The purpose of Volume II of this study is to provide a general plan for the pilot testing of two materials which could be used to tag explosives for both pre- and postdetonation identification and of tracing techniques which would thereby aid the investigator of an unauthorized bombing or explosion in being able to determine the source and/or user of the explosives. Volume I described the planning factors by which the tagging of explosives could be implemented on a National basis. 1.2 BACKGROUND Tagging explosives at the time of manufacture with a taggant material that could survive detonation, be recovered, and provide an investigative lead has been seriously studied for several years. This concept has gained widespread support among many law enforcement groups because of the scant clues that can presently be found among bombing residue.

THE system of pitwork used with the Cornish pumping engine, and which, for want of a better name, we may call the Cornish system of pitwork, consists essentially of a series of plunger-pumps, situated one below the other, in a shaft or incline, the plungers being operated by a rod called the pitman or pump-rod, which must, therefore, extend from the motor at the surface to the lowest pump. The subject will be best understood by reference to Fig. 1, in which k may be taken as typical of the ordinary plunger-pump, in which S is the suction pipe, u, the lower valve situated in the H piece T; v, the upper valve situated in the valve-box O; I, the mounting-pipe or column through which the water is carried to the surface; L, the plunger-barrel, and P, the plunger working through the stuffing-box, and actuated by the branch rod r, which is attached to the main pump-rod, R. The action of the pump is as follows : On the ascent of the plunger, acting now by suction, the water flows from the reservoir through the valve u, into the barrel, L. On the descent of the plunger, the water is forced up through the valve, v, which acts merely as a check valve, into the pipe, I, through which it is, at each successive down-stroke of the plunger, forced upward until it reaches the next reservoir, from which it is taken by another similar pump, and so on until it reaches the surface or drain-tunnel. The pump is obviously only single-acting, i. e., it acts only during one-half of its entire stroke. The weight of water raised during the up-stroke of the plunger is equal to the weight of a column of water whose base is the area of the plunger and whose height is the mean distance between the plunger-face and the surface of water in the lower reservoir, a distance not usually exceeding 12 or 15 feet, and which obviously cannot under the most favorable circumstances, exceed 25 or 30 feet. The water forced up during the down-stroke is equal to the weight of a column of water whose base equals the area of the plunger and whose height equals the length of the mounting column above the mean position of the plunger-face, say from 150 to 300 feet. This paper addresses, in particular, the influence of winding depth on the selection of head ropes for Koepe winders. Because this is just one aspect of winder design that affects the operational safety of the winding system, the paper starts by considering all the issues governing the life and safety of the winding ropes. Regulations from a variety of countries are reviewed and comparisons of the legislated rope factors of safety and their variation with winding depth are made. This is followed by a discussion of the typical observed mode of in-service deterioration of Koepe head ropes. This mode of deterioration is due to fatigue and is influenced by the load range occurring in the ropes. Parameters contributing to load range are discussed and the influence of winding depth is highlighted. Lessons learned from early experience with very deep Koepe winders in South Africa are recalled. Predictions of load range as a function of depth are made, from which general rope life predictions are made for ropes selected by conventional national factor of safety requirements. This is illustrated in graphs comparing rope life as a function of depth. Typically a reducing life with depth is predicted. A rope selection strategy is advocated, which is based on achieving a constant rope life irrespective of the depth of wind. A new factor of safety (or rope design factor) equation is prepared that has the trend of increasing with depth. This proposed equation is compared with other published proposals that promote an increasing rope factor of safety with depth. It is shown that smoother winder drive controls enhance winding rope life and this improvement is quantified. The paper concludes by pointing out the consistency in predicted and observed life of winding ropes selected in accordance with legislated factor of safety approaches. It recommends the adoption of a new rope design factor equation for rope selection, to be used in conjunction with appropriate codes of practice for winding rope condition assessment and for the design, installation, operation, maintenance and testing of Koepe winders. The new rope design factor equation approaches a limiting economic depth of wind at shallower depths than the existing Koepe factor of safety approaches. However these older approaches æbuild-inÆ a reducing rope life with depth. The new rope design factor is therefore a more consistent way to select Koepe ropes and to evaluate economic trade-offs between Koepe and conventional double-drum or Blair winding systems.

IN a preliminary paper (1) it was shown that the addition of small quantities of metallic aluminium powder almost completely inhibited the solubility of siliceous material in the beaker. Six rabbits exposed to quartz dust for six months all showed well developed silicosis. Seven rabbits exposed to quartz dust plus 1 per cent metallic aluminium powder for the same period did not develop silicosis. At that time, we were not in a position to state either the manner in which metallic aluminium reduced the solubility of siliceous material, or, from the animal experiments, whether the aluminium was acting locally or systemically, or for what period after the cessation of dusting it would continue to act. This paper reports the further progress of this investigation. CHEMICAL EXPERIMENTATION The technical details pertaining to the various substances used in the experiments are given in an appendix which is on deposit with the American Documentation Institute, Washington, D.C. For lack of space, it is not printed here. The term 'solubility' is used to indicate the concentration of silica in the solution under the conditions as noted, determined colorimetrically (2), and expressed as parts per million (p.p.m.). The term 'reduction in solubility' indicates the difference between the solubility of the .silica in the presence of the aluminium powder and its solubility in the absence of aluminium powder. It will be noted that the solubility figures for different samples of quartz with no added aluminium vary considerably. The figures do not refer to an equilibrium solubility of silica but to the actual amount of silica dissolved from a given sample in a given time at a given temperature. In view of the fact that quartz dissolves extremely slowly, it is evident that the actual figures in any case will depend upon the surface exposed, i.e., fineness of grinding of the different samples.

Ventilation is the most important safety factor in the production of coal because on it depends the safety, health, and efficiency of those who work underground. Without adequate and efficient means of supplying fresh air to the working faces, mining could not have advanced as it has. The extent of the workings, the increase in mechanization, and the increasing use of electricity are largely responsible for changes in methods of ventialtion. Ventilation in the early, days of coal mining was accomplished by means of a natural draft, created principally by a difference in the weights of columns of air between the intake and return openings: Later the furnace was introduced for the purpose of increasing the quantity of air in circulation. Mines continued to become larger, their output increased, men were employed in greater numbers, and more fresh coal surfaces were exposed. Coal beds near the surface, and practically free from explosive gas became exhausted, and deeper beds that liberated methane were opened as development advanced. Mechanical ventilation became necessary and was first accomplished by disc-type steam driven fans she old-.fashioned steam driven disc fan has generally been supplanted by the powerful electrically operated centrifugal fans in use at modern coal mines. In order to be secure against gas explosions and provide ample fresh air for persons employed in large coal mines, air must be conducted through the mine to all working places and to all other unsealed parts of the mince in sufficient quantities to dilute and render harmless all dangerous and noxious gases.

When the finely bedded shale frequently encountered over coal seams experiences a separation, the material below the separation must behave like a beam or plate in that it must resist both bending and shear. Be-cause of the weakness in interlaminar shear inherent in such strata, shear deflections that are usually ignored in isotropic beam theory may account for a significant part of the total roof sag. Similarly, when a roof truss is installed in such a roof the upward displacement reducing the sag will have components due to shear as well as bending. Questions asked by mine operators about the installation of roof trusses frequently deal with optimum position, slope, and initial tension of the inclined chords. This Bureau of Mines report examines the effects of those chord parameters on the strain energy of both shear and bending and offers optimum values that will minimize the total strain energy of the immediate roof. Design charts are provided, several design examples are included, and the results are compared with current practice. The effects of in situ stresses are investigated and are shown to be equivalent to an additional load on the beam.

Our coal could not keep its competitive position without this progress Without it our industry could not look to the future with any degress of confidence. Today we lock back and see cases of regained and salvaged markets. We see better coal products being produced at decreasing costs. We see better utilization of manpower and a stronger, more confident industry, Our hats arc off to those mining men, equipment manufacturers, labor leaders, and others who had the foresight to work toward these ends and the ability to bring them about.

"The smoke nuisance, like many other undesirable and longstanding features in our present civilization, is still with us. On reviewing the situation we are astonished to find no authentic record of a major smoke-abatement campaign that has succeeded in eliminating a smoke nuisance, in spite of the fact that the problem has been with us since the use of bituminous coal began. We might well ask ourselves where the trouble lies; is the problem impossible of solution? We can not blame the average citizen for harboring this thought as a conviction. He has been urged for so long but sees so little evidence of progress. He has repeatedly been assured by the scientist and the engineer in most convincing terms that smoke. is unnecessary, that it can be avoided; small wonder is it that he is beginning to distrust so-called authority on the subject.On the other hand, the scientist and engineer are entirely within their rights. We all know that even high-volatile coal can be and is now being burned with no visible smoke. We know that even small domestic heating furnaces, with favorable conditions and with proper care, can be fired by hand without producing much smoke. And we know that when such equipment is fitted with suitable stoking devices, little or no smoke results. What, then, is the answer?Perhaps we may learn something from a critical examination of a typical smoke-abatement problem. Probably one of the most enlightening campaigns that has been waged in the United States is that of Salt Lake City, Utah; therefore, the purpose of this paper is to discuss the important aspects of this particular case."

A knowledge of the principles of punctuation is essential to effective and intelligible writing, for the ease and pleasure of the reader, and even his understanding, may depend upon the choice and the placing of punctuation marks. To 'punctuate' is to mark with stops or points; the word comes from the medieval Latin punctuare (punctuatus), which in turn is derived from the Latin punctum, a point. The purpose of punctuation is to show the manner in which the writing is to be understood; to indicate the relations between parts of a sentence and between successive sentences. To some extent "it does for the eye what vocal stress does for the ear", but especially it marks logical relations. Some punctuation marks, such as those indicating admiration, exclamation, and interrogation, are rhetorical as well as grammatical, but most of the common ones are logical, or grammatical. My discussion will be confined to grammatical punctuation in ordinary writing. .'The problem of punctuation in text matter", as George Summey * says, "is to employ words, points, and paragraph breaks in such a way as to achieve at the same time clearness; proper distribution of emphasis, and the desired kind of movement." The criticism of the punctuation of a sentence or of a group of sentences is not final until the context, within the paragraph, is read. A paragraph is a sentence or a group of sentences forming an independent unit of the composition; it represents a unit of thought. A multiplicity of paragraphs produces a choppy effect; 'on the other hand, paragraphs of. excessive length are tiresome, because the belaboring of one unit of thought wearies the reader. "Pressure leaching and pressure oxidation in autoclaves are important alternatives in the extractive processing of gold, copper and nickel ores. The application of advanced control to pressure leach and pressure oxidation autoclaves could achieve significant benefits as has been shown in alumina pressure leaching. This paper compares and contrasts alumina digestion autoclaves to other mining autoclaves with respect to advanced controls. The application of advanced control in alumina with over 30 units controlled worldwide, and its benefits will be reviewed. The design and potential benefits from advanced control for pressure oxidation and leaching will be presented.INTRODUCTIONIt is this author's position and the purpose of this paper to propose that advanced control could be effectively applied to autoclaves in the nickel, gold, and copper mining processes. This is based on the proven effectiveness of advanced control on autoclaves used in the alumina industry for pressure leaching of bauxite ores. Incremental, but significant increases in production could be realized by applying advanced control to autoclaves, as evidenced by the alumina industry, and this not being implemented in other autoclaves in the mining industry.In addition, today the mining industry is being challenged to improve their production methods. In some markets like nickel, there is pressure to improve productivity and reduce the cash cost per ton. While in other markets like copper and gold, demand is vigorous with favourable pricing, and there are advantages to increase production and productivity given limited plant capacity. Advanced control has proven its capability to improve mineral processing operations through increases in throughput, recovery, as well as reducing variability. In today's mines, autoclaves are being used to a much larger scale and with much larger importance, thus it would be beneficial to improve operational performance through the use of advanced control.Accordingly, it is the author supposition that an opportunity exists in the mining industry to use a proven advanced control technology to improve the operations and financial performance of mines using autoclaves."

LEAD poisoning is perhaps the oldest and, until recent years, the most misunderstood of all industrial diseases. Hippocrates appears to have recognized a relationship in the colic experienced by a patient who worked with metals, and the ancient literature is filled with references to the colics and 'dry bellyaches'. The colic and other sequalæ following drinking of lead-bearing waters and, particularly, wines has excited possibly more comment in the older medical literature than any other ætological factor. It was not until1656, when Stockhusen definitely connected the colic of the workmen with the fumes given off in the process, that the true danger to those working with lead was recognized. Unfortunately, something over 200 years elapsed before industry took any note of Stockhusen's discovery; it remained for Legge and Goodly and investigators of the early 1900's to forcibly educate their profession and industry to the manner in which lead gained entrance to the body. The work of Legge and Goodly was published in 1912 and the clearness with which these investigators presented the scientific data which they had accumulated will mark this volume as perhaps the first and most important contribution to our modern knowledge of the subject. It also ushered in a period when, in the short space of thirty years, lead poisoning has been reduced from one of the most baffiing and widespread o industrial diseases to one which can be anticipated and controlled. The next great contribution came in 1926 with the publication of the work of the Harvard group. Here, for the first time, was the physiological behaviour of lead laid bare, and it is to the discoveries of these authors that we owe our modern treatment of lead poisoning.

This report reviews and summarizes information on prevention and suppression of dust in mining, tunneling, and quarrying published in the United States during the years 1958 through 1960. Unpublished pertinent data developed or assembled by the Bureau of Mines during this period also are included. Silicosis statistics reported by the U.S. Public Health Service indicate a sizable silicotic population in the United States and suggest a need for greater dust-control effort. A joint medical-environmental survey was begun by the U.S. Public Health Service and the Bureau of Mines to evaluate the magnitude of the silicosis problem in the metal mining industry in the United States.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

The Bureau of Mines evaluated 42 composite samples from selected Michigan-Wisconsin iron formations by reductive roasting-magnetic separation and flotation at minus 325 mesh. Samples having poor to marginal response on initial examination by conventional methods were reevaluated by finer grinding, by reagent suite modifications, and by selective flocculation-desliming techniques. Results ranged from excellent on Menominee Range samples to relatively on Gogebic Range ores. Marquette Range samples ranged from responsive to nonresponsive, depending upon grain size and mineral association.

This paper describes the pumping operations at the Ajax, Cresson, and Vindicator dines in the Cripple Creek mining district of Colorado during the summer of 1936. At that time the three mines wore pumping 6,500 gallons of water per minute into the Roosevelt drainage tunnel. Cripple Creek is the most important gold district in the State; it has yielded gold valued at over $365,000,000. The mines engaged in pumping are among the largest producing properties in the district. "Overburden strata deformation monitoring is one of the key problems in ground control. Using geophysical method through surface drilling to detect strata deformation is commonly used in the industry. In this paper, a geophysical method based on the distributed optical fiber sensing (DOFS) system were conducted in the laboratory, where a DOFS-based strata deformation monitoring experiment was performed with three physical models. The results show that the DOFS method precisely detects the rock mass deformation and strata structure forming with the Brillouin frequency shifts (BFS) representation. The BFS curves are divided into three phases, which reflects the horizontal three zones developed in the overburden. The BFS distribution presents a multiple stages form, the 1st stage corresponds to the caving zone and the 2nd stage corresponds to the fracture zone. Based on the multiple stages form, the evolution of the water flowing through fractured zone have been determined and the controlling effect of key strata over the water flowing fracture has been pointed out. In the end, the comparison validation proves the accuracy and reliability of this method, and it could be a new approach for the ground control research. INTRODUCTION Overburden rock strata above the work face space will propagate from slight deformation, part destruction to violent movement because of the underground coal mining. It is fundamental and an intrinsic requirement of ground control to monitor the mining-induced rock mass deformation.[1] Overburden strata have their significant mechanical behaviors and movement under damage deformation and fracture. Overburden strata deformation affect the mining ground pressure control directly, and performance in the relationship of supporting equipment and the surrounding rock, the mining-induced fracture distribution and the loss of underground water resource, the ground surface structure stability and the ecological environment.[2] From the perspective of the concept of safe and efficient scientific coal mining: the overburden strata deformation is an important part of mining method selection and reasonable supporting solutions decision which can solve the issues like the roof supporting force calculation, overburden fracture distribution and gas drainage, ground subsidence, separation of coal and rock control and top-coal recovery rate and so on. From the perspective of green and ecological mining: the overburden strata deformation is the key basis of studying the mining-induced ground subsidence and mining area ecological damage, and such engineering problem like environmental protection in mining area, ecological restoration in mining subsided land and the water conservation in fragile ecology area of mining could be solved based on it.[3-6] Therefore, the mining-induced overburden strata deformation is the key of ground control and needs to be controlled artificially."

Among the known iron deposits in Canada, many are of low grade and require beneficiation to produce an acceptable blast-furnace feed. Some of the deposits have never been considered for commercial exploitation due to the lack of a suitable concentrating process. A number of deposits of this type are located in Northern Ontario. The problem in upgrading these deposits is three fold. Firstly, the iron occurs as a mixture of magnetite and hematite. Secondly, the grain size of the material can be fine to very fine. Thirdly, the complex mixture of gangue minerals, which consists invariably of silica, flaky silicates and carbonates, slimes excessively on fine grinding. Algoma's efforts to concentrate these iron-bearing materials culminated in the development of a "Selective Flocculation and Desliming Process" employing slimes removal as the sole beneficiation technique. The process was applied successfully in the laboratory using two stages of grinding and a total of seven deslimings. Prior to the removal of slimes, the iron-bearing fines were selectively flocculated from a thoroughly dispersed pulp using a modified starch as flocculant, Sodium silicate was employed as dispersant. An attempt was made to optimize some of the process variables using material from one specific iron formation near the town of Geraldton in Northern Ontario. The preparation of the starch proved most critical. This matter, and the method used to evaluate the degree of breakdown of the starch molecule, are therefore discussed in some detail.

The systems optimization approach to mine planning has led to the adoption of a number of mathematical and computer models for short, medium and long range planning of mining operations. In the realm of open pit mine planning, the most common uses of such an approach have been in the areas of optimal pit design and planning of materials handling operations. Since a truck-shovel combination is the most widely used method of materials handling in open pit mines, a number of models have been presented in the past to analyze and optimize such systems. Broadly, these models can be divided into two categories. The simulation model, which is primarily used as an aid in analyzing the performance of either an operating or a proposed haulage system under the influence of externally alterable parameters, and the linear or integer model which is used as a tool for short or medium term optimization of the system under the operating constraints. In the first part of this paper, a brief discussion is presented of the linear/integer optimization models presented in the past, and in the second part a new model is described which is actually a combination of the simulation and the integer programming models. In its bare essentials, the model consists of an integer optimization algorithm, but the constraints are regularly and dynamically updated by incorporating the conclusions drawn from a stochastic simulation model of the mine haulage system. Since the successive optimization is performed by the mine operator who manipulates the constraints to guide the model towards the optimum, the mystical black box approach is minimized and should help in adoption of the model by the mine personnel. Also, by combining the stochastic simulation model and the deterministic integer model, some of the advantages of each are acquired.

A review of the history of boosters is given with examples of the prominent types that have been made commercially. The performance and design features of protected core boosters are discussed in detail. A new gel booster is discussed with its advantages to the mining industry. Booster size, hole configuration, performance and safety aspects are reviewed. Important features of boostering in above ground and underground blasting are related to an economic analysis. This presentation will cover different types of boosters commonly used in mining. However, for the purpose of this paper a few terms need to be defined to clarify the action of different parts of a priming system. Booster* - "Any unit of explosive or blasting agent to be used in a charged hole for the purpose of perpetuating or intensifying the initial detonation". Primer* - "A unit, package or cartridge' of explosives containing a detonator or detonating cord which is used to transmit detonation to other explosives or blasting agents".
