"The application of automated sampling techniques can help to provide a representative sample of process fluids and slurries that provide data for controlling process, custody transfer and quality assurance and quality control purposes.The automation of sampling provides a more consistent and reliable sampling process and eliminates many of the human-induced errors. Automated sampling can also provide a higher degree of safety in the plant/processing environment as well as better bottom-line results.Automated, fixed volume samplers can provide a very representative sample by integrating many small ‘grabs’ of sample from a process. Automated samplers can be controlled in a variety of ways to optimise the sampling process, including:cycle ratedwell timetotal volume.Properly selected and applied, an automated sampler can effectively isolate the operator from the process fluid during sampling and, to a great degree, during sample container collection.A variety of materials of construction, including seals, are available to handle demanding mining applications. Concentrator plants intake the ore from the mine and produce concentrates by extracting valuable minerals in a succession of process steps. Controlling the extraction process and detecting changes in the process requires updated information on a minute basis. Moreover, due to economical reasons, one must also collect metallurgical samples on a daily basis for monthly reporting.In this paper, we present how slurry samplers were installed in a Cu-Ni flotation plant to accomplish the aforementioned tasks. An on-stream elemental analyser at the plant is used for flotation process control by taking samples from selected process streams. Two process streams, the flotation feed and tail, are also equipped with metallurgical samplers. The metallurgical samplers were designed to have low head loss, be robust and easy to maintain and to collect slurry samples in a reliable way for the metallurgical accounting.Samples were collected by different sampler types and we discuss the uncertainty arising from sampling in the assays. Variographic analysis was carried out on the process data in order to find periodic components in the process, and estimate the correct number of shift sample increments and measurement error components. The metallurgical samplers were proven to be reliable devices with zero downtime and no sanding issues in the main process flows. The pervasiveness of poor sampling practices in and around mineral processing plants could seem intriguing in view of the various documented evidences both for causes and consequences. To this extent, this paper revisits the well-documented but lesser-known fact that failure to care sufficiently about how samples are selected and managed is the mother source of almost all sampling biases. The authors believe that the potentially huge leverage between causes and consequences as well as the diversity of people involved in sampling call for a globally integrated solution rather than for a point solution. Such a globally integrated solution has already been put forward by the AMIRA P754 Metal accounting – code of practice and guidelines (AMIRA, 2007) that inherently requires accuracy to be targeted, measured, reported and managed. Furthermore, always in order to avoid a point solution, several layers of protection against biases must be put in place with each one involving a different ownership whenever possible. This is exactly the role intended by the supervisory bias detection method described in this publication. It is based on the continuous monitoring of the expected value of reduced residuals obtained from statistical data reconciliation conducted in a metal accounting context. The optimisation of a metallurgical plant requires two kinds of sampling systems. The first provides samples to follow process changes, so in due time actions to maintain key parameters within pre-established specifications can be applied. The second provides composite samples at the end of a working shift to demonstrate that valuable constituents sent to the plant went to either a final concentrate or to the tailings in a logical, expected proportion. Contrary to what many experts may claim, these two kinds of sampling requirements are incompatible and cannot be fulfilled using the same sampling systems; this is because the required samples have completely different objectives. A process control sample is an instantaneous sample with increments taken at short intervals, and the objective is to know where the process is at any given time. Excellent accuracy is not a must, however good precision is recommended since a possible process correction may need to be made. Online analysers fed with in-stream stationary cutters or other kinds of in-stream or by-stream probes can do well for such a mission. A composite sample for metallurgical accounting with increments collected over a long period of time, for which excellent accuracy and good precision are both required, must be generated by sophisticated and extremely well-maintained cross-stream sampling stations. The use of process control sampling systems to achieve good metallurgical accounting has been promoted by several manufacturers of sampling equipment around the world; it is a grave mistake that is misleading top management and a practice that should be scrutinised and preferably eliminated. Mechanical sampling provides a definitive value for the product sampled but the results are not instantaneous, meaning that decisions on process control can only be made hours after the sample is taken. Chemicals are added, tailings are sent to waste, stockyards are laid and the data for the decision-making is historical. Online analysers provide instantaneous information, allowing operators to make immediate and cost-saving decisions on the process. However, pending the specific online analysis application, there is a need for reference sampling for dynamic calibration/bias updating of the analysers so that they can deliver the desired precision and accuracy. What would be the economic justification for combining mechanical sampling with online analysis to reduce laboratory costs and provide immediate process control with certainty of accuracy? In 2010, Rio Tinto Iron Ore’s operations commenced the planning and design of a sampling and analysis system for the new 50 Mt/a Cape Lambert Port B (CLB) facility. Current sampling systems at the ports consist of automated robotic, mass-based sampling protocols employed at Dampier, and semi-automated, time-based sampling systems operating at Cape Lambert Port A.The new sampling system at CLB has brought together a fully automated sampling and analysis system utilising time-based sampling, with the capacity to sample ore products of medium quality variation as defined in ISO 3082 (ISO, 2009). The CLB system is required to sample at shiploading rates from 6000 t/h to 13 440 t/h and provide full load-port analysis. The sampling approach is to proportionally extend primary increments (of varying mass relative to shiploading rate) to a standard length using variable speed aero-belt conveyor systems. This enables a fixed number of secondary cuts to be achieved for all primary increment masses and to be delivered to the automated cell. The cell is required to be capable of concurrently processing four individual shipments, each containing multiple cargoes.Achieving the target sampling precision for all export cargo sizes has culminated in the planning, design and construction of the largest automated iron ore port laboratory in the world. The CLB sampling and analysis cell was commissioned in Q3 and Q4 2013. Obtaining a representative sample of bulk materials in process industries is critical to providing valid data for process control and custody transfer (valuation). The accuracy of a sample, that is to say how well the sample represents the material in the process, is directly related to how well the process can be controlled and to how much a product may be worth. Sampling accuracy then is in fact related to bottom line profitability.Sampling theory offers information and equations on how to take a representative sample from a process, however, the actual practice of extracting a sample from the process can be more of an art.Key sampling variables include product specifications such as bulk density, particle distribution, material conveyance, practical sampler location, sampler type and sample frequency and volume/mass.This paper discusses basic sampling theory, sampling methods, types of samplers, how to develop a ‘real world’ sampling system and current manual and automated samplers.Key points include ‘practical precision and variance’, material properties, flow properties, direct sampling versus indirect sampling, sampler types and applications.CITATION:Powalisz, J E, 2014. "The phased application of statistical process control (SPC) infers that processes are classifiable as pre-SPC (or phase zero), phase I and phase II processes, with different objectives being pursued in the different phases. Phase zero processes, defined as processes affected by assignable causes of variation, are characterised as follows: out-of-control with unknown autocorrelation structure having an unknown statistical distribution not performing consistently on target with minimum variability potentially incapable of conforming to the product specifications. The objectives of phase I SPC is to obtain estimates of the mean (µ), variance (s2), probability density function (f(X)) and the autocorrelation structure, as well as transforming the process into a phase II process (defined as a process conforming to specifications and performing on target with minimum variability). As in any other type of research or pragmatic improvement intervention, sampling is required is to achieve these objectives. The challenge of deciding a phase I sampling plan is multifarious since it has to cope with the aforementioned effects of assignable causes and provide for rigour estimates of the unknown parameters. Furthermore, deciding sampling plans in phase I invariably presents a classical catch-22 situation: appropriate sampling is required to determine the autocorrelation structure of a variable, but knowledge of the autocorrelation structure is required to formulate an appropriate sampling plan. There are two discrete aspects to collecting portable X-ray fluorescence (pXRF) data to obtain reliable results and to comply with reporting requirements under the 2012 edition of the JORC Code (JORC, 2012) – sampling method and quality assurance. A robust sampling program is required to obtain representative material for analysis. The appropriate method should be established for a particular project using a small orientation study. A variety of approaches to sampling soils, drill cuttings, rock faces and diamond drill core are discussed. These include using multiple spot analyses, scanning using a single operating beam and the collection of cutting saw pulps. The operator must also be aware of the attenuating effects of analysing through sample bags of different material types for various elements as well as the limitations of current pXRF instruments in reporting reliable data for certain elements. The analysis of the samples must also be accompanied by a quality assurance program in order to generate data that are ‘fit for purpose’. This includes recording X-ray tube resolution on a routine basis, using matrix-appropriate standards for which total elemental concentrations are available, using silica blanks, capturing sufficient duplicate analyses to constrain data precision and obtaining check assays to calibrate pXRF data against laboratory data. Examples of quality control approaches and data are presented. Table 1 of the 2012 JORC Code also recommends that information on instrument make and model, reading times and calibration be provided in any reporting of pXRF data. To this should be added information on operating mode and temperature, software version and moisture content of the samples. A robust sampling methodology with a suitable quality assurance/quality control program should produce pXRF data of sufficient quality for public reporting purposes, provided that the data are presented using appropriate cautionary language and adequate supporting information.CITATION:Arne, D C and Jeffress, G M, 2014. Sampling equipment manufacturers endeavour to ensure that the mechanical equipment installed in sampling systems are designed and manufactured to adhere to the requirements of the International Organization for Standardization (ISO) or other standards relevant to the application. The mechanical parameters necessary to achieve these standards can be well controlled and requirements such as constant speed can be met through good mechanical design and engineering. However, when the equipment is installed and put into operation, the ISO compliance of the system is out of the hands of the equipment manufacturer and handed to the operator, who may be a generalist control system integrator.Making a sampling system perform according to standards, and being able to monitor and report on compliance require that the sampling system knowledge and the control integration is combined and applied in an integrated approach. Using a dedicated library of control routines developed for sampling can change a system from having compliant equipment to being a compliant system. In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. RISKGATE, an Australian Coal Association Research Program-funded (ACARP) initiative, has been designed to assist the Australian coal mining industry in improving minimum standards for safety performance, efficiency, operating practice and training. The online system is innovative in that it is built upon a foundation of industry expert knowledge gathered through action research workshops, which is further supported by a broad array of industry, academic and technical resources. In operation, RISKGATE offers a continuum for knowledge transfer and communication of current practice in risk identification, assessment and management in the coal mining industry. The primary mission of RISKGATE is to focus industry attention on prioritising control management as a way to achieve acceptable risk.A Coal Mine Tailings Dam Module has recently been added to the RISKGATE suite. The key risk, or initiating event, associated with coalmine tailings dams is catastrophic failure of the dam, leading to the release of tailings and water. This can occur due to geotechnical instability of the dam itself or of its foundation, overtopping and erosion of the dam, and piping failure of the dam itself or of its foundation. Coalmine tailings dams are also prone to seepage into the foundation and through the dam, particularly during operation when large volumes of water are discharged with the tailings. The most significant risk associated with seepage is the release of potentially contaminated water to the environment. Contamination can take the form of elevated salinity, acidity and dissolved metals. Run-off from coalmine tailings can cause erosion and can also potentially contain contaminants. Desiccation of the tailings surface can result in dust generation and dispersion.The paper presents the background and context of the RISKGATE project, the need for the addition of the RISKGATE Coal Mine Tailings Dam Module, and a description of the developed module, including the five initiating events considered, their causes and associated preventive controls, and their consequences and associated mitigating controls. Mining ‘as usual’, until the most recent decades has resulted in limited landform planning and a general lack of mine waste landform design. Material characterisation, mine planning and dedicated professionals undertaking these tasks were rarely available or in place at the majority of mines. This has led to landform instability, erosion, sediment and poor quality water emanating from mine landforms. In many cases rehabilitation and reclamation failed and these sites have ‘landform features’ that are difficult to relinquish or leave and have little or no apparent land use. In many cases mined landscapes around the world have resulted in a less functional and degraded environment, with deleterious impacts on surrounding ecosystems.This situation is now slowly being addressed, as global companies, academics and practitioners and their organisations have started to exploit the ideas from an integration of earth sciences and mining through the application of planning software dedicated to the design of landforms.This development has had its genesis primarily in the United States. We suggest that process has been driven, in recent decades, by the application of resources in response to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), (USA Congress 11 December 1980) and other mine reclamation legislation enacted by federal and states regulators in the USA. The combining impact has seen a huge transfer of capital back from the public purse and ‘potentially responsible parties’, into abandoned mines to affect control, remediation, and reclamation/rehabilitation of those mines.Given this investment in rehabilitation and reclamation, people engaging in the business of landform planning have had the opportunity to address landform reclamation of historic and active sites. The skills of engineers and scientists with improved technology, waste rock characterisation and modelling tools have been combined resulting in the evolution of landform design and in mine planning of active mines. This has delivered cost-effective, sustainable mine closure designs for over 30 years. Integration of mine design with an understanding of geomorphic principals and the natural landscape, coupled with waste and soil characterisation, yield a positive result. Recently work has been applied across large and small-scale projects by companies. As these processes develop, ideas and concepts are evolving that active mines, or mines in the early planning stages, could use to help reduce double handling, and in the long run reduce overall project and closure costs, more effectively attain the desired final land use, and enhance the industry’s reputation and licence to operate.CITATION:Leidich, T,?Lacy, H?and Van?Zyl,?M,?2014. Cyanide has been used for over a century worldwide for gold extraction. However, the presence of several metals and metalloids in ore requires greater amount of cyanide for an efficient gold recovery due to their solubilisation in conjunction with gold. The extraction residues are discharged into tailing storage facilities (TSFs) and may cause bird mortality if there is exposure to cyanide-bearing wastewater exceeding the toxic threshold. The toxicity arises from free cyanide released from weak acid dissociable (WAD) cyanide complexes. The International Cyanide Management Code (ICMC) has deemed 50 mg/L of WAD cyanide released into TSFs to be safe for wildlife protection. However, this concentration is based on observations of an apparent lack of toxicity rather than a toxicological approach. The National Industrial Chemicals Notification and Assessment Scheme (NICNAS) identified in 2010 that there is a lack of toxicity data to properly assess the environmental significance of cyanide levels at gold mines. Lack of knowledge for the toxicity of free cyanide and metal cyanide complexes to wildlife led to consider alternative direct assessment techniques for designating safe levels. Whilst toxicity may be assessed by using young chickens with animal ethics approval, the traditional bioassay approach to assess cyanide toxicity is impractical for gold mine TSFs. Bioassays using algal species such as Euglena gracilis, a unicellular alga, are widely used for ecotoxicological studies. A unique feature is that the Euglena gracilis Z cell has plant-like while SMZ cell has animal-like characteristics. "Prior to the 1950s in the USA, surface coalmines were generally left without any reclamation. As government regulations advanced, mine operators were required to backfill the area and plant grasses or trees. After the federal Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977 in the USA, mine operators were required to conduct pre-mining analyses of the site and to designate a land use that could be achieved after the mining. Common post-mining land uses in the USA are: agricultural uses such as prime farmland reclamation with crops, hayland and pasture, and biofuel crops forestry wildlife habitat building site development.Provisions and regulations for each post-mining land use were developed and practices to achieve successful and sustainable land uses were established. As mining activity moves to remote and less developed locations globally, a holistic approach to mine development is fundamental for achieving a balance between strong financial returns and corporate social responsibility and transparency. Key inter-related fundamentals such as social licence to operate, life-of-mine operational planning, minimising environmental impacts and, most importantly, attractive investment returns for the mining company all contribute to the viability of any new mining project.However, the typical practice in the mining industry is often to treat environmental and social/community aspects as separate compliance issues that are dealt with at minimum cost and disruption to the project and resulting operation. This often results in less than optimum environmental and social outcomes, and presents considerable liabilities at the time of closure when rehabilitation programs continue to require funding when all revenue has ceased.The five capitals model seeks to identify each of the key contributors to sustainable development as financial, manufactured/physical, social, human and natural to formulate a type of triple bottom line approach balancing these often competing project factors. The SUSOP® sustainability risks and opportunities framework, developed by the mining industry, bases its approach on the five capitals model and proposes an approach that breaks down enterprise silos to identify innovative solutions for life-of-mine sustainability. The PT Kaltim Prima Coal (KPC) operation is a large scale coalmine operating on the east coast of Kalimantan (Borneo), Indonesia. Originally developed under a coal contract of work (CCOW) with the Indonesian Government, new legislation has led to uncertainty as to the actual life of the mine, the size of the operating lease or mining area, the rehabilitation compliance requirements and other areas of concern. The actual life-of-mine (LOM) plan is therefore in a constant state of flux and must be updated and modified with every new piece of information.Under the CCOW system, the mine life ran from the first year of production (1992) for 30 years (2021), with the potential to extend for a further two ten-year periods. KPC has always intended to run until at least 2041. Under the new legislation, the potential term of the CCOW (to be replaced by a mining license) is open to interpretation, resulting in KPC having to prepare plans allowing for a LOM that may end in 2021, 2031, 2041 or a range of other possible periods of time.Uncertainty about legislation (and hence the mine life) possible production rates and available work areas; variable coal prices and costs; varying management contexts; the substantial reserves available; difficulty sourcing dump space; potential rehabilitation costs and the dependence of a community of over 100 000 people on a single operation sees the LOM and mine closure teams preparing dynamic yet thoroughly robust plans that are updated on multiple occasions per year.This paper will describe the procedure followed by KPC and the potentially show stopping issues that must be dealt with.CITATION:Bennett, S M and Manege, I, ?2014. Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. Mining activities can result in the transfer of harmful elements, including arsenic and lead, into the environment. In Australia, one of the potential future uses of rehabilitated mine land is to stock grazing animals. Elemental uptake is dependent on bioavailable fraction for adsorption upon exposure. Bioavailability data are generally lacking in order to provide realistic health risk assessments relating to harmful elements from mine tailings in Australian conditions. Another key component of risk assessment is the ability to estimate a realistic exposure, or dose rate, of the tailings to the grazing cattle over a set period of time. Hence, we aimed to conduct grazing trials directly on rehabilitated tailings facilities in order to provide valuable in situ information on heavy metal dose rates and associated accumulation. For the laboratory-based evaluation of comparative bioavailability, groups of cattle were fed five days a week on a normal diet spiked with mine tailings or soluble pure salts of target elements (eg sodium arsenate, sodium arsenite and lead acetate) for about eight months. For the field validation, cattle were allowed to graze directly on rehabilitated tailings facilities over a similar length of time. Blood and a biopsy of the muscle and liver were periodically collected to monitor arsenic accumulation. At necropsy, blood, muscle, liver, kidney and other saleable tissues were measured for arsenic concentrations. Although this study was focused on arsenic, lead and other metals were also measured. Predictive models for arsenic and other metals have been established to calculate the maximum grazing duration without the risk of exceeding specific food safety guidelines. The outcome of this study is a predictive model for maximum beneficial use of certain rehabilitated tailings for cattle grazing where grazing activities do not impact on the integrity of the tailings dams.CITATION:Ng, J C, Noller, B N and Bruce, S L, 2014. Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project.
