he selection of mill design parameters to suit the applica­tion requirements can result in quite different operating parame­ters for each generic type of application, even though the basic mechanical layout of the mills may remain similar. The selection of the type and size of grinding media is very important to efficient and cost-effective operation, and to ensuring that the milled product achieves the required properties. Accordingly, the grinding media selection is seen as an integral part of the mill design. Consideration of the requirement for classification is important in order to achieve the optimum mill and circuit performance. This can lead to the circuit feed not being classified for a steady feed with minimal slimes and a low size reduction ratio. Feed containing on-size particles would be deslimed by open circuit classification. Closed circuit classification is performed where the feed fluctuates. The rheological characteris­tics of the circuit feed slurry can have an influence on mill performance, and needs to be allowed for. A common misconception frequently encountered is the belief that "a mill is just a mill". This is not the case with stirred types of mills, since the operating parameters selected for the mill can have a large effect on the product characteristics. For example, horizontal shaft high speed stirred mills have a com­pletely different grinding action to vertical shaft low to medium speed stirred mills, which results in large differences between the surface area produced at a given product size (Liddell, 1986). Hence, it can be misleading to apply test results or design procedures obtained from one type of mill to other types for scale-up. The Metprotech stirred mill, as applied in the mining and minerals industries, is a low to medium speed vertical shaft mill. The basic design has been discussed previously (Liddell, 1989). Currently, the largest mills that have been manufactured have an installed power of 400 kW. The largest chamber volume at this power is 6000 litres, containing IO t of grinding media. It is intended that the installed power will increase up to lMW as applications requiring larger sizes arise.

INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

INTRODUCTION The two unit operations in cut-and-fill stoping that would benefit most from increased mechanization are drilling blastholes and moving broken ore to the ore¬passes. Drilling in current practice is done with hand¬held jackleg and stoper drills. Broken ore is commonly moved from the face to the orepass by a small slusher. This type of equipment can be easily moved through the raises. Hand-held drills have a slow drilling rate and require one operator for each machine. Drilling can be done much faster by small jumbo-mounted machines as two or more drills can be operated by one miner. Load-haul-dump (LHD) units move broken ore from the face to one or more orepasses at a much faster rate with less loss and dilution than slushers. These units are mobile and may be used at more than one place during a shift. The problem which must be overcome in applying this higher degree of mechanization is the restricted means of access inherent in current practices. Cut-and¬fill methods are usually applied to mining veins that are narrow, irregular in dip and strike, or where ground con¬ditions require the support of sand fill. The mechanized equipment which is needed to accomplish high produc¬tion cannot be raised or lowered through raises without being disassembled. A jumbo which will give the desired performance would be mounted on a rubber-tired carriage with a diesel engine for propulsion. Twin hydraulic booms run by a small air motor would carry pneumatic drills. Over¬all dimensions of the unit would be about 8 m (26 ft) in length, 1.6 m (5'/z ft) in width, and 1.6 m (5'/z ft) in height. An LHD of the desired capacity would be rubber¬tired and either diesel or electric-powered. The overall dimensions of a 2.3-m (3-cu yd) unit will be about 8 m (26 ft) in length, 1.8 m (6 ft) in width, and 1.5 m (5 ft) in height. It will weigh about 12 700 kg (28,000 1b). It can readily be seen that conventional raises can¬not handle this size equipment. The most desirable means of access enables equipment to be driven into the stoping areas. Ramps can enter the stope by being driven upward in the vein walls or by being developed in the vein on top of the fill as the stope advances. This ramp system not only permits the use of rubber-tired equipment in multiple working places but also enables its removal for repairs without component breakdown. In the proposed method, as in conventional cut-and¬fill stoping, sand fill will replace the mined-out ore. By constructing an inclined timber floor at one end of the stope, a ramp can be maintained on top of the fill and advanced as the stope is advanced cut by cut (Fig. 1). The ramp is, therefore, developed during the stoping process and is only driven as a tunnel when rising over and around the sill and crown pillars. A stoping section consists of three blocks of different geometric shapes. The first and last blocks to be mined will be triangular in the plane of the vein, and the blocks between will have the shape of parallelograms (Fig. 1). The first block will develop the initial ramp by breast stoping and filling to the ramp floor (Fig. 2). The ramp will need to be completed through to the next level be¬fore stoping of the subsequent block can begin. The subsequent blocks are mined by back stoping with the next ramp being developed at the other end of that block (Fig. 3). The length of each subsequent block can be varied without changing the slope of the ramp. As the new ramp is developed, the previous ramp is filled along with the stope cut. Access up and down is maintained through the stope. The final block is again breast stoped as no new ramp will be developed at the end line for jumbo egress. Boreholes provide ventilation between levels as well as utility access. They can also provide a secondary escapeway for personnel during periods of development. These boreholes would be located about 3 to 4.5 m (10 to 15 ft) in the footwall and spaced about 183 m (600 ft) apart along the vein. The orepasses are spaced about 61 m (200 ft) apart in the vein. This spacing allows not only a short tram for the LHD unit but also provides surge capacity for the ore between haulage trains. These passes are raised from the haulage levels. As development progresses, the raises are driven through the sill pillar, and then car¬ried in the fill as stoping progresses. Ventilation and utilities can be maintained through an orepass when it is not needed for ore. The end line orepasses are intended for this purpose as well as for personnel emergency egress. Overall dimensions and criteria assumed to illustrate the ramp method of access in a highly mechanized cut¬and-fill stope are: haulage level spacing of 61 m (200 ft); ramp gradient of 17%; average dip of approximately 1.57 rad (90°); initial stope length of 358 m (1177 ft); subsequent stope length of 179 m (588 ft); average stoping width of 3 m (10 ft) ; sill pillar thickness of 3.6 m (12 ft); crown pillar thickness of 1.8 m (6 ft); bored raises of 1.5-m (5-ft) diam; and cribbed orepasses of 1.2 x 1.2 m (4 x 4 ft) through the sill pillar and 1.2 m (4 ft) square inside the cribbed portion. DEVELOPMENT The ramp access system lends itself well to conduct¬ing the several phases of development concurrently. In connection with Project Payette, which is concerned with the detection of underground nuclear explosions, it was necessary to determine the technical feasibility of constructing and maintaining a large (approximately 315 feet in diameter) unsupported underground cavity at a depth of approximately 2700 feet in the Tatum Salt Dome in Mississippi. The dimensions and the location of the cavity in the salt dome were governed by criteria laid down by the Atomic Energy Commission. Within the framework of the specified criteria, cavities of various shapes and dimensions could be utilized. One aspect of the feasibility study was to investigate the structural stability of various cavity shapes and to recommend a preferred shape. This paper summarizes the studies that were conducted to evaluate the structural stability of various proposed cavities.(l)

The Mid-Continent Geophysical Anomaly (M.G.A.) which extends from Michigan into Wisconsin, Minnesota, Iowa, Nebraska, and Kansas, has recently been the object of intense preliminary oil and gas exploration activity involving widespread land leasing, seismic data collection, permitting of deep exploratory holes and other activities (Paul et al., 1985). This report describes the remote-sensing techniques and results of the application of these techniques to study the geology of the M.G.A. and the surroundings in Iowa. In early 1981, Coal Valley Natural Resources contracted Geospectra Corporation to find a large, (100,000 acres or larger) lease block for wildcat oil and gas exploration. The southwest Iowa area was chosen for several reasons. First, southwest Iowa contains the northeast portion of the Forest City basin (Figure 1) which has produced oil and gas from numerous fields in Kansas, Missouri, and Nebraska (Landes, 1970; Petzet, 1982).

Ion exchange techniques have been growing fast and spectacularly in all phases of Science for the last two decades, but still its acceptance as a unit operation in Metallurgy is resisted. Mainly this is because ion exchange procedures are thought of as glamorous techniques by which only relatively expensive metals are to be recovered. Perhaps this concept comes from the early and basic marriage of uranium and other high price metals and ion exchange procedures. The general trend is that ion exchange technique requires equipment and materials which are too expensive to economically perform a chemical step whenever "cheap" commodities are produced. However, we are here presenting a means of utilization of waste hydrochloric acid by an ion exchange technique. We have studied this from the engineering and economic standpoint in a number of variations of the main procedure discussed here and we-conclude that under proper economic circumstances, the cost of the ion exchange material as well as the equipment and labor involved in the ion exchange section, is by no means unreasonable.

The purpose of this paper is to outline the advantages and disadvantages of single tube and twin tubes for subway systems. Different aspects such as diameter of the tunnel (tunnel spaceproofing), configuration of subway line and stations, impacts on passenger safety and evacuation, ventilation system as well as rail system for each solution were evaluated and compared. In addition, a multi-criterion approach is established to facilitate the decision making for these two different subway systems. The practical example of a mega project has been discussed and the details of the decision-making process has been explained. This proposed multicriterion can be used to facilitate selecting the best subway system in any urban areas.

High Pressure Grinding Roll (HPGR) technology has been evaluated to replace tertiary cone crushing at Coeur Rochester operations (Coeur Rochester, Inc.) as an opportunity to improve silver recovery. In 2016 and 2017, onsite and third-party pilot programs were initiated to evaluate the impact of metallurgical recovery and heap leach performance of crushed product generated by an HPGR. In 2018, Forte Dynamics evaluated the HPGR laboratory metallurgical data from Coeur Rochester and all third parties to develop field-scale leach curves based on new crushing scenarios. The laboratory recovery test work data was consolidated and scaled to field conditions to determine projected heap leach performance. Based on the metallurgical testing conducted, the replacement of current tertiary cone crushers with HPGR technology has the potential to increase Coeur Rochester’s silver recovery rate by 8%, from 61% to 69%, and shorten the overall timing of silver recoveries from 20 years to just over two years. INTRODUCTION The Rochester mine, and associated valley fill heap leach facilities is an open-pit silver and gold mine located in Pershing County, Nevada, approximately 26 miles northeast of the city of Lovelock. In 2017, Rochester produced approximately 4.7M troy oz silver (Ag) and 51k troy oz gold (Au). Ore mined at Rochester is either fed directly to the primary X-Pit crusher, crushed at an in-pit crusher system, or placed directly onto a heap leach pad as run-of-mine (ROM). Both crushing circuits are comprised of three stages of crushing to produce a nominal 3/8” ore. Primary crushing consists of jaw crushing while secondary and tertiary crushing are composed of varying cone crushers. Historical recovery rates of crushed Rochester ore average 61.4% Ag and 95.9% Au over a period of 20 years [1]. These rates were derived from third party verification of in-house metallurgical test results, crusher production and heap leach production results from 1986 through 2004 in a private report for Rochester produced by KD Engineering Co., Inc. Recovery rates are regularly verified by compositing daily samples of ore delivered to each leach pad from the X-pit crusher, in-pit crusher, and/or ROM. A proportionate split of each sample is used to generate monthly composites for metallurgical analysis utilizing column leaching and bottle roll leaching. These tests are run in a manner analogous with production conditions and deliver test results that provide expected heap leach performance. As the Rochester oxide deposit has been mineralogically and metallurgically consistent, the gold and silver recovery trends have also been consistent over the life of the project. In 2016 and 2017, onsite and third-party pilot programs were initiated to evaluate the impact of HPGR technology to metallurgical recovery and heap leach performance of crushed product in an open circuit configuration, as a potential replacement for the currently in place tertiary cone crushers. During these years, HPGR was evaluated in three phases of test work.

Central Mexico's mining districts, opened centuries ago during the Spanish conquest, still form the backbone of metal mining in the country today. Beginning at Chihuahua City, the Second Mexican Mining Rail Excursion traveled southeast from camp to camp through this major mining area to Taxco. Improved exploration, exploitation, and beneficiation methods have permitted continuous mining of many old deposits, and led to the discovery of new ones. Minerals not sought by early miners-lead, zinc, copper, and fluorite-now contribute substantially to mining activity in central Mexico. Of Mexico's five physiographic provinces, the rail excursion passed through two: the Mesa Central, and the Sierra Madre Occidental. The Mesa Central province is a wide tableland with basin and range topography, containing important base metal deposits. Mining in this region is primarily of limestone replacement ore bodies. Massive deposits form horizontal mantos or vertical chimneys. In northern Zacatecas, the Santa Eulalia and Naica mines demonstrated this character. The Sierra Madre Occidental lies west of Mesa Central in northern states, then widens to almost the entire width of the country from outside Mexico City to the southern border. The area consists of volcanic beds, several kilometers thick. These intermediate volcanics are primarily andesitic, of Tertiary age. Resting on older strata of adjoining physiographic divisions, the volcanic beds are overlain by a thick series of acidic flows and tuffs. Economic mineralization in the Sierra Madre Occidental is vein-type, primarily gold and silver. Mines at Fresnillo, Guanajuato, Pachuca, and Taxco contribute to the claim that this region is the center for precious metals in Mexico. A third type of mineralization, contact metamorphic deposits, is commercial at Santa Eulalia. First Stop, Santa Eulalia Mine tours began with the Santa Eulalia unit, located 25 km east of Chihuahua City. Mining in the region dates back to the early 1700s. The oxidation zone was worked until 1790, but mining declined until Asarco arrived in the early 1900s, building a selective flotation plant for treating primary sulfides. Asarco still owns 34% of Industrial Minera Mexico, S.A. (IMMSA), operator of the Santa Eulalia mine. Santa Eulalia currently has a milling capacity of 850 t/d. The San Antonio and Buena Tierra mines provide feedstock. Head grades at San Antonio, the mine participants toured, average 80-120 g/t of silver, 1.5-4.5% lead, 4-16% zinc, and 0.1-2.5% copper. Tin and vanadium were also recovered between 1930 and 1940. Estimated proven and probable reserves total about 7.6 Mt, although 1.8 Mt of reserves are located in areas of high water pressure and volume, which makes extraction difficult. Water is a significant production problem at the San Antonio mine. In one area, an AX drill hole encountered 2.6 m3/min (700 gal/min) at a pressure of 2.5 kPa. Introduction Some unique opportunities exist for industrial minerals in British Columbia and Alberta. The region's diversified geology, particularly in British Columbia, offers favorable environments for a rich variety of mineral resources. Many minerals have been produced for years. For some, however, the level of production is far less than the potential. Others have had production in the past, but are not currently produced. Still others are known to exist and may have been actively prospected. But they are not yet developed. In addition, a number of speculative possibilities have recently come to light. The potential significance is not fully confirmed, but is suggested in showings in favorable geologic settings. Location and geography British Columbia and Alberta are the westernmost provinces in Canada (Fig. 1). The region overlaps two major physiographic divisions of the country, the Cordillera and the Interior Plains. It also takes in a small segment of the Canadian Shield on the east. The entire territory is greater than 1.6 Mkm2 (618,000 sq miles). Most of British Columbia lies within the Cordillera, a mountainous belt some 800 km (500 miles) wide. The belt is made up of three main physiographic components, the Eastern, Interior, and Western subdivisions. The Eastern subdivision embraces the rugged, linear ranges of the Rocky Mountains, elevations between 2600 and 3300 m (8530 and 10,800 ft). They form a 100-km (62-mile) wide band straddling the BC-Alberta border and extending northwest across northern British Columbia. The Interior subdivision includes several ancient mountain ranges but is dominated by an intermountane plateau area of low relief (average elevation 1200 m or 3900 ft). The Western subdivision is dominated by the Coast Mountains (elevations between 1800 and 4000 m or 5900 and 13,123 ft). These form a band about 175 km (110 miles) wide into which are sculptured the spectacular fiords of the BC coastline. Alberta lies largely within the Interior Plains, a prairie region of low to moderate relief (elevations between 200 and 1200 m or 650 and 3940 ft) formed of nearly horizontal bedrock strata. The Plains surface rises gradually to the southwest toward the deformed belt of the Rocky Mountains, where the bedrock strata are upturned, folded, and faulted. To the east, the Plains merge with the Canadian Shield, which exposes the Precambrian crystalline basement of western Canada. The total population of the BC-Alberta region is about five million people. Minerals, forestry, and agriculture are the primary industries here. It has well developed infrastructures to service these industries. British Columbia is third among the Canadian provinces in metal mining - $1.1 billion in 1985 - and first in forest products. It is also second in hydro-electric power development. Alberta leads all provinces in total mineral production, largely due to its extensively developed petroleum and natural gas resources - $26.2 billion in 1985.

In 1852, six barrels of iron ore were loaded aboard the steamer Baltimore at Marquette, MI, after a trip by mule wagon from the nearby Cleveland Iron Mining Co. Shipped to Sault Ste. Marie, they were portaged around rapids and reloaded onto another ship for the final journey to the steel mills of Cleveland. In 1855, the same company-the predecessor of Cleveland-Cliffs Iron Co.-chartered the brigantine Columbia to carry the first iron-ore cargo through the newly opened Soo locks. In 1981, about 2,190 iron-ore shipments in the form of taconite pellets were transported by water from US Great Lakes-ports. The total volume during the 284-day shipping season was 63 Mt (62 million It). Counting Canadian ship¬ments, almost 76 Mt (75 million It) of iron ore were moved on the lakes last year. The five Great Lakes-Superior, Huron, Michigan, Erie, and Ontario-contain 20% of the world's fresh water. The area surrounding the lakes has 26% of the nation's populations, 47% of its steel production, and over 80% of the raw materials required to make steel. That figure includes 71% of the country's iron ore and 40% of its limestone. Only the availability of low-cost water transportation of raw materials has kept the heartland steel producers competitive. Iron ore shipped on the lakes originates in the Lake Superior district's Mesabi and Marquette iron ranges. Major mines and their principal partners are Cleveland-Cliffs Iron Co.'s Empire, Republic, and Tilden; Armco and Republic's Reserve Mining Co.; Oglebay Norton Co.'s Eveleth; Hanna Mining Co.'s National and Butler; Inland Steel Co.'s Minorca; Pickands Mather & Co.'s Erie and Hibbing, the latter operated in conjunction with Bethlehem Steel Corp.; and US Steel Corp.'s Minntac. Pelletized ore products at these facilities is shipped through seven principal ports on the upper lakes: Duluth, Two Harbors, Silver Bay, and Taconite Harbor, MN; Superior, WI, and Marquette, MI, on Lake Superior; and Escanaba, MI, on Lake Michigan. In 1981, tonnage volumes ranged from 13.3 Mt (13.1 million It) shipped from Duluth, to Marquette's total of 5.4 Mt (5.3 million It). The ore docks, with two exceptions, are operated by railroads, most of which are owned by mining companies. Table 1 illustrates US iron-ore shipments in 1981. In the lower lakes, ore is discharged at dock facilities close to the great steel-producing centers of Chicago, Detroit, Cleveland, Pittsburgh, and Buffalo. Between the mines and mills, lakes and connecting waterways form one of the country's most effective transportation systems. Each year, vessels on the Great Lakes transport about 181 Mt (200 million st) of bulk industrial and agricultural materials-a greater quantity at a lower cost than can be achieved by any other transportation mode. Major commodities in Great Lakes trade are iron ore, coal, grain, limestone, cement, sand, and petroleum products. About 125 US flag vessels serve this trade, among them 13 "1,000-

Introduction History. Vat leaching operations began in October 1953. Since that time, about 4.2 million tpy of oxide ore averaging 0.72% copper have been treated. Economic conditions, improved operating methods, and increased production facilities have allowed the ore grade to be reduced over the years. The average ore grade was 0.84% Cu during the 1950s, 0.68% in the 1960s, and was 0.50%, or below, during the 1970s. By 1961 some 35 million tons of oxide ore had been removed from the mine, exposing the underlying sulfide ore body. A 5,000¬ tpd concentrator was constructed and put into operation to treat the sulfide ore in November 1961.1 The original crushing plants were used for both oxide and sulfide ores, but by adding a third crushing shift, six days per week, the total ore treated was raised from 12,000¬17,000 tpd. Dwindling oxide ore reserves prompted expansion of the concen¬trator to 13,500 tpd in 19672 so that exhaustion of known reserves of both ores would occur at nearly the same time. Again, no additional crushing facilities were added during the expansion. It was anticipated that the treatment rate of oxide ore would be reduced from 12,000 to about 9,000 tpd. Instead, the addition of two crushing shifts per week and improved operating procedures have increased the treatment rate to 26,500 tpd-13,000 tpd to the leaching plant and 13,500 tpd of sulfide ore treated in the concentrator. Geology. The Yerington ore body is a disseminated porphyry copper deposit where a quartz monzonite porphyry intrusive contains the major part of the ore values, with some copper mineralization found in the adjacent granodiorite and other rocks. The geology of the Yerington Mine was aptly described by J. R. Wilson (Mining Congress Journal, June 1963). The ore body is one of few porphyries where geologic conditions were optimum for the formation of an important concentration of oxidized ore with minimum economic effect of secondary enrichment. The principal mineral in the oxidized zone is chrysocolla, which irreg¬ularly occurs dispersed throughout the rock and as narrow seams along fissures. The grade of the ore in the oxidized zone is generally the same as in the primary sulfide below, although some massive concentrations do occur as vein-like fissures and as filling of breccia zones. Cuprite, tenorite, melaconite, malachite, and azurite occur but are not abundant. Lying between the chrysocolla horizon and the primary sulfide is a transition zone whose limits are irregular but seldom with vertical range exceeding 50 ft. Chalcocite, cuprite, melaconite, native copper, and chrysocolla occur superimposed on the primary sulfides. Chalcocite replacement of chalcopyrite, as well as secondary chalcocite, do occur. The primary sulfide minerals are chalcopyrite and pyrite, with minor amounts of bornite and covellite. There are no appreciable gold or silver values, and molybdenite has rarely been noted.

Most statistical measures of mineral exploration continued downward in 1986. Prospects in 1987, however, appear to have brightened for exploration as the overall economic health of the mineral industry improved. The Society of Economic Geologists (SEG) survey of US and Canadian firms documents the marked decline in US mineral exploration since the early 1980's. From 1981 through 1986, the total exploration expenditure by US firms declined by more than 73% (Fig. 1). Exploration expenditures by US firms declined by 66%%. US based professional exploration staffs were slashed by 70% (Fig. 2). Also, many firms have written off some reserves because of weak markets or have not delineated new reserves to replace production. The Canadian government reported that between 1981 and 1986 Canadian molybdenum re¬serves had declined by 30%, lead and zinc reserves by 20%, and nickel and copper reserves by 15%. The SEG survey also shows the immediate impact of the decline in the dollar on US exploration expenditures abroad. Between 1981 and 1986 the share of the exploration dollar spent by US firms outside of the country declined by nearly one-half and exploration acreage abroad declined by 69%. The downward trend of the last six years may finally be near the end as a leaner and more efficient minerals industry starts to gear up for a period of increased activity. An industry survey reported to Mine Development Bimonthly (Metals Economics Group) indicates that mining firms were expected to increase exploration expenditures in 1987 by at least 10% above 1986 levels. Worldwide expenditures for 1987 by companies covered by the report were expected to top $800 million. It is the first time since 1984 that an increase in exploration expenditures was expected. Also, the US Bureau of Land Management reported a 30% increase in new mining claims for fiscal year 1987 over fiscal year 1986. The bulk of the increase in claims was in states having intense gold exploration, particularly Washington and Oregon. Much of the optimism is undoubtedly due to the increases in metal prices that occurred in 1987. Some of these increases include gold, average price up about 20%; copper, average price up 24%; aluminum, average price up 26%; and nickel, average spot price up 20%. The SEG survey shows precious and base metals accounting for 89% of the exploration expenditures in the US in 1986, up 52% from 1981. The US Bureau of Mines estimates that 80% of US exploration activity in 1986 was directed entirely at gold (1986 Minerals Yearbook). Worldwide exploration plans indicate the continued dominance of gold exploration. New programs were announced for Ghana, Malaysia, and Indonesia. Major new exploration programs were also launched for lead-zinc sulfides in Morocco, platinum and palladium in northwest Brazil, rare earth minerals in Greenland, diamonds in Indonesia, and heavy minerals off-shore Australia. A working hypothesis is presented herein mineral belts are split as all world oceans opened. Rather than plate tectonics, expansion is favored as the most recent expression of the sequence of convecting systems in the Earth's mantle. Throughout the geological record this sequence has produced similar mobile belts. This similarity lends itself to both stratigraphic classification and the theme of mineralization in mobile belts demonstrated by Y. A. Bilibin. Crustal evolution should, therefore, serve as an important guide in understanding Pacific mineral belts.

The Kramer borate deposit is located in the western Mojave Desert at Boron, California, about 100 miles northeast of Los Angeles (Figure 1). The deposit derives its name from the district in which it lies. Borax (Na2 B407.10H2O) is being mined from the Boron open pit to serve a major portion of the United States and world borate markets. This paper deals primarily with those geologic factors which affect slope stability in the overburden at the Boron open pit. Discussion includes slope failure history, slope monitoring techniques and the results of a dipmeter survey of overburden structure. Open pit mining was begun at Boron in 1957. The initial pit was successfully excavated at the recommended 1.5:1 (horizontal to vertical) slope in the overburden. During pit expansion in 1962, excavation of the overburden exposed beds dipping into the pit at +15 degrees and numerous high angle fractures associated with two intersecting fracture systems, the West Jenifer and Portal fault zones. Ensuing south and east wall failures indicated the need for more structural information in the arkose to establish better wall design criteria. Barnard and Kistler (1963) recognized that the many facies changes, faults and other variables in the Boron overburden make it extremely difficult to reduce prediction of slides to a simple arithmetical formula. Despite the difficulties and uncertain¬ties, special programs such as surface resistivity, refraction seismic and core drilling were conducted in an attempt to predict slope stability conditions and to gather geologic information. These early efforts while helpful, did not provide the necessary details of bedding orientations and fault locations which are of paramount importance in our slope stability program. A dipmeter survey in 1974 successfully measured these variables and data from that survey are instrumental in the design of slopes currently being excavated.

These are: I Mesozoic and Tertiary sedimentary rocks of the Denver Metro area from downtown Denver to the foothills near Morrison. II Precambrian metamorphic and igneous rocks of the Front Range from near Morrison to the west side of Kenosha Pass. III Sedimentary and volcanic rocks of South Park (Paleozoic, Mesozoic and Tertiary) from the west side of Kenosha Pass to Trout Creek Pass. IV Precambrian granitic rocks (1,350-1,480 M.Y.) between Trout Creek Pass and the Arkansas River. V Tertiary and Quaternary sedimentary rocks and sediments of the Arkansas River valley. VI Precambrian metamorphic and igneous rocks and Paleozoic sedimentary rocks of the Sawatch uplift from Maysville to near Doyleville on the west side of Monarch Pass. VII Mostly sedimentary rocks of Cretaceous and Tertiary age from the Doyleville area west to beyond Gunnison. Each area will be elaborated in the following pages but no detailed road log is given since these are available elsewhere. An attempt has been made to point out some deposits and features of interest to economic geologists but it is by no means complete.

At that time the financial markets were on the verge of collapse and my presentation described the issues. Unfortunately I was correct, and global markets went into a steep nosedive, creating the largest economic downturn since the Great Depression.In hindsight, there were plenty of signs that this was coming. The Supercycle had created massive new wealth. This wealth was largely invested in the United States due to the country’s political stability and credit worthiness. In 2004, the large investment banks convinced the U.S. Securities Exchange Commission (SEC) to allow them to triple their borrowing leverage ratios. This made the banks more vulnerable to market volatility. The banks then lent money to NINJAS - people with no income, no job and no assets. Even worse was the fact that these unqualified home owners used adjusted-rate mortgages (ARMs) which they, of course, intended to refinance prior to interest rates rising. These mortgages were then bundled up by the banks and sold to investors as “safe” investment products. The money flowed into these products because the rating agencies gave these instruments high marks. These same agencies earned their fees from the very same banks seeking high ratings. (No conflict there). Private debt exploded and peaked out in 2008.These mortgage products were sold in an unregulated shadow banking system and the ARMs came due. Toxic mortgage default rates skyrocketed and the mortgage-backed securities collapsed in value. This house of cards had a negative feedback loop that accelerated the market crash and resulted in more than $1.5 trillion being lost in the securitization sector, a 47 percent decline in the Dow Jones Industrial Average, foreclosure rates skyrocketing and housing prices collapsing. The financial markets were in a nosedive."

In 1993, a lawsuit was filed on behalf ofnative groups in Ecuador against Texaco for environmental damage resulting from petrole­um production activities which had occurred many years earlier. The basis of the lawsuit at the time was that Texaco had failed to perform its foreign activities in the same manner that it operated in the U.S. No environmental regulations were in existence in Ecuador at the time of Texaco's operations. Also in 1993, a lawsuit for over $3 billion Australian was filed on behalf of native New Guineans for alleged environ­mental damages and health impacts that occurred as a result of BHP's operations at its Ok Tedi Mine. Since then, Royal Dutch Shell has been subjected to major criticism for environmental damage caused by its operations in Nigeria. A more recent report has criticized Shell for groundwater contamination of an aquifer in Turkey. Southern Peru Copper is now defending against a lawsuit filed by citizens exposed to air emissions from smelter operations in Peru. In all of these cases, much of the alleged damages occurred many years previous. A defense com­monly made by the companies has been that operations were conducted according to the standards in place at the time. This has not limited the lawsuits nor minimized the international publicity which has followed. While such lawsuits have been common in the U.S. for many years, their appearance in other nations have pointed out a growing sense of worldwide concern with regard to the impacts of industrial operations. Of particular concern is the fact that lawsuits have been filed in countries that have up to now had few, if any, environmental regulations. The regulatory environment has been a part of most U.S. business operations since the early 1970's. Now, however, envi­ronmental regulations are starting to be implemented in many less developed nations. This has led to the formulation of a myriad of standards and approaches to environmental regulation around the world. For multinational companies, the challenge becomes one of anticipating the level of compliance that will be required to minimize liabilities not only for the present but also in the future. The purpose of this paper is to provide some guid­ance with regards to choosing a level of compliance, particular­ly as it applies to water quality.

Outokumpu introduced Flash Flotation in the early l 980's for the recovery of floatable material from grinding circuits. The devel­opment came as a result of surveys made in the company's own concentrators, initiated to find ways of improving recoveries with increasingly complex and lower grade feeds. Hydrocyclones make a separation on the basis of particle size and mass, resulting in the "over collection" of fine grained, high S.G. particles. Minerals such as pentlandite, galena and gold are easily caught in the circulating load around the mill until they are overground and rendered more difficult to collect. In the case of downstream flotation this may simply involve a reduction in the rate coefficient due to the finer sizes or, as is commonly experienced in gold operations, the mate­rial is slimed and coated onto non-floating gangue and is eventual­ly lost to tails. At the time of Outokumpu's plant surveys, it was a relatively common practice, particularly in Pb operations, to have a flotation section fed directly from the secondaiy mill discharge. This is called unit flotation and certainly provided an improvement but very high wear rates and frequent sanding out of the cells was com­mon. The development of the SkimAir® Flash Flotation cell by Outokumpu provided a subtle but quite dramatic departure from the unit cell approach. Now it was possible to feed cyclone under­flow into a special purpose-built flotation machine and recover a final grade concentrate from the grinding circuit (see Figure I). The cell was designed to handle the coarse circulating load, per­mitting the coarsest fractions to be short-circuited back to the mill and retain the floatable sizes for a nominal time of 30 seconds to several minutes. The short retention time was possible largely due to the relatively clean content of the cyclone underflow stream. This means that the fine gangue is not present except in small quan­tities and most of the fine to mid-size paiiicles are higher S.G. and more likely represent valuable mineral. This condition provides for very high rate coefficients. Typical operations would recover 40-60% of the valuable mineral in this fashion and improvements in recovery were typically from 2-5% for sulphide minerals to the 5-20% range for gold and silver.
