A mine's productivity can be significantly increased by using physical and chemical methods to increase the bulk density of newly mined coal. Increases in coal bulk density allows greater amounts of coal to be placed in ships, barges, railroad cars, trucks, shuttle cars and scoops. Increased bulk density can help increase productivity by increasing throughput of container-based, materials-handling systems. Small, easy-to-achieve changes in mining operations are required to obtain the increased productivity. This article deals with chemical methods used to increase coal bulk density. The results and discussion are based on experiments performed in the laboratory. Research at the University of Kentucky using a chemical method shows that an increase of about 15% in bulk density can be achieved using typically small quantities of commercial reagents. This increase in bulk density can produce a proportional increase in the productivity of a mine.

BACKGROUND Diesel exhaust is an animal carcinogen, although evidence of the carcinogenicity in humans is "limited". (World Health Org. , 1989) Of the eight cohort studies in the 19808, five found an increased risk for lung cancer among workers who may have been exposed to diesel exhaust (RR from 1.3-1.5, SMR from 101-132). (Howe, et al., 1983) Only two studies accounted for smoking indirectly. Of the ten case-control studies in the 1980's, eight reported increased risk of lung cancer among those populations purportedly exposed to diesel exhaust. (Benhamou, et al. , 1988) All but one of these adjusted for smoking and other occupational exposures. The odds ratios ranged from 1.2 to 2.1. In two of these studies, miners experienced a two to three fold risk. (Benhamou, et al., 1988) Bladder cancer has also been linked to diesel exhaust in cohort and case-control studies. Excesses of approximately 50% were observed among truck drivers in studies by NCI. (Hoar, et al., 1985) In the National Bladder Cancer Study, risks for truck drivers rose with duration of employment. A study by NIOSH in Ohio also found an excess of bladder cancer among truck drivers, particularly among those with 20 or more years of employment. (Steenland, et al, 1987) Despite the large number of studies in which the relation between diesel exhaust exposure and lung cancer has been examined, exposure to diesel exhaust has been quantitatively estimated only in the studies of railroad workers and truck drivers. (Woskie, et al., 1988) The excess lung cancer risk experienced by workers in these two occupational groups was modest, ranging from 40 to 90% for those with long-term employment. However, diesel exhaust exposure among railroad workers and truck drivers is lower than that seen among miners. Several markers of diesel exhaust have been utilized in these studies. Diesel exhaust is a complex mixture of particulates, vapors and gases. One group of these gases, the nitrogen oxides, react with polynuclear aromatic hydrocarbons, forming mutagenic and possible carcinogenic nitrated derivatives. (World Health Organization, 1989) For this reason, and because it is easy to measure and analyze, NO, was frequently used as a marker of diesel exhaust exposure. As part of the Garshick (Garshick, et al., 1988) study of railroad workers, Woskie measured NO, exposures of 477 railroad workers. Intelligent manufacturing involves intelligent, product-directed systems that facilitate the on-line, real-time generation of an improving product process cycle. A first step in the journey relates to self-directed systems which have the ability to reason and create their own processing paths in response to varying product and process conditions encountered during the process. This paper discusses an application of self-directed process control in the manufacture of graphite-epoxy laminated composites. An Air Force team involving researchers and production personnel have caused the development of a system now in use at the Air Force Logistic Center at McClellan Air Force Base in Sacramento CA. The paper discusses results and lessons learned in the process of trying to speed the implementation of research efforts which show significant potential of improving the product quality in less time and at less cost

An accurate knowledge of Interactions among mineral particles and between such particles and dissolved and precipitated species Is Important in developing efficient separation processes. In this investigation interactions in Florida phosphatic clay waste, that are relevant to dispersion and selective reagent adsorption, the two main prerequisites for selective flocculation, were studied. Initial studies with artificial slimes, consisting of pure clay and phosphate minerals, showed dispersion of artificial slimes to be relatively easy. The problems that were encountered during selective flocculation of the artificial slime were due to unselective polyacryllc acid adsorption on clay, which was caused by the presence of multivalent calcium ions on the exchangeable cation positions on the clay surfaces. This problem could be solved by exchanging calcium for sodium, which reduces the interaction between the polymer and the clay surface. This procedure, however, was not successful for mineral mixtures. Natural slimes were found to be much more difficult to disperse. This was attributed to the presence of cementing materials such as humic substances and Ai and Fe (hydr)oxide precipitates. Selective removal of these cementing materials resulted in good dispersion and partial separation. Further increase in separation of natural slime is likely determined by the presence of calcium on the clay surfaces, as was found for the artificial mixtures.

One of our War Plants processed Bolivian concentrates as low as 17% Sn by the Arnhem process (pressure leach with HCL) and sent the waste acid down a ditch to Galveston Bay where the chlorides, mostly iron, hydrolyzed. Oyster men, and Texas, demandedimpoundment until a disposal process could be developed. A recycle process found by lab work was recommended, piloted and a plant built. This involved cementation of As Sb, Cu, Bi and Ag on light moving scrap iron and of Sn & Pb on Al turnings (then not recyclable), evaporation and crystallization of hydrous FeCl2, roasting crystals in a muffle furnace and absorbing HCI for reuse. The residue from leaching the low grade concentrates was floated to remove undissolved sulfides, classified and passed over sand and slimes tables to get a smeltable concentrate, a discardable sand tail and a slimes tail worth treating After desliming at 2 micro meters cassiterite, oxide flotation gave good, lab results; but commercial equipment wasn't adequate then. Chloride volatilization, with or without smelting gave high recoveries of Sn as SnCl2, whose marketing was questionable. I have heard this was finally fluxed and smelted.

It has long been recognised that Australia can benefit substantially in an economic sense from its rich resource base. The significant resources of the Gippsland Basin are a good example of the wealth of this nation. As cited in popular debate, Australia must value-add to its natural resources to ensure its long term economic prosperity. The significant oil, gas and coal resources of the Gippsland Basin have provided the Strategic Research Foundation with the basis for two major research and development initiatives ensuring the long term economic development of the Basin and Australia. The gas and coal reserves of the Basin together with the area's extensive history in electricity generation provide the rationale for establishing Ceramic Fuel Cells Ltd. A consortium comprising Australia's leading industrialist - BHP, State energy authorities and the Nation's major research and development organisations, has formed Ceramic Fuel Cells to undertake and manage research, development and commercialisation of solid oxide (ceramic) fuel cells which convert fossil fuels directly to electricity with greater efficiency and less pollution than existing technologies. The oil and gas resources of the Basin together with the valuable experience of the operators in recovering these resources, have provided the impetus to investigate the feasibility of a Marine Engineering Research Centre. The commercially oriented research, education and training objectives of the Centre are well supported by the leading industrialists in related industries.

Experiments were performed under batchwise wet grinding conditions with dolomite mineral. The vibration signal was received by an accelerometer and transmitted to a mini-processor. The signal was first stored on a digital tape recorder (OAT) in voltage format during the grinding tests. The original signal was then re-sampled and converted into data format for IBM or compatible personal computer by a digital oscilloscope. The root-mean-square (RMS) and power spectrum was estimated on the time-domain vibration signal. A partial correlation analysis was applied to the frequency-domain signal to detect the non-zero correlation between the frequency bands and the operating parameters. A multiple stepwise regression was used to locate the key frequency bands for describing a particular operating parameter. After vibration analysis, the operating parameters in grinding, for example, the mill speed, the powder filling, the pulp density, the pulp temperature and the particle size were found to be strongly correlated with a few frequency bands. The grinding process could therefore be monitored using the vibration signal.

In less than two years, Stratmin has discovered, explored, developed, financed and put into production by open pit, a large graphite mine. The deposit, hinted by airborne electromagnetic survey, was discovered in September 1987 through various ground geophysical surveys, diamond drilling and trenching. The open pit started production in February 1989, feeding a nearby leased mill at Notre-Dame-du-Laus (Quebec), having a processing capacity of 400 tons per day. A new 1,000 tonne per day mill was built at the mine site, in Lac-des-lies (Quebec) and began production in April 1990. The Lac-des-lies graphite operation is currently one of the largest of its kind in the world. Mine and mill facilities are operated by Stratmin Graphite, jointly owned by Stratmin Inc. (75%) and Imetal-France (25%), a wholly owned subsidiary of Imetal (France). From initial exports limited to Japan and United States, Stratmin Graphite is now exporting in fourteen different countries, attesting to the very high quality of its products, with grades ranging from 92% to 97% carbon. Among the numerous graphite deposits discovered in Canada, Stratmin Graphite Inc. has emerged as the leader and virtually the sole crystalline graphite producer in North America, operating on a continuous basis.

Now the size and precise chemical nature of the particulate must be known and controlled In addition to it's ?mass. Processors of metallic materials have to implement stricter control practices and more efficient control equipment to meet the new regulations. Pulse-Jet dust collector systems are being used to control particulate emissions from various process gas streams. Pulse-jets :are also being used for maintaining a healthy environment In the workplace. this paper will discuss the impact of these regulations, the control techniques used to comply with such regulations, and the equipment needed for compliance.

Remote control for mining machines ordinarily means the operator is not seated on the machine, but is located within direct view of the machine and work area Thus, remote control operators are exposed to the hazards of roof/rib falls and dust/methane explosions. The U.S. Bureau of Mines has developed a method to disassociate remote operators from these hazards. Off-board, computer-based "tele-operational" systems are utilized that station the operators one-hundred meters or more distant from the working faces. Details are provided for tele-operated systems for thin-seam extraction and haulage equipment in highwall and deep, room-and-pillar coal mines.

This Information Circular presents the MULSIM/PC system of numerical modeling computer programs developed by the U.S. Bureau of Mines. This system consists of four programs: PREMUL, the preprocessor or mesh generator; MULSIM/PC, the actual numerical modeling program (number cruncher); MUL3D, a three-dimensional postprocessor; and MUL2D, a two-dimensional postprocessor. These programs were specifically designed to operate on IBM-compatible (MS-DOS-based) personal computers for easy transfer of this technology to the mining industry and academia. MULSIM/PC uses a subvariation of the boundary-element method, namely, the displacement-discontinuity technique, for linear-elastic geomechanical analysis of mine plans in one or two parallel underground tabular deposits. Results calculated by this technique include stresses and displacements as they relate to changing mine geometries and materials. In addition to describing the MULSIM/PC program and its features, and providing a detailed example model, this report also documents the associated preprocessing and postprocessing programs that are part of the MULSIM/PC system. User's guides for all the programs are contained in the appendixes following the main report.

Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). Coating thickness control is typically difficult with touch-up solders for galvanized steel, and corrosion properties and abrasion resistance are sometimes poor. This paper reports on progress in ILZRO-sponsored research to develop an improved touch-up solder. Encouraging results were achieved in torch soldering trials with zinc-tin based alloys. Mouldability and coating thickness control were achieved over a practical working temperature range in which the solders consisted of a viscous mixture of solid primary zinc phase particles in a liquid zinc-tin eutectic matrix The mouldability was dependent on the microstructure of the starting material, and optimum structures could be obtained through control of casting solidification rates and/or by the addition of small amounts of copper. Hardness and preliminary corrosion test results showed potentially good mechanical and corrosion behaviour. The absence of toxic materials ensures environmental friendliness. Comprehensive performance testing is continuing on selected experimental zinc-tin-copper touch-up solders.

The technology for the extraction of zinc from zinc residues, such as zinc ashes, drosses and metallurgical flue dusts, by way of ammonium chloride solutions is well established, at least at the laboratory and bench scale levels. (3, 4) Zinc is soluble in ammonium chloride solutions in the form of zinc diammine chloride. Its solubility depends upon the concentrations and temperatures employed. The procedure and the equipment required are simple, and they can be applied either to small or large operations. As a by-product, zinc diammine chloride is produced with extremely low impurities in quantities which are stoichiometrically proportional to the zinc removed. The technology has been applied experimentally to galvanized steel residues. The dezincing results, including removal performance, energy and reagents required, and by-products are summarily presented in this paper.

This paper examines and compares the role that chemical speciation plays in the environmental aquatic toxicity of two metals - copper and arsenic. Copper is shown to have well-understood chemical speciation equilibria, but poorly known species toxicities. Arsenic presents the opposite case, with unpredictable speciation in aquatic systems, but is relatively easy to evaluate toxicologically. Speciation is not currently incorporated into Water Quality Standards. This can have a major impact on the cost of environmental containment and cleanup.

The Marine Minerals Technology Center has taken advantage of recent price and performance .improvements in PC hardware and software to upgrade its seismic acquisition system. In the past, single channel, high resolution, seismic data was displayed on an analog plotter and stored on tape. Associated navigation data was logged by hand or on a chart plotter. The navigation and seismic data were synchronized with time so that they could be cross referenced. The Center's new system uses PC's for the acquisition of both seismic and navigation data. Off the shelf software products were purchased for each task. Elics Delphl performs the seismic acquisition and processing, and GeoResearch, Inc. Geolink provides the navigation interface. A navigation string is sent from the navigation PC to the seismic PC via an RS232 line. This string consists of a time and location fix, as well as speed and heading data. The navigation string is then imbedded in the header of the seismic record. The Geolink software is capable of monitoring other devices in addition to the GPS used for positioning. Device inputs are attributed to the location data to provide easy construction of a navigation GIs. Currently the Center is logging fathometer data along with the navigation. As a result, a map of bathymetry along the tracklines can be available shortly after completion of the cruise.

This investigation (Bowles, 1990) involves consideration of technology utilized by three separate fields of metallurgy and materials science: 1) The recovery of metals employing the use of solvent extraction, 2) The fabrication of materials using powder metallurgy, and 3) The use of composite materials in fabrication of engineering materials. The research considers each of the processes in order to realize the benefits of each. In light of the fact that materials have an intended use -it does seem plausible to simplify the process required between "mother earth" and final use. For instance, a primary copper producer that already employs a solvent extraction and electrowinning process could produce value added products directly. Part of the existing extractant flow could be diverted into a pressurized hydrogen stripping process in order to produce specialty composite powders. Innumerable methods have been employed for the recovery of metals; solvent extraction, the one considered in this study, was used due to the possibility of it providing a pure powdered metal. The use of solvent extraction in the recovery of metals has gained wide acceptance and its use proves beneficial in many applications (Ritchey and Ashbrook, 1984). Pressure hydrogen stripping of solvent extractants may provide the benefit of flowsheet simplification compared to conventional solvent extraction followed by electrowinning. It may also provide the benefit of direct production of high purity metal powder (Demopoulos and Distin, 1985).

Develop a cost-effective diesel aerosol sampler that can be used by industry and regulatory agencies to determine the diesel exhaust aerosol concentration in mine atmospheres. The sampler must be easy to use, wearable by mine personnel, compatible with current personal sampling protocols, and inexpensive. Approach The University of Minnesota (University) and the U.S. Bureau of Mines (USBM) have developed and tested a prototype diesel exhaust aerosol sampler. The sampler, however, was complicated and expensive to fabricate. Consequently, the USBM redesigned the sampler to simplify both manufacturing and use, and the sampler was evaluated to ensure equivalency with the prototype. Background The National Institute for Occupational Safety and Health (NIOSH) has recommended that "whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration." In addition, the U.S. Mina Safety and Health Administration (MSHA) has been directed by an advisory committee to establish a diesel exhaust aerosol standard and regulations to minimize exposure to diesel pollutants in underground coal mines.

The acid rain legislation has passed into law. This new law has caused the power generation community to investigate alternative methods to obtain compliance with the new legislation. One thing all of the power companies have concluded is the answer is not easy. Do we switch fuels to burn all low sulfur compliance coal? Maybe possibly only partial desulfurization by means of a dry sorbent system? Or, finally, maybe a wet scrubber system? Whatever the choice, the power community needs to investigate all of the alternatives. In 1988, ICF Kaiser Engineers, Inc. (ICF KE) responded to a request by the U.S. Department of Energy for the engineering development of advanced physical fine coal cleaning. ICF KE responded and was awarded a contract to conduct a multi-task program to develop an advanced flotation system to eliminate pyritic sulfur and retain as much energy as possible. ICF KE assembled a team that included members of industry, academia, and industry research organizations to conduct this multi-task program. The program includes sixteen (16) tasks. This team had personnel to help solve some of the anticipated problems and to provide industry prospective on the viability and commercial potential for any concepts proposed. The primary team consists of a major coal producer, Babcock and Wilcox, Eimco Process Equipment Company, and Virginia Polytechnic Institute and State University.

"It is generally acknowledged that Canadian and foreign-based mining companies are spending relatively fewer dollars in Canada and more dollars abroad than was the case not many years ago. It is common to see the Canadian tax system being fingered as one of the causes in this shift in direction. However, if one takes the time to peel away the surface of our tax system, and to probe a little deeper into its substance, it will be found that the Canadian taxation of mining is generally quite competitive. IntroductionCross-border shopping in the mining industry? - Absolutely! Economics 100 teaches that dollars are votes in the capitalist system, and mining companies are going to cast their limited number of votes where they can achieve the highest return at the least risk. The Canadian consumer knows that taxes are a major factor in cross-border shopping, and mining company executives know that the same tenet holds true in their industry. Unfortunately, mining operations are subject to such a bewildering array of tax rules that making an intelligent decision is not always an easy matter.Statutory Tax RatesConsider, for example, the ""statutory"" tax rates shown in Table 1. (Statutory tax rate in this table refers to the simple sum of federal and provincial tax rates on profits as specified in the tax legislation.) Looking only at the total statutory tax rates (such as 66070 for Manitoba) , one might quickly observe that the Canadian mining industry is subject to a truly onerous tax regime, especially as compared to the United States where statutory tax rates can be in the 34% range."
