SULPHUR has long been one of the banes of the steel manufacturer and often no effort and expense have been spared in order to reduce it to a small per cent. in the finished product. This condition is clue to a general conviction that in many cases where steels have failed in service, sulphur has been the cause. But there has been a growing feeling in recent years that the verdict against sulphur has been unnecessarily severe. In cases of segregation it was present in augmented amounts along with other impurities, but it had not caused the segregation. High sulphur in pig iron is caused by poor furnace conditions and the sulphur is merely one indication of an iron that has not been properly reduced. No amount of subsequent treatment under oxidizing conditions in the open-hearth furnace can remedy the defects, although the per cent. of sulphur may be considerably reduced. In other words, the causes of bad steel can frequently be traced back to bad pig iron, and sulphur is merely one indication that the pig iron is bad. The writer recently visited a steel plant where a mass of evidence had been accumulated which substantiated this fact, and the superintendent was .emphatic in stating that high sulphur was not harmful provided the steel was not otherwise poor due to insufficient reduction in the blast furnace. The presence of a moderate amount of sulphur is desirable from the standpoint of the man who machines the steel. The low-sulphur material drags and the production of a smooth surface is very difficult. A slight increase in sulphur enables the machinist to produce a smooth surface without difficulty. Since, therefore, such large quantities of steel are subjected to machining, it becomes highly important that the sulphur controversy should be settled, and if its presence is proved to be harmless the ban on it should be lifted.

The Ce-Cu phase diagram was investigated by differential thermal analysis and rnetallography. Two congruent melting compounds, CeCu2 (817°C) and CeCua (938°C), and three incongruent cornpounds, CeCu (516°C), CeCu, (796°C), and CeCu, CERIUM and copper have been suggested as possible diluents in a liquid-plutonium fueled reactor. As part of the determination of the Ce-Cu-Pu ternary phase diagram, a review Of the Ce-Cu system (798°C), are present in this system. Eutectics exist at 28 at. pct Cu (424°C), 74 at. pct Cu (756°C), and 91 at. pct Cu (876°C). The purity of the cerium used has an important effect on the results obtained by differential thermal analysis. was considered necessary. Previous work by Hanaman was conducted with relatively impure metal: 96.7 pct Ce with 2.5 pct other rare earths and 0.5 pct Fe as major impurities. The metal had a melting point of 715°C as compared to the melting point for pure cerium of 804°C as reported by Spedding and Daane.2 Results presented in this work were obtained primarily by differential thermal analysis (DTA) and metallographic examination of slow-cooled or quenched samples.

PREVIOUS investigators have determined activation energies and have postulated various controlling mechanisms for creep.'-' Recently Barrett et 01.I5 have suggested, as the result of their work with cadmium, that the apparent activation energies for creep (AHc) above 0.5 T, could be correlated by means of activation energies for self-diffusion (AHSD) and modulus of elasticity functions: AHC = AHSD - (5RT/E) dE/dT. The wide disparity of apparent activation energies previously obtained with nickel compared to those reported for other fcc metals and the desire to test the postulate of Barrett el al. prompted this study. The as-received 17.5-mil nickel wire used during this work assayed 99.87 pct pure, Table I. X-ray analysis indicated that the wire was in a stress-re- lieved state and metallographic examination revealed an equiaxed grain size of approximately 0.01 mm. Specimens degreased in acetone and cut to 1-1/2 in. lengths were tested in a cam-mechanized constant-stress creep machine. A vacuum of at least lo-5 mm Hg was maintained during all tests. Stresses were applied when thermal equilibrium was established. When a measurable (at least 0.5 pct) secondary creep was observed, the temperature was pulsed to a higher temperature. Pulsing time varied from 30 sec at 480°C to 2 min at 1300'C and above. Slopes of creep curves were determined after the initial acceleration in the strain rate had subsided and steady-state creep was achieved. To confirm the results obtained, additional tests were performed incorporating a temperature pulsing method suggested by sherby. In this method the load was removed during temperature pulsing and reapplied after thermal expansion had occurred. No appreciable differences in results were obtained. Tests were performed over a wide range of temperature (470" to 1310°C) and stresses (250 to 17,000 psi). The expression was used to calculate activation energies. In this expression T1 and T2 are the initial and final temperatures, and el and i2 are the creep rates at T, and T2. The variation of the apparent activation energies with the mean test temperature calculated by means of Eq. [I] are shown in Fig. 1. It is common to blame irregular assay results upon volatilization and much has been written upon the subject, but there is no real evidence that, in a properly conducted assay, the loss of either gold or silver by volatilization is sufficient to affect appreciably the result, even when arsenic or antimony may be present. Bulk assays of flue dust from assay muffles have been published, but the data given are totally insufficient to even approximate the volatilization from a single assay; and such figures as we have indicate the volatilization to be extremely small. Diligent search in the literature and wide inquiry among assayers and instructors have failed to produce a single case where the litharge volatilized in making an assay has been collected and assayed for gold and silver. Having attempted to do this, with most indifferent success, I am not surprised that this has not been done. While various textbooks give volatilization as a cause of loss in cupella-tion, it may safely be said that in the rare cases where this volatilization is sufficient to affect appreciably the result it is due to excessive temperature. Percy' says "The loss of silver by volatilization during cupellation is very slight (unless the temperature has been much too high), and may be disregarded." This statement is repeated by the Beringers2 and Smith,3 who includes gold with silver. Mitchell4 says the litharge fume rarely contains over one ten-thousandth of silver. Campredon5 ays that at a proper temperature no silver is lost by volatilization. Primarily, excessive temperature may be due to too high general temperature in the muffle; but it may often be due to temperature localized within the bead by oxidation of the metals and this may be influenced by other causes than the general temperature. The state of California produced 310,-996,696 bbl. of oil and about 415,832,000 M cu. ft. of gas in 1944. Nine new fields or new zone discoveries were made during the year, which, according to best estimates, will contribute some 77,000,000 bbl. of new reserves; in addition, the extensions of old fields will increase the new reserves about 165,000,000 bbl., or a combined total, through dis- coveries of new fields, zones, and extensions, of 242,000,000 bbl., offsetting to the extent of about 78 per cent the total oil produced during the year. INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Much has been written and said concerning the alleged wasteful and uneconomic use of natural gas and petroleum. Espccially condemned has been the use of natural gas for the production of carbon black and the use of heavy fuel oil under steam boilers.' The critics of these usages of gas and oil have sought to make effective their verbal attacks on the industry by the repetitive expression of the words "inferior" and "superior" uses2 of petroleum. Thus, to employ natural gas for residential heating was to use it in a superior way; to use it for the production of carbon black was to use it in a wasteful and uneconomic way. To use petroleum for the production of automotive fuel was to use it in a superior way; to employ it as a residential fuel and as the prime source of power in an industrial plant was to use it in an inferior and uneconomic way. No doubt the objections to such employment of gaseous and liquid natural hydrocarbons originated in the belief that natural gas and petroleum are limited, nonregenerative mineral resources, and that the functions they perform can be just as well performed by other natural resources like coal13 of which practically unlimited reserves are known. The generations that have dominated each of the last four decades have counted reserves4 of petroleum in terms of a few years supply. Meanwhile, domestic demand for motor fuel rose spectacularly from a few million barrels in 1900 to more than 500,000,000 bbl. last year.5 The more imaginative and vocal critics drew startling word pictures of the catastrophe of 25,000,000 motor vehicles made useless and of the great automotive manufacturing and allied industries brought to an untimely end, and millions of workers left hopelessly unemployed by what they called the deplorably rapid depletion of the petroleum reserve. Many of the critics have been sincere advocates of the conservation of natural resources; many others, and in recent years probably the majority, have espoused the doctrine of conservation to promote their own self-interest rather than that of the public. The latest advocate of severe restriction in the use of petroleum for the alleged purpose of conserving the petroleum resource proposes to achieve that end by a bill,6 now before

OPEN-HEARTH refractories are not merely an accessory to the furnace. They are the furnace, to all intents and purposes. The steel work of the main structure is merely an open frame which helps to support the refractories ; and the regenerators, a necessary part of the furnace system, consist almost entirely of refractories. Not only do refractories constitute the essential part of the furnace, but they also carry the liquid steel all the way to the point where it begins to solidify. On leaving the furnace the liquid passes through a refractory runner into a refractory-lined ladle, then through a refractory nozzle closed by a refractory stopper on the end of a rod protected by refractory sleeve bricks. The liquid is sometimes sent through an additional refractory- lined tundish, a supplementary ladle, or a refractory runner for bottom pouring, until it finally enters the iron mold in which it solidifies. Even in the mold, refractory materials are sometimes used to provide a nonconducting "hot top." This series, from runner and ladle to hot top, inclusive, is often referred to collectively as the "pouring-pit refractories." REFRACTORY RAW MATERIALS The raw materials available are best classified into basic and acid types. The principal basic raw materials are magnesite, dolomite, and chrome ore. The principal acid materials are silica in various natural forms, and fireclay. Magnesite. Austria was the principal source of magnesite (MgCO3) until recent years, when the Province of Quebec, in Canada, and the states of Nevada and Washington became important sources for the American steel industry. More recently these natural sources have been supplemented by the so-called "sea-water magnesite"-which is the name somewhat incorrectly given to magnesium hydroxide obtained as one of the products

The authors attended the 11th International Conference of Directors of Safety in Mines Research held in France, July 1963. In addition to Conference discussions pertaining to control of coal dust they had the added assignment to study present European practices for neutralizing the coal-dust explosion hazard. Information was obtained through discussions with the Research Directors, by visits to testing stations and observations of operating mines in various countries. This paper tells what the current practice in this field is in Europe, and how effectively coal dust explosions are controlled. The method is rock dust barriers. CONTROL OF COAL DUST DISSEMINATION Experience in Europe indicates that the control of dust production and dissemination by water or foam systems is not successful except during undercutting. Cybulski, Dawes, and DeBraaf - respectively Director, Mines Research Establishment "Barbara", Katowice, Poland; Principal Scientific Officer, Safety in Mines Research Establishment, Sheffield, England; and Chief, Central Mines Research Establishment, Hoensbroek, Treebeek, The Netherlands - believe that wetted dust becomes readily dispersible and abatement measures should be considered only as a temporary means for reducing the health hazard. In an effort to reduce the health hazard, calcium chloride is used on the floor of main haulageways in Dutch mines and water infusion is practiced in Germany in mines where the coal is relatively porous. With respect to wet coal dust, the Belgians, British, Dutch, French, and Russians reportedly have accepted the results of research from the Polish and American experimental mines on the effectiveness of water as an inert in arresting explosion propagation. The Polish use the two test methods proposed by the U.S. Bureau of Mines1 for evaluation of the adequacy of wetness of mine dust; they require that water be added to the wet dust to maintain a minimum of 50% moisture by weight if dependence is placed on water alone. GENERALIZED ROCK DUSTING The general attitude with regard to protection against coal dust explosions throughout Europe is that generalized rock dusting is a vital primary step to inhibit initial ignitions but definite emphasis is also placed upon the efficiency of rock dust barriers. Those exceptions to generalized rock dusting are Germany and Austria where some rock dusting is done but principal reliance is placed upon rock dust barriers. The rock dust used in Belgium, Holland, Russia, and Poland is coarser than that used in the U. S.; 50% of the dust is through a No. 200 sieve (75 microns). Recent research by the Polish indicates that the portion finer than 20 microns is ineffective in arresting explosion propagation, and that the rock

THE conventional wire saw, introduced in the slate district of Pennsylvania by the Bureau of Mines in 1927, and used thereafter with remarkable success, consists of a three-strand steel cable having a diameter of 3/1 6 or 1/4 in. The equipment, methods used, and accomplishments have been described in previous reports.1-7 Similar wire saws have been used extensively in Europe, in quarries and in shaping blocks and slabs. During the period 1932-1937, competition in European marble quarries was keen, prices were declining, and orders were not abundant. When orders were received, there was generally an urgent call for speedy delivery. Because of the diversification of demands, it was impossible. to maintain in stock marbles of the color, size, and thickness called for,, therefore the material generally had to be fabricated after the order was received. The wire saw enabled stone mills to fill. such, orders promptly. With skillful handling, 7/8-in. slabs could be cut accurately and rapidly with this equipment. It was found, however, that, as the three-strand wire became worn, the cutting speed dropped rapidly and the cut became less accurate. To overcome these difficulties the junior author of this paper, after much experimentation, developed a new type of wire consisting of a single ribbon-shaped strand, twisted as shown in Fig. I. To ensure straight sawing, the twist of the ribbon is reversed from right to left and vice versa every 25 ft. The reversal of the [ ] twist is shown in Fig. 2. This is not a new feature; it has been used to advantage with the three-strand wire both in Europe and America for several years. However, some difficulties arise in splicing the three-strand reverse-twist wire, and the claim is made that cutting is less accurate as the wire becomes worn. As EARLY As 1824, Haidinger1 described crystals of native copper that were, according to Dana,2 "probably twinned parallel to the octahedral plane and normal to this axis." In 1837, Rose3 very clearly demonstrated that native copper crystals were commonly twinned on the octahedral plane. Lasaulx,4 in 1882, described polysynthetic octahedral twins and stated that enclosed twinning lamellae were observed. Even on crystals formed artificially by. electrolysis, twinning was observed as early as 1886, by Brown.5 Many other descriptions of twinning in native copper and in gold and silver are to be found in the literature, and in every case with which we are acquainted the twinning is conformable to the spinel law; i. e., the octahedral plane is both twinning and composition plane. Metallurgists have long been familiar with the straight-sided bars or bands that commonly occur within the irregularly outlined grains of metallic crystalline aggregates. They are certainly found in nearly all metals of the face-centered cubic type after cold working and annealing. If a specimen showing these bands is rotated, keeping the angle of incidence of the illuminating beam constant, they usually exchange color contrast periodically with their respective matrix crystals. Also slip lines, when produced in these specimens, nearly always show a change in direction upon passing through the bands, giving rise to the "stairway" effect often illustrated in metallurgical textbooks. Apparently the only quantitative observations on bands of this sort were made by Osmond and Cartaud6 on austenitic steel. They selected,

IT is a well-known fact that the solubility of zinc compounds decreases when these compounds are roasted in contact with iron compounds, but descriptions of tests to quantitatively express the fact have not appeared in the literature. Possibly such an expression cannot be uniformly and exactly duplicated by different operators because of the variation in the personal equation. In a general way, however, the reactions between zinc compounds and iron compounds under roasting conditions will show a certain trend with changing conditions and the approximate quantitative expression of this trend appears reasonably well established by experimental work conducted for this purpose. Ferrites and Marmatites The name "ferrite" has been given to the compound of zinc and iron which has the formula Zn0.Fe203. Among the questions pertinent to this subject are those involving inherent or natural ferrite, and also the synthetic or artificial variety. The inherent or natural product is formed when the mineral containing iron and zinc sulfides isomorphously crystallized is subjected to oxidation at roasting temperature. These isomorphously crystallized minerals are known, mineralogically, as marmatites, and contain ZnS and FeS in ratios of 2 to 1 up to 5 to 1 respectively. The zinc and iron sulfides form a definite mineral. They are firmly attached to each other and form common contact planes through which diffusion of the entities occurs during the roasting process. This diffusion of the molecularly intimate entities produces, during roasting, the compound referred to as ferrite, in proportion to the amount of iron originally present in the marmatite. For example, a marmatite from British Columbia containing 9.739 per cent. Fe and 56.87 per cent. Zn corresponds with the mineral having the formula 5ZnS.FeS. The ferrite produced in roasting, which has the formula ZnO.Fe203, contains 27.07 per cent. Zn and 46.40

IN this paper the authors aim to chronicle the experience and salient points brought out in changing flotation reagents at a concentrator which had probably been using a minimum amount of oil at a minimum cost per ton, to a more complicated system requiring a partial chemical control. The original oils were coal tar and pine oil. The new reagents are line, xanthate and pine oil. It was found that there were no insur-mountable difficulties and eventually the cost of the new reagents per ton of ore proved to be very little more than that of the old. LIME PLANT When the question of handling lime came up there were two propositions open: (1) to handle the lime dry; (2) to handle it wet in the form of an emulsion. Granting that a dry lime feeder would function properly, delivering lime uniformly, the chief objection was the dust that would be raised when these feeders were being charged or operated, as the only possible location was on a gallery beneath which men were working. With this objection the handling of lime as an emulsion seemed to he the better scheme. The lime plant which was first installed was for experimental work on one section. This was gradually changed and developed until it was of sufficient size to accommodate 20 sections. The various changes will not be discussed and the following description deals only with the fully developed plant. Crude as it is, and perhaps somewhat expensive to operate, the lime-handling plant has been quite successful. Much has been learned which will pave the way for a better installation in the future.

Most modern electrolytic copper refineries have found it expedient to build and operate a complete secondaries plant for the treatment of the electrolytic slime accumulated in the cells during the corrosion of the copper anodes. In the earlier years this was done for the sole purpose of promptly recovering in marketable form the silver and gold contained in the slime. Later, improvements in refining methods made possible the recovery of the more precious metals such as platinum, palladium, osmium and iridium, and in recent years, due largely to an increasing market, many secondaries plants have undertaken the commercial production of selenium and tellurium. The complete up-to-date secondaries plant, or silver refinery as it is usually called, is therefore equipped for the production in marketable form of from six to eight metals. The physical plant and operations may be separated into six main divisions: 1. Slime treatment, in which the raw slime is treated by wet methods for the removal of its high copper content and portions of other impurities such as arsenic, selenium and tellurium. 2. Furnace refining, in which the remainder of the base-metal content of the slime is removed by fluxing and fire-refining. 3. Electrolytic parting and refining, in which the silver and gold are parted and obtained in the pure state. 4. Melting of silver and gold into marketable form. 5. Recovery and refining of the more precious metals. 6. Recovery and refining of selenium and tellurium. The Silver Refinery of the Raritan Copper Works at Perth Amboy, N. J., is a complete secondaries plant and the following description of its equipment and processes is, in a general way, typical of other plants of its kind. Slime Treatment The raw slime, pumped with a minimum amount of cell solution from the electrolytic copper refinery, is discharged into the center of circular settling tanks 15 ft. in diameter by 8 ft. deep, where the slime settles out and the solution overflows peripherally to return to the copper refinery by gravity. (member of the committee)- (communication to the Secretary*).-In the discussion of papers presented at the New York meeting of the Institute in February, 1915, and at the Arizona meeting of September, 1916, I referred to the activities of the Bureau of Safety of the Anaconda Copper Mining Co., and I am now submitting a few thoughts by members of the staff of that Bureau. TORGUS H. OAAS, Safety Engineer, Butte, Mont.-The report of the Committee on Safety and Sanitation has described different organizations and methods of promoting safety work. The effectiveness of these methods would aid the beginner in his campaign for safety in choosing the kind of organization and methods best adapted for his field. This can he obtained only by a discussion by those who have long promoted this kind of work, and have met with successful results. As the field is new, the different organizations promoting safety work have not established a common basis of rating for their fatal, serious and slight accidents, so that it is now difficult to get a comparative basis from which to judge the merits of the different systems. Bureau of Mines adopted, at the beginning, as a basis for its yearly summaries, the number of accidents. per 1,000 men employed, and it is now (quoting from its report for 1915, Technical Paper 168) making the following "classification of injuries:" "Many of the States now have. compensation laws, and in order to conform with their classifications, the bureau's classification of serious and slight injuries for 1915 is on a 14-day (2-week) basis instead of 20 days, as in previous years. Gardner, of the Saranac Laboratory for the study of Tuberculosis, and Dr. Pancoast, of the University of Pennsylvania, have been members of these committees. A statement included in reports of some of these committees is as follows: Concentrations to which the dust must be induced in order to be safe have not been absolutely determined. There is evidence that a concentration of more than five million particles per cubic foot of a highly siliceous dust is dangerous. Therefore, it may be stated that it is desirable to avoid counts of more than five million particles of dust containing free silica to a high percent in working places. Table I gives the safe limits adopted by several state industrial codes. Table I. Reduction of oxygen-containing copper has always heretofore been brought about with wood poles. This paper reveals the first successful, economical, and Practical substitute for poles: a gaseous reductant, of which the production and plant use are detailed herein. THE art of fire refining of copper, consisting of melting, oxidation, slag removal, and finally reduction with wood poles, has been practiced for many centuries. An authentic record, discussed in detail in De Re Metallica,* mentions that as early as 1200 A.D. workers in this field of metallurgy were already acquainted with and practiced the basic principles of copper purification. Undoubtedly, the art was well developed marly centuries before the first written records began to appear. Notwithstanding the many advantages gained by application of mechanical con. trivances and by the tremendous increase in size of operations over the centuries, the reduction phase of the process has persisted essentially the same to the present time except for a very recent breakthrough. Numerous articles have been published and many patents have been issued on the subject of substitutes for wood poling in the past half century. They have dealt with a variety of gaseous, solid, and liquid reducing agents. But to the knowledge of the writer, no procedure has ever been prosecuted to a complete success on a large operating plant scale with the single exception of gaseous reduction of oxygen-containing copper revealed in detail herein. THE OUTBREAK of World War II found Phelps Dodge, thanks to both foresight and good fortune, in a position to increase production of its mines and factories to meet the insatiable military and domestic needs of the times, far beyond all previous records. With the timely completion of the expansion program at Morenci, the company's copper output rose to approximately 447 million pounds in 1942 and to over 478 mil- lion pounds the next year, compared to some 300 million pounds in 1939. To meet the civil and military needs for fabricated cop- per products, the Phelps Dodge Copper Products Corporation carried out an expansion program comparable in size to that of the Phelps Dodge mining operations. THE scope of this article covers only the mathematical principles involved in discounting to present worth future expected profits and it is believed answers definitely two questions, which were raised at a recent meeting of the Committee on Methods of Valuing Coal Properties, as follows: 1. The accumulative effect of carrying charges on the value of coal mines showing definitely the number of years beyond which the coal may not be mined at a profit and subsequent to which the possession of any unmined coal will be a liability rather than an asset. 2. The effect on the valuation of coal mines, in the presence of the carrying charges described in question 1, of an increase in plant capacity and production. In general, in considering these questions, it may be stated that the consideration of an increase in plant capacity and production follows as a matter of course after a determination has been made of the year beyond which no profits are to be realized (giving the carrying. charges accumulative effect, or in other words capitalizing the carrying charges, as shown hereinafter). For example, if it is determined that any coal that is unmined after 45 years will have no value or less than no value, the question immediately arises as to whether or not a plant should be constructed that would result in a yearly production great enough to extract the entire tonnage in a time less than 45 years, and if so the number 'of years less than 45 years that would, from a financial stand-point, be the most desirable, all under the assumption that the market for the product or the transportation facilities are such that the yearly production can be increased to the desired amount.
