Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Consequently the several contributions have been arranged in alphabetical order under the names of their authors. LTl’s MapStar LPS (laser positioning system) utilize both tripod mounted and hand held reflectorless distance meters. These are eye safe, easy-to-use, and specifically designed to endure the harsh environment characteristic to the mining, quarry and explosives industries. Survey data collected by the systems is digitally stored in a ruggedized data collector and then processed with a specialized, interactive software program, which can be run on any standard PC. Win Prof, the Windows-based analytical software package is used to reduce the data for generating bench face profiles, surfaces, volumes, estimating true burdens and mining ratio calculations. In addition, the software has many other built-in routines to calculate powder factors, toe shear, to map structural contacts and to predict the flyrock potential based on the Burden to Energy ratios. An extensive, built-in library of explosive’s data facilitates these calculations. It will also conform automatically to user-specified minimum and/or maximum burden in relation to the explosive energy, hole diameter and bench geometry - for both vertical and inclined holes. Numerical data can be represented in 2D or 3D to emphasize the hole-burden-face relationships.In this workshop, the MapStar LPS instruments and Win Prof analytical software will be thoroughly demonstrated. Demonstrations include equipment configuration, typical field setups and several effective survey procedures, including processing of some sample data.

"Tests were conducted to determine properties of 4 foam agents for their potential use in longwall mining dust control. Foam has been tried in underground mining in the past for dust control and is currently being reconsidered for use in underground coal longwall operations in order to help those operations comply with MSHA’s lower coal mine respirable dust standard (1.5 mg/m3). Foams were generated using two different methods. One method used compressed air and water pressure to generate foam, while the other method used a low pressure air generated by a blower and water pressure using a NIOSH developed foam generator. Foam property tests comprising of a bottle shake test, foam expansion ratio, and water drainage were used to classify foams. The bottle shake tests determined that the lowest concentration of foam agent to be used was approximately 1.5%. Compressed air generated foams tended to have low expansion ratios (10-19) with high water drainage. Blower air generated foams had higher foam expansion ratios (30-60) with lower water drainage. Foams produced within these ranges of expansion ratios are stable and potentially suitable for dust control. The different foam agents produce foams with different material properties. Results of testing eliminated two foam agents for future testing because they had poor expansion ratios. The remaining two foam agents, while having different foam properties, seem to have properties adequate for dust control. These material property tests can be used to classify foams for their potential use in longwall mining dust control. INTRODUCTION About one-half of U.S. underground coal is produced by longwall mining. This technique allows for mining high volumes of coal, producing significant amounts of coal mine dust. This can lead to the overexposures to longwall miners and possibly occupational respiratory diseases black lung and silicosis, which have no cure and can be disabling or fatal. The only method to avoid these occupational illnesses is through elimination of exposure to respirable coal mine dust and crystalline silica (quartz). The current occupational exposure limit for respirable coal mine dust is 1.5 mg/m3 during each shift that a miner is exposed in the active workings of the mine or in mine facilities [1]. When respirable quartz is present, the mine must maintain an average concentration at or below 0.1 mg/m3. If the mine exceeds the 0.1 mg/m3 respirable quartz dust concentration, then the applicable respirable dust standard is reduced, calculated as 10 divided by the percent quartz present [2]. Respirable dust samples collected by U.S. Mine Safety and Health Administration inspectors for the five-year period from 2010 to 2014 found that 5.6% (53 of 943 respirable coal mine dust samples) of the longwall operators on the tailgate side exceeded the coal mine dust standard, and 4.3% (76 of 1768 samples) of the jacksetters exceeded the standard. If silica is present, the reduced standard is implemented, meaning that 11.4% (36 of 316 respirable coal mine samples analyzed for dust) of the jacksetters exceeded the reduced standard. Only 3.8% (18 of 478 samples) of the longwall operators on the tailgate side exceeded the reduced standard [3]. Had the 1.5 mg/m3 standard been in effect during this period, non-compliant samples would have been much higher. For example, over 15% of the samples collected at the tailgate shearer operator occupation exceeded the lower standard."

This manual is limited to Augered Cast-in-Place (ACIP) piles constructed using a hollow stem continuous flight auger. 1.1SCOPE AND LIMITATIONS The intent of this manual is to provide guidelines for observing and documenting the installation of ACIP piles. The manual may also serve as a guide for the training of inspection personnel. It is expected that the general guidelines and procedures described in this manual for the inspection and installation of ACIP piles will be supplemented by engineering judgment, local practice, and experience. ACIP pile construction procedures will vary depending on soil, rock, and groundwater conditions. This manual represents a wide range of possible applications in a variety of projects. It is not intended to be applicable in all situations nor replace engineering judgment for any given project. Therefore, an all-inclusive inspection manual is not considered practical or desirable. This manual should not be used to interpret or replace project specifications. It has, however, been prepared to complement the Augered Cast-in-Place (ACIP) Piles Manual model specification (DFI, 2003).

A relatively large proportion of the coal produced 1n the State of Washington, especially in the coking coal areas is of fine size; hence washing by means or coal-washing tables to reduce the ash content is commonly practiced. For this reason the program of research in coal washing conducted jointly by the U. S. Bureau of Mines and the College of Mines, University of Washington, has given special attention to the mechanism or the separation of coal from its impurities as effected by the coal-washing table with the object of increasing its efficiency. Previous work has evaluated the role of stratification the influence of size, specific gravity and respective shapes of particles in the feed, and the affect of hindered-settling classification of the feed prior to tabling.

"This article describes the re-engineering principles applied in the design of a personnel transportation system for the Bafokeng Rasimone Platinum Mine in the Rustenburg area of South Africa. It incorporates conveyor belt travelling, chairlift operation, and also includes consideration of proposed changes/modifications to the existing conveyor belt infrastructure.The purpose of the project was to identify, through a process of evaluation, the appropriate option and/or combination of transportation options that would be safe in terms of personnel transportation as well as cost-effective. Alternative measures for transporting personnel (not using belt riding) would have a significant positive spin-off, increasing the availability of the belt and thereby increasing production. This paper explores the feasibility of interventions that would improve safety through eliminating risk associated with personnel transportation as well as contributing towards improving the mine’s position on the cost curve.The design in consideration at the Bafokeng Rasimone Platinum Mine consists of two shaft systems, namely the North Shaft and South Shaft, each comprising twin decline shafts. One of the decline shafts is equipped with a conveyor belt for rock and personnel transportation, and the other with a winder for trackbound material transport. The conveyor belt has been used for personnel transportation since the commissioning of the shafts. The conveyor belt is equipped with platforms for personnel getting off and on the belt and a number of safety devices designed to ensure safety while travelling on the belt. Intensive training in the practical aspects of belt riding is given to every person, and unsupervised riding on the belt is permitted only once belt riding competence is demonstrated. Despite this, the safety results were poor, with 106 injuries between 2006 and May 2013. Fortunately, no fatalities were reported during this period.An investigation of alternative means for personnel transportation or engineered solutions to the current conveyor belt infrastructure in the safest, most effective, and most economical way was therefore needed. There was a major risk of safety-related stoppages being imposed following another belt accident/incident. This would prevent the mine from transporting personnel underground by belt and result in major production losses. From the commissioning of the Phase 2 shaft deepening project on both shafts, dedicated chairlifts have been used for personnel transportation as opposed to the conveyor belt installed in the Phase 1 area. The chairlifts have been in operation since 2004 and no chairlift-related incidents have been recorded thus far. According to safety statistics, it is clear that the chairlift is the safer method for the transportation of people in the shaft.To fulfil the objectives/scope of this study, it was recommended that both primary (new chairlift decline with infrastructure) and secondary options (modifications to the current conveyor belt infrastructure) be considered for implementation on both the North Shaft and South Shaft to reduce or eliminate accidents/incidents as a result of belt transportation. The associated capital expenditure would be approximately R200 million. Considering the future impact on the business as a whole, this would definitely be capital well spent."

Introduction A comprehensive study of the economics of processes for smelting iron ores has been made by the Ontario Research Foundation on behalf of the Ontario Research Commission. This survey has included investigations of all processes in commercial use, and proposed processes which are still in the experimental stage. The two main objects of this work were to discover (l) whether any known processes would be particularly suited to present and future Canadian conditions, and (2) whether any new process would be of assistance in solving the present scrap shortage in Canada. The future prospects of the Canadian iron smelting industry have changed radically in the past ten years. For nearly twenty years before 1939 no iron ore was mined in Canada. The ore used was imported, mainly from the United States and Newfoundland. The economics of iron blast-furnace smelting always force the location of blast furnaces near the source of coal for making high-grade metallurgical coke, and near the market for iron and steel, rather than near the iron ore. Blast-furnace installations in Canada are confined to the north shores of the Great Lakes with ready access to United States coal and ore and the major Canadian markets, and to Nova Scotia near the coalfields of that Province. This distribution of primary smelting capacity naturally results in relatively high prices for iron and steel in the West, the North, and in Quebec.

A remote heat-activated stench gas/tracer gas mine alarm system was developed to reduce the time between fire detection and personnel notification. The stench gas/ tracer gas system contains ethyl mercaptan for personnel warning and a fluorocarbon for tracer gas detection by instrumentation. A system was also developed which can be interfaced with multiplex mine phones. In-mine tests were conducted and several systems are presently installed in a hard rock mine.

Case histories were used to document and evaluate deficiencies in underground mine closures which have resulted in post-operation problems such as subsidence shaft failures, acid or toxic water drainage and others. Three different underground mining districts in the United States were investigated; 1) an iron mining district in Michigan 2) coal mining districts in eastern Ohio and southern Illinois and 3) three metal mining districts in central Colorado. Previous work in the Michigan district on problems with subsidence and acid water drainage provided the background from which the concept for this project was developed Student investigators working towards their MS degrees in Mining Engineering did the work on the eastern coal and western metal districts. The combined studies show that problems from acid water drainage, subsidence and inadequately protected mine shafts are the most severe and widespread. Suggestions of a technical nature are presented as partial solutions to some of these problems. It was determined that pre-closure evaluations could result in the identification of some potential problems that may occur after the mine is closed. Early recognition of these problems would be an advantage for at this time more options are available to the mine operator to either prevent them or to plan for their occurrence. Mine closure and reclamation should be considered as a part of mining and be incorporated in the mining plan. This would result in reduced environmental impact and would be achieved at a lower overall cost to the mining companies and to society. The role of water in the occurrence of several types of subsidence during mine flooding was significant at some mines in the Michigan district. These mechanisms which involve, friction reduction, gravity loading, overburden transport and hydraulic forces in a flooded mine probably have a broader effect than is currently recognized. Control of these processes may offer some interesting options during mine closure. It is recognized that technical solutions alone cannot provide all of the answers to problems associated with underground mines. Education, modified attitudes on the part of regulators and operators, and a more realistic perception of the importance and value of mining by the general public are also needed.

For engineering applications, magnesium is usually alloyed with one or more elements which include aluminium, manganese, rare earth metals, lithium, zinc, and zirconium. Under normal environmental conditions, the corrosion resistance of magnesium alloys is comparable or better than that of mild steel. The oxide film thickness on pure magnesium after exposure for only ?10 seconds at ambient temperature is 2.2 ± 0.3 nm. Exposure to humid air or to water leads to the formation of a thick hydrated amorphous film that has an oxidation rate less than 0.01 pm/ y. E-pH diagram and high temperature corrosion are discussed. The pH values between 8.5 and 11.5 correspond to a relatively protective oxide or hydroxide film that is more stable at higher pH. Structural applications of magnesium alloys are limited by creep strength rather than by oxidation. Active and active-passive behaviours of magnesium alloys are discussed. The pilling Bedworth Ratio values of oxide and hydroxide are 0.79 and 1.77 respectively and so the formation of Mg(OH)2 inside the oxide film could lead to the development of cracks. Microbiologically influenced corrosion and rational biodegradation of magnesium alloys are discussed because of their interest for medical care.

ON THE 6TH JULY in the year 1953 an announcement was made to the public that touched off one of the greatest staking rushes in the history of mining in Canada and resulted, in tl1e space of a few short years, in the development of the greatest reserves of uranium-bearing ore in the world. It was ?On this date that the famous "Blind River back-door staking bee" was completed with the acquisition of some 2,000 claims by the Preston East Do me-Technical Mine Consultant teams under the direction of Mr. Franc Joubin and Mr. Robert C. Hart. That story has been told from coast to Coast and is too well known now to re-quire elaboration. Suffice to say that, in the short elapsed time of less tl1an five years from that momentous summer of 1953, three of the Algoma mines are in full production, three more are rapidly nearing full production, five more 1are approaching the production stage, a new hard-surfaced highway, 108, has been built to serve the area, and a brand new, completely planned city, Elliot Lake, is being built to provide the amenities of living to the 22,000 people already in the area.

This report presents the results of a synthesis on the design and analysis of ground improvement for liquefaction mitigation. The synthesis included an industry survey concerning the practice of ground improvement for liquefaction mitigation. Participation in the survey was solicited by advertisements in several trade magazines and by e-mail for the DFI membership. The survey participants numbered 150. Their professional roles include consulting engineers, specialty contractors, design engineers, government engineers, and academicians. They represent a variety of geographical areas including North/Central/South America, United Kingdom, Middle East, Caribbean, Hawaii, Japan, India, Egypt, France, Australia and New Zealand. Upon completion of the survey, several professionals in the field of liquefaction and ground improvement were interviewed for them to elaborate on the survey results. The interviews are included in the Appendix of this report. Financial support for the project was provided by DFI and Dan Brown and Associates PC. The concept of the liquefaction mitigation synthesis was developed by DFI?s Ground Improvement Committee in recognition that: (a) The results of recent research and post-earthquake reconnaissance have challenged previously longheld beliefs about liquefaction and associated mitigation techniques, and; (b) The DFI membership and the engineering/construction industry are interested to know if and how engineers and designers are subsequently adjusting their practice in consideration of recent research and post-earthquake reconnaissance. For more detailed information on recent research and post-earthquake reconnaissance, presentations are available from the State-of-the-Art Forum: Liquefaction Consequences and Mitigation that was held in St. Louis in 2012. A commentary of the state-of-practice in ground improvement for liquefaction mitigation (prepared by DFI?s Ground Improvement Committee) is included in this issue of the DFI Journal. The author would like to thank the participants of the survey and especially Mr. Mike Jeffries, Dr. Les Youd, and Dr. Ikuo Towhata for their willingness to share their expertise in interviews. The work has shown that packed-bed behaviour can be predicted from the results of single-particle experiments, total reaction times being predicted somewhat more accurately than gas and solid temperatures and gas compositions. A small laboratory packed-bed reactor was built and used to study the decomposition of beds of specially prepared CaCO3 spheres, steps being taken to minimise the effects exerted by the walls of the bed on processes occurring within the bed. Gas and solid temperatures and gas compositions were measured at various points in the bed and compared with theoretical predictions based on kinetic data determined in previous single-particle experiments. The measured solid temperatures and total reaction times agreed remarkably well with the values predicted theoretically. Gas and solid temperatures measured after the reaction had finished at any point in the bed did not agree with the theory. This was because solid temperatures in the bed rose very rapidly once the reaction was completed and the walls of the bed could not be heated at a sufficient rate for their temperatures to rise as rapidly; thus some loss of heat from the bed to the walls was inevitable, and this could not be accounted for in the theory. In addition, the theory did not allow for the conduction of heat within the bed, and this resulted in some further slight discrepancy between the measured and predicted values, particularly after the reaction was completed. Gas compositions measured in the bed were rather scattered, but, even so, they agreed moderately well with the predictions of the theory.

History In approaching the subject of diamond-drilling practice, a brief history of the origin and development of the diamond drill may be of interest. The use of black diamonds for boring holes in rock was discovered in 1863 by Rudolph Leschot, a French engineer. In 1864, he employed a diamond bit to bore holes for blasting purposes in the construction of the Mont Cenis tunnel between France and Italy. The method was introduced and developed in the United States in the late sixties. The first deep hole was drilled for coal in 1870, near Pottsville, Penn., by M. C. Bullock. This hole was seven hundred and fifty feet deep. It can be inferred that the diamond drill was introduced into Canada in 1871, when a bore-hole, known as Harper's bore-hole, was drilled for coal at Springhill, Cumberland county, Nova Scotia; and at the old Silver Islet mine, near Port Arthur, the diamond drill was in use as early as 1872. Diamond Drills While M. C. Bullock was developing the diamond drill for exploratory work, the Sullivan Machine Company, of Claremont, N.H., was developing the diamond channelers and gadders for quarry work. These quarry machines were very successful until the high price of black diamonds became prohibitive. In 1878, Albert Ball, chief engineer of the Sullivan Machine Company, designed the Sullivan diamond drill so well known today. The first of these drills went to the Lake Superior iron ranges. After 1880, use of the diamond drill expanded rapidly and spread to all parts of the world where exploratory work was being done. In recent years, the type of diamond drill has not changed much, but better material is going into its construction. Steel castings have replaced cast-iron. Ball and roller bearings are now used instead of brasses and babbits. Gun lubrication has eliminated the oil-can. These improvements make a drill that can be operated for long periods without expense for repairs.

This report describes instrumentation which is part of a system for extinguishing mine fires by pumping material through surface boreholes in order to seal off all underground passageways leading to the fire area. Major instrumentation systems include a closed circuit television probing system and an acoustic seal checking system. The latter consists of a speaker probe, a receiver probe and related signal processing equipment. All probes can be winch-deployed down a 6-inch diameter borehole. The CCTV unit can be rotated 360 degrees in the horizontal plane, and contains sufficient lighting to reliably assay conditions for sealing or rescue within a 200 foot radius. The acoustic seal checker monitors the completion of a seal as it progresses by use of probes lowered through boreholes on either side of the seal.

A series of tests were performed to determine the flammability limits of mixtures of oxygen, ammonia, steam and nitrogen, over a solution, in a sealed autoclave. The partial pressures of ammonia and oxygen in the vapour space were varied by adjusting the character of the solution and by adjusting the oxygen concentration in the oxidant gas respectively. The data shows that flammable conditions can be minimized by controlling the operating temperature, reducing the ammonia content in the solution, increasing the concentrations of Ni, Cu and Zn in solution and keeping the % oxygen in the gas phase less than 15.5. Observations were also made that suggest that the presence of an aerosol in the vapour space may hinder ignition.

Introduction During the past ten years, shaft sinking has been going on continuously at Inco and new shafts and shaft extensions have been sunk under a broad diversity of conditions. The Murray mine and the Stobie section of the Frood-Stobie mine have?been opened and a main hoisting and supply shaft has been sunk at each of these mines; No. 2 shaft at Murray was sunk initially from surface to 1,960 feet and is now being extended; No. 7 shaft at Stobie was sunk from surface to 3,105 feet. No. 2 shaft at Garson has been extended from 2,200 feet to 3,200 feet in depth. At Levack, No. 2 shaft is being extended from 1,860 feet to 2,850 feet for ore hoisting from the 2,650 lev el. At Creighton, No. 6 shaft, collared on 52 level, was sunk 1,740 feet to a total depth of 5,563 feet below surface. It is the deepest Inco working. At Creighton, also, No. 7 shaft is being sunk from surface to the 30 level to handle the ore from caving operations. Ail Inco main hoisting and supply shafts sunk during the past twenty years have been vertical rectangular shafts equipped with two cages and two ore skips. The cages are standard and interchangeable for all shafts except Garson No. 2; they are single-deck, 13 ft. 4 in. by 5 ft. 2 in. inside and are designed to carry a maximum material load of 16,000 lb. The man load is 48 men. Skip capacities at the several shafts vary from 8 to 15 tons. Forty-two hundred feet bas been established as the standard vertical lift, and the permanent hoisting equipment at each shaft is designed for eventual hoisting from that depth.

"To counter the recent uncertainty in the rare earths market, diversify the supply source, and help meet the future demand in this sector Canada initiated development of several new rare earth deposits. In the past few years, a number of various studies on rare earths plant design have taken place mainly covering process development, process selection, and flowsheet design. The purpose of this paper is to provide an overview of known domestic and potential resources and reserves of rare earths and their status quo with a focus on the metallurgical processes using the information available in the public domain. Plant designs currently under consideration in Canada are reviewed and evaluated. An outline of the areas of opportunity for selective innovation and technology development in the rare earths flowsheet development and the associated risks and rewards is provided.INTRODUCTIONThe rare earth elements (REE) have a very small annual market, but they are categorized as very strategic metals vital to global economic growth due to their indispensability to the development of modern defence system, green technologies and electronic applications. The International Union of Applied and Pure Chemistry (IUPAC) defines the REE as the 15 elements on the lanthanide series on periodic table of elements, plus yttrium and scandium. REE are classified as light rare earth elements (LREE; La to Gd), and heavy rare earth elements (HREE; Tb to Lu). Physical properties and chemical reactivity of yttrium is similar to those of HREE, thus it is categorized as such. Properties of scandium are not similar enough to classify it as either a LREE or HREE (Weng et al., 2015; Sappin & Beaudoin, 2015). However, the mining industry does not always abide to this definitive classification of the split between LREE and HREE. Therefore, in a comparative study of projects, there is a need to pay attention to how the elements are classified."
