"The eighth National Safety Competition, that for 1932, conducted by the United States Bureau of Mines, was participated in by 322 mines and quarries operating in 34 States. Tables 2 to 6 show the relative standing of the various plants. Bronze trophies, known as the 'Sentinels of Safety,' which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were awarded to five companies, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, - namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or open-cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The trophy for bituminous-coal mines, which has been in New Mexico for the past year, was won by a mine in West Virginia. The metal-mine trophy goes to New York State for the first time in the history of the contest. Previously it had been won by mines in Minnesota, Michigan, Kansas, and Oklahoma. The trophy for nonmetal mines remains for another year at Retsof, N. Y.; that for quarries and open-cut mines is transferred to a quarry in Michigan. The trophy for anthracite mines, of course, remains in Pennsylvania, as all anthracite mines in the contest are in that State.In determining the relative standing of the various companies enrolled in the competition, all mines and quarries were graded according to their accident-severity rates, - that is, according to the number of days of disability of employees on account of accidents in proportion to the number of man-hours of work done by all employees at the plant. Reports of accidents and of man-hours worked were furnished by the companies to the Bureau of Mines. These reports were carefully examined and classified to insure uniform weighting of accidents according to the number of days of disability to be charged and to insure uniformity of methods of calculating the accident-severity rates for the various mines and quarries. When the relative standing of all plants had been determined in this way, a summary of the records of the companies having the lowest accident-severity rates in their respective groups was sent to the members of a committee of award for examination in accordance with the rules governing the safety contest. The members of the committee of award were W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining engineering of Columbia University; C. B. Huntress, executive secretary of the National Coal Association; A. J. R. Curtis, assistant to the general manager of the Portland Cement Association; and A. T. Goldbeck, director of the bureau of engineering of the National Crushed Stone Association. When two or more mines within the same group operated without an accident during the year, the contest rules provided that the trophy for the group should be awarded to the plant whose record showed the largest number of man-hours worked."

Despite the current economic downturn that is now decimating iron ore production, Minnesota?s mining operators remain optimistic about the long-term prospects for the industry. Reflecting this optimism, the development of several new mining projects continues in the state. The future of mining in Minnesota was the featured topic at the combined 82nd Annual Minnesota Section of SME Meeting and 70th Annual University of Minnesota Mining Symposium. More than 500 mining industry professionals, including engineers, executives, mining managers and equipment suppliers from the around the world, attended the meeting, which was held April 14 and 15, 2009, in Duluth, MN. The combined meeting featured a keynote session with three distinguished speakers plus a panel discussion by representatives from several of Minnesota?s taconite producers. The keynote speakers were Curtis Clark, president and chief operating officer, Behr Dolbear, who gave a presentation on the ?State of the Mining Industry.? Phil Newman, chief operating officer, CRU Strategies, spoke about challenges facing the mining industry and James A. Skurla, acting director, Bureau of Business and Economic Research, Labovitz School of Business and Economics, University of Minnesota Duluth, discussed the importance of mining to northeastern Minnesota?s economy. The taconite producers panel discussion included Jonathan Holmes, vice president and operations manager, ArcelorMittal; Ed Latendresse, vice president and general manger, Hibbing Taconite; John Tuomi, vice president operations services, United Taconite and Mike Mliner, vice president and general manager, Northshore Mining. The mangers provided updates on their respective operation The meeting included concurrent technical papers sessions on mining, processing, environmental and nonferrous mining. The sessions included technical papers that provided information on the status of a number of new mining projects in the state. The conference also offered a SME short course titled ?The basics of iron mining.? A tradeshow that featured about 100 companies and organizations offering products and services to Minnesota?s mining industry ran in conjunction to the conference. It was estimated that more than 900 people, including conference registrants and special invited guests of the vendors, attended the tradeshow opening reception. This was the largest trade show in many years. The Minnesota Section of SME also held its annual business meeting during the conference.

A premature detonation of an explosive charge occurred on January 30, 1961, at a face being prepared for blasting in the underground Jefferson Island Salt Mine, Diamond Crystal Salt Co., Jefferson Island, Iberia Parish, La. The accidental blast injured the powderman fatally; his helper was injured also, but recovered. The accident represents the first fatality reported to the Bureau of Mines in connection with the use of ammonium nitrate-fuel oil (AN-FO) blasting agents in underground mining in the United States. Representatives of the Bureau of Mines Explosives Research Laboratory, Pittsburgh, Pa., and field representatives of the Bureau's Health and Safety Activity conducted the investigation, upon request of the manufacturer of the ammonium nitrate being used and with concurrence by the mine management.

From the Saranac Laboratory for the Study of Tuberculosis of the Edward L., Trudeau Foundation, Saranac Lake, New York:We are assembled to honor the memory of our friend and colleague, Donald Cummings, one of the founders and a past president of the American Industrial Hygiene Association. I deem it an Unusual privilege to have been asked to give this first memorial lecture and hope that what shall have to say may be worthy of the occasion. It is fitting that we should discuss here the subject of Silicosis to which he devoted such a large part of his life and it is doubly fitting, I think, that I should report to you an extended series of investigations carried on by his associates at the Saranac Laboratory.The subject of silicosis may seem hackneyed to this audience which is so familiar with the tried and accepted methods of prevention and control.But in spite of our efforts, the condition is still with us and unfortunately is still being produced in many places. In industries that now maintain good control of dust, fresh cases are appearing on annual re-examination, whose major exposure date back to the days before the hazard was recognized.A few new employees, with apparently ineffective upper respiratory protection against inhaled dust, develop silicosis precociously in environments that are comparatively harmless to their fellows. In plants that have relaxed their vigilance under the urgency of war production schedules, conditions again prevail that will produce, disease in the future.Silicosis acquired new interest with the announcement by Denny, Robson and Irwin(1) in 1937 that it could be prevented by the inhalation of powdered metallic aluminium. It so happened that without knowledge of their work, we at the Saranac Laboratory had for some months been conducting similar experiments with one of the hydroxides of aluminium.Quite independently we discovered that hydrated alumina would also protect animals against quartz. Our approach to the problem had been empirical; we were trying to neutralize quartz particles by coating their surfaces with an insoluble material following the lead of Kettle who in 1932 had shown that this could be accomplished with iron. A case study is presented of the mechanical behaviour of fractures in the Westphalian A and B siliciclastic succession of mud-, silt- and sandstones with intercalating coal layers in the Campine basin of northeast Belgium. Mining ceased in the area in 1992 and a pilot well was drilled to assess the feasibility of methane extraction by hydraulic fracturing. Work was carried out to study the influence of types of cement fill in fractures on the shear behaviour of the rocks by comparison with that of the coal seams. X-ray computerised tomography was used for visual appraisal and selection of jointed rocks before destructive shear testing was carried out. Two major type of veins were found to be present, one cemented with carbonate and the other with kaolinite or kaolinite/carbonate. Uniaxial compressive strength and shear tests showed that differentiation of the two types of veins was vital in evaluating the strength of the sandstones, as cementing of the fractures by rigid carbonate minerals can reinstate the strength of the rock masses to that of the intact material. Kaolinite was more susceptible to plastic deformation than carbonates

A commonplace, sometimes overlooked or taken for granted, article of everyday existence is the tin can. Produced from thin gauge low carbon steel, and commonly coated with a mere 60 millionths of an inch of pure tin, the product is however strong and corrosion resistant. Tin-plate serves a myriad of purposes-the most important being to meet the requirements of the canning industry. Australia's newest steel product, tin-plate, was first produced on a commercial scale during the early part of August, 1957. The commissioning of the Hot Dip Tinning Plant (Fig. 1) of The Broken Hill Proprietary Co. Ltd. at Port Kembla, marked the culmination of a proposal dating back to 1939, the advent of World War II having caused its deferment to the present time.Cornish tin is known to have been exported as early as 300 B.C. to Syria and tinned vessels existed even in the year A.D. 23. The tin coating of plate could be described as an ancient art, believed to have had its origin in Bohemia in the thirteenth century. During the next 450 years, the process spread through Saxony to Pontypool in Monmouthshire, but it was a further half century before any measure of success was obtained.Perhaps the two greatest milestones in tin-plate manufacture were the rolling of iron plates first carried out in 1728, thereby outmoding the hammer formed sheet, and more recently, the development of the electro-deposition process. Sample results suggest the only mineral resources in the study areas are placer gold deposits along the South Fork Kern River in the Woodpecker RARE II unit (fig. 1). These deposits, in Rockhouse Basin, total 4.5 Figure 1.--NEAR HERE. million cu yds (3.4 million cu m) of indicated subeconomic gold resources in four deposits of "older" gravel. Gold value in samples averages $0.36 per cu yd ($0.47 par cu m) and is as much as $4.44 per cu yd 1/. Cost of mining the gravel and recovering the placer gold is estimated to be more than $2 per cu yd ($2.62 per cu m) for a deposit of this size and type. Additional inferred subeconomic placer gold resources with similar grade probably occur in four other deposits of "older" gravel on which no mining claims were located. Placer gold occurrences on upper Trout Creek contain gold worth as much as $4.50 per cu yd ($5.88 per cu m) 1/. Average grade is much lower, and only about 1,000 cu yds remain (760 cu m). These occurrences do not constitute a resource, but may attract hobbyists not dependent upon making a profit.

Tensile strength testing has been one of the most common physical property testing methods of thin spray-on liner (TSL) products worldwide. However, the variety of products tested has been insufficient for comparison purposes. Specimen preparation procedures and test parameters such as curing time and loading rate are not reported well. Comprehensive tensile strength testing on 20TSL products and one plain shotcrete brand was performed over 28days of curing period. Detailed information on the test procedures with particular attention on the important aspects during sample preparation and test execution are provided. As expected, the tensile strength increases with increasing curing period. The test results make the categorization and comparison of liner products possible.

The model has been developed on the basis of the observation that the partitioning behaviour of a particle is related to its calculated terminal velocity. It utilises a theoretical calculation of the terminal velocity of each particle class. This is then correlated with the observed partition data for a plant separator using empirically-derived functions of operating conditions which take into account effects such as bath turbulence, holes in drum lifters and feed arrangements. The model successfully decouples the effects of medium density and viscosity and is appropriate for any bath-type separator. The correlation between calculated terminal velocity and actual partitioning behaviour was established and modelled using data obtained from two Wemco drums treating Fe and Mn ores. The model can be used to predict the prevailing size-by-size partition curves and the separation (product grades/recoveries) given the washability of the feed and operating conditions. Simulations are used to show that, for the treatment of Fe ore, there is a maximum medium density beyond which product grades fall and that this maximum decreases as the proportion of magnetite in the medium increases. This is attributed to the dominant effect of viscosity at higher medium solids concentrations

Two types of Mt Tom Price hematite iron ore from Hamersley Iron P/L were tested using a Humboldt Wedag Jones P40 wet high intensity magnetic separator (WHIMS). The parameters tested were magnetic intensity (7000, 9000 and 11 000 Gauss), groove plate type (8R and 12R) and gap width (2.5 and 1.8 mm). It was found that at 9000 gauss magnetic intensity, reasonably high-grade and recovery in the concentrate were obtained. At 2.5 mm plate gap width, the 12R groove plate performed slightly better than the 8R groove plate. Further testwork is recommended to optimise the magnetic intensity, feed flowrate and pulp density, wash water pressure and flowrate with 12R and 8R groove plates at 2.5 mm gap width.

The Bureau of Mines performed tests to compare the effectiveness of steam and of water sprays to reduce respirable dust levels at mineral processing plants. By applying 0.22 wt pct water vapor as steam to product material, a 64-pct respirable dust reduction was recorded. By applying the same amount of moisture with water sprays, only a 25-pct dust reduction was recorded. By increasing the moisture content up to0.5 pct using water sprays, the dust reduction was increased to 55 pet, which was still less than the dust reduction achieved by adding less than half that amount of water in the form of steam.

At the combined 81st Annual Minnesota Section of SME Meeting and 69th Annual University of Minnesota Mining Symposium, April 15-16 in Duluth, MN, this resurgence was the hot topic as new mining projects were featured in the keynote session. The meeting attracted more than 400 mining industry professionals, including engineers, executives, mining managers and suppliers from around the world. This year?s theme was ?New Ventures in Mining.? The meeting included concurrent technical papers sessions, a keynote session that featured three distinguished speakers and a panel discussion that provided updates on new mining developments in the state. The Minnesota Section of SME technical papers were presented in concurrent sessions, one on mining and one on mineral processing. The mining session included papers on drilling, ore blending, slope stabilization, dust control and operations management. The mineral processing session included papers on plant-control technology, ball mills, pellet strength and fans. Also offered was an SME short course titled ?Simulation based pellet induration optimization.? The Minnesota Section of SME held its annual business meeting during the conference. The 69th Annual University of Minnesota Mining Symposium technical sessions were held on April 15 and also consisted of concurrent sessions on mining and mineral processing. Mining session topics included logistics management, real-time performance measurement, uses for taconite aggregate and environmental issues. The mineral processing session included papers on ore liberation characteristics, zeta potential studies, induration modeling, fuel optimization and conveyor belts. The combined conference included a tradeshow with more than 80 booth spaces featuring vendors offering products and services to Minnesota?s booming mining industry. More than 900 people, including conference registrants and special invited guests of the vendors, at-tended the tradeshow opening reception. This was the largest trade show in many years ? an indication of the vitality of the mining industry in Minnesota.

The Bureau of Mines investigated the mechanics of fuming of iron-carbon melts during top-blowing with oxygen. Melts weighing 45 lb were prepared in an induction furnace and blown with oxygen by means of water-cooled lances. The rate of fuming was measured and correlated with the operating variables. The data showed that the primary cause of fuming was a boil at the bath surface in the impingement zone of the oxygen jet. Nucleation of the carbon monoxide bubbles producing the boil was apparently brought about by the precipitation of an oxide phase. The actual fuming mechanism involved partial oxidation and vaporization of bubble films and fine metal spray generated by the bursting of the bubbles. Bubbles that formed outside the impingement zone produced little fume. The distribution of trace elements between the metal and fume strongly indicated that the fume contained fine spray particles as well as particles that had condensed from vapor. The rate of fuming was found to be proportional to the carbon content of the metal) the concentration of oxygen in the jet) and the bath temperature) provided that a continuous boil occurred. In the absence of a boil) very little fume was produced.

Tests employing various ore-dressing methods were made on a manganese wad ore from the W. A. Chinn property in the Batesville-Cushman district of Arkansas in an effort to develop a practicable procedure for the production of ferromanganese-grade concentrates. The ore body occurs as a bed approximately 7 feet thick in the residual clay of the Ferndale limestone formation5/. The crude wad ores are soft aggregates of various oxides of manganese, which are loosely bonded together. Hard lumps of high-grade ore are disseminated throughout the wad. Hausmannite, pyrolusite, and psilomelane are the principal minerals. Some clay is present, but most of the gangue consists of leached fragments of the original siliceous and calcareous rocks in which the manganese occurred. In addition, hydrated oxides of iron, which axe present, also must be considered as gangue. Definite phosphate minerals have not been identified.

The Construction Aggregates Corp. operates a plant for processing sand and gravel from two deposits in Ottawa County, Mich. The bulk of the sand is obtained from a sand dune on the shore of Lake Michigan, and the gravel is dug from a glacial-drift deposit farther inland. Mining is done with draglines, and the material, both at the digging site and in the plant, is moved mainly by systems of conveyors. The Ferrysburg plant serves customers along the Great Lakes, which is unusual for a business normally local in character. Annual production exceeds 1-1/2 million tons of sand and gravel as concrete aggregate and 200,000 tons of core sand for foundry use.

The purpose of this report is to describe the work accomplished by Mine Safety Appliances Company under Contract No. H0110845. This contract required the design, installation and testing of a permissible mine surveillance and communication system for the USBM Bruceton experimental mine facility. While much of the design and operational detail of this system can be drawn from the instruction manuals delivered with the equipment, some of it will be repeated here in Volume I for the sake of clarity, but the principal objective will be to report on overall system and subsystem performance and to suggest design alternatives for future consideration. Details of the overall system design will be found in Volume II of this report.
