I received a telegram yesterday from Mr. J. H. Nead saying that he regretted circumstances had come up which prevent his attending the meeting, but that arrangements have been made and Mr. T. S. Washburn, of Inland Steel, will act as the Co-Chairman in his stead. We are sorry, of course, that he cannot be here at this conference. We have, therefore, asked Mr. James J. Bowden, chief metallurgist of Republic Steel Corporation, Cleveland, to act as Chairman and Mr. Tom Washburn to act as Co-Chairman. I will turn the meeting over to these gentlemen at this time.

"INTRODUCTION Investigations of the Nonmetals Division are now conducted at College Park, Md.; Tuscaloosa. Ala.; Seattle, Wash.; and. Norris, Tenn. The last of these was acquired, this year by arrangement with the Tennessee Valley Authority and is engaged in electrothermel research, using power generated by the T.V.A. and. raw materials from that region. In general, the work of the division is concerned with dressing nonmetallic minerals end utilizing the products there-from. Coal, salts, and waters are investigated, and the suitability of apparatus and equipment is studied.As the Metallurgical. Division of the Bureau of Mines makes routine tests of certain nonmetallic ores under prescribed conditions for the public if they are of general interest, the published reports of that division should be read and thus, with the reports of tile Nonmetals Division, the whole field may be covered."

"During the past several years, alunite from the Marysvale (Utah) region has been the subject of investigation by the Electrometallurgical Section of the Bureau of Mines. The nature and occurrence of this mineral, with considerable data on the Utah deposits, together with a number of results of preliminary experiments, have been given in a previous report. 6/ The geology of the Marysvale region has been reviewed recently. 7/The present paper reports the results obtained by a method involving the sintering of alunite with boric acid and subsequent treatment of the sinter to produce alumina and potassium sulphate.The preliminary work just mentioned had given indications of the separation of sulphate salts high in potassium from fusions of alunite with borax glass.During the course of further work along those lines, fusions of boric acid and alunite were tried. No separation of salts was obtained, but it was observed that rather complete removal of so3 from the alunite occurred and that the sinter could be leached with water to give a solution contain¬ing most of the potash and a residue containing most of the alumina. Magnetic torque studies of ferromagnetic single crystals have been carried out in a number of laboratories during the last decade&apos;s2 and some work has been reported on polycrystalline material showing preferred orientation. Goss3 used the method extensively in developing electrical sheet with desirable magnetic properties, but he used it as a control rather than as a means of studying the texture. Bozorth4 made a quantitative correlation of a torque curve he obtained from some cold-rolled iron with the texture as determined from X-rays, but did not extend his studies beyond the one specimen. Other studies, which have been reported from time to time2,5 have also been incomplete in the sense that no effort was made to study a whole series of samples, differing only in degree of cold reduction or in the annealing temperature, in order to ascertain the effect of such treatments on the texture as revealed by torque measurements. It is the purpose of this investigation to make such a study, mainly in order to see how useful the method can be made when used under favorable circumstances and to find what kind of a correlation can be expected between magnetic and X-ray studies of texture. Before proceeding further, it is desirable to say a little about single crystals, so as to make clear the concepts involved in magnetic torque measurements. Magnetic Torque Method It is fairly well known nowadays that single crystals of ferromagnetic substances have directions of easy magnetization and of hard magnetization. In Fig. 1 are reproduced typical magnetization curves for a single crystal of iron, which show that in a < 100 > direction saturation occurs at low fields compared to those required to saturate the same crystal in a <110> or a <111> direction. Measurements of the rate of decomposition of austenite at constant temperature are commonly represented by plotting the percentage transformed on linear coordinates against time on either a linear or a logarithmic scale, a method that yields a curve that in shape resembles an integral sign (Fig. 1). A graph of this kind is not always convenient because extrapolation to the beginning or end of the transformation, or even intebrpolation, may be uncertain unless there are a large number of observations, which seldom happens; furthermore, the degree of consistency of a set of measurements is difficult to judge from such a curve. It is desirable therefore to find some mode of plotting, or even better to find a standard variety of graph paper, that gives a straight line instead of the integral shape. The straight line has many advantages; the number of readings required to fix the position of the curve is greatly reduced, interpolatiorr is easy and rapid, extrapolation can be carried out with greater confidence and, finally, the consistency of the measurements is readily estimated from the scatter of the points. The last advantage is particularly valuable when the data are obtained by direct microscopic examination alone, because they are influenced by the skill of the observer in estimating the relative size of areas, possibly also by undetected inhomogeneity of the specimen. A search for ways of representing the observations as a straight line yielded two methods which are described in this paper. The paper also includes an account of some interesting relations brought to light in applying these methods to the available experimental data. Usually the best way to derive such a method of plotting is to base it on established principles of chemistry and physics, as has been done, for example, for the temperature variation of the equilibrium constant of a chemical reaction. But so little is known of the mechanism of the decomposition of austenite, and so little is available in the way of well established background for changes of this kind, that it is simpler to rely upon purely empirical means. As pointed out in previous studies, estimates of petroleum reserves if they are to be of value must not only presuppose a clear understanding of what is actually meant by reserves but must be subject to constant revision to conform with changes in their component factors. When such estimates are analyzed it must be clear that it is virtually impossible to obtain comparable figures reflecting the same degree of accuracy, to represent the reserves not only in various countries, but at times even of different fields in the same country. Estimates of reserves in the United States, subject to frequent independent checks, are obviously more reliable than those furnished, for instance, by the Soviet Government, as the latter must be accepted at their face value and are open to the suspicion of being made to conform with predetermined programs of propaganda. Any tabulation of the reserves of all producing countries, therefore, gives a total that is misleading, as the component items arc not arrived at on the same basis and therefore are not homogeneous in a true sense. Only a fraction of the petroleum stored underground, usually associated with natural gas, is or can be brought to the surface, and although practically all the natural gas underground can be rccovered, in actual practice in some fields a large part of the gas that reaches the mouth of the well is wasted. It is thus estimated that in the United States only some 25 to 35 per cent of the petroleum underground in proven fields is actually economically recovered. Estimates of reserves, therefore, should make clear the distinction between the known amount of oil underground in producing fields and the portion that actually can be brought to the surface. It cannot be overemphasized that as a result of the operation of the "Law of Capture," which controls subsoil ownership in the United States on comparatively small landholdings that seldom if ever cover the entire producing area, the oil fields are not as economically exploited as some forrign fields, and that as a result (were it not for the easy accessibility of the domestic market, the largest in the world) some American production would now be unprofitable in open competition with foreign oils.

This paper, describing milling practice at Mount Ira Minis, is one of a series covering milling methods and cost that is being published by the Bureau of Mines, United States Department of the Interior. The Mount Isa concentrator began operations in day 1931 by treating a mixture of oxidized and sulfide ores. Since March 1935 only sulfide ores have been milled; this change involved major alterations to the flow sheet. The maximum capacity on mixed oxide and sulfide ores was 2,650 tons per day; the present capacity is approximately 1,880 tons of sulfide ore per day. The installation of additional crushing, grinding, and flotation equipment when completed early in 1939 will increase the maximum capacity of the concentrator to 2,240 tons of sulfide ore daily.

This is the seventh in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the United States Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The present report covering 1,875 samples represents the products of 83 companies plus those from the Pacific coast, which were averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. For the regular grade 985 samples consisting of 73 different brands are averaged. The premium grade consists of 489 samples of 40 different brands. The third grade has 401 samples averaged from 51 different brands. In this report the districts have been reduced to 21 by combining North and South Texas into one district. Fl Paso samples are reported with the South Rocky Mountain district, and Amarillo, Tex., has been included with the Middle Rocker Mountain district. In the present survey samples from Fort Smith, Ark., have been included in the Tulsa area, Indianapolis has been included in the St. Louis district. Cleveland represents the State of Ohio. Samples from Little Rock, Ark., and North Carolina have been included in the Memphis district. The Pittsburgh district includes samples only from this State and Wheeling, W. Va. The actual sampling points in each area are indicated an table 1.

Although the hysteria. with regard to silicosis end other occupational diseases seems largely to haws passed, and more careful sober consideration is being given this subject, it would be very poor policy for any employer to take the stand that the storm has blown over and that he can safely relax and revert to the status of 5, 10, or more years ago in such matters. The real fact is that occupational-disease compensation is nor in its infancy and can be expected to grow by leaps and bounds. At present, while 46 States of the Union3/ and the District of Columbia have compensation acts, only the following have some fern of occupational-disease legislation: California, Delaware, Connecticut, District of Columbia, Illinois, India a, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rode Island, Washington, West Virginia, and Wisconsin. Silicosis appears to be compensable under those acts in California, Connecticut, District of Columbia, Illinois, Kentucky, Massachusetts, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, West Virginia, and Wisconsin; possibly it may be interpreted as compensable in others. Occupational-disease legislation (largely relating to silicosis) has seen under consideration in some form relatively recently in Arkansas, California, Delaware, Idaho, Maryland, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and. Washington at least. It will be surprising if comparatively broad or inclusive occupational-disease legislation will not be on the statute books of nearly every State in the Union within the next 5 years. With this situation confronting him, the far-sighted industrialist who has the best interests of his organization at heart will immediately begin to "put his house in order," if he has not already done so, by studying possible occupational-disease hazards to his employees; moreover, he will promptly apply all known remedial measures or will attempt to devise such measures if none of those already devised seem to apply to his establishment.

IN a preliminary paper (1) it was shown that the addition of small quantities of metallic aluminium powder almost completely inhibited the solubility of siliceous material in the beaker. Six rabbits exposed to quartz dust for six months all showed well developed silicosis. Seven rabbits exposed to quartz dust plus 1 per cent metallic aluminium powder for the same period did not develop silicosis. At that time, we were not in a position to state either the manner in which metallic aluminium reduced the solubility of siliceous material, or, from the animal experiments, whether the aluminium was acting locally or systemically, or for what period after the cessation of dusting it would continue to act. This paper reports the further progress of this investigation. CHEMICAL EXPERIMENTATION The technical details pertaining to the various substances used in the experiments are given in an appendix which is on deposit with the American Documentation Institute, Washington, D.C. For lack of space, it is not printed here. The term &apos;solubility&apos; is used to indicate the concentration of silica in the solution under the conditions as noted, determined colorimetrically (2), and expressed as parts per million (p.p.m.). The term &apos;reduction in solubility&apos; indicates the difference between the solubility of the .silica in the presence of the aluminium powder and its solubility in the absence of aluminium powder. It will be noted that the solubility figures for different samples of quartz with no added aluminium vary considerably. The figures do not refer to an equilibrium solubility of silica but to the actual amount of silica dissolved from a given sample in a given time at a given temperature. In view of the fact that quartz dissolves extremely slowly, it is evident that the actual figures in any case will depend upon the surface exposed, i.e., fineness of grinding of the different samples.

For the purpose of comparing the amounts of dust produced by various mining operations, samples of atmospheric dust were collected during a complete cycle of drilling, blasting and mucking at or near the face of the Bureau&apos;s Mount Weather testing adit while the efficiency of several types of stemming in metal-mine blasting was being investigated. A review of technical literature covering Canadian mining emphasizes the advancement and changes that have been made in mining practice. However, current technical publications rarely outline basic principles or state definite rules that govern profitable mine operation. it may be argued that the broad principles of mining have long a go been outlined in various handbooks, text-books, and periodicals, and that these principles never alter. This is in great part true, but modern machinery, improved meta1-lurgical practice, and other advances, have in part modified these principles or changed the manner of their application. Many engineers hesitate to state specific rules, because it is so easy to quote an exception to a rules that any such statement appears to lose weight upon its very utterance. The exception to rules, and the reluctance to formulate rules, has forced such maxims as "the only rule in mining is the point of a pick," and "gold is where you find it". As an illustration of rules and their exceptions, one might quote the time-honoured maxim that a mill should not be built before a shaft has been sunk on a property in point of fact, Canadian mining history is replete with examples of wasted capital where a mill was built before a shaft had been bottomed. Y et this past year has seen a property enter profitable production whereon the building of the mill was started before the shaft was sunk. Instances such as this should not be accepted as evidence that a rule has been overthrown, but rather as an exception to the rule. The case cited pays tribute to the application of the diamond-drill combined with the correlation of sound geology. Incidentally, both these features emphasize a modern trend in the development of Canadian mining properties-a trend that is perhaps worthy of further comment. It is such trends that affect the principles of mining or modify their application. It is with such that this paper deals, at ]east in part. It is hoped that the statement of principles and the opinions herein outlined will be of sufficient interest to arouse discussion.

Fluorspar is one of the most important nonmetallic minerals and is used extensively in the metallurgical, ceramic, cement, and chemical industries. The steel industry consumes most of it, but as the Mineral is the chief source of fluorine, it is becoming increasingly valuable to the chemical industry in the production of fluorine compounds The development of nontoxic organic fluorides for use as refrigerants in mechanical refrigeration and air-conditioning units illustrates the increasing use of fluorspar in the chemical industry. Most domestic flurospar comes from deposits in the Illinois-Kentucky district, which centers around Rosiclare, Ill. About a dozen companies operate in the district, which comprises parts of Pope and Hardin Counties in southern Illinois and Crittenden, Livingston, and Caldwell Counties in western Kentucky. According to the latest available statistics, this district supplied 1/5,960 short tons of fluorspar in 1937, compared with the total domestic production of 181,230 tons. Imports totaled 37,063 tons.

THERE have been great changes in the design, capacity, and pressure of steam generating units over the past fifty years. If we go back as far as 1890, the plants then existing were largely horizontal return tubular boilers, hand-fired, with the boilers supported on the brick sitting which was com-posed of red brick with, probably, a refractory lining one brick thick in the combustion chamber. About this time, the water tube boiler began to supplant the H.R.T. boiler and, where new plants were being constructed of any size, water tube boilers were largely installed. In those days, say from 1890 to 1905, a 250 h. p. water tube boiler was considered a large unit. These boilers were largely the straight tube type and were set with the first row of boiler tubes three to six feet above the grates. The brick setting was a combination of red brick and fire-brick. The fire-brick lining in the furnace proper was usually 9 in. thick and in the first pass 4 1/2 in., while the rest of the setting was entirely red brick. These units were largely hand-fired and were expected to produce about 100 per cent rating as a maximum. It may be well at this point to define rating, which is the evaporation of one boiler horse power per hour by each ten square feet of heating surface in the boiler. A boiler horse power is the evaporation of 34.5 pounds of steam from and at 212°F. Consequently, a boiler containing 2,000 square feet of heating surface is rated at 200 h. p. and the evaporation at 100 per cent rating is 200 X 34.5, which equals 6,900 pounds of steam per hour from and at 212°F.

Fires in anthracite refuse banks are troublesome and may become exceedingly costly to combat. Instances are known in which refuse-bank fires have grown to such magnitude that entire mining properties have been endangered. In one instance4/ a refuse-bank fire cost the mine management several hundred thousand dollars to extinguish. The exact number of fires formerly existing or now active in the anthracite region of Pennsylvania is not known. There are hundreds of anthracite refuse banks in this region, some very high and large in area, that have never caught firs, although a few are over 50 years old. This would indicate that spontaneous ignition of the material in these banks is improbable, a conclusion confirmed by recent laboratory research.

In the interest of safety ii: coal mining, the Bureau of Mines recommends: That all active underground coal mines, whether working or idle, have one or more fans in continuous operation. The capacity and installation shall be such that the entire mine workings are adequately ventilated at all times. Main fairs shall be located on the surface in fireproof housing offset from the line of any mine opening. The housing shall be provided with ample pressure-relief doors or other devices easily opened by the force of an explosion. The installation shall permit prompt reversal of air flow. For mines that liberate gas, the fan shall have at least two independent sources of rower immediately applicable. Ventilation of underground workings in coal mines is needed whether or not explosive gas is present. Natural ventilation is unreliable and often uncontrollable. Main fans should be on the surface; if they are in the mine, fire or explosion may make access difficult or dangerous and render the installation inoperative.

This paper presents a review of published investigation dealing with the importance of sulfur compounds in the deterioration of materials or providing some basis for estimating the extent of loss shareable to such air pollution. Materials included are cement, stone, metals, paint, leather, paper, sand cloth. The investigations may be divided into two classes, one of the laboratory type in which the sulfur content and the humidity of the air were controlled and the other dealing with the exposure of materials to atmospheres not under control. The first type of work has shown that cement is subject to deterioration by the action of sulfur dioxide gas. The experiments with stone indicate that although limestone takes up sulfur dioxide, from the air, moist sulfur dioxide-air mixtures alone cannot be used for establishing- the comparative weathering- qualities of the different types of stone by accelerated test methods. Laboratory tests indicate that sulfur compounds in the air accelerate the corrosion of iron, steel, zinc, copper, and nickel at normal air temperatures and at certain relative humidities. It has also been indicated that certain types of paint are, affected by high sulfur dioxide concentrations, and that paper is attacked by sulfur dioxide in the atmosphere. The investigations of the second type show the amount or variation of corrosion in different localities and under different types of exposure. The investigations (10) (18)4/ during which sulfur determinations were made indicate that sulfur dioxide is a main controlling factor in the corrosion of iron and steel but according to Quick (18) may not be for some nonferrous metals. In general, the laboratory tests do not Jive definite data on the loss due to sulfur compounds at the concentrations normally found in the air. The data from atmospheric exposures are not complete from the standpoint of the exact effect of the sulfur compounds. Damage to materials so exposed is affected by factors such as other chemical contaminants, humidity, rainfall, solid deposits, and sunlight. A simple scheme has been devised in Great Britain which is considered to provide a measure of the attack of sulfur compound, on building materials (1). Small cylinders coated
