PART 1 APPLICATION AND TERMINOLOGY 1.1 Supplements Other Requirements – The Instrument supplements other continuous disclosure requirements of securities legislation that apply to reporting issuers in all business sectors. 1.2 Evolving Industry Standards and Modifications to the Instrument- Mining industry practice and professional standards are evolving in Canada and internationally. The Securities Regulatory Authorities will monitor developments in these fields and will solicit and consider recommendations from their staff and external advisers as to whether modifications to the Instrument are appropriate. 1.3 Application of the Instrument -The definition of “disclosure” under the Instrument includes oral and written disclosure. The Instrument establishes standards for disclosure of scientific and technical information regarding mineral projects and requires that the disclosure be based on a technical report or other information prepared byor under the supervision of a qualified person. The Instrument does not apply to disclosure concerning petroleum, natural gas, bituminous sands or shales, groundwater, coal bed methane or other substances that do not fall within the meaning of the term “mineral project” in section 1.1 of the Instrument. 1.4 Mineral Resources and Mineral Reserves Definitions - The Instrument incorporates by reference the definitions and categories of mineral resources and mineral reserves as set out in the Canadian Institute of Mining, Metallurgy and Petroleum (the “CIM”) Definition Standards on Mineral Resources and Mineral Reserves (the “CIM Definition Standards”) adopted by the CIM Council on November 14, 2004, as amended. 1.5 Best Practices Guidelines for Mineral Resources and Mineral Reserves - A qualified person classifying a mineral deposit as a mineral resource or mineral reserve should follow the CIM Estimation of Mineral Resources and Mineral Reserves Best Practice Guidelines adopted by CIM on November 23, 2003, as amended. The urban environment presents special challenges for the design and construction of earth retention systems. Complications arising from difficult subsurface conditions are compounded by the presence of urban infrastructure and existing and prior construction. The proximity of adjacent structures as well as intense prior use can cause special concerns including the potential for archeological artifacts or contaminated ground or ground water. Utilities and structures may be particularly vulnerable to the effects of ground movement, dewatering and vibrations. Difficulty of access, congestion and limited work areas may severely restrict means and methods of construction. Dewatering may be limited or prohibited because of concerns for disposal of clean or contaminated water, depletion of aquifers, drawing of contaminants to the site or dewatering induced settlements.

"6.1. INTRODUCTIONThis chapter comments on some of the more common types of agreements related to property examination and acquisition, other than the farm-in/joint venture agreement or common undertaking, which is dealt with in the next two chapters. Many of the comments made in Part IV of Chapter 4 apply equally to any such agreement. In addition, many of the comments in Chapter 8 and the examples in Volume II are most certainly relevant to many other types of agreement.6.2. RIGHTS OF FIRST REFUSAL1A right of first refusal is a right that obligates an owner to offer his property, or an interest therein, to the holder of the first right if the owner intends to sell or otherwise dispose of it. It may be triggered either by the owner wishing to offer his property for sale or by receipt of a bona fide offer to purchase his interest from an “outside” third party. The mechanics and procedures to implement a first right should be set out clearly in the agreement, and their basics are the same, whether the first right is a stand-alone document or is part of an acquisition agreement.2Rights of first refusal are common in agreements to permit some control over the disposition of an interest and there they can be a valuable provision. However, some explorationists feel that they are also a good stand-alone agreement to have while a property is being evaluated to decide whether or not it is worth optioning. The reasoning is that such an arrangement will tie up the property to allow a quick look and, if the property looks interesting, the balance of the term of the first right will give an ample exclusive period of time to negotiate with the owner and settle an acquisition agreement. In addition, the explorationist is protected by the first right if the owner decides to negotiate a deal with another party."

"The rapid developments in computer vision and computational resources are creating new possibilities for the use of machine vision systems for industrial control. A number of commercial image analysis systems exist, and research into improved measurements of froth performance is ongoing. An integral part of the implementation of these systems is the validation of the relationship between image analysis measurements and flotation cell performance. This paper discusses the factors affecting concentrate flow and presents the results obtained from one such system with respect to its ability to estimate the flow of concentrate from a flotation cell.The relationship between froth flow speed and the rate of recovery of concentrate from a flotation cell was investigated on two industrial operations, both processing PGM (Platinum Group Metal) bearing ores. Results are presented that show a relationship between froth flow speed and concentrate yield."

Lead-tin solders are commonly used in electronic packaging due to their unique combination of electrical, chemical, physical, thermal and mechanical properties. Since it is known that lead and lead containing alloys cause great environmental concern and health hazards it is necessary to replace lead in solder materials. Besides the environmental concerns new technologies in electronic packaging require new and improved solders. In most cases the new solders will consist of ternary or quarternary alloy systems, the main component will be tin or indium and the second element could be bismuth, silver, copper and gold and to improve certain properties a third element will be added. For a third element zinc, nickel, antimony and aluminum can be considered. This report will concentrate on solders containing zinc as an environmental safe element.

Laminated ceramics have received widely scientific and commercial attention because their properties, such as mechanical properties and electrical properties, can be tailored by adjusting the structure, thickness and composition of the different layers. For example, ferroelectric Bi4T13O12 (BIT) which has a positive temperature coefficient of dielectric constant (TE) can be used to modify the negative of typical microwave dielectric ceramic BaNd2Ti4O12(BMT). However, BaNd2Ti4O12/Bi4Ti3O12/BaNd1Ti4O12 (BNT/BIT/BNT) laminated ceramics could not be prepared by the general method because the optimal sintering temperature of BaNd2Ti4O12 ceramic (around 1350°C was much higher than that of Bi4Ti3O12 ceramic (around /1100°C). in this research, a new method of spark plasma sintering (SPS) combined with post-sintering was successfully proposed to prepare BNT/BIT/BNT laminated divided proposed to prepare ceramics. It was divided into three steps. In first step, the BaNd2Ti4O12 ceramics were prepared by conventional sintering method. In second mop, the calcined and pre-pressed Bi4Ti3O12 powders were sandwiched between BaNd2Ti1O12 ceramic pellets and spark plasma sintered at 900'C for 10min to synthesize BNT/BIT/BNT composite ceramics. In the last step, a post-sintering was employed to reoxidize the partially reduced BNT/BIT/BNT composite ceramics. The results of scanning electron microscopy (SEM) and electron probe mircoanalysis (EPMA) showed that BNT layer and BIT layer were well bonded and no significant interfacial infiltration between them was observed. The sandwiched BNT/B1T/BNT ceramic with 10.7% BIT in volume has a dielectric constant of 92.8, a low dielectric loss of 0.0068 and a small temperature coefficient of dielectric constant v/35 ppm/C at 1 MHz.

Gas stirring, simultaneous arcing, chemical additions are some basic steps in the secondary steel making. From tap to team however, there are enough uncertainties and several in-situ decision making required to match the fmal composition and temperature in the given amount of processing time. Currently available control algorithms rely on overall material and heat balance coupled with a self-learning regression based tuning of model constants. In this paper we demonstrate the capabilities of Computational Fluid Dynamics (CFD) in modeling and analyzing the thermo-chemical aspects of secondary Steelmaking. These models take advantage of scientific and engineering advances in computational tools and provide almost real time speed of analysis. This can be a very effective tool for operator training, process debugging and improvement as well as new innovations. A fundamental study was conducted with the purpose of establishing an environmentally sound recovery process for recycling of valuable metals, by combining scraps containing such metals. As an example, direct extraction and recovery of neodymium (Nd) in magnet scraps was investigated by utilizing liquid metal as an extraction medium. It was found that liquid magnesium (Mg) is a suitable extraction medium and can extract Nd from iron alloys with high efficiency at around 1100 K. The newly developed extraction apparatus for Nd is a mechanically simple and static device without moving parts, where the Mg extraction medium circulates due to differences in the temperature inside the reaction vessel. This developed device can simultaneously accomplish continuous extraction of metal Nd from scraps, re-extraction of Mg from Mg-Nd alloy and the eventual recovery of pure Mg. As a result, metal Nd with 98 % purity was directly recovered from magnet scraps under certain conditions. It was also shown that the extraction agent Mg could be reused. The results of this investigation show the possibility of establishing a new process for the direct extraction of Nd in pure metal form without oxidization.

"A hydrocyclone with two vortex finders, named the three-product cyclone, has been successfully tested in the Platinum industry for dealing with the dense chromite found in UG2 ores. This dense component preferentially reports to the cyclone underflow, resulting in an over-ground fine chromite component in the final product. The dense media effect caused by a high chromite concentration in the cyclone feed produces a coarsening of the cyclone overflow, which results in loss of recovery through over-size material in the float feed. The fine barren particles of chromite that report to the overflow are recovered through entrainment in the flotation process, resulting in detrimental contamination of the slag produced from the concentrate.With the three-product cyclone a middlings product has been extracted that has a higher concentration of fine chromite. This volumetric stream flow represents a small percentage of the total cyclone feed and it is thus possible to treat it separately via fine screening to remove the fine chromite from the system and recover coarse silica."

The proposed EU directive on the restriction of the use of certain hazardous substances in electrical and electronic equipment promotes the substitution of lead in consumer electronics to reduce emissions from lead in the end of life phase. In this paper, the consequences of substituting lead in solders is assessed using the Eco-lndicator-99 method for the examples. The base metal production system is considered as an interconnected network modeled dynamically in Simulink 4 and Matlab 6 (Mathworks Inc 2000), where the recovery and production of metal components of the assessed product partially overlap. This approach requires global modeling of metal production processes and mass balances and resulting allocation choices. It also reveals the susceptibility of LeA scores to different choices in the modeling and data availability and uncertainty. Besides the comparison between lead-free and lead-containing solders, other side effects are revealed. Lead is carrier material for the recycling and production of many co-elements in the interconnected production and recovery system. Substitution may have adverse effects such as temporary shortages of other connected metals that are often not considered in normal LeA assessments, thus leading to erroneous results. The suggested approach provides directions for including these external effects and for further assessment of the environmental effects of substituting lead. This paper shows that in order to assess the environmental aspects of metallurgy, dynamic modeling of the total system is required based on the fundamental thermodynamics in each metallurgical reactor, the basis of this dynamic model. With this the true environmental impact of metallurgy can be explained. In the case of lead free solder, it is shown that the mining of substitutes has a very much larger impact.

"4.1. INTRODUCTIONThis chapter, although divided into four parts, deals with only two principal topics. The first briefly describes and discusses some common types of property interests and considerations relating to them and the second deals with entering upon privately owned lands and obtaining the consent to do so.It should be noted that the terms “mining rights” and “mineral rights” are used interchangeably. As so used, they include the right to exploit the minerals and dispose of them for the benefit of the owner/lessee. This is relatively common in common law jurisdictions. In some jurisdictions, the two terms have distinct meanings, with “mining rights” referring to the right to work or exploit the minerals and “mineral rights” referring to the minerals themselves.Finally, it must be mentioned that the comments in the Introduction and §§ 4.2., 4.3. and 4.4. are based primarily upon Ontario law and Ontario’s mining and real property systems of registration. They have been included for illustrative purposes.4.2. LICENCES, CLAIMS, AND LEASESIn most jurisdictions, there are several basic types of interests that can be obtained from the state for mining purposes and that are of interest to the explorationist, as opposed to the operator. Different jurisdictions will have variations of these and possibly some extra ones that will address special purposes or local concerns. In virtually every jurisdiction, privately owned property rights are obtained through negotiation between owner and acquiror.Exploration or prospecting licence. This licence grants to the holder the right to prospect over a large tract of land and the exclusive right to acquire mining claims within that tract for the term of the licence. Such licences are usually negotiated documents requiring a minimum expenditure during the first year (often secured by a deposit or surety bond) and minimum annual expenditures thereafter to continue the licence in force up to its full term. The term will rarely exceed four years. The number of claims permitted to be staked will be limited in some way, possibly as to a maximum aggregate area or a maximum number of claims per annum. It is normal for the holder to have to drop part of the licensed area each year, so that the area shrinks annually, although exploration expenditure requirements will usually increase.These types of licences are usually used by governments to encourage exploration of otherwise unattractive or remote areas, such as the far northern parts of some of Canada’s provinces. They do not grant any real property interest in the area for which they are issued, and they will be subject to any claims or property rights that exist in the area. They are contracts with the state that grant certain exclusive rights in return for commitments to carry out work. They may or may not be specifically authorized by statute."

This handbook describes effective methods for the control of mineral dusts in mines and tunnels. It assumes the reader is familiar with mining. The first chapter deals solely with dust control methods, regardless of the application. It is a brief tutorial on mining dust control and will be of help to the reader whose dust control problem does not conveniently fit any of the mining equipment niches described in later chapters. The subsequent chapters describe dust control methods for different kinds of mines and mining equipment. This includes underground coal and hard-rock mines, as well as surface mines, stone mines, and hard-rock tunnels. Because dust sampling has so many pitfalls, a chapter on methods used to sample dust is included. For those occasions when there is no practical engineering control, a chapter on respirators is also included. Except for those listed as ?future possibilities? in the longwall chapter, the dust control methods described are practical and cost-effective for most mine operators. If controlling dust were a simple matter, dust problems in tunnels and mines would have been eradicated years ago. Unfortunately, most underground dust control methods yield only 25% to 50% reductions in respirable-sized dust. Often, 25% to 50% reductions are not enough to achieve compliance with dust standards. Thus, mine operators must use several methods simultaneously, usually without knowing for sure how well any individual method is working. In fact, given a 25% error in dust sampling and day-to-day variations in dust generation of 50% or more, certainty about which control methods are most effective can be wanting. Nevertheless, over the years, some consensus has emerged on the best dust control practices. This handbook summarizes those practices.

Korea Zinc commenced zinc production in 1978 with a capacity of 50,000 tpa. Since then, continuous investments have been made and resulted in Korea Zinc now being the biggest zinc and lead producer in the world. In the course of increasing zinc production capacity, the company management realized that the company needed a lead smelter to prevent the solid waste disposal problems by treating the lead containing solid waste. This paper begins by briefly stating the objectives and the roles of the lead smelter at Onsan. It describes the QSL process and the TSL process, and further extends the description of the TSL process, through which harmless inert solid waste could be produced for secure final disposal. It is also mentioned that the TSL process plays an important role in the integration of zinc and lead production. Throughout the paper, a positive attitude in handling the environmental issues in the non-ferrous smelting industry is emphasized. Finally, a solution for the solid waste disposal problem in the zinc and lead industry is proposed, with which the environmental issues can be an opportunity rather than a crisis. The current operation at Onsan suggests the future direction of the non-ferrous smelting technology that all of the zinc and lead producers should pursue.

"11.1. INTRODUCTIONA royalty is the most common form of interest retained by an owner who is disposing of his property or by a joint venturer who ceases, voluntarily or otherwise, to participate in the joint venture.1 Rarely does a non-participating party have a direct interest in the property and/or assets of a project, except during the period when a non-participating joint venturer may be having his interest diluted.2 In fact, it is most unwise to permit a non-participating party to have such an interest. It may give rise to significant problems that could prevent or substantially delay the development of an orebody and require a considerable amount of time, effort, and money to correct.3In negotiating a royalty, it is important to be aware that there is no law or convention that says, “You just don’t do that in a royalty agreement.” As with any agreement, inventiveness and flexibility on the part of the negotiator are not just assets, but virtual necessities. It is also for this reason that it is essential to read the royalty provisions, particularly the definitions, fully and carefully, especially if you are the recipient. On the other hand, if your inventiveness and flexibility cause your accountant to question the advisability of one of your ideas, pay close attention to him.4 He will, no doubt, have had experience with many royalties, and no competent professional adviser disparages a client’s ideas without good reason. Besides, he will probably be the person who will be determining the royalty or certifying the determination of it. At the very least, he will be auditing your general financial statements, which must, of course, reflect the royalty determination. Heeding his advice not only may make the determination easier but also will probably save you money in professional fees later on. Nevertheless, do not simply accept his comments or recommendations without understanding what they mean, why they have been made with respect to your royalty agreement (sometimes professionals have comments that they make as a matter of course and, even though they may be valid, you should require them to be justified to you), and how they will affect your royalty determination.It is surprising how many corporate payors insist that their standard royalty provisions5 be used as a matter of policy, thereby effectively tying the negotiator’s hands. It is even more surprising, and to professional advisers frightening, how many of the senior employees who insist that such a policy be adhered to, virtually without variation, do not know what is in the standard provisions and would be hard-pressed to explain them to a property owner. If standard provisions are appropriate, by all means use them, but do allow experienced and sensible negotiators some flexibility and make sure that everyone within the corporation who may have to use such provisions – negotiator and supervisor alike – knows what they contain and why they are as they are. For example, there are often good and convincing reasons to describe a deduction in a certain way or to include a certain specific type of deduction. On the other hand, quite often the answer to the question “why?” is that “it has always been there”; this is, or should be, an unacceptable answer. In any event, if you, as the negotiator, appear to know what you are talking about, are familiar and comfortable with your royalty provisions, and are backed up by your boss with the same words or reasoning, a property owner cannot help but be satisfied that you are knowledgeable, even if he still does not agree with your provisions. Finally, if you do use standard provisions, make sure that they are reviewed and updated regularly."

It is said that the 21st century will be an era of the remedy of the global environment. In order to reserve natural resources for the future and to avoid the dispersion of heavy metals after usage and to avoid pollution problems, it is extremely important to recycle heavy metals as much as possible by reasonable recovery procedures. The nonferrous metal industry is expected to play a important role in the recycling of heavy metals that are originally their products. From the depressed metal price experienced in Japan in 1980'h due to the sudden change in current exchange rate between US dollar and Japanese yen, one of major nonferrous metal company, Dowa Mining, has diversified its business area not only to the so-called down stream, but also to the environmental business including metal recycling, industrial waste treatment and soil remediation by utilizing technologis and facilities once used or still used for mining and smelting of copper, zinc, lead and precious metals. In this paper some of these applications will be presented.

Crystalline silicon solar cells are the most important solar cells manufactured today. This will most probably remain the situation the next decade. The future silicon feedstock is most likely not reject from the production of electronic-grade silicon. There will probably be a more direct solar-grade silicon route, excluding the electronic-grade silicon "detour". Estimated global solar energy demand in 2001 required approximately 5,500 tons of silicon feedstock. This required 65,000 tons of quartz. If the trend continues, the solar energy demand in 2010 would require approximately 30,000 tons of silicon feedstock and 350,000 tons of quartz, although the need for quartz probably will be lower than this. Quartzite has been regarded as the most suitable primary raw material used in the silicon solar cell production chain. This may change as the raw material requirements for the production of metallurgical-grade silicon are most likely to change. In addition, quartz or other silica-containing minerals from other rocks may be of a higher purity or contain lesser amounts of the most harmful elements. This favours increased beneficiation of primary raw materials in the future solar silicon feedstock production chain.

Introduction Zircon is a natural occurring mineral and may exhibit natural low level radioactivity. It contains trace levels (90 to120 pCi/g and 110 to 115 pCi/g respectively or 3.3 to 4.4Bq/g and 4.1 to 4.3 Bq/g) of naturally occurring radioactive uranium and thorium. This mineral is often found in a suiteof minerals (rutile, ilmenite and monazite) Due to the overlap in physical properties of monazite (containing 4–7% thorium) with some of the zircon (slight magnetic susceptibility) it often contaminates the zircon, adding to the levels of thorium in the product. Hazards associated with the products from zircon and its processing is inhalation of respirable dust (generated by milling) containing radioactive uranium and thorium which may cause cancer of the lungs. Legislature regulates the transport, use, workplace environment exposure and storage of radioactive material. In America the general regulation for the unlicensed use of low levels of radioactive materials limits the concentration to 500 ppm (U plus Th). Europe (IAEA) specifies a limit of10 Bg/g (Bequerels per gram) on the parents for transport only which is a higher level of U+Th. Companies selling into these markets need to comply with these regulations and certification is therefore required, not only of the major constituents determining the price, but of the U and Th levels as well. Exceeding the limits for U and Th may result in material being returned to the country of origin. However, for the analyst the requirement is to analyse for these elements throughout the production process as well as the analysis of the ‘tails’ that is returned to the mine area. This requires a wide range of concentration to be analysed. Methods of analysis A wide variety of methods exist for the analysis of U and Th in a range of matrices. (Table I) All these methods have been used with varying degrees of success in terms of accuracy. Overall precision for the different techniques varies from 5 to 25% relative. Time to produce results from these methods vary from a few minutes to several days. The Production Chemist is expected to produce between5 and 10 analyses per hour for process control purposes. A suitable technique that fits this requirement is X-Ray Fluorescence. Both Wavelength Dispersive (WDXRF) and Energy Dispersive X-Ray (EDX) instruments are suitable. X-Ray analysis in general has a few major advantages over competitive techniques. •It is fairly simple to set up and interferences are known and easy to correct •It has multi-element analysis capabilities •Clean spectral lines for U and Th (in zircon specifically) •Uncomplicated and easy to measure background •Low detection limits (3 to 5 ppm) •A very high degree of precision •Sample preparation is uncomplicated and fast (pressed powders and fused beads). "The development of low-cost, rapid multielement analytical techniques has generated large geochemical databases in many exploration programs. When a sampling program consists of several thousand samples, the resulting data matrix is enormous and effective interpretation using all of the elements individually becomes burdensome. However, the application of multivariate statistical techniques can extract geochemical patterns related to the underlying geology, weathering, alteration and mineralization. Imaging the results over topography enhances the interpretation of these patterns. Examples of this approach are shown from mineral exploration programs in Canada and Mexico. IntroductionThere has been a dramatic change in the effectiveness of using geochemical survey data in the past ten years. This is mostly due to:• lower cost of geochemical analysis;• lower detection limits;• new methods of multi-element analysis;• a marked decrease in the turnaround time;and• the intelligent use of computers in presenting geochemical data.Geochemical surveys commonly have two objectives: locating abnormal concentrations of ore-forming or pathfinder elements and characterizing the underlying host lithologies. Geochemical surveys often employ a wide range of sample media that may typically include whole rock lithogeochemistry, various soil horizons, till and basal till sampling, stream sediments, lake sediments, and various forms of weathered regolith. Each of these sample media will exhibit a unique element distribution that must be factored in the interpretation phase of a geochemical survey study. This can become a cumbersome process if univariate data handling methods are employed."
