Sustainable development is a critical discussion topic in the mining industry today. The topic is necessarily broad and complex, covering an entire spectrum of related areas, from geology to end-use products. The objective of this keynote address is to focus on the chemicals and chemistry aspects - especially research and technology transfer - in sustainable mineral processing. Chemicals came to play a critical role in mineral processing during the last century, and they will play an equally vital role in confronting the sustainability challenges of the 21st century, particularly in the areas of greener chemicals, water efficiency and water resource management; waste reduction and remediation; minimising environmental impact, safety and health risks (meeting and exceeding the requirements of regulations); energy efficiency; and converting mineral resources into reserves. This keynote address argues that the current research framework is no longer adequate to serve the goals of sustainable mineral processing. The problems studied are often too narrowly defined or irrelevant, while the research efforts are fragmented and the methods and approach employed are often too reductionistic to produce useful knowledge. A new framework for research is needed. This address further argues that a new framework based on a holistic or systems approach can best tackle the challenges of sustainable mineral processing. Central tenets of this approach include a recognition that, in complex systems, the behaviour of the whole system is more than the sum of the individual contributions, and that interactions occur in real time, often in subtle and complex ways. The focus is thus on the behaviour of the whole system. Indeed, a comprehensive understanding of the system through large-scale measurements should precede a study of parts or of idealised models of the complex system. The result will be a sound knowledgebase, better solutions to the challenges of sustainable development, and improved technology transfer. Developing such a framework will pose a formidable challenge, requiring significant time and effort as well as a confluence of diverse specialties and strategic collaboration. Fortunately, recent developments in the context of reagent optimisation provide us with a prototype of a holistic approach. We can also draw upon methodological innovations in the biological sciences, where the critical need for a systems approach is well recognised and significant advances have been made.

The steeply dipping silver/lead/zinc orebodies at Mount Isa mine have been extracted most recently by a combination of cut-and-fill and open stoping methods. Bench stoping was first used at Mount Isa Mine seven years ago to allow safe extraction of a highly stressed cut-and-fill stope. Subsequent benches have shown that the method offers significant cost and safety benefits through increased productivity and reduction in man exposure. The success of benching has lead to cut-and-fill mining being replaced at Mount Isa.Significant resources have been focussed to optimise benching. This paper describes the operational, planning, and research and development aspects which have contributed to the method to date. A brief look is also taken at the future direction of benching at Mount Isa.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

The Institute of Geological and Nuclear Sciences is undertaking a mineral resource assessment study of the Coromandel region, due for completion in July 2000. A key part of the study is the assembly of a geographic information system (GIS), a computerised tool for layering, analysing and presenting spatial information. The GIS is being assembled with ArcInfo/ArcView software and to date includes layers for a digital terrain model, an aeromagnetic map (open file mining company data), a geological map (from the QMAP project), areas of hydrothermal alteration, locations of mineral deposits (GERM database), stream sediment geochemical analyses (REGCHEM database), and a lineament map derived from satellite remote sensing data.

Analysis of rock discontinuities, collected using a scanline method, has been undertaken at the Iron Duke open cut mine, on the southern margin of the Middleback Range in the Gawler Craton, South Australia. The iron mineralisation, which is a product of supergene enrichment of carbonate sediments, is located on the W (western) limb of a gently N plunging D2 macrosyncline. Mesofolds plunge shallowly to the NE or steeply to SE, suggesting two shortening events, of which the second produced significant macrofolds. Discontinuities include:faults and shears which display variable orientations, mainly striking WNW dipping steeply N; mesofractures or joints maintaining a well constrained orientation, dipping steeply S, subvertical striking E-W; and bedding surfaces which are folded about a gently N plunging axis. Through this example of the regional control exerted on local discontinuities, it is clear that discontinuities are not randomly distributed as often assumed in purely statistical approaches. Commonly for rocks of any age there is a distinct discontinuity pattern, reflecting the geological deformation history. If the controls exerted on local rock discontinuities can be determined and assigned a number related to their significance, the way forward is available to develop a site specifc knowledge base that can make realistic predictions for any position in a given rock mass. Such a procedure would involve assessment of the regional geology, linked to scanned discontinuities either via manual or automatic means. Recent advances in automatic scanning rock faces (eg by the I-SiTE Laser Radar) to determine discontinuities distributions, enable the rapid calculation of rock characteristics. This is a significant advance in rock engineering, providing a method of safe and quick collection of data. However it creates problems in the presence of an increase in the geotechnical data available, which should be assessed in the context of the regional geology. Although techniques are underway to analyse post-blast discontinuities, the next signifant potential advance in this area could be the integration of a knowledge based system to assess discontinuities ahead of mining, incorporating regional assessment and human intuition.

Python Underground Processing Plant Critical Design The use of continuous gravity recovery in combination with a controlled breakage fine crushing and screening system followed by flash flotation has been incorporated into the Python processing plant. This provides miners with a flexible, robust, low cost, low energy pre-concentration process for the recovery of gold and/or heavy minerals. The Python plant incorporates fine crushing utilizing either High Pressure Grinding Rolls or Vertical Shaft Impactors in combination with the InLine Pressure Jig and Flash Flotation to continuously liberate and recover the valuable minerals. The use of these technologies has enabled a narrow, transportable pre-concentration plant to be produced which can easily be installed and operated in underground drifts and tunnels.

In this paper a laboratory investigation into the effect of confining stress, water content and gas desorption on coal permeability is presented. Of major significance is the effect of coal permeability on outburst occurrence and methane production, which is influenced by changes in stress. Test results indicated that the shrinkage of the coal matrix associated with desorption is greater than the coal matrix compressibility which will cause a reduction in the effective stress, hence increasing coal permeability.

Thank you for this opportunity to address your conference on 'The role of coal in the New Zealand energy market'. New Zealand's energy market has, in common with much of New Zealand, undergone major change following the market reforms of the Labour Government. As far as the energy sector is concerned this change has been for the better, as it has created for the first time in a very long time a 'true economic market' for energy in New Zealand. This is in marked contrast to the previous regime where: ò Electricity was state operated, subsidised and cross subsidised. ò Oil was imported and subject to a raft of taxes and duties. ò Coal produced by state mines was priced by cabinet committee, based on other energy prices rather than on the costs of production and delivery of the energy product. Today, with the establishment of the SOE's we have a market of competitive supply, where the customer has the choice of energy with prices based on the true costs of production and delivery. This can only be good for the customer as the cost is now based on the real costs of production, not on political whim. So where does coal fit in this brave new world of free market energy supplies? Well, opportunity, they say, knocks but once.

Gas sensing systems are becoming more important in many industries such as oil, gas and mining operations. Particularly in underground coalmines, accurate and reliable monitoring of toxic and combustible gases such as methane, nitrogen dioxide, carbon monoxide and hydrogen sulfide is essential. Available conventional electrochemical sensors for gas measurements in underground coalmines suffer from shortcomings such as cross-sensitivity response, limited lifetime, high calibration cost, maintenance cost and safety. Recent studies have found that fibre optic-based gas sensors have potential to eliminate these issues. These sensors can also be used for long distance and distributed sensing of various gases, both of which are important for underground gas monitoring. Grey River Gold Mining Ltd commenced dredging alluvial flats in the Grey River Valley in 1989. Previous drilling indicated over 100 million cubic metres of gravels with some 90 per cent of the gold in the bottom seven metres. The dredge built by Rahco, Spokane, was innovative in a number of aspects but particularly in the fact that a separate ladder with a cutter and pump was used to strip the overburden and a bucketline to mine the gold bearing wash below. Metallurgical studies and exploration were initiated when the project commenced. Leasing and environmental considerations were investigated and action taken. While progress is being made, the operation at this stage is not meeting required production and performance. Main problems have been with the stripping system and wear.

Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

The Mt Tom Price orebody of Hamersley Iron Pty Limited consists of a folded hematite - shale sequence capped by a layer of goethite. Consequently, variations in iron content occur within the ore body, and as the overall grade is below that required to make specification products, selective mining must be carried out. A necessary preliminary to quality control of products based on selective mining is the production of advance data on the tonnages and grades of material to be expected in future mining areas. Bench plans showing zones of different grades and types of material anticipated are prepared from structural geological information. The grades of materials on a bench are essentially governed by the positions and attitudes of the shale bands. Quality control is exercised by blending different grades and types of material in primary crusher feed. Iron grade is the prime grade consideration although sometimes the level of phosphorus content must be considered. Pre-production grades are determined from assay of samples taken from blast hole cuttings. As shales are more friable than hematite, product fines are always lower in iron grade than the lump product. The realisation of contract specification grade is more difficult with fines than with lump, so maintaining the correct fines grade becomes a prime factor in quality control. Control of fines grade is presently effected by aiming for an appropriate feed grade to the primary stockpile. Studies to estimate fines grade directly by qualitatively taking into account material types are in progress. Quality control measures are checked by monitoring the crushing and screening plant output, and taking appropriate compensatory actions in the mine when required. Minor fluctuations in quality of fines can be blended out on stockpiles. The quality control measures described ensure constant quality products, and a good recovery of high grade material from the deposit.

High-grade hematite ores in the Hamersley Province of Western Australia are associated with hydrothermal magnetite-apatite and magnetite-hematite-carbonate-apatite proto ores below the modern weathering surface. In addition, hydrothermal alteration of country rocks, once believed to be absent, is now recognised widely in shales and dolerites up to several hundreds of metres away from the ores. Both observations appear to exclude a simple supergene model for ugrading the host iron formations to high-grade hematite ore. Similar hydrothermal proto ores and country rock alteration are now being recognised in other high-grade hematite deposits worldwide, or have been recognised in the past.

There has been a strong trend over the past decade in hard rock mines towards the use of very high powered auxiliary (or secondary) fans; in many mines, the installed power for the secondary ventilation system now exceeds that of the primary ventilation system. This also reflects the trend to use two-stage auxiliary fans pushing air into a single ‘trunk’ duct that in turn splits into multiple branches with multiple outlets feeding multiple workplaces. This often produces a poor result in terms of face flows due to the high resistance, high leakage and badly managed duct outlets, as well as high fan capital and operating (power) costs, which in turn also results in a higher cost for the underground power reticulation/distribution systems. This paper explores the reasons why this trend exists and what ventilation practitioners can do to utilise less expensive systems that simultaneously deliver better workplace conditions. Block caving has been the favoured mining method for large underground hard rock mines for the last few decades. The orebody must be of a size large enough to cave and generally amenable to a caving method. Typically, these mines ranged from 15 000 to 50 000 tonnes per day (50 kt/d) and have been some of the largest and most productive underground mines in the world.Now mining companies, in the quest for improved shareholder return, are looking for higher production rates from new underground mines. Whether a ‘Greenfields’ development, or a replacement for ageing large open pit mines, minimising capital and maximising production has been a focus of project teams. These new block cave mines are what have become known as ‘super caves’. These caves range from 80 kt/d to over 150 kt/d and are being planned or constructed by several major mining companies including Codelco, Freeport-McMoRan, Newcrest and Rio Tinto.Issues facing these super caves include high initial capital costs, very long development periods and significant technical challenges. These issues tend to make it difficult to present an attractive business case for such a project.This paper will discuss some of the potential benefits as well as the technical challenges and risks of operating a mine with the block or panel caving method at these very high tonnage rates. Considerations including geotechnical conditions, development rates, panel widths and ore column heights are discussed. Coal is a valuable energy source in New Zealand and has been mined from the West Coast for over 100 years. Stockton Mine is New Zealand's largest opencast coal producer supplying around 1.5 Mt of hard coking and thermal coal to international markets annually. The Stockton Plateau forms an extensive, gently inclined dip slope on erosion resistant Lower Eocene Brunner Coal Measures unconformably overlying basement rocks. The dip slope rises 600 - 1000 masl, locally dissected by fault scarps and present-day fluvial systems, some of which are deeply incised. Within the Mt Augustus Mining Block overburden comprises of a 30 - 40 m thick sequence of fluviatile, coarse to granular coal measure sandstones. High quality coking coal is preserved as a gently dipping, 10 - 12 m thick seam. High and sometimes very steep cliffs of jointed overburden shape the skyline escarpment, above steep forested slopes and gullies. As mining has progressed at Mt Augustus individual coal blocks are progressively becoming more technically challenging. This paper outlines the scientific approach taken by Solid Energy International and mining contractors to carefully unlock many thousands of tons of coal whilst protecting nearby flora and fauna from the impacts of dislodged rock and other blasting side-effects. The strategy involved: an expert-driven onsite risk assessment,formulation of a management plan to manage impacts,conducting an in situ vibration research program, andanalysis of results and operational designs to eliminate potential environmental problems.

The Golden Cross Mine will be the first underground gold mine in New Zealand to operate since 1952. The development plans, along with the conditions and circumstances presently found in the now ongoing mine development, will be discussed as well as a brief review of planned stoping activity and stoping results to date.
