In engineering in general, close agreement between theoretical predictions and structural performance is rare—this is particularly true in rock slopes. Since the complexity of natural arrangements makes exact theoretical solutions of associated structural problems almost impossible, the role of theory should be that of developing guides or markers to which observations and experience can be related. The author in this paper has outlined the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Some important practical considerations result—especially in regard to horizontal stresses—when theory is compared with full-scale experience. In the field of engineering activity, specific examples of close agreement between theoretical prediction and structural performance are rare. Particularly is this so for the case of rock slopes, where, owing to the complexity of the natural arrangements, it is quixotic to expect exact theoretical solutions to the associated structural problems. The role of theory is rather that of developing signposts or guide rails to which observations and experience can be related. It is with this in mind that the present paper has been prepared; the author's aim has been to set out briefly the results of a theoretical study of highly idealized models which represent both granular materials and jointed rock. Despite the idealization of the problem, it will be seen that the theoretical conclusions are in accord with full-scale experience, particularly as far as horizontal stresses are concerned, and they point to some important practical considerations. CLASSIFICATION OF ROCK SLOPES At the risk of over-simplification, an attempt has been made to classify the problem of rock slopes into three broad categories with respect to internal stress systems. These are illustrated in Fig. 1. It is tacitly assumed in this classification that the strength of individual particles is very much greater than the interparticle strength whether the particles are the crystals of an igneous rock (Case I) or the blocks of Cases 2 and 3. The Homogeneous Monolith: This case is representative of uniform unjointed rock. Under relatively low stress conditions the internal stress system may approximate to that of an elastic body as given by Terzaghi.' It is more usual, however, for overall stability, to consider the material as a rigid plastic which yields in shear when S =C + c tan 4> where S is the shear yield stress, o is the normal stress on the surface of failure, and C and d are empirical constants according to the Mohr-Coulomb criterion of failure. Sokolovsky has recently developed, for the first time, a series of mathematical solutions to problems involvinga C, mass subject to self-weight. He demonstrates that for such a case a semi-arch (Fig. 2) is stable. A corollary of this argument is that for a true C, d material a curved overhanging slope is possible and such an observation may well aid field identification of these materials. The shape of the curved slope face is however directly dependent on the C-value, and from the long-term point of view this is a most difficult value to establish with any degree of confidence. It is customary to measure C and 0 in some form of shear test—usually a triaxial compression test—on core specimens sampled from the rock, and as far as the author is aware the present case is the only one in which, as far as overall stability is concerned, such tests are

LET'S imagine we are at the Grand L Coulee Dam, where daily 15,000 barrels of low-heat Portland cement and 27,000 tons of processed aggregate in various sizes are mixed to produce 30,000 tons of concrete. Inspect the autographic records which show for each 4-cu-yd. mixer batch of concrete the weights of its constituent materials including its several sizes of aggregate, cement, and water, and which also show the period of mixing and the consistency of the mix. Watch the inspectors sample and test the aggregate for gradation and moisture content of sand, and sample the concrete for homogeneity. Watch the huge buckets deposit the concrete in the forms. It looks too dry to handle, but the concrete vibrators make it melt away. Just enough vibration fully to com- pact the mass, but not enough to produce segregation of the materials; the inspector says when. See the sprinkler system covering all hardening concrete with a spray so that it may not thirst for water. Watch the cleaning of the top of an old lift preparatory to placing a new lift; the sand blasting; the blow-down; the mop-up; the minute inspection.

COMMENT on the economic significance of the special alloy steels seems inevitably to reduce itself to an attempt to peer into the future of the industry in which we are interested. We are all familiar with the historical development of iron and with the almost complete replacement of iron by steel. Those who have been connected with the industry since its .early days have had the satisfaction of witnessing the greatest industrial development the world has seen. As the cartoonists of the muck-raking decade liked to picture steel as an ogre armed with a spiked club, his hands reeking with blood and with golden coins dripping from his pocket, fiercely seeking for more widows and orphans to devour, I choose to call on my imagination to create a gigantic but beneficent robot of such marvellous mechanical skill. that it quickly transforms millions of tons of otherwise worthless material into the infinite variety of useful products which are so largely responsible for our present civilization.

(New York Meeting, February, 1912.) By the old method of determining platinum in ores and bullion, the silver-alloy first obtained in the regular course of assay is parted in strong sulphuric acid and the residual metal weighed. This is re-alloyed with silver by a second cupellation and parted in nitric acid, the residual metal being again weighed. Any difference shown between the two weighings is assumed to be, and is called; platinum. Sometimes it is so, and if any considerable amount of platinum be present, there will be a decided difference between the two weighings; but a slight difference is no real evidence whatever of the presence of platinum. On the other hand, the second weight may equal or possibly exceed the first, even when traces of platinum are present. Again, other members of the platinum group may go into solution in nitric acid more or less. If present, these would be called platinum and escape detection. The method does not provide any direct tests whatever as to the presence or absence of platinum. It is often indecisive, and sometimes jives erroneous results. It is, therefore, quite unsatisfactory. Being called upon many times to determine platinum in a wide variety of materials, particularly when present in very small amounts, I have realized the disadvantages and defects of this old method. IN 1933, the monetary metals were produced in a ratio of 6.7 oz. of silver to 1 oz. of gold, the lowest relatively for silver since the period from 1851 to 1865. At the beginning of that period, the virgin placers of California -and Australia began producing almost simultaneously; in consequence, there was an abrupt fall in the high silver side of the ratio that had prevailed through the centuries after America was discovered. The output from the Comstock and other silver-bearing lodes, located a decade after this influx of new gold began, soon restored the production ratio to its former proportion, that is, a relatively large weight of silver compared to gold.

THE statisticians had defeated Germany months before she invaded Poland. With batteries of adding machines they had proved that she was suffering from serious deficiencies in critical food- stuffs and in practically all of the raw materials necessary for the conduct of modern warfare. Their calculations showed that with respect to fats, oils, wool, cotton, hides, petroleum, iron, copper and other metals, the Reich was bound to be at a great disadvantage vis-a-vis the French and British as long as the latter could keep open the lines of sea communication. The conclusion seemed obvious-"Germany can't win." The more cautious of the commentators introduced qualifications as to the length of the war and the tightness of the British and French blockade. They also made a third qualification as to the character of the struggle- whether it was to be a war of attrition or a war of movement. But since the invasion of Norway in April, there is no longer any doubt on this score. It is a war of movement-a war in which fuel, lubricants, and metals are being consumed on a scale never before seen.

EDWIN W. KEMMERER, professor of international finance at Princeton, in a speech before a banking conference at Urbana, Ill., on Nov. 26, stated that the increase in the store of gold held by the United States is not so alarming as it appears on the surface. Excerpts from his address, as reported by The New York Times, follow: "It is significant . . . that the value of gold as expressed in its purchasing power in the United States during the last half-dozen years has been higher than at any other equivalent period since our records began 140 years ago. Our so-called 59-cent dollar today buys about 25 per cent more goods at wholesale than did our old dollar in the prosperous year 1926, and an ounce of gold will now buy considerably more than twice what it did then. This present high value of gold is one reason for its recent large production.

The commercial availability of electrolytic manganese has greatly changed the position of manganese as a nonferrous alloying metal. Manganese metal commercially available up to about ten years ago was reduced with either silicon or aluminum and contained substantial amounts of the oxides of these metals and other impurities. Manganese was accordingly not available as an alloy base and its addition to copper-base and nickel-base alloys was generally limited to a manganese content of a few per cent. Several special alloys like manganin contained up to 12 pct of manganese.

WE are indebted to Mr. Barbour for his valuable contribution to the literature on copper statistics; it is to my knowledge the only intelligent attempt to throw light on a much misunderstood subject. If I should appear to criticize some of his findings and arguments, I do not want to leave the impression that I do not appreciate the article; I think Mr. Barbour has been painstaking, and even where one might not agree with his conclusions, he has opened our eyes and stimulated us in our search for the truth.' It might be well to define the term "secondary copper" and to make a few remarks about the origin and the reasons for the variation of the supply. Mr. Barbour has touched on these points, but not sufficiently to make them clear to those not in the business.

FOR years past I have traveled in quest of promising mining-properties, over almost impassable mountain-trails to remote places in the mining-regions, usually, many miles from an assay-office. If, upon examination, the formation and the ore-deposit appeared favorable, a quick determination of the value of my samples was necessary, in order that I might take intelligent action with reference to the acquisition of the property. A journey with my samples to civilized regions often meant weeks of delay, and perhaps loss of opportunity. How many, under similar circumstances, have returned with their assay-results from such a journey, only to find that some audacious speculator had " optioned" the property ! True, a first payment could have been made and the chances taken on the results; but experience has taught that rich-looking ore is not of necessity valuable. Personally, I would not hazard a ten-dollar bill on any property without first determining by assay the value of the ore. To carry the usual complete assay-paraphernalia over such mountain-trails was impracticable by reason of the loss of time involved, the great expense of transportation (charged according to weight), and the fact that a few such trips would almost certainly wreck the outfit. For these reasons I began a process of elimination and substitution which finally enabled me to carry, in an ordinary 26-in. valise, sufficient apparatus and supplies for, say, 100 assays of adequate commercial accuracy. The over-all apparent single-phase permeability of fracture-rock systems was studied using two different two-dimensional models. In a strict sense the results are applicable only to these models, yet may give some insight into real reseruoir behavior. The regular fracture-matrix model can have any number of regular fracture sets. All fractures within each set have the same orientation, width and spacing. The gross behavior is amlytically equivalent to that of an anisotropic permeable medium. In the heterogeneous fracture systems, individual fracture conductivities vary within a two-dinensioml network pattern. A computer program calculates the overall permeability after the conductivities are randomly placed in the network. The calculated permeability depends upon the distribution of these conductivities and the particular fracture pattern into which they are placed. Although detailed information on actual reseruoir fracture systems is not available, this study shows how some of the possible variables may affect obserued gross reservoir characteristics. INTRODUCTION Characteristics of reservoir rocks are determined by direct (core analysis) or indirect (logging and production tests) examination. Both methods, singly and together, are widely used in reservoir evaluations. For fractured reservoirs a problem exists in relating characteristics of cores to the in situ reservoir properties. Knowing fracture characteristics can be of value in determining production mechanisms. Because of the limitations of observation, the intimate details of a fractured rock system will never be known. One approach in analyzing fractures is to study the behavior of some conceptually simple models. The two models analyzed contain features which may be realistic, yet are mathematically tractable. Flow is considered in two dimensions only, with the plane of interest at right angles with the fractures. This concept represents the horizontal flow in a reservoir system with the fractures oriented vertically. Only single-phase, laminar flow is considered. The regular fracture-rock system permeability is calculable from a simple analytical expression. The heterogeneous system requires a computer program for calculating overall permeability.

IN spite of the uncertainty in the bituminous coal industry during 1933, progress worth recording has been made. Along with other industries, coal has felt the effects of business stagnation, but even in the worst weeks of the past four years, .the total production of bituminous coal in the United States was seldom less than half the production in some of the best weeks of the more prosperous years, a record better than that of many industries. However, the competition of other fuels and sources of power, together with the increased efficiency in the use of coal, has brought anxiety to producers. This has resulted in pressure for reduction of costs, not always by the wisest means. On the other hand, the effort to survive has directed increasing interest toward research, a wholesome development in a difficult situation. Wages, limitation of hours of labor, and the NRA have occupied much time and thought. Following a period .of wage cutting paralleling price cutting, the industry found itself rather suddenly faced by the President's Agreement, followed in due course by the Code, and then in many places by the agreement with the United Mine Workers. Although there is still some uncertainty in regard to the detailed working out of the new arrangements, there seems to be an honest endeavor by the signatories to the Code and Agreement to work them out in a straightforward manner.

The Santa Rita copper deposit first served as a source of native copper for Indian implements and weapons. In 1801 Santa Rita copper, trans- ported by mule train to Chihuahua, began to be used commercially for making coins. It was a small- scale operation made difficult by Indian raids, transportation costs and depletion of the higher grade ores. There was, moreover, no known method for economically extracting copper from the under- lying low grade sulfide ores. Originally, copper and copper oxide ores were mined by underground methods, but there was virtually no development of the deposit-which became United States territory after the Treaty of Guadalupe Hidalgo in 1848-for almost a hundred years. A number of small underground mines had been started during that time, but it was not until 1873 that all the principal claims were consolidated under one control.

The first Diesel-electric locomotives for the Mesabi iron range of the Lake Superior district were put into service last summer by the Oliver Iron Mining Co., U. S. Steel subsidiary. There were ten of these locomotives, rated 1000 hp. and weighing 125 tons each. They are designed for service from 16 to 24 hours per day to haul trains of loaded ore cars from open-pit mines, 200 to 400 ft. deep, on a two to eight-mile haul to the top of the pit. The locomotives push or pull the trains over switchbacks and up heavy grades with 5 per cent maximum against the load. High tractive effort, less smoke, and ability to negotiate sharp curves were among the reasons for the selection of Diesel-electric locomotives.

AT Williams College, in the quaint old New England town where people still go to the post office for their mail, an interesting institution has come into being as one of the aftermaths of the peace conference at Paris in 1919. The war taught the world many things about economics although much remains to be learned and more to be appreciated. B. M. Baruch, H. A. Garfield, president of Williams, and others who took part in the conference at Paris or in preparation for it, feeling that benefits would accrue from informal friendly discussion of the problems that lead to political differences between peoples, called together a summer conference in 1920. This has now become an annual affair and is coming to be looked upon as an important center for developing and stimulating public opinion. Membership in the Institute is by invitation and the lists change to correspond with the particular subjects taken up. Each year a number of distinguished foreign public men are invited to be the guests of the Institute and to meet men and women from various parts of the United States interested in their special subjects. Round tables, general conferences, and public lectures are the means employed to bring out discussion. The first are organized by groups, each including usually 25 to 40 people interested in a special subject and meeting three times a week for informal discussion. Teachers, writers, economists, engineers, business men, indeed men of all vocations and many shades of opinion, are brought together. Once a week each round table presents in general conference with the members of all other groups the more general conclusions reached in its own decisions. Afternoon and evening lectures are given by the foreign guests and these are open to the public. The lectures and the general conferences are reported widely in the press but the proceedings as a whole are not printed, no resolutions are passed, and no action is taken or contemplated. The whole plan is to furnish a forum for free discussion in hopes that the difficulties of various groups and peoples may be taken up sympathetically and good understanding promoted. There is no creed, doctrine or dogma to which the Institute is committed and widely different views are currently presented. The constant effort is to bring out points of view and the reasons for them rather than to build up convincing arguments favourable to a specific action
