We have made clear to industry that super profits... will no longer be tolerated "".With that assertion, the Honourable David Barrett , Premier and Minister of Finance of the Province of British Columbia, announced the introduction of a new mining tax regime in his February 17, 1974 bud get papers . British Columbia producers would face a basic royalty and a royalty on so-called ""super profits"", resulting in some instances in tax rates exceeding 100070 of pre-tax profits.The ball started to roll. Mining tax changes knew no political or geo graphical boundary. On April 9, 1974, Ontario's Treasurer John White stated in his budget speech:""Increased demand by major industrialized countries has resulted in sharply higher metals prices and substantial wind fall gains for the mining industry in Ontario. With the prospective demand for minerals likely to sustain current price trends into the future, it is only fair that we secure for the people a higher return from our natural resources""."

ABSTRACT: When exposed to microwaves, rocks containing sulphides adsorb energy preferentially over barren gangue and quickly become warmer with minimal energy consumption. This effect makes subsequent machine sorting of ore from waste rocks or overburden possible using infrared sensing. This paper reports on the 2450 MHz microwave response of a variety of sulphide minerals by mesh size and spatial distribution, as they might occur in ore rocks. The implications for infrared ore sorting are discussed.

Agitation requirements in oxidation autoclaves can vary widely depending on the mineralogy of the feed material and the specific process selected. Before selecting an agitation system it is important that the client specify the desired throughput, mineralogy, chemistry, kinetics, compartments, overall retention time, and the desired oxygen utilization. In selecting the agitation system, the factors mentioned above as well as oxygen solubility, oxygen mass transfer coefficients, and specific power are evaluated. Much research effort has been directed toward open tank systems for fermentation and oxidation processes. However, for high pressure autoclave oxidation processes little information is available. In this review the author's experience in the autoclave industry and some of the available literature are utilized to compare the installed power per unit volume with some of the methods proposed for open tank oxidation. Equations that appear to give results close to that experienced in the industry have been identified. Further work is required in this area to develop a higher degree of confidence in the ability to predict the power required for any given case.

"Abstract - The Lilypad Lakes property is host to a group of Ta-mineralized dikes that occur over an area of at least 10 km2. Field relationships are consistent with a syn- to late syn-tectonic timing for their emplacement (with respect to the major regional D1 episode of deformation), with several of the dikes exhibiting a steeply dipping, open, S- to M- to Z-shaped fold geometry. Individual dikes range up to 30 m wide (Rubellite Dyke, Pollucite Dyke), have strike lengths of up to 750 m (e.g., JJ Dyke), and are continuous to depths of greater than 250 m (e.g., Rubellite Dyke, Pollucite Dyke). Typically, they display sharp intrusive contacts characterized by the development of thin, holmquistite-rich haloes. The Tamineralized dikes are comprised of silica- and alumina-rich, sodic, granitic pegmatites that display extreme levels of geochemical fractionation (K/Rb typically < 10.0, as low as 2.2; Nb/Ta typically < 0.20, as low as 0.03), and enrichments in an economically important group of lithophile elements, most notably Li, Rb, Cs, and Ta. Geochemical assays of individual surface grab and drill core samples have yielded values as high as 1.51 wt.% Li2O, 1.25 wt.% Rb2O, 6.21 wt.% Cs2O, and 0.108 wt.% Ta2O5. Diamond drilling has established the presence of wide (~20 m), potentially ore-grade intersections of Ta mineralization (>0.045 wt.% Ta2O5) in both the Rubellite and the Pollucite Dykes.Three Ta-oxide minerals (microlite, wodginite, manganotantalite) of primary origin predominate in the Ta-mineralized dikes, where they occur as fine, disseminated grains in the albite-rich pegmatite matrix. The sequence of crystallization is typically manganotantalite wodginite microlite, which conforms to a well-established paragenetic sequence for rare-element granitic pegmatites in general. All three of the primary Ta oxides are characterized by a high degree of chemical purity (e.g., average Ta concentrations in microlite from 77-79 wt.% Ta2O5), a compositional feature consistent with the extreme levels of geochemical fractionation characteristic of the host granitic pegmatites, and one that indicates that the Lilypad Lakes pegmatites are likely to produce Ta mineral concentrates of the very highest quality.Locally, a second generation of Ta minerals is present, restricted to small vugs in the pegmatite matrix that are surrounded by fine aggregates of K-rich mica or clay. The secondary Ta minerals are dominated by microlite, which is typically intergrown with fluorite and Fe-sulphides, and is distinguished from its primary counterpart by its lower Ta content (around 70 wt.% Ta2O5) and much higher concentration of uranium (up to 9 wt.% UO2). Also, secondary microlite consistently yields low analytical totals from electron microprobe analysis, suggesting that it is H2O-rich. The presence of this second, vug-related generation of microlite, together with the occurrence of localized networks of crosscutting fractures that host high concentrations of Cs and Rb (in the minerals pollucite and Rb-Kfeldspar), suggests that a late-stage, fluid-dominated metasomatic/hydrothermal event may have been important in certain sections of the dikes, and has effected a redistribution of the economically important elements Ta and Cs."

The Salobo Project will be the first Vale operation to use an HPGR mill to process copper-gold ore. The mine is located in Para state, southeast of the Amazon region in Brazil. The circuit was designed to treat 12 million metric tons per year of finely disseminated sulphide ore with high hardness. The comminution circuit comprises a gyratory primary crusher, secondary crushing utilizing two cone crushers, two 2 x 1.5 m HPGR operating in closed configuration with 6 mm screens, followed by two 26 x 40 ft ball mills. The concentration circuit consists of two rougher flotation stages using mechanical cells, regrinding with vertical mills, three cleaner stages with columns and one cleaner scavenger stage in mechanical cells. The concentrate is dewatered, filtered and transported by trucks and train to the port, to be exported. The circuit was designed on the basis of data obtained from a comprehensive laboratory and pilot plant campaign. The ore variability was assessed through simulation using data from a drilling core characterization program. The start-up of the industrial plant is planned for 2011. This paper describes the main aspects of circuit design, as well as information related to the beginning of the project construction.

It is the object of this paper to discuss various options for improving the hematite process in terms of increased throughput hence lower capital cost and production of saleable quality hematite. With reference to increasing the throughput of the process, it has now been determined via the analysis of Akita Zinc Co&apos;s continuous industrial autoclave performance data that the process kinetics is limited by the rate of the hydrolytic precipitation reaction. By correlating the hydrolytic precipitation rate to supersaturation ratio, it is shown that accelerated kinetics can be achieved via the following measures: (1) in-situ neutralization with addition of zinc calcine; (2) elevation of temperature; and (3) dilution of feed; of which, the first one was retained for further evaluation. According to presented estimates, addition of calcine, amounting to only 2.6% of the total zinc calcine processed, can allow for shortening the retention time by at least 50%. Such drastic shortening of retention time may be either used to increase the throughput of a given autoclave circuit or alternatively to release autoclave capacity for clean hematite production. Hydrothermal treatment of the crude hematite product proved effective in producing clean hematite as according to laboratory tests, hence allowing the sulphur content of hematite to be reduced from around 4% to less than 1%. A conceptual flowsheet incorporating in-situ neutralization for accelerated kinetics with hydrothermal upgrading of crude hematite without sacrificing production capacity and with minimum upset of the plant&apos;s water balance is described.

"THE REVIVAL of the Mayo mining camp, with particular reference to the activities of United Keno Hill Mines, Limited, has been one •of the more spectacular and also one of the most important of the post-war developments in the Canadian mining field. The geological location of the camp, coupled with other natural disadvantages, have in the past limited the mining area to small-scale, highgrading operations, but the post-war improvement in metal prices has now broadened the possibilities and has led to the considerable success achieved by United Keno Hill Mines, Limited, and the present boom-type development by a whole host of newcomers to the field.LocationYukon which has an area of 207,000 square miles, is showing ever increasing possibilities as a mineral source of great value and more and more attention is being focussed on the Territory. The accompanying generalized map (Figure 1) shows the main transportation routes and mining districts.The Mayo Mining District comprises roughly the eastern two thirds of Yukon Territory lying north of McMillan river and south of the Peel. The district was one of the first in the Territory in which placer gold was discovered, but the occurrences proved of minor importance. Other minerals reported include ores of tungsten, tin, antimony, and several other metals, but of primary importance have been the ores containing silver-lead-zinc-cadmium now being developed and mined in the Keno area. Similar ores have been found over a very considerable area, extending some 50 miles north, 15 miles east, 30 miles west, and 10 miles south of the townsite of Keno Hills, Keno City, a total area of 2,700 square miles."

This paper, a follow-up to an earlier study, gives the history of Canadian developments in mineral processing from 1921 to the fall of 1964. It deals extensively with comminution and flotation, and then goes on to cover the fields of gravity concentration, magnetic concentration, cyanidation, the processing of uranium ores, and instrumentation. Several outstanding examples of installations are given. The paper concludes with a discussion of present-day trends in mineral processing. Introduction T HE history of the developments in mineral processing in Canada from its earliest times to 1920 has already been published by one of the authors (1). The present paper is thus a logical follow-up to bring this history to date. From 1834 to 1920, mineral processing in Canada, as elsewhere in the world, was in its formative stage. This, however, prepared the ground for developments that have resulted in a mining empire from the Atlantic to the Pacific, a mining empire which could be said to be almost on par with that in the United States.

The renewed interest of the past few years in the Appalachian and Michigan oil provinces has not, as yet, created any marked increase in activity in Southwestern Ontario. During 1960 development drilling in-creased somewhat over 1959, but exploratory drilling decreased slightly. More attention was devoted to the deeper horizons, but lake drilling de-creased considerably. Oil production reached a new peak and gas production increased slightly. During 1960 an interesting oil and gas discovery was made in the Cambrian and gas discoveries six miles off-shore in the eastern part of Lake Erie were made in the Clinton-Cataract zone of the Silurian. This paper reviews activities during 1960, summarizes the discoveries made to-date and the pertinent exploration data relating to the prospects of the region and discusses some of the economic aspects of exploration and development. "The deportment of gold in samples of the biooxidation feed and product from the Harbour Lights mine in Western Australia was determined using optical microscopy and microbeam techniques such as Secondary Ion Mass Spectrometry (SIMS), Time-of-Flight Laser Ionization Mass Spectrometry (TOF-LIMS), and Electron Probe Microanalysis (EPMA). The main objective was to determine the mechanisms by which acidophilic bacteria (Thiobacillus ferrooxidans) liberate refractory gold which is locked in a sulphide minerals host as visible gold inclusions (> 0.1 µm) and as submicroscopic or 'invisible' gold.Using the integrated mineralogical approach approximately 99% and 100% of the assayed gold in the biooxidation feed and biooxidation product was accounted for. The results were compared to and verified by chemical assays.The gold deportment study indicates that during biooxidation, locked visible and 'invisible' gold is rendered cyanidable by the direct action of Thiobacillus ferrooxidans as well as indirect chemical leaching. Visible gold which is enclosed in sulphide minerals is liberated or partially exposed and is therefore rendered cyanidable as the host mineral is oxidized and dissolved. 'Invisible' gold either coalesces on the surface of the host sulphide mineral as the particle is dissolved or is released into the liquid phase and immediately adsorbs onto the surface of other ore particles with a net negative charge.The shakeflask suspension indicates that direct bacterial oxidation pits and channels correspond to zones of 'invisible' gold and arsenic (in pyrite) enrichment in the host sulphide mineral."

This paper presents a brief picture of the quality of coal produced in Eastern Canada for use in thermal generating stations. It describes, in particular, the characteristics of coals burned in six power plants -two in New Brunswick and four in Nova Scotia. Each station is dis-cussed in turn, and comments are made on the coals used therein with regards to origin and physical and chemical properties affecting station operation. A table of coal data shows, at a glance, the wide variation in the quality of coals received by these stations from producers in New Brunswick and Nova Scotia. "The promotion of improved coal quality for thermal generation can benefit our national economy." T HIS is the opening statement in a paper which was presented by Mr. D. A. Pirttinen at the Coal Division&apos;s Toronto meeting in April, 1960. The paper uses two hypothetical, but typical, situations to show that hydraulic rock drilling equipment has very significant economic advantages over pneumatic equipment both in drifting applications (even in the situation where advantage is not taken of the high productive capacity of the hydraulic drill) and production drilling applications. Other factors, including the non-economic advantages and the disadvantages of hydraulic drilling, are discussed. The paper concludes with a brief analysis of why the Canadian mining industry has been slow to take advantage of this apparent broadly advantageous advance in rock drilling technology.

In presenting a thesis on this subject it is advisable to explain a few of the reasons for its seeming incompleteness. World progress has brought us to a position where approximations are not only to be condoned, but regarded as absolute essentials. Production in anticipation of demand is always accompanied by mistakes on the part of the producers. Only through trial and sometimes erring hypotheses may there be evolved the true course and theory upon which the steady triumphant march of world-wide industry depends. The average person likes to have everything placed ?before him in a clear and convincing manner. It is the impossibility of doing this which, in many cases, arises to confound the writer on shales. All that one can do is to present, as lucidly as possible, the known hypotheses&apos; and theories on the subject and leave the reader to study and work out the truth for himself. Many theories have been advanced on the origin of oil-shales ; some may be correct in certain instances and not in others; however, the writer will attempt no decision as to which are and which are not correct, but .will merely point out the relative merits of each. The figures given for reserves of oil and shale in different countries are only approximations and give but a rough idea of the true conditions.

This paper points out two key elements in resource trade in general and the Canada-Japan relationship in particular. The first is that the advanced countries have a more important role than one would expect in the supply of resources in world trade. Canada &apos;s dual role as a major resource supplier in conjunction with an advanced economy will continue to increase. The second point is the heavy reliance on foreign resource supplies in some advanced economies, particularly in Japan. Finally, as regard the future of the Canada-Japan economic relationship, particularly .in resource development, it is suggested that trade could be enhanced by an accelerated exchange of various types of resources between the two countries. These include natural resource commodities as well as the more abstract capital, technological and human resources.

"Behaviour of rebar bolts subjected to combined shear and bending in underground potash mining applications is not well understood. An experimental investigation compared load applied to resin-grouted No. 25 metric rebar to theoretical load, calculated using elastic bending theory. Distributed optical sensing (fibre optic) technology allowed axial strain measurements at 1.25 mm increments along the length of rebar. Experimental procedure, data processing methods, and equipment improvements are needed for field applications of optical sensing technology. Opportunities to observe deformations of rebar, as shown in Figure 1, are rare because it is unusual in underground potash mining to excavate supported ground. In this situation, a block of potash containing a rebar bolt had failed."
