"THE TOPIC suggested for my contribution to this Symposium was ""Lead-Zinc Smelting - 40 Years of Pollution Control"". The history of the development of smelting industry at Trail and the control of sulphur dioxide could make quite an interesting historical study. However, in the field of environmental control, the public is not particularly interested in what you did yesterday, but rather what you are doing today and what you are planning to do tomorrow. I can't fault this approach, but because there are some subject lessons that history can demonstrate, I would like to tell enough of the story (under three headings) to bring a focus on matters of contemporary concern in regard to public relations and ecology. The three general headings suggested are: (1) time before the capture of by-product sulphur; (2) the capture of sulphur; and (3) the ecological and public relations conclusions from these."

The process parameters for effective utilization of nitric acid as an oxidant for copper-iron sulfides have been developed. Leaching variables found to be important were acid concentration, temperature, time, atmosphere, pressure, mineral type, particle size, and percent solids. Particular attention was devoted to analysis and control of fumes evolved during the oxidation. Responses recorded were metal extraction, elemental sulfur formation and oxidation, product gas composition and evolution rate, reagent consumption, and residue flotation response. The paper concludes by laboratory testing a flow sheet based on the above observations. Ninety-eight percent of the copper contained in a chalcopyrite-bornite concentrate was recovered, requiring 1. 6 pounds of nitric acid to be regenerated externally per pound of copper extracted. Iron remained in the leach residue as hydrogen jarosite and was ultimately rejected from the system by froth flotation. Sixty percent of the sulfur contained, in the heading concentrate reported in the elemental form; the remainder was oxidized to sulfate and eliminated with the hydrogen jarosite in the flotation tails or by neutralization of the solvent extraction raffinate with lime. Nitrogen was evolved primarily as NO and NO2; up to 3 percent N2O was also present. Gases containing sulfur were absent except when pyrrhotite was solubilized in the absence of soluble copper. In this case, H2S was evolved.

"The hydraulic transport of solids through pipelines can have many advantages over other modes of transport. Numerous successful applications both within plants and over longer distances have demonstrated the technical and economic feasibility of slurry pipelining. Solids successfully transported include kaolin, coal, iron ore, gilsonite and limestone, and others, such as sulphur and potash, are likely to be transported in Canada in the near future. However, though the technology of solids pipelining is quite advanced the underlying principles have not yet been formulated past the semi-empirical stage. The main objective of this paper is to present a discussion of the important technical and economic considerations in the design of so lids pipeline systems by reference to typical data. The Worthington slurry pumps and pilot facilities are briefly described."

On July 7, 1971, noise regulations for underground coal mines were implemented under provisions set forth in the Federal Coal Mine Health and Safety Act of 1969. These same regulations now also apply to coal mine surface facilities. In August 1971, in anticipation of these regulations, the Bureau of Mines, through the cooperation of the mine operators, conducted extensive noise surveys in three coal cleaning plants. The survey was conducted in an attempt to identify those occupations where exposures would exceed the proposed regulations.

"In the Introduction the author briefly discusses the company history as it relates to the development of its contracts with the Japanese steel mills. The main part of the text describes how Coleman Collieries Limited approached the problem of mining coal profitably in thick, steeply inclined seams. For many years a basic room-andpillar system was worked by conventional methods. Main roadways were driven on strike across the mineable area. These roadways acted as haulage routes for coal, materials and men. Rooms were developed to the rise of the main haulage route by pairs of men using air-operated hand picks. As these rooms advanced the miners would lay and extend a sheetiron chute down which mined coal would gravitate to a controlled loading point, where it was loaded into trains of mine cars. Connecting roadways or ""OFFS"" were driven at predetermined intervals between adjacent rooms, forming pil1ars or blocks. Extraction of the blocks followed on a line conducive to good strata control some distance behind the developing rooms. A need for higher productivity, expansion of the operations and a scarcity of qualified miners resulted in the company deciding to mechanize its underground mines. Joy 6 CM continuous miners and 10 SC shuttle cars were selected as being machines that could reasonably negotiate the problems associated with the pitching seam. The equipment, nonetheless, has definite limitations and Coleman therefore developed a modified version of the room-and-pi11ar system such that the miners and cars could work on cross pitch. In the area described, main roadways were driven to the rise on an average gradient of 12 degrees. Panels, which consisted of two parallel roads with interconnecting cross-cuts, were then developed on strike to a boundary point. Blocks formed in the development of the panels were subsequently extracted on retreat. Problems associated with each phase of the operation are thoroughly discussed, together with roadway support methods and equipment used for the conveyance of coal and materials."

The purpose of this work was to investigate the rate at which coal is delivered from the underground working face by gathering arm type loaders as employed on continuous mining machines, to identify the factors -- geometrical, geological, mechanical, or procedural which affect the delivery rate, and to develop quantitative rate descriptive equations for the loading function. The mathematical techniques employed were factor analysis and multiple linear regression. It was determined that the coal-cutting function of the continuous mining machine is the factor that primarily influences the loading function. The geometrical factors -- the dimensions of the work area in relation to the dimensions of the mining machine - were the factors of secondary influence. Fifty-five percent of the experimental variation in the loading function was explained in terms of the six most prominent independent variables. It is expected that this work will be useful in operations-research studies as applied to underground coal mining, and with refinement will enable mine planners to select equipment based on the operating characteristics of the equipment and the mining conditions.

The Granduc ore body is located beneath glacial terrain on the borders of British Columbia and Alaska, some 600 miles from Vancouver and 30 miles from Tidewater at Stewart, B. C. The concentrator and attendant facilities are located in wilderness country at an elevation of 2500 feet. The average annual snowfall is 65 feet. Surface facilities and ore body are linked by a 10 mile railroad haulage tunnel. This copper property has been developed by Granduc Operating Company on behalf of Newmont Mining Corporation and American Smelting and Refining Co. First production started in November, 1970. In August, 1966, Granduc Operating Company awarded an engineering and construction management contract to McKee-Swan Wooster, a joint venture of A. G. McKee of Canada and Swan Wooster Engineering Company Limited, to design a concentrator to treat approximately 7000 tons of ore per day. The isolated location of the Granduc ore body indicated comparatively high freight rates on consumable items of concentrator supplies such as reagents, grinding media, etc. A firm flowsheet for the flotation of the Granduc ores having been developed by the Danbury laboratory of Newmont Exploration Limited, attention was devoted to means of reducing operating costs. One obvious method was to reduce or eliminate the costs of steel grinding media by employing some form of autogenous grinding. two pilot plant operations were carried out at the facilities of Lakefield Research of Canada Limited, in which autogenous grinding of Granduc ores was investigated. 1. Theory of Wet Dust Suppression Techniques Wet dust suppression is the utilization of a liquid for the control, reduction or elimination of airborne dust, or the suppression of such dust at its source. Effective control involves: a. The confinement of the dust within the dust producing area by a curtain of moisture. b. The wetting of the dust by direct contact between the particles and droplets of moisture. c. The formation of agglomerates too heavy to remain airborne, by combining small dust particles with each other and with the droplets of liquid. From the standpoint of economy, availability and safety, water is the ideal fluid. From the standpoint of effectiveness, however, it leaves much to be desired. As a result, a tech¬nique has been devised in which very small percentages of specially formulated dust control compounds are blended with water to greatly enhance its dust suppression qualities. The terms "dust control compounds, wetting agents and surface active agents" are frequently used interchangeably. Although dust control compounds represent a specific type of wetting agent, a great many wetting agents are far from satisfactory for dust control. "Wetting Agents" is a broad category which covers such items as emulsifiers, solubilizers, detergents, foamers, penetrants, thickeners, etc. Dust control compounds, on the other hand, are carefully formulated blends in which one or more special surface active agents have been incorporated.

The quantitative determination of the mass rate of flow of methane in an underground airway is calculated as the product of the methane concentration and the air flow rate. Velocities are taken at several points and then averaged over the airway cross section to determine the total volume flow. Errors in velocity measurement thereby result in errors in total volume flow as well as the mass flow rate of methane. The purpose of this program was to evaluate existing instrumentation for measuring air velocities in the speed range under 2000 feet per minute; to evaluate the method for determining total air volume flow from the velocity measurements; to evaluate new techniques which may be applied to measuring air velocities; and to design a prototype instrument which represents the best technique based on the evaluation. The instrument should be: a. portable b. self-contained c. insensitive to dust, moisture and temperature changes d. safe for use in gassy mines

When the Middle Ages were drawing to an end and Rotterdam, then still a small fishing port, began to extend its trade relations to continental ports handling general cargo, a development was initiated which was to give Rotterdam a predominant position in maritime traffic in Europe 300 years later. Despite many setbacks and the silting up of the mouths of the Rhine and Meuse rivers, the port experienced a new rise towards the end of the previous century after the dunes at Hook of Holland had been cut through as planned by Dutch engineer Caland. With its favourable location in the mouth area of the Rhine and a hinterland opened up by waterways it was merely a matter of the city council pursuing a far-sighted policy to make the best of these natural advantages. Thus new port installations were erected on the southern bank of the Meuse in the first quarter of this century, which were expanded in the course of the subsequent decades. The New Waterway became the main artery for industrial enterprises, in particular oil industries, which sprang up along its banks (picture 1). Whereas 30 years ago Rotterdam's Waalhaven, with its new jettees for general cargo and mainly bulk goods, was still one of the most modern terminals, the growing size of ships, which increased by leaps and bounds for tankers, in particular towards the end of the 'fifties, necessitated much larger harbour facilities built further and further towards deep water.

The purpose of this effort was to investigate the feasibility of employing a piezoelectric transducer for seismic communications applications in mine environments. The transducer, a government furnished device incorporated a high Q, spring-mass resonator to load the air side of the piezoelectric crystal. The resonant frequency was seismic load dependent and fell in the range of 300 to 340 Hz. The effort included a mathematical analysis of the transducer, with corroborative laboratory tests, together with actual communications experiments performed first in an open-formation limestone quarry and finally in an operating iron mine. This work showed that the transducer could be coupled efficiently to hard, competent rock media with power conversion efficiencies of 70 to 80 percent (electrical to mechanical) in typical installations. In the iron mine, when radiating peak power was about 30 W (acoustical) in a gated pulse mode, signals were received at a distance of 760 ft through a massive rhyolite porphyry formation. This represents a 15% radiation efficiency with an input of 200 watts. Despite the high ambient noise level due to operating mine machinery, a signal-to-noise ratio of about 20 dB was achieved using a very narrow band filter to process the received signal, and a data rate of about two pulses/sec was demonstrated.

As part of its research and development activities concerning coal mine operational/emergency communications sys terns, the Bureau of Mines commissioned several contractors to conduct electromagnetic (EM) noise studies and measurements that would aid the development of improved coal mine operational/emergency communications systems. The bulk of the noise studies and measurements were conducted in 1971. The Pittsburgh Mining and Safety Research Center (PMSRC) inherited the responsibility for monitoring the electromagnetic noise activities by mid-to-late 1971, and initiated a review and evaluation of the current and planned electromagnetic noise work. Arthur D. Little, Inc., (ADL) was asked by PMSRC to assist it in performing this review and evaluation by placing stronger emphasis on certain tasks of existing Contract No. H0122026. This technical memorandum report presents the findings, conclusions, and recommendations of our review and evaluation of the electromagnetic noise measurements of the five contractors we were asked to examine. Our review and evaluation effort included meetings and telephone discussions with technical staff of each contractor; serving as Technical Discussion Leader of a "Contractor's Round Table Meeting on EM Noise, Surface and Subsurface, Operating and Non-Operating Mines" called by the Bureau of Mines; examination and discussion of contractor reports and relevant open literature; sample verification calculations; and the documentation of our findings, conclusions, and recommendations by this report.

"The mining of coal in thick and inclined seams is difficult, and there are only a few countries in the world that are really interested in the problems associated with their exploitation. In France a considerable amount of investment has been made in the mechanization of systems appropriate for such conditions.For seams inclined up to 50 degrees, of normal thickness, a new system was introduced in 1967. It consists of a longwall advancing to the rise with walking props, a shearer and hydraulic backfill. During the first two years the panel productivity was an average of 25 TN/MS, and they foresee the possibility of reaching an average of 30 TN/MS.A system for thick beds, both horizontal and inclined, is in p•rocess of being mechanized. In 1969 they started with a method consisting of a longwall in a footwall slice, or sub-level drifts with walking props, and caving and drawing up to a height of 20 m of coal. Recent experiments with a shearer have produced panel productivities between 9 and 11 TN /MS, and there is hope that with experience an average of 16 TN/MS will be obtained.In 1964 a method was initiated for beds inclined from 60 to 90 degrees, based on a mechanical cutter designed by the collieries in Lorraine. An overhand slice of 4.2 m in height is taken with a drum cutter mounted on the end of a boom. Hydraulic fill is placed at the completion of a slice. The face productivity, which has been from 13-20 TN /MS, can be perhaps increased to an average of 22 TN/MS. For those companies with important reserves in inclined and thick seams, these French systems may be worth the trouble of examining in some detail."

The objective of this project was to investigate the feasibility of analytical techniques potentially capable of determination of Mg, Al, Si, S, Ca and Fe in 1 to 2 mg samples of respirable coal mine dust, in a total analysis time of not more than 10 minutes per sample, using equipment capable of being truck mounted for field-laboratory operation. It was not essential that the technique be non-destructive, but the chosen technique is, and this enables the analysis to be performed directly on the 37 mm diameter membrane filter on which the respirable dust sample is normally collected. The sensitivity requirements are therefore quoted in terms of the units of measurement, µg/cm2. The detection limit (3o of the background criterion) should be 0.5 µg/cm2 or less. The precision should be 5% or better, at concentrations above which the detection limit is not the determining factor.

"What is new in air compressors? A good deal - the designers have been keeping pace with technical developments in related fields and also contributing new techniques of their own. Plant reliability no longer requires bulky slow-speed machines. Even the reciprocating machines, which still provide the most efficient method of compressing air, have been greatly reduced in size and installation cost for a given capacity rating. New materials and fabrication techniques are being used, by most manufacturers, to produce less costly plants in total. Many packaged plants are available, which generally means a more complete assembly for shipment. This type of construction offers savings in handling and erection costs at the site. A warning is in order, however - the extent of packaging in any given plant should be investigated carefully to determine what is included and just what field costs can be realized. A suggested specification has been offered for consideration when studying comparative costs. Rotating machines intrigue many because of their potential as regard fewer wearing parts, higher speeds and hence smaller units, utilizing less expensive drivers, and lack of contamination of the compressed air by lubricants. The inherent shortcomings of these machines - lower •efficiency and capacity control - have been much improved lately, and this type of plant is now becoming quite popular. Noise control, of much concern to everyone, is another development that has received considerable attention.Systems for efficient capacity control and continuous monitoring of compressor operation offer additional reliability and low-cost operation of the modern compressed air plant. Accessory equipment and its effect on over-all plant operation is also considered."

TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.

Tremendous strides have been made in front end loaders in the last fifteen years. Fifteen years ago a 2; cubic yard front end loader was the largest standard machine you could purchase. Today there are two commercially available 15 yard front end loaders and many 10 yard front end loaders. The estimated total worldwide market for all front end loaders over one cubic yard has increased to over 30,000 units yearly. The trend for front end loaders, in general, and for the mining market, in particular, is to larger and larger loaders. Today there are 18 cubic yard and a 24 cubic yard front end loader in prototype form. It is not inconceivable that within another fifteen years that there will be front end loaders in the 50 cubic yard class with design features quite different from today's. These larger loaders are being designed at the demand of the mining industry and the design criteria are being directed at this market area. The costs of these larger loaders will be greater per unit of capacity, and it is the intent of the various manufacturers that they will be more reliable, be easier to service, give greater availability, live longer, and cost less to maintain, than previous loaders. It is also the intent of the manufacturers to compete directly with the large mining shovel as the front end loaders become appropriately larger and more reliable. There has been some trend in this direction in the past with smaller shovels and loaders. In Figure No. 1 are data for U.S. production of front end loaders (5-6 cubic yard class and 10 cubic yard class) and U.S. production of cable operation, crawler mounted power shovels, draglines and cranes (1; to 5 cubic yard class) for the years 1965 and 1970. As we are all well aware, the demand for coal is increasing very rapidly. This makes the coal industry one of great opportunity for both the miner and the-supplier. Up until the middle 1960's, the price of coal had been one of the most stable of all commodities for the proceeding fifty years. In somewhat oversimplified terms this was because the inflationary tendencies had been offset by improved mine techniques and more efficient, more productive, and more reliable equipment; but, in the last seven years the price of coal has doubled. It is not the intent of this paper to discuss the many reasons for this price increase, but to show how the cost of hauling coal can be sharply decreased with a new truck concept. Not long ago a mining executive stated that all haulage trucks now available are basically the same. They look the same; they cost about the same; they have the same engine, power train, and tires; and, they have about the same operating cost. Truck size has increased which has reduced the number of drivers, but the purchase price and maintenance and repair costs have increased proportionally. Pits must be widened and loading shovels enlarged, out, all this has not reduced the cost of moving coal. Another executive said that he saw no advantage in buying new trucks because his people now know how to maintain and operate the ones they presently have. They have all the right spare parts along with a good maintenance program. Most replaceable parts of the trucks now in operation have been replaced and improved at least once and the trucks are now running better than when they were new. Besides, the trucks are no pretty well written off.

This work was done by the Bureau of Mines to provide quarry operators with an uncomplicated, first-approximation method for designing blast patterns, considering geologic structure, and to show the valid use of the technique by comparing drill and blast pattern dimensions used in the quarry with those determined by the presented method. The author visited 12 limestone and dolomite quarries in Ohio (Adam, Crawford, and Highland Counties), Wisconsin (Milwaukee, Racine, and Waukesha Counties), and Minnesota (Fillmore, Olmsted, and Wabasha Counties); observed the blasting practices; studied the major geologic features; and after discussion with the quarry managers, foremen, and blasters, compared the quarry blasting patterns with those as calculated by the empirical formulas (after R. L. Ash), with geologic structural considerations. When geologic structure such as bedding, jointing, folding, and caves, as well as explosive properties and field performance characteristics are accounted for in a manner suggested by the research, the presented empirical formulas may be used as a good first approximation. The included steps in planning a blast design and generalized blast patterns should be of help to the quarry operator. Design changes are recommended for those quarries where problems are occurring.
