Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. This paper reports on the first 2 years in operation of a special-purpose coal handling rig which provides blending, temperature reduction, and continuous, automatic mechanical sampling as part of midstream barge to ship coal transfers. Briefly reviewing some of the characteristics of coal handling peculiar to midstream transfers, the paper discusses how the most beneficial aspects of midstreaming were enhanced through the design of this blending and sampling rig.

A program has been written to combine the Klimpel-Austin approximate model for liberation in a binary system with a mill model applicable to ball milling. The model applies for a system where the volume fraction of valuable B in host matrix A is small. The mill model is treated as an equivalent series of fully-mixed reactors. Twenty-three classes of material are considered: pure A; pure B; unchanged AB; 0-10.2 B in AB either as surfac- exposed B or as wholly-contained grains of B; 10-20% B in AB, surface-exposed or wholly- contained;etc.. to 90-100% /b ub /ABm syrface-exposed or wholly-contained. Illustrative cases are given making reasonable assumptions concerning relative rates of breakage and primary breakage distribution functions for each class of material.

The Bureau of Mines conducted field investigations in two underground mines to determine the actual loads to which bearing plates were subjected when installed in conjunction with full-column resin-grouted bolts and the roof movements generated by the applied loads. Measured loads indicate that the bearing plate is an integral part of the support system. Vertical displacement gauges installed to monitor roof displacements in the test sites show that the highest degrees of loading occur in conjunction with the largest amounts of movement.

For the year 1985, the U.S. coal industry produced 881 million tons of bituminous coal and lignite. Domestic consumption amounted to 814 million tons. The electric utilities consumed 689 million tons, almost 85 percent of total consumption, over 78 percent of production. In May, 1986, the NCA forecast that with moderate growth rate averaging 1.9% per year from 1985 through the year 2000, production could reach 1,176 billion tons and domestic consumption 1079 billion. The estimate for electric utilities indicate 924 million tons for the year of 2000, about the same percentage of production and consumption as now experienced. Before we consider the main topic of this paper, the cost of using high sulfur coal, let us examine the coal use patterns of the last 25 years, the changes in those patterns and consider the reasons for those changes. Table I shows those changes.

The Cortez Mining District has had a long history of mining activity dating back to 1862 as previously reported (1) (2). More recently Cortez Gold Mines (i) has operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the U.S. for treating higher grade finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1520 tonnes per day on oxidized ore from the Cortez ore body. Starting in 1973, the mill was operated at 2050 tonnes per day on softer, less oxidized, high clay ore from Gold Acres which is located 13 kilometers to the west of the Cortez installation. In February of 1976 the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operation. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Much valuable experience was gained in the operation of these two heap leaching programs and is well described in an earlier publication (3). Releaching of the ore heaps at Gold Acres and Cortez was continued with a limited crew from 1976 to 1979.

INTRODUCTION The control of nuisance water in a mine is extremely important; left uncontrolled, nuisance water can have a severe effect on haulage, ventilation, production, and the health and safety of miners. To control water in mines, a four-step process is followed: (1) prevention, (2) collection, (3) transportation, and (4) treatment. This chapter will be devoted to the collection and transportation of mine water because prevention is usually dictated by pre-mining conditions and initial planning, while treatment is variable and highly site specific. A mine drainage system is nothing more than a collection of gathering points (sumps), machines that impart energy to the fluid (pumps), transportation ducts (pipes), and control devices (fittings, valves, etc.). A pump does not pull the fluid up the suction pipe; atmospheric or external pressure pushes the liquid up the suction pipe to the pump. All references in this chapter will be to centrifugal pumps, due to their popularity for mine drainage. PUMP CHARACTERISTIC CURVES The performance of a pump is plotted on a graph as an indication of its characteristic. To develop the data points, a test facility similar to that shown in Fig. 1 is established. The calibrated Venturi meter is used to measure quantity, the Bourdon gage measures pressure, and the wattmeter measures power input. Various discharge pressures are obtained by throttling with a gate valve in the discharge pipe. Quantity and power are measured at each of these pressure levels, giving the necessary data for plotting the characteristic curves. Fig. 2 shows a typical characteristic curve for a centrifugal pump. Notice that pressure is measured as so many feet of vertical water column above the outlet level, or head. Knowing the quantity (in gallons per minute), head (in feet), and power input (brake horsepower), the pump's efficiency can be plotted based upon the following relationship:

The objective of this research by the Bureau of Mines was to determine the technical feasibility and associated pilot data for drying minus 1/4-in coal with microwave energy at a frequency of 2.45 GHz. The drying data were obtained experimentally on three coal types: bituminous, subbituminous, and lignite. The experiments were performed with a custom-designed conveyorized microwave oven having a continuous power capability of 12 kW. Drying efficiencies near the theoretical maximum of 1.54 kg of water per kilowatt hour of energy input were achieved for two coals and two sizes; overall drying efficiencies averaged 77 pct.

The development of an expanded cement product represents a major advance in the technology of roof control systems. Such a product is gaining recognition as a valuable tool in today's cost- conscious coal mines. The National Coal Board's Bretby Research Lab, in conjunction with Polement Ltd., developed the first lightweight cement for use in the mines of the United Kingdom. The product, Aqualight, is a low-density (about 12.5 PCF) cement with a typical compressive strength of about 19 p.s.i. The final product increases in volume by approximately 15 times its dry powder volume. Aqualight gels in about 2 minutes, becomes self-supporting in 15 minutes, and fully cur& in 24 hours. When subjected to a load, the "cells" within its bubble structure collapse so that the product gains in density and compressive strength while retaining its integrity. Traditional methods to contain and support roof fall cavities through cribbing and blocking are both dangerous and labor-intensive. Aqualight represents a significant advantage over such traditional methods. It is non-toxic, non-cmbustible, and very easy to install. Aqualight can be pumped to the worksite from re- mote locations (as much as 600 feet), thereby reducing danger to men and equipment. Addition- ally, the strength of the cured product can be varied by adjusting the expansion ratio and resulting density. A compressive strength of 150 p.s.i. can be obtained in this manner. Although primarily designed to fill cavities resulting from roof falls. Aqualight has found a wide range of applications in mining industries around the world. In addition to cavity- filling, Aqualight has been used for ventilation stoppings, fire stoppings and emergency fire control, backfilling between arches and the roof and ribs, and backfilling of old workings. Since its recent introduction into the United States. Aqualight has been used by MICON SER- VICES, INC. to fill several roof fall cavities along headgate entries. In all cases, the cavities were contained and the longwall moved through without problems. Roof Pall cavities along main haulage entries and at shaft/slope bottoms have been successfully filled. MICON has also installed Aqualight as backfill material around arches. A current major project is the installation of trial ventilation seals using Aqualight as an alternative to traditional block and mortar construction. Pending MSHA approval, MICON anticipates the use of Aqualight in the construction of both ventilation seals and stoppings. In addition to new construction, Aqualight can be employed to repair stoppings damaged by roof convergence and floor heave. In labor savings alone, this is very attractive for remote stopping repair. Among the many other uses of Aqualight is the backfilling of old auger holes, which will support the highwall and allow access to coal re- serves which are presently sterilized.

The Bureau of Mines is investigating the fundamental behavior of electric arcs in electric furnace operations. The electric arc is a poorly understood phenomenon. If the arc in a steelmaking furnace can be more carefully controlled, it should be possible to increase heat transfer to the melt, reducing both electrical and acoustical noise. As a first step toward a better understanding of the are, voltage and current signals from operating furnaces were analyzed. The results of the initial analysis show that instrumentation used in monitoring and controlling furnaces, such as meters and strip-chart recorders, gives incomplete or erroneous information to the operator and therefore leads to less than optimal control. Advanced instrumentation and analysis techniques, such as the waveform analysis used in these investigations, can improve the understanding of operation and the control of electric furnaces. This report describes the instrumentation and the numerical analysis methods used and compares these methods with standard metering and recording techniques.

Several short color films describing new technology developed through Bureau of Mines research are available on a loan basis. The films review results of Bureau research programs aimed at aiding the minerals industry by increasing mine productivity, ensuring worker health and safety, and enhancing minerals recovery, processing and recycling. Most of the films are available in a choice of for mats: 16mm film, ½" VHS cassette tape, or ¾" U-matic tape. The films are loaned by the Bureau of Mines free of charge; borrowers are requested to pay only the return postage and for any damage to the films. All titles are also available for purchase in 16mm or videotape formats. Originally, the term solution mining applied to a dissolution, washing, or "brining" of soluble salts such as halite (common table salt), potash or trona. After the mid-sixties, however, the definition has been expanded to include heap and dump leaching, in-place (in situ) leaching, removal of oil from tar sands, extraction of sulfur from deep wells by the Frasch process and the recovery of metalliferous solutions from geothermal sources. Solution mining is also known as borehole, non-shaft, or chemical mining; the extraction of soluble mineral values from a variety of ores using appropriate solvents and chemicals. Solution mining frequently involves chemical changes; for example, copper usually goes into solution as copper sulfate, gold and silver as a cyanide compound, and uranium as a sulfate or uranyl tricarbonate. The valuable constituent is removed from the solid body of the ore by mass transfer to a aqueous solution.

The strongly skewed grade distributions and the need to estimate the local recoverable reserves in a selective mining environment are the two problems that Ordinary Kriging (OK) cannot easily handle. With the recent introduction of the nonparametric, distribution-free technique of Indicator Kriging (IK), the above problems can be solved. This paper describes the results of performance evaluation of IK in an open-pit gold-silver deposit. For performance evaluation, the predictions of local recoverable reserves using IK were compared with the actual reserves based on blast hole information. The IK estimator, although a bit optimistic, performed very well in predicting the total recoverable ounces of gold from each panel on a test bench. The OK estimator was also used to try to predict local recoverable reserves, by treating each panel as either waste or ore, depending on the panel's average grade. Under this criterion. OK was found to be very biased and pessimistic.

Many subsidence researchers in the U. S. have developed new empirical function methods to predict subsidence, or attempted to validate some empirical functions developed by foreign researchers for use in the U. S. An attempt is made in this paper to develop a new empirical function to predict a surface subsidence basin due to longwall mining. In the U. S., the emphasis of empirical methods for the subsidence prediction over longwall panels has been in large part on determining the profile functions for the major cross-sections of a subsidence basin. In this approach, the surface monuments are usually laid out along the major cross-sections and thus, the subsidence profiles developed are restricted for subsidence prediction along the major cross-sections. However in practice many monuments or surface structures for which subsidence prediction for damage evaluation is required, are not laid out along the major cross-section of the basin. In such cases, it is difficult to get either the empirical profile function for the cross-sections where these structures are located or to predict their subsidence based on the profile function developed for the major cross-sections. Therefore, there exists a strong need to develop a subsidence basin function with a reasonable degree of accuracy, which can be determined or confirmed by the data of scattered monuments on a surface basin. The same subsidence basin function can also be used for prediction of subsidence for any arbitrary points over a longwall panel. In 1982, He (1) proposed the clastic theory, for which he developed the basic differential equations describing the movement and deformation of overburden due to underground mining, and performed the selection of best solution for the equations. He found that the Weibull dietribution is the optimal solution. The Weibull distribution has three parameters that vary to fit the subsidence profile so well that the profile function derived from it provides a high degree of accuracy in subeidence prediction. Underground coal mining has been active within the East Mountain property since the mid 1950's. As a result, coal from two seams has been extracted within large areas allowing surface subsidence to occur. Monitoring of subsidence annually, began in 1981 using on the ground conventional monumentation, surveying and photogrammetric monitoring. The data collected has shown the time benefits of photogrammetry and the relationship between observed subsidence and the geometry of the mined out area below.

The past decade has witnessed an unprecendented proliferation of groundwater computer models. Some of these numerical models were developed for the purpose of simulating groundwater movement in mining environments and predicting inflow rates into active mines. However, a general acceptance of these models as routine planning tools by the mining industry has been slow. Until recently, the major use of these models in the industry is by consultants. There are several reasons that have contributed to this situation. Some of these factors - include scarcity or non-existence of an appropriate data base information required for executing these models, the difficulty and costs involved in acquiring data, and the fact that the instructions for using these models are often too involved and time consuming. Today, however, the state-of-the-art technology has been advanced to a level where numerical models can be routinely used to simulate and predict inflow rates into active mining environments. Such environments include highly fractured (longwall) and deforming flow media. Features integrated into these comprehensive and yet easy to use models are double-porosity-pressure, multiphase, and non-darcian flow conditions. This paper reviews the role that computer modeling has played in mining-related operations by presenting several case studies and the state-of-the-art tools currently in use. Included will be some of the practical field applications that have been compiled during the past decade.

The presence of elements, minerals, or chemical compounds in materials at very low concentrations is becoming a constantly increasing concern for several segments of the Industry. Some trace elements or chemical compounds may be considered as hazardous, some are simply considered as undesirable In complex processes where they could be constantly recycled and end up as the major factor of decreasing quality for some valuable products. In some other cases, the presence of a trace element or mineral may be highly desirable because of its economical value: precious metals are falling into this category, they probably were the first trace elements to draw our attention. Tremendous quantity of money is spent for analysis at the trace level, also the analytical "tool" has been considerably improved during recent years, but still the sampling aspect of the problem remains obscur for many, and because of it, large quantity of analytical efforts become meaningless. Not only the absence of sampling strategies is badly affecting the representativeness of a large majority of samples, but furthermore for the same reasons, many laboratories are failing In their endeavor to prepare reliable standard reference materials. The reason of this failure has its roots in the unability to estimate effectively the sampling characteristics of the element, mineral, or compound of interest, not to mention the unability to perform precise and accurate complete analysis, so essential for the instrumental analyst (1). In this paper a strategy to perform a better sampling operation is recommended. SELECTION OF A PROBABILISTIC APPROACH AS SOON AS PRACTICALLY POSSIBLE It Is essential to differentiate probabilistic sampling from non-probabilistic sampling. As Illustrated in Figure 1, the sampling operation Is a selection process which could be performed In two different ways: I. A probabilistic selection process according to which all elements of a lot of material to be sampled are submitted to the selection with a same probability of being selected. 2. Surface resistivity techniques were used at four field sites to monitor changes in apparent resistivities with variations in soil moisture content in the vadose zone. Apparent resistivity values were correlated with gravimetric moisture contents from soil samples taken at each site. Tensiometer readings were taken at two sites and correlated with the results of gravimetric moisture contents and apparent resistivities. Moisture at two of the sites was added by extensive watering; rainfall events were monitored at the other two sites. A recharge event at a dewatering program was monitored at a fifth site. A Ghosh-Koefed multi-layer computing algorithm was used to derive true resistivities from bulk or apparent resistivities. An automated data acquisition system was developed to measure resistivity changes and to process the data in the field. These studies are the first to evaluate measurement of moisture migration in clay rich soils using surface resistivity techniques. Results indicate that surface resistivity techniques readily measure changes in moisture contents in the vadose zone in clay rich soils. Correlation of apparent and true resistivity values with gravimetric moisture contents is more complex and requires additional research.

M.S. Azun I have many objections to the content of the author's paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV's) such as semivariogram function ?(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [1 N-hy*(h) = 2(N h) i21 {Xi-Xi+h}Z, h=0, 1, N-1] where N is the total number of samples, Xi is the sample value at the i - th location, X i+h is the sample value at the i +h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2,…., up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author's paper, one can employ any fitting techniques, such as curve fitting, or any ar¬bitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author's practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV's. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV's. There are a lot of problems for modeling of onedimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. ? Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity. ?
