The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. The October meeting of the Mining and Geological Society, Lehigh University, was held in the Eckley B. Coxe Mining Laboratory, and was called to order at 8:15 p. m., by President R. L. McCann. 1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sec¬tions should be recognized and stimu¬lated by appropriation of funds from the Institute's treasury;. and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937.

Six creep laws for salt, each fitted to the same laboratory data base, are used in a numerical model of the deformation of an opening in salt to determine the influence of creep law form on the predicted closures. Results show that predicted closures can be very sensitive to the functional form of the creep law chosen to model the laboratory data.

BESIDES air -water, sulphur, salt, coal, and lime-stone are the key nonmetallic raw materials used by the chemical industry and each came in for attention at the AIMF, Industrial Minerals Division meeting at Morgantown. W, Va., Sept. 13 to 15. West Virginia is a growing chemical producing area with sites along the Ohio and Kanawka Rivers being favored because of power, accessibility of raw materials (many in the State), water supply, and transportation.

This paper presents two tentative models of the use of a notional metal in a country like Britian, which have been developed using the System Dynamics modelling method. Computer simulations have been carried out using one of the models. These show the effect on the recycling of the notional metal of a wide range of possible future values of world market price and demand for the metal.

(Under this heading will be published notes sent to the Secretary of the Institute by members or other persons. ) The governing body of the Imperial College of Technology, London, S. W. (Royal School of Mines), will shortly proceed to the appointment of a Professor of Metallurgy. This important Chair has been filled in the past by such eminent metallurgists as John Percy, Sir William C. Roberts-Austen, and others. A large manufacturing company having two iron foundries, blast furnace, etc., requires the services of a chemist, metallographist, and metallurgical engineer qualified to give advice on cast iron practice, and to prescribe remedies for difficulties often met with in the usual iron foundry. The position of converter blower at a side-blow Bessemer steel casting plant is vacant.

Ten years ago, upon coming home to New York, we had money in the bank, a portfolio of stocks, a rent- controlled apartment overlooking the Hudson and we didn't own an automobile. This was bliss! The just reward of industry and careful management of the fruits of our labor in the mines overseas. Although we kept up a delaying action, the family was pushing hard for a house in the suburbs. We were able to find something wrong with every house that came up but, finally, in a weak moment made the unlikely compromise of putting ten dollars down on a piece of property in Westchester County.

TENDENCIES toward nationalization grew noticeably stronger in some areas. Late last fall Bolivia took over the tin mines of four foreign operators and handed them a bill for a fabulous amount claimed for damages. In the same breath, the price Bolivia offered to pay for the mines appeared to many to be slightly ridiculous. Many engineers felt that the country would not be able to run the mines successfully. Even if they could, some thought that the Bolivian Government would gut the orebodies in an attempt to get at rich deposits for high profits, leaving the lean ores in unmineable condition.
