In mid-1972 we determined that a fresh approach to coal mining research was needed for the industry as well as for Bethlehem. The reasons to us were obvious: Productivity was in the throes of a steady decline, and labor and maintenance costs were spiraling upward. Yet, despite this predicament, nowhere in the U.S. at that time was there a comprehensive and coordinated research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. After studying our own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, we presented a comprehensive research package to our management at the end of 1972. The ideas and experience of many operating and management personnel in our Corporation contributed to the formulation of the final plan as approved.

The most abundant fuel resource in the U.S.A. is also the most under-utilized. Proven reserves of bituminous coal, sub-bituminous and lignite constitute from 60% to 90% of our total fossil fuel reserves -- dependent upon the parameters used by the analyst making the estimate. Despite this ample supply, bituminous coal provided only 20% of U. S. energy consumption in 1967 and 1968, this dropping to 17.57 in 1971 and 1972. By 1978, according to my projections, 16.7% of the Nation's mechanical energy will come from bituminous coal. However, our energy needs are growing at such a rate that the 20.6% provided by bituminous in 1967 equalled 480 million tons while the 16.7% of U. S. consumption visualized for 1978 will require nearly 650 million tons. In order to view coal's position with perspective in this developing energy crunch, it is necessary to examine the total energy situation. To this end, I have prepared a couple of tables which you should have before you. I chose this procedure rather than slides because I would need to utilize an entire wall to make the data visible to an audience. Therefore, I refer you to the long sheet entitled "U. S. Energy Consumption - Trillion Btu - 1967-1978." As you can see from the heading, I am confining my treatment of the problem to the intermediate term. In the long run, if we are willing to pay the cost, we can do a lot of things, including the complete conversion of coal into a sulfur-free fuel.

Disseminated Au-As-Hg mineralization is localized along the Getchell Fault system at the Getchell Mine in north-central Nevada. Replacement ore bodies occur in Cambrian carbonaceous limestone and limy shale beds. Cretaceous granodiorite, dacite porphyry, and andesite porphyry dikes parallel the fault zone and are spatially associated with the mineralization. Hydrothermal alteration and mineralization occur continuously along 4-5 km of the fault system, and extend more than 1 km down-dip. Alteration consists primarily of removal of carbonate and deposition of quartz, pyrite, and carbonaceous material. Marcasite, sericite, kaolinite, calcite, barite, and fluorite are common. Gold content reaches more than 43 ppm in parts of the altered zones and averaged 9.3 ppm in the mined ore bodies. For the mineralized zones as a whole arsenic averages 0.28%, and occurs primarily as realgar, orpiment, and arsenopyrite. Mercury (22 ppm) is finely disseminated and mercury-bearing minerals are seldom recognizeable. Accessory mineralization includes antimony (100 ppm), copper (47 ppm) , lead (18 ppm) , molybdenum (10 ppm) , tungsten (16 ppm) , and zinc (50 ppm) . Geologic field studies and K-Ar dating suggest that the mineralization is related to a hydrothermal system produced by the granodiorite and related dikes.

Prompted by the need to conserve energy and reduce operating costs, Agrico Mining Company has made two significant improvements in the transportation of phosphate ore from the mine to the beneficiation plant. One improvement involves a change in a slurry pipeline system which substantially reduced pumping energy, and the other improvement is a major innovation for the phosphate mining industry which involves the transportation of the ore by railroad. This paper briefly describes these two projects.

Ground movements associated with high extraction underground coal mining, such as pillar retreat and longwall, are sometimes large enough to disrupt the ground water regime as well as damage buildings and other surface structures. A U.S. Department of Energy/Bureau of Mines- sponsored subsidence study currently underway at Kitt Energy Corporation's Kitt No. 1 Mine near Philippi (Barbour County), West Virginia has provided an opportunity to monitor the ground water response above a mine panel during both developmental and pillar retreat mining. The initial findings concerning ground water effects presented in this paper indicate that total extraction mining produced significant water level declines in deep-lying strata but had little effect on water bevels at shallower depths.

Rouez is a recent discovery of a major low-grade sulfide body (± 100 m, 0,6 % Cu, 0.3 % Pb, 1 ,5 % Zn, 21 g/t Ag, 1.5 g/t Au) in a populated farming area of Brittany, France, some 30 kilometres northwest of Le Mans. The discovery is the result of an airborne electro- magnetic (INPUT) survey. It is the first time that the INPUT method has been used in France. The survey Gas successful in spite of the numerous interferences normally found in populated areas. The lack of a good drainage system would not allow the discovery of Rouez using stream sediment geochemistry alone. Ground geophysical surveys confirmed the airborne work and gave sufficient information to make the first hole a discovery hole. The deposit is Proterozoic in age and sediment-hosted. The metamorphism is low grade.

Exploration of the Big Island trona beds by Stauffer Chemical Company started early in 1959. During the intervening time, Stauffer Chemical Company of Wyoming has developed a Large trona mine in this southwestern Wyoming area and has increased the over-all production of soda ash from natural sources by nearly one-half million tons per year. The trona, which is a hydrated sodium bicarbonate mineral, lies some 800 feet into the sedimentary rocks of the Green River formation. Present production is approximately 850,000 tons per year being extracted by means of a room-and-pillar mining system. Conventional coal mining equipment is used with some modification to accommodate local conditions. The mined and crushed ore is hoisted to the surface and processed in an on-site refinery. Refined soda ash is shipped to widely separated locations in covered hopper railraod cars. Construction in progress at Stauffer's plant will double the present capacity.

In 1963, a major expansion program at Kennecott's Bingham Canyon mine converted rail operation in the upper portion of the pit to truck haulage. Since that time truck-haulage capacity has increased to about 272 000 Mg (300,000 tons) per day. The majority of this production is waste material which is deposited in monolithic dumps located on the eastern slopes of the Oquirrh Mountains. The largest of these dumps, referred to as Copper Notch and Keystone, measures approximately 1830 m (6000 ft) in length, from 180 to 300 m (600 to 1000 ft) in height, and contains some 430 Tg (470 mil lion tons) of waste. The height, structure, rapid rate of growth, and anticipated leaching suggested the possibility of dump failure. In order to evaluate this possibility, an outside consulting firm was retained in 1966 to investigate the stability of the growing dumps. Their investigation indicated that, other than superficial movement, the waste dumps would be stable under static loading, and that soil distribution was not continuous enough to sustain massive foundation failure. Since this investigation, however, several failure processes have been observed. Crest settlement occurs frequently in response to compaction and over-steepening in the upper portion of the dump surface. Over-steepening results from accumulation of fines near the crest caused by natural segregation. Normally, coarse material, near the base of the dump, exhibits an angle of repose near 0.65 rad (37"). The fine material, however, stands as steep as 0.75 rad (40"). Periodic equilibrium adjustments cause stepwise settlement (Figure 1) of the dump surface and occasional sloughing of the protective berm. Routine surface preparation by dozers and graders and frequent inspections by supervisory personnel have proven adequate in preventing problems associated with this form of crest instability.

The sulfur dioxide emitted in low concentrations in flue gases from the combustion of sulfur-containing coals and fuel oils is a significant factor in contamination of the atmosphere with sulfur dioxide. A review of methods for treating gases containing high concentrations of sulfur dioxide shows that they are seldom satisfactory for purifying flue gases. Processes developed specifically for treating flue gases using liquid absorbents are costly and may cause localized pollution, because the cooled flue gases can settle in the vicinity of the stack. Bench-scale research is being conducted to investigate the use of dry absorbents for sulfur dioxide removal at temperature levels of about 250°- 300° F. and 600°-650° F. Alkalized alumina has been found effective for treating simulated flue gas and Is regenerable by hydrogen, carbon monoxide, or producer gas. Other metallic oxides have been tested as absorbents also. Chemically impregnated activated carbons removed sulfur dioxide from the gas at 265° F. Vanadium pentoxide is effective as a catalyst for oxidizing of sulfur dioxide in the simulated flue gas at temperatures lower than have been used commercially for gases with higher concentrations of sulfur dioxide. Conversions of sulfur dioxide to trioxide wore studied as a function of temp- erature over a range of about 570° to 750° F.

In anticipation of RCRA reauthorization and subsequent rulemakings, the Bureau of Mines is studying potential economic impacts of RCRA on mining. For U.S. copper heap and dump leaching operations in a variety of terrains, the cost of liners and closure caps to comply with RCRA Subtitle D ranges from $55 million to $158 million per site, or about $500,000 per hectare ($200,000 per acre). If RCRA technology requirements and financial assurance had been required on current operations, 27 to 100% of production from heap and dump leaching would have been non-competitive at market prices between $2,310 and $1,650 per metric ton ($1.047 and $0.75 per pound) copper. This result is based on an analysis that considers return on capital, corporate overhead, marketing, and freight costs as well as operating and maintenance costs at the mine. Over the same price range, economic analysis using the IMPLAN input-output model on one-or two-county regions indicates potential net job losses of about 570 to 2,700 jobs. Total economic output of those counties could be reduced by about $180 million to $360 million.

INTRODUCTION Underground mines in many parts of the world have elevated levels of short-lived 222Rn daughters. Lung cancer implicating exposure to short-lived daughters is documented in the U.S., Czechoslovakia, Canada, Sweden, the U.K., France and Newfoundland. An elevated lung cancer mortality (in excess of that expected) has been observed when cumulative exposure to alpha emitting short-lived 222Rn daughters (218Po, 214pb 214Bi 214Po) is greater than about 60 working level months (WLM) [1]/ (Hewett, D. 1979). This is equal to an absorbed alpha dose of about 30 rads to shallow basal cells in bronchial epithelium. Long-lived alpha emitters are also present in underground mines, and especially uranium mines because of airborne particulates containing uranium. The 238U parent of this primordial series supports other long-lived emitters 234U 230Th, 226Ra, Pb(210Po) which are in some degree of radioactive equilibrium with the parent 238U. Airborne particulates can be present due to drilling on the face of the ore body as well as in all parts of the mine through resuspension from the mine floor. Particles from 1 µm to about 5 µm penetrate the nose with reasonable efficiency and deposit primarily in the tracheobronchial tree. They are removed by ciliary motion (the bronchial escalator) but deliver an alpha dose to basal cells in bronchial epithelium during clearance in the same manner as short-lived 222Rn daughters. It is the purpose of this work to indicate the alpha dose to basal cells in bronchial epithelium delivered by the long-lived emitters 234, 238U. The dose calculations reported here based upon a few measured values of these isotopes in air in uranium mines in New Mexico and Colorado. MEASURED 234, 238U IN URANIUM MINE ATMOSPHERES In 1979, the U.S. Bureau of Mines undertook a study to evaluate personal monitors to be worn by miners to measure short-lived 222Rn daughters. One of these devices sampled air at 100 cm3/min through a 13 mm glass fiber filter, with a small pump worn on the belt. Alpha particles emitted by 222Rn daughters on the filter were measured continuously by a thermoluminescent dosimeter (TLD) chip. Each monitor was worn by a miner for a 170 hour working month and approximately one cubic meter of air was sampled during this period. Six different mines were selected for the test in New Mexico and Colorado. The mines used either wet or dry drilling methods. Miners in each location were equipped with the personal monitors. Subsequent to their use in evaluating the shortlived daughters, Dr. Robert Droullard of the Bureau generously gave us these filter samples along with a few blank glass fiber filters from the same box of filters used in the study so that long-lived emitters present in these mine atmospheres could be determined radiochemically. Four of the samples have been run for 234, 238U. The radiochemical procedure for uranium is adapted from USDOE, Environmental Measurements Laboratory Manual (Harley, J.H., 1976). Briefly, the samples were placed in platinum crucibles, spiked with 232U tracer and pretreated with nitric and hydrofluoric acid. The residue was fused with potassium fluoride to transpose to pyrosulfate. The fused cake was dissolved in 7 [N] hydrochloric acid and the solution passed through an anion exchange column to isolate uranium. Iron was removed using mercury cathode electrolysis. Uranium was electrodeposited onto platinum dies and counted using solid-state alpha spectrometry. The samples from each type of mine (wet and dry) were analyzed. The samples in the "wet" mine in New Mexico were selected on the basis of the original TLD measurement because they were near the maximum occupational standard for radon daughters. These samples should also represent upper limits to longlived activity encountered, since they were obtained at drilling operations on the face of the ore body. Samples collected in the "dry" mine in Colorado were pot associated with a particular location in the mine and should be representative of a month long overall exposure in many locations and operations. This paper describes variations in feed characteristics, preparation techniques, response to induration and product quality in pelletizing magnetite concentrates, earthy hematite ore fines, and specular hematite concentrates in grate kiln systems. The Cleveland-Cliffs Iron Company manages plants processing these various materials on the Marquette Iron Range in northern Michigan. The operations include the Humboldt Mining Company, Marquette Iron Mining Company, Empire Iron Mining Company and the Pioneer Pellet Plant. The combined output of the operations is approximately 9,000,000 long tons per year. The Humboldt Mining Company, owned by Ford Motor Company and Cliffs, produces pellets from a specular hematite concentrate. The Empire operation, which processes magnetite ore, is owned by Inland Steel Company, McLouth Steel Corporation, International Harvester and Cliffs. The Pioneer operation, which processes earthy hematite ores, is a joint venture of Republic Steel Corporation, McLouth Steel Corporation, Bethlehem Steel Corporation and Cliffs. The Marquette Iron Mining Company, owned by hones and Laughlin Steel Corporation, International Harvester, Wheeling-Pittsburgh Steel Corporation and Cliffs, produces pellets from specular hematite concentrate at the Republic Mine and Eagle Mills Pellet Plant. With the exception of the Eagle Mills plant, the operations employ the grate-kiln pelletizing system. Descriptions of the Empire, Pioneer and Republic operations, which have a combined capacity of 7,200,000 tons per year, are given in the paper.

The trend toward development of large low grade ore bodies has accelerated in recent years. It has been estimated within the copper industry that "porphyry" type deposits will provide the bulk of copper production during the next 30 years. It is further estimated that in these deposits the average ore grade by the year 2000 will be 0.25% copper (1). Many of the new porphyry copper discoveries are of such extremely low grade that they are particularly sensitive to small fluctuations in cost variables and copper prices. Because haulage constitutes a major item of surface mining expense, the capability to transport large tonnages of material at increasingly lower unit costs is vital to the profitable operation of many of these mines. High capacity conveyor belts appear to have considerable promise in this area. The heaviest use of high tonnage conveyors has been in the brown coal industry in Germany. In the past 20 years several such installations have proven successful. In addition to the German installations, several other successful systems have been put into operation. Some examples are: The Oroville Dam project in the United States; the tar sand operation in Northwest Canada; the pre-mine stripping and mining of the Twin Buttes Mine in the United States; the Kursk Magnetite 'dine in the U.S.S.R.; and the Nchanga Copper Mine in Zambia. Most of the systems mentioned are handling alluvial material consisting mainly of fines. The noteworthy point regarding these installations is their high continuous capacity. One of the largest lignite mines in the world is at Fortuna, Germany, where over 15,700 tons (15,250mt) per hour of overburden is transported on an 87 inch (221cm) wide belt running, at over 1000 feet (305m) per minute.(2). Another example is a 20,000 ton (18,150mt) per hour system for loading iron ore into barges on the Great Lakes (3).

The Environment Weipa is located at 12° south latitude on the west coast of Cape York Peninsula, North Queensland, Australia. The climate is tropical with most of the 1 600 mm. average annual rainfall falling between November and March. During the short winter months (May/ August) the weather is clear and pleasant, with temperatures seldom exceeding 27°C.Throughout the remainder of the year, conditions are frequently oppressive due to consistent high ambient temperatures accompanied by high humidity. The terrain is of low relief, and generally not more than 6 to 10m. above mean sea level adjacent to the coast. The coastline features numerous short estuaries which discharge run-off from the heavy rains collected by creeks and rivers. The whole area is covered by an open forest, the predominant species of which is Eucalyptus tetradonta. These eucalypts have only limited commercial value and are heavily infested with termites. Despite the fact that Weipa is close to the location of the first reported sighting of the Australian coastline by a European (William Janz - 1606), it remains very isolated. There is no developed road or rail connection to centres of population, so that transport of practically all products, personnel and materials to and from Weipa is by sea and air. Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in these two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number.-of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section I of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the antitrust laws is entitled to recover treble damages plus costs.

At the Sierrita mine, 40 km (25 miles) south of Tucson, Arizona, Duval Corporation is rapidly gaining operating experience with its new Portable Crushing and Conveying System, (PCCS). As of November 23, 1983, over 4.5 million tons (5.0 million st) of ore have passed through the system. Mining cost per ton for the months of July, August and September was 83% below the average for the first five months of 1983. Although all the cost reductions experienced cannot be attributed to the Portable Crusher, it was a major contributing factor. The Sierrita ore deposit has several natural topographic and geologic conditions which are not favorable to mining. It is not a sidehill deposit and therefore no low-level exit points exist to facilitate truck haulage. The ore is very hard. Quartz diorite, hardest of the three major rock types, averages 172-207 MPa (25-30 000 psi) unconfined compressive strength and may run as high as 345 MPa (50 000 psi). Blasting in this rock produces oversize material which runs approximately 20% 51 centimeters (20 inches). The ore is low grade, averaging slightly better than .30% contained copper and .035% contained molybdenum, with small amounts of silver. These conditions, plus high design production tonnages, make the Portable Crushing and Conveying System (PCCS) practical for Sierrita. Without crushing and conveying, truck haulage would be prohibitively expensive. A typical, October, 1983, ore haul from the bottom of the pit would involve a vertical lift of 260 meters (850 ft) and a horizontal distance of 3 860 meters (12 200 ft) were not in-pit crushing and conveying available. The corresponding cycle time would be nearly 32 minutes.

In order to develop more accurate procedures for scale-up and design of semi-autogenous-grinding mills through detailed mathematical models, a better understanding of the charge motion and rock/ball segregation is needed. To achieve this a 0.61 m (2.0 ft) diameter x 0.305 m (1.0 ft) length plexiglas mill was constructed as a scale model of a commercial SAG mill. Rock motion in the rotating mill was simulated using various sizes of ceramic balls. Quantitative measurements of dynamic angle of repose, water and slurry motion, holdup and size segregation of the charge were taken. In addition, a video-presentaiton (available to the public) was prepared to elucidate charge and water motion at various mill speeds, charge volumes, rock size distribution and flow rates.

After a brief definition of asbestos and a review of regulations, the elements of asbestos dust control are outlined for various asbestos manufacturing industries. To prevent the asbestos dust to become airborne, the general procedure is to control the dust at the source by enclosure and exhaustion. The asbestos dust is collected and removed from the air with bag filter collectors of high efficiency (better than 99%) to ensure that the air emitted to the general environment or returned to the workplace are below the existing asbestos emissions regulations. Dust control systems should be regularly inspected and serviced to maintain at all times the efficiency and reliability of the equipment. Other effective procedures for asbestos dust control are also considered.
