The Australian Constitution specifies certain powers of the Commonwealth Government to be used in its capacity as the national government. Certain of these broad powers result in the Com- monwealth having a facility to play an important part in the development of the mining industry. The State Governments, however, by virtue of their wide powers to regulate matters within the boundaries of a particular State, are more directly involved in the day to day administration and standards of activities of mining operations. In this respect the Common- wealth has something of a dual role because of its "State-like" responsibilities for the mainland Terri- tories. The components of the role that the Common- wealth Government discharges in relation to the mining industry are qualified to varying extents at particular times by the political persuasion of the Government. In absolute terms the components are as follows. 1. Economic management. The Commonwealth's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Commonwealth Government is of direct importance to economic decision-makers in the mining industry. 2. International matters. International trade and commodity matters are, more and more, becoming an everyday part of the conduct of a nation's foreign affairs. 3. Exports. The Commonwealth Government, via the constitutional powers over overseas trade, have exercised varying degrees of control over mineral exports to achieve particular objectives. 4. Foreign capital and investment. Australia in general, and the mining industry in particular, is and will continue to be a net importer of capital. There appears to be bipartisan political agreement in Australia that foreign investment policy must be enunciated to ensure that investors. are in no doubt that Australia welcomes beneficial investment and technology from overseas. 5. Environment and Aborigines. Governments, both Commonwealth and State, have in recent years become more involved in these areas in response to their interpretations of community aspirations. 6. Energy. Access to assured supplies of energy is now viewed, by Governments worldwide, as a desirable asset to ensure the well-being of a nation's people and industries.

Resource characterisation is critical for informed decisions in both strategic and operational space. The sources of information for resource characterisation are limited by: direct measurement of resource attributes, such as grades, rock-types, mineralogy, and are available only from sparse locations, ie drill holes; or indirect geophysical measurements such as seismic, gravity or electro[1]magnetic survey. Data collection tools, methods, and processing technologies are constantly improving providing a broad spectrum of options for data collection strategies. The cost of each data survey varies from thousands to millions of dollars with the value of each additional data having diminishing return for a particular business decision. The value of information analysis provides the optimal decision on data collection strategy within a limited available budget. This work presents an example of value of information analysis for new Blast Hole Assay Tool (BHAT) and Reverse Circulation Grade Control (RCGC) data used in addition to the wider spaced exploration data. The value of information is quantified in terms of reduction of grade uncertainty, ore loss and dilution by comparing different combinations of data collection methods. Four different strategies were considered: exploration samples in addition to 50 per cent of blastholes surveyed with BHAT, exploration samples in addition to 33 per cent of blastholes surveyed with BHAT, exploration with wide-spaced RCGC data, and exploration without additional grade control. For each strategy the observed values have been simulated using advanced multivariate geostatistical simulations and compared with simulated ground truth models. The calculated uncertainty, ore loss and dilution informed the optimal data collection strategy. Opportunity to reduce sample density from the nominal 50 per cent of drill holes was evaluated.

Mines, after becoming operational, often retain the same support and reinforcement designs developed in the feasibility study. These designs are conceived from limited drilling data and regional experience, thus having an empirical flavour. Empirical designs are perceived to be conservative, catering for a variety of failure mechanisms, which are not always present in mine development drives.This begs the question: If you were to invest in the necessary resources to obtain sufficient data and complete the required analyses for the different development drives in the mine, to engineer a support and reinforcement scheme with the capacity to match the demand of the rock mass, what is the difference in cost when comparing an empirical design to an engineered design?To answer this question, mine tunnels with different geometries and orientations, where detailed structural data was available, were selected for a comparative design exercise. Material cost, development cost, cycle time and professional fees for engineered and empirical designs were estimated. The outcome is summarised in the following paper that discusses the process followed and the results of the design comparison.

New technology is a significant factor in the present upsurge in world, and Australian, gold extraction and production. The main technologies in current use for gold production are described, referring to overseas developments. Areas where existing techniques have shortcomings or new methods are needed are pinpointed and discussed. Much research work on gold metallurgy is under way round the world, and many new developments have potential. Many of the current research activities round the world are covering unusual and striking areas, with surprising results starting to come through. Some of the "blue sky" techniques reportedly under investigation are identified, together with consideration of when changes in technology are of value. The consequences of new technology for personnel involved in gold plant operations will be raised, including the new education now required.

The nickel deposits within the Honeymoon Well project area (26¦ 40'S, 120¦ 25'E), located 45 km south of Wiluna, occur in the northern part of the Agnew-Wiluna belt (Figure 1; Hill et at, 1990). The project area is covered by up to 50 m of transported material which greatly hampers both exploration and an understanding of the bedrock geology. Since 1990 intensive exploration has increased the resource from 10 Mt at one per cent Ni to 134 Mt at 0.76 per cent Ni in five deposits (0.4 per cent Ni cut-off, resources above 300 m depth, December 1994). This includes a massive sulphide resource of 2.5 Mt at 3.4 per cent Ni.

Troy Resources NL acquired a 70 per cent interest in the Mina Sertpo gold project in Goißs State, Brazil, in 2001 following a successful bid for the highly competitive international tender of a tenement package put out by Western Mining Corporation (WMC). The Sertpo deposit is located on cleared grazing land 380 km west of Brasilia and is 30 per cent owned by Amazonia Mineracao Ltda, a private Brazilian company. It is a small high grade open-pittable orebody with a measured and indicated resource of 108 000 tonnes at a grade of 49.7 g/t for 172 500 ounces using a 2.0 g/t cut-off. Troy undertook the project management and development of the project while Amazonia managed the exploration activities and provided other services as required. The project development involved drilling metallurgical test holes, scouring the world to locate an available and suitable second-hand plant, and arranging shipping to andreconstruction in Brazil.

The Macraes gold mine in Otago, New Zealand, is developed along the central portion of the Hyde-Macraes Shear Zone (HMSZ), which dips gently to the NE, and is traceable over 30 km of strike, before disappearing under tertiary cover. Mineralisation is most intensely developed along the hanging wall shear, which defines the upper limit of the shear zone, although significant packages of quartz vein arrays and mineralised shears occur sporadically beneath the hanging wall shear.The Macraes gold mine is now in its 25th year of operation, well beyond the projected mine life at the time of commissioning in 1990, and currently contains over triple the measured and indicated resource inventory that was defined at start up. The extended mine life and resource growth has been driven by exploration and resource development success, efficient low-cost mining and processing, improving gold price, as well as an ethos of continuous improvement.The emphasis of Oceanagold’s exploration and resource development has shifted over time; from hanging-wall-focused mapping, soil sampling and step-out drilling, through exploitation of previously drilled stockwork mineralisation, to the pursuit of blind, higher-grade underground targets.Mineralisation within the HMSZ remains open at depth, and the regional potential has not been fully tested. This paper aims to address the issue of the public's image of the extractive minerals industry. What is it about the industry that incites such negative feelings and are they justified? Are we really the 'rapists of the land' that many would have us believe? Has the industry really not improved since the old gold boom days?   I believe that the fundamental cause for the public's view is lack of knowledge and understanding of the industry as a result of the dislocation of the end production from its source. There are few people who look at a house, car, record, toilet, tooth-brush, bottle of coke or pair of glasses and see the mine site that supplied the source material. But the mine site and its products should be inseparably linked. This is one area where we should be educating the public û it is all very well being anti-development but the population as a whole is not really prepared to live without its 'mineral'-derived necessities. It is very easy to say that we do not want minerals development in New Zealand but are we prepared to live with the consequences, ie go without its products? We have a duty as a global citizen to develop our own resources rather than expect Third World nations desperate for overseas investment, often with governments who are not prepared to constrain or control their development, to be exploited. New Zealand is not the only 'beautiful' place in the world and we should be aware of the impact that our demands for resources have on the countries who supply us. We have a duty to be a good global citizen.   So how does the industry improve its public image? The key here has to be to educate. This does not have to be high powered or expensive but can be as simple as getting a few local kids' hands dirty panning, and gaining some firsthand knowledge of the industry. The industry also needs to be more pro-active in the public arena. Yes, the industry has skeletons, but the industry should be publicly displaying them û admit that things have gone wrong but let's do it ourselves and not leave it up to the environmental groups to accuse, point the finger and put the industry under public scrutiny. The industry should also be publicising its successes, inviting the local press, councils, etc to view the latest area rehabilitated. But more than anything else we must tell the public what the minerals industry means to New Zealand. Can they really live without us?

The Golden Mile, which has been mined continuously for the past 100 years by both underground and more recently open pit methods, occupies an area of 1.2 km by 4 km adjacent to the city of Kalgoorlie Boulder in Western Australia (Figure 1). Large-scale open pit mining at the Kalgoorlie Consolidated Gold Mines (KCGM) Fimiston operations is currently extracting 7.8 million tonnes of oxide and sulphide ore for a total production of 522 000 oz per annum. The effectiveness of grade estimation techniques at KCGM has been examined with reference to existing 10 m bench sample data from all operating areas within the Eastern Lode System of the Main and North pits. The aim of the study was to recommend practical parameters for grade control estimation. The review included comprehensive variography and comparison of nonparametric estimation methods (Joumel, 1983) such as indicator kriging and probability kriging with ordinary kriging, leading to the development of improved grade control parameters and procedures for both daily quality control and short term mine planning. This paper reviews the geological, statistical, geostatistical, mining and modelling features studied in order to present KCGM's Mining Department with recommendations for improving grade control.

Wollongong* is Australia's largest single centre of mining and metallurgy. Wollongong's total employment in manufacturing of basic metal products (over 26,500 in 1972/1973) was almost 50 per cent higher than that of Newcastle and double that of any other Australian city. Although the great bulk of this employment was in steelmaking, Wollongong's copper industry was also a significant employer. Wollongong's total employment in mining (4,900 in 1971) was second only to that of Newcastle among Australian mining centres. Although the bulk of Wollongong's mining is of coal, there is also considerable mining of blue metal, sand and clay. This paper addresses the problem of prediction of grade variables over volumes (block estimation) for an autonomous mine. Resource estimation is usually concerned with the prediction of the quality of material over volumes (blocks in resource models). This problem is tackled by developing Bayesian block estimation with the Gaussian processes (GPs) framework. GPs are commonly used for nonparametric regression and classification and offer an elegant solution to deal with incomplete knowledge and information. A GP is defined by its mean and covariance function. The parameters of the covariance function can be learnt by maximising the marginal likelihood of the data. This offers a way of automating the covariance fitting process, while at the same time allowing for an assessment of how well the covariance function fits the data. Within the GP framework the calculation of the average grade over a volume can be performed using Bayesian quadrature, which treats an integral as a random variable. First, it is demonstrated that the block kriging equations in geostatistics are the same as Bayesian quadrature. Then, it is determined when closed form analytical solutions for the integrals are possible and quadrature approaches for approximations are briefly discussed.

The steel industry continues to explore and demonstrate technologies that decrease its greenhouse gas emissions, especially in blast furnace ironmaking where alternate operating conditions will be required. As the furnace has been optimised over many years, it is approaching the minimum fuel rate possible with coke and Pulverised Coal Injection (PCI). Alternative operating conditions are therefore required to further decrease greenhouse gas emissions. Because of this, hydrogen has been proposed as a reducing agent in the blast furnace. Injection of hydrogen through the tuyeres was assessed using a comprehensive 2D blast furnace global model. The model was calibrated to a blast furnace operating with PCI as a base case and various approaches to hydrogen injection assessed, with a particular focus on displacing PCI. The maximum hydrogen injection rate of 19.5 kg H2 per tonne of hot metal was predicted, limited by decreases in the raceway adiabatic flame temperature and top gas temperature. Internal blast furnace conditions, such as gas composition and reduction degree were also predicted. Holistic analysis was performed to estimate the effectiveness of hydrogen injection on reduction of greenhouse gas emissions. Based on these results, the changes in blast furnace operation and emissions under hydrogen injection are discussed.

Multielement reconnaissance geochemistry coupled with ground scintillation gamma ray measurements has been used to investigate the dispersion patterns of uranium and other major and trace elements in the arid Palmyrides region of central Syria. This region occupies an interplatform depression in the northern part of the Arabia Plate, upon which sediments up to 10 km thick have accumulated. Outcrops of strongly fractured Mesozoic and Cenozoic rocks form two major mountain belts, the northern and southern Palmyrides, between which is located the closed Ad-Daww basin, with a thick Neogene and Quaternary clastic cover. Among the various lithologies, phosphorites are well represented. Uranium and associated elements have been incorporated into the Upper Cretaceous and Lower Palaeogene sediments, especially the phosphorites, which are well represented in the region. These elements are derived from three possible sources, namely, sea water, Lower Cretaceous volcanism and metalliferous fluids leaking along taphrogenic lineaments. In and around the phosphorites, numerous traces of secondary uranium mineralization occur. Over 500 geochemical samples of outcropping rock, wadi and playa sediments, overburden and groundwaters were taken over an area of approximately 9000 sq km. Most samples were analyzed for 25 major and trace elements by nebulization ICPAES; for As, Sb, Bi and Se by hydride generation and ICPAES; and for U, Th and La and other REE by neutron activation analysis.

Sustainable closure of coal mines in Australia to a safe, stable, non-polluting condition remains one of the industry’s biggest environmental and social challenges. A significant proportion of mines in the Bowen Basin of Queensland have dispersive spoil. Based on an estimated area of 20,000ha and a rehabilitation cost of AUD$100,000 to AUD$150,000/ha, the instantaneous rehabilitation liability for the Bowen Basin alone is estimated at AUD$2 to $3 billion.Dispersive spoils present problems in post-mining rehabilitated landforms due to increased potential for surface and tunnel erosion, compromising the ability to achieve fundamental mine closure objectives of a safe, stable, non-polluting and self-sustaining post-mining landform (Minserve, 2004). The Jundee gold mining operation is located in the Western Australian Yandal Greenstone belt. Jundee is a mature operation encompassing multiple and complex underground ore resources, dwindling open pit reserves, large surface stockpiles, small satellite resources and two near-mine but stand alone process plants. The imminent completion of continuous open pit mining and the associated drop-off in total mill feed precipitated a review of the strategic mine plan and development of options that would optimise the exploitation of the remaining mineral resources and the utilisation of the existing plant and infrastructure.An initial review of the strategic decisions to be made, available options as well as the quantity, complexity and co-dependency of the strategic variables quickly led to the conclusion that an Operations Research style modelling approach would be appropriate. An 'off-the-shelf' program engine by the name of WHATSBEST! (LINDO Systems Inc.) was chosen on the basis of price, reputation and ease of use. The model was formulated with the unknown variables (being the ore mining rates) expressed as a proportion of the maximum achievable ore mining rate from each source. Costs were defined as variable or fixed, with this definition being a key aspect of the modelling process. The critical application of the model was in determining the optimal extraction rate of ore, the destination (ie Jundee or Nimary mill) and the sequence of extraction of each ore source that maximized the cash flow of the operation. The program was designed to be able to quickly derive an optimal result from the many variables, replacing the previous laborious iterative process of arriving at an acceptable answer by means of several large and static spreadsheet models. This paper presents the process of selection, formulation, application and scope of operation of the turn-key linear and non-linear program strategic model now used as part of the Jundee Operation strategic decision making process.

Traditional mechanised resin rock bolting in hard rock underground mines requires the installation of resin capsules into a pre-drilled hole prior to the rock bolt being spun into a hole to mix the resin and set the bolt in place. In poor rockmass conditions, especially at depth or in highly altered faults and shears, the condition of the holes often deteriorates as the poor ground around it unravels and falls into the hole. This results in partially or fully blocked holes that either damages the resin capsule when they are being inserted into the holes or prevent it entirely until the hole is continuously cleaned of debris. This deterioration of the hole condition, and continuous need to clean and re-drill holes, also increases the diameter of the hole which in turn affects the continuously mechanically coupled anchorage mechanism of the rock bolt to the rockmass as there is simply not enough resin in the hole to fill the annulus between the bolt and the rock. This results in a large increase to critical heading cycle time and, more importantly, results in the rock reinforcement not performing as per design specification and increases the risk of instability. To overcome the quality control issues with resin bolt installation in poor ground, a single pass drill, install, inject and tension self-drilling resin bolt application was designed and implemented for use in such conditions. This system allows the operator to inject a two part polyester resin through a self-drilled hollow bolt to mix and fully encapsulate the rock reinforcement. The self-drilling bolt allows for post injection of the hole after the bolt has been installed into the rock and gives the operator manual or automated control on the amount of resin used in the hole to ensure complete encapsulation and continuously mechanically coupled anchorage to the rock. This allows the reinforcement to work as designed and provide the Geotechnical Engineer extra quality control confidence in these conditions. The implementation of this single pass resin bolting system resulted in significant decreases to the resin bolting cycle time and rock bolt quality control failures. In this paper the design, implementation and embedment into the development cycle will be discussed and the in situ quality control checks used to validate the increase in rock bolt installation quality will be shared. The Division of Minerals and Geochemistry in collaboration with three mineral exploration companies, Mawson Pacific Ltd, Ramsgate Resources Ltd and Tectonic Systems Pty Ltd commenced a two year research project to investigate the application of remote sensing techniques to exploration for mineral deposits in access of the Yilgarn Block in Western Australia. The project utilizes satellite data such as day and night imagery from the NOAA-AVHRR (National Oceanic and Atmospheric Administration - Advanced Very High Resolution Radiometer) satellite. The recent research with the imagery in the Kalgoorlie, Southern Cross and Mt Magnet regions has highlighted the advantages of the mid infra-red and the two thermal response channels of NOAA-AVHRR for geological investigations. These three channels have the spectral resolution to distinguish stratigraphic units and younger intrusive bodies, and to delineate fracture zones and shear zones associated with Proterozoic dykes. But most important is the capacity to distinguish thermal signatures from geological structure, near-surface outcrop and palaeochannels which have been covered by unconsolidated sediments. The research project applies remote sensing methods including enhanced satellite imagery optimised to the Western Australian environment. It encompasses data from both space and airborne monitoring platforms that have obsreved a significant spectral response for the classification of alteration zone lithologies. It includes the collection of multiseasonal data from areas of interest which is essential both for the understanding of thermal characteristics of important lithologies and for the extrapolation from field work investigation to potential exploration areas. No comprehensive investigation of this type has been carried out within the Yilgarn goldfields.
