THE mine here described is in the Witbank district, a coal area of the Transvaal, about 100 miles north- east of Johannesburg. and is owned by the Witbank Colliery, Ltd. The plant has a capacity of 4000 tons per eight hours, and prepares five sizes of coal. The coal seam lies at a depth of about 200 ft. below the surface, and is reached by an inclined shaft sunk at an angle of 18° with the horizontal. Although the thickness of the coal seam varies from 10 to 14 ft. or more, only about a 7-ft. bench is mined. Mining is by the hord and pillar system. Bords are driven 18 ft. wide, with pillars measuring 18 ft. square. The mine is laid out into four sections, each sewed by a main haulage way from the shaft. Arc-wall machines are used for cutting the coal. but all loading is done by hand. Native labor is employed under the supervision of white miners, who do the required blasting. The workings are practically free from gas and water, and very little timber is needed.

PROBABLY nowhere in the United States or its possessions is mining development more active at present than in the Philippine Islands. Only a few years ago only one company was of any importance, the Benguet Consolidated. Now, five companies are paying dividends, five others have reached the producing stage, some seven others may produce this year, and a score or so are being actively developed. Gold production in 1933 was valued at about $8,000,000, last year at about $11,000,000, and this year an output valued at about $17,000,000 is envisaged. At the beginning of 1934 about 1750 tons of ore was being milled daily; at the end of the year, the tonnage was approximately 3400. In 1933 there were only thirteen Institute members in the Philippines; a year ago there were 27, and now there are 46. About fifteen thousand amen were employed in the mining industry last year, with mine payrolls amounting to $3,500,000. An immense amount of new machinery has been required. One difficulty has so far hindered gold-mine development to some extent-lack of adequate power. Each company therefore finds it necessary to generate its own power, and for this purpose diesel engines are generally adopted.

IN the discussion on the paper on subsidence by R. V. Norris and H. W. Montz (Teohnical Publication No. 153), H. N. Eavenson has been good enough to quote some of my views regarding the phenomena of subsidence; he has, of course, only mentioned these briefly, and as he has not represented them quite correctly, it is evident that I have failed to make them clear. Seeing that he, and apparently some of the others who took part in the discussion, appear to hold views different from my own, I think it advisable to put my opinions down as definitely and as clearly as possible, because it appears to me at least possible that some of the differences above referred to may be differences of language and definition rather than of fact. The statements I propose to submit refer to the simplest cases, namely where an area in a practically horizontal bed has been entirely worked out. My experience has been confined to beds of bituminous coal and of ironstone, but D I do not at the moment see why there should be any difference in principle between the working of a bed of anthracite and one of bituminous coal, provided that the other conditions are the same. I wish to emphasize that I am considering the conditions of complete working out of the mineral bed with the roof allowed to come down and form goaf in accordance with the general British practice; 1 am excluding, therefore, methods of hydraulic, pneumatic, and hand stowage where extraneous material is brought in to hold up the roof. I am also excluding the case of bord and pillar working where pillars of small size are deliberately left in, apparently with the idea that these will subsequently crush and let the roof down gradually. Such a method of mining has long been discontinued in this country, indeed in Europe generally, and I venture to predict that the time will come when such a recklessly wasteful method will no longer be tolerated even in the United States. THE real and permanent advances which take place in any industry are for the most part slow evolutions which frequently develop and grow almost imperceptibly from clay to clay. A meritorious idea may and generally does require long and patient development and commercial application under a variety of conditions and in a number of localities before it emerges as standard and generally accepted practice. There must be not only technical perfection but also economic advantage. Thus a cross-section taken at any particular time of an industry may reveal little that is distinctly new and yet there may have been considerable progress. During the past year there has been little that is new in milling and yet there has been real progress; some problems have been solved and some of what we may term the newer developments have become more firmly, established.

THE topography at the Stan Trg mine facilitated early exploration by adits; in consequence adit levels were developed at horizons 865, 795, and 760 meters above sea level, and the levels in the mine 'are named according to their elevation. THE iron and steel activities of this meeting opened on Monday morning with the steel melting session," with G. B. Waterhouse in the chair and A. L. Feild as vice-chairman. N. A. Zeigler's paper, on "Gases Extracted From Iron Carbon Alloys by Vacuum Melbing," created considerable interest and the discussion in general was most favorable. H. W. Gillett and Louis Jordan of the Bureau questioned the method of analysis for oxygen and C. H. Herty, Jr., and J. M. Gaines, Jr., I , expressed their surprise at the large amount of oxygen with the high ,carbon alloys. Whether the gases found existed as gas in blowholes or as oxide inclusions was also a moot point. A paper by C. D. King, on "Basic Open-Hearth Yields," was an extremely interesting and valuable contribution. It was discussed by C. E.Kinney and A. L. Feild and numerous questions were asked throughout the presentation. Mr. King then presented a critical analysis of the losses together with novel methods of calculating them. A paper by C. H. Herty, Jr., and J. M. Gaines, Jr., on "Unreduced Oxides in Pig Iron and Their Elimination in the Basic Open-Hearth Furnace," followed. The question of silicates and oxides in pig iron created much discussion, notably by Henry Hanson and W. J. MacKenzie, who gave figures on chipping cost as a function of blast-furnace practice.

THE demand for "production control" has, like the poor, been with us always. With the development of the nation, the accumulation of business experience, and a maturing understanding of how our many and varied industries work, it is increasingly evident that an uncontrolled output is a source of great mischief and that order and performance demand a control of production. To see clearly the demand for "production control" we must look in detail at the ways in which industries operate. General pictures, grand aggregates, situations as "wholes," and smoothed curves are likely to be deceptive. An industry may seem to keep the even tenor of its ways, and yet the establishments which made it up may experience a great range of fortunes. A nice bundle of statistics may show in the aggregate a lovely regularity which is not shared by the firms which make up a trade. An industry may appear to be reasonably profitable, and yet the profits may be very unevenly distributed. The people in an industry, and dependent on it, are managers, laborers, stockholders, creatures of flesh and blood, such as you and I. General pictures and abstract statements must not blind us to what is happening to firms, corporations and individuals.

(Canal Zone Meeting, November, 1910.) THE recent growth of a sentiment among cyanide-plant designers against the use of gravity-stamps for the crushing preliminary to cyanidation may be said to date from the almost simultaneous perfection of the ribbed tube-mill liner and of the tall, air-agitation tank. The first step in the resulting change of practice was the universal adoption of the tube-mill for fine-grinding and the use of coarse screening oil the battery. This was the beginning of the surrender of supremacy by the gravity-stamp ; since merely the single fact that it was a more economical machine for crushing fine had retained it in favor as compared with ball-mills, rolls, or steam-stamps. The surrender, however, is not yet complete. It is the universal practice to use rolls where a relatively small tonnage is to be crushed coarse, as, for example, when coarse concentration is included in the plan of treatment. Power, attendance, repairs, and first-cost are smaller for the rolls, under such circumstances, than for stamps; and it is becoming daily more apparent that, with no concentration to provide for, the use of rolls and tube-mills, without the complication of trommels and elevators required by concentration, is rapidly gaining favor in the eyes of the leading designers. The next step was the use of the rapid-running Chilean mill between the gravity-stamps and the tube-mill, which again narrowed the field of operation of the gravity-stamp while radically widening its screen-aperture. Such a combination of stamps and Chilean mill offers advantages when fine concentration is necessary, since the reduction in the Chilean mill call be adjusted easily and governed by varying the screen-mesh. MILLING called for four sessions and a luncheon and covered broad ranges from speculative theory to basic practice, and from coal to gold. An attractive and profitable feature was the "get-together" of "coal preparers" and "ore dressers" for mutual discussion of their common problems. The first event was the Milling Luncheon in the Engi¬neers' Club on Monday. A concentrated group of high¬grade appeared and many matters were discussed, but only two called for official action: The meeting unanimously recommended the use of the Tyler standard sieve scale as against any new scale, and also the adoption of micron designation for fine particles in place of decimals of an inch or millimeter, or theoretical mesh size. The real sessions began on Monday afternoon with a menu of Mineral Physics for the ore dresser, metallurgist, geologist, physicist, et al. Four papers by the staff of the U. S. Bureau of Mines dealt with the chemical and physical aspects of mineral structure as revealed by the first two years of research to date. A fifth paper by Dr. M. J. Buerger correlated to the foregoing the knowledge of "The Lineage Structure of Crystals" and finally a sixth paper was a progress report of further developments of the last year in explosive shattering of minerals by the U. S. Bureau of Mines.

USE of geophysical methods as an aid to prospecting for new oil pools and in the exploration of already discovered pools continued to increase and reached a new high during 1934. As in previous years, the scene of greatest activity was the Gulf coastal plain of Texas and Louisiana. Seismic crews working by the reflection method increased from some thirty crews at the first of the year to forty crews at the end. An increased demand for torsion balance work at the beginning of the year occurred and practically all available instruments were put into service. Some thirty crews with approximately eighty balances continued throughout the year. Both the pendulum and gravimeter methods of gravity surveys registered their initial successes and equipment was increased from five to seven pendulums and from one to three gravimeters during the year. Approximately five magnetometer parties continued to work throughout the year. No surface surveys by the electrical method are known to have been made. MY first Nevada City mining reminiscence is one of seeing Capt. Thomas Mein, over 52 years ago, in the old Wyoming mill on Deer Creek about a mile below the town of Nevada City. Captain Mein was then superintendent of the Wyoming mine, where the old fashioned Cornish pump was used, as well as hurdy-gurdy water wheels for power. This mill was one of the typical, up-to-date mills of that time and consisted of stamps, fed by Chinese hand feeders, who also cobbed the ore down to a small enough size to be fed into the mortars. Stamps at that time were of light weight and crushed about one ton to one and a half tons to the stamp, the pulp going over plates, then into sluices with self-raising gates. When a sluice became full the pulp was shut off and directed into the parallel sluice, also with a self-raising gate. The concentrate thus collected in the sluice was shoveled out and carried to Cornish buddles and there cleaned up, preparatory to being sent to a local custom chlorination works.

TWO papers on health and safety were given Thursday afternoon when a joint session of the Health and Safety Committee and the Mining Methods Committee was held. T. T. Read presided and the first paper, on ventilation at Climax, was presented by the author, L. H. Glanville. In the subsequent discussion by Cloyd M. Smith, P. B. Bucky, B. F. Tillson, D. F. Haley, J. L. G. Weysser, and others a number of interesting points not covered by the paper, which appears in full in the January Mining Technology, were brought out. Ventilation troubles in mines so often hinge on the air being too hot and damp that it was interesting to hear of one where it is frequently too cold and too dry.

WE face the postwar problem of the use of minerals as sanctions to control the armament and the re-armament of the Axis powers at the source, minerals being the raw material of armaments. That is the subject of today's discussion. It is one thing to talk about controlling minerals in the interest of rearmament, and it is another thing to put any such ideas into effect. A provision for min- eral sanctions-not by that name but under broader terms-was contained in Article 16 of the League of Nations, and an attempt was made to apply min- eral sanctions when Italy cut loose in Africa. That was a failure because the plan was badly thought out. They did not have the right minerals included in the list. Also, they did not have the machinery set up at all. Somebody said to the League of Nations: Let's apply the sanction, and it was assumed that that was all that was necessary. It turned out to be a rather sad perfor- mance. However, that certainly cannot be taken as an example of what will happen if a properly thought-out pro- gram is adopted.

NO physical impairment can be more serious than the partial or complete loss of sight. With reasonably good eyesight, a person is equipped to care for life and I limb, provided a rational measure of t caution is manifested. When the sight of one eye is lost or badly impaired, one-half of this God-given asset is gone, and extreme care must be taken to prevent the tragedy of total darkness that closes out the beauty of sky, field and mountain, the faces of relatives and friends, and either removes entirely or in part one's capacity to produce and earn. During 1933, The Union Pacific Coal Co., operating ten coal mines in Wyoming, decided to undertake a visual survey of all of its mine operating officials and employees. Although the cost of workmen's compensation paid because of eye injuries was material, the management was more deeply concerned with the social loss and the suffering resulting from the many eye injuries. As every element of coal production cost must be scrutinized, accurate data on all accidents, with the workmen's compensation paid therefor, are carried forward monthly. The number of accidents to eyesight and the resultant compensation paid are shown in Table 1 for nine calendar years:

OUR own Institute of Metals and Iron and Steel divisions cooperated with the Iron and Steel Division of the American Society of Mechanical Engineers, the American Welding Society, and the American Society for Steel Treating in a busy week at Cleveland. The morning sessions were held at the Hotel Cleveland and the afternoon ones at the Auditorium, where the metallurgical exhibition under the auspices of the American Society for Steel Treating not only occupied the arena of the Auditorium but completely filled the huge adjacent Annex. In the intervals of sessions the members thronged the exhibits but in the evenings the local attendance was so great that if the crowds had been any larger it would have been difficult to see the exhibits. With so many firms, both producers of metals and of equipment accessory to their production and use, it would be impossible to mention them -all and unfair to single out a few, since no two individuals' judgment would coincide as to relative interest and importance. In any case an exhibit is a thing to be seen rather than described, and these were well worth seeing.

IN furtherance of the policy of acquainting those members of the Institute who live at a distance from New York with all the details of administration, the thirty delegates sent by the local sections and the technical divisions were invited to attend the meeting of the Directors on Tuesday evening as well as the Directors' dinner immediately preceding. Including the Directors and officers, new and old, the members of the Papers and Publications Committee and the section delegates, more than 70 sat down at the dinner table in the Engineers Club. The attendance at the business meeting that followed was not quite so large, doubtless for the reason that the ladies' fashion show, held in connection with the informal dance, offered attraction that eclipsed that of watching the wheels of Institute business go around.

GOLD was discovered in Gold Canyon on May 15, 1849. Following this discovery placer miners worked the gravels in the canyon for-ten years, finally discovering the outcrop of the Comstock lode at Gold Hill in May, 1859, and in Ophir ravine on June 12 of the same year. Before long large quantities of gold and silver, were taken from the lode and one of the West's most spectacular mining booms drew thousands of fortune seekers to Nevada. After a long period of production activity waned and in late years little mining was done. The recent reopening of the old mines and the discovery of ore in other parts of the vein, and in other veins of the district, has led to a revival of interest in the Comstock. Virginia City, Gold Hill, and Silver City, situated along the great vein system, are enjoying a period of prosperity and a large influx of people.

HOT metal is commonly transported from the blast furnace to the open hearth by one or the other of two general methods: (1) by hot-metal ladles, usually in conjunction with a stationary mixer, or; (2) by means of mixer-type ladle cars, taking the place of both the hot-metal ladles and the stationary mixer. In both cases, the use of transfer ladles for charging the metal into the open-hearth furnaces is necessary. The American Rolling Mill Co. at its Middletown division, adopted hot metal practice on. June 2, 1928. The pig iron is produced' in a .blast furnace about 11 miles from the open-hearth furnaces, and is trans- ported in Pugh-type mixer cars having a capacity of 150 gross tons each. Three cars are in service and handle the delivery of hot metal to the pig machine and the open-hearth furnaces. The capacity of the blast furnace is 550 tons and casts are made every four hours.

IN this critical age, people are not content .with the judgments passed on men and things long ago, but must needs revise them. It is an excellent spirit, so long as we do not start out with the idea that old opinions must necessarily be wrong, and that all ancient malefactors must therefore be whitewashed. That interesting ogre, Gilles de Retz, to whom the process has recently been applied, is no longer with us, so no one will be the worse for it, but the old bugbear8 of the steelmaker, sulfur and phosphorus, still are, and now Mr. McIntosh, in a recent article in these pages, asks us to regard one of them in a new light.' This article is a most interesting one, with much of which one must agree. One of his -statements, how- ever, although correct, is somewhat' misleading, and he rather discounts the fundamental objection of the steelmaker to phosphorus, its dangerous propensity to segregate and the secondary effect on the carbon distribution and therefore on the homogeneity of the steel that is produced thereby. Further, the evidence on which he bases his claim that phosphorus does not lower the impact strength of steel is rather slight. The writer views with the utmost misgiving any proposal to increase the amount of phosphorus in steel, and cannot regard it in any other light than as a prejudicial impurity, to be kept down to as low a proportion as possible. It thus becomes necessary to examine the evidence upon which Mr. McIntosh's claims are based
