PRICE changes in competing fuels in the last three decades have reflected the changes in the consuming habits of the people of the United States. Prior to World War 11 the importance of fuel oil and fuel gas increased almost constantly while the relative importance of both bituminous and anthracite coal decreased. During this same prewar period coal prices increased to a much greater extent than oil prices. In fact, in many years, oil prices declined and in most cases are now no higher than they were back in 1925-26. During the war natural economic trends were entirely upset because of the tremendous petroleum requirements of the Army and Navy. Under these conditions many industrial plants were converted to the use of coal and the new installations in home heating and industrial plants of all kinds which might have used oil were practically eliminated. THREE case histories from professions other than engineering will serve to introduce ideas basic to this discussion. Case (1) Date, about 1900. A young man, B. D. from a three-year graduate course in a prominent divinity school, was for two years a successful pastor of a small church; then friction over theological matters arose with a fundamentalist deacon of the "Bible belt" type. He resigned, returned to his university for a four-year medical course, interned for two more, and thereafter was successful and apparently happy as a physician. We may assume that he was converted in early adolescence and vowed himself to service as a minister. Acceptance of his announced career by parents, friends, and teachers plus his own determination confirmed his choice until illiberal criticism threatened his usefulness and he awoke to the fact that his inner needs were not along the direction in which inertia and his conscience had constrained him.

MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

IRON ORE is widely distributed throughout the world. Ores sufficiently high in iron content to be practical for the operations of iron and steel making occur in so many places that it is only by the accident of political subdivisions that any given nation does not have adequate and suitable iron ore. Data prepared by various authorities show that in the Lake Superior region alone there are reserves of 1,200,000,000 tons of iron ore of an iron content and at the level of production cost to which the industry has been accus tomed. At an annual consumption of 80,000,000 tons these reserves will last fifteen years. Taken alone these figures would be alarming, but over a considerable period of years the total reserve tonnage has been more or less steadily increased by improvement and extension of mining and beneficiation methods. The rate of depletion of reserves has been only about one third of the rate of consumption. On this basis the cheap high-grade ores of Lake Superior would last 45 years.

WHEN talking about Europe it is well to endeavor to keep politics and economics apart but they have become so intermingled in recent years that the discussion of one topic inevitably leads to the other. Economic influences formerly prevailed over politics but today national and international economies are governed by political forces. Commerce in raw materials, food, and manufactured products is now so restricted by governmental controls that the capacity of the world to produce and to consume, to exchange goods and to pay for them, cannot be gauged by the past or predicted by a multitude of experts. In prewar days there were some yardsticks but today there are none. Thus it is hazardous to make forecasts, for in all fields of human effort the world has been cast upon an uncharted sea.

A DEMAND for specialized knowledge has directed engineering curricula towards competency in some particular field or occupation. Preparation for life in a broad sense of completeness has received little consideration. Ways and means are needed for weaving some of the threads of liberal education into the fabric of engineering education. Any effort to develop a humanistic-social stem of engineering education will depend largely upon the content of the courses and the type of instruction offered. Many of the courses in college curricula are intended to lay a foundation for more advanced courses to be taken later by those. who specialize in some particular field. Students in other fields lack the background necessary to take the advanced courses and have too much detailed information, soon forgotten, forced upon them if they pursue the foundation courses. To develop a humanistic-social stem for engineering education existing catalogue courses selected should follow some general plan aimed towards broad educational objectives. Courses packed with detailed factual information are necessary for the stu-

FABRICATORS of copper and copper alloys have contended with the problems of reconversion during the past year in endeavoring to return to the full-scale production that is demanded of them. The problems have not been easy, for the industry, like so many others, has had to deal with strikes of long duration, and material shortages, particularly in the raw materials, copper, zinc, lead, and tin. Despite all these obstacles, it was possible to gear production to new peacetime records during the latter part of the year. This was made possible not only by the use of multiple shifts of personnel, but also by the improved production equipment, the development of which had been stimulated by wartime necessity. The work of installing new and better equipment is still continuing, and virtually every company is engaged in improving or planning to improve its processes.

WHAT does management expect of W and from an engineer? First and foremost, it expects that he should become, and therefore should fit himself in every way to be, a part of management so that he may assume as much and as many of the responsibilities of management as his ability and the opportunities of the job permit. Let me make clear at the start that the profession of pure, technical engineering offers but limited opportunities at the top levels because of the inherent organization of engineering work. The line of succession to top jobs may be likened to a cone with a broad base and an extremely sharp point. Consider any oil company, large or small, or any operating function of that company, and you will find few top engineering jobs in the organization. This is true by the nature of the work handled. There will be a few district engineers depending on the spread of operations, a chief petroleum and production engineer, perhaps a few research engineers, possibly some technical executive assistants, and that is usually all. The road to these jobs is a long one and the competition is tough. The larger the organization the greater the opportunity, but always the ratio of engineers to top engineering jobs is only a small one.

During the period 1937-40 and until peacetime research was superseded in 1941 by wartime activities , the junior author was engaged in studies regarding the relative efficiency of operating methods in quarries producing crushed stone for mineral aggregates . The results of some of these studies were published as reports of investigations in 1939 and 1940 ; / others were discontinued due to war demands on personnel and time . The published reports discussed the efficiency of particular quarry operations with respect to the time consumed and without reference to costs or mechanical factors . • At the time , the field data were collected for the published reports other data were collected relative to the relationship of the numerous variable factors inherent in the operation of a churn drill to the ability of the drill to produce blast holes . The churn drill is essentially a crusher and depends. for its performance upon the foot-pounds of energy it can impart to the cutting edge of its bit . The gravity stamp mill , so well-known in western gold mines , is essentially the same type of crusher . The ratio of foot- pounds necessary to crush the rock , to the total theoretical energy developed by the falling churn- drill tools , affords a good means of evaluating the efficiency of the tool . This does not include to tal over-all efficiency involving the mechanical equipment of the drill itself or its power unit .

This same phonomonon of diffraction may be transposed into the X-ray domain. All that is necessary is to reduco, in the samo proportion, the wavo length of the light and the diameter of the particlo; thus, with radi- ations whose wave length is of the ordog of angstroms, the dimensions of the active particles go from 10 to 100 A that 18, the dimensions of col- loidal particlos. The evidence of this fact is shown by the following experimental schomo (fig. 1a): A narrow beam of X-rays passes through a thin layer of a modium containing micelles; the photographic film is placed a few centimeters behind the sample, and a small absorbing screen stops the direct beam in order to prevent its fogging the film. The intersect of the direct beam is surrounded by a narrow spot whose blackness decreases with the distance from the center. We will call this the spot of central diffusion (fig. 1b). The phenomenon, in spite of its relatively reat intensity, has been observed only by a few authors, who have simply given a qualitative description without attempting any quantitative de- ductions. This is due to the fact that observation of this phenonenon is not possible with the apparatus generally used to obtain X-ray diagrams, because the parasite foggings in the vicinity of the incident beam are sufficiently important to hide those produced by the sample. With the monochromator, however, used by us to obtain Debye-Sherer diagrams, this parasitic diffusion can be totally suppressed. In this way our attention was again directed to the spot of central diffraction, and we were led to make a detailed quaititative study of it.. then several papers have been published on this subject. Hosemann, using methods of calculation outlined by us, has extended them to the special case of fibrous substances, Kratky, on the other hand, starts from an entirely different theoretical point of view; ho examines the case, not of scattered particles, but of closely packed particles. 6ince We will now describe the experimental methods, summarize the calcu- lations needed in the elaboration of diagrams, and finally review the first results obtained in the vast domain of these new physical-chomical studies.

"INTRODUCTION At various times, North Carolina has supplied small quantities of brown-iron ore to the furnace o the South. Between 1917 and 1920, the quantity reported to the Federal Geological Survey was 126,000 tons. Most of this came from Cherokee County. 3/In furtherance of the program initiated by the Bureau of Mines to develop additional reserve of iron ore during the emergency, the Cherokee County deposits were examined by an engineer 4/ of the Bureau of Mines, and work was recommended on,12 properties.The project was begun in April 1944 and continued intermittently until April 1945, when work was stopped. During this period, eight properties were explored, and an additional property was mapped.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch; Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. "INTRODUCTION The brown-iron ores of the Western Highland Rim of Tennessee extend north and south across the State for 115 miles. Many prospects of iron ore are known in this area.The district is credited with an output of 8 million tons of washed ore prior to 1930. Records on past shipments of ore indicates that the grade was probably 45 to 50 percent iron, 0,7 to 1.25 percent phosphorus, and 10 to 21 percent insoluble.As part of a survey of the iron resources of the Appalachian area, the Bureau of Manes began exploration .of the Churchwell and Robinette properties April 16, 1945, and continued until July 25, 1945, during which time 122 feet of test pits were sunk and 667 feet of churn drilling was completedPROPERTY AND ACCESSThe Churchweil property and that part of the Robinette tract north of U. S. Highway 64 are reported to be owned by the heirs of William Millsaps.The Churchwell property is northeast of Waynesboro, the county seat of Wayne County (fig. 1), and is east of Forty-Eight Creek, between Duggar Branch on the north and Little Forty-Eight Creek on the south.The property is reached from Waynesboro by traveling U. S. Highway 64 east 8 miles to Forty-Eight Creek, thence north on a secondary road 2 miles, to where Little Forty-Eight Creek joins it, thence by an old logging road up the hill half a mile to the property.The Robinett tract lies 1 mile southeast of the Churchwell and is reached by traveling east from Waynesboro on U. S. Highway 64 and a distance of 6.7 miles, and then turning left on an old logging road and following the ridge 2 miles to the prospect."

The conservation of fuel became a critical problem during the recent war, particularly in the East. Fuel-oil supplies were short, the demands for coal increased, and householders were called upon to reduce the temper- atures in their homes. Home owners were urged to employ every means avail- able to reduce fuel consumption, the most important of which was to insulate their dwellings. The Bureau of Mines, United States Department of the In- terior, took steps to promote the conservation of fuel by issuing a report3/ on home insulation which has been widely circulated. The American populace responded patriotically to the requests of various Government agencies for voluntary conservation of fuels; they accepted cheerfully the restrictions imposed, the crisis was weathered, and with termination of hostilities the unhappy situation was relieved. Fuel conservation, however, is not merely a war emergency problem; it is a continuous, ever present issue. Coal and petroleum resources are ir- replaceable assets, and when fuel is burned it is exhausted - there is no scrap recovery. Fortunately, the United States has been richly endowed with mineral fuels; but population is growing, industrial demands for fuel are increasing, and mines and oil wells are becoming deeper and more costly to operate. For the sake of generations to come all national resources, particularly irreplaceable fuels, should be conserved. A long step in the direction of fuel conservation is the general rec- ognition that insulation is an essential element of dwelling construction. Fortunately, when the home owner takes measures to conserve fuel, he is not called upon to make purely unselfish (altruistic) sacrifices to advance the general welfare; he has the added incentives of saving money and promoting more comfortable living in his own home.

"Manganese ore from Metals Reserve stock piles at Deming, N. Mex., Cushman, Ark., and Philipsburg, Mont., were processed in the Bureau of Mines pilot plant at Boulder City, Nev., to determine their suitability for the production of electrolytic manganese. Manganese was produced successfully from all of the ores.The ores, crushed and ground to minus 33-mesh, were roasted in a Skinner furnace to reduce the manganese and were then leached with spent electrolyte, from the cells, containing sulfuric acid. Acid-leach extractions of 96 percent on Deming, 89 percent on Cushman, and 97.5 percent on Philipsburg ores were obtained. Neutralization of leaches with ammonia results in the highest manganese extraction; but Cushman and Deming leaches could not be neutralized with ammonia, because the amount required was more than enough to maintain the proper ammonium sulfate concentration. A combination of ammonia and calcine was used. However, ammonia was satisfactory for neutralization of Philipsburg leaches. Sulfuric acid needed for make-up was as follows: Deming, 0.380 pound per pound of manganese extracted when neutralized with ammonia and calcine; Cashman, 0.402 pound per pound of manganese extracted when neutralized with ammonia and calcine; Philipsburg, 0.594 round per pound of manganese extracted when neutralized with ammonia alone.All of the leach slurries settled well enough to be separated and washed in countercurrent thickeners.Impurities were precipitated with hydrogen sulfide and removed by filtration. Cushman ore solution contained only- small amounts of impurities and required 0.055 gram of hydrogen sulfide per liter of solution for purification. Deming and Philipsburg solutions contained large amounts of zinc and required 0.55 and 0.65 gram of hydrogen sulfide per liter of solution, respectively.Electrodeposition was satisfactory on all three ores and current efficiencies of 62 to 66 were obtained.A process for the production of electrolytic manganese has been developed by the Bureau of Mines, first on a laboratory scale4/ and then on a semicommercial pilot-plant scale.5/ At first the- pilot plant operated on ore from the Three Kids mine near Las Vegas, Nev., to determine the practical features of the process on ore of this type. Since completing the work on this ore, the pilot plant has been used for processing other domestic ores to obtain engineering data and other economic information regarding the amenability of such ores to the process."

"INTRODUCTION While investigating prevention of sabotage and maintenance of production of essential war minerals, engineers of the Bureau of Mines visited more than 1,400 metal and nonmetallic mines, quarries, and open pits in all parts of the United States.The need for, uniform safety practices is indicated by the fact that during 1938-1940, inclusive, the Western Safety Conference, under the sponsorship of the California Department of Industrial Relations, undertook the prepara¬tion of a set of standard safety regulations for the 15 participating political subdivisions. The membership of these political subdivisions is comprised of representation from Alaska, Arizona, British Columbia, California, Colorado, Hawaii, Idaho, Lower California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming, For the guidance of its own engineers; the Bureau of Nines found it necessary to prepare a set of safety practices that could be used uniformly throughout the United States. These safety practices were compiled from State mining regulations, mining company safety rules, and the experience of Bureau of Mines engineers for more than 3 decades, and represent the best safety practices of the Nation's' mineral industry.The purpose of this publication is to make safety practices available for the non-coal branches of the mineral industry, with the hope that they may assist in reducing accident occurrence. The Bureau will welcome questions and suggestions regarding these practices in order that changes may be made as necessary.Where the adoption of any practice would not materially increase the safety of employees or would work undue hardship on the operator, the Bureau does not recommend such adoption."

Lorain, chief, Albany Division, Mining Branch, for aid in preparing the report.The property is situated in the NW1/4, sec. 26, T. 39 N., R. 29 E. about 21 miles northeast of Tonasket. Tonasket (population 643), the nearest town, is a way point on a branch line of the Great Northern Railway. The prospect is reached by a good gravel road through Havillah to Vincent's ranch, about 3 miles northeast of Havillah. From the ranch, an abandoned dirt road extends to the portal of the Moly alit, about 1 mile distant. The mine road could be kept open without difficulty if properly graded and surfaced."

"In recent years operators of brown-ore mines have shown increasing interest in .the reclamation of ore heretofore lost in tailing ponds. In January and February.1945 the author made a preliminary survey of the ponds in the Russellville district, Franklin County, Ala. The Russellville district (fig. 1) was chosen for the preliminary work because it contains many large ponds in a comparatively restricted area. All important properties in the district were visited with Charles R. Wilson of Russellville, who has been familiar with the Franklin County brown-ore industry since 1890; with Edmund Craddock and W. S. Blackburn, managers of the two washers now operated near Russellville by Shook & Fletcher Supply Co., and with S. A. Britton, manager of the Sloss-Sheffield Steel & Iron Co. washer. The larger ponds were measured roughly and tonnages estimated. and samples taken from different areas were analyzed and beneficiated at the Southern Experiment Station of the Bureau of Mines; Tuscaloosa, Ala.The ponds explored were the Sloss No.1 (Ensley); the Sloss No. 8, and the Sloss No. 4-5, which are among the largest in the district and so located, within an area of .three square miles (see fig. 2), that ore from all of them could be-treated,one centrally located washer.Actual work was begun on May 9. Between that date and June 30, when field work was completed, 246 holes in ponds were drilled and sampled, and 15 additional holes were put down primarily to test the drill .in different types of ground with a view to its possible utilization in other types of prospecting. Samples from all holes were analyzed for iron content; samples from 13 holes were sized and analyses made for each size fraction, and six large samples have been composited for beneficiation tests.Brown iron ore has been mined in the Russellville district since 1815, when the first blast furnace in Alabama was built in NW1/4 sec. 10, T. 7 S., R. 12 W., about 3 miles southwest of Russellville (19).-J The furnace was abandoned before the Civil War, and mining continued on a small scale until 1888, when Enoch Ensley began to mine the ridge between Russellville and Pain Creek. His first washer, Ensley No. 1, was about 300 feet south of the junction of the present Tharptown road with the Waco spur of the Southern Railway."

"As part of a Nation-wide program of the United States Government to develop natural resources, funds were made available to the Bureau of Mines for the investigation of the ""Reduction of Iron Ores by Solid and Gaseous Fuels."" These investigations are concerned with the direct production of iron from its ores without the use of a blast furnace. Many processes have been proposed for the low-temperature reduction of iron oxides, but few have been developed to commercial use. High-quality sponge iron is produced com-mercially only in Sweden.The cost of iron production depends in part on the grade of the ore and increases with decrease in grade. The substitution of cheap natural gas in a sponge-iron process for expensive coke in smelting in the blast fry pace would partly compensate for the use of low-grade ores. If a process can be developed in which inexpensive natural gas can be used as fuel and reducing agent, the large deposits of low-grade iron ore and the natural-gas resources of east Texas may be utilized in the commercial production of sponge iron.Sponge iron may possibly be used to supplement scrap iron, pig iron, or, in special instances, wrought iron. Sponge iron will vary but slightly in composition and will contain little or no nickel, cobalt, manganese, copper, and other allowying metals. It is becoming increasingly difficult to obtain choice scrap iron of nonalloy composition. Pig iron contains 1.5 to 3.0 percent silicon and 3.0 to 4.5 percent carbon. Sponge iron generally contains less carbon than pig iron.The Madaras Steel Corp. in Longview, Tex., built a set commercial-scale sponge-iron plant which was intended to be operated in connection with a steel foundry. The process is based upon the reduction of preheated iron ore, with hot reducing gases under pulsating pressure. Although the Madaras Corp. had previously experimented with the production of sponge iron by reducing the ore with pure hydrogen, several attempts to use a re-formed natural gas as the reducing agent in this pilot plant were unsuccessful. The Bureau of Mines leased this plant and conducted an extensive investigation of the Madaras process on a semicommercial scale.The experiments were not entirely satisfactory, partly because of mechanical difficulties and partly because the reducing gas was not of the best quality. However, much information on the production of reducing gas by re-forming natural gas and on the reduction of iron ore with re-formed natural gas was obtained.The sponge iron produced contained approximately 0.1 percent phosphorus; and, after melting in an electric furnace, the iron contained approximately 0.15 percent phosphorus. The results of attempts to improve the ore by ore-dressing methods were not encouraging."

"This project constitutes the results of a geophysical field investigation undertaken in the mining areas in the vicinity of Marion, Crittenden County, Kentucky.Results were obtained at well-known mines being worked for fluorspar. Of special interest was the determination of mineral trends at such mines, particularly in relation to the fault patterns, because of ore in them.This work also constitutes a comparison between the field information that can be obtained by purely geological means and the additional information obtained by applying geophysical surveys to the same areas.As the mineralization in this area is controlled almost surely by the faults therein, the great importance of locating faults cannot be over emphasized. Accordingly, there has been incorporated herein the analyses as well as the application of electrical resistivity methods for fault determinations.In the western part of Kentucky, particularly in that area designated as the Cave-In-Rock quadrangle by the United States Geological Survey, is located the center of the fluorspar mining district of Kentucky. From the mining as well as commercial viewpoint, this area is of considerable interest and importance. It has been described by Currier4/ as a large structural dome that collapsed, through faulting, into a mosaic composed of a main fault pattern that has a strike to the northeast in sedimentary formations. Accompanying this main fault pattern are a large number of irregular faults. This fault complex is also traversed by a dike pattern that has a regional strike for this region focusing a northwesterly direction. The faulting occurred before the dike intrusions, the latter being composed largely of peridotite rocks. According to Reed,5/ most of the metallic mineralization, composed chiefly of galena and sphalerite, occurs at or near the Intersection of the dikes with the faults, indicating a possible igneous origin of the ore deposits. Reed adds that the fluorspar generally does not follow this rule but may also be found in other portions of the faulted zone not directly related to dike intrusions. The area may be considered of equal interest in the occurrence of lead and zinc and in the occurrence of fluorspar controlled by the faults. Hatmaker and Davis6/ give detailed information concerning the form of the ore bodies and economic factors that control ore production in this area; they also suggest the application of geophysical methods in this territory. Ulrich and Smith7/ also discuss geological details in this area. This area is therefore of interest, whether examined from a large structural point of view or from a very detailed angle. The former will assist in determining the origin of the mineralization and its economic possibilities, whereas the latter will give details concerning fault locations and their geologically and geophysically controlling features. This work was undertaken as a pilot investigation relating to the study of the location of fault occurrences, in which it was attempted to determine the location of faults as well as the fault patterns in certain isolated areas. No effort was made to identify the mineralization from the gouge material in the faulted zones; this problem was left for subsequent investigations."

"The velocity of detonation of an explosive is one of its most important properties, because its performance depends markedly on the rate at which it releases its energy. Fortunately, the velocity of detonation is one of the few properties of an explosive that can be measured precisely. However, the velocity of detonation of an explosive may depend on several factors other than its chemical composition, such as density, physical state, degree of confinement, nature of confinement, and magnitude of initiating impulse. Presumably for an explosive of fixed chemical and physical properties there are certain limiting conditions of confinement and initiation under which the explosive will detonate at a maximum constant and uniform velocity. This velocity is its ""ideal"" velocity of detonation. It is obvious, however, that in order to evaluate performance properties of an explosive in all of its applications it may be necessary to measure its velocity of detonation under a number of conditions in which the velocity of detonation is far from the maximum ""ideal"" velocity.. Under certain-conditions the velocity of detonation may even,be,different at different points in the explosive.It is .relatively simple to determine the velocity of detonation of an explosive under a. standard set of conditions if one is free to use large quantities of the explosive and to form it into a convenient shape. Under these circumstances; one can use a thin column of explosive a meter or more in length. The time required for an explosion to travel the length of the column will not be less,of the order a few ten-thousandths of a second and can be readily and accurately measured .by means of the standard spark chronograph or by photographing the explosion with a rotating-drum camera. However in many applications the explosive charge may be of relatively small dimensions arid may not be in a form convenient for making velocity measurements and often may be enclosed in a case or other confining medium. It may be necessary to determine the velocity of detonation over distances of the order of a few centimeters, in which case the time intervals to be measured will be extremely small. For example, the time required for an explosion to traverse 1 centimeter of tetryl is of the order of 1.5 microseconds.Since no satisfactory method of determining time intervals of the order of magnitude of a few microseconds within an explosive charge was available,, at least not for all conditions that might be encountered in practice, it was necessary to develop a special electronic chronoscope which is capable of measuring time intervals as small as a microsecond with a fair degree of accuracy. This report describes the chronoscope and its application to measurements of velocities of detonation in explosives."
