"1. INTRODUCTIONTunnel face stability is one of the most important consideration in New Austrian Tunneling Method. In general, if all of the material properties of ground can be obtained through the field investigations, the tunnel face behavior can be predicted using numerical simulation prior to tunnel construction. However, estimating the safety of a tunnel face is difficult, especially in cases where the ground is very weak such as in an urban area.In this study, numerical analyses of tunnel excavation in very weak ground conditions, such as a low cohesion and low internal friction angle, were carried out. The relationship between the average shear strain distribution on the tunnel face and the overburden was analyzed. This relationship estimates the shear strain of the tunnel face relative to the critical shear strain obtained by the ground properties. The critical shear strain was defined as an allowable value for the maximum shear strain. We proposed the allowable overburden as tunnel face stability index (TFI) that satisfies the critical shear strain criterion of ground. Finally, a design chart of the allowable overburden for various cohesion values and friction angles of ground was created. This chart is useful in the preliminary tunnel design stage to judge the necessity of additional counter measures against normal tunnel support design.2. WEAK GROUND MODELING AND ANALYSIS PROCEDURE2.1 Setting material propertiesWith reference to a past study1), the material properties were adopted on the basis of material properties in the standard worst rock classification case called “DII”2) for standard support pattern of weak ground in Japan. The typical material properties for “DII” are listed in Table 1. In addition, Fig.1 shows the distribution of the representative weak ground according to cohesion and internal friction angle. When the internal friction angle is relatively high and the cohesion is weak, the ground is categorized as sandy ground. Furthermore, when the internal friction angle is low and the cohesion is strong, the ground is categorized as clayey ground."

The tremendous engineering advances occurring during this past century are very evident within the boundaries of the Anthracite Section of AIME. The Steelton plant of Bethlehem Steel Corporation, located along the Susquehanna River just east of the Commonwealth's capital at Harrisburg, for more than 105 years has experienced a most dynamic life which has paralleled America's industrial growth. (Figure 1) In June 1865, just after the Civil War, a group of men met to organize the Pennsylvania Steel Company. The war had brought into sharp focus the vital importance of the railroads to the country's expansion. Until that time wrought iron rails were used, and the replacing of track after only several months wear had become an almost unbearable cost. The spirit of free, competitive enterprise and the prospects of a lucrative market compelled these men to form that first Pennsylvania Steel Company and to develop better rail products. They issued the following statement: "...our desire to free ourselves from dependence upon a foreign market (has) led to the organization of the Pennsylvania Steel Company, and the parties who have connected themselves with it are determined to produce upon American soil all the principal manufactures of steel that are now, at such a serious cost for freight, commission, insurance, exchange, duty, etc., and often, with so much delay and uncertainty, imported from abroad. Design of the Bajo de la Alumbrera Project started in June 1995 and concentrate production commenced early in the Third Quarter of 1997. The project is situated in North-Western Argentina and is being developed by Minera Alumbrera Limited which is owned by MIM Holdings Limited of Australia (50%), North Limited of Australia (25%) and Rio Algom Limited of Canada (25%). This paper outlines the key features that were incorporated in the design from both process and plant layout perspectives. It explains the background of flowsheet and equipment selection for the plant. A feature of the flowsheet is that it incorporates gravity gold circuits in both primary and regrind circuits for recovery of gold to dore as well as in the copper concentrate product.

Most of the coal presently used by the utility industry is cleaned at preparation plants employing wet processes. While water is the mainstay of coal washing, it is one of the least desirable components in the final product causing a reduction of the heating value as well as handling difficulties. Currently available dewatering techniques are inefficient for dewatering very fine coal (minus 325 mesh). The US coal industry has expressed serious concern about utilizing advanced cleaning processes such as column flotation because an efficient and economical dewatering process is not available.

Environmental regulation in Mexico has matured dramatically and effectively in the last decade. The gap between environmental regulation in the United States and Mexico is rapidly narrowing, so much so that it is no longer necessarily less burdensome to operate in Mexico from a regulatory perspective. This paper is intended to give a general overview of the system of environmental regulation in Mexico. The actual application of Mexican laws and regulations governing the environment to a specific operation will require a much more detailed review of the applicable environmental standards.

In maybe the world's first in a mine project financing, a US $55 million Rehabilitation Indemnity was given on behalf of the banks in a US $250 million loan to develop the Ranger uranium mine, Northern Territory, Australia. The basis of the financing was an estimate of removal of the tailings and replacement into the pit. The Indemnity was amortized by a sinking fund from the mine's revenues. Such a concept could be valuable for mineral developments in sensitive areas or jurisdictions such as British Columbia or Alaska.

Real option value (ROV) method is considered to be more practical and advanced compared to net present value (NPV) method in evaluating a mining project, in particularly when there is substantial uncertainty in the commodity market as well as possible operational flexibility embedded in the project. Usually, it may take months or even years for the commodity product to be available in the market after the mining activation decision is made. The impacts of postponing the delivery of commodity product on the mine?s ROV and NPV are assessed based on the proposed real option method. Postponing the delivery of the products leads to declined NPV and ROV compared to the non-postponing scenario and extended postpone results in higher lost values in NPV and ROV. For a mine with lower mining cost, by postponing the delivery, the exercising threshold of commodity price is lower because the mine owner anticipates that commodity price may rise during the time of postponing. A mine with higher mining cost requires a higher exercising price threshold to ?lock up? the profit when there is ambiguity of market situation due to the postponing of the delivery.

"One of the major problems discussed over the last years is a possibility of mining of seafloor massive sulfide deposits. In spite of the pessimistic points of view on their commercial development, they are still of great interest and continue to be studied (Hannington et al., 2011). Recently, Barriga (2012) paid special attention to the underestimated amount of massive sulfide hydrothermal fields and pointed to the importance of the buried fields and subseafloor mineralization.This study examines the geochemistry of seafloor and subseafloor precipitates collected at the Peterburgskoe (19°52´ N) and Irinovskoe (13°20´ N) hydrothermal fields (MAR) during the 34th cruise of the R/V Professor Logatchev in 2011. These fields were discovered by the Polar Marine Geosurvey Expedition in 2010 and 2011, respectively (Shilov et al., 2011; Beltenev et al., 2012). The Peterburgskoe field, associated with basalts, is located 16 km west of the main rift valley at the depth of 2800-3100 m at the junction of a large non-transform discontinuity with the second rift ridge parallel to the rift valley. The Irinovskoe field occurs at depths of 2700-2850 m and has a northwestern satellite sulfide site, both confined to an oceanic core complex (MacLeod et al., 2009), which includes mafic and ultramafic rocks. The details of geological structure of the fields may be found in the relevant papers.Diverse samples were collected from the hydrothermal fields: seafloor massive sulfides, Fe-hydroxide crusts, SiO2-rich sulfide-bearing precipitates, and subseafloor mineralized rocks (Melekestseva et al., 2014a). Massive sulfides may be subdivided on the Fe-rich and Cu-rich types. The marcasite-pyrite, pyrite, hydroxide-marcasite, and chalcopyrite-pyrite (Fe-rich) mineral types are dominant in the Peterburgskoe field at lesser amounts of sphalerite-hydroxide-chalcopyrite and pyrite-covellite-chalcopyrite (Cu-rich) massive sulfides. The mineralized sulfide-talc-carbonate-chlorite, chlorite-sulfide-quartz, and hematite-sulfide-quartz rocks host stringer-disseminated sulfides including chalcopyrite, covellite, and pyrite."

Using an agitated column 203 mm (8") diameter by 1829 mm (72") tall with independent agitation units for the gas dispersion zone and the collection zones, respectively, permitted the independent evaluation of the attachment and the detachment mechanisms for the chalcopyrite/ silica system. Three particle size fractions were used in this study, i.e. coarse (+75 µ m), intermediate (-75 µ m + 10 µ m) and fines (-10 µ m). The optimum selection of the two agitation zones for the three particle size fractions were determined as a function of grade, recovery, residence time and air superficial gas velocity.

The Electric Power Research Institute (EPRI) initiated a program in 1976 to develop and demonstrate an instrument system for on-line continuous measurement of coal properties. The program has focused on the use of Prompt Neutron Activation Analysis (PNAA) for elemental determinations and microwave absorption for moisture determination. One of the major results of the EPRI program is the development of the CONAC (Continuous On-Line Analysis of Coal) instrument, with Science Applications, Inc. (SAI) as the prime contractor and Kennedy Van Saun Corporation as a subcontractor.

Innovation in the tilemaking ceramic industry is stressing properties like powder flowability, ability to toughen green tiles, so turning technological requirements of ball clays ever stricter in terms of plasticity, dispersion in water, rheological behavior, workability in the green state, refractoriness and firing colour. Technological performance of ball clays was improved by taking as benchmark the highest quality raw materials on the market. The mineralogy, plasticity, methylene blue index and ceramic response of the Patagonian ball clays are analogous to those of European clays, but improvement is needed to approach the highest quality materials. On this basis, the Frente A, Super, Puma, and Lote 8 deposits were selected and their characteristics enhanced by additions of highly plastic and white-firing corrective clays targeted on the benchmark. Porcelain stoneware formulations, containing improved ball clay mixes, were experimented at both laboratory and industrial scale. The improved ball clays behave like the best raw materials currently used, although modest changes occur in the mechanical properties, water absorption and whiteness of the fired products.

Three spatially separate porphyry copper/molybdenum deposits are associated with the Tertiary Needle Creek igneous center in the southern Absaroka Mountains, Wyoming. In all three deposits a central zone containing disseminated copper and molybdenum is surrounded by a halo of small, discontinuous base and precious metal veins. Propylitically and phyllically altered rocks are common in all three mineralized areas, and potassically altered rocks are locally present. Fission- track age data from apatite and zircon indicate that mineralization occurred about 32-40 m.y. ago. Limited data suggest that the lead isotopes are nonradiogenic, similar to porphyry copper deposits elsewhere in the western United States. The complex igneous history of the Needle Creek center has involved several periods of intrusive and probably extrusive activity. lntrusive rocks are calc-alkalic and include andesite, granodiorite, diorite, quartz monzonite, dacite, and rhyodacite. Stocks (1-30 kmz in exposed area), radial dike swarms, and sills make up the presently exposed plutonic masses and constitute lower-level vent fillings in an old stratovolcano. The Needle Creek igneous center is located approximately midway along a northwest-trending belt of intrusive rocks extending more than 100 km along the central axis of the Absaroka volcanic field. The igneous and mineralized centers within this belt were probably localized at the intersections of northwest- trending Laramide and possibly Tertiary fracture systems and earlier northeast-trending Precambrian structures in the underlying basement rocks.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

The present trend toward concentration of mining activities into fewer sections of a coal mine and application of automation and remote control technologies favor utilization of the longwall mining method. Longwall mining also offers the potential for improving safety and productivity, better ground control and higher levels of recovery. The production potential of a longwall operation is determined by the interaction of several factors including the rate of face advance, the thickness of extraction, the speed of cutting and hauling equipment, the physical dimensions of a longwall panel, and the reliability and availability of the equipment. Some of these factors are dictated by the environment in which the extraction process is to be undertaken. Some other factors, however, can be manipulated in order to optimize the production of the system. The objective of this paper is to develop a stochastic model to simulate the production operations in longwall mining. The activities and parameters that affect the production potential of the longwall operations and the relationships between the activities are identified. An attempt is made to verify these relationships through the use of existing data. The model is then used as a computer simulator to investigate the effects of various activities and parameters on the production capacity of a panel.

A couple of miles southwest of the town of Saltville in the western tip of Virginia is a little village called Plasterco. Gypsum has been produced in this area since about the year 1815, being originally found as small outcrops at the surface. Production in the early days was very small, and the use of the mineral was limited to that of "land plaster" or ground gypsum which was spread on the land to sweeten the soil. In the late 1800's, a small calcining plant was constructed and the production of gypsum plaster began. About this same time, the surface rock was depleted and it became necessary to begin underground mining operations in order to maintain a continuous supply of raw material. The United States Gypsum Company became interested in this property in 1909, and has operated there ever since, having enlarged the calcining mill and built a plant for the manufacture of gypsum wall-board in the middle 1920's. Production of gypsum continues from underground' mining operations, and the present mine at Plasterco is now about 1,000 feet below the surface, making it the deepest gypsum mine' in the world.

Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. The paper accepts the premise that surface mining should attempt to minimize environ-mental damage and to maximize future alternative uses of land by appropriate reclamation. I. The use of pulverized coal for generating power and performing industrial processes has made an important contribution to our industrial economy during the past half century. Actually, the burning of coal in powdered form is a subject that has held the attention of engineers for a century or longer. Its widespread use, however, is comparatively recent, As early as 1866 patents were granted to Messrs. Whelpley and Storer for a method of feeding pulverized coal into a furnace as an auxiliary to the grate fuel. In the many tests made during the subsequent years with various kinds of apparatus, the experimenters were handicapped in not getting the coal fine enough to obtain complete combustion and to prevent excessive formation of slag.

My topic today is future trends in compensation for the mining industry. I seldom get the chance to speak about a subject of such immediate interest to an audience, so I would like to make the most of this opportunity by telling you that everybody in this room will become rich beyond his wildest dreams in the next few years. I would like to open my talk that way, but in compensation, like everything else, there is a great gap between dreams and reality. Back to reality. When we talk about compensation, we?d better define our terms because the compensation is really an umbrella for five basic types of payment made to management personnel. The exploiting of geothermal steam is a new endeavor in this country and is for that matter a very new science in the world. With the majority of steam wells in the world having been drilled during the last twelve years relatively little experience and knowledge has been gained that can guide us as compared to the techniques the oil and gas producers have developed for their use. We few technical personnel associated with the field find it a continuous challenge to understand and explain what effects or causes the various unusual phenomenon experienced. We have had unending discussions attempting to formulate pet theories which we can use as guides. We know, so the geologists tell us, that the source of the heat is from the hot magmatic core of the earth. Theory has it that the magma is cooling off and that hot gases are given off as this magma cools and shrinks. In volcanic' areas along fault lines where the magma reaches closer to the surface than in other areas, there is a higher concentration of gas evolution; consequently, geyser or geothermal areas are developed. As these hot gases rise toward the surface they encounter various minerals, including overlying bodies of water. It is into these underground lakes that our wells are penetrating. As the heat enters these lakes it spreads out by conduction, convection and water migration. We can strike this hot water over quite large areas in many of the geothermal fields. At present there is one anomaly to this in the United States as there is in Italy where our wells do not penetrate a hot water lake. This is at The Big Geysers in California. Here superheated steam is produced with a heat content, so high that it could not have been boiled off of a fresh water pool. This puzzled us until last year when a well was completed into a large body of brine in the Imperial Valley. This brine exists at close to 500°F and at a hydrostatic pressure sufficient to preclude any boiling. It is now believed by some of us that a similar pool of brine must exist below The Big Geysers area, from which the steam is emanating. If there is such a brine pool, it offers a plausible explanation of the high-heat content, for brine boils at a higher temperature than fresh water. I am now beginning to think that a similar brine pool may exist under all the geothermal basins for if it is under two of them, it is highly probable that it is under the others. The partial understanding of what we are drilling toward, and formulating a theory to explain its behavior helps guide us in our steam well drilling.
