How often does one hear that a recent feasibility study was not a success? Alternatively, when scope of the feasibility study was sent out to tender there was a large discrepancy in tendered prices. If the tendered prices were to be compared to the consumer market, for instance the purchase of a car, where the concept is transport in a controlled and safe manner, prices vary by large factors, but then so do the specifications. In the case of a feasibility study, prices should be within a tighter margin as the tenderers are all quoting against the same concept and specification. Why do these discrepancies occur? Price discrepancies will in every likelihood be attributed to two main factors; one, the perceived amount of work and two, the ability of the bidder to carry the risk associated with the feasibility study. It is, therefore, important that the scoping of the feasibility study covers the detailed requirements as clearly as possible stating what level of accuracy is required. The feasibility study is one of the first activities in the life of a project. The study, like the project it is investigating, is subject to the constraints of time, cost and quality. Its primary objectives are to demonstrate the viability of a project within the outlined scope and constraints.

The Mt Lyell Mine at Queenstown, Tasmania was re-opened in 1995 by Copper Mines of Tasmania Pty Ltd, a wholly owned subsidiary of Mt Lyell Mining Co Ltd. The re-opening followed over 100 years of copper and gold mining at Mt Lyell. Major changes in practice were implemented across the site. Preventing further damage to an already disturbed environment was a major priority. Sublevel caving, at a lower cut-off grade, replaced open stoping for the deep underground mining. Development and later stoping are handled by a contractor, National Mine Management Pty Ltd, in the largest underground contract awarded at the time. Large scale sublevel caving was new to Mt Lyell and not widely practised in Australia, requiring studies and systematic development of the method, particularly in drilling and blasting. Rehabilitation and upgrading of mine infrastructure have been and will continue to be a challenge. The mine has, since 1995, returned to being a stable producer with potential for growth.

Steel mill electric arc furnace dust is a RCRA listed hazardous waste and its treatment and/or disposal are regulated by a complex set of rules. These regulations were originally established to encourage recovery and recycling of valuable components. For EAF dust, the more valuable constituents include zinc, lead, cadmium and iron. In fact, current trends are in the opposite direction, as the regulations have complicated the ability to commercialize new treatment technologies and created substantial roadblocks and liabilities for processors. As a result, almost half of the EAF dust generated in 1997 will be landfilled. The problems are compounded by difficult processing requirements, less than sterling examples of technology development and mechanical and operating problems. This paper explores some options to simplify the processing requirements and thereby easing difficulties in commercializing new technologies and expediting the recycling of recovered metals. Dust processing usually includes a simple step followed by two complicated steps. The simple step is fuming of heavy metals away from iron and other residues. The complex steps are (1) separating and purifying the heavy metals and (2) upgrading the iron residue. The first complex step can be simplified by producing an intermediate product that is amenable to processing by zinc refiners. This route benefits from the currently underutilized (by dust processors) resource offered by refiners, who have experience in and existing processes for separation and purification of zinc-based heavy metals. Various processes and their associated product options are reviewed and compared. Future directions for dust processing developments are suggested.

New developments are taking place in the recovery of gold from leached pulps that are based upon the adsorption of the metal cyanide species onto ion exchange resins. Despite the success of several resin-in-pulp pilot plant operations in the Western World and large-scale plants in the former Soviet Union, the process is yet to gain recognition as a viable alternative to the carbon-in-pulp process. An experimental research program has investigated the use of a variety of different types of resins for the recovery of gold, but to-date no resin studied has the desired properties of high selective loading capacity for gold cyanide and a simple inexpensive elution procedure. In addition very little is known concerning the physical strength of resins and their ability to resist shattering due to osmotic shock during cycles of adsorption and elution. The ability of ion exchange resins to enhance the leaching of refractory and re-adsorbing ores has not been investigated. This paper highlights the necessary factors that need to be addressed before commercialisation of ion exchange technology for gold extraction is feasible.

In May 1991, a New Mitsubishi Continuous Copper Smelter Line started operation at Naoshima. Recently, it has been continuing steady operation and one and a half year campaign life has been achieved. In 1996, new records of on line time, the amount of copper concentrate treated and copper anode production were achieved. 1t proves the superiority of the process with respect to pollution control, energy efficiency, flexibility and easiness of the operation and over all economy including off gas handling cost. Furthermore, .plans are underway to prolong the campaign life for two years and to improve the process efficiency. This paper describes recent operation, improvements, and a future capability study.

Acquired by Teck Corporation in 1990, the White Earth project, located in southwestern Colorado is the largest titanium resource in the U.S. Teck Corporation has conducted geologic, reserve, mineral processing, pre-marketing, and environmental baseline studies directed toward the economic feasibility of producing titanium pigment. The White Earth project is situated in a 31 km2 alkalic-carbonatite complex intruded into Precambrian granite and metamorphic rocks about 570 million years ago. A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

A physical (water) model based on particle image velocimetry (PIV) has been constructed at UC Berkeley. The PIV technique enables the use of water modeling to quantitatively characterize the fluid flow behavior in the mold during the continuous casting of steel, in a whole field sense, i.e., section by section. A method to obtain e\e time-averagevelocity (TA V) vector maps was developed by averaging 40 instant aneous vectc -r plots revealing the time average features of the flow. Another benefit of TAV vector maps is the ability to compare with present mathematical models, which are mostly based on the time-average technique. Bifurcated submerged entry nozzles (SEN) with ports inclined at various angles to the horizontal were used in the modeling to study their effects on the flow inside the caster. Argon was also introduced into the model to simulate the influence of argon injection on the metal delivery from the tundish into the caster. The bubble sizes and distribution (in specific sections) of argon were characterized, at the same time, by the imaging system of the PIV. This will allow for validation of current mathematical models that were developed to simulate argon injection in casters. Comparison with results calculated by the commercial finite element package FIDAP is also presented.

One third of the world's and most US kaolin is produced from Late Cretaceous and Early Tertiary sedimentary strata in Georgia and South Carolina. The kaolin is part of a belt extending to Arkansas of aluminous lateritic deposits, including bauxite. Original sediments were profoundly altered by chemical weathering during Early Tertiary time. Mining exploits those uncommon deposits where extreme leaching and chemical recombination have produced a clay of nearly pure mineral kaolinite. . Its whiteness, brightness, fine particle size, platelet shape, surface chemistry, and chemical composition make kaolin an important pigment, filler, extender and chemical compound in the paper, paint, plastics, ceramics and catalyst industries.

With new lightweight designs, spirals have become standard equipment in coal preparation plants worldwide. To their credit, spirals typically show very low coal losses to the refuse stream under most operating conditions. However, spirals do tend to separate at cut points in excess of 1.80 S.G. Attempts to obtain lower cut points have typically resulted in coal losses to middlings. Middlings retreatment with secondary spirals is therefore becoming common place. Other forms of retreatment with water-only cyclones, hydrosizers, and recirculation have been attempted with some success. This paper reports on a novel (Patent Applied For) approach to retreating spiral middlings m a heavy-media-cyclone circuit.

INTRODUCTION Spent household dry cell batteries are frequently disposed of with metropolitan wastestream (MSW) in landfills where they can leak due to handling or aging. Frequent rain and sun cycles, especially in tropical environments, coupled to the action of leachate, dissolve their metal constituents which will eventually reach rivers, lakes and underground water. It is well known that some of these metals are fundamental to sustain life and that is why living organisms concentrate them through their metabolism, but it has been also recognized that beyond specific limits they can definitely be deleterious to the environment. In other words, high concentration of heavy metals are proven to cause chronic or acute diseases and toxic reactions, by acting on mammals' kidneys, liver and nervous system. In addition, some metals frequently used in household batteries, as mercury and cadmium, are said to be carcinogenic (Landis et al. 1995, Silva et al. 1988). Occasionally, plants to treat MSW are coupled to compost production. Household batteries present in MSW can be dragged into these plants, contaminating their products and eventually reaching vegetables making them not proper to consume by people and animals. Alternatively, batteries are also conveyed to incinerators and burned, throwing into the atmosphere volatile species. These can either act as contaminants as toxic vapor species or be delivered by winds and scavenged by rains contaminating soils and water far away from their source. In conclusion, despite the treatment applied to MSW, one can say that battery residues are potentially environmentally hazardous. The careful assessment of the environmental impact caused by residues of household batteries it is not an easy task and it can be referred as a multivariable problem. First, many different household batteries are produced by industry and the potential environmental hazard associated to their disposal depends primarily on the type of battery and manufacturer's technology. In October, November and December, teachers at the National Science Teachers' Association (NSTA) area conventions were lured to visit the Minerals Education Coalition (MEC) booth by the promise of free rocks, video tapes, and literature on earth science topics. Teachers were content to stand in lines that at times took as much as an hour and a half to progress through the exhibit. Adding to their interest was the opportunity to converse with people from the minerals industry who were staffing the booth. The MEC was formed by a group of associations and companies in the minerals industry. They felt the need to educate the public about the current-day minerals industry and how it affects everyone's life. The American Institute of Mining, Metallurgical, and Petroleum Engineers, Inc. (AIME) underwrote the major expenses of exhibit space and exhibitor services at all three conventions in 1997. SME members have been active in staffing and chairing the NSTA exhibit booth. But they represented only about one-third of the volunteers for the booth. Additional volunteers were drawn from local minerals companies, associations, interested teachers and other support groups. (See donors list on page 64.) In 1997, the conventions were held in Pittsburgh, PA, Denver, CO and Nashville, TN. The local SME GEM Committees chaired Pittsburgh and Denver and The Rogers Group Inc. supplied the chairperson in Nashville. Each exhibit relies on a local committee to plan and run the booth. Support is available from the GEM Projects Coordinator at SME headquarters. Usually the chair of the committee is drawn from the local SME membership. It is easy to see why the MEC booth is so popular. Free literature, videos, posters, workshop packets and rock specimens were handed out to about 5,500 science teachers at the three sites. Feedback from the attending teachers was overwhelmingly positive: "Who do we thank for these great materials?" Some of those great materials included Caterpillar's outstanding donation of Common Ground videos and teacher packets for Pittsburgh, Denver and Nashville for every teacher expected to attend. Placer Dome sent enough What's a Mine coloring books and It Comes from a Mine activity books for teachers at all three sites. Newmont supplied all teachers with an excellent poster describing gold processing. Women in Mining Education Foundation had plenty of its classroom activity handouts. The American Coal Foundation provided a list of its educational materials that are given out free to teachers who request them on school letterhead. The National Mining Association had its Facts About Minerals and Facts About Coal available. US Borax provided the funding to reproduce the NMA black and white posters that were published as inserts in Mining Voice magazine. In addition, each site had other materials chosen by the local committees to round out their selections. At each exhibit site, committees raise between $8,000 and $12,000 in cash donations from industry to support the high overhead of producing this exhibit. Usually, there are between 12 and 18 different rock specimens representing a range of mineral ores from aggregates to the metal ores. The committee arranged to have these donated (along with the freight charges to ship them to the site). Literature is also donated by the industry. It covers a diverse spectrum from basic information on rocks and minerals to posters, flow charts, videos and coloring books. Other donations include storage space before the event, haulage of items to the hall and door prizes. These exhibits could not have been staged without the network of SME Local Sections and the able chairs and committees at each site. At this time, credit should be given to their extensive donation of time and effort.

Two key elements in the design of a pastefill or high density backfill system are the preparation of the backfill material and its distribution underground. This paper examines these two areas. Owing to the essentially impervious nature of total mill tailings, preparation of pastefill and high density fill from current tailings involves a physical dewatering process. There are currently three methods available for this process: Vacuum or pressure filters. These represent the ætraditionalÆ approach to the preparation of pastefill. Paste production storage mechanism. This is a thickening/storage mechanism developed with the specific objective of producingpaste/high density backfills. Fluidization. This system utilises silos fitted with simple dewatering devices and nozzles. Recently developed by CANMET, it provides the simplest and most economical approach.This paper describes and compares the three preparation methods, from a practical and an economic point of view. Once the pastefill/high density fill has been prepared and binder added, the backfill must be distributed underground into the stopes. A fundamental factor in the design of a distribution system is the rheology of the material. No two materials will exhibit the same properties, and a sequence of rheological and related testing is required prior to the completion of the design of the underground distribution system. This paper covers the testwork normally required and discusses the fundamental design parameters of pastefill distribution systems. The final section of this paper summarises the use of pastefill at three mines in Canada.

The purpose of this paper is to demonstrate how the Computational Fluid Dynamics (CFD) technique can be an attractive approach to evaluate the performance of face ventilation systems. To present the capability of the CFD for such a study and for design purposes, a series of simulations using CFD have been performed at the Department of Mining Engineering, University of Kentucky, for different face ventilation arrangements (e.g. different scrubber geometries, brattice (curtain) and continuous miners locations, airflow quantities, etc.). Results from these simulations are displayed as three dimensional graphs and discussed. Needs for the field validation of these results and refinements of design methodologies are also discussed.

Successful relationships between mining companies and local stakeholders are now an essential part of the social contract of “doing business” (Prescott, 1995). The methodology presented in this paper is designed to assist mining companies in understanding and building relationships with diverse stakeholder groups. The methodology starts by recognizing that mining projects have a natural life cycle which can be used to identify when new external affairs strategies are required. In designing an external affairs strategy, the first step is to set objectives that are compatible with the overall objectives of the mining project. The management team then identifies the main stakeholder groups and seeks to understand the priorities and inter-relationships of the individual stakeholders. The result of this stakeholder analysis is an understanding of the Degrees of Influence of each of the stakeholder groups along with a relationship map which illustrates the strong interactions between stakeholders. The company is then prepared to take a proactive approach to building relationships with the primary stakeholders. This methodology was developed by BHP to assist with the federal government environmental approval process for the development of Canada’s first diamond mine. BHP has successfully used the methodology in three different phases of the NWT Diamonds Project and is now applying the methodology to mining and development projects around the world.

"Medium Voltage (MV) metal clad switchgear is referred to as the voltage class from 2.4 kV to 38 kV. Technological advances in circuit breaker designs over the last 20 years have given rise to retrofit options in lieu of complete replacement for older outdated circuit breaker technology. This paper examines the four MV breaking techniques that exist in industry and investigates various retrofit versus refurbish options for switchgear modernization and life extension. IntroductionThe life extension and upgrade of medium voltage circuit breakers is becoming an increasingly important issue in today’s modern industrial facilities from both a reliability and safety standpoint. Unscheduled downtime, loss of production, and plant safety issues are just some of the concerns that need to be addressed with aging switchgear. A thorough examination of the available breaking mediums allows an informed decision to be made when the time comes to assess equipment performance. If you look back over the history of medium voltage breakers, you will find that there have been four breaking techniques developed and widely used:• air magnetic;• minimum oil;• vacuum; and• SF6.Many facilities that were constructed 25 to 30 years ago relied on air magnetic or minimum oil circuit breakers in their distribution systems. At the time, these were the only “tried and tested” options and they afforded good service. Since then, however, newer technology has given us the vacuum and SF6 mediums which have both proven their reliability and monopolized the market. All the methods have their particular place in industry and what follows is a summary of the advantages, disadvantages, and chronological development of each breaking technique."

The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

"High strength aluminum matrix composites were prepared and studied using as reinforcement newly developed nearly mono-dispersed a-alumina single crystal particles each of which has a regular polyhedral shape. The composites were formed by centrifugal casting using aluminum casting alloys (Al-Si and Al-Cu-Mg) as the matrices, followed by heat treatment. The volume fraction of the alumina particles was as high as 60%. The same matrix composites reinforced by conventional crushed fused alumina particles were similarly prepared as the reference. The bending strength and tensile strength of the Al-Cu-Mg matrix composites reinforced by the novel alumina particles of 10 µm in average diameter are as high as 1020 MPa and 560 MPa, respectively, which are higher than those of the conventional alumina composites. Furthermore, the bending strength of the novel alumina composites degraded less than that of the conventional alumina composites after thermal fatigue tests. The number of cracks in the matrix seemed to influence the thermal fatigue property because many cracks were observed in the conventional alumina composites, whereas only a few cracks were observed in the novel alumina composites. This was confirmed by SEM observation of the sample composites before and after the thermal fatigue tests.IntroductionAluminum matrix composites strengthened by dispersed reinforcements are of interest for various applications due to their improved properties, such as high specific strength and stiffness, wear resistance, etc .. A large number of investigations have been made concerning fabrication processes and properties of these composites. With regard to the fabrication processes, powder metallurgy has been well-known as a solid phase process, and recently many liquid phase processes such as a compocasting, a squeeze casting, the Lanxide process, and the Osprey process have been studied and developed.(1)"

Teleoperation is one method by which an operator can remotely control and monitor a vehicle. The operator monitors the status and progress of the remote vehicle by watching the video transmitted from one or more cameras which are mounted on the vehicle. In the case of an LHD, it will be fitted with three cameras. For a twin-boom Jumbo, four cameras are mounted on the drill, three of which will have remote pan, tilt, 15x zoom, focus and lens cleaning controls. The advantage of teleoperation is that an operator can stand in the drive and send the remote vehicle around a corner, completely out of sight and still clearly see what is happening. This means that an LHD returns with a full bucket and a Jumbo can be operated from a safe distance. Standing in the drive teleoperating vehicles, exposes the operator to passing traffic including the remote vehicle. There are two solutions to this problem. One is to equip the operator with a Nautilus æBuddyÆ jacket which will help to protect them from all vehicles. The other is to move the operator into a safe room or area, away from the fumes, the noise and the traffic. In this comfortable, less stressful environment, the operator will be more productive and less likely to accidentally damage the vehicle. The operatorÆs æsafeÆ room does not have to be a formal control room, it can be any area which has AC or DC power available and is large enough to contain a chair and a 1.5 m x 0.75 m table. The æsafeÆ room can be on the surface or underground, it does not matter to the operation of the Nautilus Equipment. If the LHDÆs, trucks, locomotives, etc are automatically guided from origin to destination, the operator is free to operate several vehicles at a time, performing only those tasks which are too difficult for a computer to do by itself.
