The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. In order that the investigations of the commission might go forward without interruption the Selby Smelting & Lead Co. has generously supplied funds at the times they were needed. This work is a continuation of a program of study of the measurement and correlation of fundamental thermodynamic data inaugurated several years ago by the United States Bureau of Mines. Previous bulletins in this series were concerned with (1) The Entropies of Inorganic Substances (66),3 (2) High-Temperature Specific-Heat Equations for Inorganic Substances (67), (3) The Free Energies of Vaporization and Vapor Pressures of Inorganic Substances (68), (4) Metal Carbonates-Correlations and Applications of Thermodynamic Properties (71), (5) Heats of Fusion of Inorganic Substances (69), and (6) A Revision of the Entropies of Inorganic Substances-1935 (70). The present bulletin has as its primary purpose the correlation of the thermodynamic properties of elementary sulphur and its inorganic compounds and the presentation, after careful consideration of all available information, of a self-consistent system of thermodynamic relationships for these substances. It is believed that such a set of relationships, concerning substances of such great metallurgical importance as sulphur, sulphur oxides, hydrogen sulphide, metal sulphides, and metal sulphates, is of considerable value in indicating directions of possibly profitable experimental work and in clarifying subjects of technical interest upon which direct experimental information is difficult and expensive to obtain. It cannot be doubted that many problems of technical importance that at the outset appear almost hopelessly complex or obscure either may be solved, if enough information is available, or the specific lacking information clearly indicated by the adoption of the thermodynamic viewpoint. This has been demonstrated many times in the work of the Metallurgical Division, Pacific Experiment Station, Berkeley, Calif. Even when only crude basic information is available, a semiquantitative picture often may be developed by thermodynamic means in which general trends and approximate limits of a proposed process or modification of practice may be clearly portrayed and thus used as guides in further considerations and experimentation.

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine venti lation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which ,accounts for a major portion of the market for coal, received further study. Unique power generation systems, inc luding coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

Electrical characteristics of positive corona are presented for air in a 2 - in - diam electrostatic precipitator operating under dynamic conditions at temperatures of 600 ° to 1,500 ° F and pressures of 0 to 80 psig . Results show that current - voltage relationships depend solely on air density . Comparison of data on positive corona with previously published data on negative corona demonstrates a higher sparkover voltage and a wider range of operability for positive corona at temperatures above 375 ° F. The possibility of achieving higher voltages with positive polarity as indicated by these experiments implies several advantages for the use of positive corona in precipitators to allow better removal of suspended material from hot gases . Based on the physics of an ion in an electrical field , a theoretical equation is derived to define current - voltage characteristics of positive corona in terms of air density . Constants for the equation are evaluated from Calculated current - voltage values at different air densities agree reasonably well with experimental data .

"Ilmenite is the most important titanium-bearing constituent of titaniferous iron ores. Such ores, of which the United States has abundant reserves, are of interest because they constitute an important potential source of both iron and titanium that may be tapped in times of stress, and which eventually may be utilized in the normal course of events.As the iron and titanium constituents of titaniferous iron ores are not completely separable from each other by ore-dressing methods, any process for metal recovery will, of necessity, involve reduction of the iron in ilmenite. Consequently, knowledge of the thermodynamic properties of ilmenite should supplement information already available concerning those ores. With this in view, the Pacific Experiment Station of the Bureau of Mines undertook to evaluate thermodynamic properties; the data obtained are the subject of this report.Three types of experimental work were involved. First, low-temperature specific heats of ilmenite were measured in the temperature range 500 to 29S° K. These data serve to evaluate the entropy, a quantity necessary for a reliable evaluation and correlation of other thermodynamic properties. Second, high-temperature heat-content measurements were made in the temperature range 298° to 1,743° K. The data serve to bridge the gap between room temperature and elevated reduction-process temperatures. Finally, hydrogen-reduction equilibria were measured in the temperature range 1,220° to1,375° K. These data-give a direct measure of the free energy of reduction of ilmonite at these temperatures and, in conjunction with results of the other two types of measurements, serve to obtain the heat of formation of ilmenite, a quantity not readily determinable by direct calorimetric means.The data are correlated to form a composite, self-consistent portrayal of the thermodynamic properties of ilmenite, which may be used in evaluating the efficacy of any reducing agent of known thermodynamic properties. This paper presents a review of published investigation dealing with the importance of sulfur compounds in the deterioration of materials or providing some basis for estimating the extent of loss shareable to such air pollution. Materials included are cement, stone, metals, paint, leather, paper, sand cloth. The investigations may be divided into two classes, one of the laboratory type in which the sulfur content and the humidity of the air were controlled and the other dealing with the exposure of materials to atmospheres not under control. The first type of work has shown that cement is subject to deterioration by the action of sulfur dioxide gas. The experiments with stone indicate that although limestone takes up sulfur dioxide, from the air, moist sulfur dioxide-air mixtures alone cannot be used for establishing- the comparative weathering- qualities of the different types of stone by accelerated test methods. Laboratory tests indicate that sulfur compounds in the air accelerate the corrosion of iron, steel, zinc, copper, and nickel at normal air temperatures and at certain relative humidities. It has also been indicated that certain types of paint are, affected by high sulfur dioxide concentrations, and that paper is attacked by sulfur dioxide in the atmosphere. The investigations of the second type show the amount or variation of corrosion in different localities and under different types of exposure. The investigations (10) (18)4/ during which sulfur determinations were made indicate that sulfur dioxide is a main controlling factor in the corrosion of iron and steel but according to Quick (18) may not be for some nonferrous metals. In general, the laboratory tests do not Jive definite data on the loss due to sulfur compounds at the concentrations normally found in the air. The data from atmospheric exposures are not complete from the standpoint of the exact effect of the sulfur compounds. Damage to materials so exposed is affected by factors such as other chemical contaminants, humidity, rainfall, solid deposits, and sunlight. Vanadium is subject to only light corrosion in phosphoric acid at temperatures up to 60° C. and has a moderate corrosion rate in this acid at 100° C. It is relatively corrosion resistant in sulfuric and hydrochloric acids up to 60° C, but corrodes rapidly at 100° C. It corrodes rapidly in dilute nitric acid at 35° C. Vanadium is almost inert in 10-percent solutions of formic, acetic, lactic, tartaric, and citric acids; in 9-percent oxalic acid it corrodes slowly up to 60° C. and rapidly at 100° C. Vanadium is resistant to corrosion in substitute ocean water, tapwater, and in 3-percent sodium chloride and 10-percent sodium hydroxide solutions. It is readily attacked, however, by 20-percent ferric chloride, 20-percent cupric chloride and 5-percent mercuric chloride solutions. Vanadium is protected by contact with magnesium, aluminum, and steel SAE 4130 in substitute ocean water, by magnesium and aluminum in 3-percent sodium chloride solution, and by magnesium in tapwater. Vanadium protects copper in substitute ocean water. When vanadium and stainless steel are coupled in sulfuric acid solutions, both metals are usually unaffected by contact, whereas the corrosion rate of titanium in sulfuric acid is greatly reduced by contact with vanadium.

The inputs of capital and labor to support future iron ore production were developed by the Bureau of Mines from projections of iron demand and estimates of capital and labor requirements. Trends in technologic change and the organization of production were analyzed. Labor requirement schedules for iron ore mining and beneficiating were constructed from aggregate inter-temporal trends and 1970 cross-sectional analysis of mines and mills. A sup-ply schedule of the capital requirement for mine-mill-pellet plants was developed from U.S. and Canadian experience. The structure of demand for iron to the year 2000 was examined as well as the availability of resources. Projections of capital and labor requirements to 2000 were constructed under two international patterns of iron ore supply to the United States. The most likely model is for a continuation of the 70 percent United States-30 percent foreign shares, expanding at an average 2.0 percent growth rate to 2000, and supported by a cumulative gross capital investment of $3.8 billion constant 1967 dollars and a labor force in the United States of 29,800 by 2000. The information content of projections is discussed, and the possible effects of international forces on supply are considered. A generalized methodology for estimating capital and labor requirements in other mineral industries also is included.

This report presents a deep ocean mining operational simulation which is capable of describing the response of the bottom collection unit to specified mining ship maneuvers and the corresponding operation of the mining ship maneuvering system. Bathymetry, obstacles, collector and pipe dynamics and ship maneuvering capabilities are included in the simulation. The simulation is capable of evaluating the technical requirements and operating costs for specified mine plans, Results are useful in assessing mine size requirements and provide operating 'cost 'estimates useful as inputs to deep ocean mining economic feasibility assessments, The simulation is used to determine the consequences of obstacles to mining system operations in terms of impact on mine size requirements and reduced production arising from obstacle avoidance maneuvers of a towed (unsteered) collector.

MOLYBDENUM, one of the more versatile alloying elements in modern metallurgy, was first isolated by Hjelm in 1782. The pure metal is silvery white and softer than steel. It melts at a higher temperature than all other metals except rhenium, tungsten, and tantalum. Molybdenum, a member of group V of the periodic table, chemically exhibits valences in stable compounds of 2, 3, 4, 5, and 6. It is a strong carbide-forming element, and much of its alloying effect in steel is imparted through the formation of carbides. Molybdenum occurs in nature only in combination with other elements. The most common occurence is molybdenite (MoS2), which is widely distributed throughout the world; the few known commercial deposits are the major sources of molybdenun1. The other commercially important mineral, wulfenite (PbMo04), was a major source of molybdenum in the United States during the early part of the 20th century, but with exploration and development of the world-famous Climax molybdenite deposit during the World War of 1914-18, molybdenite soon became the world's major source of molybdenum. In recent years, virtually no wulfenite has been mined. Many copper deposits contain minute percentages of molybdenite; and, since the inauguration during the early 1930's of the recovery of molybdenite as a byproduct of these deposits, they have been an important source of molybdenum.

In the period of 1942-1945, medium-grade, oxidized, lead-silver ore was mined and shipped from the Diamond district near Eureka, Nev. An encouraging tonnage of low-grade ore was developed during these operations and partly blocked-out for future mining. If the low-grade ore could be treated profitably, further development of the district would result, and production of an important strategic metal might be increased. A representative sample of Diamond district ore was obtained through the Reno office of the Mining Division for the studies described in this report. The sample consisted of lumps and fines of a highly altered siliceous rock containing much earthy red hematite and some granular black hematite. Examination with the binocular microscope showed the lead carbonate mineral, cerussite, in seams and disseminated in the hematite. No zinc or silver minerals were identified, and no sulfide minerals were present. Analyses of the ore showed:

This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

This report describes the results of a measurement and analysis program to characterize wireless radio transmission in metal/non-metal mines over a wide frequency range from 0.2 - 1000 MHz and over a variety of mine environments. Six mines were chosen based on the relative economic significance of their product to the U.S. economy. Mine types include oil shale, uranium, potash, lead/zinc, copper, and silver. Particular mines were chosen so that the group would embody the most important mining techniques. The results show that transmission at medium frequencies are optimum for wireless mine communications, in agreement with extensive testing previously performed by the authors in coal mines, and that mine-wide wireless systems are feasible with a minimum requirement for new dedicated wiring. At least one need for such a wireless system was identified in each mine visited.

"INTRODUCTION Sponge iron is a product resulting from the reduction of an iron oxide at such a low temperature that fusion does not occur, and the reduced particles retain substantially the same shape as the original ore. The removal of oxygen in the reduction process leaves the metal porous and reactive. Sponge iron may be compared in general to a chemically precipitated substance insofar as reactive properties are concerned. The high specific surface and the orientation of metallic structure are factors which probably contribute to the reactive properties of sponge iron.The term ""gaseous reduction,"" as applied to iron ores, required clarification. Strong evidence exists, for example, that ore is partly reduced to sponge iron by carbon monoxide in the blast furnace at temperatures around 800° C. at a point that may be as high as 30 feet above the tuyores. In 1923 and 1924, Sims and Wood attempted to reduce iron oxide with carbon in an Arsem vacuum furnace at 980° C. These investigators found that only 6 percent of the iron was reduced to metal when the iron oxide-carbon mixture was heated for 1 hour under evacuated conditions, whereas at atmospheric pressure 70 percent of the iron was metallized. Their results indicate that the process of iron-ore reduction at temperatures below the melting point of the ore may proceed largely, if not entirely, by the action of reducing gases even when the reducing agent is solid carbon. Therefore, the term ""gaseous reduction,"" as used heroin, is defined as a process in which iron ore is brought into intimate contact with a reducing gas produced in separate-equipment from the reduction chamber itself.A large amount of pilot-plant development on gaseous reduction of iron ores has been carried out by the Bureau of Mines at the Boulder Experiment Station and had as its objective the reduction of fine iron ore by means of producer gas. The use of use gas was prompted by two considerations: First, the possible utilization of large reserves of Western noncoking bituminous coals and lignites contiguous to iron-ore drewwing; and second, an investigation of the results that might be achieved in the pilot-plant gaseous reduction of fine iron ores by means of a relatively reducing gas. The results obtained, it was felt, would be of considerable value in indicating the direction which gaseous reduction experimentation must take for the development of a commercially practicable and economic process for the production of sponge iron."

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. In 1949 the Coal Committee of the Economic Commission for Europe, Geneva, Switzerland, established a Classification Working Party, to develop an international system for classifying coal. This project was necessitated by the increased trade in coal among various nations following World War II. Although national classification systems existed, they had been developed to cover the characteristics of domestic coals without reference to coals of other countries. Different terms for describing similar or identical coals in each nation caused confusion in evaluating coals shipped in international trade. Experts from Austria, Belgium, Bulgaria, Czechoslovakia, Denmark, the Federal Republic of Germany, France, Greece, Hungary, Italy, the Netherlands, Poland, Sweden, the Union of Soviet Socialist Republics, East Germany, the United Kingdom, the United States of America, and Yugoslavia participated in various stages of the classification work. Walter A. Selvig was appointed by the Bureau of Mines as the technical expert to represent the United States because of his experience in developing and standardizing methods of analyzing and classifying American coals. He served on the Classification Working Party until his retirement from the Bureau of Mines early in 1956. Extensive laboratory work was done in connection with the classification studies at the Pittsburgh Experiment Station of the Bureau of Mines.

"INTRODUCTION The asphyxiation or poisoning of workmen in underground mines by noxious gases from blasting in adjacent strip mines can be prevented.Considerable progress has been made in eliminating or reducing hazards to the health and safety of underground workmen in anthracite mines, but seldom does a year pass without reported cases of underground workmen being poisoned by the fumes from blasts of explosives in strip-mining operations. In the early days of the anthracite industry, the coal near the surface was only partly mined, and many small stumps of pillars and barrier pillars were left standing; these pillars are now being recovered by stripping. It has become necessary to give more consideration to the effects of blasting at strip mines upon the quality of the air in underground mines adjacent to stripping operations.Special precautions are taken by the .personnel of the Jeddo-Highland Coal Co., whose mines are near Jeddo, Luzerne County, and near Centralia in Columbia and Schuylkill Counties in the anthracite region of Pennsylvania, to prevent asphyxiation of workmen by carbon monoxide or other toxic gases resulting from blasting in strip mines. The procedures established by the Jeddo-Highland Coal Co., are given in this circular so that others may benefit thereby and thus avoid hazards to underground workmen where mining is carried on under similar circumstances."

This paper describes the pumping operations at the Ajax, Cresson, and Vindicator dines in the Cripple Creek mining district of Colorado during the summer of 1936. At that time the three mines wore pumping 6,500 gallons of water per minute into the Roosevelt drainage tunnel. Cripple Creek is the most important gold district in the State; it has yielded gold valued at over $365,000,000. The mines engaged in pumping are among the largest producing properties in the district. This U.S. Bureau of Mines report summarizes Federal mandatory belt conveyor automatic fire suppression system installation requirements and inspection procedures, identifies system failure modes observed during in-mine investigations, and suggests system design and maintenance upgrades which, if implemented, would result in an improvement in overall system reliability. This report is a compilation of recommendations based on discussions with Mine Safety and Health Administration (MSHA) inspectors, review of manufacturer's literature, discussions with mine personnel, and research investigations of automatic fire suppression system performance in the laboratory and in mines. The Code of Federal Regulations (CFR) requirements for installation, inspection, and maintenance of fire suppression systems should be regarded as minimum standards.
