Crystalline silica (quartz, cristobalite, and tridyrnite) is regulated by the Mine Safety and Health Administration (MSHA) and Occupational Safety and Health Administration (OSHA) because of its potential for causing debilitating but nonmalignant lung diseases. In 1987, the International Agency for Research Against Cancer (IARC) conducted a review of the health literature and concluded that crystalline silica was a probable human carcinogen. As a result of this finding, OSHA was required to regulate crystalline silica under its Hazard Communication Standard (HCS). The standard requires that all materials handled by OSHA-regulated facilities be labeled according to the requirements of RCS and that workers receive proper training on the handling of the material if the crystalline silica content equals or exceeds 0.1 weight percent (0.1 %). MSHA currently is considering enacting its own RCS. This will be similar to OSHA's RCS. If the standard is enacted, most mineral producers will have to determine the respirable monitor filter and bulk crystalline silica contents of their ores and products so that workers and/or customers will know whether they are in compliance with the 0.1% HCS and/or the OSHA permissible exposure level (PEL) of 50 µg for an 8-hour workday for respirable crystalline silica as determined from monitor samples. Two major concerns with the RCS are the widespread occurrence of crystalline silica in nature and the suitability of current technology for routinely determining crystalline silica concentrations at the 0.1 % RCS level. Most ores are extracted from silica-bearing deposits and it is a common constituent of rocks and soils. OSHA's RCS will have the greatest impact on the producers of crushed stone, diatomite, dimension stone, gravel, industrial sand, perlite, pumice, pyrophyllite, sand, and talc because these materials frequently are shipped directly from the mill to the customer. MSHA's RCS would affect nearly all mineral producers. Those producers that have crystalline silica present in concentrations near the 0.1 % cutoff point will have the most difficulty with the analysis. Crystalline silica can be quantified at the 0.1 % level by X-ray diffractometry in simple systems containing one, two, and possibly three minerals if (1) none of the accessory minerals has X-ray diffraction reflections that coincide or overlap with those of crystalline silica and (2) the standard has a particle size distribution and crystallinity similar to those of the sample. In some instances, it may not be possible to determine the crystalline silica content of a sample with any degree of certainty using the recommended regulatory protocol. In all cases, it is recommended that a qualified mineralogist identify the minerals in a sample prior to any regulatory analysis. Additionally, the uncertainty as to whether some silica polymorphs should be classified as crystalline or noncrystalline and the suitability of metastable high-temperature standards, such as cristobalite and tridyrnite, for regulatory analysis at ambient temperatures should be addressed further. This overview is written both to highlight these problems and to serve as a guide for analysts, regulators, and industry personnel who are involved in the crystalline silica issue. It also covers some of the difficulties and/or shortcomings in quantifying crystalline silica, such as the ubiquitous mineral quartz, in the workplace.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining, prepara- tion, and utilization of coal. This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee, which cooperated with a counterpart British Committee. In some instances; engi- neers from other allied countries cooperated. The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Rhodes, Manager, Development Section, Tar Products Division, Koppers Co., Inc., served on the mission for the Chemical Subcommittee of 1.I.I.C. in Europe. His assignment was the investigation of the coal-tar industry. In this connection he prepared this report on the German Low- Temperature Tar Industry as a companion to his provious report on the German High-Temperature Tar Industry (Bureau of Mines Information Circular 7409). Because of Mr. Rhodes' extensive experience in these fields and the impor- tance of the subject material to the coal producers and those utilizing coal-tar products, both reports are issued by the Bureau of Mines. "INTRODUCTION The bottoming of the United Verde sulfide pipe has shortened the expected life of the United Verde mine to a matter of a few years. First located in 1876, this Arizona mine has had a long period of activity, having reached a peak production in 1929 of over 71,000 trans of copper. Through these many years of successful operation, a safety program has evolved in keeping with the proficiency developed in mining the ore body. "INTRODUCTION Diesel-powered locomotives designed specifically for underground operation were used in the construction of some of the tunnels that comprise the Delaware Aqueduct in New York State. Before this there had been limited use of Diesel-powered equipment such as trucks, bulldozers, and shovels in tunnel construction in various parts of the country, but this equipment was used without modification for underground use and, in some instances, appar¬ently without due consideration of the hazards that might be created by the introduction of fuel-burning equipment into confined underground spaces.As certain definite advantages were apparent if Diesel haulage could be used in tunnel construction in some sections of the Aqueduct, the contractors who were to construct the tunnels in these sections were desirous of using, this type of haulage equipment if it could be used with safety. This matter was given careful consideration by the various agencies concerned with the establishment of safe practices on the Aqueduct project before tunnel driving was started. Of chief concern were the quantities of toxic or objectionable materials that would be discharged into the tunnel air by the exhaust of the locomotives and the volume of ventilating air that would be required to dilute these exhaust gas products to concentrations permissible in the atmosphere of working places."

"Black powder is employed widely in peace and war. Its properties are therefore of considerable interest to many. The Bureau of Mines frequently is asked to furnish information on its use and safe handling in the mining and mineral industries in times of peace and is now engaged in studies of its application to the arts of war.Black powder has been the agent in many accidents - some very disastrous - and its handling and use are deemed very hazardous. The belief is widespread that the hazards are due principally to the ease with which the powder is ignited by a hot spark or flame in contradistinction to high explosives; these usually are ignited only with difficulty, and some burn incompl0tely and to a certain extent are self-extinguishing. Primary precautions, .therefore, should be taken to prevent the access of heat, spark, and flame.In black powder manufacturing operations a frequent source of disaster is the initiation of fires and explosions in the wheel mills in which the sulfur, charcoal, and nitrate are incorporated. Long experience has indicated that the wheel mill probably will fire if the powder is not kept moist enough; manufacturing supervision calls for the maintenance of a minimum moisture content, at least during the milling. Accidents occur elsewhere in the manufacturing line, and in an endeavor to minimize these, particularly those happening in corning mills, one of the writers suggested many years ago that a suitable humidity be maintained in other operations in the hope that it would serve protectively as in the wheel mill. The experience of one company for many years with this practice was favorable. It seemed desirable therefore, to explore the question experimentally."

This U.S. Bureau of Mines report presents a review and evaluation of existing and new backfilling materials and methods for their applicability to the problem of gate road stress reduction in deep retreat longwall coal mines. Candidate backfill materials include pulverized coal combustion fly ash, flue gas desulfurization, and fluidized bed combustion by-products from coal-fired electric power generation plants. Properties of both backfill and its component materials are presented, with particular emphasis on the unconfined compressive strength and elastic modulus of backfill mixtures. Hydraulic mix designs discussed in this report include high-water content slurry and low-water content paste fills. Three gate road stress-transfer-modification concepts are proposed to reduce abutment stresses in gate road systems. The first concept, packwalling, involves packwall construction behind the headgate shield inby the face and adjacent to the headgate pillars. The second concept, gob-filling, involves infilling a strip of gob inset from and parallel to the headgate using paste injection methods patterned after a technology recently developed in Europe. In the third concept, entry-filling, slurry fill methods are used to fill abandoned gate roads and crosscut entries inby the face.

The Bureau of Mines is investigating the use of complex gas mixtures, such as would be produced by coal gasification, for reducing iron oxide pellets. A semiempirical model was developed to predict a priori the reduction rate of an iron oxide pellet in a laboratory tube furnace with simulated coal gases at a total pressure of 1 atm. The model uses partial pressures of H2, CO, CO2, CH4 (methane), water vapor, and a temperature-dependent term to predict the rate of reaction. The reduction rate (weight loss per unit of time) was determined with a thermo-gravimetric apparatus (TGA) in the temperature range of 800° to 1,100° C. The ranking of the reductants, in order of decreasing reducing potential, is H2, CO, and CH4 at temperatures between 800° and 1,000° C; however, CH4 became a better reductant than CO at 1,100° C. Water vapor did not decrease the reduction rate as much as did CO2, Carbon deposition was observed at temperatures below 1,000° C with gas mixtures with high CO and low H2 concentrations. With low-Btu gas at 900° C, over 90 pct of the iron oxide was reduced to iron in less than 3 h. This com-pares with a reduction time of 1.5 h with medium-Btu gas and 1 h with reformed natural gases.

During investigations of the occurrence of manganese in the western United States in the early 1940?s, examining engineers of the Bureau of Mines collected samples from seven claims and mines in southern Arizona. For convenience in reporting the results, the work on the properties is grouped in three districts. As the ores were too low grade to be acceptable to producers of ferromanganese, beneficiation studies were made to determine the amenability of the ores to concentration. The San Fernando group is about 10.5 miles south of Patagonia in the Harshaw mining district. G. T. Humphries and D. Alonso held an option on the property, which was owned by H. Bender. Two samples were taken; 1 was a picked sample and the other a representative sample of ore as exposed in the mine.

The results show that the explosion of as little as 150 cubic feet of an explosive mixture of gas and air containing 9 per cent natural gas may start a disastrous explosion of coal-dust. This is a very small volume, of gas, to cause such a result. The Bureau of Mines is engaged in research to evaluate the effects of cutter bit wear at coal mine faces. This paper addresses one element of conical bit wear, bit rotation. A discussion on mounting configura-tion and bit forces and their effects on rotation is presented. The effects on rotation and bit forces of bit attack angle, cutting depth, and skew are determined for two types of conical bits during linear cutting of sandstone-inclusive rock. The results indicate that a 10° negative skew angle and 35° attack angle produce the maximum rotation of 17.5° for each foot of cutting. Data on bit rotation and bit forces are presented in an appendix.

The Bureau of Mines is conducting research into the pneumatic recovery of coarse mica and has used this method to produce mica concentrates that contain more than 90 percent mica. This research is being carried out pursuant to the Bureau's objective to develop technology that will help maintain an adequate supply of minerals and metals to meet national economic and strategic needs. Researchers used a Bureau-designed system of crushers, screens, and zig-zag air classifiers to concentrate coarse liberated mica particles from mica-bearing materials. This pneumatic system was used to concentrate four mica ores from Arizona, North Carolina, and South Dakota and three waste tailings from Alabama, Georgia, and South Dakota. Using these samples, it was demonstrated that plus 65-mesh size mica can be effectively recovered by the pneumatic method. Not only were the concentrates high in mica content; it was also demonstrated that this method can be used to recover up to 78 percent of the mica that was originally contained in the samples. Because it is a dry concentration method, the pneumatic beneficiation technique may be advantageous in areas where water resources are limited.

The continuous gasification of lignite in an externally heated alloy-steel re-tort was investigated by the Bureau of Mines, Grand Forks, N. Dak., from 1945 to 1951. The main objective of the long-term experimental program was to obtain data on the mechanical performance of this type of gasification retort, particularly the alloy-steel heat-transfer surface of the retort, when operated on large pilot-plant scale. At the same time, extensive experimental data were obtained concerning the effect of process variables and the effect of a limited number of design modifications on gasifier performance. In the period covered by this progress report 4 pilot-plant runs totaling 2,879 hours of operation were completed with the rolled-plate, 310-alloy reaction tube. Over 30 million cubic feet of gas, having H2-CO ratios from 2.1 to 4.4, was made by the partial gasification of 636 tons of 1-1/2-by 3/8-inch natural lignite. Rates of gas generation were from 8,200 to 14,300 cubic feet per hour. Three of the four runs were carried out with the lowered gas offtake or continuous-annulus design modification of the gasification retort. In the final run of the series, gasification of lignite from seven different mines in North Dakota and Saskatchewan, Canada, was investigated at similar combustion-space temperatures and lignite and steam feed rates.

The Bureau of Mines investigated beryllium resources, production methods, and production costs to estimate the quantity of beryllium available for future use. Eight mining districts and 12 deposits are included in the study; lack of data precluded the evaluation of resources from 6 nonproducing and undeveloped deposits. The study revealed that demonstrated beryllium-bearing resources should be sufficient to meet domestic needs and those of other market economy countries (MEC's) well into the 21st century. Total demonstrated beryllium-bearing in situ resources from MEC's are estimated at 118 million metric tons (Mmt) of ore containing approximately 33,000 mt beryllium metal. Approximately 111 Mmt ore containing 29,000 mt beryllium was included in the cost analysis and availability sections of this study. Three Brazilian districts currently produce beryl ore, and one domestic company, Brush Wellman Inc., produces bertrandite ore. Brush Wellman Inc. owns and operates the only MEC facility in the Western Hemisphere for extracting beryllium values from beryl and bertrandite and is the beryllium industry's only fully integrated corporation.

This petroleum-engineering report of the Atlanta oil field in BO them Arkansas reviews reservoir conditions and pressure-production history of one of the important Smackover limestone fields in southern Arkansas. The study of the field was made and the report prepared to aid operators in this and similar fields to increase the efficiency of recovery through the application of better engineering practices. A similar study of the Magnolia field in Arkansas by Carpenter and Schroeder was the first of these reports prepared under a joint agreement between the Arkansas Oil and Can Commission and the Bureau of Mines. The increasing demands for petroleum and its products and the steadily increasing cost of discovering and developing oil field; emphasize the importance of conserving known reserves of oil and gas. In recent years vast improvements have been made in the technique of oil recovery, both by better utilization of the natural energy stored in the reservoir and by improved methods of applying external energy to the reservoir system. This report may aid in oil conservation by careful evaluation of the several factors that did or did not contribute the greater recovery in the Atlanta field and by suggesting improvements in production methods and applications.

The number of natural-gasoline plants has shown a consistent decline in recent years, but the total capacity has increased steadily. The number of completed plants, as determined by a survey as of January 1, 1932, amounted to 959. Previous surveys of January 1, 1928 and 1930 showed 1,155 and 1,035 plants, respectively. Of the total plants on January 1, 1932, 859 were operating and 100 were shut down, compared with 999 operating and 36 shut down on January 1, 1930. The material gain in the number of inoperative plants in the last two years was probably due to the severe decline in prices of 1931. The low prices of 1931, which were approximately 40 per cent below 1930, made it virtually impossible for the majority of the independent plants, or plants not owned by a large integrated company, to operate at a profit. Accordingly, the majority of the plants removed from the list in 1930 and 1931 were owned by companies which were engaged solely in the manufacture of natural gasoline. The total daily capacity of the plants on January 1, 1932, amounted to 11,387,000 gallons, an increase of 871,000 gallons, or 8 per cent, in the two years 1930 and 1931. That the total capacity of the plants has increased while the number of plants has declined is due to the fact that nearly all the plants constructed in the last five years have been large plants. During 1931 the average total daily capacity of the operating plants was approximately 10,600,000 gallons, while the average daily production amounted to 4,944,000 gallons. This indicates that the plants operated during 1931 at 47 per cent of their capacity, compared with 58 per cent in 1930 and 61 per cent in 1929. Although more plants have been dismantled in Oklahoma in recent years than in any other State, it continues to rank first in number of plants. Parts I, II, and III-A of the series have been issued as Information Circulars 6935, 6840, 6948 , and 6957; Part I defines and classifies dusts, indicates sources of exposure, and describes the physiological effects of breathing dusts; Part II-A discusses the principal dust factors producing pulmonary pathology and methods of determination of dust in air; Part II-B presents data on the engineering and medical control in the prevention of dust diseases and general recommendations for their control in industry; and Part III-A deals with the economic and legal aspects of dust diseases in industry.

This U.S. Bureau of Mines report presents an overview of ground control considerations associated with cutter roof failure. Many of the relevant U.S. and international research studies since the late 1940's are reviewed, and summaries of recent design guides are included. Factors affecting cutter roof, such as underground stress field and rock structure around the entry, are described. Strata control techniques are also outlined. These techniques are divided into three sections: artificial support, mine structure design, and multiple-seam extraction. Other subjects covered in the report include monitoring and prediction, effect of geologic features, and mapping of adverse mining conditions. The emphasis of this report is on practical considerations; theoretical discussions are minimal.

The investigation described in this report was begun as part of the Bureau of Mines progress to develop acid processes for the extraction of alumina from low-grade bauxite and. clays. A domestic shortage of high-grade bauxite sui table for treatment by the Bayer process became acute as a result of' World War II; an intensive search for a practical acid process using lower-grade alumina-bearing raw materials was therefore warranted. The laboratory development was described in a preceding Bureau of Mines publication wherein the basic theory for the design and erection of a pilot plant maybe found. A 2-ton-per-day continuous pilot plant was constructed and successfully operated at College Park, Md., which demonstrated conclusively the chemical and mechanical feasibility of a solvent purification process for aluminum sulfate. The estimated production cost of $38.64 indicates that under present market conditions the process would not be economically feasible.

The rapidly growing demand for titanium pigments has aroused new interest in actual and potential sources of supply of titanium- bearing ores , which only a comparatively few years ago were almost unmarketable . This paper , which supplements a general circular entitled " Titanium" ( Information Circular 6365 ) , represents a summary of current trade literature and Government reports , together with some hitherto unpublished material that has accumulated in the files of the Bureau of Mines . The purpose of this pamphlet is simply to indicate the commercial possibilities of the deposits , and the discussion is confined almost entirely to the three commercial ores , ilmenite , rutile , and magnetite ( titaniferous iron ore ) .
