On November 16, 1978, Finance Minister Chretien delivered his second formal budget in the House of Commons. Over-all, the provisions of the budget should provide moderate stimulus to the Canadian economy. With respect to the mining industry, the budget offers some welcome changes in the form of' improved write-offs for development expenses and social assets; higher investment tax credits; and a reduction in federal sales tax. On the other hand, income bond financing of new mineral ventures may be restricted.

"Kirkland Lake Gold introduced battery equipped vehicles (BEVs) at the Macassa Mine in 2011. The fleet of underground BEV haulage trucks and loaders has grown over the years to over 30 units, the world’s largest, currently handling approximately 80% of the daily production tonnage. The inflow and outflow of air occur through a limited number of relatively small openings, which limits the air volume delivered to the underground workings. In addition to improving air quality, the reduced heat load generated by the BEV (when compared to diesel equipment) had a significant positive impact in the workplace. The use of BEV for material handling has enabled increases in production that would not have been possible using diesel equipment.INTRODUCTIONMacassa mine was developed as a track-drift access mine, with the most recent shaft (#3) sunk in 1986. A new mining complex, the South Mine Complex (SMC) was discovered below the 5025 foot elevation south of traditional mining areas, and the majority of mining now occurs in the SMC. The discovery of that zone has led to an internal ramp which is used to access the SMC and haul ore to #3 shaft.The amount of airflow that can be moved through the mine is limited by the existing infrastructure to surface. This amount was recently increased to near its practical maximum from 118 CMS (250 kCFM) to 151 CMS (320 kCFM).Both diesel and electric equipment are used at Macassa. Tethered Load-Haul-Dump Machines (LHDs) have been replaced with Battery Electric LHDs, due to their increased mobility and depth of the mine. Battery trucks continue to replace locomotives to transport both ore and waste to the shaft, as mining has transitioned from tracked levels to trackless level and haulage has transitioned from horizontal levels to an inclined ramp.EQUIPMENT FLEET AT MACASSAMost of the primary material movers utilized at Macassa Mine are battery operated. As the mine goes deeper the battery technology will continue to be critical to the success of the operations. With over 300,000 hours of proven operation success, the battery technology and equipment will continue to be a major part of Macassa’s future."

The sub-level blasthole benching method of mining has been proved to be economical at Willroy Mines. How-ever due to the nature and attitude of the wall rock, this method is susceptible to serious hanging-wall dilution of the ore. Attempts to solve the dilution problem by various means were not satisfactory until long Stressteel bars were employed as rock bolts. The adoption of this de-vice does not require any special skill, and has become routine in the under-ground operation. Since the inception of this method, the dilution of the ore has been greatly reduced and the ov1!r-all costs of controlling this dilution are much lower. INTRODUCTION T HIS is a report describing the successful use of long Stressteel bars as rock bolts in preventing l1anging-wall failure and consequent dilution in open stopes. "Sensor based ore sorting is being rapidly adopted by the mining industry. The ability to boost mill feed grade by rejecting waste grade rocks early in the process has proven revolutionary for some operations.This paper briefly reviews the current position of ore sorting in the industry, as well as abridged results from specific operations such as Barrick, McEwen, New Gold, and two others. The paper also introduces the concept of “Profit Recovery™”, the measuring of recovery based on rock profitability rather than just metal content.IntroductionSensor based ore sorting is being rapidly adopted by the mining industry. The ability to increase mill feed grade by rejecting waste grade rocks early in the processing stage is proving to be revolutionary for some operations. These potential outcomes have been too invaluable to be overlooked by both producing operations and prospective projects, thus leading to a wide range of studies on ore sorting. In addition, the advent of ore sorting has also called for a new standard of recovery analysis. The answer to this is the creation of a new term and concept - Profit Recovery™.This paper evaluates the most recent results of ore sorting in the mining industry, and presents the results from five different mining operations. Additionally, this paper will discuss and evaluate the Profit Recovery™ of each of these operations. The goal of this paper is to address common concerns regarding ore sorting rejects and their actual impact on project economics.State Of The ArtOre Sorting is a sensor-based sorting and pre-concentration technology implemented before the processing stage that is used to reduce the amount of waste reporting to the mill feed. This technology can also be utilized to recover ore from previously uneconomic waste, as well as reduce the mill energy and reagent consumption (Tong, 2012). In greenfield projects, sensor-based sorting can further provide value by reducing processing capital costs. The decline of available high grade orebodies and decreasing head grades has further increased the attractiveness of pre-concentration, and subsequently ore sorting (Lessard et al., 2014).There are currently two notable types of sensor-based sorting: bulk and rock-by-rock. Bulk sorting consists of live, high tonnage sorting that can be installed on a scoop or on a conveyor belt with a diverter. Rock-by-rock is a selective sorting method that scans and sorts individual rocks on a conveyor belt, and rejects rocks using air jets or mechanical levers. Figure 1 shows a diagram for a typical air jet sorter."

Podsol soil horizons developed on Pleistocene glacial sediments overlying the Coronation Mine orebody were analyzed for copper and zinc spectro-photometrically, using biquinoline-isoamyl alcohol and dithizone carbon tetrachloride reagents. Copper and zinc are concentrated in the A. and C horizons, whereas the A1, A2 and B horizons are leached. Of economic significance is the fact that the C horizon contains a copper anomaly, in excess of 100 times back-ground, directly over the orebody. Due to the erratic distribution of high copper concentrations in the Ao horizon with respect to the orebody, that horizon is not considered as a reliable prospecting datum. U NDER certain conditions, metallic ore deposits are accompanied by primary halos of trace elements in unweathered rock surrounding the orebodies or by secondary halos in weathered rock, alluvium, soil, or vegetation above or near the mineralized zones. Where such halos occur, chemical analysis, as applied to the detection of trace elements, is a valuable prospecting aid, permitting the detection of mineralization of possible economic value.

"The results of a chemical and mineralogical study of eighteen opaque-oxide occurrences are discussed and the detailed chemical, metallurgical and mining feasibility study of a vanadium-rich magnetite deposit is summarized. A plot of the mol-percentages in the system FeO- Fe2O 3-TiO2 indicates that the deposits fall into two distinct groups: some contain hematite with ilmenite, and some others have magnetite with ilmenite (titaniferous magnetites). The plot also suggests that the two types of deposits were crystallized from liquids of different compositions. Each group has its distinct structural features. Vanadium is present in all of the studied specimens, however concentrations of economic importance have so far been found only in the titaniferous magnetite deposits. The vanadium content of the oxide concentrations of the Dore Lake Complex is the largest among the studied occurrences. Analyses of the concentrates of the drill-core sections show a compositional variation across the orebody; a continuous increase in the tenor of Ti02 and a decrease in the vanadium content upward in the layered sequence is found. Concentration tests on several tons of samples indicate that about 80 per cent of the vanadium is recovered in the magnetite concentrate."

RIGHT NOW the Canadian oil business is suffering from growing pains brought on by developments outside our borders. I would like, therefore, to place our industry in perspective for you in two ways. I would like first to describe it briefly and let you see it in relation to the world oil industry. Then I would like to bring it back and place it into perspective against a strictly Canadian background. Naturally, in such a discussion, it is necessary to use a certain amount of statistical material. I'll endeavour, however, to keep it to a minimum. Eleven years ago, before the discovery of Leduc, Alberta could boast of having 21,000,000 barrels of crude oil reserves. Five years ago we had 1,810,000,000 barrels. At year end, 1957, our remaining recoverable reserves totalled more than 3,000,000,000 barrels. In 1957, our potential production in Alberta reached an all-time high of 756,000 barrels a day. Unfortunately, our actual average daily production dropped from 393,000 barrels per day in 1956 to 376,000 barrels per day in 1957. And in 1958, to date, it has dropped sharply to around 300,000 barrels per day.

Barrick' s Buzwagi copper-gold deposit in Tanzania comprises oxide, saprock and sulphide mineralized zones averaging approximately 0.058oz/t gold, 0.13% total copper and 0.03% cyanide-soluble copper. A comparative evaluation of the project based on two potential flowsheet alternatives is presented. The first flowsheet included a gravityconcentration and carbon-in-leach (CIL) plant. The second flowsheet was based on a Gravity-Flotation-CIL plant, which proved to be more economically robust. Selective flotation of copper minerals to produce a saleable copper concentrate proved to be challenging. Detailed characterization of the Buzwagi deposit was carried out through understanding of ore mineralogy, mineral liberation, floatability and selectivity, reagent chemistry and regrinding issues. With this insight, a flotation concentrate of greater than 25% Cu was achieved, recovering a significant amount of copper minerals and tellurides. The overall economics of the project improved significantly with the addition of flotation. Leach tests on gravity and flotation tailings showed an overall increase in gold recovery of approximately 6% for a Gravity-Flotation-CIL plant compared to that for a Gravity-CIL plant.

Crystalline igneous rocks, known commercially as granite, are exploited in Quebec f rom more than twenty-five quarries for building, ornamental and monumental purpose$. Quebec is the main Canadian producer of construction granite, accounting for nearly 90 per cent of total production. Jn the last three years, this industry has experienced an important growth due to improved marketing and use of modern equipment in rock-cutting and polishing. Jn /983 a 35 per cent sales increase is forecast. The main rock varieties extracted are the following: porphyritic pinkish grey granite and green charnockite from Riviere-dPierre, mahogany brown granite and black anorthositic rock f rom the Lac Saint-Jean area, fine-grained pink granite from Guenette, coarse-grained brown quartz monzonitefrom SaintA lexis-des-Monts. All these rock types occur in the Grenville tectonic province whereas a medium-grained, light grey granite, Devonian in age, is extensively being quarried in the southern part of the Appalachians. In the Superior province a greenish black diabase and a deep red granite are extracted. Search for new varieties and deposits is actively being carried out by prospectors and by the minis/ere de /'Energie et des Ressources du Quebec following growing demand for granitic and gabbroic rocks as dimension stone.

THE problem of dust control in metal mines has, of late years, received considerable attention. In 1932, a detailed study of dust conditions at the Sullivan mine was undertaken and, while there are no actual data available regarding conditions prior to that date, there has unquestionably been a great improvement as a result of the investigation and of the preventive methods adopted. In attacking the problem, three main factors were considered: first, and most important, how to prevent dust from being formed; second, how to depress or collect it if formed; and third-if unable to accomplish these-what precautionary measures must be adopted to prevent inhalation of this dust. Seven distinct methods of dust control are now practised at the Sullivan. Six of these are employed underground; they are tabulated below in the order of their relative importance. The seventh method is used in the crushing plants on the surface. Demonstration of good environmental management practices and management systems has a direct impact on the ability of mine developers, operators and investors to raise financing. Based on experience in providing due diligence services, there are a number of factors that are important in assessing financial risks related to environmental issues in either new projects or existing facilities. A frame-work for understanding the importance and priorities of each element of environmental management is presented.IntroductionIn the context of lending money to a corporation, environmental issues represent another aspect of credit risk (Henry, 1989). These issues, because of their nature, represent the potential for large unforeseen expenditures if they are not known or acknowledged and are not being proactively managed. Lenders, other investors and their advisors, are becoming increasingly aware of the potential financial impact of environmental issues. Consequently, they are increasing their requirements for environmental audits to review the environmental issues, management practices and systems when they are considering financing mining and/or metallurgical processing operations worldwide.Many banks have signed the United Nations Environment Program (UNEP) Statement by Banks on Environment and Sustainable Development. "The Blind shaft boring method is a mechanised process of excavating large diameter vertical shafts downward from the surface. It is a rotary drilling technique eliminating any requirement for personnel to enter the shaft or access underground workings during drilling and lining phases. Excavated material is delivered to surface carried by a flow of circulating fluid through the centre of drill rods. The drill assembly is suspended from a large A-frame rig and powerful winch at ground level providing vertical thrust to a hard rock cutter head. INTRODUCTION The Southern Coalfields Ventilation Shaft was constructed at a mine, 45 km north-west of Wollongong. The 5 m finished diameter (6.2 m drilled) shaft reaches a final drilled depth of 517 m, the deepest, fully lined blind bored vent shaft to date in Australia. Operated by a mining company in the Southern Coalfields, the expanding mine required a new ventilation shaft and associated surface infrastructure to service future operations. An assessment of future ventilation requirements for the coal seam operations identified a need to improve the capacity and reliability of the existing underground ventilation system in order to ensure a safe and efficient underground working environment. Installation of the new upcast ventilation shaft was determined to be the most cost effective and reliable solution to provide adequate ventilation for underground operations. The completed shaft is smooth and fully lined with steel/concrete composite liners that are hydrostatically sealed. The shaft lining is designed to meet the mine ventilation requirements for a service life of 20 years. The shaft intersects the top of the working section of the coal seam at approximately 513 m of depth. This includes the shaft collar depth and shaft bottom profiled intake section.PROJECT METHODOLOGY AND INDUSTRY BEST PRACTICE The shaft was drilled using the blind bore method, an innovative construction technique and an alternative to the traditional methods of sinking deep and large diameter shafts, such as raise boring and conventional drill and blast shaft sinking. The blind bore method allows the shaft to be drilled from the surface down without anyone having to enter the shaft or the mine during the construction process. This is by far the safest method of shaft construction and is especially suitable for difficult ground conditions where there may be unstable or water-charged strata. As this method involves drilling from the surface downward, shafts can be completed ahead of the underground mine development. Thus, allowing underground operations to focus on development and production without the conflicts of managing ventilation priority for underground contractors and mucking out spoil from excavation workings."

"The CTL-500 centrifugal extraction machine, which was independently developed by Baotou Shibo Rare Earth Extraction & Equipment Co., Ltd., is presented in this article. The machine is based on centrifugal extraction principle and has been used in P507-HCl-RECl3 extraction system. Automatic control has been utilized in the system. In this paper, a comparison is made between centrifugal extraction and conventional mixer-settler extraction and satisfactory results are shown. INTRODUCTIONCentrifugal extraction is a fast and efficient liquid-liquid extraction method. The process includes solute transfer and separation of the two liquid phases. In the CTL-500 machine, the organic and aqueous phases individually enter a lower mixing chamber in certain proportions and are mixed and dispersed and solute thereby transferred from one phase to the other. The mixed phases pass into a rotating drum and the two liquid phases are separated under centrifugal force. As it flows upward, the aqueous phase, which has a higher specific gravity, flows away from the rotating drum centre towards the drum wall and the organic phase flows towards the drum center. The two liquid phases enter into collection chambers through independent weir plates and are discharged from the machine.The centrifugal extraction machine has been widely used in liquid-liquid separation, either without solid or with small quantities of solids (Chen, Zhang, Zhuo, Chen & Li, 2008; Duan, Jing, Zhu & Chen, 2007; Duan, Zhou & Zhou, 2006). Examples of the use of the centrifugal contactor include the separation of water from crude oil, treatment of heavy oil and diesel to eliminate water and salt; the extraction of penicillin, garlic oil, malathion, and interferon; the hydrometallurgy recovery of nickel, copper and uranium; extraction of edible oil, spice, refined oil and food color; treatment and recycle of print and dyeing wastes; treatment of hydroxybenzene-contaminated sewage by multistage extraction and separation of water from oil in ship sewage."

"The decomposition of rare earth concentrates containing bastnasite and monazite by alkali solutions has been investigated. A slurry of the rare earth concentrate and the alkali solutions was calcined at different temperatures. The impacts of calcination temperature on the decomposition of rare earth minerals, the oxidation of cerium, the deportment of fluorine and phosphorous, and the adaptability of the method to the different grades of rare earth concentrate were all studied. A possible technique for comprehensive recovery is proposed in which the chemical elements such as rare earth, fluorine, phosphorus, calcium, iron and thorium could be recycled or recovered. INTRODUCTIONThe liquid alkali decomposition method is an important technique for the decomposition of mixed rare earth concentrates. The technique is relatively clean compared with the sulfuric acid roasting method. However, its operation is intermittent rather than continuous. The two-step solid-liquid reaction and the subsequent water washing make it not very suitable for mass production and application. An important reason for the disadvantage is that an additional process of ""calcium removal by acid leaching"" is needed for the technique. The content of calcium in Baotou rare earth concentrates is usually 6-12%. The requirement of the current technique is that the content of calcium should be reduced to about 0.2% after the calcium removal process. Otherwise, the decomposition and leaching of rare earth will be affected. Therefore, calcium removal by acid leaching is a necessity before the alkali decomposition process is carried out. Research on different alkali decomposition techniques has been conducted with prior calcium removal by acid leaching (Xu, 1995; Yu, 1993; Han, Li, Chang, Liu & Xu, 1985). There have been some investigations of direct decomposition of the bastnasite (Feng, Pan & Li, 1998; Zhao, Zhang, Yang & Liu, 2002)and monazite (Sun, Li, Li, Su, Zhao & Liu, 1998; Zhou, 2005) by alkali-liquid, however, all studies were carried out in solid-liquid reaction system, and continuous calcination studies have not been reported.This paper investigates the process of direct decomposition of Baotou rare earth concentrates by continuous calcination with concentrated alkali. Using the rotary tubular electric furnace, the mixture of rare earth concentrate and concentrated alkali solution were decomposed continuously. Satisfactory decomposition results were achieved. A method for clean processing and comprehensive resource recovery from Baotou rare earth concentrates is proposed."

This paper presents a discussion of the factors affecting copper scrap markets, including such items as price levels, freight. grades of material, sources and packaging. Reference will also be made to the effective life and turn-around of the copper content of some products. Introduction IN TERMS OF SIZE, copper scrap is second only to ferrous scrap in tonnage recycled. However, in total value, it is second to none. For example, world scrap recovery during the preceding 4 years averaged just under 2,300,000 metric tons per annum, and at an average price of 70 ¢ a pound, this works out at a turnover of about $3.5 billion, which indicates that the copper scrap industry, or recycling as it is now becoming known , is a substantial one.

Smelting slags contain payable metals in a dissolved form and as mechanically entrained matte or metallic inclusions in the size range from 2 to 1000 µm. Slag cleaning requires reduction of magnetite and metal oxides and sedimentation of inclusions. Slag cleaning in an electric furnace is carried out in batch or semi-continuous mode. The strong trend for continuous slag cleaning generates the basic question about the optimal geometry of the electric furnace. Results of combined CFD, potential distribution and heat transfer modeling allowed for the determination of the fluid flow pattern and the temperature distribution in a classical, circular electric furnace as well as in a rectangular furnace. For the rectangular furnace, various length/width ratios and position of electrodes have been simulated. Analysis of key phenomena pointed out the advantages of the rectangular electric furnace over the circular furnace, particularly for continuous slag cleaning. Phenomena that have been analyzed were mass transfer, the rate of slag reduction, coalescence and settling of inclusions, all on the basis of the calculated slag flow pattern and the temperature distribution.

"AbstractLoad-haul-dump machines equipped with. a torque converter and hydraulic pumps have been field tested by means of an engine monitoring instrumentation package. It was found that owing to parasitic losses in the ancillaries and drivetrain, maximum available useable pourer may peak at less than full engine speed. Simple reduction of engine speed may save 15 to 25 percent on fuel consumption, with no significant loss of available power. On some machines, speed reduction will require modification of the torque converter . The cost of this modification, when necessary , would be offset by reductions in exhaust emissions, ventilation requirements, fuel consumption , heat, noise and hydraulic system maintenance, and by increased life of rotating components and filters and machine availability.IntroductionTHE CANADIAN EXPLOSIVES ATMOSPHERES LABORATORY, in conjunction with Deutz Canada Limited, has designed, constructed and field tested a portable instrumentation package. This package monitors diesel engine performance in underground mining machinery by continuously recording engine speed and volumetric fuel delivery. During tests designed to determine the engine load and speed conditions for the various segments which constitute actual underground operation of a Deutz F6L 714-powered 4-yard load-haul-dump machine, it was discovered that an unexpectedly large percentage of the engine power was required to overcome the ancillaries and drivetrain drag (1). That this large component of engine power is functionally related to engine speed rather than the operator's needs was verified by repeat tests of the used 4-yard machine and by testing of a new 5-yard machine powered by a Deutz F 8L 714."

"Comminution is an energy intensive and expensive process consuming approximately 40-50% of the total processing costs in a mining operation. This process poses an even greater challenge with gold ores due to their low elemental concentration and small particle size. Over 99.9% of the ore fed to the mill is waste which must be removed during the ore processing stage. Preconcentrating the Run of Mine (ROM) ore before feeding the mill will result in significant cost savings. In partnership with Sacré-Davey Engineering, Agnico Eagle Mines Limited identified this opportunity and is currently evaluating the implementation of sorting technology to preconcentrate the ore or upgrade the waste material at its operations. This paper will discuss the steps adopted by Agnico Eagle in the evaluation and installation of sorting technology at its operations. Since the Company has a large portfolio of operations, the first step in the project was to shortlist the operations that had the highest probability for successful application of the technology. Following this, the top three operations were selected for bench scale evaluation. The projects which showed the most economic potential were then considered for detailed evaluation and pilot plant installations. This paper provides an insight into the methodology followed by Agnico Eagle and Sacré-Davey in the evaluation of the technology.INTRODUCTION The benefits of ore sorting technology are being increasingly understood by the mining industry today. The application of ore sorting in gold mining is attractive due to the nature of the mineral distribution. The presence of high value minerals distributed in an extremely small mass of the ROM ore creates a tremendous opportunity for preconcentration with ore sorting. Since Agnico Eagle currently has a portfolio of eight operating mines and numerous development projects and exploration properties, the challenge was to identify the deposits which had the most favourable mineralogy and grade distribution for successful ore sorting. The success of ore sorting is mostly based on the minerals present in the deposit and the grade distribution. The minerals signify the amenability of the deposit for ore sorting and the kind of sensing technology to be used. On the other hand, the grade distribution demonstrates the amount of material that can be rejected without losing value. In order to understand a deposit’s characteristics, it is important to examine the sample’s behaviour with various sensors and then assay it to know its actual value. It is a common practice in the mining industry to document assay value of drill cores and/or material feeding in and out of the mill. However, those VALUES (are insufficient to understand the grade variability on a granular basis. To capture the ore variability in very high resolution and significantly improve the selectivity of the material feeding the mill, it is vital to assay the samples on a rock-by-rock basis, as this is the level of resolution which will be examined by the ore sorter during sorting. A careful and elaborate procedure was followed in evaluating the technology at Agnico Eagle’s operations which is discussed in this paper."

"Mining towns have always been an important part of Canadian geography. Many Canadians grew up in them. The frontiers of northern Canada would be a lot closer to the United States border but for the pioneering of new mines, new towns, and new transportation routes. Names such as Labrador City, Chibougamau, Val d’Or, Rouyn-Noranda, Kirkland Lake, Timmins, Sudbury, Red Lake, Thompson, Flin Flon, Yellowknife, Whitehorse,Trail and Kimberley are some of the better known larger communities that have grown to become major commercial and government centres, but which started as the base for a mining development.Many other smaller towns never grew beyond being small communities, dependent upon the local mine and many of these are still alive, but perhaps not quite what they used to be. In this list would be Buchans, Schefferville, Chapais, Cadillac, Virginia town, Lynn Lake, Uranium City, Pine Point, and Keno Hill.Nevertheless, all these towns and dozens more like them were residential communities where people lived and raised families and were quite accustomed to being days from the major centres of Montreal, Toronto, Edmonton and Vancouver, and not just hours away as wet end to measure travelling time today."
