ThE new electrolytic zinc plant of the American Zinc Company of Illinois commenced operation in April 1941. The simple flowsheet using the standard current density and the economic reasons that dictated it are given herewith. The Evans-Wallower Zinc Co. built an electrolytic zinc plant at Monsanto, Ill., in 1929 and operated it for about two years. The plant stood idle from 1932 and was purchased by the American Zinc Co. in 1940. Because of the condition of the equipment, excepting the motor generator set, a complete rebuilding was necessary. The Fairmont City plant of the American Zinc Co. could treat the leach residues, the purification cake and the skimmings from the melting furnace in its various plants. This possibility permitted a simple flowsheet with good economic results. The flowsheet is shown in Fig. I. The calcined concentrates are leached in mechanically agitated tanks with spent electrolyte and such ferric iron solution as necessary. When the acid has been neutralized and the iron coagulated, the fluid is discharged to settling tanks. The underflow from these thickeners is filtered on a Moore filter; the filter cake leaves the plant for retreatment and the filtrate joins the thickener overflow. Zinc dust is added to this solution until the copper and cadmium are precipitated. The pulp is filtered through Shriver presses, which deliver the purified solution to stor- age tanks, and the copper-cadmium-zinc cake is shipped for retreatment and recovery of these three metals. The purified solution is electrolyzed; the regenerated acid is returned for use in the leaching plant and the cathode zinc, after stripping, goes to the melting furnace, from which it is cast in slabs. The skimmings from the melting furnace are shipped to the Fairmont City plant for reduction to metal in the retort furnaces. The choice of this simple flowsheet was made possible only because of the facilities of the Fairmont City plant. The long leaching pried, with high acid content and high temperature which characterize the high-density process, gives a higher zinc extraction but also dissolves more impurities, which must be removed. The same is true to a lesser degree of the multi-step leaching of the western low-density plants. By the sacrifice of some initial extraction, solutions can be obtained that are relatively easy to purify and give good ampere efficiency. This loss in initial extraction is made up in the retreatment of the residues in the Waelz plant. The impurities that accompany the zinc thus extracted are inconsequential when the Waelz product is treated in a distillation plant. It was recognized that this flowsheet would require a somewhat greater amount of sulphuric acid—-eithcr as acid or as sulphate sulphur in the calcine—because of poorer washing. The sulphuric acid plant at Fairmont City could deliver 60" Bè. acid to compensate for the sulphate loss and the cost would be less than the cost of more intensive washing.

When austenite first forms from aggregates of cementite and ferrite, it is not homogeneous.' This inhomogeneity, consisting of both undissolved carbide and carbon concentration gradients, has a profound effect upon the characteristics of the austenite-pearlite reaction. The rate of formation of pearlite is increased by the presence of inhomogeneities2,3 and because of this (when the inhomogeneity is sufficiently pronounced) the hardenability of the steel is reduced.4,5 In addition to this kinetic effect, inhomogeneities will cause the direct formation of spheroidite from austenite at temperatures just below the Ael.6-11 The present report attempts quantitatively to evaluate the effect of inhomogeneity upon the rate of the austenite-pearlite reaction, presents a method of determining the austenitizing cycle necessary to obtain "practical homogenization," and considers the effect of inhomogeneity on hardenability. Effect of Inhomogeneities on Reactions Near Ae1 Few quantitative data are available representing the effect of undissolved carbide or of carbon concentration gradients upon the rate of the austenite-pearlite reaction. In procuring such data it is necessary to separate the effect of undissolved carbide from that of grain size, and this is not an easy task. The solution of carbide is always accompanied by an increase in the grain size, both effects contributing to the retardation of the reaction rate. It has been possible to make this separation and to obtain data that are independent of the grain size by the use of steels that differ only with respect to their tendency toward grain-coarsening. Steels C and D in Table I are such steels. These steels have been studied previously ;l,2,12 they differ only with respect to deoxidation practice; C was deoxidized with silicon while D, teemed from a portion of the same heat, was deoxidized with additional auantities of aluminum in the mold. C therefore is what is normally termed a "coarse-grained steel" and D is a, "fine-grained steel." WE associate metals with hardness, toughness, and strength. But a curious paradox lies at the root of the valuable mechanical proper-ties of the metallic state: in order to be strong, a metal must be weak. This paradox, and the equally surprising fact that, in a sense, metals are not true solids at all, are among the topics here discussed by Sir Lawrence Bragg. (1) WHAT METALS MEAN TO US We employ various materials to build or fabricate the many objects we use in everyday life, choosing those whose properties are most suitable for the purpose which the object has to serve. Certain of these materials have been used from the earliest times, such as stone, wood, leather, and animal or vegetable fibres, each with its own peculiar valuable properties. Stone resists crushing and is very durable and permanent, as indeed it must be, since it has so long resisted change as a part of-the earth's crust. It is there-fore ideal for walls and buildings, and very early in his history man discovered how to make artificial stones by burning clay, with the advantage that they could be given any desired shape, and made into bricks or given elaborate forms as pottery. Wood is strong and tough and light, it resists tension as well as compression, and is nor brittle like stone. It forms beams and furniture and parts of tools or weapons. Leather is tough but at the same time iris flexible; it is ideal as straps or sheers. Vegetable fibres such as linen or cotton, and animal fibres such as wool and silk, owe their value to their flexibility and strength in resisting extension. They can be spun into yarn or rope, and woven into cloth. The technological age in which we are now living is replacing the natural products used by early man by a series of artificial products, but it is remarkable to see how in nearly every case we are copying Nature's materials. The wide use of concrete represents a developed art of making artificial stone. Artificial fibres such as rayon or ?nylon replace cotton, wool, and flax. Plastics are coming very much to the fore; they correspond to early man's use of horn, another substance with peculiar properties of roughness in all directions without the 'grain' of wood. For the most part we are following in the footsteps of our remote ancestors, though we can make for ourselves what they had to cull from wood and field. There are exceptions; for instance, we have discovered comparatively recently the number of uses to which natural rubber can be put, and are now making it artificially. This is a really new discovery; our ancestors had nothing with such remarkable powers of elastic stretching without breaking, and resistance to being abraded.

The. problem of supplying enough magnesia for the American war effort has become highly important. Before hostilities began, only about two-thirds of our, require vents came from domestic sources; now they must supply almost all the magnesia we need. A further burden is placed upon our own supply by the fact that more and more magnesia is being required, not alone to pace the war tempo of general industrial activity, but also to replace chrome ore in refractories and to make magnesium metal. The domestic magnesite and brucite industry is equipping itself to satisfy much of this greater demand for magnesia, but the remainder must be obtained elsewhere. The principal sources of magnesia are magnesite, brucite, dolomite or high-magnesium limestone, natural brines, sea water, salt-works bitterns, magnesium silicates, and magnesium salts. Although dolomite is tae subject of this paper, it should be considered in perspective with all these highly competitive sources of magnesia.

PRIOR to June, 1937, the employees of Hollinger Consolidated Gold Mines, Ltd., at Timmins, Ontario, received medical care for themselves under a contract system developed through an agreement between the employer, employee, and a contract physician. This form of practice is common to the mining industry in Ontario. But with the improvement in mining methods and conditions of living, and through an increasing demand for provision of a complete medical care, it was not any surprise when the employees of the Hollinger mine approached organized medicine and indicated their desire for a plan to provide their families with a more or less complete medical service in addition to that supplied for themselves. In April, 1937, this approach was made, and on June 18th, 1937, the Hollinger Employees' Medical Services Association was formed and started to provide medical services. A review of five years' experience is now presented. The Association provides complete medical service for the employee, his wife and family, as well as those dependents who are the total responsibility of the employee. The employee membership is limited to employees at the Hollinger mine in Timmins who reside in the immediate vicinity. The employee is examined by a Company doctor on application for employment and is subject to further examination by a specialise in chest diseases under the direction of the Workmen's Compensation Board of Ontario. The wife and family are not subject to examination but have to be registered when the employee is accepted for employment. The dependents, other than the immediate family, are subject to medical examination and approval after the employee has applied for such dependent or dependents to be admitted. Membership in the Association is obligatory when the employee is hired, but at the end of any Association year he may drop out if he so wishes.

THE problem of compensation for labour is probably the oldest and most complicated one in history. The wage that a man receives is possibly the most concrete thing he gets out of his job and, rightly or wrongly, is generally considered by him to be the most important item in connection with his daily work. How today workers in an equitable way has been the study of industrialists for many years, and a great number of ideas have been tried out in an effort to arrive at a reasonable solution of the question. The idea of establishing a measuring stick for various types of work has intrigued industrial management for a long time and, after considerable study, the principle of Job Evaluation has taken form unti1, at the present time, it is becoming increasingly useful to industry at large. Job evaluation is a plan which is used to determine the relative worth of occupations by means of arbitrary measuring scales. These scales are developed for individual industries and are generally 'tailor made' for each particular case. There are as yet no absolute methods of measuring the work done by human beings and, as a result, one has to depend on comparative values to arrive at conclusions. However, job evaluation has provided us with a basis of negotiation for wage rates which is more satisfactory than mere guess work or persona! opinion. It supplies a common ground for discussion which is understandable by all taking part and ensures that thinking with regard to wage setting is carried out along standard lines.

DIAMOND drills have played an important part in the development of mines for many years. Recently. they have also entered the production field arid the use of diamond drills m the primary breaking of ores has become a big branch of the industry. The writer has estimated roughly that the total diamond drilling in Canada during 1942 was 5,625,000 feet, of which 2,250,000 feet, or 40 per cent, was for blast-holes. This accounts for 6,750,000 tons of ore broken, using the conservative factor of 3 tons per foot of hole. Many consider that the use of diamond drills for blast-holes is the most important advance in mine practice of the past decade, and the industry owes a great deal to the staff of Noranda Mines, Limited, for the pioneering they have done in the development of long-hole mining methods and for publishing their results. A great many mines have followed Noranda's lead. At the Waite-Amulet, Aldermac, Flin Flon, Canadian Malartic, Hoyle, and Matachewan Consolidated mines, most of the ore is broken by long-hole blasting. While the mines were developing new methods, the diamond-drill industry was developing mechanically-set bits and better machines. Through the effective use o smaller, cheaper diamonds, as well as more efficient setting, bit costs per foot are only one-half what they were ten years ago. Few people realize that a diamond bit is relatively inexpensive. The common EXT coring bit, for example, contains some 200 small diamonds, weighing altogether about 2.70 carats which, at $3.40 per carat, cost $9.20. After use, the equivalent of about 100 of these diamonds may be recovered. Therefore the true cost of the bit is only $7.00, made up of $4.60, the cost of the diamonds lost, $2.00 for setting, and $0.40 tax. The trend in machines has been toward specialization for the different classes of rock in blast-hole work. Light, high-speed machines have been developed for soft ores and higher powered machines for hard ores.

There are several well-recognized procedures for controlling exposure to hazardous atmospheres in industry. They include (a) substitution of less toxic material, (b) enclosure of processes, (c) wet methods, (d) local exhaust, (e) general ventilation, and (f) use of respiratory protective devices. In addition to their employment as a control measure in occupational exposures, respiratory protective devices also are essential in emergencies that may arise from failure or improper use of other control equipment. Respiratory protective devices usually are employed to supplement other methods of control, as temporary expedients, or when other methods are not readily applicable or practicable. It seems reasonable to assume, however, that where respirators are used consideration has been given to the factors involved and that the devices can provide satisfactory protection if used properly. Their use should not be arrived at simply by a process of elimination of other methods that are more difficult to apply.

DURING the past year, the writer has investigated the treatment of a variety of British Columbia tungsten-bearing ores. Much of the test-work described in this paper was carried out in collaboration with Mr. A. G. Lyle in association with the British Columbia War Metals Research Board at the University of British Columbia. The remainder was completed in the laboratories of the Department of Mines at Victoria. Two mills in the Province are at present treating tungsten ores. Descriptions of these are included through the co-operation of Messrs. S. Gray (1) and A. A. Almstrom (2). MINERALOGY, OCCURRENCE, AND SPECIFICATIONS In the present paper, attention is directed solely to scheclite, inasmuch as known occurrences of other tungstcn minerals in British Columbia are of mineralogical interest only. While many parts of Canada's pre-Cambrian shield are well served by railway, it is frequently necessary for prospecting purposes to proceed farther into areas inaccessible by rail. To such areas in summer the canoe was at one time the accepted means of travel for the prospector while the dog team was much used in winter. Although summer travel was much improved by the development of the outboard motor, the lack of facilities for cheap transportation has been a serious hindrance to the employment of capital in opening up the distant fields. The pre-Cambrian surface of Manitoba, like that of Ontario, is hummocky, with rounded hills and ridges of rock alternating with basinlike depressions and valleys occupied by lakes and rivers Or by many low-lying portions covered with muskeg' Routes to the mines have not usually been direct or easy and seasonal vagaries have presented problems in themselves. In summer, water transportation may be the cheapest method for the longer distances but it is not every water route that will satisfy the conditions of loading freight on to a boat or scow and of conveying it without interruption to its destination. By its location, a mine may require a large program of boat transportation in summer Over part of its route, to be followed by winter freighting for the remainder. In order to carry on development and produc- tion over a long period, it may be necessary to haul large quantities of supplies during the winter. This seasonal problem, particularly for the out-of-the-way properties, is SO important and demanding as to make it a major operation in the life of the mine. The -use of the tractor during winter months for heavy machinery and bulk supplies, and the use of the airplane throughout the year for the transportation of personnel and for emergency requirements, have greatly improved transportation to places that are inaccessible by rail. Canada has pioneered in both these methods. Development oF Transportation Twenty-two years have seen a marked change in transportation methods in Canada's mining country. Horse-drawn sleighs have given way to the tractor and that to some extent has been supplanted by the airplane. One of the earliest ventures involving transportation of considerable magnitude was that of the Mandy mine, on Schist at in northern Manitoba. According to accounts of early mining activities in Manitoba, the Mandy mine, beginning December 1916, had 3300 tons of ore hauled 40 miles by sleigh to Saskatchewan River and in summer this was conveyed by barge to The Pas, 130 miles, and then by railroad to Trail, British Columbia, 1200 miles. The mine shipped 6000 tons of ore in 1918 and 15,000 tons in 1919. In winter of the latter year, as many as 300 teams of horses were used on the 40-mile stretch to

Recent Federal coal-mine inspections have revealed some good and some definitely hazardous practices and systems for transporting; handling, and storing lubricants in and about coal mines. Improper storage or handling of. lubricants in coal mines has caused disastrous mine fires or, by supporting combustion, has made fires from other sources more difficult to fight. Careless handling of grease and oil around electrical equipment wastes much oil and permits entrance of grit and foreign substances into the working parts, which causes excessive wear and increases the possibility, of electrical ignition.

AT the present time we hear a great deal about organization of labour, collective bargaining, workmen's councils, and company unions; about C.1.0. with its principle of vertical unions and A.F.L., largely based on craft unions; and about provincial and federal laws for protection of labour's right to collective bargaining. What we perhaps hear too little about is corresponding organization of the employers, although it recently is mentioned more frequently. I will only mention W. H. Davis, Chairman of the United States War Labour Board, who has had and is having plenty of experience in this field and has also studied labour conditions in Europe-in Sweden for instance. He has repeatedly expressed the opinion that where employer-employee problems are involved, a thing badly needed in America is organization of employers as well as employees to get some order in the present chaos. With this I agree. I believe a strong organization on one side necessitates a correspondingly strong organization on the other side; that has at least been the experience in the industrialized countries in Europe. I happen to be fairly familiar with conditions in Norway, where they have struggled with these problems for fifty years, and a talk on the history, development, and present state of employer-employee relations in that country might perhaps be of interest as giving a general picture of the development of such relations in the northwestern European countries as a whole. The talk was originally given to the Fourth Year students in Mining and Metallurgy at the University of Toronto. I have changed it somewhat to fit a different audience, but I hope you will make allowances if you now and then are reminded of the school auditorium. I will try to be as objective and factual as possible, but it is probably unavoidable that some of what is said is coloured by personal opinion.

THE gold mining industry, in Canada as in other countries, has passed through trying times in the past year. The strains and stresses of war have drawn away much of its man-power, both from the labour and the management. The urgent needs of the war machine have greatly curtailed the amounts of steel and explosives that can be allotted to the mines; and the loss, by enemy action, of supplies of such essential things as rubber, bids fair to reduce operations still further, if not cripple them entirely in time. And, as if these difficulties were not enough, war on the psychological front has been declared on the gold mines. Earnest supporters of the war effort, well-meaning theorists, and perhaps others whose intent is less disinterested, have all combined to clamour against the continuance of gold mining. We have been asked, what is the use of taking gold out of one hole in Canada to put it into another in Kentucky. We have been assured that gold will never again have any value, except for filling teeth. We have been repeatedly adjured to look at Germany, how well it has got along without gold. We have been told that it is unthinkable, when this nation is girding her loins for war, that labour and materials should be diverted to this useless effort. Gold miners should be diverted to the base-metal mines, where they can produce something of real value to the war effort; or to war factories; or, in fact, almost anywhere, so long as they are got out of the gold mines. And, what has made the situation even more disturbing, it has seemed as if all this clamour might be convincing governments. In fact, as you all know, the government of the United States did actually take the step of ordering its gold mines to cease operations. Fortunately, however, for Canada, the facts that no large favourable effects resulted from that action, and that, in Canada, gold mining is a much larger part of the national economy than in the United States, have caused our government, so far at least, to avoid this drastic step. In talking about this, however, let me emphasize that I have no more inside information on the subject than any of you. Like Will Rogers, all I know is what I see in the papers.

THE time has come when, as your President, 1 turn the helm over to my worthy successor. When 1 was reminded by our Secretary that 1 had to prepare an address for this meeting, 1 was at a loss for a subject. In the hope of inspiration 1 perused the records of our Society for some years past. 1 found in these records that many problems in need of solution relative to industry in Nova Scotia were discursively dealt with and that sound thought was given to the solution of these problems, with a natural leaning, of course, to problems pertaining to the mining industry. 1 found also that some of the reasoning was remarkably prophetie. Some of these subjects and problems were: The use of pulverized coal to generate power instead of hydro-electric power; rural electrification; the importance of youth training for an efficient place in industry; the proper marketing of coal; the fuels competing with coal; the need for better in-dustrial relations between employer and employee; better education for success in the social field as applied to industry; and Canadian unity. The issue of some of these copies has been forced upon us by war. For instance, there appears to be no marketing problem for coal, nor does there ? seem to be a marketing problem for anything just at present. The problem of the coal producer just now is supply and transportation. Also, at present, coal fe.ars no competitors, such as oil-and not even hardwood. Many large companies now have an industrial Relations or Personnel Manager and department. Furthermore, we have been compelled of necessity to train our young men, and women also, for both industry and war. However, war does not solve these problems and, with the return to normal times, we may be faced with the same troubles in even greater measure. My reason for mentioning these copies is to point out that, as mining men, we are aU desirous of progress in every industry, not only the mining industry; and that mining men are able to see clearly ahead. In normal times, especially in matters not directly affecting the mining industry, we are inclined to let matters take their own good rime, or let the government do it. We do not seem to realize that these necessary and desirable changes can be made in times of peace-instead of being forced upon us by war or other social upheavals-by the method of sound thought and action to the desired end.

When your committee approached me for a talk on "Mechanics of Secondary Metals Collection," I replied that this subject would probably not be very interesting to a group of engineers and requested permission to dwell on the Westinghouse Salvage Setup. I will attempt to avoid duplicating the points covered by Mr. Bliven. The Westinghouse Electric and Manufacturing Co. has main manufacturing Divisions in 25 cities and 9 different states, scattered throughout the country, as well as Naval Ordnance Plants in two midwest cities, and a Merchant Marine Turbine Plant, and two special War Production Plants in Eastern cities. You can, therefore, see that we must have a well rounded pro- gram with the entire respect and sponsorship of the various Division Managements. That was not so easy to get. Management has been a great deal like the general public in the past. I am sure most of you can remember the not very ancient day when each town had a ragman who had a horse and wagon and went through the streets of the town, from door to door, picking up what scrap he could accumulate. He was known as a junk man, and indeed, with the exception of the very last few years, the attitude of manufacturing management was: "We have a job to do. We have a product to manufacture. We don't have time to bother with the junk business."

The sheet-ground deposits of the Tri-State district, because they are fairly uniform in thickness (7 to II ft.)—rather flat, with an easy dip to the west—and cover a large acreage, offered a problem of improved transportation. Heading advance in this kind of mine is very rapid and track haulage requires a larger crew of trackmen than do other mines, and a heavy investment in track. The use of some type of rubber-tired truck equipment for underground haulage was under consideration for some time by the Eagle-Picher Mining and Smelting Co. The nature of some ore bodies made them not adaptable to truck haulage and some mines that did offer possibilities were equipped with other types of haulage, and the expected savings by the use of trucks did not offset the loss of investment that would be incurred in discarding other equipment. The decision was made to sink a new shaft, designed for skip hoisting, on the Blue Goose ore body, and then develop truck equipment. Developing Tractors and Trailers A study was made of internal-combustion engines for power units in the tractors, but the extreme difficulty of controlling air circulation, and the heavy cost of drilling large churn drill holes for blower installations, led to the adoption of a tractor with a storage battery. The storage-battery tractor that was on the market for mine haulage was impossible to obtain because all were needed for defense work. Several standard electric-truck chassis were purchased and rebuilt in the Eagle-Picher shops. The steering wheel was shortened and set vertical, permitting the driver's seat to be moved forward, and the frame was shortened enough to take the battery box and the fifth wheel support that carried the gooseneck of the dump trailer. The fifth wheel, or turntable, is of the ball and socket type. Tig. I shows the ball fastened to the gooseneck. The socket is split to permit introduction of the ball and is held by through-bolts, and the socket is welded to a ½-in. plate, which in turn is attached to the tractor frame. Smaller wheels and tires were put on to reduce over-all height. If it had been necessary, the spring: could have been reversed, or taken off entirely, to gain additional clearance. The tractors are equipped with 48-cell, 23-plate, 400-A.H. batteries. With the initial tonnage and mileage, the batteries were about 50 per cent down at the end of a shift. Tractors have truck tires 7.50 by 20, 8-ply, front and rear, the rear being dud. After four months of use, the .tires are beginning to show signs of failure.* In

By authority of the Federal Coal-Mine Inspection Act of May 7, 1941, Public Law 49--77th Congress, H.R. 2082,2/ a Coal-Mine Inspection Division was established in the Health and Safety Branch of the Bureau of Mines. Funds totaling $729,000 for the operation of the division and for other incidental expenses were provided in an amendment to the Department of the Interior appropriation bill for the fiscal year 1942 (H.R. 4590). A small. percentage of these funds was made available on July 1, 1941, and a much greater proportion on October 1, 1941, to defray the expenses of the coal-mine inspection work and incidental activities for the remainder of the fiscal year 1942. The Coal-Mine Inspection Division is charged with administering the act and is required to compile, analyze, publish, and otherwise make available for public inspection the information obtained under it and to transmit such information to the Director of the Census. The act requires also that the information obtained be reported to Congress, with such findings and comments thereon and such recommendations for legislative action as may be deemed proper.
