"The High Pressure Acid Leach (HPAL) plant of Taganito HPAL Nickel Corporation (THPAL), located in Taganito, Philippines, with a nameplate capacity of 30,000 Ni-t/year started commercial operation on October 2013. The plant load was smoothly ramped up and it achieved monthly production equivalent to 33,000 Ni-t/year in 2016. Partial improvement of the plant capacity for the achievement of 36,000 Ni-t/year, as evaluated from the current operation progress of each system is planned for 2017. In this paper, aside from presenting the progress of the plant ramp-up, research and development activities such as the reduction of nickel loss and the improvement of filtration capacity which was achieved by particle size control of ZnS precipitates in the Zinc Removal system are also discussed.INTRODUCTION Taganito HPAL Plant Project History of THPAL Taganito HPAL Nickel Corporation (THPAL) was incorporated in August 2008, as a joint venture of three (3) companies, namely Mitsui Corporation with 15% share, Nickel Asia Corporation (NAC) with 10% share and Sumitomo Metal Mining Corporation (SMM) with a controlling stake of 75%. Aside from its capital share, NAC’s Taganito Mining Corporation (TMC) supplies the ore for the HPAL plant located in Taganito, Claver, Mindanao, Philippines. The objective of THPAL is to produce 30,000 MT of nickel and 2,600 MT of cobalt as mixed (Ni/Co) sulfide by treating nickel laterite ore in the Philippines and exporting to Japan as raw material for SMM’s Niihama Nickel Refinery (NNR) for the next 30 years. In other words, 1.15 wt% of nickel in ore is refined to 99.99 wt% nickel in electrolytic nickel. The mixed (Ni/Co) sulfide is shipped to NNR and SMM provides the technology and management personnel to THPAL plant as well as sulfuric acid which is the main reagent for HPAL process. Figure 1 shows the location of THPAL and current relationship between the stake holders.The Characteristics of THPAL Plant In terms of plant design, a 2-train system is applied for the HPAL circuit considering the reliability of the process, facility and avoidance of whole plant shutdown due to HPAL troubles. The technical data, operation know-how and improvements gained from the successful operation of Coral Bay Nickel Corporation (CBNC) which was established in April 2002 were reflected in THPAL’s plant design. As for the H2S plant, a more economical design was considered which is different from CBNC."

Precise thermal properties of molten materials are essentially required for analyzing the metal production process. These properties are also important as a clue to consider the dynamic structure of liquid materials. However, it is difficult to obtain the precise thermal diffusivity values of molten oxides at high temperature because of the experimental uncertainties arising from the bubble formation or the severe separation of radiative and conductive heat components. Recently a novel laser flash method has also developed for measuring thermal diffusivity of molten oxides at high temperature. In this new technique, the sample is melted in a metal crucible and heated to the desired temperature. A single laser pulse is flashed on the bottom of the metal crucible and the infrared ray irradiated from the same bottom surface is measured for obtaining the temperature decay, from which the thermal diffusivity of the liquid sample can be estimated. The usefulness and validity of this new laser flash technique have been confirmed by obtaining the thermal diffusivity values of silicate melts in the wide temperature range between 773 and 1673 K.

"The current advanced technologies for the manufacture of light weight metals processing significantly increasing and attributes to the safety, performance, recyclability and economy. Still lack of technologies developed for light weight metals processing waste utilization and application. Environmentally friendly methods need to develop for better understanding the processing waste utilization. Alumina and aluminium processing creates a wide range of waste products, the most significant being is red mud. Bauxite residue is a high volume hazardous waste and nearly 3 billion tons have been dumped worldwide. Approximately, 120 Million tons/yr of red mud being produced without any environmental sustainable solution. Currently the most significant technology is waste utilization. The bauxite residue is suitable for road base construction, golf bunker sand, back fill and, general fill. Sustainable recycling technologies are necessary for the bauxite residue utilization for the recovery of rare earth elements and cement materials. Carbonation or CO2 sequestration of carbon dioxide is a method pioneered for the bauxite residue is modified to reduce alkalinity. The carbonation of alkaline material is an inexpensive and safe process that leads to the formation of thermodynamically stable products. The use of the carbonation can be an advantageous solution for environmental climate change and sustainability problems in the new century.INTRODUCTIONIn 2014, bauxite consumption was estimated to be 9.6 million tons, nearly all of which was imported, worth an estimated 269 million dollars. More than 95% of the bauxite was converted to alumina, and the remaining 5% went to non-metallurgical products, such as abrasives, chemicals, proppants, and refractories. Global aluminum demand is growing steadily spurred by growth in India and China (RBCAluminum Market Outlook, 2013) (Figure 1). Aluminum consumption is expected to rise 5% annually through the end of the decade, reaching 67 million tons per year by 2020. Global bauxite production decreased by 17% from that of 2013, principally owing to lower production in Indonesia. In response to a Government ban on exporting bauxite and other unprocessed mineral ores that took effect on January 12, 2014, bauxite mines throughout Indonesia shut down and production decreased from 55.7 million tons in 2013 to an estimated 500,000 tons in 2014. The ban was part of a mining law that was instituted in 2009 to increase development of downstream processing facilities in Indonesia."

WORLD production of silver in 1929 totaled 256 million ounces. In 1928 production was 258 million ounces, and in 1927, 254 million ounces. With an actual decrease in the amount of silver produced last year, as compared with 1928, and an increase over 1927 of less than one per cent, obviously there has been no overproduction of the metal in the popular sense. But the price of silver tells a different story. For 1927, the average quotation was 56.37 cents; it was 58.17 in 1928, and 53.0 in 1929. During the last year it reached a high point of 57 cents in January, and fell steadily, without interruption to the downward trend, to a low of 47 cents in December. Since then it has dropped to an all time low of 43 cents on February 6.

THOSE of us who have been following rock drilling work for the last 15 or 20 years can recall some of the problems that were encountered with the old piston type of rock drill and the solid steel which it used. There was frequent trouble in keeping a straight hole in badly broken ground when using the ordinary four- point bit that had a flare on the wings of about 14". The drill steel, when pounding down its hole, would follow the line of least resistance and draw away from the desired line when it encountered a weak side in the ground through which it was drilling. Some would overcome the difficulty by making long winged bits to prevent the steel crowding over; this would relieve the troubles to a great extent. There was trouble with the rifling of drill holes and inability to drill round holes in some ground. The cure for these ills was to use the "X" bit, rather than the crossbit. The "2" bits were brought out in an effort to make it easier to drill a round hole in bad ground. Most of these troubles were before the days when the mechanical drill sharpener was in as common use as it is today. It was not until the introduction of the Leyner type of rock drill, requiring hollow steel that the users of rock drills found themselves confronted with more difficult prob- lems than they had ever encountered before with drill steel because the steel had to stand more severe service.

AT various times during the past quarter century proposals have been made that the basic Federal mining law of 1872 be repealed or amended, and that in its place a new and simpler law be enacted to provide for the entry upon, working, and the taking up of claims on the unallotted Federal mining lands in our western states and in Alaska. Serious discussion and study have been given such proposals but little has resulted there from, except perhaps a lively interchange of opinion and the conclusion that though the Apex law of 1872 is in many ways highly unsatisfactory and frequently a fomenter of strife and trouble, it still bids fair to remain with us. Under this act a greater part of the non-ferrous mining industry of the United States has developed. With all its short-comings it is the legal bridge that has carried over the innumerable caravans of adventurers and prospectors who explored our mining frontiers. For without any amendments of substance this act has for fifty-eight years been the guide in the location of our western Federal mineral claims and has stood unchanged during the most important period of our mining history. While Federal and state acts and amendments have been ground out by thousands and tens -of thousands the mining act of 1872, with a :strange tenacity, has remained as constant as the Rock of Gibraltar, and under it states, mining districts, and local customs have developed different codes for its application but its fundamentals have been unaltered. "Use doth breed a habit in a man"; until now the application of the law of 1872 has become a second mining nature.

Faulty insulators on mine trolley/track haulageways may allow the flow of leakage currents into the mine roof and ultimately result in combustion of the local roof material. The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL), has devised a passive means to detect overheating insulators on direct current systems. The detector consists of a spring-loaded cartridge that ejects a reflective streamer of white Teflon tape when subjected to elevated temperatures. The cartridge assembly can be easily installed over the outer metallic shell of an existing trolley line insulator. If an insulator overheats due to ground leakage currents, the visible streamer alerts mine personnel traveling on the haulageway.

A new process of direct solvent extraction of nickel from sulfuric acid leach solutions of low grade and complicated nickel resources using a novel extractant HBL110 was proposed. The basic performance of new organic system was investigated and the continuous pilot plant and the industrial test were conducted. The results indicated that the extractant of HBL110 can be used to directly extract nickel selectively over iron, aluminum, manganese, magnesium, calcium and chromium from sulfuric acid leach solutions. The loaded organic solution can be easily stripped using dilute H2SO4 solutions. Both kinetics of extraction and stripping of nickel were fast. The continuous pilot plant test with the sulfuric acid leach solution of laterite containing 6.22g/L Ni2+, 14.1g/L Fe3+, 0.73g/L Fe2+, 33.9g/L Mg2+, 1.58g/L Al3+, 0.495g/L Ca2+, 0.97g/L Mn2+ and 0.5g/L Cr3+ as feed in mixer-settlers showed that the process had run stably with 98% recovery of nickel. The concentration of nickel in strip liquors reached as high as 50 g/L while the removals of Fe3+, Fe2+, Mg2+, Al3+, Ca2+, Mn2+ and Cr3+ were 98.5%, 91.5%, 99.95%, 99.8%, 99.1%, 98.6% and 99.5%, respectively. The industrial test with the sulfuric acid leach solution of electroplating sludge containing 11.5g/L Ni2+, 2.68g/L Fe3+, 7.54g/L Cr3+, 0.61g/L Mg2+, 2.09g/L Al3+, 0.68g/L Ca2+, 0.022g/L Mn2+ and 0.154g/L SiO2 as feed in mixer-settlers also showed that the process had operated successfully with 99.5% recovery of nickel. The concentration of nickel in strip liquors reached 42.7 g/L while the removals of Fe3+, Cr3+, Mg2+, Al3+, Ca2+, Mn2+ and SiO2 were 99.2%, 99.77%, 99.73%, 99.56%, 99.57%, 98.51% and 98.75%, respectively. The new process exhibited big advantages of short flow sheet, high recovery of nickel, high removal of impurities, low chemical reagent consumption and low cost. Application of this process in industry is expected to make important impact on the extraction of nickel from sulfuric acid leach solutions and to deliver good environmental and economical benefits.

A stepwise arrangement of flotation cells is the most common layout of a flotation circuit in the mineral processing industry. In such a design, slurry flows from upstream to downstream by means of gravity, and the middling products are returned to previous stages by pumps. This paper will introduce an alternative solution in which the forced-air and slurry-induced flotation cells are adopted so that all the flotation cells can be placed on the same horizontal platform and no pumps will be needed for middling product transferring. The technology of the forced-air and slurry-induced flotation cell will be described in detail, including unique features, the working principle and the related fundamental problems. The comparison of capital investment, operating cost and metallurgical performance will be made between the conventional stepwise arrangement and the samelevel arrangement technology based on industrial practice. The Tandem Cold Mill is composed by stands with rolls positioned so that the rolling force can be transmitted to the strip being processed. Due to the mechanical stresses inherent in the process, the roll bearings are heated and are equipped with lubrication and cooling systems. Nevertheless, there is the challenge of continuously monitoring the temperature of the bearings, which would allow preventive intervention in case of overheating. This paper presents an in-house solution to temperature measuring system applied to the backup roll bearings of a continuous Tandem Cold Mill. The system uses Zigbee technology and is integrated with the main control system, allowing early diagnosis of bearing heating and proper intervention. Results and features of the system are discussed.

The paper addresses the design of the Zhong Tiao Shan Company (ZTS) Houma Ausmelt Technology copper smelter in People's Republic of China. The smelter represents the third copper smelter development using Ausmelt Technology, the first large scale (35,000 tpy blister copper) and the first smelter to use the Ausmelt Technology smelting and converting process steps in separate TSL vessels in a continuously operated process. The project will be realised through the combined efforts of ZTS, Ausmelt and ENFI, the Beijing Non-Ferrous Engineering Institute who provided partial detail engineering services in China. Ausmelt will provide the technology licence, basic and detailed furnace engineering packages and additional technical services including cold commissioning support and hot commissioning supervision.

Diamond production from the reworked beach and river channel gravels along the west coasts of South Africa and Namibia is well known throughout the world, not only for the exceptional quality of the diamonds, but also for the sheer scope of the operations. To date an estimated 140 million carats have been produced from the resource worth some US$40 billion in today's money terms. It is therefore not surprising that it didn't take long before the attention turned towards the possible extension of this valuable diamond resource on similar submerged beaches in the adjacent territorial waters of South Africa and Namibia. This has proved to be a very successful move as the marine production in Namibia today constitutes 48% of that country's total diamond production. Although small scale recovery of diamonds from the sea commenced in the 1950's, the first large scale production came from the operations of the Texan entrepreneur, Sam Collins, in the 1960's. The De Beers Group, which took over Sam Collin's operations in 1969 had all the concession areas, as well as the financial and human resources to tackle the new mining frontier in the correct way by years of data gathering (ie diamond reserves and seafloor terrain studies) before commencing with large scale mining operations in the 1980's. Those who are familiar with the beach mining operations along the South African and Namibian west coasts will have appreciation for the daunting task of surgically removing the payable portion of diamond deposits from the non-payable material on the one hand, and the complex uneven fractured and gullied bed-rock floor of the deposits on the other hand. Not to mention the additional complexities of large boulders and hard calcretised diamond gravel layers (conglomerate) which are sometimes associated with the deposits. It was a natural development that the sea diamond mining operations were approached with the known information of the land operations, attempting to duplicate land mining operations in the sea, but taking cognisance of the variations of the terrain in the different areas. Control of the company was acquired by Temagami Mining Company, part of the Keevil Mining Group, in 1959. Credited as one of the first discoveries made using airborne geophysics, the Keevil Group had recently found the small but very high-grade copper deposits at Temagami, Ontario. A brief history of the mineral sands industry is given from a radiation protection standpoint, with gamma radiation and inhalation of radioactive dust being identified as the main sources of radiation exposure of persons working in the plants. The principal sources of gamma radiation exposure are identified and the history of early bagging methods is discussed. The concept of ALARA is introduced and the impact of the "bulka bags" (and more effective monazite storage facilities) are detailed as illustrative examples of dose minimization, together with the requirements for the transport of monazite. The dose from radiation received from inhaled dust is dependent on a number of parameters of the dust, some of which are not well known. ICRP 30 (1978) makes recommendations relating to the intake of radionuclides by workers. These recommendations are discussed with respect to the inhalation of dust containing thorium. The possible pathways of radioactive material throughout the body are also described. The effect of having parameters that differ from ICRP 30 is discussed and suggestions are made relating to measurements that can be carried out to more accurately determine these parameters. Since in some instances the exposures to dust yield personal doses which may exceed the annual ICRP 30 based limits, it is necessary to define more accurately parameters of the dust so as to determine more accurately personal Doses.

Southern Peru Copper Corporation (SPCC) are currently modernizing the Ilo copper smelter. A single ISASMELT furnace will start smelting 1,200,000 tonnes per year of concentrate during the second half of 2006. The existing Peirce Smith converters are being upgraded for converting the matte to blister copper and a new acid plant and oxygen plant are being installed. Two new anode furnaces and a twin anode casting wheel have been installed in 2005 and commissioned in January 2006. The modernization project will ensure the smelter satisfies new environmental regulations due to come into force in January 2007. This paper summarises the background to the modernization project, describes the main design features of the new copper smelter and summarises progress on the smelter construction as of early 2006. This paper describes the genesis of the Ilo Smelter Modernization Project and describes in details the scope and current status of the project.

An iron operation sought to extend the life of the mine by conducting a major pit pushback in an area close to several public structures and the neighboring town. The result of the pushback would make millions of tonnes of ore available for mining allowing many additional years of taconite mining. This paper discusses the initial development blasts conducted for the pit pushback. For the development blasts, it was determined that no fly rock should leave the mine site and that the blast vibrations should be as low as possible, but specifically under 19 mm/s (0.75 in/s) at a nearby sewage treatment plant. One issue complicating the blast design was the variation in hole depth within any given blast. For the initial sinking shot, the hole depths varied from 6.4 m (21 ft) to 12.5 m (41 ft). In the subsequent blasts the hole depths within each blast could vary up to 5.8 m (19 ft). Various tools were employed to design the blasts to ensure there was no fly rock and that the blast vibrations were as low as possible. UAV surveys of the blast areas were conducted to provide a 3-D representation of the free faces and bench surface. The 3-D point cloud produced from this was used to measure the shape of the free faces. Once the shape of the free faces was quantified, it was possible to establish proper placement of the crest holes and develop a custom explosive load for each blast hole. In addition, signature hole analysis was performed for each blast to determine the optimum delay time that balanced the need for minimal vibration, prevent fly rock, and a well fragmented muck pile. Electronic detonators were applied to achieve the necessary control of the blast that balances these three concerns. The results of the seven blasts conducted to date provided the desired results. The peak vibration level at the sewage treatment plant for the seven blasts was 10 mm/s (0.40 in/s). The only fly rock occurred when there was a miscommunication in the blast design resulting in under burdened holes on the front row. To date, the mine has been able to safely expand the pit into an area that will add many years to the mine life. The muck piles have been well fragmented with reports from the shovel that they have all dug well.

The mining activity results in environmental impact and thus requires the adoption of techniques to minimize its effects. The rock blasting process is required to break up and move the rock enabling the haulage of the material, however, it might also cause undesirable effects such as flyrock, overbreak, excessive ground vibration or air-blast at the neighboring communities and damage to civil or geological structures located nearby. The Serra Sul mine, commonly referred to as S11D project, has obligations to preserve two natural tropical montane lakes and several maximum relevance natural cavities whose legal preservation radius represents constraints to the mine development and operation. Controlling measures are undertaken to ensure preservation of the cavities, especially during rock blasting stage, with limitations of the maximum instantaneous charge (MIC) and ground vibration control. The demand for high productivity and the large areas with hundreds of blastholes to charge are challenging factors to the charge control. This work presents the development and field application of a map for limiting explosive charges in the rock blasting process at the Serra Sul mine, used for the definition of maximum charges according to the blast location, ensuring the preservation and compliance with the defined ground vibration limits for each cavity. The map is applied at the mine for every blast and when there is a charge constraint, the map helps to define the areas with different charging profiles in the field contributing to higher charging productivity.

It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives. Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring? It is these questions which I wish to discuss in this address.

Rockfalls are major and essentially unpredictable sources of danger, particularly along transportation routes (roads and railways). Thus, the assessment of their probability of occurrence is a major challenge for risk management. From a qualitative perspective, it is known that rockfalls occur mainly during periods of rain, snowmelt, or freeze-thaw. Nevertheless, from a quantitative perspective, these generally assumed correlations between rockfalls and their possible meteorological triggering events are often difficult to identify because i) rockfalls are too rare for the use of classical statistical analysis techniques and ii) all intensities of triggering factors do not have the same probability. In this study, we propose a new approach to investigate the correlation of rockfalls with rain, freezing periods, and strong temperature variations. This approach is tested on three French rockfall databases, the first of which exhibits an outstandingly high frequency of rockfalls (approximately 950 events over 11 years), whereas the other two databases are more typical (approximately 140 events over 11 years). These databases come from (1) the national highway RN1 on La Réunion Island, (2) a railway in the Bourgogne-Franche Comté region, and (3) a railway in the Auvergne region. Whereas a basic correlation analysis is only able to highlight an already obvious correlation in the case of the “rich” database, the newly suggested method appears to detect correlations even in the “poor” ones. Indeed, the use of this method confirms the positive correlation between rainfalls and rockfalls on La Réunion Island database. This method highlights a correlation between cumulative rainfalls and rockfalls in the Bourgogne region, and it detects a correlation between the daily minimum temperature and rockfalls in the Auvergne region. This new approach is easy to use and also serves to determine the conditional probability of rockfall function of a given meteorological factor. This approach will help to optimize risk management in the studied areas based on their meteorological conditions. Nevertheless, even if some rockfalls are correlated to meteorological factors, other seems to occur independently of these factors, which highlights the unpredictability of rockfall hazard.

"A two-step thermo-chemical cycle process has been developed and investigated. It is based on metal oxide redox pair systems, which can split carbon dioxide as well as water molecules by extracting oxygen atoms and reversibly incorporating them into their lattice. If concentrated solar radiation is used as the heat source, a promising method exists to produce synthesis gas from water and CO2. An easy way of operation is gained by the combination of a ceramic substrate as the absorber structure, which can be heated to high temperatures with concentrated solar radiation, and of a metal oxide coating which is capable to carry out the redox reactions. The performance and kinetics of a ferrite based redox material coated on ceramic substrates were investigated in a laboratory set-up. CO2 could be reduced with significant conversions. In addition, several side reactions were observed like the formation of carbon and like the Boudouard reaction.IntroductionThe search for alternative energy carriers and for processes able to reuse carbon dioxide stimulates the research for sustainable routes of alternative fuel production. In the scope of this search thermo-chemical processes combined with sources of concentrated solar energy have become more and more attractive. Ideally, the only raw materials for such processes are water (H2O) and carbon dioxide (CO2) enabling not only a process free of emissions, but also allow to reduce emissions of other processes by reusing CO2 to provide synthesis gas, which itself can be applied to produce chemical commodities or even better synthetic fuels like methanol or petrol.In contrast to the direct splitting of those raw materials, thermochemical cycles split water and CO2 in several steps and enable hydrogen (H2) and carbon monoxide (CO) generation at temperatures controllable by today’s technical equipment. One of the most interesting thermochemical cycles is a two-step process using metal oxide based redox systems. During the first step of this cycle (the regeneration step) the metal oxide is reduced setting some of its lattice oxygen free according to reaction (1). In the next step (the splitting) the reduced and activated material is oxidised by withdrawing oxygen from water and CO2 and at the same time hydrogen and CO is set free according to reactions (2a) and (2b) respectively."
