An environmental assessment or impact statement for onshore waste disposal under the Notional Environmental Policy Act is expected to occur with the development of commercial deep seabed mining. An environmental assessment was conducted in order that testing and refinement of nodule waste disposal techniques can he completed prior to 1988, when commercial seabed mining can begin under U.S. legislation. Within this study three classes of process and four classes of waste disposal technique were identified, and five sites were selected as representative of first-generation nodule operations. Each realistic site/process/disposal technique combination was compared against potential effects to determine important characteristics of the rejects and the sites. Regulatory requirements were also considered at each site to identify important issues and their effect on the permitting process. Principal conclusions in the report are the following: (1) uncertainties exist in the regulatory regimes for hydrometallurgical process tailings, primarily regarding classification as hazardous waste; (2) slogs from nodule processing are expected to be inert and relatively easy to dispose of at all sites; and (3) additional physical and chemical information on properties of rejects from all processes is necessary to predict environmental effects.

In this report, recommendations are made for programs to develop workable techniques to stop or prevent acid mine drainage formation in those underground coal mines where acid production could take place. These recommendations include development of mine closure technology, development of surface water infiltration control procedures, study of the effect of roof collapse on mine water characteristics, evaluation of the long-term effects of flooding underground mines above drainage, investigation of the effectiveness of section sealing in active mines, development of a simple model for predicting mine water quality and quantity, preparation of a manual on mine drainage abatement procedures, and development of a program to disseminate information on mine drainage abatement to the coal industry. These recommendations are based on an in-depth evaluation of information acquired over years of research on acid mine drainage formation, on numerous laboratory and field studies of methods of preventing or minimizing acid mine drainage formation, and on review of the geological, hydrological, and mineralogical factors involved. The Bureau of Mines, between 1956 and 1963, examined 18 major pegmatite districts in Arizona, Colorado, New Mexico, South Dakota, Utah, and Wyoming to evaluate their content of beryllium, a material in short domestic supply that has become increasingly important to modern industry. This examination report includes the salient statistics on the production of pegmatite minerals other than quartz and feldspar; and brief descriptions of 170 specific pegmatite deposits.

The Bureau of Mines has sought clarification of the Ti-TiN system by studying the phases formed by diffusion reactions between titanium and titanium nitride. Reaction couples were prepared by embedding pockets of TiN powder in arc-melted buttons of titanium. Specimens were vacuum annealed at nominal temperatures of 800°, 950°, 1,200°, and 1,500° C. Metallographically mounted cross sections from reacted specimens and from some that were not annealed were examined optically, with an electron microprobe, with an election microscope, and by X-ray diffraction. Each annealed specimen contained a segregated core primarily of d-phase material, an ?-phase diffusion layer, an a-phase diffusion layer, and host metal. On the basis of corresponding microprobe analyses, and considering results of certain other research, a new phase diagram is proposed. It contains no qualitative innovations, only quantitative adjustments. Results were also analyzed from the viewpoint of diffusion behavior. Diffusion coefficients calculated for the ? phase were sufficiently scattered that the parameters are very tentative. Nevertheless, the diffusion behavior reported is in reasonable agreement with one of two prior studies if it is assumed that the earlier investigators were mistaken in their identification of the nitride phase in which the diffusion occurred.

Ferrograde manganese ore or its equivalent is essential to the manufacture of every ton of steel produced; although it is well-known that there are largo deposits of low-grade ore in the United States, production of substantial amounts of ferrograde material from domestic sources presents a problem that becomes more and more critical as the stock piled ore is depleted through inability to obtain adequate supplies from foreign sources. Consequently, a program of laboratory and pilot-plant investigations designed to solve the problem of obtaining a domestic supply of manganese has been undertaken by the Metallurgical Division, Bureau of Mines. This paper is one of a new series that will include reports of results obtained in the various investigations conducted under the manganese program. The scope of the program and the organization that was set up to direct and supervise the work were discussed in the foreword of the first paper of this series, Report of Investigations 3506, Manganese Investigations 1. Researchers studying dust generation from blasthole drills developed a simple, quick fix that reduced respirable dust concentrations by more than 63% at the dump point. This device, which requires almost no maintenance, is small and inexpensive, and it will help operators maintain compliance to the dust standard. The thought process was that a reduction of respirable dust at any of the multiple sources on the drill, in this case the dust collector dump point, should reduce the total respirable dust generated by the drill. The U.S. Mine Safety & Health Administration (MSHA) has a coal respirable dust standard of 2 milligrams per cubic meter (mg/m3) for an 8-hour shift. MSHA and mine operators periodically collect personal dust samples to determine compliance with this dust standard. Drill operators have one of the highest exposure levels to respirable dust. This has been proven through many reviews of the MSHA dust sampling database. Prior to 1987, the highwall driller at surface coal mines had the most severe exposure to respirable silica dust, a trend that continues today based on MSHA's respirable dust sampling database. A review of the MSHA database for the years 1985 through 1992 shows that 81% of the respirable silica dust samples taken exceeded the permissible exposure limit for the highwall drill operator at surface coal mines. A more recent review of the MSHA database, for the years 1996 through 2000, shows that only 31% of the respirable silica dust samples taken exceeded the respirable silica dust limit for the highwall driller at surface coal mines. This suggests a substantial improvement in preventing the exposure of silica dust to the highwall drill operator. The drill operator, however, still tops the list of job occupations that have the highest exposure to respirable silica dust Respirable dust has been shown to be harmful to human health, especially when silica is present in the dust. It causes a disease known as silicosis, which can occur in three levels: chronic silicosis, which occurs after 10 years of exposure; accelerated silicosis, which occurs between 5 and 10 years of exposure; and acute silicosis, which can occur within a few weeks to five years of very high exposure to silica dust. Respirable dust consists of the dust particle size fraction whose median diameter is 4 micrometers (µm). The drilling machine generates high concentrations of respirable dust from several sources: drill table shroud leakage, dust leakage through the table bushing, dust discharge from the dust collector exhaust due to impaired filters, and dust entrained from the dust collector fines dumped onto the bench. The National Institute for Occupational Safety and Health's (NIOSH) Pittsburgh Research Lab (PRL) has been studying different methods to reduce respirable dust from these sources. During its testing, the institute identified a simple solution that reduces the amount of respirable dust generated at the collector dump point.

The Bureau of Mines (Bureau), in cooperation with the Alaska Division of Geological and Geophysical Surveys (ADGGS), conducted field investigations from 1987 through 1989 in the 5.7 million-acre Valdez Creek Mining District (VCMD) in south-central Alaska. The objective of the VCMD investigation was to evaluate the mineral resources and the mineral development potential of the mining district. The investigation was part of the Bureau's continuing statewide mining district evaluation program. Nineteen new mineral occurrences were identified as a result of this investigation. Reconnaissance placer sampling resulted in the identification of 10 previously unreported occurrences that primarily contain gold, however, some contain subsidiary platinum-group metals and/or tin. Reconnaissance lode sampling resulted in the identification of two gold-silver occurrences, three platinum-group metal occurrences that contain elevated quantities of subsidiary chromium, nickel and/or cobalt, three copper occurrences that contain subsidiary molybdenum or zinc, and one zinc occurrence.

"The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. Tests employing various ore-dressing methods were made on a manganese wad ore from the W. A. Chinn property in the Batesville-Cushman district of Arkansas in an effort to develop a practicable procedure for the production of ferromanganese-grade concentrates. The ore body occurs as a bed approximately 7 feet thick in the residual clay of the Ferndale limestone formation5/. The crude wad ores are soft aggregates of various oxides of manganese, which are loosely bonded together. Hard lumps of high-grade ore are disseminated throughout the wad. Hausmannite, pyrolusite, and psilomelane are the principal minerals. Some clay is present, but most of the gangue consists of leached fragments of the original siliceous and calcareous rocks in which the manganese occurred. In addition, hydrated oxides of iron, which axe present, also must be considered as gangue. Definite phosphate minerals have not been identified.

This report is a summary of the work performed for the Bureau of Mines to evaluate the feasibility and desirability of a movable in-pit crusher combined with conveyors to substantially reduce or eliminate truck or train haulage in large open-pit non-fuel mineral mines. The report includes an introduction and summary of previous work, an analysis of movable crusher system components, a description of the selected system, a review of possible movable crusher system applications, and finally requirements for future work to bring about the general availability of such systems. It was clear from the program that there is a real need for movable in-pit crushers.

Dusts can be filtered out of air streams onto polymer surfaces by electrostatic trapping resulting from the spontaneous transfer of electrons upon contact between dust particles and the polymer surfaces. Such spontaneous contact electrification has been studied quantitatively in this contract with the aid of modern semiconductor charge-sensors with the aim of determining what basic principles govern the sign and magnitude of contact electrification. Information obtained by capacitance-voltage measurements of thin polymer films on silicon showed that charges as large as 4 x 1012 electrons per cm2 develop spontaneously, and that such a charge gives adhesional forces of 165 pounds per square inch (11 atmospheres). Direct measurement of dust polymer contact electrification, using silicon surface channel conductance sensors, also showed spontaneous charges of more than 1012 electrons per cm2. Some polymers can either donate or accept electrons. These included chlorinated polyethylene, chlorinated polypropylene, polyethylmethacrylate, and a copolymer of maleic anhydride with n-octadecylvinylether. Other polymers never accepted electrons but could donate electrons; these included polystyrene, pulychlorostyrune, polyvinylchloride, polyvinylacetate, a polycarbonate (Lexan), and cellulose tributyrate. Contact electrification studies were made with dusts (coal dust, a channel black, or a silica powder) contacting thin films of various polymers solvent-cast onto the semiconductor charge-sensor. Sometimes charging was instantaneous and sometimes slower, but in all but one case (coal dust on a copolymer of maleic anhydride with n-octadecylvinyl ether) the charge trunsfer was a donation of electrons by the polymer to the dust. As part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests. The total number of petroleum refineries in the United States continued to decline during 1950, and according to the Bureau of Mines annual refinery capacity survey there were 357 refineries January 1, 1951, compared with 367 a year ago. The total throughput capacity increased 267,344 barrels daily during the year to 6,963,644 barrels daily as of January 1, 1951, continuing the trend of the past several years to increase the throughput capacity of the refineries and decrease the number of plants. The capacity of the average refinery to process crude oil increased during 1950 from 18,246 barrels daily to 19,506. The Indiana-Illinois refinery district accounted for 110,175 barrels, or 41 percent of the total crude-oil capacity increase, the Oklahoma-Kansas district, 17 percent, the California district, 14 percent, the East Coast district, 13 percent, and the Louisiana Gulf Coast district, 12 percent. Slight declines ill crude-oil capacity were reported in the Texas Inland, Texas Gulf Coast, New Mexico, And Appalachian refinery districts. The 160,100 barrels of additional crude-oil capacity that was building January 1, 1951, represents an increase of 10 percent over the year earlier figure. The only completely new refinery listed as under construct ion at the beginning of 1951 is located at Superior, Wisconsin. Other new construction involves enlargement of existing refineries. Plans for at least five additional new refineries are under consideration, and construction is expected to begin during the current year.

The goal of this program was to produce a set of baseline health and safety training materials that could be used by the metal/nonmetal mining industry to reduce injuries and to comply with federal training requirements. The materials developed are arranged in a two level outline format. The first level provides the title, course goals, background and topical outline while the second level provides a detailed outline of the course content. Visuals, designed to portray miners in a positive, attractive fashion, were done in simple line drawing so they would reproduce for handouts without loss of quality. Each of the required units in the Baseline Guides have one or more self-checks. These are designed to be suggestive of evaluation techniques the users can develop for themselves. An instructors guide and a mining terms glossary are included. In a second phase the program developed performance based training guides for Annual Retraining and Experienced New Hires in the Underground Salt Industry.

The National Institute for Occupational Safety and Health (NIOSH) has initiated a study of a roof bolter to reduce noise exposure to mine roof-bolter operators. An important segment of this research entails determining the affect of various drilling configurations on the performance (penetration rate) and sound power emissions when drilling into granite. Test conditions included using various combinations of rotational speeds and thrusts, using 2.54- and 3.49-mm- (1- and 1 3/8-in.-) diameter hexagonal and round drill steels, using vacuum and wet conditions and using drill media of differing compressive strengths. This paper details the affects of each of these variables on the performance and sound power level emission. When drilling into granite, it was found that wet drilling generated lower sound power levels and performed better than vacuum drilling.

Although many mining companies apply ergonomic principles, it is usually done either informally and/or reactively. An example of an informal approach is replacing worn equipment (such as seats) with models that have ergonomic features. Another example is modifying a task to eliminate safety hazards. Such approaches reduce risk-factor exposures that can lead to musculoskeletal disorders (MSDs). A reactive approach is followed when modifying a task/ equipment after an MSD occurs. However, neither of these approaches involves a systematic method of proactively applying ergonomic principles to actually prevent injuries or illnesses. This paper discusses how Vulcan Materials Company applied ergonomic principles and implemented interventions to reduce risk-factor exposures.

The compliance sampling method for coal mine dust in the United States has not changed appreciably in the last 30 years. A call for more frequent sampling with immediately available results is leading to new instruments that may supplement or replace the existing sampler. This report discusses two such instruments that provide immediate results of dust levels. The first, called the Respirable Dust Dosimeter (RDD), is designed to supplement the existing U. S. cyclone compliance sampling method. It uses the pressure drop across a filter to provide an inexpensive screening type of measurement. The RDD has been tested in the laboratory and a limited number of coal mines. Side by side testing has compared the RDD performance with personal coal mine samplers in triplicate area sample measurements. Results show that the differential pressure of specific filtration media can be an effective surrogate for respirable mass. Data show that there is a dependence on coal type and an effect of relative humidity. There also appear to be two distinct responses related to coal type. For specific coals the coefficients of determination, R2, are better than 0.9. For general use the detector tube, using laboratory generated calibration curves, can be used to estimate respirable dust levels. However, a calibration to a specific coal type may substantially improve the accuracy. Another sampler in development is called the Personal Dust Monitor (PDM). Designed to give compliance quality accuracy, the PDM uses the frequency change of a vibrating element to measure dust and give immediate feedback of results. Results of laboratory comparison of the prototype PDM sampler to personal gravimetric samplers indicate R2 values of better than 0.99 for three different coal types. Work is in progress to package the components into a person-wearable unit combined with a cap lamp system with a total projected weight of less than 1.4 kg (3 lbs).

This Bureau of Mines report describes the evolution of modern-day blasting agent and slurry products and the state of the art of the usage of these products as it exists today. The steadily increasing consumption of blasting agents and slurries at the expense of cartridged high-explosive usage is related. Although safety is not covered in depth, reference is made to pertinent safety literature available. Product formulations, detonation reactions, and detonation products are discussed. Product terminology is defined and the significant differences between the relatively insensitive modern-day dry blasting agents and slurries and cap-sensitive high explosives are described. Blasting agent and slurry properties are discussed, as well as methods of determining and describing these properties, and specific types of products are also discussed with reference to their ingredients,-properties, and field applications. Increasing consumption of slurries, particularly in small-diameter boreholes, and the development of more cap-sensitive varieties of slurries are forecast although dry blasting agents should continue to dominate the market. The consumption of cartridged high explosives will level off or gradually decrease.

Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador's total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract.
