Wastes generated by the mining, mineral processing and metallurgical industries now total about 1.8 billion tons annually. The wastes include gases, dusts, solutions and a variety of massive solid mineral materials such as tailings and slags all of which now must be disposed of with a minimum of environmental degradation and at an acceptable cost. Some of the metal and mineralconstituents have potential economic value and their recovery can augment our primary mineral and metal resource supply base. The resource potential of wastes generated by the iron and steel, aluminum, clay, phosphate, copper, coal mining and processing, nonmetallic, and selected secondary metals industries is identified. Information on current efforts being made to recover these resources and the technology now employed or under consideration are presented.

The Field Meeting of the Chicago Section proved to be the most enjoyable meeting ever held by the Section. It took the form of a visit to the Northern Indiana Industrial District where the day was spent inspecting metallurgical plants in Indiana Harbor and East Chicago and in amusement at the Hammond Country Club. The weather was perfect and about 50 members and ladies attended the meeting. An inspection of the plant of the Inland Steel Co. occupied the morning. The plant was decorated in honor of the occasion and the company provided attractive souvenirs. It was noticed here that many of the ladies displayed an interest in the inspection and an understanding of the processes that would not have shamed professional metallurgists. While the members of the Section seemed to be most interested in the by-product coke ovens and the by-product recovery plant, the ladies enjoyed especially watching the snake-like antics of the red-hot rods in the wire mill. Leaving the steel plant, the Section enjoyed a ride through the district by automobile and arrived at the Hammond Country Club in time for lunch. In the afternoon some of the members inspected the plant of the International Lead Refining Co., at East Chicago, while the rest spent the time at the Country Club in golf, tennis, trap shooting, bridge and other amusements. During the dinner at the Hammond Country Club an informally organized male quartette led the singing in real college boy style. In the evening, E. E. Billow talked on the use of oil burners in metallurgical furnaces, Mr. MacDowell told of the present status of the Potash Industry and the Secretary told of some of the happenings at the Arizona Meeting. Precipitation processes occurring during both furnace cooling and aging of copper-iron albys were studied by means of electrical and magnetic measurements. On furnace cooling, two distinct stages in the precipitation process were detected; one occurring above and the other below 850° C. The kinetics of precipitation from quenched alloys were studied between 200° and 700°C. The reaction appears to be consistent with the concept of tmcleation of precipitate particles at dislocation loops formed by the clustering of quenched-in vacancies. A study Of in copper-iron alloys is particularly interesting because the combination of magnetic and electrical properties in these allovs provides a quantitative means of following the course of the precipitation reaction. The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on a11 week-days, except holidays, from Sept. 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by for- warding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

FLOTATION-Mill operator's have recognized that slimes are detri-mental to the flotation concentration of zinc ores. The, presence of primary slime in many of the Wisconsin ores is largely responsible for the failures experienced in treating these ores by flotation. These failures have discouraged the adoption-of the flotation process by opera-tors in the Wisconsin zinc district. The removal of slimes by decantation seemed to be the obvious way to meet the problem of treating slimy or' clayey ores by flotation. To facilitate the removal of slime, it was decided to mix the ore pulp with sodium silicate, which acts to deflocculate the pulp.1 Deflocculation causes slime suspension, making it possible to separate the slime from the sands by decantation.2 Since the literature contains little definite information on the use of sodium silicate to deflocculate ore pulps, a series of tests was conducted to obtain the necessary information. Tests to determine the settling rates of sand and slime in deflocculated pulps were conducted on a dolomite-marcasite-sphalerite ore ground to minus 80 mesh (175 microns) and mixed with water to form a pulp. The deflocculator3 was Mallinckrodt 40° to 42.5° Bé. liquid sodium silicate (Na20 + 3.25Si02). .By microscopic analysis the suspended slimes4 were found to be minus 15 microns (approximately 1000 mesh).

Some rock mechanics theorists believe that if a hydraulically placed backfill can be introduced in a stoped out area, which will minimize wall closure by taking high stresses across the fill with minimum compaction, then heavy ground and rock burst phenomena will be minimized. The paper will discuss a large scale laboratory project when fill strength was increased over four times by the head vibrated method and up to well over 20 times by the double placed, cemented, vibrated head method when compared to conventionally placed fills. The only preconditioning of the 60% solids by weight slurry was the addition of cement in some tests.

The lattice orientation of the crystal being studied must be known before such definitions can be made. Practically all the metallic crystals used do not have crystal faces—other than the unknown "plane of polish"; hence resort must be had to other means of determining orientations. Some use has been made of etch-figures, slip bands, optical properties, etc., for this purpose; but for accurate results, and because of the fewer restrictions to their use, the various X-ray methods have been the most satisfactory.' The methods that have been used may be divided into two general classes: (1) oscillation methods, and (2) transmission Laue methods.² The disadvantages of these methods are numerous, chief among them being the time required to determine a complete orientation. No method proposed so far is wholly satisfactory for determining the orientation of a small macrograin within a polycrystalline aggregate.

Short circuit calculation methods and system protection are discussed.

THE Lehigh Valley. Coal Co. finished the rebuilding of its Drifton No. 2 breaker at Drifton, Pa., in the summer of 1917. The new construction comprises an addition and the complete remodeling of the old breaker. It is of interest to note that the old structure was the first iron breaker erected in the anthracite region. THE OLD BREAKER This old breaker was built by the Cross Creek Coal Co., under the direction of the late Eckley B. Cole, in 1888-89, and was fully described by him in the Transactions.1 The columns were cast iron, 8,'10 and 12 in. square. The floors and partitions in pockets were cast-iron ribbed plates. The struts were cast iron of "H" section; the other members were of structural iron either rolled I-beams or built-up sections. The sizes of the rolled beams varied from 6 to 20 in. deep, while the built-up sections, made of plates and angles, varied from 6 to 63 in. in depth, so that there apparently was no rule to determine the type of section used. In the remodeling of the old structure, practically everything was taken clown excepting the columns and roof, and such beams as were necessary for temporary construction purposes, and, therefore, a close inspection of the old structural members could be made and the effect of the acid water oil them could be noted. The cast-iron members were but slightly attacked by the water, while the wrought-iron beams, in the wet places, were corroded almost to failure.

The members of the society are doubtless aware that the production of American Bessemer steel works is constantly increasing; that the same converters and machinery are doing more work every year. This enlarged output is due to various causes, chiefly the following: 1st. Better organization—better knowledge on the part of both managers and men, of the plant and the process; of the way to economize the more exhausting labor, and of the arrangement of the details of labor and operations so that they shall not conflict; also, more pluck—a greater willingness to take risks, or, more properly, such an intimate knowledge of the nature and capacities of the refractory linings in various stages of disrepair, and the probable be- . havior of the fluid metal at various stages of its treatment, that the precise nature of the risk may be better known, so that the works may be crowded to their full capacity. In the early practice, after getting four or five consecutive heats in a day, the men preferred to " let well enough alone," and to devote the remaining time to preparation for another turn. Now, thirty, and sometimes forty heats are regularly made during the twenty-four hours, day after day, without the frequent occurrence and without the fear of breakdowns or " messes," as the spilling of steel charges was graphically named in Sheffield. 2d. PRESIDENT DWIGHT'S invitation to be a guest of the American Institute of Mining and Metal-lurgical Engineers was the first of the subsequently very numerous invitations to dinner I have received from my American friends. When I received his telegram I had not yet been even formally appointed Ambassador. I cannot tell you how deeply I appreciated it. It was a hearty welcome in returning to your country which has been for me a second home and it came from the American mining brotherhood which has been my second family.There are two distinct periods of learning in life. The first one are the years spent in school where we learn many things we after-wards forget; the second one are the years of prac-tical apprenticeship which engrave indelible signs in a man's character and shape his life. These latter years I spent in the United States and they have influenced the whole course of my life. I owe very much to my American friends who trained me. The earliest was Prof. Robert Peele, of Columbia University. At the Daly West mine, in Park City, Utah, he curbed my futuristic English spell-ing and had a hard time at it. Prof. James F. Kemp taught me that geology is a guess work just as unre-liable as the prediction of international events; he taught me also that a frank, honest and loyal character will lead a man equally straight through a mining report and through public life.

Tests and methods of detecting oxidized coal are studied. Particular emphasis is placed on the microscopically discernible changes that accompany the chemical and physical changes affecting the technological properties of coal during oxidation. Coal samples were used from the low-volatile Pocahontas No. 3 Seam, McDowell County, W.V., and from the high-volatile Cedar Grove Seam, Mingo County, W.V. Tests conducted include: carbonization, free-swelling index, phase inversion, froth flotation, Gieseler plasticity, oxygen by difference and by neutron activation, volatile matter, pH of coal slurries, alkali solubility, and electrostatic charge.

The Broken Hill Pty. Co. Ltd. grate-kiln pelletizing plant located at Whyalla, South Australia, produced a total of 250,000 tons of fluxed pellets during 1970. More than 180,000 tons were exported to Japan, while the remainder was used in B.H.P. Co. blast furnaces. The pellet plant treats high grade hematite ore fines and has a nominal capacity of 1.5 million tpy. The induration equipment includes a grate 12-ft 2-in. wide by 164-ft 1-in. long, a kiln 18-ft 6-in. diam by 118-ft 8-in. long, and a rotary cooler 50-ft mean diam by 7 ft wide. Operating problems encountered in the production of fluxed pellets are detailed. The most significant aspect of the trial was the increased production, from about 5100 tpd up to a maximum of 7100, brought about by the addition of artificial magnetite to the plant feed. Laboratory evaluation of fluxed pellets showed that pellets having a basicity ratio (CaO to SiO2) in excess of 1.2 have excellent physical qualities. Reducibility and compressive strength after reduction were both higher for these fluxed pellets than for normal acid pellets. Although it was not possible to publish blast furnace operating data, blast furnace trials on fluxed pellets indicated that production was higher and dust losses substantially lower, compared with similar operations on acid pellets.

A thorough knowledge of the peculiarities of this type of orebody is necessary in sampling these limestone replacement deposits. Oxidized ores are often overestimated because of error in determining specific gravity and actual cross-section of the orebody, and sulfide ores are often underestimated because it is difficult to scatter the samples so that they will accurately represent the area under consideration. This paper describes various methods of sampling and cites factors that enter into the estimation of these deposits. IN THE science of evolution of the species, there is a law which, simply stated, avers that the history of the individual repeats the history of the race. Similarly, if unassisted by the experience of others, each successful engineer would perfect and develop his methods and technique from the rough grab sample up to the carefully taken, recorded and studied samples and observations which now determine and decide the expenditure of the large sums required for modern mining. Hence real progress results from the interchange of experience, as in that way the entire experience of the profession can be made available to every engineer. The literature of this subject is already voluminous, but some progress has been made in the gathering of data and in their compilation or presentation.

In late May, at its final session in Nairobi, Kenya, the UN Conference on Trade and Development (UNCTAD) narrowly rejected the US proposal for a new International Resources Bank suggested by Secretary of State Henry Kissinger. The proposal was defeated by a roll-call vote of 33 to 31, with most of the nay votes cast by communist countries, and with 89 of the less-developed countries abstaining or absent.

THE rapid increase in cost of discovering new orebodies by churn drilling in the Tri-State district has led to some attempts to lessen the expense by using geophysical methods. Electrical prospecting was tried three or four years ago, but no successful results were recorded. In 1926, the Federal Mining and Smelting Co. engaged the North American Exploration Co., of Houston, Texas, to make some tests with the torsion, balance. At first, it was thought that the most favorable conditions for discovery of ore deposits with the torsion balance would be in locations where the ore was known to occur at rather shallow depths, FIG. 1.-CROSS-SECTION OF DUENWEG LEASE. therefore the first trial was made at Duenweg, east of Joplin, where some zinc ore had been developed at a depth of 130 ft. The gravity gradients at 61 stations on a tract of about seventeen acres indicated plainly one large zone of maximum gravity and a smaller narrow zone of minimum gravity. Fourteen churn-drill holes, half of which struck .ore, show that all the ore found was located outside the zones of maximum and minimum gravity. In the zone of maximum, gravity the limestone beds were closest to the surface, and the first chert beds encountered were at the greatest depth. The results (shown in Table 1) indicated that the gravity of the limestone was greater than the gravity of the fractured chert together with its orebodies, and probably also greater than the bouldery soil and clay on top of the limestone. A cross-section of the Duenweg lease is shown in Fig. 1.

After the completion, in 1905, of the Hammond Mining and Metallurgical Laboratory of the Sheffield Scientific School, Yale University, it became necessary to secure and assay a large assortment of ore-samples, and to arrange the results in such a manner as to admit of use with the least amount of work on the part of the instructor. At first, pulp-samples, together with their respective assays, were secured from the mines, smelters, and public aesayers, but this practice did not prove satisfactory. It was not only difficult to secure a suffciently large supply of material, but it was also impossible to secure the proper assortment required for instructing students. It involved considerable work for the donors to select the samples and furnish a record of the assays, and also for the instructors to examine each pulp and determine its character. Some of the samples did not contain a sufficient quantity of pulp for the student to check his work in case his first assay did not correspond to the record. In order to increase the number of samples and to vary the character of the material, pulp-samples were later mixed with barren rock and with sulphides, but this method also was unsatisfactory and has been discontinued. At present, small lots of ore are secured by gift or purchase from engineers, public assayers, and the managers of mines, mills, and smelters. These lots weigh from 10 to 100 lb. each, and are rarely finer than 0.25 in. in size. The larger samples permit of a careful study by the instructor in order to determine the best method of assaying to be followed. Procedures for determining the operating point that results when a fan is connected to a mine and placed in operation have been a source of confusion for decades. A variety of techniques have been proposed, often to the detriment of the practicing ventilation engineer trying to apply the techniques to the many mine/fan matching problems encountered in the engineering of mine ventilation systems. This paper proposes some different assumptions and definitions that simplify the problems in determining the operating point. As a result, a set of procedures is provided for determining the operating point of a mine/fan system when the outlet areas of the mine and fan are known. To simplify the development of procedures for determining the operating point for a mine/fan combination, the authors suggest that the mine pressures be redefined and then used in such a manner that the conservation of energy is ensured. This provides the basis for the recommendation that the fan operating point be determined using the fan total pressure and the system total pressure characteristics. This procedure can be applied to fans in the blower, booster, and exhaust positions equally well, and to both single-fan and multiple-fan networks. Another advantage is that the method is applicable to fans with or without an evase.
