This Bureau of Mines report is the second of a series of process evaluations planned to determine the relative processing costs of producing metallurgical-grade alumina from low-grade aluminous materials. Included in these evaluations are recommendations for additional research and development to improve the processes and to lower their costs. The design for each process is based on published work. The processes considered in this report are designed to extract alumina as aluminum chloride from calcined clay with 20 percent hydrochloric acid and to remove the silica residue by filtration. Iron is removed by one of the following processes: Isopropyl ether extraction, in which iron chloride is extracted before decomposing the aluminum chloride; gas precipitation, in which the aluminum chloride is precipitated with hydrogen chloride while leaving the iron chloride in solution; gas precipitation-isopropyl ether extraction, in which the aluminum chloride from precipitation is extracted with isopropyl ether, if necessary; caustic purification, in which a crude alumina is produced and then purified by a modified Bayer operation; or sinter purification, in which a crude alumina is produced and then purified by a lime-soda sinter operation. The recession of 1974 continued into 1975. Real gross national product (GNP), measured in 1972 dollars, declined significantly in the first quarter of 1975 but rose slightly in the second and increased sharply in the third quarter. Unemployment peaked during the second quarter and then declined slowly for the balance of the year. The inflation rate declined owing to reduced demand and smaller-than-1974 increases in energy and food prices early in the year. Recovery was clearly evident by yearend, though un-employment and inflation remained at high levels. Total output as measured by the GNP in current dollars rose 6.5% in 1975. Real GNP declined 2.0%, and inflation, as measured by the implicit price deflator, increased 8.7%. Real gross private domestic investment for residential structures declined 18.1% in 1975, which was a smaller rate of decrease than the 27% decline in 1974. Real State and local Government purchases increased 2.4%, and real personal consumption expenditures for services rose 1. 7 %. The Federal Reserve Board (FRB) index of industrial production declined 9.7%.

An investigation was made of the distances over which sympathetic detonation of ammonium nitrate (AN) and ammonium nitrate-fuel oil (AN-FO) might be expected. Large-scale gap tests used two types of AN-FO donor charges in three sizes with AN, both at ambient and elevated temperatures, and AN-FO acceptor charges. Donor sizes were varied to test the validity of a scaling law commonly used in quantity distance tables. The up-and-down experimental design was chosen to determine the 50-percent initiation point efficiently. The acceptor charges were instrumented to indicate initiation and to determine detonation velocity. Other electronic techniques for measuring the rate of growth, stability of detonation, and detonation pressures were employed. Air shock and fragment velocities between charges were measured by electronic and photographic methods, and determination of side-on air-blast pressures and impulse duration were made for about half the shots. Separation distances between donor and acceptor were found to be larger than anticipated both for the AN and the AN-FO. With AN-FO acceptors and a 16-gage steel faced donor, one initiation occurred at a separation of 53 feet or nearly 16-charge diameters; with AN, initiation occurred at 4 to 5-1/2- charge diameters.

This volume contains a summary of the results of past analyses on U.S. Bureau of Mines Contract No. H0122061 which are relevant to electromagnetic location in mine rescue situations. The analytical results indicated that detection of a trapped miner equipped with a special transmitter is feasible in most situations. Location of the miner by surface measurements is also generally feasible within certain errors. The feasibility of miner detection and the accuracy of miner location have been examined theoretically for a wide variety of situations. Agreement with experimental results is generally good in cases where measurements are available.

Current and potential dragline reclamation usage was evaluated for the U.S. coalfields based on data gathered and analyzed during field surveys, literature reviews and contacts with manufacturers. It was concluded that current mining plans have been adapted to federal and state strip mine and reclamation laws in ways which limit the potential for dragline reclamation systems at active mine sites. At abandoned conventional contour mine sites in steep-sloping areas such as central Appalachia, however, it was found that dragline reclamation systems have great potential application and may be the only practical solution to many reclamation problems. Alternative dragline systems were examined for restoring abandoned sites, and it was concluded that a tower excavator system offered superior characteristics and should be evaluated and developed under field conditions. A testing program was developed to provide a framework for the monitoring and analysis of cost, production and environmental data during a field demonstration of a tower excavator system.

An investigation is made into whether commercially available equipment can be used to engineer effective emergency warning systems for underground coal mines. Discussions with members of the Bureau and the Mining Enforcement and Safety Administration established that the preferred system should operate over the existing Pager Phone twisted pair, and broadcast an audio alarm. Applicable equipments such as voice band tone signaling equipment, alarm sounding equipment, mine telephones and complete alarm systems from over thirty manufacturers are listed. Factors affecting the range over which an alarm could be detected in representative mine situations were studied. These included (a) the subjective masking effects of typical background noise found in mines, such as that due to continuous miners (b) the attenuation of sound in mines (using both a theoretical and experimental results) and (c) the attention-getting qualities of different sound for miners. Audio alarm systems meeting the requirements can be installed and representative systems are described.

"IntroductionRecognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries, Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs.To identify the causes of CWP, many research efforts have been made throughout the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous research studies has appeared elsewhere (Mutmansky and Lee, 1984).The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. In addition, several findings concerning characterization methods will be presented"

An important activity of the Safety Division of the Bureau of Mines , in its efforts to reduce accidents , is the safety inspection of mines . Inspections are made at the request of the operators and are not connected with the inspections by the various State departments of mines . The operating management is furnished with a confidential report of the results of the Bureau's inspections , with recommendations for elimination of the hazards found . These mine - safety inspections include a study of mining practices , conditions , and equipment and in some cases the sampling and analysis of mine air and coal dust . The Bureau of Mines has no regulatory powers , therefore the recommendations made in these reports are merely suggestions , and operators are not required to adopt them . Mine inspections are a check on safety standards , methods , and practices and are essential to any accident -prevention program . A foreman or superintendent may be sincere in his efforts to operate a mine safely and believe that he has done everything possible to attain this end . However , experience has shown that because of his familiarity with the mine and the consequent " nearness " of its various features many unsafe conditions may be , and in most cases are , overlooked ; an inspector , particularly an outsider who is trained to look for hazards , can point out the unsafe conditions overlooked by the foreman or superintendent . Some companies employ safety engineers who make regular inspections of their mines , report substandard conditions and hazards found , and make recommendations for correcting them . Unless these recommendations are carried out the inspections have little value . In making recommendations , due consideration should be given to the feasibility of carrying them out ; the management may and very often does consider a recommendation impracticable because of the

The first survey 3/ covering sales of liquefied petroleum gases was made in 1930 by the Bureau of Mines, which at the time was under the United States Department of Commerce. This original canvass covered national totals for 1922 through 1929, and most of the supply came from natural gasoline plants. The 1930 report showed approximate totals for butane and propane and for butane-propane mixtures and pentane grouped together. No attempt was made to breakdown the national sales by various uses until 1931, when the quantities for domestic or household consumption, gas manufacturing, and industrial requirements, including miscellaneous uses were indicated. As the market for these liquid petroleum gases expanded and as new uses came into importance, their respective quantities were shown separately in the annual survey. Sales for internal-combustion engine fuel and for raw material for chemical plants were first taken out of the industrial total in 1936. During World War II liquefied petroleum gases became important as feed stock diverted to synthetic rubber plants, and consequently the survey was broadened to cover this particular demand, beginning in 1944. Pentane was dropped from the survey after 1943, as, being liquid at atmospheric pressure, it is not considered as one of the liquefied petroleum gases and furthermore, the quantity reported made up less than 1 percent of the total sales. Thirteen producing companies reported to the Bureau in the first survey made in 1930, and in the 1952 canvass about 130 producers--petroleum refiners and natural gasoline companies--and about 1,300 dealers cooperated by filing schedules showing a breakdown of their sales. Their 1952 deliveries of approximately 4.5 billion gallons of liquefied petroleum gases were equivalent to about 3.4 billion gallons of gasoline or 3.1 billion gallons of distillate fuel oil.

In a Bureau of Mines supply evaluation, the known uranium resources in the United States are estimated to have a total recoverable uranium oxide (U3O8) content of 3,132,400 tons at prices up to $69.32 per pound. Only those resources were evaluated for which sufficient quantity data are available and process technology exists for recovering uranium. A total of 160,800 tons of U3O8 is available at $8 per pound from ore deposits presently mined and an additional 244,700 tons available at prices up to $30 per pound from similar but usually lower grade deposits. A total of 2,726,900 tons of U3O8 is available from four other resources: copper leach solutions, wet-process phosphoric acid, Florida phosphate rock Leached zone, and Chattanooga Shale. These resources contain from 30,000 tons of recoverable U30, at a price of $7.52 per pound as a byproduct of copper leach solutions to 2,557,300 tons at a price of $69.32 per pound from Chattanooga Shale.

This publication is one of a series by the Federal Bureau of Minus describing methods and costs of minim, uranium on the Colorado Plateau. The La Sal mine is in the Big Indian mining district, about 29 miles southeast of Moab, San Juan County, Utah. The claims that encompass the mine were located in March 1953, and the La Sal ore body was discovered as a result of a drilling program begun in August 1953. The mine is owned by the La Sal Mining & Development Co., a subsidiary of the Homestake Mining Co. Homestake continued the drilling program and in May 1954 began sinking a 572-foot shaft and constructing a surface plant. The plant and shaft were completed in October 1954. The La Sal ore body is in the Chinle (Triassic) formation. it is tabular and dips with the enclosing beds about 8° southwest. The ore body is generally 4 to 8 feet thick but in a few places is as much as 20 feet thick it is being developed by a series of strike drifts and dip inclines, driven within the ore stratum on about 100-foot centers. A haulage level driven beneath the ore body is connected by raises to the upper workings.

A series of 15, stations beginning with Potsdam and Budapest and ending with Budapest and Potsdam were occupied inn the period August, 1908, to January, 1909. The intermediate stations were all at points which had been connected by Baron Eötvös with torsion-balance traverses. The observations were made with an invariable pendulum of the standard four-pendulum type of instrument of the Geodetic Institute, made by Stückrath at Berlin-Friedenau. The observations at each of the field stations lasted-one to three days with one exception; two or three time determinations were made; four to eight series of pendulum observations were made; the error of determination of the elevation of the instrument above mean sea level ranged from 0.30 meter to 1.10 meters, with the exception of the Arad and Baja stations, where the elevation was known more accurately and averaged about ± 0.8 m, which would cause an error of ± 0.25 x 10-3 dynes. No topographic correction was applied. The values for ?g were taken from Eötvös: Report on Geodetic Observations in Hungary, especially Observations with the Torsion Balance, Budapest, 1910. The differences in ?g as determined, by the torsion balance and by the unvariable pendulum were: Kuvin-Hidegkut 1.2 km. 0.001, Livada-Kuvin 9 km. 0.001, Pankota-Livada 13 km. 0.004, Kuvin-Arad 20 km. 0.000, Pankota-Arad via Kuvin 42 42 km.0.005, Pankota- Arad via Kurtics 50 km.0.000 dynes. Oltay concludes that if the stations are close enough together and if the terrane is rather flat, the measurement of ?g with the Eötvös torsion balance is as accurate as with the invariable pendulum. -- Donald C. A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

This U. S. Bureau of Mines (USBM) report presents results of stress analyses and field observations to investigate the effects of elevated trench drifts on the structural stability of rock mass zones surrounding a production draw drift in a mine utilizing a mechanized load-haul-dump (LHD) trench undercut panel caving system. A two-dimensional boundary-element mine stress model was developed to predict the locations and extent of damaged rock mass zones surrounding draw drifts where adjacent, parallel trench drifts are either elevated or not elevated above the LHD production draw drift level. A Mohr-Coulomb shear-failure criterion was obtained directly from in situ borehole shear test data. Hock-Brown shear-failure parameter values were computed from borehole-shear and triaxial test data. A procedure is described to estimate these parameters when a rock mass rating (RMR) value and triaxial data on intact samples exist, and no borehole shear test data exist Results indicate that trench drifts, elevated to the level equal to the height of the LHD production draw drift, would not minimize material damage nor significantly enhance the stability of rib and crown pillar zones surrounding production draw drifts in the mechanized LHD trench undercut caving panel investigated at this mine.

This work was done by the Bureau of Mines to provide quarry operators with an uncomplicated, first-approximation method for designing blast patterns, considering geologic structure, and to show the valid use of the technique by comparing drill and blast pattern dimensions used in the quarry with those determined by the presented method. The author visited 12 limestone and dolomite quarries in Ohio (Adam, Crawford, and Highland Counties), Wisconsin (Milwaukee, Racine, and Waukesha Counties), and Minnesota (Fillmore, Olmsted, and Wabasha Counties); observed the blasting practices; studied the major geologic features; and after discussion with the quarry managers, foremen, and blasters, compared the quarry blasting patterns with those as calculated by the empirical formulas (after R. L. Ash), with geologic structural considerations. When geologic structure such as bedding, jointing, folding, and caves, as well as explosive properties and field performance characteristics are accounted for in a manner suggested by the research, the presented empirical formulas may be used as a good first approximation. The included steps in planning a blast design and generalized blast patterns should be of help to the quarry operator. Design changes are recommended for those quarries where problems are occurring.

The Bureau of Mines has designed, fabricated, and field tested a water jet cutting device capable of perforating nonmetallic well casings for the purpose of completing or stimulating in situ uranium leaching wells. The device is lowered into the wellbore, where it issues a high-velocity water jet that penetrates either a polyvinyl chloride or fiberglass casing, cement, and from 1 to 4 feet into the surrounding uraniferous sandstone. The resulting perforations allow leaching solution to pass between the sandstone and the wellbore. This report describes the water jet perforator, tells how it is used, presents cost data, and discusses the results of laboratory and field tests. The tests were designed to (1) determine the optimum operating conditions for water jet perforation, (2) assess the effects of changes in these conditions, (3) evaluate the performance of the water jet perforator under actual conditions, and (4) compare this method with other methods of well completion. These tests showed that water jet perforation is superior to conventional well completion methods for selectively achieving communication between the well-bore and adjacent sand while maintaining sand control, for restoring permeability lost through wellbore damage, for stimulating poorly performing wells for completing wells with casings that have inside diameters as small as 2 inches, and for extending the effective well diameter.

"Belt and shaker conveyors, used singly or as combined units, have for many years been an integral part of many coal-mine haulage systems. The belt conveyor has also been used extensively as a main haulage unit in open-pit iron-ore mines of the Lake Superior district, particularly on the Mesabi Range. Few underground metal mines, however, either in the ferrous or non-ferrous branches of the mining industry, use the conveyors exclusively or even extensively for underground haulage. At present, only five iron-ore mines in the entire Lake Superior district have belt- or shaker-conveyor installations of any significant size. Of these mines, three are in the Crystal Falls-Iron River district of Michigan on the Menominee Range, one is on the Marquette Range near Ishpeming, Mich., and one is on the Mesabi Range near Keewatin, Minn.Results of the studies of tackless haulage in the Lake Superior district will not permit the establishment of any formula to prove or disprove the advantages of belt or shaker systems at all underground mines. The studies do show that trackless haulage can be used to advantage where the proper conditions exist. Advantages are particularly apparent when development can be planned sufficiently in advance of exploitation to permit installation of belts or shakers as part of the development program and where the systems are extended to include haulage in stopes as well as main entries.During the winter of 1947-48, the Bureau undertook a study of all of the underground ore conveying systems known to be in operation in the Lake Superior district for the purpose of making available to the entire mining industry the technologic data developed in the area. Because conditions that led to the installation of the belt and shaker conveying systems were often a function of the character of the deposit or the method of mining, a brief description of those conditions is included in this report.After a preliminary investigation into the extent to which trackless conveyors were employed in the district, it was found that a detailed study at five bites would result in fair appraisal of that method of haulage in the underground iron-ore mines.Each of the five significant installations is described separately in this report. In one instance, however, company policy does not permit identification of the mine wherein the conveying is done. In that instance the operation is designated as mine ""A"".Unless otherwise specified, all tonnage figures quoted herein are gross.The cooperation of officials of all of the companies operating underground mines in the Lake Superior district permitted successful completion of preliminary studies of mining practices and conveying systems.Special acknowledgment is made to R. D. Satterley, general superintendent, and to operating staffs of the Sherwood and Morris mines of the Inland Steel Co. The assistance given by W. D. Whitman, assistant superintendent, and Douglas Tippett, mine captain at the Morris mine, and P. D. Pearson, superintendent, R. O. Marsten, engineer, and W. The lignite deposits of the United States represent a huge potential source of fuel for power generation. It has been estimated that lignite constitutes about 24 percent of the remaining National reserves of solid fuel on a tonnage basis and about 15 percent of the reserves on a B.t.u. basis. (See sec. 3, part 1.) The major portion of these reserves is in North Dakota. Lignite has been used locally for domestic heating since the first settlers burned it at forts and fur-trading posts as early as 1855. Some of the first studies of the use of lignite in steam boilers were conducted by the Federal Bureau of Mines from 1910 to 1920 (15, 19) 1/ However, the commercial utilization of lignite as fuel for producing power developed slowly. Not until about 1925 was any really successful lignite industrial fuel-blaming equipment developed. Since then the commercial use of lignite as a fuel for producing power has been increasing steadily.

The method for determining the effective porosity of oil- and gas-bearing sands described in this report is a development of earlier methods (28)3/ devised by the Bureau of Mines. The apparatus bas been improved and made more convenient to use, but the procedure is essentially the same as that which has been in use for maw years. A tabulation at the end of the report gives the results of more than 4,800 porosity determinations for oil sands4/ in the fields of 13 States, A selected bibliography of references to articles containing descriptions and evaluations of various methods of' determining porosity is included in this report. The method was devised and developed at the Petroleum Experiment Station at Bartlesville, Okla., as part of the Bureau's research on fluid-energy relationships and on methods of improving the recovery of crude oil from underground reservoirs.

THE ENORMOUS contrast between the mineral economy of Cuba in 1963 and in 1958 was the result of the overall Political changed to which the total economy of the country was intimately lined. Creation of the Cuban Mining Institute (Instituto Cubano de la Minería) to direct all mining activities in the country was an early act of the new Government after the revolution on January 1, 1959. During the next 2 years, the Government confiscated foreign holdings,2 including Unite States investments exceeding $1 billion in value. Foreign mining and metallurgical technicians-predominately from Communist areas-were brought in to reorganize the mineral industries. On January 3, 1961, diplomatic relations between Cuba and the United States were severe and then on May 2, Cuba announced its full-fledged membership in the so-called Communist Bloc. Fifty-four international treaties assured Cuba of Communist economic support, technical and financial assistance, machinery, raw materials, and manufactures. The Soviet Union agreed to buy some Cuban mineral products, and Czechoslovakia stated that it would buy all mineral production offered for the next 20 years, but in both cases at prices said to be much lower than the world market. The mineral productivity segment of the mineral economy during and since the period of political metamorphosis, has withstood the political disruption better than has the economy as a whole, but with no direct measure of the magnitude of its cost. The overall economic record is marked with steady deterioration; the annual average per capita income has dropped from $374 in 1957 to $185 in 1963, when Cuba's deficit with the Soviet Union alone reached an admitted $1 billion.
