The projected depletion and the increasing costs of petroleum and natural gas along with the public and governmental resistance to nuclear energy have caused coal to emerge as one of today's answers to both our short term and long term energy needs in power generation. In order to satisfy this need, major increases in coal production are mandatory, thus requiring more and higher capacity coal transfer terminals. The logic for selecting coal as the major fuel for power generation is based on many different reports on the existing and potential energy sources, which include petroleum, natural gas, hydropower, solar, geothermal, and nuclear. The following is a brief synopsis of these reports for each type of energy.

The technology employed in the processing of nickel- and cobalt¬bearing ores is a continually developing process for utilizing the natu¬ral resources available at a given time. Most of the nickel-bearing ores of commercial importance fall under the category of sulfide or lateritic ores. While the occurrences of both types of ore have been known for over a century, until 1960 sulfide ores largely from Cana¬dian mines have constituted the chief source of production for com¬mercial nickel in the Free World. Sulfide ores are readily amenable to some physical means of concentration, but the lateritic ores are not readily concentrated, and to compete economically with the sulfide ores only the high-grade garnierite ores (a type of lateritic ore) found in New Caledonia were processed to any great extent up to the time of World War II. Around 1960, a gradual shift in emphasis towards latetitic ores as a commercial source of nickel became evident. See Fig. 1. New discoveries of sulfide ores, usually located underground, had not kept pace with the steadily increasing demand for nickel. The lateritic ores, found near the surface of the earth, could be readily surveyed and mined. Lower cost processes were being developed for the extrac¬tion of nickel from lateritic ores and for a time it appeared that, based on pre-OPEC economics, the lower grade lateritic ores-down to 1.2% nickel-could satisfy an increasing share of the world demand for nickel. The sharp increase in the price of crude oil in the 1970s, however, slapped an economic damper on the lateritic ores. Processes for treat¬ing lateritic ores consume large amounts of energy; as the nickel industry entered its deep recessionary period in 1981-83, nickel pro¬duction from lateritic ores became less and less profitable than from sulfide ores. At the same time, new sulfide ores were discovered and brought into production, notably in Australia and South Africa. The chapters in Section 17 were prepared in 1973. Recent improvements in mineral dressing techniques since then include Inco's pyrrhotite separation process which can remove additional pyrrhotite from nickel concentrates, resulting in reduced sulfur dioxide emission from the Sudbury smelter, by some 25%. The chapters in this section dealing with nickel are grouped in line with the two broad categories of nickel ores. Starting with the description of nickel and cobalt ores in Chapter 2, Chapter 3 deals with the processing of sulfide ores, and Chapter 4 deals largely with lateritic ores. The intermediate steps to produce a suitable feed for extraction plants and refineries are similar in principle within the same categories, although dissimilar between sulfide and lateritic ores. Thus Inco in Canada employs flotation and so does Western Mining Corp. in Australia, although Inco's plants were started before World War II, and that of Western Mining only recently in the late 1960s. Treatment subsequent to the ore dressing step, however, shows some interesting differences. In considering slurry transportation for Consolidation Coal Company's Loveridge Mine in Northern West Virginia, many things were taken into account. The advantages of slurry transportation in comparison to shuttle car, belt and rail transport have been given in previous publications." These include increased safety and the potential for increased productivity. In addition to these considerations, the slurry transport system installed in an existing mine provides an alternate or additional transportation mode to the one already existing. In the Loveridge Mine, this is rail haulage. Since the rail system is a single track system and the distances involved are several kilometers, it is not always possible to provide for haulage of loaded cars, return of empties, supplies and maintenance in an efficient manner. Slurry transport of the coal from the production faces to the preparation plant allows the rail system to fulfill the remaining transportation needs in an efficient manner. Consol initiated development work in slurry transportation in the early fifties leading to the construction and operation of the 174-km (108-mile) Cadiz-to-Cleveland pipeline which carried 1,200,000 metric t/y (1,300,000 t/y) from 1957 to 1963. Development work on coarse coal slurry transportation for underground mines started in 1970 with feasibility tests on coarse coal at Conoco's Ponca City, Oklahoma, slurry test facility. A series of tests were conducted in several locations as development work proceeded on the various subsystems, mechanical equipment and controls required to produce a working system to follow a continuous miner in a room-and-pillar type mine, then to combine the coal production from several mine faces for mainline transportation to the preparation plant. The face system, including the crusher-pump vehicle, hose hauler vehicle, slurry booster pump units, return water unit and 900 to 1,200 m (3,000 to 4,000 feet) of pipeline was brought together for the first time and tested as a system at Consol's Robinson Run Mine in northern West Virginia in 1975. A pipeline wear test at the Loveridge Mine where 300,000 tonnes (330,000 tons) of minus 127-mm (5-inch) run-of-mine coal were pumped from the raw coal bin into the preparation plant and a large scale test in Ponca City on a multiple feed sump where several slurry flows could be combined to provide surge capacity and a constant reclaim rate for mainline transportation completed the preliminary testing for a complete system. A decision was made to commit the system to a mine, and the south half of the Loveridge Mine was chosen. This site required the transporting of coal from one longwall and two continuous miner development faces. To prevent startup and unexpected problems in the slurry system from shutting down production of coal from the longwall face, the rail car loading point from the main section belt was chosen as the feed point for the slurry system and the design would allow for rapidly switching from one transport mode to the other. Scheduling of required development entry work and the developmental nature of the system led to a decision to install only one continuous miner face slurry transport system rather than two for this first system. The type of continuous miner in use at the mine for the foreseeable future was the Joy 2BT6 twin boring machine. This machine cuts a stable, arch-shaped entry and was therefore allowed to mine about 26 m (85 feet) of entry before roof bolting was re¬quired. Since peak production from this type of machine was not high, a smaller transport system could be used with it.

The Felder ore deposit is a 5,000,000-pound uranium deposit in the South Texas Coastal Plain. It occurs in the basal sand of an Oakville Formation (Miocene) alluvial system. The host sand is a carbonate-rich arkose which contains virtually no carbonaceous debris and has been reduced by the local introduction of hydrogen sulfide. The ore lies well within the reduced zone and occurs as coffinite and uraninite that fill interstices and coat and replace grains. The overall geometric configuration of the ore is that of a winged, crescentic ore roll. Weak mineralization extends the wings of the ore roll and gives greater expression to the roll character. Departures from the shape are controlled by discontinuities in bed- ding and by proximity of the ore to the surface. Associated with the uranium is a broad halo of anomalous molybdenum. Subsidiary mineralized trends suggest a pre-existing up-dip position for the main roll. Oxidation from the surface largely destroyed this previous roll by solubilization of uranium. Uranium subsequently migrated into favorably reduced sand and reprecipitated at the present roll position.

It is unlikely that improvement in truck efficiency and capacity can fully offset the effects of inflation, fuel cost/shortages, and increasing haul distances as in the past. Therefore, investigations of haulage systems less sensitive to these problems are warranted. Thus, this Bureau of Mines contract research study on alternative continuous haulage systems was prepared. This study identifies the physical, economic, and technological parameters in the application of continuous haulage systems with special attention to under pit slope conveyors and skip hoisting systems. The evaluation data were gathered from extensive literature searches, European/North American mine visits, and industry comments. The study concludes that continuous underground haulage is a viable method within the proper geometric configurations.

Compressed air energy storage (CAES) has been initiated recently in West Germany with a 290 MW peaking-power facility utilizing twin cavities with volumes of 150,000 m3 each in the Huntorf salt dome (1). The implementation of CAES in several geologic media is being studied carefully in the United States (2); however, the use of cavities for CAES in salt domes or salt anticlines and the associated long-term stability of these cavities is the specific topic of this paper (3). The cavities represent an essential element in a CAES plant, and thus should be designed and operated to perform with "stability" over the planned life of the overall facility. As employed herein, cavity stability implies the extent to which an acceptable amount of cavity storage volume can be utilized with economic maintenance over the planned life of the overall facility. In this sense stability is relative to the planned use of a storage cavity. Figure 1. depicts the salt deposits of the United States (U.S.) (4). The Gulf Coast region includes the only confirmed salt dome basin in the U.S., although salt structures also exist as anticlines in the Paradox Basin of Utah and Colorado. Because of the relatively small amount of elevation change within the Gulf Coast, CAES in salt dome cavities appears to hold considerably more potential for energy storage in this region than more traditional "pumped hydro" systems.

In February, 1976, Ranchers Exploration and Development Corporation obtained an option from Foote Minerals, Inc., to evaluate reprocessing of two uranium tailing piles. Foote received ownership of the Naturita and Durango tailing piles in 1967 through the purchase of Vanadium Corporation of America. The option was exercised in November, 1976, after initial testwork proved that a viable extraction technique existed. Preparation for production at Naturita began immediately with engineering and en¬vironmental permitting proceeding simultaneously. Production began in December, 1977, just 22 months after acquisition of the property and-was completed 17 months later.

Semimobile in-pit crushing and conveying (IPCC) systems can help reduce truck haulage in openpit mines by bringing the crusher closer to the excavation areas. Optimizing a production schedule with semimobile IPCC requires integrating extraction sequence, destination policy, crusher relocation, conveyor layout and truck fleet investment decisions. A mining complex with multiple mines and IPCC systems should be optimized simultaneously to find an optimal schedule for the entire value chain. An integrated stochastic optimization framework is proposed to produce long-term production schedules for mining complexes using multiple semimobile IPCC systems. The optimization model has flexibility to select the crusher locations and conveyor routes from anywhere inside the pits. The framework uses simulated orebody realizations to consider multielement grade uncertainty and manage associated risk. A hybrid metaheuristic solution approach based on simulated annealing and evolutionary algorithms is implemented. The method is demonstrated using an iron ore mining complex

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). Introduction Alumina (aluminum oxide) is the material from which all the world's aluminum is produced. In the Western World, all the alumina is made from bauxite by the Bayer process. In the nearly 150 years since aluminum was first isolated by Oersted, the metal has grown from a laboratory curiosity to a position of major importance in the world's commerce. In terms of annual production rates aluminum is first among nonferrous metals. Oersted's discovery-reduction of aluminum chloride with potas¬sium amalgam-was improved on by Ste. Claire Deville, whose so¬dium amalgam reduction of aluminum chloride led to the commercial production of aluminum in France in 1855. Ste. Claire Deville's method prevailed until 1886 when Charles Martin Hall and Paul T. Heroult each invented a process for the production of aluminum by the electrolysis of alumina dissolved in molten cryolite. The inven¬tion by Karl Josef Bayer in 1888 of an economical process for making very pure aluminum oxide (alumina) from bauxite established the necessary link between known ores and the Hall-Heroult reduction process. Bayer's work completed the scientific base-the ore bauxite refined to alumina by the Bayer process (U.S. Patent No. 515,895), the alumina reduced to aluminum in the Hall-Heroult cell (U.S. Patent No. 400,766--upon which today's aluminum industry is founded. Small-scale production of aluminum in the U.S. began in 1888 utilizing the Hall cell. By 1903, bauxite properties and a Bayer process refining step had been incorporated into the production activities. On this base the aluminum industry in the U.S. has grown at an annual compounded rate of 15%. Since 1946 the annual growth rate has been 10%.1 The rapid growth of the industry is the result of many factors among which are the existence of widespread bauxite ore deposits; a sound and economic production technology; and the properties of the metal-lightness, strength, ductility, good electrical and heat con¬ductivity, and pleasing appearance, which lead to ever greater de¬mands for aluminum in an industrializing society. At the inception of the industry, the only market that could be found for aluminum was in the production of cooking utensils. How¬ ever, the rapidly accelerating industrial and technological development of the Western World soon created new needs for aluminum, and today aluminum is marketed in a broad range of industrial, commer¬cial, and consumer applications. The principal uses for aluminum are:' building and construction, 22%; transportation, 18%; electrical, 13%; packaging, 11%; consumer durables, 10%; machinery and equipment, 7%; other, 19%. The 1974 production of primary alumi¬num in the world was 14.5 million short tons, which at an approximate ingot price of 40¢ per lb puts a value of $11.6 billion on the industry product prior to fabrication. While aluminum is widely distributed in the earth's crust and is a major constituent of many rocks and soils, to date no method of extraction of aluminum from such nonbauxite material has been brought to commercial practice in the Western World. In the USSR alumina is produced by the complex processing of nepheline syenite, but elsewhere all commercial production of alumina is from bauxite. A brief discussion of recent developments and other processes for alumina is included in the subsection "Other Processes for Alumina," page 19-15. In early 1973, a major U.S. aluminum producer announced the successful development of processes for the production of aluminum from aluminum chloride. This achievement promises to exert a major influence on the future of the aluminum industry. In the initial com¬mercial application of this new technology, Bayer alumina will be chlorinated, and the aluminum chloride then reduced by electrolysis. Important claims for the new processes are lower energy requirements (one-third less than obtainable in Hall cells) and reduced labor costs. Capital costs are said to be no greater than for conventional plants. While the announced intention is to produce the aluminum chlo¬ride from Bayer process alumina, the new chloride reduction process will eliminate the other raw materials, carbon and fluorides, required by the conventional Hall cells. The electrodes in the chloride cell will not be consumed on the reduction process and the electrolyte will have, as the name indicates, a chloride rather than a fluoride base. 2. Bauxite Definition and Origin. Bauxite is a naturally occurring raw material composed principally of a mixture of one or more of the hy¬drated aluminum oxide minerals gibbsite (Al2O2 3H2O), boehmite (Al2O3 H2O), and diaspore (Al2O, - H2O), and impurities of silica, iron oxide, titania, and other various elements in trace amounts. It is an end or near-end product of chemical weathering. Depending on the amount of iron impurities, the color of bauxite varies from dark red and brown to pink to white. Some bauxite is finely divided, free digging earthy material, while other forms are dense and rocky, requiring explosives in mining. Many gradational forms exist. It is one of the most variable of mineral raw materials in chemical composition and physical appearance. It is generally believed that bauxite deposits resulted from intense chemical weathering of aluminum-bearing rocks or formations under tropical or subtropical conditions with alternating wet and dry sea¬sons. Topographic conditions were favorable for drainage and the in-situ accumulation of aluminum, iron, and titanium oxides. There was low to moderate topographic relief with a minimum of erosion during long quiet periods in earth history.2 The occurrence of bauxite is widespread and it has been found on all continents except Antarctica. Production was reported from 27 countries in 1974, at which time total world production was over 79 million metric tons. Of this production 76% was from seven coun¬tries-Australia, Jamaica, Surinam, Guinea, USSR, Guyana, and Greece-which ranked in that order of production. With mine activity dating back to 1792, the Lehigh Valley, about 80 km (50 miles) northeast of the historic Allentown/Bethlehem steel mills and about 160 km (100 miles) northeast of Philadelphia, PA, defined early-day coal mining. Coal mining began just nine years after the end of America?s Revolutionary War. The high-carbon, clean-burning anthracite coal that was hand-dug from the Pennsylvania hills fueled the steam engines that powered the Industrial Revolution, helping build early steam ships and even the first automobiles. Around 1910, at the peak of the U.S.?s early mining effort, there were more than 250,000 men working underground ? 10,000 of them in the Lehigh Valley.

Introduction FMC's Paradise Peak gold mine was discovered by staff geologists in July 1983. Located south of Gabbs, in western Nevada, the deposit contains about 11 Mt (12 million st) of ore grading at 3.6 g/t (0.105 oz per st) of gold and 129 g/t (3.75 oz per st) silver. It is estimated that the ore contains 34 t (1.1 million oz) of recoverable gold and 933 t (30 million oz) of recoverable silver. The 3.6 kt/d (4000 stpd) mill began operation April 14, 1986, just 18 months after Davy McKee completed a feasibility study and construction, and two-and-a-months ahead of schedule. It also came in about 10% under budget at a cost of about $100 million. Crushing Run-of-mine ore is delivered from the mine in 45-t (50-st) haul trucks to a 272-kt (300,000-st) capacity open air stockpile. Ore is reclaimed using 5 m3 (7 cu yd) front-end loaders that feed a 91-t (100-st) hopper equipped with a 610- x 610-mm (24- x 24-in.) grizzly. A 1.4- x 11-m (54-in. x 35-ft) apron feeder delivers ore from the hopper by way of a vibrating grizzly screen with 127 mm (5 in.) openings to a 1- x 1.3-m (43- x 51-in.) Rexnord jaw crusher. Crushed material is conveyed to a 1.8- x 4-m (6- x 14-ft) Link Belt vibrating screen equipped with a 50-mm (2-in.) manganese grizzly bar deck. Screen oversize is fed to a 1.7/0.6-m (5.5 ft) Rexnord standard cone crusher. Product from this crusher joins the -50 mm (-2 in.) screen undersize and is conveyed to a 136-t (150-st) surge bin. Three hydraulically driven belt feeders deliver ore from the ore bin to three 2 x 6 m (7 x 20 ft) Link Belt single-deck tertiary screens fitted with 6 x 25 mm (0.25 x 1 in.) slotted polyethylene screens. Screen undersize - -6 mm (-0.25 in.) rock - is conveyed to a 3.6-kt (4000-st) ore storage bin. Screen oversize is delivered by way of a conveyor to a 91-t (100-st) surge bin. From this bin, two belt feeders feed ore to two 1.7 m (66 in.) Rexnord Gyradisc crushers, which are in closed circuit with the tertiary screens. Design features include magnetic protection for tramp iron removal and sloping floors and pump sumps for ease of clean up. Dust scrubbers keep the working environment clean and in compliance with state dust emission regulations. Grinding Two 1 x 4.5 m (3.5 x 15 ft) belt feeders deliver ore from the fine ore bin to a conveyor belt that feeds it to the 5 x 7 m (16 x 22 ft) Allis-Chalmers ball mill. The conveyor belt is equipped with a Merrick weightometer. This controls feed rate to the ball mill by speed control on the hydraulic motors driving the feeders. The 2.6 MW (3500 hp) powered mill grinds 3.6 kt/a (4000 stpd) to an average grind of 85% -75 µm (-200 mesh). The mill is in closed circuit with four 660 mm (26 in.) Krebs cyclones. Three of these are normally in operation while one is a standby. Warman pumps feed the cyclones through a cyclone distribution manifold. The cyclone underflow returns to the ball mill, which has a 300% average circulating load. Mill discharge pH is 11, and that is obtained through pebble lime addition to the feed belt. Cyclone overflow is sampled using a Heath & Sherwood two-stage sampler. It then flows to a 27-m-diam (90-ft-diam) Eimco thickener. Thickener overflow is returned to the grinding circuit, while underflow at 50% solids is pumped to the leaching circuit. Grinding-circuit design features include a steeply sloped floor for ease of clean up, an open area over the pumps for maintenance accessibility, and a ball hopper with a self discharge bottom to speed ball addition. Other features include a mill liner handler and an air clutch that connects the mill motor to the mill.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Regional characteristics in the coal resource base have resulted in application of different mining methods across Canada. Longwall methods predominate in eastern Canada, whereas open pit, hydraulic and room-and-pillar methods are utilized in the west. Both provincial and federal agencies have regulatory responsibilities and both also share in the development of R&D programs. This paper outlines the scale and scope of the various agencies involved with health and safety R&D in our expanding coal mining industry. Specific R&D activities in ventilation, dust control, explosion hazards, tunnel boring, strata control and truck braking, which form part of the national program, are outlined.

Keeping an eye on the future while honoring the past, Frank McAllister, chief executive officer of Stillwater Mining Co., and life member of the National Mining Hall of Fame and Museum, gave the keynote address to a packed house during the 23rd National Mining Hall of Fame and Museum Banquet in Leadville, CO on Sept. 11. McAllister?s company made news just days before the induction ceremony, when it was announced that Stillwater Mining would acquire Marathon PGM Corp. for $118 million (ME, Oct. page 14).

A critical path approach is presented for the problem of mine ventilation net- works where regulators and fans are employed to control the airflow distribution which is preassigned. The problem is a classic one which arises in mine ventilation planning. By identifying the analogy between the network for controlled flow and that for CPPI, the applications of the well known CPM technique to the ventilation network problem become straight- forward. The mathematical formulation of the problem is presented and the solutions are illustrated with examples. The effect of booster fans on the total air power consumed in a ventilation network are also discussed.

An experimental hole-to-hole seismic probe system has been developed for use in coal measure geology as a means of determining the structural conditions of coal seams. The source probe produces a 500-joule electric arc discharge whose seismic wavelet has a spectrum in the 200 to 2,000 Hz frequency range. Low compliance hydrophones contained in the source probe as well as in a separate seismic detector probe are matched to the frequency range of the source. Both probes are constructed with 5-72 cm diameter housings. The transducers in the probes are equipped with fluid-inflatable boots to permit operation in either wet or dry boreholes. Preliminary tests in vertical boreholes drilled 213 m apart in sedimentary rock formations show reliable operation and useful seismic propagation measurements along horizontal and oblique paths up to 232 m in length. Because the seismic wave- let has an accurately repeatable waveshape, multiple shots and signal averaging techniques can be used to enhance the signal-to-noise ratio and extend the transmission distances.
