however, depend largely aeon the efficiency with which the methods employed underground are [applie] as well as upon the selection of the method best adapted to the physical conditions. The purpose of this paper is to present to the operator in other districts a detailed description of ho mining method used ins results obtained in tie exploitation of the bedded magnetite deposits of the Mineville district. The town of Mineville is situated in the Adirondacks, five miles west of Port Henry on Lake Champlain.

The Holmes Safety Association , organized and named in honor of the late Dr. Joseph A. Holmes , first director of the United States Bureau of Mines , has for its object the prevention cf accidents , the improvement of health conditions at work, in the home , and in public places , and the promotion of the general welfare of its members . As a means of preventing accidents and advancing health and safety , the Holmes Safety Association disseminates information , gives instructions on subjects related to safety , and promotes first -aid and other forms of protective and accident - prevention training . This organization is intended to work and cooperate in the closest possible way with existing mine or plant safety organizations in conducting educational , social , and recreational activities for the promotion of health , safety , and efficiency .

So many subjects are covered in State mine-safety regulations that any attempt to compare different State laws in their entirety would be futile. On the other hand, if one selects a single phase or branch of safety work, such a comparison may prove profitable. The subject selected for study in this paper is limited to legislation or regulations dealing specifically with safeguarding (electric) motored equipment used in gassy mines. T When one reads glowing accounts of the safety activities being carried on here and there it is easy to believe that everything which is right and proper is being done to safeguard the mine.workers; but, when one takes time to look into the weakness of many State regulations, it is evident that there is still room for improvement. Undoubtedly it would have been much better for the safety of mines if electrical equipment had been introduced into mines 50 years earlier. If electricity had been in general use when the first mine regulations were pre- pared, those formulating the rules would have covered this hazard along with other hazards, but as electricity came in at a later period, safe mine legisla- tion regarding it has been woefully neglected. Today the United States in general is far behind most other coal-producing nations in the provision of adequate safety rules or laws for the installation and maintenance of electrical equipment and wiring. Returning to the subject of our study, approximately 30 of the 48 States mine coal. More than 20 of these States' produce coal in large quantities. How- ever, of the 30 States only four, 3 Pennsylvania, Utah, Washington, and West Virginia, have laws which specially call for the use of explosion-proof types

The present list includes practically all equipment tested and, approved by the Bureau, up to and including Jan. 1, 1929. It covers electric air compressors, coal drills, mining machines, loading machines, conveyors, mine pumps, room hoists, mine telephones, rock-dusting machines, switches, electric cap lamps, flame safety lamps, electric hand and trip lamps, flash lamps, methane indicators and detectors, blasting units, storage barrery locomotives, tandem locomotives, power trucks, concrete mixers, self-contained oxygen breathing apparatus and gas masks. The system under which those devices were tested permits the manufacturer, after his equipment has passed certain tests prescribed by the Bureau of Mines, to mark his equipment with a seal shoring that it has been "approved" by the Bureau. These tests are designed to insure that the equipment has the minimum requirements for safety in use. The only object of the Bureau in making such tests and pub- lishing lists of permissible equirment is to safeguard the lives of workers and to help lesson the hazards of mining.

This paper is a revision of Reports of Investigations , Serial 2541 , which was published in November , 1923 , for the benefit of State mining inspectors , safety engineers of mining companies , and others interested in electrical safety inspection in mines . It presents the important points that should be watched by inspectors and briefly reviews the work of the Bureau of Mines in testing of electrical apparatus and equipment to determine their permissibility for use in gassy coal mines .

For a number of years the efforts of the coal -mining industry , as well as of the Bureau of Mines , have been directed largely towards the limitation and prevention of explosions in coal mines . The origin of most explosions is ignition of methane or marsh gas , but the extent and violence of these explosions depend chiefly on the combustible dust present . The Bureau of Mines has conducted a large number of tests on the use of incombustible materials in limiting or preventing widespread explosions . The result of these tests , published in Bulletins 167 and 268 and Technical Paper 386 , proves that incombustible dust can be so applied and maintained in coal mines that the ignition of the mixture of incombustible and combustible dusts , or the propagation of flame by the dust mixture , is impossible ; on the other hand , experience and experiment indicate that watering methods are not reliable as a preventive of general or widespread coal-mine explosions . This report describes the use of " mudite , " a mixture of water and finely divided incombustible soil or dirt applied in some coal mines as a means of attempting to limit or prevent widespread explosions .

The first thing to consider in prevention of electric shock is the voltage of the circuit. No person can be sure that he will not be killed, even from a 110-volt circuit, if he makes proper contact with the circuit so as to cause the maximum current to pass through his body. As the voltage is increased to 250 volts, 500 volts, or 2,300 volts the danger from contact with the electric circuit is increased, Alternating current of the same nominal voltage is possibly more dangerous than direct current. Experience has taught us that both will cause death, and that if the fatalities from this source are to be kept low, certain precautions in the guarding of circuits must be observed.

This paper describing mining practice at Morenci, Ariz., is one of a series of articles on mining method, and practice in the various mining districts in the United States. At present (1929) practically all the mineral production in the Morenci district is from the Humboldt mine of the Morenci Branch, Phelps Dodge Corporation. The mining method used is adapted to the type of ore body being exploited; it has been developed by adopting methods used elsewhere and making necessary changes to fit local conditions. Improvements in current practices are still being made.

The purpose of this paper is to present to the operators, in other districts a detailed description of the ruining method used and the results obtained to exploiting one of the zinc-lead deposits of the Kansas-Oklahoma-Missouri district. No. 1. mine is located in the heart of the town of Picher in the extreme northeast corner of Oklahoma. HISTORY The first prospect drilling was done at No. 1 mine late in-1914, and shaft sinking was started early in 1915. Sufficient ore was developed to start construction of the mill in April, 1016, Production begin in August, 1916, and the mine s been producing, except for short periods, to the present time. The property was originally a 40-acre tract, but additional properties have been consolidated with the original one until the mine now covers 200 acres.

The average gravity of the total crude petroleum produced in the United States during; the year 1927 was 32.2° A. P. I., or 0.864 in terms of specific gravity. A similar study, made by the U. S. Geological Survey in 1921, gave the average gravity at that time as 32.0.° To one who is accustomed to thinking of crude petroleum in terms of Oklahoma-Kansas and North Texas trades it may be surprising that the average gravity for the entire country is no higher than 32.20. The chief reason for this apparent discrepancy lies mainly in California production, which in 1927 amounted to over 25 per cent of the total, but which had an average gravity of only 24.10. A factor of less importance was Arkansas, which, though on the decline as a producing State, exerted a material effect by reason of its average gravity of 21.6°, the lowest for any State. In view of the heavy production of light crude in the Seminole area of Oklahoma during 1927, it would appear that the average gravity should have shown more than a 0.2 per cent gain over 1921. That this did not occur was due to the fact that in the interim between 1921 and 1927 important heavy oil discoveries were redo, notably the Smackover field of Arkansas.

The term "fusain" was first adopted from the French by the American geologist J. J. Stevenson in 1911, according to Wheeler, (1),3 who applies it to that portion of coal resembling charcoal, which he treats as one of the four ingredients of banded bituminous coal. The term has since been adopted by American writers. The Germans use it with slightly different spelling - namely, fusit. It is the equivalent of "mother-of-coal" and "mineral charcoal" of the earlier British writers. The English word fusain is also applied to "a crayon of fine charcoal" and is derived from the Latin root fusus. OCCURRENCE OF FUSAIN IN COAL AND ITS RECOGNITION Fusain is fairly widely distributed in coals of all ranks in varying amounts. It is almost always present in very thin sheets between the bedding planes of the banded coal constituents and presents a jet-black silky appearance who n the coal is split away. As fusain has little cohesive power the coal splits readily along the planes where it occurs. Such fusain bands often attain appreciable thickness -- frequently 1/4 to 3/4 inch. -Beet (2) has reported a maximum thickness of 2 inches for fusain partings, and Sinnatt (3) has found it in the form of plates and lumps; one lump taken by him from the Peacock mine weighed 3-3/4 pounds. Bore (4) has found it in coal balls. Sinnatt (3) states that fusain occurs in two forms, "the first a hard compact variety occurring rather rarely, which can not be pulverized by pressure of the fingers the second type is the common substance" -- that is, a very friable, easily pulverized material. The writer has also found the two types of fusain in the same coal bed and has observed that the hard variety contained considerable calcium carbonate, which probably entered the material in situ by infiltration. Sinnatt further remarks that the layers of fusain (soft type) usually contain less moisture than the coal (or lose it more readily on exposure), and when exposed they quickly change to flocculent powder so that the fines of the coal as mined are likely to contain a major proportion of this substance.

According to reports received by the Bureau of Mines, Department of Commerce, as of January 1, 1929 there were 413 completed refineries in the United States, with a total daily crude-oil capacity of 3,509,540 barrels. In addition, 14 refineries, with a potential capacity of 99,000 barrels, were being constructed. Of the completed refineries, 341, with a capacity of 3,325,890 barrels, or 95 per cent of the total capacity, were in operation; and 72, with a capacity of 183,650 barrels, or 5 per cent of the total, were shut down. The improved condition of the refining industry in 1928 was indicated in several ways; namely, in an increase in the total capacity of the completed plants, in the opening up of a few plants which were shut down during 1927, in a decrease in the number of plants dismantled, and in an increase in the number of plants under construction. The majority of the refiners have followed a steady expansion program commensurate in most cases with the increase in demand for petroleum products. Obsolete equipment has been dismantled and modern equipment has been installed, with the net result that the total capacity of the completed refineries in the United States has shown a steady increase since January 1, 1918, the date of the first Bureau of Mines survey. Between January 1, 1928, and January 1, 1929, the number of completed plants fell from 423 to 413, but their total capacity increase 259,160 barrels, or 8 per cent. This compares with an increase in runs to stills of domestic and foreign crude petroleum of 10 per cent, and of domestic crude alone of 7 per cent.

The Holmes Safety Association was organized and named in honor of the late Dr. Joseph A. Holmes, first director of the United States Bureau of Mines. The association is a national organization and operates through local, sectional, or State chapters in mining, petroleum, and allied industries. The National Council of the Holmes Safety Association consists of representatives of State councils and local chapters, with the Director of the Bureau of Mines as president.
