"The 1980s have proven extremely difficult years for many resource-based organizations. Mining companies have learned how to weather the negative effects of inevitable economic cycles. However, with some notable exceptions, such as gold mining companies, the mining industry has faced a broader and deeper round of cutbacks than any experienced since the 1930s. Downsizing has been a major issue for many mining companies as they have faced the need for dramatic staffing cost reductions in the recent past.The continuing current rapid rate of change in technology and the marketplace, coupled with increasing merger and acquisition activity, will provide an on-going need for some companies to face major reorganization. This inevitably will involve down-sizing activity in some instances.Given this scenario, it is worth reviewing the industry's past experiences to identify approaches and techniques that could prove of value in handling a future staff downsizing challenge. This paper is based upon a downsizing consultant's experiences with the mining industry and other sectors, and highlights what appear to be key staff reduction planning and process issues.Planning for DownsizingA review of companies' downsizing activities of the last few years reveals four key activity stages which need to be addressed to ensure a successful transition. These stages are:1. organization planning;2. developing cost reduction strategies;3. implementing downsizing; and4. building for the future.A business situation that is severe enough to require drastic staff cuts typically affects all aspects of a company's operations. Most mining companies have reviewed cost efficiencies in many operational areas. However, these reviews often have been short term in focus . As a result, some companies have experienced multiple downsizing; each event a response to an immediate economic threat. This has sometimes resulted in an unstable organizational environment, with severe stresses on staff morale and productivity.In the long term it is more efficient and less stressful to the organization to adopt a more comprehensive and longer-term strategy. Especially in capital intensive mining operations, it makes sense to review all areas of business activity, not just staffing."

"This paper presents an overview of Alberta Oil Sands Technology Research Authority's in situ oil sands recovery project at its underground test facility near Fort McMurray. It covers the rationale for horizontal wells drilled from tunnels below the oil sands, the tunnel layout, the drilling program, and the recovery process and facilities. INTRODUCTIONThe Alberta Oil Sands Technology and Research Authority (AOSTRA) has constructed an Underground Test Facility (UTF) in the Athabasca oil sands deposit in northern Alberta, approximately 50 km northwest of Fort McMurray (Fig. 1). The facility initially is to serve as an underground laboratory from which to field test new approaches to in situ recovery of the bitumen (oil) in the Athabasca deposit.The UTF employs mine access to get at the effective exploitation of an oil reservoir. It does so, however, under conditions considerably more difficult than those faced by most other applications of the technology. Because of the unconsolidated nature of the McMurray formation, the development of drilling chambers directly in the reservoir would be prohibitively expensive. Further, mobilization of the extremely viscous bitumen requires intensive steam stimulation with the attendant concerns of large, complex well completions and potentially hazardous operations Over-all, the oil sands presents mining, drilling and operations challenges which push the technology to a new state-of-the-art. The UTF as it now exists consists of:• a 20 000 ha lease with all-weather road access;• 925 m of 5 m by 4 m tunnels in the limestone 15 m below the oil sands at roof depth of 178 m below the surface (Fig. 2);• two 3 m diameter steel lined shafts to a depth of 213 m;• administration and sur face mine support facilities from which to operate the UTF (Figs. 3 and 4);• underground piping systems to transport drill fluids, steam, produced fluids and services to and from the future well heads underground (Fig. 5);• surface steam generation and production handling facilities (Figs . 3 and 4).• a drilling rig and auxiliary systems specifically designed to drill long horizontal wells into the oil sands from tunnels in the underlying limestone (Fig. 6);• an experienced staff to engineer and operate the facility (Fig. 7)"

"Continued emphasis on water and energy conservation with less operator attention has created a need for more sophisticated cooling tower controls. A joint Betz/ASARCO project has produced a computerized water parameter controller and automated pumpless feed unit. Interfacing the unit via radio modem to the operator control room computer allows real time system status monitoring. Incorporating SPC principles to monitor and regulate all pertinent parameters yielded enhanced water control. This paper described the system design and present the results of a six month trial.BackgroundReducing operating costs and better manpower utilization are two of the largest concerns confronting maintenance managers today. At the ASARCO plant in Amarillo, a trial has been initiated to prove that it is possible to accomplish both of these objectives by using automated cooling tower control. The system is being adapted from a unit that was designed for continuously operating cooling towers in refineries and power plants by Betz Equipment Systems Division, a subsidiary of Betz Laboratories, Inc. The System l3000™ is designed to continually monitor conditions in the cooling system and to provide adjustments to the chemical balance for corrosion and deposition control. At Asarco, the unit was installed on the Rodline cooling system which operates on an intermittent basis.The primary justification for this project is to reduce costs of the five cooling systems in the plant. Current procedures require an operator to make visual checks every two hours on the five cooling towers as well as run lab tests on the water to insure proper treatment levels. This manpower can be better utilized by controlling the towers and collecting all the data available at one central location, in this case, the boiler house."

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

The New York City Department of Environmental Protection (DEP) is currently building City Water Tunnel #3 beneath the city. The purpose of this tunnel is to improve water distribution to the city and to allow the DEP to inspect the older tunnels and make the necessary repairs. These older tunnels have been in continuous operation since the early 1900's. Construction on the Third Tunnel is planned in four stages. The Nelson Street Shaft, which is the focus of this paper, is part of the second stage.

Mine Development Associates, Inc. was formed in March of 1987 to provide mine engineering assistance to the mineral industry. To be competitive with other firms, Mine Development must be able to provide quick and accurate ore reserves and mine plans for clients. Commercially available mining software was necessary for Mine Development to assist the client. This paper describes how Mine Development chose mining software, the time involved in getting up to speed, and several case histories of how the software is used. The case histories discussed include: * 3,000,000 ton gold deposit in Nevada. * 5,000,000 ton gold deposit in South Dakota. * 1,000,000 ton gold deposit in Australia. * +100,000,000 ton gold deposit in Nevada. * 25,000,000 ton carbonate deposit in California.

Over the past several years, computerized financial models have been an important part of Newmont's strategic planning process. Two applications will be discussed in this paper: a general purpose financial model of Newmont, and a detailed operational/financial model of Magma Copper Company. Newmont?s general purpose financial model was developed using Lotus 1-2-3. It was designed to aid management in assessing the financial consequences of investment and financing decisions associated with long-term strategic planning by simulating the consolidated effect from individual transactions. Not only is the model capable of assessing the sensitivity of specific decisions to changes in the external economic environment (i. e., commodity prices, interest rates, inflation and exchange rates), it can also evaluate the effect from operating and financial decisions, including changing production levels and cost structures at individual operating units as well as simulating several types of transactions, including equity and debt issues, acquisitions and divestitures. The analysis of Magma Copper Company required the development of a detailed operating and financial model of the Company. The model was developed using IFPS in the corporation?s UNISYS (then Burroughs) B7900 mainframe computer and included separate pro forma financial statements for each of San Manuel-Pinto Valley's mines and concentrators, as well as Magma's smelting and refining operations. The outcome of this analysis was the decision to merge Magma Copper and Pinto Valley Copper Corporation, and to recapitalize the new corporation in order to provide funds for a retrofit and expansion of its Arizona smelter and expansions of its refinery and SXEW facilities.

The subject of mine fires is a very wide one. To give reasonable coherency, the paper concentrates on the behaviour of fires in the ventilated airways of mines; spontaneous combustions are not considered. The following topics are considered in some detail: 1) Material selection: Performance requirements for mining materials in terms of flammability and smoke/fume production; methods of test and need for relevance to mining conditions. 2) Fire growth: The influence of material properties and method of use on the rate of growth of fire in a mine roadway; the influence of ventilation, slope, material orientation, proximity of walls and roof on fire behaviour. 3) The fire in the ventilation network: The influence of fire on the ventilation distribution; the circulation of fire products in the network. The influences of these topics in determining fire control strategy are then considered but topics such as fire detection and fire extinction methods are not reviewed in detail. An extensive Bibliography on papers relating to mine fires is included.

The U.S. Bureau of Mines is studying the effect of supercritical water, at 400' C and 3,500 psi, and subcritical water, at lower temperatures and pressures, on mixtures of minerals and metals to determine the possible applications of water at high temperature and pressure for processing these materials. This research was conducted using a flow-through bench-scale system. Copper-bearing minerals studied were chalcocite, chalcopyrite, covellite, and cuprite. In general, mixtures of copper minerals and pyrite reacted to form bornite. Intermediate phases formed were chalcopyrite and digenite. Similar reactions occurred between pyrite and metallic copper. A mixture of chalcopyrite and pyrite was inert in supercritical water'. The reaction between cuprite and metallic zinc yielded metallic copper. The cuprite was reduced by hydrogen generated by the reaction between metallic zinc and water. None of the reactions occurred exclusively in supercritical water, but also occurred in water at high temperature and pressure below the critical point. 'Experimental results did show that a dual-reaction process, consisting of solid-state diffusion and fluid transport, was occurring.

So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives.Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring?It is these questions which I wish to discuss in this address.There is nothing new about change in the mineral industry, it has been happening for thousands of years and it will continue as long as civilisation exists on earth. One type of change is economic and we are all aware of the rises and falls which occur in the prices of metals and minerals (Figure 1). When these have happened in an orderly manner, and could be predicted and planned for, it has been possible to take advantage of the benefits and minimise ill-effects, but when they were sudden and precipitate, and could not be predicted, the consequences were serious. The extreme example, of course, was the oil price shock of the 1970s which had such disastrous effects on industry and society.Other types of change are social, cultural and political. They have all been important in recent years and will continue to be so in the future.But it is technological change which may well be the most important because its effects are profound and irreversible, and alter irrevocably the way in which we live. So in discussing the mineral industry in a changing world I will talk specifically about technological change.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, staurolite, and emery, increased in 1987. The increase was, in certain cases, because the materials were used in nonabrasive applications, such as the increased use of tripoli as a filler and special silica stone material as a special-purpose crushed stone. The increased use of garnet as a blasting media accounts for most of its growth. Production and sales of garnet were at a record-high level in 1987. [ ]

The intensive use of computers for mineral application at Serrana's phosphate mine in Jacupiranga, State of Sao Paulo, Brazil, began in the late seventies. The early hardware and software available are described in sufficient detail to allow comparisons between that solution and the new one, based on a personal computer and a new software package - PC MINE SYSTEM from GEMCOM SERVICES INC - that provides full color graphics capabilities plus mine design and planning tools. The process needed for adaptation to the new technology' and its impact on SERRANA S.A. DE MINERACAO are described. Finally, future enhancements to the System and mine control and planning are focused.

Fifteen years after it was created to help cope with a growing worldwide mineral shortage, M&M is ceasing publication. In its place will be a bright, new publication called Minerals Today. Like its venerable predecessor, Minerals Today will be a bimonthly magazine that reports on recent trends and issues in the minerals and materials industries. It will be the Bureau of Mines' most frequent periodical presenting an overview of the entire field of minerals and materials.

A thermohydrodynamic computer code has been used to simulate dust explosions. For sulphide dusts, the thermodynamic predictions are used to investigate the effect of dust concentration, mineral content and inert materials as well as the quantity of sulphur dioxide produced. It was found that the amount of oxygen available for the explosion is very important and that the dust concentration which gives maximum explosion pressures is obtained at zero or slightly negative oxygen balance values. The sulphide minerals were found to have the following explosibility sequence: pyrrhotite, pyrite, chalcopyrite, sphalerite, covellite, chalcocite and galena, which is in agreement with mine experience. The results show that theoretical calculations can be used to predict explosion pressures and toxic gases produced by a dust explosion and therefore they can assist in the design of protective measures .

Eight mines in canada and three in Australia were visited between September 1987 and Februacy 1988. All mines had encountered problems with sulphide dust explosions and had introduced defence mechanisms to prevent or limit the extent of these explosions. Techniques included dispersion of limestone by various methods, use of water foggers, placing of water and inert stenuning in blast holes, and removal of settled dust to prevent secondary explosions. The techniques were evaluated and it was concluded that certain practices should be modified or discontinued as they were of little value in preventing dust explosions.

Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread-sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin. Computerized search Computerized search approaches represent crude first attempts at letting the computer design the blend. Unfortunately, the blends found by these programs are very often less satisfactory than those developed manually. The way these techniques work is that they design, according to some predesigned pattern, a number of different blends and then quickly evaluate them. It is then straightforward to select the best from this sample set. The quality of the results depends on the number of blends designed, the way they differ from each other (the search procedure), the number of sources available, the number of quality specifications, and the severity of the specification limits. Good results are usually obtained for small, simple problems. At best, the results obtained are inconsistent from one blend to the next. Programs of this type are advertised in the mining literature. They usually mention how many different blends are evaluated, making it clear that this is more than can be tried manually. Expert systems Expert systems use a source of information known as a knowledge base. The knowledge base, usually a set of if-then rules, attempts to reconstruct the deductive reasoning process of an expert in some job capacity. For coal blending, the usual trial-and-error process has an easily recognized pattern of rules that are followed to try to find a better blend. By following these rules, it is possible to home in on the best blend without the exhaustive search required by the previous method and without the manual manipulation of the spreadsheet approach. The use of an expert system accomplishes this. One of the rules may say something like "if BTU is out of spec, then add more in the blend from a source having a high BTU and subtract some from a source having low BTU." In other words, it goes through the trial-and-error process. The process continues until all specifications are achieved and can continue further to try to optimize the cost. Of course, less simplistic rules are also needed. One set of rules would determine maximum changes in the tonnage added or deleted to the blend or from any one source. Other rules would be needed to determine which quality to improve if two or more are out of spec. At this level, the process of building the knowledge base provides the engineer with a deeper understanding of his or her own thought processes. The advantage of obtaining better blends is clear for this approach. Two more advantages should also be apparent. One is that it follows the same common sense logic that is used when doing the blends by hand or by spreadsheet, making it easy to understand. The other is that, like the search procedure, it designs the blend rather than just analyzing manually designed blends. Thus, it has all the good features of both approaches discussed thus far while providing improved results over each. A final advantage is the ease of use and ease of development. The expert system shells that are on the market are very easy to use and can be run on microcomputers. Linear programming Linear programming is an algebraic tool that solves a set of linear equations to yield an optimal solution to a problem. The optimal solution is based on the linear model so the results are only as good as the ability of the linear model to accurately portray the reality of the problem situation. It is fortunate for the coal blending problem that a linear model can be devel¬oped that reflects exactly the problem that is required. Unfortunately, the mining industry has been slow to use this tool. Coal blending applications available that use linear programming take one of three forms. The first, requiring exper-

Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects). Finnish mining traditions date back 400 years. The country was then one of Europe's major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.
