"It has been shown that the economics of the hydrometallurgy of a rare earth process depend upon the amount of acid needed to extract the metal per unit mass of the ore. In this paper, we show how to save a significant amount of acid treating a low grade ferrocarbonatite and extracting +99% constituent REEs. In order to save the acid, the alkali earth metals, originated from gangue minerals were removed prior to REE leaching. Moreover, the operating conditions of leaching reactor are optimized to leave iron behind and to leach REE selectively and effectively. Consequently, the hydrochloric acid consumption per ton of ore drops significantly compared to other processes.INTRODUCTIONThe viability of an extractive metallurgy process of rare earth elements (REEs) to produce an intermediate mixed concentrate depends upon a low-cost simple flowsheet (Bogner, 2014). It has been known that regardless of the mineral, the acid consumption is intimately associated with the operational cost (OPEX) of any REE project, particularly when the initial REE grade is low. Besides acid, the other reagents consumed in the process impact the OPEX. This makes minimizing acid consumption in an REE method a critical priority. The acid consumption in different projects has been reported to be equivalent of 100 kg to 1000 kg HCl (100%) per tonne of ore (Average: 500 kg/t HCl 100%) (Bogner, 2014). This value is strongly correlated with the grade of REE in the ore and therefore in the pre-concentrate.Previously, it has been stated that the Montviel flotation concentrate requires about 300 kg HCl (100%)/t ore to attain +99% REE recoveries using direct leaching (Yu, Verbaan, Pearse and Britt 2013). Hence, for an ore feed rate of 2500 t/d ROM, a large acid production plant (744 t/d HCl 100%) would be required for acid leaching of such concentrate. The equivalent Chlor-alkali plant is estimated to cost M$ 150 (CAPEX) and may require 100 MW power. Therefore, there is a necessity to improve the extractive hydrometallurgy and to reduce the acid consumption significantly."

"Equity Silver Mines Limited, Canada's largest silver mine, has designed, built and operated a leach plant to reduce the levels of antimony and arsenic in its silver-gold-copper flotation concentrate. The orebody contained deleterious antimony and arsenic minerals in such proportions that the economic long-term sales contracts necessary to obtain project financing could not be procured. Construction of the leach plant therefore allowed development of the mine to proceed. Although the plant took some time to reach design throughput and product specifications, due to the complex and unique nature of the operation, these goals were successfully met and surpassed. This paper describes the physical plant and/or process technology modifications made to mold the main processes-concentrate leaching and filtering, autoclaving and filtration of by-products, and crystallization of salt cake-into an effective, economic operation.IntroductionEquity Silver Mines Limited, a member of the Placer Development Group, owns and operates an open-pit silver mine and related facilities located 37 kilometres southeast of Houston in north-central British Columbia. The mine occupies a 44 I-hectare (1089 acre) site at an elevation of 1300 metres (4265 feet) on the Nechako Plateau. Producing a copper concentrate containing high values of silver and gold, it is the largest silver mine in Canada and one of the largest in the western world. Equity stresses open communications, positive motivation, and production with safety, and achieved the best mine safety record in western Canada in 1984."

Introduction In the Twentieth Annual Report of the Mcintyre Porcupine Mines, Limited, for the year ending March 31st, 1932, the General Manager, Mr. R. J. Ennis, said: "During the period under review, the plans outlined in last year's report have been completed, and all operations have been centralized in the new plant adjacent to No. 11 shaft. The new mill went into operation on May 27th and attained its rated capacity of 2,000 tons per day on November 15th. The new shops, warehouse, change-house, and general offices were occupied on December 1st, consummating the change from the old to the new plant ... "Silicosis is now definitely recognized as an industrial disease, and progresses rapidly when associated with tuberculosis. In an effort to combat its prevalence and progress, the new change-house was designed to build up the men's resistance to this and other forms of disease. It provides for a complete change from underground to street clothing, with a shower bath and solarium treatment in the interval. 'Unfortunately, in almost every goldmine, a very small percentage of the work-men are not adverse to taking some of the high-grade ore for their own purpose. This, in turn, tends to cast suspicion upon the honourable as well as the dishonorable employees. The new change-house routine discourages this practice and eliminates unjust suspicion, to the satisfaction of all concerned with the Company's operations".

Control of the feed provided to mineral processing facilities is a continuing challenge. Much effort is currently being devoted to overcoming these problems. These projects are usually described under the general headings of Mine-to-Mill Integration or Mine-Mill Optimization. It should be possible to combine the knowledge of ore type, mineralogy, and other characteristics (located in the mine modelling system), with the advanced capabilities of state-of-the-art mill control systems, to achieve an improved level of control in mineral processing, allowing optimization of the mill processes on an almost realtime basis. This is not happening because mill feed it is often treated as a uniform material, when in reality it varies in composition and characteristics. The University of Utah is investigating the use of odor sensors for maintaining traceability in ore production and processing. Odor sensors now used in food processing, environmental monitoring, and other applications can detect the presence of very small amounts (0.1 - 500 ppm) of some molecules. An assortment of such molecules could be used to ?tag? blocks of ore as they are mined, according to their respective characteristics. Then, as the ore came into the mill, an array of ?electronic noses? could be used to assess its characteristics in real time.

"The Kidd Creek copper smelter has been expanded from its original design of59000 tonnes of copper per year to over 120 000 tonnes per year. Modifications to the process gas handling system and acid plant have been made to accommodate this higher production rate and, generally, to optimize the operation.The gas handling system associated with the continuous smelting process is discussed in terms of boiler accretions and modifications to minimize their impact on operations; design changes to effect reductions in high pressure drop duct configurations; material changes to overcome corrosion and plant additions to improve gas cleaning capability. The acid plant is reviewed with references to changes made to accommodate the increased S02 gas strength resulting from the higher smelting rates. IntroductionThe Kidd Creek Division of Falconbridge Limited is a base-metal mining and metallurgical complex located in Timmins, Ontario. The discovery of the original copper-zinc-silver orebody was announced in April 1964. Mining operations began in 1966 with a 9000 tonnes per day (t/d) concentrator corning on stream in November of that year. In April 1972, a 108 000 tonnes per year zinc plant was conunissioned. Over the years the facilities have been expanded, such that the concentrator now has the capacity to process 13 000 t/d of ore. To expand zinc production, the world's second installation of the Commco/Sherritt pressure leaching facility was completed in 1983 to bring total zinc production capacity to 136 000 tonnes per year. In 1973, serious planning for a smelter operation began. In early 1975, after studying both continuous smelting and flash smelting processes, a decision was made to proceed with the technology offered by Mitsubishi Metal Corporation of Japan. The Mitsubishi Continuous Smelting Process was to be used for the smelter and the Onahama No. 3 tankhouse technology for the copper refinery."

"In salt and potash mines, the time-dependent deformation mechanism should be clearly understood based on in situ measurements to predict the performance of a mining design. In this study, in situ deformation measurements from the Waste Isolation Pilot Plant (WIPP) and other salt and potash mines were used to determine the transition time from the primary to the secondary creep stage and to investigate the influence of adjacent excavations such as a nearby tunnel excavation, panel excavation and/or pillar extraction on rock deformation. IntroductionThe deformational behaviour of underground excavations in salt and potash mines is complex due to the time-dependency of the rocks. When the material properties are determined from laboratory tests, they should be carefully applied to in situ conditions, because in situ conditions are completely different from laboratory conditions. For instance, in situ deformation measurements show that the deformation rate decreases with time similar to those observed in the laboratory during the early stages. However, the rapid decrease of deformation rate does not come from the microscopic strain hardening effect observed in laboratory tests, but mainly from stress relief around the opening after its excavation (Baar, 1977). It is, therefore, recommended to undertake in situ measurements and use them to understand the deformation mechanism.Even though in situ measurements are widely accepted as important information for understanding the deformation mechanism of salt and potash (Barr, 1971; Kovari and Amstad, 1993), not many publications have focused on the fundamentals of data measurement, the application of the measured data, and the development of data analysis techniques. Recently, several new techniques for better understanding the deformation mechanism of rock salt have been developed that are based on in situ measurements. Kwon and Miller (1995) developed a new technique for describing the actual deformational behaviour of an underground excavation in rock salt. The migration of “zero strain boundary,” which represents a no movement boundary around an underground excavation, could be calculated by the technique developed by Kwon and Miller (1996). Kwon and Wilson (1997, 1998) applied neural network techniques to in situ deformation measurements to predict the deformational behaviour of the underground excavations at the Waste Isolation Pilot Plant (WIPP) located in the United States.In this study, in situ deformation measurementsfrom the WIPP site and other salt and potash mines in the United States were extensively analyzed to understand the deformation mechanism of the underground excavations in the rock mass."

"It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

Canada has long since been a place that has led the world in mining development, in a safe, clean, and sustainable manner. This has led to the integration of corporate social responsibility (CSR) philosophy in corporate governance, policy, and programming. The paper will identify the basis of CSR practise in Canada?s mining industry and provide a Canadian example of CSR implementation. Biography Dara Hrytzak-Lieffers is the manager, corporate social responsibility at Cameco Corporation. She oversees corporate CSR initiatives including the Sustainable Development report and public engagement programs. Dara received her BA in International Studies from the University of Saskatchewan and an MA in International Conflict Analysis from the Brussels School of International Studies. She is a recent graduate of the World Nuclear University summer institute.

Re-entry protocols are a tactical approach for controlling risk after blasts or large events in seismically active mines. Based on the results of a survey on 18 seismically active mines, mostly in Ontario, current re-entry practices are summarized. Over half of the mines in Ontario use event decay rate analysis as their primary re-entry decision making parameter. We study in detail the applicability of the Omori?s law as an equation for describing the event decay rate for more than 250 mining-induced aftershock sequences in seven different environments. Practical guidelines for the use of the Omori equation as a re-entry criterion are proposed.

Recently, the great amount of funds has been invested in the reconstruction of damaged infrastructure and house of subsidence area of coal mine and mine reclamation. This is a benevolent and popular work, which is highly praised. However, because of complicated collapse area problems in China, especially the less integrated control research in the collapse area of metal mine, and the technological weakness, how to effectively control the subsidence area, restore landscape and ecological environment, and utilize the abandoned mine land, are major issue related to the mining area of sustainable development. The research situation about the formation of metal mine collapse area at home and abroad is reviewed, and then the effect of the collapse area on the mine safety and ecological environment, the existing technical problems and development direction are analyzed. Lastly, the technical measures of the collapse area control and cooperative underground mining is put forward.

"Autoclaves have been in commercial use in the mining industry since the early 1950's the initial applications included tin, uranium, cobalt, nickel and copper extraction under both acidic and alkaline conditions. These circuits varied in batch or continuous operation. The geometry has been spherical, vertical, and horizontal type with up to six agitators, with throughput as high as 1000 stpd.Presently autoclaves are a good process selection for many refractory sulphide gold bearing ores. The first application of pressure oxidation in the gold industry was at the Homestake Mcglaughlin's Mine which was commissioned in 1985. This was an acidic pressure oxidation process treating 3000 stpd in three four compartment horizontal autoclaves 14' diameter and 53' long. Since the initiation of autoclaves for the treatment of gold bearing sulphides, there are presently 16 gold autoclaves operating worldwide varying in size up to 18'4"" inside diameter. There are seven autoclaves for the treatment of refractory sulphide gold bearing ores to be commissioned in 1997 and 1998.Autoclave technology has progressed extensively since the mid-eighties. Operational experience has made rapid progress and the result is much smoother and safer autoclave operation. There have been many advances in autoclave technology design. For example, the use of exotic materials for corrosion resistance to reduce down time for maintenance. The instrumentation involved in autoclave operation is very sophisticated which allows for many safety features. The advanced design has allowed for greater availability and as a result operating costs and maintenance costs have decreased. These technological advancements have made autoclave technology more safe and this has resulted in a greater acceptance of this type of operation. Many of the gold autoclave facilities operate up to 9 months continuously without shutdowns. The advancement of autoclave technology has inspired many new applications.Because of the outstanding operation of autoclaves in the gold industry, many other applications for autoclave technology are being considered. "The current state-of-the-art of chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is reviewed. General considerations regarding the various flowsheet steps are examined and options discussed. Then, individual flowsheets are presented and discussed. Finally, the forward prospects for chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is considered and conclusions drawn concerning the likely application of this technology in the future. IntroductionHydrometallurgical processes for treating sulphide concentrates, in general, have received considerable attention over the last three decades or more. Many flowsheets have been developed, many pilot-plant studies have been undertaken and several processes are now successfully operating. For example, direct ammoniacal pressure leaching has been used by Sherritt Gordon Mines since the 1950s to extract nickel from pentlandite concentrates, the roast-leach-electrowin route is widely used to recover zinc from sphalerite concentrates and direct sulphuric acid pressure leaching of sphalerite concentrates has been successfully commercialized. Also, Duval Corporation operated a direct cupric/ferric chloride leaching process (Schweitzer and Livingston, 1982) with electrowinning to recover copper from chalcopyrite concentrates, this process (now closed) being the only chloride process which has been commercialized for a sulphide flotation concentrate. Despite these developments, it has long been considered, particularly for copper sulphide concentrates, that direct hydrometallurgical processes are in the main unlikely to be able to compete successfully with smelting for large-scale operations of simple high-grade single metal concentrates. As long as such concentrates can be produced commercially, smelting is likely to remain the principal processing route (Flett, 1981). This view is being challenged nowadays through pressure leaching developments made by Dynatec and CESL in Canada and the recent start-up of the Western Metals Gunpowder plant at Mt. Gordon in Queensland (Flett, 2000). Complex sulphide ores offer even greater opportunities because of the ability to produce a bulk sulphide concentrate from the complex sulphide ore with considerably higher metal recovery than is often possible from the production of individual metal sulphide concentrates from differential flotation. Interest continues to focus on hydrometallurgical solutions to these processing problems, particularly with regard to chloride hydrometallurgy. SUMMARY RADIOACTIVE dynamite has been prepared by introducing a small amount of antimony-124 into the explosive. Test work is described on the effectiveness of this tracer, on radiation levels in its neighbourhood, and on different methods of .application. Factors determining the choice of isotope, amount of activity, and overall cost of this process are discussed. INTRODUCTION Instances are known in which dynamite remains unexploded in drill holes in mining operations. Usually such 'bootlegs' are easily located by inspection of the face and the powder is removed before subsequent drilling is started. Occasionally, however, serious accidents occur because workmen drill into an undetected piece of dynamite. In order to avoid such accidents it was suggested that a different method of location might be tied, such as that afforded by the use of radioactive tracers. This paper describes some experiments that were carried out under the auspices of the Department of Mines and Technical Surveys, with the active co-operation of Canadian Industries Ltd. and Canadian Refractories Ltd., to test the feasibility of such a scheme.

"The principles involved in the use and application of mathematical models as an aid to the development of advanced process control computer systems are described briefly. This is followed by a brief survey of known models of this kind for the simulation of mining industry processes.The main part of the paper describes a dynamic model of the flotation process developed by Canadian General Electric. Using flotation rate constants for each species of mineral and gangue, the model provides a numerical solution of the differential equations describing cell behaviour. The cell mode] is used repeatedly as a subroutine in the •over-all-plant model. The features of the cell and plant models are described.Simulation runs from the plant model show stream .assays and other indications of plant behaviour printed typically in 1-to 10-minute steps for several hours of •Operation following typical disturbances such as changes in feed rate or reagent addition rate. The simulation can :Show expected behaviour for both uncontrolled and computer-controlled plants."

Since the beginning of this century Boliden Mineral and Atlas Copco have worked together in stages on improving the accuracy and quality of drilling. Navigation of the drill rigs with IREDES has been in use in the Boliden mines for several years. Recently the capability of the system has extended with map navigation to more accurately follow the ore in cut&fill mines. The system allows for changes on the individual round level to follow the ore without changing the whole design for the heading. Those changes are done in a CAD-system and remove the need for face markings and will allow for even better accuracy in both height and wall position. All the information between the CAD-system and the drill rigs is exchanged using the IREDES standard. This paper describes the workflow and the use of the IREDES standard.

Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a ?plateau? and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have ?exemplary? safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA?s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization?s mindset? What characterizes these organizations? decision making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensive research since 1997 of organizations that suffered unexpected disasters. Their huge focus on safety, the achievement of lofty goals and celebration of safety successes led to ?mindset? that they are leaders in safety, protected by an extraordinary safety system and that their safety incident figures indicated a truly world-class safety performance. It led them into the trap of the seven deadly delusions?

The discovery of ore at Wabana was quickly followed by the mining of the ore beds where they outcropped in the land areas. The third phase, as at present carried out, consists of extensive submarine operations, which were commenced in 1908, by driving a pair of slopes out under Conception bay, opening. the mine for a distance of a mile and a half from the shore. Two other slopes, now driven just beyond the shore line, are being sunk to the submarine territory where, it is generally recognized, huge reserves of ore lie under the bay. The process of erosion of the land, the solution and re-disposition of its iron-bearing minerals in thick beds of ore have been considered elsewhere, but these bear small relation to the physical forces which have acted upon the ore-beds since the deposition of the strata. These physical changes are made manifest by jointing and cleavage and faulting. The discussion of these, the relation they bear to each other, and to the folding of the strata, is the purpose of this article. For the benefit of those who may not be familiar with the formation in which the ore occurs, I include a general summary of the geology of Be!! island and its environs; also a description of conditions that prevailed during the period of deposition, so that the reader may appreciate some of the later changes that took place during or subsequent to its emergence from the sea, and the folding or tilting of the strata to the position it now occupies.
