WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

The term “Paste Technology” was first used in the late 1980’s. It was used to describe a high fines (15 wt% or greater minus 20 microns), low water content backfill material that could be transported underground through a borehole/pipeline distribution system (4” to 8” dia.) at a yield stress similar to fresh concrete (100 to 400 centipoise). This “Paste Backfill”, unlike slurry transported backfills does not segregate into separate solid and liquid phases at low pipeline transport velocities or upon disposal into the underground stope. Paste backfills can consist solely of fine material, or can include fines plus sand and aggregate similar to a concrete mix. Pipeline transport of paste requires that sufficient fine material (minus 20 micron content) is contained within the mix to lubricate the pipeline walls to create a plug flow condition. For concrete, the fine material is supplied through the cement addition to achieve high compressive strength. For paste, the fine material is generally available in large quantities in the form of mill tailings. The paste tailings can be transported underground for use as backfill or discharged on the surface in a tailings management facility (TMF). This natural abundance of fine grained material is not exclusive to mine tailings but is common to many waste streams in many different industries. This makes the disposal of many waste materials very amenable to paste pipeline transport and placement as a non-segregating slurry. The potential use of paste technology for a wider group of waste materials was realized by these authors and others over two decades ago. Through the effort of this small group the use of paste technology has expanded over the years to become recognized as a low cost, environmentally superior, and technologically controllable method of transporting and placing specific material waste streams with a low water content and high placement density. The high yield stress nature of a paste also lends itself well to the blending of one or more coarse waste materials into the fine waste material paste stream. This allows all the waste materials to be transported by pipeline, increases their placement density; decreases the supernatant release/treatment, reduces contaminant mobilization, hydraulic conductivity and oxygen/water reactivity through encapsulation in the paste matrix. The following paper describes the present state-of-the-art use of paste technology in the world today. It also describes future uses of the technology that are under development and speculates on the overall use of the technology for waste management in the future.

In 1992, United States mine production of barite decreased 8.5%. Barite consumption, sold or used by grinding plants, decreased by 36.9% and imports decreased by 61.6% vs. 1991. World mine production decreased 1.5%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, decreased 11.9% according to the Bureau. The declared value, c.i.f. United States port, of all imported crude barite during 1992 decreased from $42.35/t ($38.42/st) in 1991 to $40.09/t ($36.37/st). Nevada continued to be the leading producer of barite with 88% of the total, followed by Georgia and Missouri. It is estimated that 80% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 20% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Ten¬nessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 90% was used in drilling fluids and 10% in the non-oilfield sector. This included barium chemicals and fillers in paper, plastics and glass. The tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1992. The average number of rotary rigs operating (717) was 16.6% less than the 1991 average of 860 in the United States. Crude barite imports were 518 kt (571,000 st), 61.6% less than in 1991. Imports accounted for 44.7% of the barite consumed (apparent) in the United States. During the year, China continued to be the leading exporter of crude barite ore to the United States with 67.2% of total crude ore imports. India followed with 31 %, and others with 1.8%. Conductive metal powders are important building blocks for today's micro-electronic circuitry. Formulated into inks, they provide the interconnects needed to complete a complex integrated circuit and the means to enter the world of miniaturization. Traditionally, the inks have been based upon expensive metals such as silver, palladium, platinum and gold because of their excellent electrical conductivity and resistance to corrosion and oxidation. The use of a copper based ink, as an alternative to precious metal inks, recently has received considerable attention. Instability in the prices and limited supply of certain precious metal systems have driven up production costs, making the development of a lower cost copper system more attractive to manufacturers. However, lower production costs are on1 y real ized if performance and reliability can be maintained. While the development has been driven by cost, copper does offer some significant performance advantages over noble metal systems: conductivity as good as silver and 4W better than gold; leach resistance better than silver and equal to gold; stability at high frequencies better than gold or silver; strong film bonding characteristics; and compatibility with most solders. These benefits, however, do not come without cost. The inherently reactive nature of pure copper, while providing unique performance properties, makes it difficult to process. Unl i ke precious metals which can be fired in air, copper would oxidize and so requires special furnaces and atmospheres. Despite these difficulties, the transition from precious metal thick film systems to copper is gaining momentum. Manufacturers of high density, high performance circuitry are exploring the performance advantages of copper over gold and silver and the manufacturers of consumer products are considering the potential cost savings of copper over silver-palladium. Sherritt has developed a fine copper powder for this industry. Through association with the ink manufacturers, it has been found that performance properties of the ink vary with the physical and chemical characteristics of the powder. Production Process The production of very fine copper powders at Sherritt is based upon the disproportionation of cuprous ions as outlined in Equation [1] (1).

Noise-Induced Hearing Loss (NIHL) continues to be a concern of the mining industry. A new noise standard (30 CFR, Part 62) is aimed at reducing NIHL in mining through engineering and administrative noise controls. However, the difficulty and expense of implementing engineering controls can make administrative controls an attractive alternative for reducing worker noise exposure. Over the last three years, the National Institute for Occupational Safety and Health (NIOSH) has conducted worker noise exposure surveys in underground and surface coal mines and coal preparation plants. The surveys revealed numerous possible administrative controls and an approach to implementation and analysis. The surveys have shown that worker dosimetry, time-motion studies, and equipment noise profiling are important aspects of effectively utilizing administrative controls. A description of the approach for selecting, implementing, and evaluating administrative controls, and a list of administrative controls, are reported.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. On Feb. 20, 1991, just over one year ago, President Bush presented to Congress his National Energy Strategy. It's a thick document of more than 260 pages, with discussions on securing our future energy supplies, increasing energy effi-

The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA's National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

To assess the value of various subsidence mitigation techniques, twelve linear foundations were constructed above a longwall mine. The structures were monitored during and after undermining, and footing curvatures at the time of cracking were compared with predicted values. An unreinforced concrete footing sustained substantial damage. Other footings received varying degrees of damage, with inclusion of a sand layer significantly affecting performance. A post-tensioned concrete foundation suffered minimal cracking. Also, a technique developed by the Bureau of Mines is presented for determining the subsidence, slope, curvature and strain of the ground surface.

Demand for both lead and zinc to the year 2000 will be characterised by modest to nil growth in mature economies, with positive 3 to 4 per cent annual growth rates in developing nations. Asia and China will feature significantly in this growth. Overall lead demand is expected to grow about 1 per cent a year, with industry becoming more dependent on the fortunes of the automotive industry as the lead-acid battery will be the only major end use to expand. Zinc will become more dependent on its main use, galvanising, as the automotive and construction industries move to high levels of dependence on corrosion prevention. Strong growth in zinc consumption in S.E. Asia, China and India is likely to feature widespread development of the continuous steel strip mini-galvanising line technology. Thank you Mr. Chairman for inviting me to this Conference. As an Australian I am honoured to be here to offer some thoughts about future trends in metal consumption -- with particular reference to the role of countries in my own neighbourhood, the developing Asian nations, including China. It is customary for a member of the producer fraternity to speak to the topic of future development. This is no doubt due to the fact that our companies are so often engaged in endeavours to determine the future prospects of the metals as essential background to massive investment decisions relating to the development of new mines and smelters. This is sometimes also applied in relation to the more painful decision of closures of aging operations. In this paper I have drawn upon recent studies by AM&S into the future of lead and zinc. While this work has been thorough and skillful, we are nonetheless left with uncertainty on a number of counts. Firstly. predictions in the past in our industry have not been all that credible. Need I remind a U.S. audience for instance of the Paley ' investigation setup by President Truman in 1950 to study U.S. copper requirements for 25 years in the future. Asarco's Simon Strauss gave those of us daring to forecast long term commodity trends a salutary reminder that the Paley Commission with all the expertise at its disposal missed the mark in its copper predictions by a very wide margin indeed. Additionally, it is difficult to take comfort from longer term economic forecasts. Too many important economic issues remain unresolved suggesting considerable caution. These include the threat of growing protectionism; low economic growth rates with stubborn unemployment levels; and levels of government expenditure at near saturation as a percentage of GDP, to name a few. However, on a more optimistic note. we can look to China, where there appears to be momentum in its economic growth; oil, where stable oil prices to the mid 1990's will contribute to inflation control; and the fact that LDC debt, while still a major issue, is declining in importance and priority. In the short time allocated to us. I wish to deal succinctly with the lead and zinc raw materials supply picture, which is one I do not believe will hold too many surprises for this audience. Following the review of raw materials supply, we will turn our attention to the changes in the pattern of demand towards the year 2000. emphasising the Asian position. In this context. I would like to focus on the theme of the changes in OECD consumption levels relative to those of the emerging nations. One area we will be paying special attention to is China.

Coal exploration may be defined as the acquisition of data necessary to define and acquire a block of coal which can be mined at a profit. Unlike ore minerals, coal resources are widespread and relatively abundant with supply exceeding demand in almost every case. Thus simple discovery of coal is generally not enough. The chemical and physical variability of individual coal seams, the capital intensive nature of coal mine development, and the changing patterns of utilization require that a multiphase, three-dimensional evaluation be made of each potential reserve. Factors which must be investigated include not only the quantity and quality of the coal but also the geologic, hydrologic, and engineering characteristics of the seam and its surrounding strata. Acquisition of property to provide a secure base for exploration and mine development is equal in importance to the geologic and engineering programs. The successful development of a coal reserve requires that control of coal and, in the case of a strip mine, the surface be in the form of contiguous blocks of sufficient size to support mining.

INTRODUCTION he most important information required for the engineering design of structures in rock is its inherent rock properties. Without providing adequate parameters on the rock property, high quality of the engineering design cannot be expected. Many laboratory rock testing methods have been developed, but they are mostly for testing intact homogeneous rock without appreciable discontinuities. In reality, the intact rock properties do not represent the behavior of rock masses because rock masses include irregularities such as joints, cracks, interlayers, variations in mineral compositjon, etc. In general the type and intensity of the rock defects may be much more important than the type of rock which will be encountered (Terzaghi, 1977; Bieniawski, 1984). In-situ rock testing can provide better information on rock parameters, but it takes a tremendous amount of effort, time and cost. In recent years, numerical modeling techniques are gaining popularity as a design tool for structures in rock bodies due to the enormous progress in computer technology (Wang, 1985; Kripakov and Melvin, 1983; Park and Ash, 1985), but it is quite dangerous to use numerical techniques without having proper input data. Bieniawski (1984) states as follows: Some design methods such as numerical techniques have outpaced our ability to provide the input data necessary for the application of these methods. In order to provide an adequate amount of input data, an extensive testing program may be required, thus major efforts in time and expenses are commonly spent, In this paper, a new rock testing method, which utilizes the principles of laser holographic interferometry, is introduced. This method requires only a few minutes to measure the modulus of elasticity and quality of a rock core sample, which does not have to be cut or ground. The Poisson's ratio can also be measured in a few minutes from a sliced rock specimen. HOLOGRAPHIC INTERFEROMETRY Principles of Holographic Interferometry In 1948, Gabor invented holography, which is the technique of reviving three dimensional images using a monochromatic light source. A full demonstration was not made then because a clean monochromatic light source was not available. Later, in the early 19601s, the laser was adopted as a monochromatic and coherent light source (Leith and Upatnieks, 1963). Since then, applications have been made in many different fields ranging from crime prevention to three dimensional television. In this technique, an image is usually recorded by means of constructing a hologram which is a record of the interference pattern formed on a high resolution photographic system as shown in Figure I. A beam splitter divides the laser beam into two beams: (1) an object beam which is expanded while passing through a beam expander and illuminates the object, and (2) a reference beam which is expanded and illuminates the holographic plate. Subsequent to an exposure, the holographic plate is developed and illuminated by the expanded reference beam. The original scene of the object is revived in a three-dimensional image. The entire instrument should be placed on a vibration free environment. The wave fields reflected by the object in two slightly different configurations can be superimposed to form an interference fringe pattern. Thus, it is possible to measure the displacement that took place between the two configurations. This method is called holographic interferometrv. There are two methods of achieving this phenomena. The first is the double exposure method, wherein two exposures of the object are made prior to developing the film. The first exposure represents the original condition and the second, the disturbed condition. The second method is the real time holographic method. In

Introduction One important class of manganiferrous ores is manganiferrous-silver ores. They occur in the oxidized portions of the silver deposits of the western United States. Silver is often associated with manganese oxides, which in some ore deposits are dispersed through calcite, causing the black color of the host rock, known as black calcite. Black calcites can occur in carbonate rocks (0.3 to 50 kg Ag/t) and in volcanic rocks (less than 30 g Ag/t). Silver mineralization associated with manganese oxides and black calcites can occur in veins (Hewett, 1968) or as disseminations (Graybeal, 1981). In the US, silver-bearing manganese veins are located in a broad arc that extends from southern Colorado to southwest New Mexico, southern Arizona, and southeast Califor¬nia (Hewett, 1964). Areas of disseminated silver-manganese mineralization include the Creede and Silver Cliff districts of Colorado and the Tombstone and Hardshell districts of Arizona (Graybeal, 1981). These deposits are also characterized by significant amounts of silver halides - cerargyrite (AgCl), bromargyrite (AgBr), and iodargyrite (AgI). Black calcites are also common in these deposits. Oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. In the past when these ores could not be smelted, they were treated generally by cyanidation at very low efficiency. The US Bureau of Mines (USBM) studied the problem of treating silver-manganese ores in the early 1920s (Clevenger and Caron, 1925). It was found that the refractory silver in the original ore was insoluble in all the common solvents for metallic silver and its salts. The conclusion was that to obtain the highest recovery of silver, all the manganese had to be dissolved or the higher oxides of manganese reduced to manganous oxide. More recent results from treating refractory silver¬manganese ores were given by USBM (Scheiner et al., 1973). The silver ores from Candeleria District, NV, and Round Mountain District, CO, were investigated. Electrooxidation experiments recovered only 34% silver with minor amounts of manganese dissolved. Sulfurous acid pretreatment followed by cyanidation revealed that silver extracted was proportional to the amount of SO2 used. A similar approach, using sulfurous acid pretreatment followed by cyanidation, was also proposed by Rhoades et al. (1984). Hazen Research Inc. performed extensive testing on silver and manganese dissolutions from Ag-Mn ores obtained from the Candeleria and Round Mountain ore deposits. The methods examined were direct cyanidation, pretreatment with sulfurous acid followed by cyanidation, malonitrile leach, and leaching with ammonium hydroxide-sodium thiosulfate under slight oxygen pressure. The results were not satisfactory. The importance of the vast reserves of Ag-Mn ores and the lack of an efficient method to recover these metals warranted a search for new technologies. One novel method for extraction of these metals is treatment of Ag-Mn ores with acidified thiourea solutions. Preliminary results of the leaching of silver and manganese from Ag-Mn ores were very encouraging (Pesic, 1984a) ; thus, it was decided to examine the new lixiviant in more detail. Experimental Ore from the Round Mountain District was studied. It was crushed, ground, and dry sieved into monosized fractions in the range of 16 to +400 mesh. The ore composition was about 90 g Ag/t and 3% Mn, depending slightly on size. The leaching experiments were performed in apparatus described elsewhere (Pesic, 1982 and 1984b). All experiments were performed at constant temperature conditions. The leaching residues were analyzed for silver and manganese. Few factors are as important as fluctuations in aggregate economic activity and exchange rates in determining the profitability of mineral investments. Macroeconamic theory explains how the two factors are interconnected in today's world and in tomorrow's. We can use macro¬economic theory to lessen some of the risks in mineral investments. And in the current state of the world the risks are high. The above paragraph summarizes our argument. Our goal in this paper is to examine the nature of contemporary business cycles so as to explain their implications for the metal industries, particularly the implications for capacity. Thus, our first section examines the workings, causes, and history of the recent economic fluc¬tuations. In doing so we must understand how current world economy is interconnected, that is, how economic events in one country are trans¬mitted to the rest of the world. Our view is that governments and central banks are key actors in the creating of economic fluctuations. Then, in section two, we work out the implications of section one for the metal industries focussing on comparative advantage, trade, and capacity decisions. Over the last fifteen years the world economic system has had slow overall economic growth and has had strangely unpleasant recessions. While future business cycle will not repeat the de¬tailed pattern we have seen, there will be similarities. The similarities need to be under¬stood before investment occurs. The slow growth in the world economy since the early 1970s has aggravated the problems from business cycles, created its own problems, and has partially hidden the effects of other events. Major realignments of currencies are likely to take place over a business cycle. The nature of the causes of the cycle will determine the direc¬tion of change in the exchange rates. For example, whether a USA recession will be accompanied by a weaker or a stronger dollar will be determined by the cause of the recession. The realignment of currencies over a business cycle leads to a realignment of comparative advantage in the metal industries. Thus, not only will world metal consumption vary over the business cycle but the impact on various countries' metals industries will differ consi¬derably. Competitiveness often depends more on the value of the dollar than it does on inherent efficiency and wage rates. Capacity decisions are inherently riskier due to the country specific nature of exchange rate risk. A realignment of currencies changes the pattern of trade if and only if the country with the cheaper currency also has idle capacity. The importance of our topic is indicated by Table 1 which shows the impact of cyclical and exchange rate shocks on the USA metal industry. Froth removal rate is perhaps the most important parameter in scaling up from laboratory tests to plant froth flotation circuits. The WEMCO froth factor, the percentage of the froth height over the lip of the cell, accounts for the difference between laboratory and plant froth removal rates. As laboratory tests are generally run with a high pulp level, laboratory results are directly comparable to plant results only when a high froth factor (high pulp level) is run in the plant. When a plant does not have a high pulp level, laboratory results must be modified by using a ratio between laboratory and plant kinetics to predict plant results. This ratio, which accounts for the froth factor is important in testing any new reagents or reagent dosage levels. CQ Inc. researchers have used predictive scale-up equations using this froth factor coupled with equations for kinetics and the residence time distribution in the froth flotation cells. These equations show that modifying the froth factor in the plant can have a large impact on flotation cell yield and reagent use. EQUATIONS DESCRIBING FROTH FLOTATION Scaling up from laboratory- to plant-scale coal froth flotation has been the subject of much research and debate over the years. Determining the proper rate equation to describe flotation kinetics and an equation to describe the residence time distribution in a bank of flotation cells have been particular areas of study. As shown in Tables 1 and 2, various rate equations and residence time distribution equations have been proposed in the literature. These equations consist of one or two parameters giving the rate constant(s) in units of time-1 and a parameter for recovery at infinite time, [Roo]. Dowling, Klimpel, and Aplan (1985) evaluated the rate equations in Table 1 for their ability to fit froth flotation kinetic data and found that all of the equations give reasonably low standard errors. Several of these equations, however, proved to have superior confidence limits for the parameters. Other equations have also been proposed to describe the recovery versus time profile. Most recently, Diao et al. (1992) proposed a first-order form with a sine wave distribution. As indicated in Table 2, investigators have suggested many equations to describe the residence time distribution in continuous froth flotation. To measure the water residence time distribution in a bank of cells, a soluble tracer is often used, with the level of tracer being measured over time at the tailings discharge. This response is then put on a dimensionless basis as described by Austin et al. (1984) in order to compare mixing behavior between cells or under different conditions. Coal flotation cells are generally of the flow-through or hog-trough variety allowing for some degree of backmixing and short-circuiting. While the water residence time distribution (see Figure 1) at the end of one cell in a bank of 1.4 cu ft WEMCO froth flotation cells may approximate perfect mixing conditions (Arnold, 1989), the water residence time distribution at the end of a bank of cells does not. Figure 2 shows the RTD for various flotation cell types compared to that for perfect mixers in series. To better describe the water residence time distribution in coal froth flotation cells, Van Orden (1986) used an equation similar to the perfect-mixers-in-aeries equation. This

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. During several years of operation in Europe, South Africa and other locations, the Tri-Flo process has demonstrated substantial improvements in dense-medium dynamic-separation systems. The reasons for this improvement are: • a high-sharpness separation due to the multistage system and the application of new concepts in the design of the regeneration circuit and in the control of the medium Theology, and • the possibility of performing two cuts at different densities using a single separation device and a single regeneration circuit. This paper discusses the above points in detail with particular reference to the multistage technology (based on the circuit analysis theory) and to the control of the medium rheology (based on recent work in the modeling and simulation of the rheological behavior of dense suspensions). Concerning the multidensity separation, information is given on the new three-stage separator where the high-density separation is performed by the first stage and the low-density separation is performed by the second and third stages. This configuration (already realized in two operating plants) was selected because no particular sharpness was required at the high-density separation, while high sharpness was required at the low-density separation. However, the configuration can be inverted or a fourth stage can be added (at very low additional cost) to provide two stages for each separating density. The importance of achieving a high sharpness separation is related to minerals (industrial minerals in particular) where the density difference of the phases to be separated is very low (as in processing of lithium ores, feldspar- and others). Information is provided on plants operating in South Africa and Canada, for the beneficiation of lithium minerals and on a plant under construction in Italy for the beneficiation of feldspar. Finally, the importance of making the separation at two densities is emphasized with particular reference to coal; i.e., producing a low-ash premium coal and recovering, in the middling, a by-product without losing heating value. Also, very important for some minerals is the production of a high-grade concentrate (at the first stage) suitable for sending directly to metallurgy (e.g., chromite ores) and the production of a low-grade concentrate that can be further treated. In this way, a higher overall recovery of the valuable mineral can be achieved, and, at the same time, a reduction of the treatment costs can be obtained. All of the above applications were once considered impossible.

GENERAL DESCRIPTION The Climax mine is located 161 km (100 miles) southwest of Denver on Fremont Pass astride the Con¬tinental Divide. Climax employs 2800 people to pro¬duce 42 670 t/d (47,000 stpd) of molybdenum ore. The Storke level, the main underground level, produces 19 970 t/d (22,000 stpd); the 600 level, the lowest ac¬tive underground area, produces 7260 t/d (8000 stpd); and the open pit presently produces 15 430 t/d (17,000 stpd), Fig. 1. A panel caving method is possible because of the favorable geology and geometry of the Climax ore body. Geology The Climax deposit is composed of three separate ore bodies formed in a massive Tertiary stockwork which penetrates Precambrian granites and schists. The ore bodies are elliptical in plan with overall dimensions of 914 x 1219 m (3000 x 4000 ft). In section the ore bodies are arcuate with an overall height of 457 m (1500 ft), although the depth is not firmly ascertained. Ore grade decreases rapidly into a highly siliceous cen¬tral core and more gradually toward the outer bounda¬ries of the deposit. The mineralization is relatively continuous in the ore zone and contains few dilution-causing waste inclusions. Molybdenite is contained in pre-ore fractures which were largely recemented during the three mineralization pulses. Postore fractures, with a spacing of a few inches to several meters (feet), render the deposit amenable to caving when it is undercut. The peripheral rock caves similarly to the ore, but the central core is competent and is difficult to cave. Caving Feasibility Successful caving action requires an undercut area of approximately 122 by 122 m (400 by 400 ft). When the undercut area exceeds this minimum distance, the arching effect is lost, and the ore column collapses. Ore extensions from the main cave area less than 122 m (400 ft) wide usually cannot be caved. Waste or low¬grade areas within the deposit can be left if they are large enough to carry weight around openings passing through them. Experience indicates that these areas should be over 30 m (100 ft) in length and width. Smaller unprofitable units of waste, such as postore dikes, are mined to avoid weight problems and result in ore dilution. Successful caving and ore recovery are dependent upon timely ore removal from the undercut zone because columns of immobile ore inhibit caving and concentrate weight onto the underlying workings. Climax experience indicates that a finger (drawpoint) spacing* averaging 10.4 m (34 ft) yields an excellent caving action and a 92.5% ore recovery at the estimated grade. Within the investigation works for the Copenhagen Cityring metro, Geo/CMT have carried out 90 geotechnical boreholes. Together with the previously available investigation, this resulted in more than 15 km of vertical drillings and several thousands of laboratory tests. The design is made for 17 stations, four shafts and two parallel 16 km long tunnels. The geotechnical investigation and design have been carried out in several stages comprising appropriate refinement of structural design and design of excavation operations, including TBM break-in and launching operations at each station shaft. Acceptance of the solution and / or refinement of the investigation and design schedule in the next stage were based on the geological conditions, area availability at surface level, planning and cost-control criteria. The applied recursive design refinement is presented herein with an example of the Østersøgade shaft location.

Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China's chemical and fertilizer industries. At last count, China's phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China's phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China's present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China's nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country's development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry's development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China's fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country's 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem's solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment.
