India is targeting to boost its electrical capacity from 100 GW to 200 GW within the next 10 years. The National Hydroelectric Power Corporation (NHPC) has decided in2001 to take execution of the 800 MW Stage-II of the prestigious 2,051 MW Parbatihydrol electric project in Kulu district of the northern province Himachal Pradesh. Two parallel 30° inclined underground pressure shafts of 1.542m in length each will be excavated in different geological formations and lined with hexagonal concrete segments by a hard rock double shield TBM. That kind of heading will be a novelty to India and an innovative method for inclined pressure shafts. The 4.88m Mitsubishi DSTBM will be assembled underground on a swivelling steel platform especially designed for the launching as well as for the acceptance of the TBM in the upper cavern of each shaft. The hexagonal segmental lining system causes a significant higher job safety than an open TBM with conventional support. Each ring consists of four honeycomb segments with 20 cm thickness. After finalisation of the excavation a steel liner will be installed and concreted. The Joint Venture Jäger-Seli will perform the two pressure shafts as a sub-contractor for the Indian company Gammon India Ltd.

Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world's 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa's contribution to total MEC production in 1971 and 1983. Although South Africa's relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production). The largest investment in mining equipment in Caterpillar?s history ? The F series mechanical and electrical drive trucks ? is rapidly advancing. Caterpillar showcased the 793F and 797F mechanical drive trucks and the 795F ac electric drive truck at MinExpo in 2008 and have continued testing since then. The 793F and the 797F have accumulated more than 75,000 hours of field testing and have proven their performance capabilities and their durability. The new Cat C175 engine that powers them has racked up 130,000 hours of field testing in mining trucks and more than 120,000 hours in power systems. Because of the success of these field-follow programs, the 793F is targeted to go into full production within a few months and the 797F late this year. Caterpillar engineers have been testing two 795F ac prototypes at the Tucson Proving Grounds in Arizona. The development program has provided input for the construction of a new 795F ac in Decatur, IL. The new truck recently shipped to a copper mine in North America where it will serve as the first field-follow 795F ac as it works at the mine. The 313-t- (345-st-) capacity 795F ac will enter a new size class for Caterpillar, and, as a result, the primary focus of the Caterpillar ac electric program has been on the 795F ac. The commercial launch date will be defined as the field-follow program progresses. ?It?s fitting that soon after producing the 50,000th Cat off-highway truck, we are now shipping our first ultra-class ac electric drive truck to a mine,? said Chris Curfman, president of Caterpillar Global Mining. ?Our new trucks further solidify our position as the one manufacturer to provide unparalleled options and unmatched customer support.?

Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

This study investigates the use of a horizontally- baffled column (7.6 cm inside diameter by 344.2 cm high) to reduce the ash content of a high ash bituminous coal. Tests were carried out to determine how the baffled column responded to changes in feedrate, reagent dosage, and feed quality, and to compare its performance with a conventional column installation in an operating plant. In this paper, the results of this investigation will be reviewed and discussed.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. Explosions in underground coal mines have been a serious safety concern since the advent of mining; despite significant technological advances, they are still occurring. Parameters such as barometric pressure, geological changes, and changes in ventilation can contribute to an explosion. These factors can be monitored with available and developing technologies to create algorithms that predict when explosions are more likely to occur. This paper reviews current underground atmospheric monitoring systems and related regulations around the world. In addition, suggestions for improvement and implications for explosion prevention are discussed.

"Earth provides natural resources, such as fossil fuels and minerals that are vital for human life. As the global demand grows, especially for strategic minerals, commodity prices rapidly rise. Thus there is an identifiable risk of increasing supply shortage for minerals. Hence a major element in a long-term economic strategy must be, to ensure security of supply for these strategic minerals. In this rapidly changing global economic landscape, deep sea mining has gone from a distant possibility to a likely reality within just a decade.Although deep sea minerals extraction was investigated in the 1970’s, it was abandoned because of changing commodity economics, advances in on-land exploration techniques, growing concern on environmental impact, and political and legal aspects with regard to ownership issues. The developmental data from those days, if still available, are not adequate to allow engineering and building of an integral system for extraction of deep sea minerals without additional R&D work. Thus, deep sea mining is yet to attain a Technology Readiness Level (TRL) sufficient to successfully undertake deep sea mining operations, from resource discovery to resource assessment and to resource exploitation [Blue Mining, 2014]."

An on-line rheometer, suitable for use with slurries, has been developed at Michigan Technological University. This rheometer can be used with both Newtonian and non-Newtonian slurries, and produces complete shear-rate/shear stress curves which characterize the time-independent rheology of the slurry. The sensor utilizes the Hagen-Poiseuille equation and Boyle's Law to calculate the shear rate, slurry flowrate, and shear stress from a series of pressure measurements. The design of the unit allows the measurement sample to be continuously collected from operating process streams in the often-hostile on-line environment. The shear rate/shear stress curves can be used to conveniently calculate the apparent viscosity at any given shear rate, and also to measure any yield stress or other deviations from Newtonian behavior.

The 1,380 m (4,200 ft) long New Crystal Springs Bypass (Polhemus)Tunnel (NCSBT) will replace the existing Crystal Springs Bypass Pipeline. This tunnel project is part of the SFPUC’s $4.3 billion capital improvement program to repair and seismically upgrade their aging pipelines, tunnels, reservoirs and dams that provide drinking water to more than 2.4 million customers in the San Francisco Bay Area. This paper describes the development of the tunnel alignment and design, and the complex ground conditions of the Franciscan Mélange. Of particular interest is the challenge of tunneling with a possible downhill grade of 3%, a rigorous environmental process and incorporating the lessons learned from 1960s construction of the adjoining Crystal Springs Bypass Tunnel.

Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

In 1986, United States' barite production fell 48.9%, consumption - sold or used by grinding plants - was off 47.3%, and imports were down 63.8%. Meanwhile, world mine production decreased 29.6%, according to the US Bureau of Mines. However, value of US-produced barite FOB mine increased 46.51%, according to USBM figures. The declared value CIF US port of all imported unground barite decreased from $41.94/t ($46.23 per st) to $39.02/t ($43.01 per st). Nevada continued to be the leading US producer of barite with 69% of the total. It is followed by Georgia, Missouri, Tennessee, and California. The USBM estimates that 65% of the barite mined was used as a weighting agent in drilling fluids. The remaining 35% was used in the production of barium chemicals and as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. This sector made up a larger percentage of the US produced barite in 1987 than it did in 1986, increasing the overall value per ton of barite. Barite consumption was at its lowest since 1963. It is estimated that 80% of the barite was consumed in the drilling fluid market. The remaining 20% was used in barium chemicals, glass, and as filler in plastics and paper. The decline of barite used in drilling fluid followed the decline in the average number rotary rigs operating - 964 versus 1968 in 1985. This was the lowest average number of rotary rigs operating since 1971. The non-oilfield market was up 5.3% in 1986. This increase can be attributed to the increased use as a filler in plastics. Imports of crude barite, though down nearly two-thirds, still made up 65% of the barite consumed in the US. China was the leading exporter to the US with 58%, followed by India, 15.4%; Morocco, 11%; Thailand, 5.4%; Mexico, 4.6%; Chile, 3.9%; and Ireland, 1.7%. Less than 1% of the imported ore was used in the nonoilfield sector. Imports of ground barite dropped from 64.4 kt (71,000 st) to 19.8 kt (21,800 st) in 1986. Of this amount, 14.1 kt (15,500 st) were used in drilling fluids in 1986 and the remainder for non-oilfield use. During 1986, more of the grinding plants supplying the drilling fluid market were closed. Dresser Magcobar and IMCO Services, a Halliburton company, formed M-I Drilling Fluids Co. Mine production in the US will probably decrease in 1987 due to the lower cost of imported ore. No significant change is expected in the drilling fluid market. The average number of operating rotary rigs is estimated at 950 in 1987 versus 965 in 1986. The nondrilling fluid markets (chemicals, glass, and filler) will follow the overall US economy. Bauxite and alumina R. J. Anderson, Ohio State University US bauxite production in 1986 dropped to a pre-World War II level, continuing a decline that began a decade ago. 1986 production totaled 450 kt (496,000 st), compared to 674 kt (743,000 st) in 1985. World production of bauxite also decreased in 1986. This reflected the soft market in alumina, aluminum, and related products. Total mine production worldwide came to 79 Mt (87 million st), down from 85 Mt (94 million st) in 1985. For the sixteenth consecutive year, Australian production of bauxite led all other sources. No other country approached the 28 Mt (31 million st) mined in Australia in 1986, despite a 4.4-Mt (4.9-million st) drop in its output from 1985. Other major producers in 1986 were: Guinea 11 Mt (12 million st), Brazil, 6.5 Mt (7 million st), Jamaica, 6.5 Mt (7 million st), and Suriname 2.8 Mt (3 million st). Despite weakness in world demand for bauxite, Venezuela, heretofore an alumina producer, is now pushing development of a new mining venture near the western border of the state of Bolivar. Plans call for barging bauxite down the Orinoco River to the Ciudad Guyana alumina plant, a distance of 650 km (400 miles).

Cerchar Abrasivity Index (CAI) is one of the commonly used tests to evaluate rock abrasiveness for cutter life/cost estimations of TBM projects. There are at least 3 style machines, 2 different pin hardness, and the test could be run on fresh rock surface VS a sawn surface. Each of these parameters has a meaningful effect on the results, but its impacts were not fully understood nor its implications well explored. This paper reviews the current practice of Cerchar testing and its implications on geotechnical investigations related to TBM tunnels and provide a set of guidelines on testing and reporting of the test results for future projects.

The West Elk Mine is located near Somerset, Colorado approximately 70 miles southeast of Grand Junction, Colorado and 72 miles southwest of Glenwood Springs, Colorado on state highway 133 (Figure 1). The West Elk Mine was opened January 20, 1982 as the Mount Gunnison #1 Mine operated by the West Elk Coal Company, a division of ARCO Coal. In the early 1990?s ARCO changed the mine name to West Elk Mine and the operating company was renamed Mountain Coal Company. Arch Coal, Inc. purchased the West Elk Mine in 1998. West Elk Mine has produced coal from three different seams. Coal was first mined from the F Seam, the upper most seam in the stratigraphic sequence, from 1982 through 1991. Coal was produced from the B Seam, the lower most seam, starting with continuous miners in 1991 and transitioning to longwall mining in 1992and continued on through October 2008. The development of the E Seam, which is the middle seam in the stratigraphic column, started in 2004 with longwall production commencing in 2008. The ventilation conversion from exhausting to forcing for the E Seam portion of the West Elk Mine was implemented in late October 2009.

There is as yet no accepted method of predicting flotation frother performance in plant processes based on laboratory scale characterisation techniques. This paper investigates the use of dynamic surface tension, using the maximum bubble pressure method, as a means of evaluating frothers and frother mixtures. An adsorption model is presented, which has been used to quantify the role of frother type and concentration during frother bubble interaction, based on the correlation of model parameters to physical frother characteristics. This approach was found to provide useful insight with respect to blending and selection of flotation frothers to meet specified flotation performance criteria.

The multi-gravity separator (MGS) is a novel piece of equipment for the separation of fine and ultra-fine minerals. However, the published literature does not demonstrate its use in the separation of coal fines. Therefore, an attempt was made to study the effects of different process variables on the performance of an MGS for the beneficiation of coal fines. The results obtained from this study revealed that among the parameters studied, drum rotation and feed solids concentration play dominating roles in controlling the yield and ash content of the clean coal. Mathematical modeling equations that correlate the variables studied and the yield and ash contents of the clean coal were developed to predict the performance of an MGS under different operating and design conditions. The entire exercise revealed that the MGS could produce a clean coal with an ash content of 14.67% and a yield of 71.23% from a feed coal having an ash content of 24.61%.

Since the term "abandoned hazardous sites" was first coined in the 1978 environmental report of the Council of Environmental Specialists, a number of different types of technology has been developed in the Federal Republic of Germany for the remediation of contaminated soils /l/. At former sites of the mining industry, such as metallurgical and coking plants whose soil has been contaminated by organic and inorganic pollutants over decades of industrial activity, there is an exceeding necessity for soil remediation. Also, many former locations of metal processing works, battery factories or scrap yards have been contaminated in particular by heavy metals. Wet mechanical soil decontamination has proven successful over the past 10-15 years in the purification of these soils The process goal is the enrichment of the pollutants in certain plant products and the separation of a pollutant concentrate from the decontaminated soil. Table 1 lists the steps of the highly advanced wet mechanical soil decontamination process to achieve this process goal. Table 1 lists both the name of each process step and its goal in terms of a direct separation of the pollutant or the preparation of the soil for subsequent separation steps. For the separation of heavy metals, density sorting and separation techniques utilising flotation were specifically used. The use of chemical auxiliaries such as acids and lye is limited to special cases because these in themselves produce additional environmental impact and the economical effficiency of these techniques compared to conventional methods is lowered by supplementary process steps for water purification. The subject of this presentation is to consider how soil decontamination processes can be effectively improved through a description of the material properties of soils contaminated by heavy metals, and through carrying out basic investigations about the adsorption of heavy metals. Soils of different origins, especially those from former mining and metallurgical sites, were used for the experiments.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance.
