The telephone rings at 3:20 a.m. An exasperated voice on the other end says, “There has been a mine explosion at Mine No. 5 and we have not heard from three units of men.” Twenty-three minutes later, the phone rings again and another panicked voice says, “There is something wrong at the slurry impoundment, the pool level has just dropped five feet and we are trying to figure out what is wrong” Thirty minutes later, the mobile phone rings. An excited security guard says, “We have reports of thick black water running down the right fork and left fork of Straight Creek and both seem to be rising in the banks.” If this is not enough excitement, the mobile phone rings again. A stressed company official says, “I just heard a report that black slurry is running out of the portals of XYZ Co. No. 2 Mine, which is adjacent to our No. 5 Mine.” Is this all some kind of dream or nightmare? More importantly, though, if this happens, what do you do? Most people think: “It can’t happen to me.” But mine explosions do happen, slurry impoundments can rupture and creeks can flood with black water causing damage to others, including competitors. A mine’s response must be quick, cool-headed, calculated and effective. This article examines the issues, concerns and ramifications of this hypothetical disaster. The authors then present a systematic crisis-management response.

Rich Hill, also known as Weaver District No. 2, is among the most productive placer gold locations in Arizona. Located near Congress, AZ (Fig. 1), this district hosted major placer rushes in the 1860s and1930s. Those rushes were followed by an electronic metal detecting rush that started in the 1980s and continues today. Thousands of ounces of gold have been produced by these modern amateur and professional metal detectorists. Many of them see more gold in an afternoon than Nevada mine workers will ever see outside of the mill. Rich Hill discovery Inspired northeastward by Spanish legends, a party of 10 men left Yuma, AZ on April 1, 1863. Included in the group were Pauline Weaver (Fig. 2), Henry Wickenburg and Abraham Peeples. Wickenburg left the group near the Hassayampa River and discovered the Vulture deposit. The rest of the group arrived at the base of Rich Hill in late May. While drying antelope meat on the first day, a few of the men prospected a nearby creek bed and immediately found gold. In a couple of hours they picked up more than 2.8 kg (90 oz) of gold. The next day, four members of the party went searching for their horses and returned with news that a nearby hilltop was literally graveled with nuggets.

Sustaining the region?s mobility needs, achieving projected economic growth, and maintain Midtown Manhattan as a center of regional, national and global importance has led to continued investment in commuter rail and transit infrastructure in New York City and resulted in design and construction of large underground caverns. The current plans for stations in Manhattan include New York Penn Station Expansion (NYPSE) caverns for Trans Hudson Express (THE) Tunnel Project for New Jersey Transit (NJ Transit) and the Port Authority of New York and New Jersey (PANYNJ), Metropolitan Transportation Authority Capital Construction Long Island Railroad (MTACC/LIRR) twin caverns for East Side Access (ESA) Project, and station caverns of the No. 7 Line Subway Extension Project and Second Avenue Subway Project for Metropolitan Transportation Authority Capital Construction/New York City Transit (MTACC/NYCT). This paper provides a general overview of these large caverns now in design or construction in Manhattan, the area?s geologic setting, the geotechnical factors considered and approaches commonly applied for cavern design.

Agglomeration techniques are widely used by industry to form fine particles into larger masses that are easier to handle and process. One area where agglomeration is potentially useful is in heap leaching operations. With-out agglomeration, fine particles travel through the heap, clogging the spaces between the larger particles and resulting in poor leach solution flow. Poor flow of leach solution will result in long leach rates and/or decreased metal recovery. Agglomeration immobilizes the fine particles and therefore improves heap permeability to fluid flow. Additional additives (binders) are needed to prevent agglomerates from breaking up as leaching solution percolates through the heap. Type II Portland cement and lime are two well-known binders used in gold and silver leaching, but these are limited to alkaline leaching environments. Various other products have been tested as binders, including polymers. This paper summarizes the benefits of agglomeration in heap leaching and the results obtained from the testing of several different agglomeration binders in heap leaching operations.

Introduction Elevated zinc concentrations are observed in groundwater within alluvium adjacent to Silver Creek east of Park City, Utah. The study area is located in a small valley one and one-half miles northeast of Park City, Utah in Summit County, Utah (Figure 1). Although surface water concentrations in Silver Creek are typically less than 1 mg/l, groundwater concentrations have been measured as high as 85 mg/l in a near neutral pH environment. The elevated zinc concentrations in groundwater result from several factors including: (1) dissolution of zinc from tailings exposed at the surface and within the alluvium, (2) oxidizing conditions created by surface/ground-water exchange, and (3) ideal geochemical conditions for the dissolution of zinc-containing minerals. These ideal conditions include readily soluble minerals, available anions for complexation, and lack of available surface adsorption sites.

The separation of rare earth elements is a complex process that is industrially carried out using liquid/liquid extraction. Detailed flow sheets of solvent extraction plants for the separation of rare earth elements are rarely available in the literature which limits the opportunity to teach and test the application of data reconciliation, process optimization and control to these types of plants. The basis of a simulator for a rare earth elements separation plant is described in this paper. The simulator is used to adjust the organic phase and stripping acid flow rate in a separation circuit of heavy rare earth elements from light one?s.

The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

The surface chemistry of the calcite/oleate flotation system was examined by in-situ FT-NIR/IRS. Spectra of combination and overtone bands of aliphatic stretching vibrations revealed gauche/trans conformational changes that occurred solely as a function of temperature. The conformational changes were attributed to the simple "melting" behavior associated with phase transitions. It was concluded that chemisorbed oleate at calcite surfaces is gel-like at temperatures below 22oC, resembles a coagel between 22oC and 31oC, and becomes micelle-like at temperatures above 31oC. By comparison, chemisorbed oleate at fluorite surfaces also undergoes these phase transitions but is additionally dependent on adsorption density. The conformational changes were observed at high chemisorption densities (> 2.0x10-10 mol/cm2) and attributed to molecular forces, primarily van der Waal's interactive forces, among neighboring chemisorbed oleate molecules. Similar analysis of in-situ FT-NIR/IRS spectra of surface-precipitated calcium dioleate at calcite surfaces did not exhibit this behavior thereby confirming that surface-precipitated calcium dioleate remains in an all-trans conformation. The results help explain why surface polymerization is not observed at calcite surfaces but is observed at fluorite surfaces.

Tunnel Boring Machines (TBM) have gained worldwide acceptance in the construction field and are being employed in ever increasing numbers to drive underground transit lines, drainage systems, etc. However, TBM utilization in the mining industry, and more specifically coal mining, has been very limited. This paper reviews past and present applications of TBMs to coal mining and examines the needs of the industry in an attempt to offer some insight as to what a TBM system must provide if the excavation potential demonstrated in civil works projects is to be realized in coal operations. EUROPEAN EXPERIENCE Germany The Germans recognized long ago the potential of mechanized drivage for coal mine entry development. Early in the 1960's experimental runs were made with a full-face Wohlmyer roadheader at the Westerholt Mine and trials were conducted on a roller bit armed full-face Bade roadheader. But because of problems with penetrating the various carboniferous strata occurring in changing sequence and hardness, these first attempts were soon terminated. After viewing later successes in the construction industry with improved TBMs, new attempts were initiated by the German mining industry in 1971 to mechanize drivage of their development entries. Four TBMs of two different types were placed in operation.

Modern shield TBMs allow tunnel drives through almost any type of ground. Thanks to high elaborated technical measures, significant subsidence of the ground surface can be almost entirely avoided. The tunnel lining behind the TBM must be capable of withstanding all loads without deforming, especially during ring erection and advance. Single-shell tunnel linings behind the TBM, usually reinforced concrete segmental rings, can be designed to fulfill this demand. With many projects, however, damage occurs to the lining. Repair costs may be extremely high. Reasons for damages and possibilities to avoid them are shown and explained.

"Mineral prospectivity modelling of polymetallic nodule deposits has been completed over the Cook Islands Exclusive Economic Zone (CIEEZ) using the GIS based Weights of Evidence modelling technique. Polymetallic nodules, also known as manganese nodules, have been explored as a possible resource for a number of metals including cobalt since the early 1970s. Recent data on the nodule composition and abundance in the CIEEZ has led to a renewed interest in the prospectivity for manganese nodules in the region. The predictive modelling has used the most recently accepted mineral model for polymetallic deep-sea nodule deposition to identify factors that are most likely to map the presence of this type of mineralisation in the CIEEZ.Manganese nodules form on the deep seafloor as concretions formed by concentric layering of iron and manganese hydroxides around a core and they grow at a very slow rate, on the order of millimeters per million years. The available data for the CIEEZ indicates a greater abundance in the area of nodules formed by hydrogenetic processes, which are the result of slow precipitation of metallic components from seawater. The environment in which the nodules are most abundant is at depths between 4,000 m and 6,000 m in areas of low sedimentation rate. Hydrogenous nodules commonly grow on siliceous and pelagic clay sediment, they are less common on other types of sediment."

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. Design and construction of the Epping to Chatswood Rail Line tunnels in Sydney, Australia required an innovative approach to define hydrogeological properties of the Sydney Hawkesbury Sandstone and provided an insight into the hydraulic behaviour of fractured sedimentary rocks. To meet restrictive water inflow and infiltration criteria both the pre-treatment of zones of fractured or highly jointed rock, and waterproofing using an interior spray on membrane for the finished drained tunnels and stations was required. Methods typically used to address the interaction of groundwater and tunnels in the Sydney Basin are demonstrated by case histories from major design-build tunnel projects.

South Africa?s primary electricity supplier, Eskom, provides incentives to reduce power demand during critical times by granting capital through a Demand Side Management programme. DSM encourages the end user to review and optimize energy consuming systems and use capital, provided by Eskom, to purchase or modify the equipment required to achieve a load-shift. As part of the DSM agreement the mine ultimately acquires the capital equipment and benefits from reduced power costs, but in return is required to sustain the load-shift tactic for up to five years. The paper focuses on one DSM tactic, main fan energy management. In this case, reduced air flows during selected peak and off peak periods, results in a substantial reduction in peak power demand. DSM incentives provided capital for automated main fan control as well as improved control of the mine ventilation systems. To examine the work in detail Gold Fields Ltd Driefontein gold mine near Johannesburg was chosen as a case study.

When the 2008 Olympic Games begin in Beijing, China is September it will not only mark the end of the journey for the Olympic torch and the thou-sands of participating athletes, but the games will also mark the culmination of a massive amount of construction in the city. On display for the world to see will be 31 new and refurbished venues including the 91,000-seat National Stadium called the ?Bird?s Nest? and the aquatics center, called the Water Cube. What will not be featured as prominently on the television cameras broadcasting the games around the world will be the network of tunnels built beneath the city. But that infrastructure of rail lines will be of critical importance to the games. While preparing to host the world, China added a subway tunnel that will include four stops in the Olympic Park. The 4.4-km (2.7-mile) subway line that runs through the complex of stadiums, gymnasiums and parks began trial operations in June. Prior to the opening of that line, Beijing's No. 5 subway line, which runs through the heart of the city from north to south, opened in October. SUMMARY The productivity of drill and blast methods of mining in hard rock is limited by the cyclic nature of the operation, and a plateau of performance has been reached, even with the most advanced equipment developments. Higher mine operating costs and lower metal prices have more than ever generated the need for breaking through these productivity barriers. After initial field testing The Robbins Company has designed and manufactured, on a joint venture basis with Mount Isa Mines, Ltd., Australia, a prototype "Mobile Miner" for continuous cutting of hard rock. This paper describes the cutting concept, the initial application of a completed 1,156 m (3792 ft.) long 14% decline, actual performance and delay analysis, developmental modifications, anticipated performances of a fully developed machine, and possible future applications. INTRODUCTION The Point Lepreau nuclear generating station was constructed in the late 1970's and early 1980's by the New Brunswick Electric Power Commission. Point Lepreau is a small peninsula on the north shore of the Bay of Fundy, about 55 km west of St. John, New Brunswick. Cooling water for the plant was to be obtained from and discharged into the Bay of Fundy by the system of shafts and tunnels illustrated in Fig. 1. The design engineer for the cooling water system was Albery, Pullerits, Dickson and Associates, Ltd., Toronto. Ferrera-Resco Ltd, Windsor, Ontario, was contractor for construction of the cooling water shaft and tunnel system, which was done between 1976 and 1979. The senior author was project manager for Ferrera-Resco, the junior author served as consultant to Ferrera-Resco on evaluation of certain geotechnical questions which arose during construction. SITE CONDITIONS Geology Except for limited overburden soils at the onshore shaft sites, the tunnels and shafts were constructed entirely in Triassic conglomerate, sandstone, and siltstone, with some shale interbeds. The bedding strike averaged about N6°E, The dip was to the west at about 30° along the Discharge Tunnel and 40° along the Intake Tunnel. Rock along the Intake Tunnel was mostly sandstone and siltstone and more thinly bedded, with RQ D generally in the range of 50 to 60%. Rock along the Discharge Tunnel tended to be coarser sandstone and conglomerate and more thickly bedded, with higher RQ D averaging about 80%. Push backs used in the production planning of open pit mines play an integral role in generating annual cash flow. Although several algorithms for push back designs have been proposed, none have studied the optimum number of push backs. In this paper, different algorithms have been implemented for the push back design of a cross section of a copper deposit and the results discussed. Moreover, the optimum number of push backs has been determined using analytical and multiple attribute decision making (MADM) methods based on minimizing the risk associated with grade uncertainty, and minimizing stripping ratio, while maximizing net present value (NPV). According to the findings, the optimum number of push backs has been proposed to be between three and six, as lower quantities of push backs are more likely to achieve the calculated net present value, and have smoother stripping ratios for different pushbacks. This approach was examined in an operating mine and the optimum number of push backs determined to be four.

Roof bolter operators may be exposed to high respirable dust concentrations on continuous miner sections with blowing face ventilation when bolting is performed downwind of the continuous miner. One solution to reduce the high respirable dust concentrations is to use a canopy air curtain (CAC) to deliver clean air from a filtered blower fan directly to the bolter operators under the canopies. The influence of CAC installation in the airflow and dust dispersion around the location of the roof bolter operator can be evaluated by using computational fluid dynamics (CFD). This study, performed by the National Institute for Occupational Safety and Health (NIOSH), considers two scenarios: (1) a roof bolting machine in the center of the entry for installation of the fifth row of bolts from the face, and (2) a roof bolting machine positioned close to the face for the installation of the last row of bolts. In both scenarios, the bolting machine is placed in an environment which contains 6.0 mg/m3 of respirable dust and is ventilated by a blowing curtain with 3000 cfm (1.42 m3 /s) of air. This environment is used to simulate the roof bolter machine operating downstream of a continuous mining machine. Two operation positions are simulated at the same bolting location: dual drill heads in the inward position for two inside bolts and dual drill heads in the outward position for two outside bolts. The influence of the CAC on airflows and dust dispersion is evaluated with the CAC operating at 250 cfm (0.12 m3 /s).
