Technical innovation in electrical and electronic equipment with new functions and design, stimulate consumer?s purchasing desire towards the latest equipments and this leads the rapid increase in the production of increased amount of waste materials Treason et al (2006) have reviewed the data on electronic waste generation in different parts of the world. Studies by Bertram et al (2002) have also affirmed that waste electrical and electronic components are the fastest growing waste category; this emphasizes the need for efficient recycling strategies. Recycling of electronic waste is an important subject not only from the point of waste treatment but also from the recovery aspect of valuable materials. However, recycling of electronic scrap is still quite limited due to the heterogeneity of the materials present in the products (Veit et al. 2005). A bioleaching based process offers a number of advantages compared to the conventional pyro or hydrometallurgical methods (Lee et al. 2007; Lee and Pandey, 2012). The advantages include simple, inexpensive (in some cases) and eco-friendly approach besides, generation of less active leach residue then other metallurgical processes. Though, biohydrometallurgical process has been successfully applied for the leaching of metals from ores (Olson et al. 2003; Rawling 2000), data pertaining to its application for the extraction of electronic scrap is still scanty. Recently, a few studies have been undertaken for extraction of metals from electronic scrap/printed circuit boards (Brandl et al. 2001; Faramarzi et al. 2004; Choi et al. 2004, Ilyas et al. 2007; Ilyas et al. 2010). These studies were conducted with mesophilic chemolithotrophic (Acidithiobacillus ferooxidans and Acidithiobacillus thiooxidans) or cyanogenic bacteria (Chromobacterium violaceum) or moderate thermophilic bacteria (Sulfobacillus thermosulfidooxidans). However, compared to bacterial leaching, fungal leaching has the following advantages: (i) ability to grow under higher pH, and thus is more suitable in bioleaching of alkaline solid waste (ii) a generally faster leaching process with shorter lag phase (iii) Chelation of excreted metabolites (e.g. organic acids) with metal ion, thus reduce its toxicity to the biomass (Burgstaller et al. 1993; Aung and Ting 2005). Introduction The mining of aggregates underground has grown steadily over the last 25 years. Growth has come in both production volume and in the importance this segment of the industry is playing in the continuing supply of construction aggregate. Underground aggregate mines will continue to grow in both number of operations and complexity, as the replacement of zoned reserves in metropolitan areas becomes crucial. This growth will result in a shortage of qualified mine managers, possibly limiting the success of these facilities. The aggregate industry will have to modify current practices in order to meet the growing demand for this specialized skill. Segment Growth Underground mining for aggregates is not a new idea. Martin Marietta has been operating underground mines since 1969, and currently operates 16 underground mines ranging in size from 250,000 tpy to 2,500,000 tpy. These mines represent less than 4% of the total number of operating locations, but contributed 9% of the annual production in 2004. Though they range in size and production capacity, the importance is evident. The 2000 United States Census revealed several trends that are of interest to the aggregate mining industry. For the period 1990-2000 the U.S. population grew by 33 million or 13%. There were nine major metropolitan areas with a population of five million or more. These nine areas accounted for 30% of the total U.S. population. More significant was the fact that the population growth in these nine metro areas was 25% of the growth for the entire country. These statistics tell us that the population is expanding in these major metropolitan areas at a staggering rate. The same thing is happening to some degree in every population center. Population growth increases the demand for local aggregate while reducing the available area to mine that aggregate. The need for an economical supply of aggregate to support community expansion is a problem that will grow as older quarries are mined out and closed. This will be an issue that communities of all sizes will have to deal with. A reliable and cost effective supply of quality aggregate is crucial to support community expansion.

INTRODUCTION From its beginnings in the first decade of this century, flotation has gradually moved to a predominant role in mineral separation. There are several reasons for this, the continuing trend toward treat¬ment of lower-grade and more finely disseminated ores being the major one. Not only has this been true for sulfide ores to which the process was first applied commercially, but also for most nonsulfide ores as well. A second factor has been the broad applicability of the process with respect to particle size; it is effective from 8 to 10 mesh to below 10m. Finally, more so than for any other separation process, flotation has almost no limitations in separating minerals. Gravity, magnetic, or electrostatic processes are either applicable to particular minerals, or to a restricted number of mineral combinations. Flotation, on the other hand, can utilize the wide range of surface chemical differences among minerals, and an equally wide range of reagents. The recent availability of selective flocculation capabilities on a commercial scale as an adjunct to flotation should remove one of the limitations to the process in the very fine particle range. History Although flotation was anticipated in a 19th century patent to Haynes, its first significant industrial uses were in the early 20th century in Australia. According to Hoover,' the Pottter-Del-prat pro¬cess had a "measure of success" at Broken Hill's Block 14 mine in 1905-1906, and was definitely successful at the BHP Mine, where it produced 80,000 tpy of zinc concentrates. Both the Mineral Separa¬tion and the Elmore processes had early trials in Australia also, with both successes and failures. The first application in the United States was in 1911, when the Hyde process was used by the Butte and Superior Copper Co. on a zinc ore in Montana. By 1916 Hoover could list 46 applications to copper, lead, and zinc ores, mainly in the United States. Ten years later Taggart2 listed almost a thousand patents covering processes and reagents which with few exceptions laid the foundations for modern practice. Included were: sulfidizing of oxides; leach-precip¬itation-flotation; cyanides, sulfites, sulfides, and oxidants for selective depression of sulfides; starch, tannin, and glue as depressants; and xanthates, dithiophosphates, and oleic acid as collectors. Within an¬other 20 years, all of these were in commercial use along with amines for floating silica from phosphates, and synthetic frothers were com¬peting with pine oil and cresylic acid. Perhaps the most significant development in China's base metal sector is the discovery of major copper porphyries in northern Jiangxi Province and the adjacent southern Anhui Province. At the center of the new exciting district is the proposed Dexing copper complex, located some 350 km east of Nanchang, the provincial capital of Jiangxi. This project represents China's first attempt to put together a major large-scale open-pit operation, comparable in magnitude to Arizona porphyry operations. With the aid of Fluor Mining and Metals, the Chinese plan to develop a 135-175 kt/d open-pit mine, a matching large-scale mill, and the infrastructure needed to accommodate the big operations. An operation of this magnitude would significantly reduce China's import requirements by some 75%. China imports of the red metal are running around 200 kt/a. Under the direction of the Ministry of Metallurgical Industry, the Chinese are currently operating a 10-kt/d mine and mill with equipment primarily of Chinese origin. Dexing engineers told ME that they are considering a possible scale-up to 20 kt/d. How this effort will ultimately jell with the major expansion program is largely a matter of conjecture. Fluor Mining and Metals received a $10-million contract in December 1978 to develop a preliminary engineering and design program. While the original plans called for a 175-kt/d capacity complex, the Chinese subsequently decided to scale it down somewhat. The current proposal is around a 135 kt/d, which would in- elude the existing operation, according to Dexing engineers. Completion of the engineering and design phase is expected by March 1980 and a go-ahead decision will likely be made at that time. The value of the engineering and construction contract is estimated between $800 million and $1 billion. At right, mined ore is dumped 150 m down the mountain to a holding pocket below for rail haulage to the processing plant. Below, a Chinese miner tackles the universal problem of hard toes in the pit with a jack leg. Reserves and Early History The Dexing mineralization consists of three principal ore bodies, including the Chushahung on the north mountain, and the Tungchang and Fuchiawu on the south mountain. Combined ore reserves are estimated by mine geologists at 1.7 Gt of 0.4-0.5% copper. As is characteristic of porphyries, the ore contains important associated values of molybdenum, rhenium, pyrite, gold, and silver. There is also some secondary calcocite and bornite with an oxidized capping. Historically, copper was recovered with iron from the pregnant solutions emanating from the Tungchang deposit as early as the Tang Dynasty (700 AD). This paper documents the growth and projects the future of Green Diamond Sand Products. Since1954, Green Diamond, located in Riddle, Oregon, has been producing sand from granulated nickel slag for use in various markets. Through the years, the company has seen several changes from its ownership to its product lines. In 1991, Green Diamond was producing abrasive sand at a rate of about 30,000 tons per year. It was at this time that Green Diamond became part of Glenbrook Nickel Company. Over the next eight years, Green Diamond would quadruple its production to over 140,000 tons while moving into three new markets, as well. Green Diamond is now producing sand for use in the abrasive, foundry, construction, and roofing industries. In 1998, Green Diamond again found itself under new, private ownership. With plans on developing agricultural sand and spent abrasives recycling, the future of Green Diamond appears to be one of further expansion coupled with diversification of its product lines.

At mine sites, the operational and required storage volumes of solution and water storage ponds and reservoirs are usually calculated based upon a water-balance approach. Many climatological variables including precipitation, air temperature, solar radiation, pan evaporation and relative humidity along with operating parameters, are used in the water-balance model. The water-balance model often seeks to find a “critical period” of wet or dry climatological sequences which result in a “maximum” pond storage volume or water demand. The problem with this approach is that the designer usually does not know when the project will come on line in relation to the historical record. To avoid this pitfall, we use a more robust approach. In the more robust method, the water-balance calculations begin in each year of the historic climatological record. This method results in the same number of water-balance runs (or realizations) as the number of years of climatological record. Results of this type of analysis guarantee that the critical period or maximum required pond volume will be found if it is assumed that the historical climatological record repeats itself or if a synthetic time series is used. In addition, this method permits calculation of the likelihood (probability) that a given pond volume will be equaled or exceeded in any given month of the operational life of the facility. In this paper, the results of the sizing of a heap leach pad solution pond are presented along with the probabilities of a given solution pond size being equaled or exceeded based on the robust water-balance approach.

Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion's Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell's approach (1969) can be successfully utilized for longwall panels having chain pillars. No major changes took place in the salt industry during 2004. No new uses of salt appeared and only localized supply disruptions occurred. Many salt producers reported slightly increased salt sales and profits for the year. In the United States, about half of the salt supply is produced as brine, by solution mining, and is used by the chemicals industry. One-third of U.S. salt is produced as rock salt by 14 underground mines. The remaining two production techniques, each with less than 10 percent of the total tonnage, are vacuum-pan-evaporation for refined, food-grade salt, and solar pond crystallized salt.

Diethylenetriamine (DETA) is known to be an effective pyrrhotite depressant in pentlandite flotation. It has been reported recently that its performance becomes more consistent when the reagent is used in conjunction with sulfur dioxide (SO2). In the present investigation, the effects of DETA and SO32- ions on the changes in the hydrophobicity of pyrrhotite electrode have been studied at pH 6.8. The results show that both DETA and SO32- can reduce the water contact angles of pyrrhotite; however, the contact angles can be reduced to zero only in the presence of the SO32- ions. This finding may be attributed to the ability of the SO32- ions to reduce the polysulfides formed on pyrrhotite by superficial oxidation, which may in turn provides an explanation for the robust performance of DETA/SO2 combination.

A gravimetric method for measuring rates of capillary rise in powders was explored. Methods to improve reproducibility and consistency of the results were investigated. In particular, the effects of particle size and packing uniformity were addressed. Studies of the wetting behavior of both spherical glass beads and irregularly shaped synthetic graphite particles by various organic liquids were carried out. Standardized procedures for bed preparation are described. The applicability of the Washburn equation for surface energy evaluation in such systems is discussed.

Before and during in situ mining at the Santa Cruz In Situ Copper Mining Research Project test site, hydraulic testing was conducted at injection and recovery test wells to characterize patterns of fluid movement in the 5-spot well field. Testing included borehole spinner flow meter surveys, single-well and multiple-well injection and recovery tests, straddle packer injection tests, and bromide pulse tracer tests. Results of hydraulic testing for determination of fluid flow regimes were used to modify well and mining zone hydraulics for the purpose of increasing fluid migration in flow pathways of the mining zone with higher copper grade.

The Summitville Mine, located in the mountains of Southwest Colorado, is an abandoned gold mine. From 1984 to 1992, Summitville was mined for gold using an open pit heap leaching technology. During this period, the volume of acid mine drainage released from the mine significantly increased. This was attributed to the development of the mine pits, the waste rock piles, the heap leach pad, and increased discharges from the drainage adit. The release of this acid mine drainage resulted in the destruction of the aquatic ecosystem for more than twenty miles downstream of the mine. Beginning in 1993, plans were implemented to reduce the amount of acid mine drainage released from the mine. The majority of this work has been completed at the mine. This work includes removal of the Cropsy Waste Pile, closure of the Heap Leach Pad, and revegetation of disturbed areas. Significant improvements to water quality downstream of the mine have occurred resulting from mine reclamation. Aquatic life has returned to portions of the previously mining impacted areas. This study discusses the actions taken to reduce the amount of acid mine drainage generated at the Summitville Mine, the costs of these actions and the resulting reduction in metal loadings. Over 250 samples taken at over 10 locations since 1993 form the basis of this evaluation. Copper loading is analyzed as an indicator of the effectiveness of the actions taken.

During late 2010, a scientifically founded water spray system was developed for continuous miners (CM) (Patent Pending) that reduces respirable dust exposure for miner operator by about 30%. It includes engineered sprays around the cutting drum, outer bit-ring sprays, chassis sprays and side cutter boom sprays. About 3.6 ? 4.5m (12-15 ft) behind these sprays is additional sprays that spatially cover the area between the CM chassis and the mine roof and ribs. The spray system uses approximately the same volume of water as currently used on CMs with similar operating pressures. An Illinois mine decided to implement these concepts on a CM during rebuild stage. Dust control performance of the rebuilt CM was evaluated using gravimetric sampling and real-time monitoring using multiple personal dust monitors (PDMs). The average results based on about 105 cuts show about 30% and 20% reduction in dust exposure for the miner operator, and the haulage unit operator. Visibility in the mining areas was also significantly improved. The coal company has already decided to implement the system on all their CMs.

Joints may be taken into account when using numerical modeling as an aid to mine design by embedding joints in the model. When using the popular finite element method, say UT3PC, a pre-analysis step is necessary, Step 0. This step is for the computation of equivalent properties of a representative elementary volume of jointed rock (REV) in the model. This Step 0 is taken before Steps 1, 2 and 3 for specification of a rock properties file, generation of the mesh, and model analysis are taken. A brief explanation of equivalent properties and several examples aid in explaining the details of Step 0. Focus is on procedures, input files, and output to show ease of computation. Theoretical details are relegated to references (e.g. Pariseau 2022). Comparisons of safety factor distributions about example mine excavations with direct scaling from mine observations then offer some insights concerning equivalent properties, especially strengths.

The operating mine is dynamic, everchanging, and a continuous moving target. The only way to effectively manage such a creature is to be able to evaluate the cost of operation over short enough time periods that rapid effective controls can be implemented before loss can erode the marginal profits in todays market place. Such short term evaluations can provide the basis for the long range planning that can keep an operation healthy in the future. The spreadsheet programs on small computers (PC's) offer the possibility of such evaluation by accumulating data in a useable format, providing timely cost reporting and providing a tool for use in evaluating the day to day alternative choices of the real mining world.

Slurry and EPB-shield tunnelling have been successfully applied worldwide in recent years. Under extremely unfavourable geological conditions, however, face instabilities may occur. The present paper aims at a better understanding of the mechanics of face failure. For the case of slurry shield, attention will be paid to the time-dependent effects associated with the infiltration of slurry into the ground ahead of the face. Related topics, such as the stand-up time and the effect of the excavation advance rate, will be discussed. In the case of an EPB-shield, a distinction will be drawn between fluid-pressure and effective pressure in the chamber. The effective pressure can be visualized as a “grain to grain” contact pressure between the muck and the ground at the face. The water pressure in the chamber reduces the hydraulic head gradient in the ground and, consequently, the seepage forces acting in front of the face. The face is thus stabilized both by the direct support of the pressurized muck and by the reduction of the seepage forces in the ground. The paper includes normalized diagrams which allow the assessment of tunnel face stability.

Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. Today’s mining occurs in a dynamic world of conflicting objectives. Mining companies have to look further than a traditional cash flow analysis to determine the potential value of developing a mine. In particular, proposals for new mine developments undergo rigorous scrutiny by a variety of stakeholders including regulators, NGO’s, and the local communities. From a business risk perspective, how mining companies address stakeholder concerns can have a dramatic impact on the success of the project. In today’s mining environment mining companies must continue to ‘walk the talk’ to stay in business, particularly during downturns in the business cycle. Falconbridge’s Raglan Mine is an example of a project that was successfully developed in a region that is sensitive from many perspectives, including environmental, socio economic, and regulatory. Close working relationships with local stakeholders along with strong environmental management systems are necessary elements of continued success for the project.

The attapulgite industry saw a year of solid growth after a weaker 2003. Demand was up between 5 percent and 6 percent driven by almost all of the key markets. Construction continued to show record new housing demand, assisted by continued low interest rates. That drove strong growth in construction related markets like coatings, tape joint compounds and other construction materials applications. The agricultural markets rebounded modestly to increase sales for suspension fertilizers, animal feeds and pesticide carriers. Oil drilling also showed strong growth due to high oil and gas prices. Sales to molecular sieve applications grew due to petrochemical and construction demand. The export markets were assisted by further depreciation of the dollar. The only weak area was in nonagricultural granular sorbents, where other sorbent materials continued to dominate.

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10
